Special meeting of the County Board held at the office of the County Clerk September 22nd, 1915, pursuant to the following call: To Nels M. Oscar, County Clerk, Bayfield County. We the undersigned members of the County Board hereby request you to call a special meeting of the County Board to be held at the Court House in the city of Washburn, on the 22nd day of September 1915, at 10:00 o'clock A. M. , for the purpose of acting on a resolution and ordinance relating to the issuing of refunding bonds of the said county, and for the transaction of such other busi- ness as may legally come before the board. Flanders of Bayfield was upon motion elected Chairman pro-tem. At roll call the following members were found present: Catlin, Hauser, Juel, Thoreson, Rogan, Soronen, Kekhofer, Morris, Johnson, Iverson, Yderstad, Axness, Good, Carlson, Vaster, Peterson, Habelt, Clark, Meithke, Ellerman, Davis, Flanders, Robillard, Bell, Olson, Peavey, Mertz, Handberg, Clausen, Lamoreaux, Stone. Absent: Bartlett and Barnes._ Moved and seconded that the reading of the minutes of the previous meeting be dispensed with. Motion carried. The following resolution was presented: Whereas, Bayfield County has outstanding its railway aid bonds to the amount of Fifty Thousand Dollars ($50,000), which are payable October 1st and for which no funds have been provided; and Whereas, the County Board of Supervisors has found and declared and does hereby find and declare that each and every of such Railway Aid bonds is the binding and subsisting obligation of Bayfield County; therefore Be it Resolved, by the County Board of Supervisors of Bayfield County, Wisconsin, that ficPr the purpose of refunding said outstanding bonds,. there are 156 Special Session, September 22nd, 1915. hereby authoirized to be issued the refunding bonds of-Bayfield County, Wiscon- sin, to the amount of Fifty Thousand Dollars ($50;000) consisting of one hundred (100) bonds of Pive hundred Dollars ($500) each, which said bonds shall b,e mated the first day of October, 1915, and bear interest at the rate of five (5) per centum per annum, payable semi-annually, as evidenced by the interest coupons annexed to -said bonds. Both principal and, interest of said bonds are hereby made payable at the Continental and Commercial Trust and Savings Bank in the city of Chicago, Illinois. Five Thousand Dollars ($5000) in amount of said bonds shallbecome due on the first day of October in each of the years 1916 to 1925 inclusive. Be it further resolved, that the bonds herein provided for shall be in substantially the following forme. UNITED STATES OF AMERICE. STATE.OF WISCONSIN--COUNTY OF BAYFIELD REFUNDING BONDS. NO . . . . . . . $500. KNOW ALL MEN BY THESE PRESENTS that the Col-nty of Bayfield, in the State of Wisconsin, acknowledges to owe and for value received hereby promises to paq to bearer FIVE HUNDRED DOLLARS ($500.) lawful money of the United States of America on the first day of October, 19.00:, with interest thereon from the date hereof at the"rate of five (5) per centum per annum, payable semi-annually on the first day of April and of October in each year on presentation and surrender of the annexed interest coupons as they severally become due. Both principal and interest of this bond are hereby made pay- able at the Continental and Commercial Trust and Savings Bank in the City of Chicagci, Illinois. This bond is one of a series of like tenor, except maturity, issued for the purpose of refunding a like amount of the outstanding bonds of Bayfield County, Wisconsin, under the authority of section 658 of the Revised Statutes of the State of Wisconsin and of a resolution of the County Board of Supervisors duly passed. And it is hereby certified and recited, that all acts, conditions and things required to be done precedent to and in the issuing of this bond have been done, -happened and been performed, in regular and due form as re- quired by law; that the bonded indebtedness refunded into this bond, was and is a valid, binding and subsisting obligation of Bayfield County, and that the total indebtedness of Bayfield County, including this lbond, does not exceed the statutory or constitutional limitations. In testimony whereof the County Board of Supervisors of Bayfield County, Wisconsin, has caue'ed this bond to be signed by its Chairman, attested by the County Clerk, with the -county seal affixed, and has caused the annexed interest coupons to be executed with the facsimilct signatures of said officials this first day of October, 1915. Wisconsin, promises to -pay to bearer Twelve and-50/100 Dollars ($12.50) at the Continental & Commercial Trust and Savings Bank in the City of Chicago, Illinois, for interest due that day.on its refunding bondu dated October let, 1915, No........ Be ti further resolved, that for the purpose of providing for the payment of the principal and interest of the bonds hereby authorized as they respectively become due, there shall be and thereis hereby levied a direct annual tax upon all the taxable property of Bayfield County sufficient to produce the following sums for the following years: Per the year 1915 the sum of $7500. For the year 1916 the sum of 7250. For the year 1917 the sum of 7000. For the year,1918 the sum of 6750. For the year 1919 the sum of 6500. For the year 1920 the sum of 6250. For the year 1921 the sum of 6000. For the year 1922 the sum of 5750. For the year.1923 the sum of 5500. For the year 1924 the sum of 5250. and provision to meet the requirements hereof shall in due time, manner and season be annually hereafter made. Be it further resolved that the bonds hereby -authorized shall be negotiated by the County Tsurer in compliance with the -contract for the sale thereof heretofore made. The foregoing..resolution was adopted by the following vote: Aye: Cat-lin, Hauser, Vuel, Rogan, Soronen, Kekhofer, Johnson, Iverson, Yderstad, Axness, Good,Carlson, Vester, Peterson, Habelt, Clark, Meithke, Ellerman, Davis, Flanders, Robillard, Bell, Olson, Peavey, Mertz, Handberg, Ciausen, Lamoreaux and Stone. No: None. The Following resolution was presented: Whereas, the ICounty Board had a previous meeting and made an appropriation of $1000. for the purpose of gathering exhibits and of making an exhibit at the State Fair at Milwaukee, this year, and Whereas, D. M. Maxey commenced an action against the County and the county Clerk, and restrained the issuing of an order for any of the aforesaid purposes and Whereas, certain persons had previously to the issuance of said injunction expended certain sums in gathering products for said exhibit, Now therefore, if the said D. M. Maxey shall have have said injunction modified so as to permit the County Clerk to issue orders,to such persons who have made such expenses prior to issuing of said injunction, the District Attorney is hereby instructed not to defend such injunctional suit, and to stipulate its dismissal, but said•injunctional order is not to be modified nor said suit dismis66d, unless the county board passes a resolution to rescind its appropria> 158 Special Session, September 22nd, 1915. tion aforesaid, except in so far as the same is necessary.to pay the expenses incurred prior to the issuing of said injunction. The following resolution was presented and was upon motion adopted: Whereas, the County Board at its annual session on Yovember 24th, 1914, made an appropriation of $1000. for the purpose of making an exhibit at the State Fair., Resolved that the said action be and the same is hereby rescinded, except in so far as the same is necessary to pay the expenses incurred in connection with the exhibits at the 1915, Wisconsin State Fair, and be it further Resolved that all bills be paid subject to receiving the approval of the Chairman of the Bayfield County State Fair Committee. (Signed) D. C. Bell. Communication of Wisconsin Highway Commission relating to the Wanebu road was read and was upon motion ordered filed. The following proposition was presented and was upon motion referred to the Committee on Illegal Taxes and Tax Certificates: Whereas, the County of Bayfield holds title to lots 10 to 17 in Block 3, Townsite of Washburn, the taxes on which amount to over $165, I hereby offer to purchase said lots from Bayfield County at the following price: For lot 10, Block 3 Washburn, I offer $25,00 and for lots 11 to 17, Block 3, Washburn, I offer $12.50 each. John Scantland. The special committee appointed at the last meeting of the Board to investigate the claim of St. Joseph Hospital for care of one Martin Wick made a verbal report, and the committee was given authority t`o make a furtheri:tnvestigation for the purpose of establishing the residence of said Wick. The following resolution was presented and was upon motion adopted: Resolved that the following amounts be and the same are hereby allowed to the members of the Board of Supervisors, as per diem, milage and committee work, and the County Treasurer is authorized to pay the said members, and Clerk and Chairman of this Board are directed to issue an order to the said Treasurer for the total amount, as indicated below: Special session, September 22nd, 1915. ]59 Supervisor Per Diem Milage Com. work Milage Total.
