M. by chairman C. H. Warden. At roll call the following members were found present: Galligan, Barnes, Hauser, Flieth, Zielsdorff, Rogan, Soronen, Bartlett,, Eekhofer, Morris, A. G. Johnson, Iverson, Good, Carlson, Lauri, Duffy, Habelt, Erick Johnson, Smith, Ellerman, Stone, Davis, Flanders, Robillard, Bell, Berman, Robinson, Mertz, Handberg, Lien, Lamoreaux, and Warden. Upon motion, the.reading of the minutes was dispensed with. The special Committee appointed to report rules for the.transaction of business of the County Board presented their report. Report was upon motion amended as follows: in the fifteenth line of rule 2 where 'the same reads: "County and State Fair Committee composed of five members," made to read: "County Fair Committee five members,, State Fair Committee five members." Report of Committee was upa:n motion adopted. Copies of memorials presented to the legislature by the County Boards of Rock County, Price County, and Winnebago County where read and upon motion were ordered filed. The following resolution was presented and was upon motion adopted: WHEREAS, the s%ate aid law as interpreted by the state highway commission has proven a dismal failure in so far as road construction in Bayfield County is concerned, and said law has been more detrimental to the best interests of the tax payers of said county than beneficial, and WHEREAS, the said County Board of Bayfield County deems it beneficial that the adoption of state aid be optional with the counties of the state of Wisconsin and that only those count*d.s seeking aid be taxed for such purpose, and WHEREAS, it is the concensus of opinion of the members of said county board that the present Income Tax Law is too -great a burden upon the taxpayers' of the state of Wisconsin in the method of its administration, and that it is believed that it could be modified to afford relief to the already overtaxed communities, therefore, be it RESOLVED, by the County Board of Bayfield County, assembled in special session, this 29th day of September, 1914, that said County Board favors the repeal of said State Aid Law, or its modification to an extent, which will assure more satisfactory results in the construction of highways In said county, and that said Income Tax Law be modified to the extent giving the relief desired. BE IT FURTHER RESOLVED, that the County Board of Bayfield County'adopt this resolution, and that a copy thereof be furnished each member of this County Board, for presentation to the members of the State Senate and Assembly, repvesenting this district, and that it be presented to the next legislature as a memorial from said Bayfield County, for favorable action, in accordance with its provisions. Dated this 29th day of September, 1914. Donald C. Bell. The following resolution was presented: TO THE HONORABLE BOARD OF SUPERVISORS? BAYFIRLD COUNTY? WIS. BE IT RESOLVED by the County Board of Bayfield County that the sum of Ten Thousand Dollars ($10,000.00), out of the mill tax already levied for road rip Special Session, September 29th, 1914. purposes in 1915, be hereby appropriated for permanent grading and culverting on the'County system of prospective State Highways in 1915-and that theeState Highway Commission is hereby requested to allot the sum of Five Thousand Dollars ($5,000.00) to pay the Stateos share of tge cost of such improvements. The sums thus made available shall be divided between the towns in the C.ounty'in the proportion that each town -shall vote sums for certain definite` improvements in the town, and shall be spent only on the system of prospective State Highways in accordance with plans for the work prepared by the State Highway Commission. No town may obtain more than Two Thousand Dollars ($2,000.00) from this joint fund and all towns must pay at least one-third of the cost of work done in the town and before May let, 1915, deposit its fund ,for this work in the Coun-ty Treasury. If 'the towns in the County shall not vote a total amount equal to one-tb.ird of the amount available in the joint fund derived from the County and State, any balance remaining in the fund shall be spent -on permanent work as the County Board shall later direct. The County Board hereby relinquishes its assumed duty to build and affiintain all roads in the County System of prospective State Highways as it finds that this duty does not belong to it, but to the towns in which such system lies, each being charged by law with the duty of maintaining its roads, whether they be in the County System or not. In the spring of 1915 at the Annual Meeting, or at a special meeting held prior to September 1st, the towns shall, if they desire County and State aid in 1916, vote taxes for certain improvements on the County System of Roads in their town, and the Bayfield County Board agrees to vote an amount for 1915 equal to