To Nels M. Oscar, County Clerk of Bayfield County, Wisconsin.
We the undersigned members of the County Board of Bayfield County, Wisconsin,
request that you issue a call for a special meeting of the County Board of Bayfield
County, Wisconsin, on the 29th day of March, 1917, at 10:00, at the Court HoUse
in Washburn, Wisconsin. For the purpose of rescinding the action of said Board of
December 18th, 1916 relating to the change of town boundries of the towns of Barksdale
Bayview and Washburn, and such -other business as may properly come before such meeting.

The reading of the minutes of the last meeting were upon motion dispensed with.
The following report and recommendation of the Committee on Grounds and Buildings
was presented:
To the Honorable County Board of Bayfield County, Wisconsin.
Gentlemen: -
In accordance with a resolution passed by the Comity"Board of Bayfield
County at the annual meeting -held on December 18th, 1916, your committee known as
the committee on Buildings and Grounds, together with Henry Wildhagen, Architect,
advertised for bids for the remodeling of the court room at the court hoy.se in the
city of Washburn, also for the fixed and moveable furniture which was needed to
equip and complete the work. Owing to the increased cost of labor and materials,
the 'bids for this work overrun the original estimates to some extent. Bids were
awarded as follows:
To Anton Johnson, Washburn, Wis., $3564.009 for remodeling the court
room, etc. as per plans and specifications.
To Scott- Taylor Company of Ashland, Wis., $2485.00. for fudnishing
the fixed and moveable furniture.
After entering upon the contract tie found it' necessary, on account of
faulty consturction in the original work of the court house to remove a'large portion
of the floor in the court room and to raise and relay this floor which necessitated
an extra cost of $60.00. We 91so found it necessary to cut an extra window in the
court room in order to even up the space and to provide more light which entailed
a cost of $200.00. Other work done outside of the original contract, such as re-
pairing ceilings etc. entailed a cost of $65.00.
The decisidn of the Wisconsin Industrial Commission, to the effect that
it would be necessary to construct'a fire escape at the rear of the building in
order- to comply with the new building code also will necessitate an expenditure of
$320.00. New wiring of the court room and new light fixtures for the court room
and adjoining rooms will cost in the neighbor hood'of $350.00. New radiators and

new piping needed throughout the court room and adjoining rooms will necessitate the
expenditure of about .100.00.
We would therefore ask that the County Board set aside an addition sum of
2000.00, to cover these additional expenses, incurred or.about to be incurred in
order to complete the work in first class manner.
When the work now mnder way is completed, Bayfield County will have one of the
finest court rooms to be found any place in Northern Wisconsin.

Moved and seconded that the report be accepted and that the recommendations of
the committee be granted and the amount asked for be set aside for the use and
purpose mentioned.
Upon the call of the roll all members present voted in the affirmative.
The following resolution was presented and was upon motion adopted:
Resolved that the assessors of Bayfield county be -requested to take a c-ow and
census for the year 1917, showing the number of pure bred and grade cattle of the
different breeds. Also giving the number of scrub cattle, this will also include
hogs and horses.

The following resolution was presented:
Resolved that the County Agricultural Agent of Bayfield County, be allowed the
sum of $250.00, for the season of 1917 to carry on the project work at the county
fair grounds and to conduct the rural boys and girls clubs.

Moved and seconded that the foregoing resolution be adopted. It was adopted
upon the call of the roll, all members voting,in the affirmative.
The following resolution and ordinance was presented,:
Whereas, The County Board of Bayfield County, assembled at a special session
thereof on the 18th day of December, 1916, by an ordianee thereof, then and there
adopted, detached certain territory from the Town of Mashburn, in -said. county, and
attached the same to the town of Barksdale in said county, and at the same.time by
` said ordinance, provided for the settlement of accounts and the adjustment of
credits and liabilities between said towns on account of said change of boundry;
and
Whereas, there is much dissatifaction on the part of many of the taxpayers re-
siding in said towns on account of said.proceeding, and no action having been taken
by the officers of said towns to settle accounts or adjust the credits and liabilitie
of said two towns under said ordinance; and the best interests of said towns requir
that the,boundries of said two towns should be and remain as they.were previous to
the adkption of said ordinance; now therefore, it is

