M. Warden. The adjourned annual meeting was held at the office of the County Clerk, November 27th, 19179 Meeting called to order at 1:30 P. M. by James W. Good, Chairman. Upon motion the reading of the minutes of the previous meeting was dispensed The following resolution was presented and was upon motion adopted: WHEREAS; it is the concensus of modern medical opinion that tuberculosis can best be handled through sanatoria which provide for the proper treatment of the patient and the protection of the public and, WHEREAS: an emergency exists growing out of the war since it has been demonstrated that a large per cent of the soldiers in modern warfare return infected with tuberculosis, and there now exists no provision or acc.omodations for 6aringfor them while at the same time there are also inadequate accomadations for the cases from ordinary civilian life and, WHEREAS: there is now on'foot a proposition recommended by the medical profession for a tri-county sanatorium to be provided by the counties of Bayfie ld, Ashland and Iron, and WHEREAS: the stage has provided that two or three counties may unite to establish a joint county or district sanatorium and receive state aid in the main- tenance of the same, now therefore BE OT RESOLVED: that the Bayfield county board of supervisors approve the construction of such an institution and that a committee of three members be appointed with power to act with similar committees of other boards under provision of Section 1421--17 of the revised atatutes, and BE IT FURTHER RESOLVED: that 11—hacase either or both of these counties agree to join with this county to proceed with this project, Bayfield county raise not to exceed $300000, by a loan or by a bond issue to carry out the purpose of this resolution. D. M. Maxey. Upon motion a committee of three was elected by the bounty Board to have charge of the investigation of the proposed bonding for a tuberculosis sanatorium. Committee elected : Bell, Axness and Tripp. The following resolution was presented and was upon motion adopted: WHEREAS an income tax in the sum of $31,875.58 has been levied against Frank Boutin for the year 19.16, from which levy said Frank Boutin has appealed to the Tax Commission of Wisconsin,,and WHEREAS it appears that C. F. Morris, District Attorney for Bayfield County may be disqualified from taking part in said appeal, and such litigation as..•fnay grow out of such appeal, because of his having served upon the local board of review which acted in said matter, NoeW Therefore 250 Adjourned Annual Session, November 27th, -1917. Be it resolved, that in the event of such disqualification the County Clerk and District Attorney be and they are hereby authorized to employ on behalf of Bayfield County such counsel as mey be required to support the said levy and in the: collection of the same. Frank Robillard. ,The following resolution was presented and'was upon motion'adopted.: Resolved by the Board of Supervisors of Bayfield County, Wisconsin; in its annual November meeting ass-embled, this 27th day of November, 1917, at`the City of Mashburn, Wisconsin, thatfats'the election to be held in each city, village and town of said county, on the first 2uuesday of April, following the adoption of this. resolution, the supervisors of each town; city and village 6f this county shall be elected for a term of -three years, and at the annual down meeting held the first Tuesday of April following the adoption of this resolution, threersupervisors shall be elected, one for a term of one year, one for a term of two years, and the supervisor, designated on the ballot as chairman, for a term of three years, and thereafter at each town meeting a supervisor shall be elected for a term of three .years. A supervisor elected to'succeed a chairman shall be designated and elected as chairman, and in case any supervisor is elected in ayear when his term as supervisor has not expired, his,offive as`supervisor shall become vacant on the tenth day following his election as* chairman, and.shall be filled as provided by law. This resolution being in accordance with Section 663 of the Statutes of the :State of Wisconsin, enacted during the session of the legislature of 1917. A. NI. Warden. The following resolution was presented and was upon motion unanimously'adopted: Whereas a state of war exists between the United States Government and the Impe Government of Germany, and Whereas: We believe that it is the duty and privilege of all true Amerivans to support and withiall means within their power to aid and assist the government of the United States in