Absent, Fritz Carlson. Thor reading of the minutes of the previous meeting was upon motion dispensed with. The fol..owin;c- resolution was presented and was upon motion referred to the Committee on Judiciary -. RESOLVED, By the county board of Bayfield County assembled this 24th day of November, 1914, that a committee be appointed to negotiate yri-kh the Town of Iron River, with a view to renting the new town hall at Iron River as a Municipal Cocz-'rt room for the second municipal coirt of Bayfield County, and that such committee shall.have full power to act in the matter of entering into a lease with the Town of Iron River for such period of' -time and on such terns as they may deem for the best interests of the county. �Iarvey Ellerman. Tho following resolution was presented and was upon motion adopted: Resolved by the County Board of Bayfie:ll.d County assembled this 24th day of November$ 1914, that there be and there is hereby appropriated, and there shall be levied upon and collect d from the taxable property of Bayfield County, the sum of Five Hundred Dollars, to be paid and used by the Board of Regents of the University of Wisconsin fo- the purpose of erecting a school house or meeting �f hall at the State Faxm at Ashland Junction, in this county. Provided that said sum shall not be paid out until a. like sum shall be provided by Ashland County, and made available `or use for the same purpose, it being understood that said schoolhouse shall cost .about One Tho'nsand Dollars. The following%, resolution uas presented and was upon motion adopted: Resolved that the County Clerk be and he is hereby directed to proceed to orddr surveys of certain portions of Section 7 and S Township 47 Range 3, near the village of Iron Rj.ver, for the purpose of correcting; assessment, and that the plat so prepared Lind filed becomb a part of the records of t%:e Register of Deeds, and the Assessor of the town of Iron River be directed to use said plat in the preparation of Assessment roll. The fol-_o,.ring resolution was presented :and was upon motion adopted: Resolved that the County Surveyor be and lie is hereby directed to make all surveys for county road work to be done during the year 1915, and that such work be done under the direction of the County Highway Commissioner a-_d s,:.bject to the approval of the State Highway Commission. Annual Session, November 24th, 1914, The following resolution was presented and was upon motion adopted: Whereas* it appears by the records in the office of the County Clerk and Register of deeds that.a certain tax deed was executed illegally and without authority of lava, said deed purporting; to convey the Southwest quarter of the Southwest quarter of Sedtion 14-45-8, said deed being based upon a tax certificate sold illegally and without authority of law at the tax sale of J.jay 19th, _1896, for the tax of 1895 the grantee of sail deed being Lours Moffat, sais deed being executed on t-e 29th day of August, 1899 wnd rocorded in Volume 2 of Tax Deeds on Page 452 and Whereas, the said tax certificate and tax deed are wholly illegal and void for the reason that the tax upon which the certificate was based, was paid to the Town Treasurer of the Town of Drummond on January 4th, 1896, Receipt +96, now, therefore be it Resolved by the County Board of Bayfield County that t}?e tax deed above mentioned be cancelled and that the County Clerk be authorized to issue a certificate to the sai1d Rust Owen Lumber Company setting forth the facts as above related. The following resolution was presented and l"leis upon rnotic.n adopted: Whereas the Bayfield County Land Cornpany holds tax deeds far the N74 4 24�-50-7 based on tax certificates for the sales of 1907, 1908, 1909 and 1910 and also holds tax certificates for the sales of 1912, 1913 and 1914, and IYHEREAS, it appears from the records that Bayfield County holds prior tax deeds based on the tax certificates for the sale of 1901 and 1903, and tax certificates for the years 1904, 1905 and 1906. and WHEREAS the said Bayfield County Land Company has made an offer to the County he County, which offer Board of10.00 for a quit claim of the interest held by t and Tax certificates recomr,end be refuded. your Committee on Illegal Taxes J Therefore be it resolved, that a quit claim deed be issued to the Bayfield County Lend Company upon payment by the said company of $108.48 being; thr amount Qf taxes unpaid on the said property as represented by certificates upon which' tax deeds have been taken and certificates now held by the county, and which acti is in accordance with a certain resolution of the county board dated April 23rd, 1906. Be it further RESOLVED that upon the refusal of the said Bayfield County Land Company to pay the above amount, that a county oredr be ;s sL.ed by the County Clerk and tendered the said company amounting to $37.55 which amount