Special session of the County Board held at the office of the County Clerk, May 9th, 1918, pursuant to the following call: To Nels M. Oscar, County Clerk, We the undersigned members of the County Board of Bayfield County hereby request that a call be issued to all the members of said board to have a meeting of said board to be held at the Court house in the City of Washburn, in said county on the 9th day of May, 1918, at ten o'clock in the forenoon of said day. Bell was elected temporary chairman., The fol&owing members responded to their names on the call of the roll. Nourse, Galligan, Barnes, Thorsen, Nygard, Gallup, North, Bartlett, Curry, Morris Daniels Holm, Swanson,.Axness, Good, Antonson, Vester, Schutt, Johnson, Anderson, Smith, Lavin, Stone, Kransfelder, Flanders, Robillard, Bell, I&xcy, Warden; Mertz, Handberg, Robinson, Monroe. An informal ballot was taken for Chairman of the Board, which resulted as 30 follows: Whole number of votes cast, of which James W. Good received 18, 0. M. Axness 7,.C. W. Smith 2, George Curry 1, D. C. Bell 1 and D. M. Maxey 1. Upon motion the informal ballod was made formal and James W. Good declared elected Chairman for the ensuing year. Upon motion the rate for the publication of proceedings of the Board, all notices, ordinances etc. was fixed at 30� per folio. Informal ballot for the election of an official paper was ordered taken and resulted -as follows: Whole number of votes cast 31, of which the Bayfield County Press received 14, the Washburn News 11 and.the Washburn Times 6. Formal ballot resulted as follows: Whole number of votes cast 31 of which the Bayfield County Press received 17 and the Washburn News,14. The Bayfield County Press having received the majority of the votes cast was declared elected the official paper for the ensuing year. I The application of A. Marsh for appointment as engineer and janitor of the Court house, with a request for increase in salary from 070.00 per month'to $85.00 was presented and he was unanimously elected to the position and his salary was fixed at $85.00 per month. The following resolution was presented and was upon motion adopted: Resolved by the County Board of Bayfield County, assembled this 9th day of May, 1918, that the District Attorney of said County be and he is hereby instructed to institute an action or other proper legal proceedings against Frank Boutin for the purpose of recovering and collecting the amount of the income tax assessed ! against said Frank Boutin in the city of Bayfield for the year 1916, heretofore returned delinquent and now being delinquent and uncollected in the hands of the • • County Treasurer of said county, and that said District Attorney take such steps f and action as he shall deem proper and necessary in the matter of the collection 274 Special session, May 9th, 1918. of said delinquent income tax. Donald C. Bell. The following communication from the District Attorney was presented: Honorable County Board of Bayfield County, Washburn, Wisconsin. On the loth of February, 1917, this county recovered a judgment against the Iron River Lumber Coo amounting to $4,803.54 for an income tag against the Iron Raver Lumber Company for the year 1914, returned delinquent by the Town Treasurer of the town of Iron River. Subsequently in pursuance of a resolution of your honorable Board, I brought an action against the stockholders of the Iron River Lumber Company to compel them to pay.the amount of the judgment, which now amounts to $5,163.80 including interest. I recently attended at the taking of some depositions in the case, and from these depositions it appears that the Iron River Lumber Company in reporting its taxable income to the Tax Commission for the year 1914 actually did report some income which was not properly taxable within this state. For instance, their books show that after the mill burned at Iron River in July 1913, they took the logs out of the pond and shipped them to Duluth, where they were sawed into lumber which was shipped from there, a transaction upon which they made some nineteen thousand dollars, no part of which was earned in Wisconsin, bgt that nevertheless by mistake this nineteen thousand dollars was reported as taxable income. This sum alone amounts to more than one-fourth of the total taxable income reported by them. They also claim that upon the closing out and winding up of their business that they sold certain captal assets, such as the mill site and certain dwelling houses at Iron River, and that by mistake the proceeds of this property was also reported as taxable income, and there is some evidence in'the depositions.that this is true. Howe7ter