this crisis, and Whereas: we believe that, regardless of political affiliations, all representative governing bodies of this country should give unqualified expression those sentiments of patriotism which have ever actuated A�mSpIdan citizens in timesm of national peril; therefore: Be it resolved by the county board of Bayfield County, Wisconsin, in annual session assembled, this 27th day of November, 1917, that we hereby.endorse the acts of the Pxr,, }vent and the Congress of -the United States' in entering upon this World War, and�we hereby tender to them, and through them to our beloved country our services both individually and collectively, in any capacity in which such services maybe useful,, in carrying on, and bringing to a victorious conclusion this conflict now being waged against all free governments; and we hereby pledge ourselves to do all things in our power to suppress sedition, pro -Germanism and traitorous acts and conduct within our governmental units, and to aid and assist in the raising of funds for the prosecution of the war. 0. M. Axness. The following resolution was presented and was upon motion adopted: Be it resolved by the County Board of Bayfield County Wisconsin, in session this 27th day of November, 1917, That fractional sections seven (7) amd eighteen (18) in township forty eight (48) North of Range four (4) west, and sections thirteen (13), fourteen (14) and fifteen (15) in township forty eight (48) north of range five (5) west be detached from the town of Washburn and added to the town of Barksdale. That the Town Boards of the towns of Barksdale and Washburn shall meet at the office of the cotanty clerX on the first Monday of July, 1918, and adjust the credits and liabilities of the said towns by reason of the change of the boundaries. The following resolution was presented and was upon motion adopted RESOLVED By the County Board of Bayfield County this 27th day of Kovember, 1917, that an action or actions be brought by Bayfield County against Eben Olson for Lal damages sustained by sand County for braach of his contract made about September lst, 1916, for the improvement of the Washburn=Ashland.road, and Maryland Casualty Company 25.1 Adjourned Annual Session, November 27th, 1917. of Baltimore, Maryland, as surety upon his bond, given for the good and true per- formance formance of the terms and conditions of said contract, and against S. Swanson OgVn for damages sustained by said County for brach of his contract made about May 1st, 1917, for the improvement of said Washburn -Ashland road, and the National Surety Company of New York, N. Y., as surety upon his bond for the good and true.performanoe of the terms and conditions of said contract, and That the District Attorney of said County be,' and he is hereby instructed and directed to institute such action or actions and to take such measures and proceedings as he may deem proper to collect the'sums so owing -said County. The following resolution was presented: Be it resolved by the County Board of Bayfield County, Wisconsin, in session this 27th day of November, 1917, j That the office of Highway Commissioner shall be filled only by a Civil Engineer, who has had practical experience in highway construction. That the salary shall be $2000 to $2500 per year, as required to hire a first class engineer, under the advice of.the State Highway Commission. D. M. Maxey. Moved and seconded that the foregoing resolution be laid on the table, carried by the following vote: Aye: Barnes, Kennedy, Juel, Foss, Curry, Miller, Daniels, Holm, Swanson, Axness, Nelson, Pester, Bencur, Habelt, Johnson, Kinstler, Flanders, Robillard, Warden, Handberg, Lamoreaux and Good. -22- Nay: Galligan, Thorson, North, Bartlett, Smith, Tripp, Kranzfelder, Bell, Maxey,. I Swanby and Robinson. -11- The following resolution was presented and was upon motion adopted: Be it resolved by the County Board of Bayfield county, Wisconsin, assembled this 27th day of November, 1917, that the sum of $1500 be appropriated and set aside for the use of the County Council of Defense. Maxey. j The following resolution was presented: j Resolved by the county board of Bayfield County, in annual meeting at the court house in the city of Washburn, this 27th day of November, 1917, that; Whereas the compensation provided by law for the Clerk of the Circuit Court, is insufficient, and Whereas such insufficiency is apparent, and found to be a fact by the county board, Therefore: Be it resolved, that an additional sum of twelve hundred dollars ($1200) per annum J-be and the same is hereby allowed as additional