represents the face of ith interest and cost of deeds now held by the all tax certificates together Company to Bayfield County a quit claim said company, and that the sal deed to the property and return all tax certificates now held by them. The following resolution was presented and was upon motion adopted: 105 Annual Session, November 24th, 1914. Resolved that the District Attorney be and ho is thereby directed to proceed at once to perfect title to that pert of the South east quarter of the North nest quarter of Section 32, township 49, Range 4 west, upon which the county has 'lax deeds, When the title is so perfected the District Attorney is directed to notify the County Clerk, who shall lay the matter of a sale of the land before the County Board at its meeting held after the County acquire: perfect title. The following resolution was presented: n, Whereas the open season, for the killing of deeA'has attracted a large number of hunters from outside the county and has resulted not only in exterminating the deem and other game but has been a menace to life. Be it resolved by the County Board of Bayfield C'ount.y in adjourned annual sess•iom as-embled that we petition the Legislature -to pass a law closing the season for tie killing of deer in Wisconsin until November llth, 1918. Be 7.t furt'r.er Resolved that a copy of this resolution be presented to the Wisconsin Legislature at its next session, -nd that a copy be or,rar:ied to our Ser<ator and Assembly - ran with a request that they use their influence to have such a law passed. The following report -was presented and was upon motion accepted: TO THE HO3,MRABLE BOARD OF SUPERVISORS OF BAYFIELD COUNTY. Your committee appointod on State Fair exhibits desire to report as foli.ows: Committee met and organized, on July 29th and agreed upon a plan for gathering up and transporting to a central point for shipment, such products as could be had for the exhibit; each merriber agreeing to do the work in his portion of the County. Circular letters were mailed to the farmers in the County asking them to save for the use of the committee, samples of such farm products they might raise that were especially good, and suitable for exhibit purposes. Considerable interest was in this way aroused and a very creditable exhibit was received. J. H. Sykes was appointed Superintendent of Horticultural Exhibit at the Fair at Yilwaukee and E. C. Stevens Superintendent of Agricultural Exhibit. September 9th a meeting of the committee was held at 'Washburn, and E. C. Stevens was employod to gather together, the products from Port Wing, Iron Rive', Washburn, and points in the lower part of the county. The exhibits secured from the Town of Bayfield and vicinity were obtained by the citizens holding a local Produce Fair, and paying premiums on the best samples submitted, with the understanding that the articles exhibited, were to be m:;.de a part of the State Fair Exhibit) The plain was very successful.. Whereas, the Committee on State rair Exhibit has over expended its appropri— ation for the 1914 display at the State Fair in the sum. of $139,55, as shown bvt its report submitted to the County Board, Therefore, Be 1't Resolved, by the Board of Supervisors of Bayfield County assembled this 24th day of November, 1914, that -the said sum of $139.55 be appropriated to cover said deficit. 0. Flanders. The frecomrendation was presented, Your Committee rec.om ;ends that for the neat year a larger appropriation be made for this purpose. It is impossible to make a creditable display on $500., acid with a sufficient fund to work with and an early beginning of the work, Bayfield County can i:ave an exhibit at the State pair second to none. A poor exhibit is worse than none. Therefore,, we recommend th.ht for the year 1915, an appropriation of not Less than $1,000.00 be made for the Mate Fair Exhibit. Geo. 1i4ertz. 0. Flanders. C. W. The following report of a Special Committee was presented and was upon motion accepted: To the Honorable Board of Su-,)ervisors of the County of Bayf ield, Your Committee appoi_.ted to ascertain if possible the relative values of the taxable property in certain towns, and ea.pecially the town of Barksdale as compared with other towns in the County bed, leave to report as follows, Committee met at Iron Fiver December 30th, 1913, and agreed with, the District Attorney that the bookkeeper of the Dynamite Plant should be subpoened as witness at a certain hearing before the State Tax Comr,;ission to be held at a time to be nc.med by said Coirmission durin the year 1914 with the view of having disclosed from the books of said plant the cost of the same. Said Subpoena was issued Land said bookkeeper appeared before the Tax Comitission to a.ns,rrer, but no information was obtained, the books of said. company being kept at the parent office at Wilmington, Del. Various meetings