Special Session, June 24th, 1913
Special meeting of the County Board, held at the office of the County Clerk,
.June 24th, I9I3.
Board called to order at 10:30 A. M. by Martin Rogan, Chairman.
The following credentials were presented and were upon motion accepted;
To the County Board of Bayfield County, Wis.
Gentlemen: -
This is to certify that Albert Miller a member of the town
Board of Supervisors has been appointed to represent the town of Bayfield
at the special meeting of the County Board to be held at Washburn, Wis.
June 24th, 1913, in place of Chairman S. L. Pickett who is unable to
attend.

It is hereby resolved that owing to the inability of Chairman
W. H. Fliiath to attend the meeting of the County Board June 24,1913, Mr.
A. Keosky, a Supervisor of.the Board of the Town of Bell-, is hereby
authorized and instructed to, represent the interests of said Town at
aforesaid meeting.

At roll call, the following members were found present;

It was moved and seconded that Board adjourn until 1:30 P. M., motion lost.
It was moved and seconded that the Board proceed with an informal ballot
for Chairman. Motion carried.
First informal ballot resulted as follows: whole number of votes cast 26,
of which T. H. Robinson received 11., George Mertz 3, George Curry 4, and
Martin Rogan S.
Second informal ballot resulted as follows: whole number of votes cast 26,
of which T. H. Robinson reiceived I5, Martin Rogan 7, George Curry 3, and
George Mertz 1.
The informal ballot was declared formal and T. H. Robinson declared elected
Chairman -for the ensuing year.
It was moved and seconded that a committee of 5 be appointed to formulate
rules for the transaction of business. Chairman appointed Supervisors Rogan,
Curry, Mertz, Tripp, and Carlson.
It was moved and seconded.that the Board proceed to fix a rate for the
publication of its proceedings and the selection of an official paper.,

Thirty cents per folio was upon motion fixed as the rate to be paid for the
publication of proceedings, legal notices, atc.
In formal ballot for the selection of an official paper resulted as follows:
Whole number of votes cast 25, of which the Washburn Times received 14, the
Washburn News & Itemizer 6, and the Iron River FOoneer 2.
The informal ballot was upon motion made formal and the Washburn Times was
declared the official paper.
The following application was presented:
To the Honorable County Board, Bayfield County, Wis.
GENTLEMEN:
The undersigned hereby makes application for re-appointment.to the
position of Janitor of the Court House. I can refer you to any of the County
officers as to the work which I have.done in the past.

It was moved and seconded that A. Marsh be elected janitor in the Court House
for the ensuing year at the same salary as has been previously paid.
The following resignation was presented and upon motion accepted:

Owing to other business interests, I.find that I am unable to give the office

three books Surveyor's Records; one Statutes; one County Plat Book which I will
turn over to my successor when appointed, or•whoevar is proper.
Will you please notify the Chairman of the County Board, and file this resigna-
tion with the County Clerk?

The following report of the Committee on Rules was presented and was upon motion
adopted:

The rules referred to in the foregoing report are those which have governed
the transaction of business during the past year except that a committee on
judiciary is added to the list of standing committees.
Permission was upon motion given to A. H. Wilkinson to address the board in t
the interest of a State Fair exhibit.
It was moved and seconded that the sum of Five Hundred Dollars be set aside
for the purpose of paying the expense of collecting a county exhibit for the
state fair.
The following resolution was presented and upon motion adopted:
RESOLVED by the County Board of Bayfield County this 24th day of June, 1913,
that there be and there is hereby appropriated to the Bayfield County Fair
Association, the sum of $1990.00, and the Chairman and County Clerk are
directed to draw, execute and deliver to the said Fair Association a county
order for said sum.