compensation, to be paid to the said Clerk of the Circuit Court in monthly installments, from and after the first day of January, 1918, such sum to be in addition to the fees provided by section 747 of the Wisconsin statutes, except that said clerk shall not charge or receive any fees for services rendered in criminal cases for which Bayfield County would be liable, nor for any services in any civil case in which Bayfield County is a party and otherwise chargeable with -such fees. Upon motion the foregoing request was granted, to take effect January 1st, 191 Upon motion the Board went into executive session for the consideration Highway matters. Moved and seconded that the salary of the Highway Commissioner be fixed Twelve Hundred Dollars per annum. Twenty Five Hundred Dollars ($25001. Motion amended to make the salary Motion as amended adopted by a vote pf 31 ayes and 1 nay, all members voting in the affirmative except Edward F. Daniels. Upon motion the Chairman of the Board was directed to cast the ballot of the Board, for S. P. Hall as Highway Commissioner for the term of two years, Ballot cast and S. P. Hall declared elected. Executive session adjourned. The southeatt corner of section 12, township 49;- range 6 west is moved ten rods south and ten rods east according to Judge Tripp's survey, from where it is now located. E. Warden of Eau Claire, Wis., for the sum of $2478.00 but owing to the lateness in the season a provision was made in the contract to finish the job in the spring of 1918 if unfavorable weather should set in and we hereby recommend that an additional sum of #339.60 together/with #900.00 petitioned for last spring be placed in the levy according to law. Marion Juel The following petition was presented and was upon motion adopted and-$1000 ordered placed on the levy as requested in the.p;etition: To The honorable County Board of Bayfield County: - The petition of the Town Board of the Town; of Barnes, in Bayfield County, respectfully sets forth and shows: That said Tmrwn has voted to construct a bridge northerly and southerly,. wholly within said Town, across a stream on a highway recently laid out, in the Northeast Quarter of the Southeast Quarter (NE4'-Pf SEW'), Section Eighteen (18), Township Forty-four (44) North of Range Nine (9Y West, Bayfield County, Wisconsin. That said Town has provided, by the levy of a tax, for the payment of such proportion of the cost of such construction as is required by Section 1319, 192,3, of Wisconsin Statutes. That the cost of said bridge will be Two Thousand Dollars ($2,000.,00). WHEREFORE Petitioners pray that the said 0.'pnnty Board shall appropriate the sum of One Thousand Dollars ($1,000.00)-for the purpose of aiding in the construction of said bridge, and shall cause such sum to be 1evied upon the taxable property of said County, and.that the same, with the amount provided by .said Town of Barnes j shall be sufficient to defray the expense of erecting said bridge, and That the County Board shell designate two ',(2)-of its members who shall act as commissioners and co-operate with the undersigned Town Board to act in -letting, inspection; and acceptance of the work. The following resolution was presented andIl�was upon motion laid on the table: RESOLVED by the County Board of Bayfield County, assembled in annual session this 27th day of Nov., 1917, that the road known',as the Wannebo Road running westerly from the Washburn Ashland road to the Douglas County line Road be and the same is- hereby adopted as a part of the prospective state highway system of said county. The following resolution was presented and was upon motion referred to the District Attorney: RESOLVED, by the County Board of Bayfield County, duly assembled at their 1917 annual session, that the sum of six hundred and fifty dollars ($650.00) be levied agail, the taxable property of the County to be used in the town of Washburn in making a dirt fill and building a concrete culvert across a ravine on the Bigelow logging road, together with a like amount of money to be made available from the Town of Washburn, under the County Aid Law. M, Board met pursuant to adjournment with all members of the previous session present. The following resignation was presented: Nels M. Smith be laid over and that the County Clerk be directed to notify Mr: Smith that he file his resignation with the Chairman of the County Board. Thekollowing resolution was presented: To the Honorable State Highway Commission and the Honorable Federal. State Highway Committee: Gentlemen: Whereas, through an oversight on the part of the