of trio Committee were held thereafter and on March 16, 1914, the committee agreed with a certain committee representing the town and city of Bayf field and the city of Washburn which had been organized to defend �o Annual Meeting,. November 24th, 1914* an appeal from the equalization of tares made by the County Board at their annual meeting in Nov. 1913, and whereas said committee had the power to subpoena witnesses and combel testimony, and your committee not having such power that of said committee would or could by examination of witnesses or by other means ascertain approximately the value of said plant for the use of your committee, the expense of obtaining such information would be certified to this board so far as the appropriation made for our work and not already expended would reach. The Committee for defenNe for said towns proceeded with their work and after consultation with the attorneys decided that the only method for obtaining the information needed was by physical valuation of the dynamite plant, and o4 investigation they found that the survey for such valuation would 'cost from one thousand to fifteen hundred dollars which amount was. considered prohibitive, and the matter was thereupoA� dropped, and vie are now where we began, with no certain knowledge of the value of said plant except the report of the engineers of the tax commission which does not materially change the valuations. We would like to add that it is the opinion of your committee that of the estimates of the Tax Commission engineers who made the survey of the Dynamite Plant are as accurate as the estimate of the Highway Commissioners who made the estimates for the long bridge road to Ashland, were., the dynamite plant should be taxable at from one million to one million �nd'a half dollars. 0. The County Board of Education of Bay -field County therefor have raised the salary of the County Superintendent of Bayfield County to $1200.00 per annum the same to take effect July 1st, 1915. Gentlemen: We the undersigned Committee on Finance and miscellaneous Claims to whom was referred the claims of T. H. Robinson for $192.50 for damage to Automobile by reason of a defective highway, and the claim of Harvey Demars for $50.00 for injuries sustained by reason of automobile he was driving on County road, running into a hole, beg to recommend that the claims as presented be disallowed.. We further recommend that the claim of A. Nelson for damages sustained to his automobile arhile driving on the Washburn and Bayfield road, claim. amounting to $124.50 be disallowed. The following report was presented and was upon motion accepted: To the Honorable Board of Supervisors; Bayfield County. your committee Qn County Fair met at Iron River Saturday, November 21st, 1914 to investigate the management and expenditures of the Fair and have -the following -to report: Total amount of appropriations by County Board $1450.00 Expenditures of management covering County Appropriations as follows: Old Indebtedness $147.25 Tearing down old burn 35.00 Repairs on Grounds 119.25 Chicken house 232.97 Sock Shed 230.14 M,lintenance 685.39 $1450.00 After a careful investigation of conditions at the grounds rra find certain improvements to be necessary and therefore recommend that an appropriation of $1500.00 be and is hereby made by the County,Board of Bayfield County for the year 1915 to .be used for the following purposes: Iff Annual Session, November 24th, 1914. The following resolution was presented: Whereas the Committee oh County Fair have recommended an appropriation of $1500.00 for county fair purposes for the year 1915, therefore be it Resolved that an appropriation be made and set aside out of the general fund for the purposes named in the recommendations of the said committee, the funds to become available after the annual settlement with towns in March 1915. Johnson, Iverson, Swanson, Good, Lauri, Duffy, Erick Johnson, Smith, Stone, Davis, Flanders, Robillard, Bell, Berman, Mertz, Robinson, Handberg, Lien, Lamoreaux and Werden a 30 The following resolution was presented and was upon motion adopted: Whereas, considerable agitation has taken place in this state concerning laws that seem unwise and inapplicable to, our local conditions, and memorials have been prepared and sent to our` legislature for the repeal of certain of these laws, it has been deemed wise by some county boards in our state that one man from each county be appointed to meet at some central place to -consider the various laws as viewed by their respective county boards, and report their findings to the legislature recomr.,.ending action.to cover. Inasmuch as this would end a great deal of discussion and simpla:fy the recommendations, IT IS HEREBY RESOLVED, that the Chairman of our board is hereby authorized to appoint a member from the County Board of Bayfield County, with the usual ,= fees to cover per diem and expense, to meet with such a representation, and the County. Clerk is hereby instructed to send to each County Clerk in the state a copy of this resolution praying other boards to take such action.