thereof at the court house at the city of Washburn, in Bayfield County, this 29th d
of March, 1917, that all that part of Township numbered forty eight north (48N), of
.Range number Four west (R 4 W ) and tow ship forty eight north(T 48 N) of range.Five
west (R 5 W ),,heretofore detached from the tonn of Washburn, by said ordinance of
December 18th, 1916, and attached to the said town of Barksdale, be and the same'is

hereby detached from said town of Barksdale and attached to said town of Mashburn,
in said county, leaving the bound.ries of said town of Barksdale and Washburn the same
as they were on and prior to the first day of November, 1916; and it is further
Ordained that this ordinance -shall take effect and be in force from and after its
passage and adoption.

It was moved and seconded that the foregging resolution and ordinance be laid on
the table. Motion lost by the following vote:

Board called to order at 1:30 P. M. with all members of the morning session
present:
After a discussion of the ordinance introduced at the morning session, it was
moved and seconded that it be adopted: Motion carried by the following vote:

The County Board of Bayfield County in special session assembled this 29th day of
March, 1917, do ordain as follows: All of sections twenty three (23) and twenty
four (24) of township forty nine (49) north of Range Five (5) west, shall be and the
same is hereby detached from the town of Washburn and attached to and become a part
of the town of Bayview.
Be it further resolved and ordained that the ordained that the ordinance adopted
by the county Board on December 18th 1916, and recorded on Page 226 Volume 5, Journal
of Proceedings is hereby rescinded and tepealed and that all liabilities, assetts
property or moneys be and the same remain as they were prior to the 18th day of
December, 1916.

Upon a call of the roll all members voted in the affirmative, except A.,P. Stone, who
voted -in the negative. The vote being Aye 29, Nay 1.
The following resolution was presented and was upon motion adopted:
Resolved by the County Board of Bayfield County, assembled in special meeting
this 29th day of Ylarch, 19179 that our Member of assembly be and he is hereby requested
to withdraw bill No. 399 A.

The following resolution was presented and was upon motion adopted:
Whereas, it has pleased almight God to summon from this earth an esteemed member
of this Board, Harvey Ellerman,
Therefore be it Resolved that this Board extend to the bereaved family, sympathy

Be it resolved that a copy of this resolution of condolence be spread upmn the
minutes of this meeting and that the Clerk thereof be, and he is hereby instructed
to forward to the said bereaved relatives a copy thereof.

The following resolution was presented and was upon motion adopted:
A resolution of the County Board of Bayfield County, to ratify, approve and con-
firm all the things done and proceedings taken and had at a special meeting thereof
held December 18th, 1916.
Be .it resolved, ;,hyt, the county Board of Bayfield County, assembled at a special
meeting thereof, herd at the Court House at the City of Washburn, in said county,
on the 29th day, of March, A. D., 1917, that the meeting of said County Board held
at the Court house at the City of Washburn, in Bayfield County, on the 18th day of
December, A. D. 1916 and the call therefor, and the notice thereof, and all the
ordinances, resolutions, acts and•proceedings, passed, adopted, done and taken, at
said meeting of said County Board, so held on said 18th d6,y of December, 1916,
be and the same are hereby in all respects fully ratified, approved affirmed and
reiterated.

The following resolution was presented and was upon motion adopted:
Resolved that the following amounts be and the same are hereby allowed to the
members of the Board of Supervisors, as per diem, milage.and committee work, and the
County Treasurer is authorized to pay the said members, and the Clerk and Chairman
of this Board are directed to issue an order to said Treasurer for the total amount,