the total amount voted by all the towns in accordance.with the State Aid Law (Sections 1317M-1 to 1317M-5 inclusive, of the statutes.) The following report of the Comr.ittee on Roads and Bridges was presented: To the County Board of Bayfield County, Wisconsib. , Gentlemen: - We the undersigned committee on Roads and Bridge's beg leave to recommend that the following apportionment be made of the funds to be levied for Roads and Bridges for the year 1915, and we further recommend that the attached resolution be adopted. The following petition, of the Town Board ,of the Town of Russell was presented: To the County Board of the County of Bayfield The Petition of the -undersigned Town Board of the Town of Russell, County of Bayfield respectfully represents that on the 5th day of August A.D. 1914 at a Special Town Meeting of said Town the Electors thereof voted to construct a Bridge lying wholly within said Town as deacri bad in the resolution her einaft mentioned, that at the same time due provision was made for the payment b# the said Town of Russell of the proportion of the cost of Constructing such Bridge required by law to be paid by the said Town as appears from t-he following which is a true copy 5f said resolution: 98 Special Session, September, 29th, 1914. "Resolved by the Qualified Electors of said Town of Russell, duly assembled in Special Town Meeting this 5th day of August, 1914 That the Town Board of said Town be And3iblhereby authorized to issue and negotiate the Bonds of said Town for the sum of $2,000.00 for the purpose of defraying the expenses of building a Bridge over the ravine in the Village of Red Cliff, on the"Red Cliff Four Corner Road" in said Town. Said Bonds shall be of denomination of $200.00 each and shall be payable in ten years after date thereof at the First National Bank of Bayfield and the said bonds shall be negotiated by the said Town Board and the said Town Board is hereby directed to levy a direct annual tax sufficient to pay the interest upon the said Bonds as it falls due, and to pay the principal thereof within the time fixed therefor. And the said Town Board is further directed to take such action as may -be required to secure the building of said Bridge, and further that the total valuation of said Town of Russell according t the.last assessment as equalized by the County Board -on the �m—a day of Nov. 1913 was $3,718.69, that by reason of longstanding and decay the said Bridge has become unsafe f.or public travel'. And it is too much.so to be repaired except by a new Bridge and it is' necessary to reconstruct said Bridge without delay, and especially should it be'done before cold and severe freezing weather as concrete piers should go into the Construction thereof. Wherefore you petitioners pray for an appropriation to be made by the said Count of Bayfield to aid the Construction of such Brz ge without delay as provided by Law. Moved and seconded that the sum of $1,000.00 be appropriated and levied by this Board at the annual meeting in November 1914 for the purpose of aiding the said Town of Russell in the Building of the Bridge named in the foregoing petition. Motion carried by the foll owing vote: all members present voting in the affirmative on roll call. The following resolution was presented: .Resolved that there is hereby levied upon the taxable property of the County One half Mill, based on the equalization made by the County Board for the year 19141 the said amount to be used in the Highway fund. The Clerk and Chairman are further directed to draw orders to the amount of the State aid, the same to be applied as directed by the State Highway Commission. Dated this 29th day of September, 1914. The following resolution was peesented: WHEREAS, A violent windstorm in the month of August, 1914, overturned and greatly damaged one of the stock sheds and destroyed a considerable portion of the fence at the Bayfield County Pair Grounds, thereby creating an unforseen expense of from four to five hundf'ed dollars, for which no provision could be made: RESOLVED, By the c.unty board of Bayfield County, assembled this 29th day of September, A. D. 1914. that there be and there is hereby appropriated out of any money in toe treasury not otherwise appropriated, the sum of four hundred and fifty dollars ($450.00) to the Fair Association to cover said expensei G®o. The following report, of Special Committee on Bridges was presented and was upon motion accepted: TO THE HONORABLE BOARD OF SDPERVISORS? Bayfield County. Your committee having in charge the building of what is known as "Long Bridge" road beg leave to submit the following report. As advised in our last report, a contract was made with the Hennepin Bridge Co. of Minneapolis, Minn., as the lowest bidder, for the construction of two steel bridges; one a fifty foot span, the other a one hundred 