` November 24, 1914. W. H. Flieth. The following report was presented and was upon motion accepted: To The Honorable Supervisors of the County Board of Bayfield County. Gentlemen: We the undersigned committee on the Port Wing Bridge beg to re— port that a 16x60 rivited half truss steel bridge.with reinforeed concrete floor -and abutments, has been built and accepted. The contract for building the same was awarded to the Warden Allen Company of Milwaukee, the 112 Annual Session, November 24th, 1914. exc",jjcive of piling the lowest bidder) for the sum of $2258.00, under the it was deemed necessary to drive abut- ments but after a careful test of the bottom pilings, a.nd wn additional contract,vas n-iven to tile builders for $200.00 to drivet . them, and the cost of furnishing the timber and a driver was another additional expense of $66.72, making the tot-11 cost of the bridge $2524.72, and we hereby recommend that one ha . lf of the -amount or $1262.36 be paid by the County of Bayfiel in'ac-ordance with the provisions of the statutes. C� ,The report rendered at your last meeting, hold September 29th, 1914, set forth in 'Lull the detailes of expenditures up to that . time, and the plans of the committee in regard to completion of the work. Some few changes have been made since that time which your committee feel has been for the best interest of the County in making a safer and more peravant h�ghway. In these changes s we have had the assistance afid cooPeratiOl ip of 1. the .. Division State Highway Engineer, Mr. F. V. Sargent; representing the State Highway Commission. The change involving the largest expense Is that of e, running bridge, span t� changing the line of road from the west end of the 120 1 fID and -connecting with the old road, a diagonal direction t across the swamp in instead of folIO-Ving the shdre line as contemplated in the original plans. The shore . line was put in . as planned but the a I ation of the.water in the bay - kept washinZ., out the .face of this part of the road. You wil-1 remember in our last report we we . re considering plans for putting in some protection work to protect tills part of the road. In considering this matter later; your committee deemed it more advisable to change the line of road, and get away Annual Session, November 24th, 1914. from the water, then to -try to protect the r.oad already_buil.t; inasmuch as the cost of the protection work .contemplated.;..would pay more than one-half the cost of changing the line of road. The filling in of this new line of road has been completed; but it, will be impossible to gradd.and smooth it up until after frost is out of ground next spring. The old shore line road at this point will be in passable condition for winter use. The whole line of road is in passable condition, except a small section near the east approach of the 120 ft. span bridge, and the contractor expects to complete same within the neat t,,v.b weeks, after Which time the entire road will be in passable condition and open for service. Bridge - - v _ v _ _ _ _ _ a _ _ 500,00 Additional for Stone Rip Rap Work --Abutments 1201 Bridge. - - e 700.00 Additional for Filling New Line.of Road on Mast Ind T o t a l - _T _ - - - - $19,938.38 With all of this work completed, your committee feels that this road 'will bd in good shape for public service for many years to come. During the progress of this work, your committee have'met with many problems not contemplated and provided for in the plans and specifications prepared by the engineers, and we have done the best we -could to sollve these problems'at the lowest cost possible to the County, consistent with the -building of a permanent highway. In your consideration of the cost of this work you must have in mind.that when the committee took charge of the work, contracts had been le-t to the amount of $15,560.00, leaving the amount expended by your 'committee for the protection �of work provided for in original contracts, $4,378.88., We recommend that the board at this session make provisions for the sur facing of this road and to further safeguard same. Guard rails should be built along such portion of the highway -as may be deemed necessary -in order to make it safe in every way. All of which is respectfully submitted. Werden ) The following resolution was presented and was upon motion lost:. .RESOLVED, By the county board of Bayfield County, assembled this 24th day of November, 1914, that it is the sense of'this board that Chapter. 