when I brought the action against them to recover the amount of the tax in the early part of 1917 they failed to appear, and these questions which they now attempt to raise were not raised at that time, and I am:of the opinion that the judgment taken in February, 1917, is final and conclusive as to the amount, and that the stockholders of the Iron River Lumber Company cannot now be heard to dispute the correctness of the County's claim in figures or the judgment that we there recovered. However I am in receipt of a proposition from the Iron River Lumber Coo in which they say among other things: "Inas much however, as the Iron River Lumber Co. is now and always has been willing to pay the proportion of the tax which it justly owes, and would even be willing to pay something in addition to its just obligation in order to avoid the expense of protracted litigation, we hereby offer on behalf of the Iron River Lumber Co• to pay the County of Bayfield seventy five percent, of the face of the judgment which the county now holds, in full settlement of the judgment and all claims involved in the pending suit." Seventy five percent of the face of the Judgment would be $3,600.00. I am of the opinion that had the Iron River Lumber Co. appeared in the first action which I brought against them, they could easily have shown that there was a mistake in the amount of taxable income reported, and that the amount to be paid by them should not exceed $3200.00 or $3300.00. They are preculded now from doing this, but they make an offer of compromise at seventy five percent of the face of the judgment, and I submit their proposition herewith for your consideration. I am of the opinion that we can compel the stockholders to pay the full amount of the judgment with interest and costs. Whether or not it is good policy to do that is the question you are to decide. Upon motion the matter of the settlement of the Income 'Tax with the Iron River Lumber Company referred to in the foregoing communication was referred to the District Attorney, Chairman of the County Board and Chairman of Town of Iorn River, with full power to act as they see fit. Moved and seconded that the office of the County Surveyor be declared vacant. Motion carried. The following applications for appointment to the office of Bounty Surveyor were presented: V. E. Lambert, `Barry Hall and W. E. Tripp. Board proceeded to vote; the informal ballot resulted as follows: Whole number voges cast 33, of which Hall received 4, Lambert 11 and Tripp 18, The informal ballot was upon motion declared formal and W. E. Tripp was declared elected to the office of County Surveyor for the term ending on the 31st of December 1918. The following ordinance was presented: An ordinance detaching bertain territory from the town of Pilsen and creating the town of Keystone. The County Board of 'Supervisors of the County;; of Bayfield, State of `,Wisconsin do ordain as follows: Whereas, more than thirty freeholders, residents of the town of Pilsen and constituting more than one third of the legal voters thereof, have petitioned the County Board, for the division of said town'as follows: That part of said town constituting sections 19•to 36 inclusive of township 47 north of range 6 west,'and also sections 19 to 36 inclusive, of township 47, north of'range 7 west, and containing not less than 36 sections, according to it the United States survey, to constitute and be known as the town of Keystone, and the remaining part, containing sections 1 to,18 inclusive, of township 47 north of range 6 west, and sections 1 to 18 inclusive of township'47 north of range 7 west, and containing not less than 36 sections, according to the United states survey, to continue and remain as.the town of Pilsen, and Whereas said petition was duly filed with the said town clerk of the town of Pilsen at least twenty days before -the annual town meeting, and Whereas, due notice of said election held theron was posted by the town clerk of said town, at least ten days prior thereto, in four public places, in each pro- posed subdivision thereof, and Whereas, at said annual town meeting held on the 2nd day of April, 1918, in said town, a vote was held by ballot as provided by law., the result of which said vote was as follows: the whole number of ballot cast on,,said,question in,the proposed subdivision first above described was forty two 142), of which thirty eight (38) were cast for division, and four (4i against division. The whole number of ballots cast on said question in the proposed subdivision next above described was fifty one (51), of'which there were cast five (5) for division, and forty