'and twenty foot span: the plans and specifications for which were furnished by the Wisconsin Highway Commission. The contract price for these two bridges was $8,560.00, These bridges have been built: have been accepted by the Highway Commission and your committee, and payment has been made by -the County in accordance with the terms of our contract. Special Sessiou, September 29th, 1914, The contract for the filling in of the approaches to these bridges and making connection with the old road was let to Eben Olson, as the ;owest.bidder, for $7,000.00 Owing to unfavorable weather conditions and other unforseen difficulties, this .part of the work is, not as yet completed. Favorable progress is now being made and it is expected that the work contemplated in the original contract with Olson will be completed by October loth to 15th, During the progress of this work it became evident to the committee and representatives of the Highway Commission that the engineers who prepared the pl and specifications for this work had not fully provided for the protection of the work from the rise afid fall of water in the bay, which this year has been of much) wider range than at any former time. Realizing this condition, your committee, acting in conjunction :with representatives of the highway Commission, have arranged for the raising of the grade above normal water level; two feet higher than was provided in original contract: and at and additional cost of $1,050.00. To further safeguard and protect the fills, we have arranged for the building of four short lines of breakwater, which extend about sixty feet out from the shore line, and which in protective shore work are called "groynes". These groynes prevent the washing away of shore line and assist in forming bars which in a short time fill in and form natural bteakwaters. It will hlso be necessary to riprap with stone two points on the shore line, also the abutment on west end of the 120 foot span bridge. With this additional protection we feel that the road you instructed us to build will be found satisfactory in every way when completed. The appropriation, together with the amount of State Aid to which we were entitled, made available for this work, approximately $16,000,00. The contracts made when the work was started committed the County to payment of $15,560.00. To fully complete and safeguard this work,. in ac-ordance with the plans of your Committee as outlined above, will require at least $4,000.00, and we recommend that your honorable body at this meeting take such action as may be necessary to make this amount available for the completion of this work. The following resolution was presented: TO THE HONORABLE BOARD OF SUPERVISORS, BAYFIELD COUNTY, WISCONSIN. 1 BE IT RESOLVED by the County Board of Bayfield County that the sure of Three thousand ($3,000.00) dollars is hereby appropriated for the completion amd protection of the "Swamp Road01 now being built'in the town of Barksdale and for the repair of the road from the Ashland city limits to its junction with the new road, these roads being a part of the prospective State Highway System; and the State Highway Commission is hereby petitioned to allot fifteen hundred•($1,500.00 dollars to pat State's share of the cost of this work. Claim of Harvey Demars for $50.00 for injury sustained in'the overturning of an automobile on the County Road, was presented and.was upon motion referred to Committee on Finance and Miscellaneous- Claims. Upon motion a county order was -ordered issued to George Mertz, Mhairman of the Committee on State Fair Exhibits, for $500a'00, as provied for in resolution of the county board May 12th, 1914. Claim of F. J. Yeehan for room for Geo® E. Smith, a prisoner, was presented and was upon motion allowed at the face of the claim which was $30.00. Claim of J. J. Fisher, for traveling expenses, 'etc. in connection with a re —valuation of the Dynamite plant in the town of Barksdale, amounting to $48.47 was presented and was ordered paid out of funds set aside for that purpose. Claim of W. L. Tripp for for office rent for Second Municipal Court, at Iron River, amounting to $75.00 was presented and was ordered paid. Claim of George Dargie for $8.00-for Automobile -hire for District Attorney and undersheriff on official business, was presented and ivas upon motion ordered paid. The following resolution was presented and upd)nmotion was referred to Committee -on Illegal Taxes and Tax Certificates : Whereas the Personal Property Tax of 1913, against the warehouse of the Farmer's Produce Exchange of Iron River Wisconsin. is $91.80 together with interest and expense of $13.62, makingfa sum total of $105.42, which is excessive and unjust, therefore Be it resolved that the sum of Sixty ($60.00) dollars be and is hereby accepted as payment in full of said Tax and Expense.
