Annual Session, November 23rd;-1915.
6 The annual sesssion off the County Board was held at the office of the County Clerk
November 23rd, 1915.
Meeting called to order by Chairman, Geo. S. Barnes, at 11:00 o'clock A. M.
with the following members present: Catlin,- Hauser, Juel, Thorsen. Rogan,
Soronen, Bartlett, Kekhoffer, Morris, Johnson,.Iverson, Yderstad, Axn.ess, Good,
Vester, Peterson, Habelt, Clerk, Meithke', Ellerman, Stone, Davis, Flanders,
Robillard, Bell, Olson, Peavey, Mertz, Handberg, Clausen, Lamoreaux,.Barnes-32.
Absent, Carlson.
The reading of the minutes of the previous meeting was upon motion dispensed
with.
Moved and seconded that the salary of the County Highway Commissioner be
fixed at $1000.00 per year and expenses for the ensuing.term. Motion carried.
Board proceeded to the election of County Highway Commissioner.
Chairman appointed 14. B. Morris and A' P. Stone, tellers.
Informal ballot resulted as follows: Whole number of votes cast 31 of which
H. 11. Juel received .1, Eben Olson 6 "'Nels Ledin 31 Joseph Arseneau 10 and
John Sundell 11.

Formal ballor resulted as follows: Whole number of ballots cast 31, of
which John Sundell received 13, Joseph Arseneau 11, Nels Ledin 31 Lben Olson 3
and H. Marion Juel 1. No election.

Second ballot resulted as follows: Whole number of votes cast 31 of which
John Sundell received 16, Joseph Arseneau 12 and Eben Olson 3.
John Sundell having received a majority of all votes cast was declared
elected County Highway Commissioner for the ensuing term.
Moved and seconded that the elected of John Sundell be made unanimous.
Motion carried.
The following resolution was presented:
WHEREAS, the official maps and plats of,all villages and cities in the county
are wearing out because they are bound and cannot be properly cared for, and
Whereas, these maps being very valuable should be preserved, therefore be it
resolved that the Committee on Illegal Taxes and Tax Certificates., which committee
has examined the maps, be and it is hereby authorized to confer with the County
Surveyor with a view -to having copies made of maps and plats which are badly
and all bound securely, and to have the said Surveyor do such other work in
connection with the above as may be -deemed necessary.
It is further resolved that the said Committee be given full authority to
have the work done at the expense of the county and that when work is completed
the County Clerk and Chairman of the :Board are hereby authorized to issue order in
payment of bills wlich•are approved by the said Committee.

Upon `fothing the foregoing resolution was amended as follows:" That the expense
in connection with copying maps and binding them as contemplated in the foregoing
resolution shall not exceed the sum of A250.00.11
Resolution as amended was upon motion adopted.
The following report of the Committee on Illegal Taxes and Tax Certificates
was presented and was upon motion adopted:
To the County Board of Bayfield County, Wis.
Annual Session, Hovemher 23rd, 1915
We the undersigned committee to whom was referred the proposition of
John Scantland for the purchase of certain lots in the west end of the city
of Washburn, beg to report that we have carefully examined the property
which he has made an offer for, and recommend that his offer be accepted
and the county Clerk is' directed"hereby to execute to said Scantland a
Quit Claim deed and the Treasurer to turn over" the certificates held by
the county`.

Committee on Illegal Taxes and Tax Certificates.
The following resolution was presented and was upon motion adopted:
Whereas a proposition has been made by G. A. Kinney for the purchase
of the county's interest in lots 15 and 16, Block 28, city of Washburn
and whereas the county owns -certificates, the face value of which amounts
to $231.70, much of the tax -was on the lots when the building was still
situated thereon,
Therefore be it resolved that the proposition of 50% of the face
value of the 'certificates be accepted, and that the county treasurer be
directed under this resolution to turn over to the County Clerk, the
tax certificate on lot 10 for the sale of 1910, and t :cettificate for
the sale of 1909 on lot 16, in said block. That the `county clerk be
directed to take a tax deed, properly executed to Bayfield county, and
further, the Clerk be directed to issue a Quit Claim deed to said G.
A. -Kinney, upon payment to him of $32.76 and the county Treasurer be
directed to turn over to'said Kinney the certificates held by him on
the said lots, upon the payment of $83.08.