six (46) against division, and Wheras, a majority it= in the part therof proposed to be detached and created into the town of Keystone voted in favor of the said division, which said result has been duly certified by the said town clerk to''ithe county clerk of Bayfield County, and Whereas, both of said proposed subdivisions constitute at least thirty six Special session May 9th, 1918 sections, according to the Unites States survey thereof, have real estate valued at the last preceeding assessment of more than one hundred thousand dollars, and more than fifty qualified electors resident therein, Now therefore be it resolved and oddained, by the County Board of Supervisors of t County of Bayfield, Wisconsin, (1) Sections 19 to 36 inclusive in township 47 north of range 6 west,.and sections 19 to 36 inclusive in township 47 north of range 7 west are hereby detached from the town of Pilsen and organized into a new town, to be known as the town of Keystone, (2) The indebtedness, credits and property of the town of Pilsen shall be and are apportioned pro rata between the towns of Pilsen and Kaystone, according to the assess - meet roll of the town of Pilsen for the year 1918. (3) The Chairman of the town of Pilsen.and Keystone, and the county Clerk shall meet at the City of Washburn, in said county, on the lst day of May, 1918, and make the apportionment provided for in this ordinance, and file the same with the County Clerk of said county and a copy with the town clerk of each of said towns. (4) The first town meeting iff said town of Keystone shall be held at the school house at Benoit on the first -Tuesday of April, 1919, at the time and'in the manner provided by law. ( 5 ) This ordinance shall be in full foree and effect from and after its passage and publication. Dated this 9th day of May, 1918. Upon motion board adjourned until 1:30 P. M. Board met pursuant to adjournment with all members present. The following report was presented and was upon motion ordered placed on file: We the committee on County Fair beg to report as follows: We met at Iron River on the 6th of May 1918, at 2:00 o'clock P. M. and made an inspection of the Fair I grounds and buildings. We found them in very good shape, and that the money which the i County Board appropriated last year had been spent judiciously in accordance with the instructions of your committee, the buildings and track needs some repairs to keep them in good condition, and we would recommend that the following improvements and repairs be made on said grounds and buildings; the large exhibit hall should be painted, the roo repaired and a shed built over the large double door; s.�so some puultry netting or glass I should be placed around tables of fancy goods, fruits, bkke goods, candies etc, then on exhibit., to keep them from being carried, away.-- _ The large stock barn should be painted and whitewashed inside, the iron roof of the two horse barns and the grandstand should be painted to preserve them; the fence.needs some repairs, and the fence rail around the rach trach should be paint It is necessary to build a hog and sheep shed 150 feet long with pend in connection. We also recommend that the County Clerk instruct the County Surveyor to survey and locate the conrners of the fiar grounds, so that any new fence being built will be placed on the proper lines. r_ ■ 277 Special Session, May "We recommend that the.County Board appropriate the sum of"Fifteen Hundred dollars (01500.00) for the permanent improvements which we have recommended. j Your committe.further ecommend•that a gallery be made in exhibit ahll about 20 11 4 feet wide on the second floor, to provide more space for exhibits. The following resolution .was presented: Be it resolved by the County Board of Bayfield County now in special session assembled this 9th day of May, 1918, that there be and there is hereby appropriated for permanent improvements of the Bayfield county fair grounds and buildings the sum of Fifteen hundred ($1500.00) dollars, and for maintenance of said fair for 1918-the sum of Five Hundred (0500.00) dollsss. Dated this 9th day of May, 1918. George Vester. On the call of the roll on the foregoing resolution all members voted in the affirmative. The following report of Special Committee was adopted: To the County Board of Bayfield County, Wisconsin. Washburn, Wis. May 9th, 1918. We the undersigned members of the Committee appointed by your honorable body on the tri-county Tuberculosis Sanitarium project beg to report ad follows: We have held two meetings of the committees of the three counties involved in this project, held at Ashland., The net result of