The application of W. E. Tripp for appointment as County Surveyor was pre-

sented. Mr. Tripp asked permission to retire while the matter was being
discussed.
Di.strist Attorney held that Mrs Tripp being a member of the County Board,
could not be elected to the office of County Surveyor until he had resigned as
Chairman of the Town of $Tipp and his resignation accepted by the Town Boards
Moved and seconded that the election of the County Surveyor be deferred unti '
a future session.
The following report was presented and was upon motion adopted:
To the County Board of Bayfield� County, Wisconsin:
Gentlemen:
We the undersigned to whom was referred the transient poor bill of
the town of Iron River for the year ending November 1st, 1912, beg leave to
report the same back to this board with the following recommendations:
Total amount claimed by the town of Iron River $725.899 of this amount we
find that $277.11 is not a legal claim against the county and should be dis—

allowed. The town is legally entitled to $448.78 which should be paid.
Attached hereto is a schedule, of the items which are declared to be legal acid
also one of those which we consider are not proper charged against the county.

Special Session, June 24th, I9I3.
Whereas the court room of the Second Municipal Court at Iron River is
unsuited for court purposes, therefore be it resolved that the Judge of
the said Court be and he is hereby authorized to select a suitable room
in which to hold court, and that the rental of the said court room be fixed
at the sum of $100.00 per year, for a term to expire when the term of the said
Judge expires.

The following resolution wast presented and was upon motion adopted:
RESOLVED by the County Board of Bayfield County this 24th day of June, 1913,
that the County Treasurer be and he is hereby authorized to sell and assign
all tax certificates now held by the County at face without interest; and that
all sales of certificates heretofore made by him at face are hereby ratified
and approved.

The following resolution was presented and was upon motion^laid upon the
table:
WHEHEAS3,It is considered advisable by many citizens and tax payers of
Bayfield County that the County should own a poor farm and that the County
should adopt the county system of maintenance of poor;
Therefore, Be It Resolaed that the Chairman of this Board appoint a
committee to be made up of three members of this Board to investigate the
--system of maintenance of poor by counties and the distinction betwwen town
town and county systems of maintenance of poor,and to investigate available
sites for such poor farm and probable cost thereof, and to report.to the next
annual meeting of this Board thereon, and of the advisability of Bayfield
County purchasing such poor farm and conducting the same, to the end that thi
Board may act thereon at its next annual meeting.

The following resolution was presented and was upon motion adopted:
RESOLVED, By the county board of Bayfield County, this 24th day &f June,
1913, that the Committee on Grounds and Buildings of said county board be, an
they are hereby authorized and &irected to cause the following repairs and
work to be done, to wit:
1. To repair the barn situated on the court house square, and
place the same upon a stone or concrete foundation.
- 2. To provide additional radiation in the rooms occupied as
offices by the clerk of the.circuit court and the county superintendent of sCha
schools, so as to furnish sufficient heat to properly warm said rooms in cold
weather.
3. To repair the.roof of the court house.
3a. A steel filing case for the office of the County
Superintendent of Schools.

4.To construct a concrete floor in the basement of the court
5. To construct a concrete walk from the court house steps soi
herly to the corner of the court house square.

6. To install a Ladies Toilet and Lavatory in the basement of Court House.
A sum of money sufficient to cover the costs of said repairs and building is
hereby appropriated to pay -for the same.

The Committee on Grounds and Buildings was upon motion authorized to have the
work provided for in the foregoing resolution done by contract or day labor as
they see fit.
A complete report of the committee on Roads and bridges covering an inspectio
of the county road system, was presented and* was upon motion accepted and
ordered filed.
The following resolution was presented and was upon motion referred to the
committee on roads and bridges::
Whereas the town of Bayview has been created by Chapter 89 of the laws of
1913, and whereas in creating the said town, by taking certain territory from
the City of Washburn as well as other towns, there may be some question as to
whether or not the road which was formerly in the city of Washburn but now in
the town of Bayview, is a part of the County Road system, therefore be it
RESOLVED that that part of the road which was formerly in the city of Wash-
burn but now in the town of Bayview be and tha same is hereby made a part of t
the system of County Highways.