Committee on Illegal Taxes and Tax Certificates.
Resolved by the County Board of Bayfield County, at a regular
meeting thereof, that
Whereas, it appears from the annexed affidavit that a certain quit
claim dded executed by Ervin Zeihy and wife to the county of Bayfield, da-b
April 6th, 1875, and recorded in. volume 5 of Deeds, Page 569, whereby
said grantors quitclaimed to the county of Bayfield, the Northeast quarter
of the Southeast quarter, Section 21, Township 49, North of Range 4 West,
and is a cloud upon the title of the executors of the estate of Elizabeth
Vorbees, deceased, which is illegal and void, because it is based upon a
tax deed which is illegal and void, and that said lands has been in the
adverse possession of the present owners and their grantors for more than
twenty years, and they have paid these taxes thereon continuously, and
that the county of Bayfield has made no c1djain thereto,
THEREFORE,,the county Merk is hereby instructed to issue a quit -
claim deed to said executors or their successors or assigns upon the payment

of 01.00, which quitclaim shall convey all of the interest, right and title of
Bayfield County in and to said land.

These bills were all approved and audited by the County Board of Educa-
tion before it was abolished by Chapter 531 of the laws of 1915, and the
last three bills were audited and approved by the County Committee on
Commo7. Schools which succeeded the County Board of Education. The Committee
on Common Schools has no authority to order bills paid, neither have they
authority to incur any obligation except for certain things, therefore all
bills must be paid as they were paid before the County Board of Education
was created.

The bills of Paul Swartz and Alfred Froseth•, for Stenographige
work for District Attorney in the several Municipal Courts, which were referred
by the Committee on Sheriff, Justices and Constable bills to the fmll board
for consideration were upon motion allowed as presented.
The follo*,ing resolution was presented and was upon motion adopted:
Whereas, under the provisions of Chapter 531 of the laws of 1915, the
committee on Common Schools is authorized to appoint a Supervising teacher,
and th fig the salary of such teacher. The salary and expenses of the
Supervising teacher is to be paid by the state out of the seven tenths mill tax
and is payable to the county at the end of the school year, or about July ist,
1916. In order to pay the salary of the Supervising teacher it will be necessary
for this board to include in its levy an amount sufficient to meet these obligatio
until the amount is received from the State. Therefore be it
Resolved, that there shall be added to the levy the sum of $1000.00
which shall be placed in the fund for the payment of salary and expenses of the
County Superintendent of Schools, her clerk and the Supervising teacher and their
actual and necessary traveling expenses. That all these amounts levied for the

County Superintendent office shall be spread upon the tax rolls of all towns and
cities in the county, except the City of Washburn.
RESOLVED further that the County Clerk be and he is hereby authorized to pay
the salary and expenses of the said Supervising teacher in the.same manner as the
salaries of other counter officers are now paid.

To the Honorable Board of County Supervisors:
As provided by Chapter 531, Laws of Wisconsin, 19151, h1r. George Barnes,
Chairman of the County Board of Supervisors appginted a Committee on Rural Schools
consisting of three members. Those appointed were iiir. it'. J. Wachsmuth, Jr. of
Bayfield, Adolph Habelt of Grandview, Byron Ripley of Iron River.

This committee met on Tuesday Sept. 28th.at 1:30 P. M. in the Court House
in Washburn and organized. Ir. Adolph Habelt was chosen president.
The business of the meeting was to appoint a Supervising Teacher for the
rmral schools. Iviiss Margaret ItvIcDonald_ of wills, .wiscmnsin was appointed and
the salary 'set at �t70.00 per month. The lava provides that the actual and
necessary expenses incurred by %Miss McDonald in the work shall also be paid
her.
The County Board of Supervisors must arrange to pay the salary and expenses
of the supervising teacher for the year. At the end of the school year this
amount will be paid the county by the state and this money will be a fund for
the expenses of the following year. The state ppys the entire expense of the
supervising teacher' and the money is taken from the seven -tenths mill tax and
license fees.
.The term of the officers of this committee expires at the date of the
annual meeting of the County Board of Supervisors at which time you will elect
a new committee. We therefore present this report.