these meetings has been the appointing of a committee to select the site of the Sanitarium and to present the matter before the county boards so that thefunds may be made available. The following committee was appointed to select a site: Dr. ICI. S. Hosmer, Ashland, Wis. Dr. H. G. hampson, Washburn, Wis. and Dr. Clyde Urquhart, Hurley,. Wis-.A representative of the State Anti- tuberculosis Association to be selected by said association, C. A. Poundstone,_ Mellen, Daniel Reed-, Hurley, W. E. Tripp, Iron River. The above committee through their chairman has reported that of the various sites. offered, two Bayfield County sites scored the highest in points, one located near Ashland Junction and -the other near Bayfield. The state Board -of Control will make the final decision as to'site. J It is hoped that plans of Buildings will be available very soon after the selection of'the site, so as to begin the erection of the Sanitarium at once.. It is therefore very important that this Board take action immediately whereby the funds pledged by it may be made &mailable. It is therefore recommended by your committee that this meeting provide either b' direct levy or by bonding of the county in sufficient amount to cover, namely the sum of $309000. The following amounts have been pledged by the three counties: Ashland County, 40,000; Bayfield County $30,000; and Iron County $20,000. Respectfully submitted, Winfield E. Tripp, 0. M. The following resolution was presented: A resolution to form a joint board with the counties of Ashland and Iron for the purpose of establishing and maintaining a district hpspital for the care and treatment of persons suffering from tuberculosis-, and to raise money for the purpose of paying Bayfield County's share of the purchase Off ground and the construction of a proper district Hospital building, by issuing, non-taxable, semi-annual, interest payment cou serial bonds of Bayfield County Whereas at an adjourned session of the annual meeting of the County Board of Bayfield County held on the .27th day of November 1917, the following resolution was presented and was adopted, to -wit: November 27th, 19174 "The following res lotion waspsdgented and was upon motion adopted:" "Wheras; It it is the consensus of modern medical opinion -that tuberculosis can be best handled through a sanitoria which provide for the proper treatment of the patient and the protection of the public, and " Whereas: an emergency exists growing outi of the war, since it has been demonstr- ted that a lerge percent of.the soldidws in modern warfare return infected with tuberculosis, and thane now exist no provision or accomodations for caring for them, while at the same time there are also inadequate accomd ations for the cases in ord civilian life, and, "Whereas: that is now on foot a proposition recommended by the medical profission for a a tri-county sanitarium to be provided by the Counttes of Bayfield!, Ashland and Iron, and "Whereas: the state has provided that two or three counties may unite to establish a joint county or district sanitorium and receive state aid in the amintenance of the same, now therefore, "Be it.resd.lved that the Bayfield County Board of Supervisors approve the construction of such insttiiution and a committee of three members be app&inted with power to act with similar committees of other boards under the provisions of section: 1421-17 -of the Revised 'Statutes., and "Be it further resolved that in case either of both of these committees agree to join with this county to proceed with this project, Bayfield County raise not to exceed $36,000, by a loan or by a bond issue to carry out the purpose of this resolution. Maxey AND WHEREAS, in pursuance of said resolution said county Board of Bayfield County appointed a committee of three with power to act in the premises, AND WHEREAS, the county boards of the cbuhties of Ashland and Iron adopted, a similar resolution, and each appointed a committee with paower to act in the premises; -- Now therefore Be it resolved by the County Board of Bayfield County,. assembled at a special meeting thereof this 9th day of -May, 1918 that Bayfield County jain with.Ashland and. Iron counties, and that the County Board of Bayfield county form with Ashland and Iron Counties a joint board for the purpose of establishing and.saintaining a district hospital for the care and treatment of persons suffering from tuberculosis in the advanced and slightly advanced stages and that a committee of three of this county board be appointed to succeed committee heretofore appointed.for the purpose of --.representing Bayfield County on th joint committeee to obtain a site and erect the �79 Special Session, May ,9th, 1918 necessary buildings thereon: Be it further Resolved that Bayfield County raise the sum of ,thirty six thousand ($36,000.00) Dollars, which is hereby appropriated toward the purchase of a site and the erection of .the necessary buildings for such hospital; and That said sum of Thirty six thousand dollars by raised by isssuing non-taxable, semi-annual, interest -payment coupon serial bonds of Bayfield County, bearing interest at the rate of five percent -per annum. That said bonds sha:21 consist.of seventy two bonds (72) of the par value of Five hundred dollars.