Special session, of the County Board held at the office of the County Clerk
May 12th, 1914, pursuant to the following call:
We the undersigned members of the County Board of Supervisors hereby request
.you to call a special meeting of the County Board to bo held or. Tuesday, May 12th,
1.914, for the purpose of organizing and for the transaction o£ such other business
as may legally come before such meeting.

At roll call, the following members were found present:

The Board proceeded to the election of a chairman.
Tellers James Good, Erick Johnson and W. H. Flieth.
First informal ballot resulted as follows: whole number of votes cast 33,
of which Donald C. Bell received 13, C. H.-Werden 13 and George Mertz 5, and
A. P. Stone 5. Second informal ballot resulted as follows: whole number
of votes cast 33, of which Donald C. Bell received 13, C. H. Werden 16 and
George Mertz 4. Third informal ballot resulted as follows: whole number
of votes cast 33, of which Donald C. Bell received 13 and C. H. Werden 20.
The informal ballot was upon motion daclared formal and C. H. Werden was
deb&aced elected chairman for the ensuing; year.
Upon motion Board adjourned until 1:30 P. M.
Board met pursuant to adjournment with all members of the morning session
p r e s eatrt .
The following application was presented:
To the Honorable County Board, Bayfield Cot3nty, Wis.
I hereby make application for re —appointment to the position of Engineer
and Janitor of the Court House. I can refer to anyone of the County officers
as to manner in which my work is done. I shall try to do as well in the
f uture .

The foregoing application was accepted and A. Marsh was upon motion elected
Janitor of the Court.House at the'same salary as paid heretofore.
The following resolution was presented and was upon motion adopted:
RESOLVED, By the county board of Bayfield CoHnty, assembled this 12th day of
May, 1914, that the chairman of said board appoint a special committee of three
to revise the rules of said board and to report, in writing at the next neeting,
a set of rules -for the guidance of said board.

The following resolution was presented:
RESOLVEDI By the county board of Bayfield county, assembled this 12th day of

May, 1914, that the committee work of said county board shall be done and per-
formed by three committees only; that said committees shall be known respectively)
as the committee on equalization, the committee on roads and bridges and the
committee on claims and finance; and each of said committees shall consist of
five members of said board to be appointed by chairman of said county board.

The following resolution adopted by the Bayfield County* Fair Association
was presented:
Resolution of the Bayfield County Fair Association.
Whereas,'for the past 14 seasons the Bayfield County Fair Association has
conducted the County Fairs of Bayfield County, and with exception, of the last
three years, without any material aid from any part of the County outside of the
town of iron River; and Whereas
The Fair has grown to such proportions that it is apparent jhat the work of die
playing and advertising the wonderful resources of Bayfield County, could be
brought up to a standard excelled by no other County in the State of Wisconsin,
and
Whereas, the County Board of Bayfield County, lately adopted a resolution a
copy of which is hereto attached, and
Whereas, this resolution fails to provide for several matters which is
essential to the interest of the Bayfield County Fair Asspoiation and the
stability of the County Fair of Bayfield County;
Now therefore BE IT RESOLVED by the Bayfield County Fair Association ih
annual meeting assembled, that the County Board of Ba yfield County be empowered,
and it is hereby authorized to appoint a commission of Five members, one from
five dif`erent towns of the County, (Cities considered the same as towns) to
assist the President, the Vice -President, the Secretary and the Treasurer of the
said Bayfield County Fair Association in the giving and the holding of County
Fairs in Bayfield County; and said joint con mission, consisting of nine members
to have full power and authority to arrange for the giving and holding of all
county Pairs in Bayfield County; Provided
That said commission shall hold, give and conduct a County Fair along tree line,
of County Pairs in General every year, at the appropriate time and season
therefor; and that each and all of saod Fairs shall be held at the Fair Grounds
owned by Bayfield County', in Section Six, township forty-seven north, of Range
Eight west and not elsewhere; and
Provided further that the County Board of Bayfield County shall make an annual
appropriation for the benefit of the said Fair Association, of not less than One

Thousand Dollars, not less than Five Flundfed Dollars of which may be used for
maintenance of Fair.
Provided -further that the Commission cause to have published the premium list'
which the Secretary of the Fair Association shall prepare, not later than July
first of each year.
The Bayfield County Fair Association and the County Board of payfield CoBnty,
shall. have the right to terminate this agreement at any organization meeting of
the said County Baord.
Resolved that a copy of this resolution, certified by the President and
Secretary of this Association, be presented to the next organization meeting
of the said County Board, for their consideration.