The following report of Special Committee appointed by the Board to investigate
the claim of St. Joseph Hospital, for care of one Martin Nick, was presented
to the board together with affidavit of said Martin Glick. Upon motion the
report and affidavit were accepted and ordered placed on file.
To the Honorable County Board of Supervisors, Bayfield County, Wis.
We, your committee appointed to investigate the matter of the residence,
and whether or not, one Martin Wick now in the St. Joseph's Hospital, in the
city of Ashland, Ashland County, Wisconsin, from which claims for his care and
treatment has been sent to this county for payment and that the same has been
rejected for the reason that it was the belief that the Martin Wick had gained
a legal settlement in the Town of Lincoln, in said county.
Your committee therefore begs to report as follows: That in the year 1893,
the said Martin Wick landed at Mason, in the colony of Bayfield and State of
Wisconsin, from Norway. That he has been employed at various kinds of employment
and in fact has been a voter in the town of Lincoln since the month of April
1908, till the General election held on the 5th day of November, 1912, With the
exception of the year 1909, which your committee is informed that he was in
:Dakota during the most of that year.
We are therefore of the opinion that the said Martin :trick gas gained a
legal settlement in the town of Lincoln, and cannot be treated as a trancient.
To this report we have annexed the affidavit of the said Martin Wick voluntarily
made at the Hospital in the city of Ashland, Wisconsin, and refer to same as a
part of this report.
4'1e therefore refer the claim to' the Town bfard of the town of Lincoln for
its consideration, and to the county board as a body for any further consideration.

from the. Town of Mason and that prior to voting in the Town of Lincoln he voted

he has lived in and about the Town of Lincoln since the Chicago Coal &
Lumber Company built its mill at Bibon; that since sii.d time he has been in the
employ in,about B;ib-on, and worked for one P. 0, Peterson every Winter and staid
there during the Summer with the exception of one Winter when affiant was in
Minn. That he'was in the Town of Lincoln for more than one year immediately
preeeeding the time he was brought to St. Joseph's Hospital at Ashland. He
came from Grandview directly having worked only one day in the Town of Pratt
-or Grandview. That affiant now claims as his duly legal residence the Town
of Lincoln in the County of Bayfibld, Wis.

at the State fair at Milwaukee, in September, 1915, and
Whereas, the County Treasurer has been enjoined from paging a certain
county order of 01000. issued for the purpose,of payment of the expenses of
said. exhibit,
Now therefore, be it resolved that the action of the said county board
making said appropriation be and. same is hereby rescinded, and that the said
order of 01000. be returned to the County Clerk, and by him cancelled; and
that the expenses of the comiittee appointed by the. chairman of the.county
board to make such exhibit be paid out of the general fund, which expenses
amount to $359.48.

Whereas at a meeting of this board held on the 17th day of Alay, 1915,
a petition was presented by the town of Washburn asking for an appropriation
of 4280.00 for the'purpose of aiding in*the' construction of a bridge over
Bono creek in the said town of Vashburn, and whereas the cost of the bridge
has exceededl.the--6.rig2nal estimate, and has cost 0594.00, therefore be it
resolved that the levy when mode for this bridge be 6297.00 instead of $280.00.
That the Clerk is directed to spread the amount so levied on the tax rolls of
the County and collected according to law.

The following report was presented and was upon motion accepted.
We the undersigned committee appointed to have charge of the construction
.111 of a bridge across Bono creek in the town of Washburn, for which the county
made an appropriation of $280.001 which amount is to be included in the, 1915
levy, beg to report that the bridge has been built in accordanoe with changed
plans as recommended by this committee. The.contract for the bridge was let
in accordance with original plans for. 0560.00, to Frank Johnson of Washburn,
When the bridge had been partly built, your committee, made a careful
examination of the location and decided to raise the abuttments two feet.
This necessitated puttifig in 37/9 cu. yards of concrete at $9.00 per yard or
$34.00. Your committee would therefore recommend that instead of an appro-
priation'of 11�280.00 being made as in the former resolution, that half of the
cost of building the bridge, be included in the levy, viz. $297.00, that the
amount so appropriated and levied when made available be paid to the Town of
Washburn. We further recommend that the bridge as now constructed be accepted.

Whereas under Chapter 533 Laws of 1915, provides that the Chairman of the
County Board may appoint a committee to assist the Highway Commissioner -in the
building and looking after the interest of the County and
Whereas there being 218 miles of county highway it is practically an im-
possibilty for one man t.o attend to it.,
Be it therefore resolved that as the Chain has not prior to the first day
of. November 1915, appointed such committee as required by law, that it be now
done by the County Board in -annual session , that a committee of not less than
three to be selected by said board elected as such vommittee for purpose intended
by the law, confering upon such corrmaittee all the authority and power,has said
committee been appointed at the time designated by said Chapter 533.