($500.00) each, the total amount of said bond issue to be as aforesaid, Thirty six thousand dollars ($36,.000.00). Said.bonds shall be numbered from one (1) to seventy,two (72), both numbers inclusive, Said bonds shall bear the date$ first day of July, 1918, and bonds numbered one (1) to six (6) both numbers inclusive, shall become due and made payable on the 1st day of July 1919; Bonds numbered seven (7.) to twelve (12), both numbers inclusive shall become due and be made payable on the first day of July, 1920; Bonds numbered thirteen (13) to eighteen(18), both numbers inclusive, shall become due and be made payable on the first day of July, 1921; Bonds numbered nineteen.(19) to twenty four (24), both numbers inclusive, shall become due and be made payable on the first day.of July, 1922; Bonds numbered twenty five (26) to thirty (30), both numbers inclusive, shall , become dte and be made payable on the first day of July, 1923; Bonds numbered thirty one (31) to thirty six (36), both numbers inclusive shall become due and be made payable on the first day of July 1924; Bonds numbered thirty seven (37) to forty two (42), both numbers inclusive, shall become due and be made payable on,the first day of July, 1925; Bonds numbered forty three (43) to forty eight (48), both numbers mnelusive, shall become due and be made payable on the first day of July, 1926; Bonds numbered forty nine (49) to fifty four (54), both numbers inclusive, shall_, become due and be made payable on the first day of.July, 1927; Bonds numbered fifty five (55) to sixty (60),.both numbers.inclusive, shall become due and be made payable on the first day of July, 1928; Bonds numbered sixty one (61) to sixty six (66), both numbers inclusive, shall become due and be made payable on the first day of July, 1929; Bonds numbered sixty seven (67) to seventy two (72), both numbers inclusive, shall become due and be made payable on the first day of July, 1930. The interest on said bonds shall become due and payable on the.fist day of January and the first day of July in each year, the first semi annual of such interest to be made on the first day of January, 1919, and like paymants on the first days of July and January in each year hereafter, until said bonds shall be retired. That the Chairman of the County Board, County Clerk of said County, and the County Treasurer of said'County are hereby instructed to negotiate and sell said bonds for cash at not less than par an face value. They shall advertise and offer said bonds for sale to the highest bidder, and shall sell and dispose of same on or before the first day of July, 1918. That said bonds, principal and interest shall be made payable at the Continental and Commercial Trust and Savings Bank in the city of Chicago,.and state of Illinois. Be it further resolved that there be and there is hereby levied upon all the taxable property of Bayfield County a direct annual tax sufficient to pay the intere st on said bonds as it falls due and to pay and discharge the principal at the times 280 Special Session, May 9th, 1918. fixed therefor,and That the sum so levied upon the taxable property and provided for the purpose of paging the principal and interest for the sevdral years when the same comes _due, is as follows: There is now :levied and appropriated the sum of Forty eight hundred dollars ($4800.00), which sum shall be placed in the' several tax rolls ofl the.sai.d county for the year 1918, to pay and discharge the,semi-annual.int,erest amounting to Nine hundred dollars ($900.00) which will fall due upon said bonds.,on the first day of January, 1919, and to pay and discharge the semi annual interest which will fall due upon said bonds on the first day of July,. 