38 of the Lawvr of Wisconsin, for the year 1895, and all'acts amendatory thereof, ought to be repealed, said chapter and laws being the acts creating the municipal Cou.tt of Bayfield County, located at Mashburn, Wisconsin, and that a certified COPY of this resolution be forwarded to the chairman .on judiciary of both houses " of the Wisconsin Legislature, and to Bayfield countygs member of Assembly and State Senator. The following resolution was presented and was upon motion,adopted: RESOLVED by the County Board of Bayfield County assembled this 24th day of November, 1914, that Bayfield County shall pay one half of the per diem -and expens of the County Surveyor of said county in perpetuating land marks at section corners and quarter corners in the several towns in this county, where such i corners can now be found, providing the several towns in which such corners are to be perpetuated shell provide the material for the monuments and pay all other expenses connected with the perpetuating such corners, except one half of the expenses and per diem of the County Surveyor and any town may notify the County Surveyor that it has procured materials for the monuments and appropriated and provided funds necessary, and decided to have the work done. Harvey Ellerman. The folio-ing report.was presented and was upon motion adopted: Washhurn, Wis., Nov. 24, 1914. To the Board of Supervisors of Bayfield County, Wisconsino Report of Committee on Roads and Bridges. Your committee on Roads and Bridges and Mr. John Sundell, Highway Commissioner, left Washburn October 19th to make an inspection of the prospeetivc state highway. ]!e foun-d the road from Washburn to Ashland Junction in good condition. From Ashland Junction to Grandview, we found the road in fair condition, but it needs regrading and repairing in places. From Grandview to Cable, the road is in excellent. condition. From Cable to the Sawyer County line, the county road is in poor condition. Part of this road is not used for public travel, but they use instead whet is known as the River Route,'and your committee recommend that the county abandon said county road and adopt said River Road froir. Cable to the .Sawyer County Line, as ggrt of the prospective state highway system. From Drummond to Barnes, the road is in excellent condition... From Barnes .to Iron River,. we found the road in good condition. From Iron River to the Brute, the. road is in fair condition. From Muskeg to the Douglas County Line, the road is to be relocated on section line by the state engineer. We -found the Boulevard road in fair condition, except in a few places. From Iron River to Priot Wing, the road is in pretty fair con- dition in dry weather, but it needs regrading. From Part Wing to.Herbster on the new location, the culvert is complete and about 8,000 yards of dirt to be moved will complete it'. Balance of the road is in fair condition. There is to be a steel bridge -at the cranberry River next year. From Herbster to Cornucopia the road is in good -condition. From Cornucopia to Washburn, the roved is in fair,condition. Sand River Road is not in good condition.— Part of the road was built this sumo; and will' be' open for travel this fall. Balance of the road will be rebuilt as fast as funds are available for it. From Bayfield to Washburn the road is in good: condition. The traction engine owned by the County did not give satisfaction and broke down completely the lost part of June and delayed th(r.work on the road between Grandview and Drummond, and must be replaced before another season°s work. Gentlemon:- Mhile Bayfield County is coming to the front as a dairy and fruit country, and development is reasonably rapid, yet it is believed that the county, is not receiving the real legitimate advertising; it is entitled to, especially during the State and County Fairs held in the State'and adjoining states, and believing that a reasonable amount of money spent directly by the county in - advertising would be money well spent, we present the following resolutidns for your consideration: Resolved, by the County Board of Bayfield County, in annual session this 24th day of November, 1914, that a committee of two, either' mambos of the board or other competent men, to be appointed by the chairman, be appointed to secure proper data and other reliable information concerning the resources, xx:iA of the county, same to take in every torn and location in the county, said information to be issued in a pamphlet setting forth the facts clearly and honestly, so as to favor no certain loc.tility, but' to give reliable information that strangers and outsiders may know just the conditions here, said pamphlets to be distributed to the best manner possible so as to get into the hands of prospective settlers, and be it.futther Resolved, that the sum of $400 be appropriated out of any funds available for the purpose of defraying tho expenses of the committee in securing of material for the same, said committee to incur the least expense possible necessary to do the work. 0.
