3 Special Meeting of the 'County Board May 17th, 1915. Special meeting of the County Board held at the office of the County Clerk, Monday, May 17th, 1915. Meeting called to order by the County Clerk at 10:00 ooclock A. M. The following call was read: Washburn, Wis. May 8th, 1915. To Nels M. Oscar, County Clerk, We the. undersigned members of the County Board hereby request you to calla .meeting of the County Board on the 17th day of May 1915, for the purpose of organizing and for the transaction of such other business.as may legally -be brought before sueh.meeting. .(Signed) Martin Rogan, F. Upon motion L. E. Davis was elected temporary Chairman. Moved and seconded that nominations for Chairmania the Board be made by informal ballot. Motion carried. Supervisors Clausen and Bell were appointed tellers. Informal ballot resulted as follows: Whole number votes cast 30, of which Peter Soronen received 61, George Barnes 12, Martin Rogan 1, H. H. Peavey 4,.0. Flanders 3, and George Mertz 4. First formal ballot resulted as follows: Whole number votes cast 32, of which Barnes received 12, Soronen 10, Mertz 5, Flanders 4, Rogan 1. No election. Second formal. ballot resulted -as follows: Whole number votes cast 32, of which Barnes received 13, Soronen 1.2, Mertz 6, Flanders 1. No election,, Third formal ballot resulted as follows: Whole number votes cast 321 of which Barnes received 16, Soronen 11, Mertz 4, Flanders 1. No election. Fourth formal ballot resulted as follows: Whole number votes cast 32 of which Barnes received 15, Soronen 15, Flanders 1, Mertz 1. No election. Fifth formal ballot resulted as follows: Whole number votes cast 32,-of which Barnes received 17,'Soronen 114, Vi&nders 1. George Barnes having received a majority of the votes cast was declared elected Chairman of the Board for the ensuing year. Upon motion the price for the printing of County board proceedings, ordinances etc. for the ensuing year was fixed at thirty cents per folio. Balloting for the eleetion of an official paper resulted as follows: Whole number votes cast 33, of which The News and Itemizer received 4, Times ll,'Iron River Pioneer 1, Bayfield County Press 17. The Bayfield County Press having received a majority of the votes cast was declared elected the official paper for the ensuing year. The following application was presented: I hereby make application for re -appointment to the position of Janitor of the Court House. I have served the county during the past twelve years and will continue to do my best if I am re -appointed. I desire further to ask that my salary be raised from the present amount $60.00 per month, to 134 Special session May 17th, 1915. $75.00 per month. Respectfully, Alfred Marsh. Moved and seconded that Alfred Marsh be remappointed'Janitor for the ensuing yearand that the question of Salary be referred to the Committee on Public Buildings and Grounds. Motion carried. The Committee made the following report. We your committee to whom was referred the application of A. Marsh for an advance in salary, beg to referr the the same back to the Board without action. Moved and seconded that the salary of the Janitor be fined at $60.00 per month. Motion carried. The following resolution was presented and was upon motion laid on the table: Whereas, the constables and deputy sheriff&fi;in the county who- are called to perform duties in connection with their office, are compelled to wait until the annual meeting each year before receiving their pay. Many of the'con- stables cannot afford to wait a whole year. Therefore be it Resolved that upon the approval of these bills by the District Attorney and Sheriff, the county clerk is hereby directed to pay the constable and deputy sheriff's bills at the and of each quarter, and that the bills so approved be filed in the office of the County Clerk and re -audited by the County Board at the annual meeting of the said Board. The following report of the Judiciary Committee was presented and was upon motion adopted and the County Clerk was directed to carry out the provisions of the recommendation: To the Honorable Board of Supervisors, Bayfield County: Your Judiciary Committee, following instructions given at the last session of this body, did an the 26th dap of December, 1914, personally inspect the quarters occupied by the Municipal court at Iron River, and beg to submit here- with the following report and recommendations: The said Judiciary committee did find that the said quarters occupied by said court mere practically uninhabitable. Windows were broken, the floor was in exti-emely poor condition, and in fact, the building was in such conditdon as to make it untenable. A personal visit was then made to the new town building erected by the town of Iron River, and your