1919, and to pay and discharge the sum of Three thousand ($3000.00) dollars of3principal of said bonds, which will fall due updn the first day of July, 1919, and l That there is hereby further levied and shall be'collected in -the following years for payment of principal and interest of said bonds the following further sums, to -*it: In the year 1919, Four thousand six hundred fifty Collars ($4650.00); In the year 1920, Forty five hundred dollars ($4500.00), in the year 1921, Forty three hundred fifty dollars ($4350.00); in the year.1922, Forty two hundred dollars ($4200. in the year 1923, Forty hundred fifty dollars ($4050.00), in the year 1924, Thirty, nine hundred dollars ($3940.00), in the year 1925, Thirty seven hundred fifty dollars ($5750'.00), in the year. 1926, Thirty six hundred dollars, ($3600.00), in the year 1927, Thirty four hundred fifty,dollars ($3450.00), in the,year 1928,. Thirty three hundred.dollars ($3300.00), in the year'1929, Thirty one hundred fifty dollars (3150.00); Be it further resolved that it has been determined and i' hereby determined and -declared by the County Board of Bayfield County that the assessed valuation of Bayfield County as equalized by the Tax Commission of the State of Wisconsin for the year 1917 is in excess of Nineteen million dollars, and that said sum of thirty six thousand dollars, together with all other indebtedness of said county does not exceed the legal .limit of indebtedness authorized by said county. Moved and seconded that the'County Surveyor secure from the State Land office a complete set of fi&dd noted of the county, and that the expense be paid by the County. Moved and seconded that the foregoing motionAye:laid on the table.` Motion carried by the following vote: Aye:- Barnes, Gallup, Bartlett, Morris, Daniels, Holm, Swanson, Good, Antonson, nester, Schutt, Anderson, Smith, Kransfelder, Flanders, Roubillard, Metz, Handberg=18 No:- Bourse, Galligan, Thorsen, Nygard, North, Curry, Axness, Johnson, Lavin, Stone, Maxey, Warden, Monroe -13 The following resolution was presented: Resolved, by the County Board of Supervisors of Bayfield County, ibis.; in special session assembled this 9th day of May, 1918, that the sum of three hundred dollars,(300.00), be, and the same is hereby appropriated out of any available finds in the treasury of the said county, for the purpose of purchasing or to build a suitable cabinet in which is to preserved in the court house of said county relies of the civil war,.the Spanish American war and the German American war, Resolved further, that out of the said amount of $300,00, a.sufficient'sum be used for the purchase of a service flag for Bayfield County, to be displayed in z�i Special. Session,.May 9th, 1918. an appropriate place in the court house of said county. Resolved further, that upon the favorable passage of this resolution, the Purchasing agent is hereby authorized to make the necessary purchase of said cabinet and service flag, Further resolved, that the County Clerk of said Bayfield County, be the custodian of said cabinet and service flag. The following resolution was presented: Whereas, the Boys and. Girls Club work has become a nation established work in our country and in order to make it -a permanent agricultural work in Bayfield County: Be it resolved, that One hundred and fifteen dollars be paid annually for prizes given at the different local club fairs now organized in the county, beinj fourteen in number. These clubs comprise all school districts. The payment of this money to be made by the county clerk after the fira have been held and prized awarded and reported in the County Clerk's office. Donald C. Bell. On'the call of the roll the foregoing resolution was adopted by a unanimous vote. The Following resolution was presented; Resolved,By the county of Bayfield County, assembled.at a special meeting thereof this 9th day of May, 1918, that there be and there is hereby appropiitdd for the care of the courthouse, county jail and grounds, the sum of five hundred dollars (500) out any funds in the county treasury not otherwise appropiated, Ole Handberg. ,On the call of the roll the foregoing resolution was adopted by a unanimous vote. The following was presented: Be it resolved bg the county board of Bayfield County,wisconsin: that all committes of this board shall file their reports with the County Clerk thereof not later than the 25th day of November each year: that the County Clerk shall provide each member of said board with a printed copy of all such committes' reports preceding the date of the annual meeting of said Board: that the expense of said printing be paid by the cuunty. 