The -following resolution was presented and was upon motion adopted!
RESOLVED, By the county board of Bayfield County, this 24th day of June,
1913, that the chairman�of said county board be, and he is hereby instructed
and directed, to appoint a committee of three members, to confer with a
similar committee of the county board of Douglas County and the State Highway
Commission, with a view to deciding upon, and recommending the selection of
the most feasible route for a trunk line highway easterly and westerly
through Bayfield and Douglas Counties, from the city of Superior to the
Ashland County line.
M. B. Morris.
The claim of Helen D. Sarver for $25.00 damages on account of a defective
plank in the Sioux River Bridge was presehted. This claim was recommended
for disallowance by the committee on Roads an d Bridges. The report of the
committee was upon motion adopted and claim disallowed.
The claim of W. G. Nohl for damages sustained by reason of defective bridge
at the head of the bay in the sum of One Hundred Dollars was presented and
was upon motion allowed at Seventy Five Dollars.
The c-laim of J. T. Hanley for damages, sustained by reason of defective
bridge=at the head of the bay in the sum of Seventy Five Dollars was presented
and was upon motion allowed at Fifty Dollars.
Upon motion the Board adjourned until 700 P. M.

Special Session, June 24th, 1913.
Upon motion the question of the election of a county surveyor at a
future session was reconsidered being carried unanimously on roll call*
upon motion the board proceeded with the election of a county surveyor.
First informal ballot resulted as follows: Whole number of votes cast 24,
of which W. E.'Tripp received I7 and W. A. Harding ?.
The informal ballot was upon motion made formal and W. E. Tripp was
declared elected.
The folowing report_ of the special committee was presented:

To the County Board of Bayfield County, Wisconsin.
Gentlemen:
Pursuant to a resolution passed by you at a special meeting held
om March 4th, 1913, appointing a special -committee of three members to con-
fer with'the Board of Supervisors of the Town of Barksdale in regard to the
adoption and improvement of that portion of the prospective state highway
system connecting the Town of Barksdale with Ashhand County; your committee
beg leave to submit the following report:
On March llth, 1913, your committee met with the Board of Supervisors of
the Town of Barksdale and it was agreed that Rayfield County and the Town
Of Barksdale each engage for itself a competent engineer to make surveys and
estimates of the cost of making permanent highways: the so-called "Long Bridge"
road and also the"Canal" road: and in accordance with such agreement, your
committee, acting for Bayfield County, engaged the, services of L. A. Berg, a
civil engineer of Duluth, Minn., and the Town of Barksdale engaged. the services
of C. A. Hutchinson, a civil engineer of Ashland, Wis. These engineers have
made careful surveys of both routes, furnishings drawings and estimates of cost
of each and which are hereto attached, forming a part of this report.
After careful consideration of these reports your committee have reached the
conclusion that the so-called"Long Bridge" road is the most feasible and least
expensive road to btild and maintain; and would recommend that the proposition
of the Town of Barksdale to contribute the sum of Five Thousand Dollars
($5000.00) to help defray the expense of building the bridge on this route be
accepted: and that the committee on Roads do Bridges and the County Highway
Commissioner be instructed to proceed at once and build said highway in
accordance with the plates and specifications as submitted by the engineers, and
which also have been endorsed and approved by M. W. Torkelson, an engineer
representing the State Highway Commission.

Moved and seconded that the Chairman be authorized to appoint a special
committee of three one of which shall be the Chairman of the town of Barksdale,
to have full charge of securing plans and specifications, to advertise,for bids,
and to have charge of the construction of the bridge and road mentioned in the
foregoing report. Motion carried.
Chairman appointed George Curry, C. H. Werden and Pat Galligan as such com-
mittee.'
Moved and seconded that special committee be instructed to proceed with
work when the town of Barksdale shall legally contribute the sum of $5000.00
and not before. Motion carried.
The following resolution was presented and was upon motion adopted:
Resolved by the County Board of Bayfield County, Wis., that providing
the town board of the town of Port Ping proceeds to lay out and secure right-
of-way for a highway beginning at the quarter post on the north line of Section
26-50-8. thence running northerly two miles -to connect with the established
highway, known as the Port Wing-Herbster road.. The said highway sp laid out
together with the highway running westerly to Port Wing and easterly to
Herbster be adopted as a prospective State Highway of Bayfield County and be it
further
Resolved that all other proposed state highways between Port Ping and

Herbster be abandoned when the above described highway is adopted.