committee did then enter into negotiations with the officials of said town, securing an agreement from the officials that quarters for said Municipal court mould be provided in said town building for the nominal rental of %150.00 per annum. Therefore your committee does hereby recommend that said Municipal Court at Iron River be established in said town building as soon as possible and the proper steps taken at once for such proceedure. f Respectfully submitted, G' Donald C. Application for benefit under Section 5721 to 572o of the Wisconsin Statutes, 1913, State. of Wisconsin, ) ss Bayfield, County. ) Sere Sandin, being first duly sworn on oath says that she is a female person -over the age of eighteen (18) years, being sixty-two years of age; that she now is and has been totally blind since the first day of December, 1913;that she is not an inmate of any charitable, reformatory or penal.institution in this State; that she is -not receiving aid from .the State or any County or City; that she has an income of less than Two hundred and fifty dollars ($250.00) per annum; that she has been a bona®fide resident of the State of Wisconsin for more than ten (10) years, and of the County of Bayfield for more than three (3) years next pre- ceding the date.of this affidavit. WHEREFORE this affiant asks that she be paid an annual benefit of one hundred dollars-($100.00), payable quarterly, according to the provisions of Section 5721 to 572o of the Wisconsin Statutes, 1913. The following resolution was presented and was upon motion adopted: Resolved that all rules governing the transacyion of business of this board since September 29th, 1914, and which were duly adopted.at that time, be. .and the same are hereby adopted by this Board. Barnes The following resolution was presented and was upon motion laid on the table: RESOLVED by the County Board of Bayfield County, that the name of the town of Tripp be changed to the town of East Fork, and that hereafter said town of Tripp shall be known as the town of East Fork. The following resolution was presented and was upon motion adopted: Whereas Bayfield County has acquired title "to Lots 21 and 22 in Block 22, Townsite of Washburn'. Wis., and whereas the County has certificates for the sale of 1911, 1912, 1913 and 1914, amounting to $115.69, and this.together wihh the certificate of 1910, upon which tax deed was taken, amounts to $136.05, and i Whereas, there is an old building on the property, which is partly burned, said building having been condemned by the -City of Washburn and ordered torn down, and whereas we have a proposition for -the purchase of the building from H. H. Peavey, which amounts to over 50 0 of the face of the certificates now therefore be it Resolved, by this Board in special session assembled, that the offer of H. H. Peavey be accepted, and that he be/required to pay to the County Clerk the sum of $12.15 for a Quit Claim deed of the said lots and he be also re8 quired to pay to the County Treasurer the sum of $57.85 for the certificates of the sale above named. The following resolution was presented and was upon motion adopted: To County Board of Bayfield County: Gentlemen: - I hereby make an offer of Seventy Fivo Dollars for the interest of the coianty in East half of Lot 5 Block 65 Townsite of Washburn and that part of lot 2 block 1 Vaughnos Division south of alley and abutting said east half of Lot 5 to the north. Frank Bennett Whereas, Frank Bennett has made an offer to the County Board for the purcha of Lot 5 Block 65, Townsite of Washiburn for the sum of Seventy Five Dollars ($75.00) and TV here as, owing to the condition of the promises the offer seems to be ample, therefore be it Resolved that the said offer be and the same is hereby accepted by the Board, and the said payment be divided as follows: $19.61, to the County Clerk for a Quit Claim Deed, $16:15 to the County Treasurer as payment o.f the tax of 1914, and $39.24 to the County Treasurer for which the said Treasurer is directed to deliver the certificates for the sale of 191010 1911, 1912 and 1913. 1. 111 Dated this 17th day of May, 1915. Gentlemen: - The undersigned, Christina Hanson, hereby offers to pay the sum of One hundred an-d Thirty-eight ($138.00) Dollars for a quit claim deed from Bayfield County to Lots 1, 2, 5, 6, 7, 8, 9, l0, 13, 141P 15, 16, 17, 18, 21, 22, 23, grid 24, all in Block 21 Neill & Pratt's Addition to Washburn, Wisconsin. This is 18 lots out of 24 contained in said Block, and as I have purchased 138 Special.Session, May 17th,. 