Upon motion the foregoing proposition was accepted and One Thousand Dollars
($1000.00) was appropriated for the purpose indicated, motion unanimously
carried' on roll call.
Report of the Secretary of the Bayfield County Fair Association was presented
and was upon motion ordered filed.
Moved and seconded that a rate of thirty cents per folio be fixed for the
publication of proceedings, notices, etc.,
Balloting for the election of an official paper resulted as fol=owe:
-ahole number of votes cost 32, of which the Washburn Times received 16, The
Washburn News & Itemizer 8, The Iron River Pioneer 2, Bayfield Press 5, and
The Bayfield Progress 1. The Washburn Times having received the largest
number of votes, was upon motion dec]_ared elected the official paper., for the
ensuing year.
The fol:owing resolution was presented and was upon motion adopted'
Resolved by the County Board of Bayfield County, in special session assembled
this 12th day of May, 1914, that the sum of Five hundred Dol:la.rs, be and the same
is hereby appropriated out of any funds in the General Fund of the County, for
the purpose of making; a County exhibit at the Wisconsin State Fair for the year
1914,
Resolved further that the Chairman of this Board appoint a committee of three
members of the'Board, who shall be charged with the duty of superintending; the
gathering of the exhibit and making; a proper exhibition at the said Fair.

this 12th day of May, A. D. 1914, that the committee membership of the committee
on roads and bridges of said board be, and the same is hereby increased from three
to five, and the chairman of said board shall appoint a committee of five members

work the several districts will require, and that each momber of said committee
shall be assigned to one of said road districts and charged with the duty of

Whereas the prospective state highway syster, of Bayfield County covers a'
large territory and all of it in such condition that it requires constant repair
and
Whereas it is expected of the Highway Commissioner to have personal super-
vision over all jobs performed by day labor'and also keep in touch with contract
work, requiring him to travel from one place to another continually,
Therefore be it Resolved, by the County Board of Bayfield County, Wis., in
special session assert°bled, that a Five passenger Ford Automobile be purchased

of the County Highway commissioner and others connected with the management of

TO THE HONORABLE? THE COUNTY BOARD OF BAYFIELD COUNTY and
THE Honorable. State Highway Commission of Wisconsin:....
The undersigned, electors of Bayfield County, object to and protest against
the adoption as a paErt of the prospective state highway system of said county,
or the construction, of a main or trunk line highway, easterly and westerly
between the city of Washburn and the Douglas County line, on the lines or '
location designated as "Route Two", in the report of the special comnittee a;zx
appointed by said county board to confer with & like dommittee of the County
Board of Douglas County, as to the most feasible route for such a trunk line
highway. Our objection to such -route is that it will be wastefully expensive
to construct a highway on said route and to keep the same in repair; that it
is rerp.ote and out of the way for the great majority of the public that would
want to travel easterly and westerly through Bayfield County, and that a road
along the Northern Pacific Railroad from the weste rm boundary of Bayfield
County to its eastern boundary can be built for about a fifth of the cost of
the other and would serve at least twice as many travellers as would route two.

Resolved by the County Board of $ayfield County That the county purchase a
rock crusher and that a committee be appointed by the chairman for the purpose of
making such purchase. i

The following petition was presented and was upon motion granted, and the sum
of Fifteen Hundred Dollars ordered spread on the tax roll of the County and
collected as provided by law:

The petition of the Town Board of the torn of Port Fling, one of the towns
of said county, respectfully sets forth and shows:
That at the annual meeting of the said Town of Port Aging, held on the 8th j
day of April 1914, said towm voted to construct an iron bridge across the Flagg
River on the section line between sections 27 and 34 in township 50 north of

range 8 west at a place about 60 rods west of the southeast corner of said section;
27, and the northeast corner of said sectio'n 341 and the said place or site of
said proposed bridge being wholly within said town of Port Wing.

That said town of Port Wing has a total valuation of Four hundred Thousand
dollars
($400,000.00) and more,- according to the last assessment thereof as equalized
by the County Board of Bayfield County.
That. the cost of said bridge, according to the estimate thereof, and to the

best of petitioners knowledge and belief, will be three thousand dol)a.rs ($3,000).1
That said Town of Port Wing has provid ed for the payment of one half of the
cost of constructing said bridge, as provided by Section 1319 of Wisconsin Statute''''.
Wherefore., Your petitioners pray that said County Board appropriate the sum
of Fifteen Hundred Dollars($1,500) to defray one half of the cost of building
said bridge, and cause said -snm to be levied upon, the taxable property of Bayfiele
county and to be paid out for said purpose, on the order of the chairman of your
honorable county board and the county clerk, when collected, whenever the town
board of said town and the commissioners provided by law, shall notify them that
the work of constructing said bridge has been completed and -accepted.