people of the County of Bayfield and its representatives, there was no representative of Bayfield County prese at your Committee hearing of the location of the proposed Federal State Highway whocto up the following matter with you and Whereas, the geographical location of the proposed State Trunk Line leaves so short a distance between a corner immediately east of benoit and a point on or near the Cherryville Road near Moquah without a connection of this said Trunk Line, and Whereas, we believe this change should be made for the benefit of the people of Bayfield County as well as the traveling public who are traveling north and west through our county, Now Therefore, we the Bayfield County Board in annual session assembled this 27t,)x day of November, 1917, ask for an addition of or a relocation of this said road' as follows Commencing atva point where the proposed Federal Road turns east at Benoit, thence following west on the County State Road to where the said County Road turns north immediately west of Benoit, thence following north on the said County Road to where the Town Road takes a nottherly and westerly course through Sections�12 and 13 in the town of Eileen, thence to connect with the proposed.Federal Road where this said road intersects with the Federal Road in Section 12, Town of Eileen; this a distance of t .r Adjourned Annual 'Dession, November 27th, 1917. .9,5 5 about 62 miles. The bill of the town of Iron River for $735.26 for re-establishing section corners was presented and was upon motion laid on the table. The following report of the Committee on Roads and Bridges was presented and was upon motion accepted and was ordered placed on file: To the Honorable County Board of Bayfield County: Gentlemen: We, the undersigned, Road and Bridge Committee, beg to submit the following report for the year: This committee has made two complete inspections of the entire County System, one in the early spring and one during last October. At the time of the inspection in the spring, this committee made provisions for the improvements deemed necessary in accordance with the appropriations as made by the committee and adopted by the Board at the last annual meeting. It is to be regretted that the work did not progress and the roads were not in such condition as the committee had planned, due mostly to the fact that labor conditions, as well as other conditions were beyond our control. Gentlemen of the County Board, please bear in mind that this committee hav had the interests of all people in the county in mind in all of our actions in relatio to road work. We know there has been much criticism of our actions, but our intentions were good. We failed in some cases for reasons as stated before. It is to be regretted also that the Washburn -Ashland Road was closed to traffic as it was. However we trust you will bear with the committee and your servents who are concerned. Vie can assure you they all meant well. As for the Gravelling of the roads, there has been money spent for necessary machinery in preparatonsfor the work, but we were simply unable to do any- thing at it. We are now in good shape and hope to be.able to start on the work as early in the spring as weather conditions will permit. We make the following recommendations or appropriations for the next year: Washburn to Cornucopia - Graveling Port Wing Road in towns of Tripp and Iron River Iron River, Hughes and Barnes - Barnes to Drummond., (State Aid) - Sand River Road, (State Aid) - Maintenance of proppective State Highways not on the Federal System, received from -Automobile Licenses - Maintenance Fund for other than the Federal Road. - Grand Total available for next years work aside from funds for the Federal System of- #1200.00 3000.00 1-400 -00 1400.00 3800.00 1500.00. 1209.00 16303.56 $28412.56 It is the intention of the committee to begin the graveling of the County System, beginning at the Ashland Junction and going south as far as funds will permit; also to gravel the road between Washburn and Bayfield. The following resolution was presented and was upon motion adopted by a unanimous vote: RES61UTION PROVIDIiVG FOR FEDER&Lg68TATE. ,AND COUNTY AID CONSTRUCTION. In the calendar year 1918. The County Board of Supervisors of Bayfield County, regularly assembled, does hereby ordain and resolve, that - WHEREAS the State Highway Commission has notified the County Clerk that the sum of Fort three hundred fifty two & 64/100 Dollars ($4352.64) has been allotted to this County under Section 1317m-1 to 15 (State Aid); and WHEREAS Chap. 556, Laws of 1917, requires that 50 per