1915. the other 6 lots undera Warranty Dead for $49,50, my offer is really proportion- ately higher than what I am paying for the other 6 lots, taking in consideration h the `nature of the title received. Dated at Washburn, Wis., May llth, 1915. Christina Hanson ;To the Honorable, The County Board of Bayfield County, Wisconsin. WHEREAS an affer has been presented to this board by Mrs. Christina Hanson, to pay the sum of One hundred and Thirty Eight ($138.00)'Dollars for the County's interest in Block 2, Neill & Pratt's Addition to Washburn, and WHEREAS it appears that this is a fair price for such equity, as compared with the price held by the owners of the other Lots,in said Block, the ground being extremely rough and cut up by deep ravines, THEREFORE BE IT RESOLVED by the County Board of Bayfield County, in special session assembled, that the offer of Christina Hanson be accepted, and that upon her paying to the County Treasurer the .sum of $10.56 for unpaid and delinquent taxes against same for the year 1914, and upon her paying to the County Treasure the further 1. sum of $49.01 for undeeded tax certificates held by Bayfield County, and upon her paying the further sum of $78.43 for a quit claim deed for the couns interest under several tax deeds, in all the sum of $138.00, the County Clerk be and he is hereby authorized and directed to issue and execute a Quit Claim Dead of said premises to the said Christina Hanson© Dated May 17th, 1915. Geo. Mertz Moved and seconded that Resolution #2-relating to the payment of constable and deputy sheriff fees be reconsidered. Motion carried. Moved and seconded that the resolution be adopted. The following petition was presented: TO THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF BAYFIELD; The undersigned, the town board of supervisors of thetown of Washburn, respectfully petition and represent; That at the regular annual town meeting of said town of Washburn held in said town on the 6th day of April, 1915, it was among o.ther things voted to construct a steel and concrete bridge across Bono creek where the same crosses the highway between sections thirteen (13) and fourteen (14) in township numbered forty-eight (48) north of Range numbered Five (5) crest. That the total cost of the construction of said bridge, exclusive of the fills and approaches is the sum of Five Hundred and Sixty dollars ($560.00), and that said town did at said meeting provide in accordance with law fort- the collection and payment of its share or proportion of such cost as required by section 1319 of the Wisconsin Statutes. Tr: That said bridge is to be constructed wholly within said town of Washburn, and that said town has a total valuation of more than Four Hundred Thousand Dollars, according to the last assessment as equalized by the county board of said county of Bayfield. Wherefore your petitioners pray that an amount equal to one half of the cos of the construction of said bridge, excilusive of the cost of constructing.the approaches thereto, be appropriated, and levied upon all of the taxable propert 139 Special Session, May 17th, 1915. of said county to be used wits: that provided for by said town of Washburn, in defraying the expense of the- construction of said.bridge. The Chairman of the Board is directed to appoint special committee as provided by law. The following petition was presented: To the county board of the county of Bayfield. The petition of the undersigned town board of the town of Port Wing, county of Bayfield 'respectfully represents that on the 7th day of April, 1915, at the annual town meeting, of said town, the electors thereof voted to construct a bridge lying wholly within said town, as described in the resolution hereina after mentioned: that at the same time due provision was made for the payment by the said to -an of Port Fi u of the proportion of the; cost of constructing such bridge required by law to be paid by the same town, as appears from the annexed, which isa true copy of said resolution; and further, that the total valuation of the said town of Port Wing, according to the last assessment, as equalized by the county board on the 24th day of Nov. 1914 was four hundred thousand dollars or more; Wherefore your petitioners pray for an appropriation to be made by the said county of Bayfield, to aid the construction of such bridge, as provided by law. Clark, Chairman Oscar Ogren, Supervisor Andrew Petterson, Supervisor Resolved by the qualified electors of the town of Port Ming, County of Bayfield duly assembled in the annual meeting, this 7th day of.April, 1915 That the town board of said town be, and it is authorized to construct a brddge lying; wholly within said town, over the Kinney Creek on the section 1. line between sections 31 and 3.2 of Townships 50 North, Range S West, at a total cost of not exceeding twelve hundred ($L200.00) dollars, to be defrayed in part by the said town of Port Wing and in part by the County of Bayfield, is provided by law, and the