TO THE COUNTY BOARD OF BAYFIEL D COUNTY.
The petition of the town Board of the town of Mason, one of the towns of
said county, respectfully sets forth and shows:
That at the annual town meeting of the town of Mason, held on the 8th day
of April, 1914, said town voted to construct an Iron bridge across the White
Fiver on the section line between Sections 30-46-6 and Section 25-46-7, oh the
present site of the wooden bridge located at or about the quarter stake on
said section line, and the said place or sl,tbilof said proposed bridge being
Wholly within said town of Mason.
That said town of Mason has a total valuation of $1,317,052, according to
the last assessment thereof as equalized by the county board of Bayfield County.
That the cost of said bridge, according to the estimate tiereof, and'to
the best of petitionersknowledge and belief, will be $2,000.
That said town of Mason has provided f or the payment of one half of the
cost of constructing said bridge, as provided by Section 1319 of Wisconsin
Statutes.
WHEREFORE, Your petitioners pray that said county board appropriate the
sum of $1000 to defray one half of the cost of building said bridge, and cause
such sum to be levidd upon the taxable property of Bayfield County and to be
paid out for said purpose, on the order of the chairman of your honorable county
board and the county clerk when collected, whenever the town board of said town
and the commissioners provided by law, shall n6tify .then.; that the work of-, con-
structing said bridge has been completed and accepted.

The following Resolution was presented and was upon motion adopted:
TO THE HONORABLE BOARD OF SUPERVISORS,
Bayfield County, Wiscomsin.
Whereas, it becomes necessary for the Town of Mason, Bayfield
County, Wisconsin, to build a new bridge on the public highway where it crosses
White River at the one -quarter (1/4) stake -.."located on t_lle range line between
section number thirty Q30), town forty-six (46) north, range six (6) west, and
Section number twenty-five (25), town forty-six (46) north, range seven (7) west;,
and
Whereas, the estimated cost of the construction of said bridge as made by
the State Highway Engineer is $2000.00, which amount:5 exceeds one -eighth of one
percent of the total valuation of the Town of Mason as equalized by the County

Board for the year 1913, and
Whereas, the tax payers of the Town of Mason, at its annual meeting held
in said town on April 8th, 1914, passed a resolution appropriating the sum of
$1000.00 to defray one half the cost of the construction of said bridge, certified
copy U) which resolution is hereto attached,
Therefore, Be it Resolved, that the County Board of Bayfield County hereby
appropriate the sum of $1000.00 tp pay one-half the cost of the construction of
said bridge, in accordance with Section 1319 of the laws of Wisconsin.

who with the chairman of the town of Mason shall have charge of the construction

Moved and seconded that the resolution providing for the purchase of an
automobile for the use of the County Highway Commissioner be taken from the
table. Motion lost by the following vote:

The following resolution was peesented:
Resolved by the County Board of Bayfield County, in special session
assembled this 12th day of May, 1914, that a sum not exceeding $500.00 be and
the same is hereby appropriated and levied upon the taxable property of said
county, for putting in repair the present road between Nash and Iron River.
The committee on county roads and bridged and the county Highway Commissioner
are hereby directed to proceed to make such repair as they deem necessary.

To The Honorable County Board of Bayfield County, Wisconsin:
Your Committee on roads and bridges beg leave to submit the following
report:
The following amounts have been paid out on State Aid work:
South Fork Bridge, Town of Eileen, $2,862; and on approaches $891.41.
This work is complete. Gulley Bridge, Mason and Kelley, $1,800'
Bridge is complete but not accepted nor fills completed.
Fall Creek Bridge, Port Wing, $825. Bridge complete but not accepted.
Special Session, May 12th, 1914.
$180 on fill, in use, but not complete. Long Bridges at Barksdale, $213.1.a5.
Small bridge is completed and the long bridge is complete except the floor.
On fill at long bridge, $2098..05. This work is not complete. Bark Creek
bridge, Clover, $1125, Bridge complete but not accepted. Fill in use but
not complete. All these bridges have not been accepted and part of the money,
held back because it is not possible to tell. exactly how good concrete is late
in the fall when the concrete is frozen to any extent. $791.1.0 for concrete
material on five bridges on the Four Mile Creek road. $652.43 has been paid
for surfacing two miles of road built under State Aid last year. This surfacing
is soda slag from the dynamite plant, costing $326 per mile, average haul 32
miles. $97.50 for slag on Fish Creek bottom; $1000 for refilling and repair-
ing road and concrete work on Washburn and Nash road, that is the two miles of
road surfaced with slag. $87.77 for regrading; between Cornucopia and Herbster.
$308.27 has been paid on the cut off between Herbster`and Port Wing. T&tal
under State Aid is $14,850.86. The total amount spent on all. work is
$31,263,74. For this season's work, we recommend a levy of 1` mills. We are,
in no position to recommend anything at this time for any State Aid work, as
we have no plans and specifications for the 193.5 work. These will be gotten
out through the summer.
In regard to changing the road from Sand River over.the..hill through
Section 16, we went over the proprsed new road with Mr. Sargent, and came to
the conclusion that since the road is built where it is, it would be by no
means advisable to change it.

Moved and seconded that a levy of lz mills be made on the taxable property
of the County for the purpose of providing aroad fund, The County Clerk
being directed to spread the amount on the tax rolls of the County and collected