cent of the foregoing sum amounting to Twenty-one hundred seventy six'& 32/100 Dollars ($2176.32), together with at least one and one-half times this amount of county funds must be expended on the State Trunk System'in the County: a There is hereby appropriated, under the provisions of Sections 1317m-1 to 16, the sum of Fortg two hundred sixty four & 48/100 Dollars-($4264.48), to meet the first 50 per cent of the State Aid Allottment to be placed on the State Trunk Highway System thus making available for this purpose the sum of Sixty four hundred forty & 80/100 Dollars ($6440.80), to be expended as follows: The sum of Thirty-three hundred Dollars ($3300.00) for.the improvement by grading, draining and surfacing and building bridge of the State Trunk Highway System at Bibon swamp and extending across swamp. The sum of Twenty one hundred forty & 80/100 Dollars ($2140.80) for the im- provement by grading, draining and surfacing of the State Trunk Highway System beginn- ing at Onion River and extending southerly. The sum of One Thousand Dollars ($1000.00) for the improvement by grading, draining and surfacing of the State Trunk Highway System, beginning at the village of Iron River and extending along village street. And the County Board does hereby determine that the following municipalities, will be benefited by the construcyion on the State Trunk Highway System, planned for 1918 under the provisions of Chapters 175 and 556, Laws of 1917: The towns of Mason, Lincoln, Pratt, Kelly Drummond, Cable, Namekagon, Bayfield, Bayview, Washburn, Russell, Barksdale, Iron River, Orienta, Oulu, Tripp, Hughes, Barnes, Pilsen and Eileen. The Cities of Washburn and Bayfield. WHEREAS the foregoing determinations show that the following municipalities are not benefited by any improvement on the State Trunk Highway System hereinbefore determined' for the year 1918: The Towns of Bell, Clover and Port Wing. In accordance with Chapter,556 the 50.per cent portion,of the State Aid Allottment amounting to Twenty one hundred seventy six and 32/100 Dollars ($2176.32) heretofore unallotted, is apportioned among the said unbenefited municipalities in proportion to their assessed valuations as last equalized by the County Board, County appropriations made for each municipality and taxes levied against each municipality (these taxes al3ainst unbenefited municipalities must be levied and must at least equal the State Aid allotted), but must not exceed the County Aid allotted in accordance with the following schedule. 2fi9 Adjourned Annual Session,. The improvement in the Town of Clover to consist of grading and graveling beginning at the Herbster stare and extending along said system in a westerly direction. The improvement in the ToJvn of Bell to consist of grading and graveling beginning at the church and extending along said system in a westerly direction. The said County Board does hereby -appropriate the following sums for the purposes set forth: For the County's share of the State Trunk System improvement'as provided in Section 2 of this resolution the sum of Forty two hundred sixty four & 48/100 Dollars (4264.48). For the Qounty's share of improvements in municipalities -not benefited by trunk line improvements as set forth in preceding schedule the sum of Forty three hundred fifty two & 64/100 Dollars (4352.64). And the County Clerk is hereby directed to place all taxes hereinbefore levied against the County in the County tax, and to certify to all Town, Village and City Clerks the amounts levied against their respective municipalities. The following resolution was presented:'4 Resolved by the County Board of Bayfield `'ounty, "isconsin, assembled at annual session this 28th day of November, 1917, that there be raised by a special bond issue for the purpose of completing as far as. possible with crushed rock, gravel or macadam and expended as follows, the sum of $75,000.00 in the manner as follows, to -wit: On the prospective state highway system between Nash and Benoit by way of Ashland Junction, a distance of 13 miles, $13,000: Between Ashland Junction and the county line between Ashland,and Bayfield Counties, a distance of 3 miles, $4,000; Between Drummond and Iron River by way of Barnes, a distance of 32-miles, $18,600; On the Sand River Road, 1 mile, $3500; On the road between Port Wing and Bayfield, 51 miles, $28,000; On the road between 'Washburn and Cornucopia, 18 miles, 8,000; and that said sum be available for use immediately upon the sale of -the bonds to be provided by resolution of this county board to be hereafter adopted at this meeting.