said town board is hereby directed to levy a direct annual tax sufficient to pay the proportion of such cost, so to be paid.by the town of Port Wing, and to take such action as may be required by the law, in order to secure an appropriation by the County of Bayfield to pay the proportion of such cost, required by the law to -be paid by the said county. The petition of the undersigned toirrn board of the Town of Namekagon, County OIL Fayfiel.d, respectfully represents that on the 6th day of April, 1915, at the annual town meeting; of said town, the electors thereof voted to construct a bridge luring wholly within said town, as described in the resolution hereinafter mentione That at the same time due provision was made for the payment by the said towm, as appears from the. followrin;, which is a true copy of said resolution: Moved by Mr. A. N. Anderson, supported by Mr. J. E. La Pointe, That $1450.00, be raised for bridge fund as one half the estimated cost by the State Highway Commission for the Castle Garden Thorofare Bridge; and further, that the total valuation of said Town of Namekagon, according to the lest assessment, as equalized by the County Board on the 15th day of Nov. 1914, was $397,573 Wherefore your petitioners pray for an appropriation to be made by the said County of Bayfield, to aid the construction of such bridge as provided by last. The following; resolution was presented: Be -it resolved by the County Board of Bayfield County in special session assembled this 17th day of May, 1915, that a levy of 2 mills on the equalized value of the property of the county be and the same is hereby made for the road fund and that the said amount be included in the total levy for roads which aill be made at the annual meeting, and be it further resolved that the amount so levied be Wade, available for immediate use. The Typewriter now in use in the lst Municipal Court Office, belongs to the present Judge and is worn out and is beyond repair, Therefore, be of resolved, by the County Board of Supervisors, of Bayfield County, now in session, that a new typewriter he purchased by Bayfield County,, for use in the Municipal Court at Washburn, Wis. The Following resolution was presented and was upon motion adopted: Resolved -by the County Board of Bayfield County, assembled this 17th day of May 191a, that the road commencing at the intersection of Second street and Washington Avenue, in the village of Port Wing, thence running north across the slab fill over Flag Lake to the mainland on the north side of Old Flap, River, thence easterly along the north bank of Old Flag River a distance of about 800 fe*et to intersect with the county road, as now established, be adopted as a part of the county highway of Bayfield County. Be it fijrther resolved that the road commencing at the intersection of second avenue and Washington avenue, in the village of'Port Wing, running east to a point where -it turns north, thence north to place where it connects 142 Special Session, May 17th, 1915. with the proposed road above described, be abandoned and dropped from the county highway of Bayfield County. The following resole -lion was presented: Resolved by the County Board of Bayfield County assembled this 17th day of May, 1915, that an automobile be purchased for the use of the Highway Commissioner, to be used in his work on the county system throughout the county. Moved and second;,ed that the foregoint resolution be laid on the table. s Motion lost: Moved and seconded that the Road and Bridge Committee be directed to buy from the nearest Ford Agency a fully equipped four passenger Ford"automobile for the use of the County Highway Commissioner, and that the County C1erk.and Chairman of this board be directed to make payment for same, by drawing a county oa'der for the amount required. Motion carried* The communication from J. J. Fisher who had charge of the suit against the trustee of the Isaac H. Wing Estate was presented to the Board. Moved and seconded that J. J. Fisher be employed as special counsel in the cave and that an appeal be taken to the Supreme Court. Motion carried. The bill of W. A. Duffy fgr expense attending the convention of county representatives as per resolution of the county board, amounting to $61.25 was. presented and was upon motion allowed. The bill of'Frank Robillard for $20.00 special inspection work was presented and was upon motion allowed. The bill of John F. Hauser for $15.00 special inspection work was presented and was upon motion allowed. The bill. o•f '0. M. Axness for $10.00 for bond' for municipal judge was presented and was upon motion allowed. The bill of L. N. Clausen for $2,50 for bond for County Superintendent of Schools was presented and was upon motion allowed. The bill of W. E.