Bond of County Judge elect H. P. Axelberg was presented and was upon
motion referred to the Committee on Bonds of county officers.
The bill of Fred L. Gray Co., for $45.00 for bond for County Judge and
the bill of H. P. Axelberg for $2.50 for bond for John Sumdell Road Commis-
sioner were presented and were upon motion referred to the committee on Bonds
of County Officers with full power to act.
The following resolution was presented and was upon motion adopted:
To the County Board of Bayfield County, Wis.,
Gentlergen:
We the undersigned Committee of the County Board appointed to secure
engineers for the purpose of making a survey of the Long Bridge Proposition
beg to submit herewith the bill of L. A. Berg, Civil Engineer, for services
rendered in the sum of $153.44, and recommend that the same be allowed.

presented and was upon motion allowed.

court, amounting to $39.00 and $3.00 were presented and were upon motion
disallowed.
Bill of R. C. Murry, Ashland Wis. for rigs for engineers employed
on Long bridge survey, amounting to $21.50 was presented and was upon motion
allowed.

The following resolution was presented and was upon motion adopted:
Resolved that the salary of the Deputy County Clerk of Bayfield County be,
and the same is hereby fixed at the sum of $200.00, two hundred dollars
per year, to be paid in equal monthl}i installments in the same manner as the
salaries of other county officers are now paid.

The following resolution was presented:
Whereas the road fund with the exception of amounts set aside to secure
state aid, is entirely exhausted, therefore be it
Resolved that 11 mill on the taxable property of the county be and the
same is hereby levied by this board for road purposes, that the said levy be
based on the equaliization of the property of the county as fixed by the county
board at the annual session to be held in November 1913, and be it further re-
solved that the said levy be apportioned by the county clerk and ordered spread
upon the tax rolls of the towns and collected as other taxes are collected, said
apportionment being made subsequent to the levy made for all state and county
taxes at the said November meeting.

Bayfield north through Red Cliff and westerly to the intersection of the Wash-
burn and Cornucopia road, be abandoned, subject t-o the approval of the State
Highway Commission.

Moved and seconded that the sum of $7000.00 be and the same is hereby set
aside from the highway fund for the purpose of constructing the Long Bridge and
road.
The bill of Winfield E. Tripp for $13.00 for surveying case state of Wisconsin
versus John Howatt was presented and was upon motion allotted.
The bill of -the town of Barksdale for $52.50 for work shoveling snow and
repairs on Long Bridge was presented and was allowed at $15.50.
The bill of the town of Barksdale for $49.81 for work done on Long Bridge was
presented and was allowed at $43.06.
The Highway Commissioner was upon motion directed to make necessary repairs
on the Sioux River Bridge, Four Mile Creek Road.
The bill of the Schroeder Lumber Company for $22.50 was presented and was upon
motion laid over for further investigation.
Assessor'of incomes Wm. Landraint called the attention of the board to the new
law:providing for the assessment of mineral rights and the matter was upon
motion referred to the committee on Judiciary.
It was moved and seconded that the finance committee be authorized to arrange
for funds necessary to carry on road work. Motion carried.
It was moved and seconded that the slam of $5oo.00 be set aside from the road
fund for the purpose of dragging road's. Motion carried.
It was moved and seconded that the Highway Commissioner be directed to post
notices warning those who use the Red Cliff Bridge and the Sioux River Bridge
on the Four Mile Creek Road that they do so at their own risk. Motion carried.
It was moved and seconded that the Highway Commissioner be instructed to
fence off all approaches to the Long Bridge. Motion carried.