0. Be it resolved by the County Board of Bayfield County, Wis.; that the road and bridge committee of this county shall -be hereafter appointed by the members of the board by ballot, and that said committee shall consist of three members. Curry The following resolution was presented: To.the Honorable County Board, Bayfield County we, the undersigned, the town Board of the town of Lincoln, in said county, ,4 hereby represent and show to your honorable body, that at the annual town meeting of the electors of said town, held on the 2nd day of April, 1918, the said electors Special session, Liay 9th, 1918 voted t'o construct a bridge whollly within said town of Lincoln at Ikhe,following point:- `Across the Marengo rit6r at a point on the section line between sections one and two in township 45, north of range 5 west, about 80 rods south of the northwest corner of said section one; that said electors of said town voted and.said town has provided for the payment of one half of -the -cost of -construction -of said brill to -wit: The sum of twenty one hundred dollars ($2100.00), and that the actual costa of construction of said bridge according'to the plans and specifications furnished by the State Highway engineer of the State of Wisconsin,�to said town -is the sum of forty two hundred.dollars ($4200.00). Wherefore, your petitions pray that the county board shall appropriate the sum of twenty one hundred dollars ($2100.00), to be -paid by the County as its share of the construction of said bridge, the cost'of same to be levied upon the taxable property of said county, to be paid whenever collected, on -the order ofthe Chairman of the County Board and the County Clerk, when ever said board and the commissioners apppinted by said Chairman of the county board shall notify them that the work has be completed and accepted. It was moved and seconded that the foregoing petition be accepted and that the sum asked to be appropriated be hereby appropriated, and the County Clerk directed to add the said sum of $2100.00 to the levy to be made at the annual meeting of this board in November, 1918. Motion carried by a unanimous vote of the members of the board presents there being 32 present. The following petition was presented: To the honorable County Board of Bayfield County: 'We, the undersigned, the town Board of the town of Mason, in said county, hereby present and show to your honorable body that at the annual meeting,of the eldtors of said town, held on the 2nd day of April, 1918 the said electors voted to con- struct a bridge wholly within the said town of Mason at the following point:to-wit: .Across Mud Creek an the north west quarter of south west quarter of section 12 in township 46 north of range 6 west; that said electors of said town voted and said town has provided for the payment of one half of the cost of construction of said bridge, to -wit: the sum of seven hundred fifty dollars ($750.00), and that the actual cost of the construction of said bridge according to the plan# and speci-I fi.cations furnished to said town by the State,Highway Enginner of the State of Wisconsin, is the sum of Fifteen hundred dollars ($1500.00), Wherefore, your petitioners pray that.,the County Board shall appropriate the sum of Seven hundred fifty dollars (750,00O to be paid by the county as its share of the construction of said bridge, the cost of same to be levied on the taxable property of said_c.ounty, to be paid whenever collected on the order of the Chairman of the -County Board and the County Clerk, whenever said board and commissioners al3pointed by the said Chairman of the County Board shall notified.them that the work has been completed and accepted, Dated this 9th day of May, 1918. 0 U. The foregoing petition was accepted, and the county Board voted to levy the sum of $760.00 asked for in the petition. On the call of the roll on the acceptance of the petition and the levying of the amount asked for, all members of the Board voted in the affirmative, there being 32 members of the board present. The Clerk was directed to add the amount named in the petition to the levy to be made by the Board at the nnaal meeting of the board in November, 1918. The following petition was presented: The petition of the undersigned town board of the town of Washburn, Bayfield County, respectfully,sets forth and.shows: That the said town has voted to construct a bridge over Thompson creek on the Wanebo road, between sections 2 and 11, township 48, range 5 west,.wholly within the town of Washburn, thatsaid town has provided by the levy of a tax for the payment of such proportion of cost of such construction as required by section 1319-1-2 and 3 of the Wisconsin Statutes. That the cost of the said bridge will be, $2500.00. Wherefore petitioners pray that the County Board of Bayfield County appropriate - the sum of $1250.00 for the aiding in the constuction of said bridge, and shall cause such sum to be levied on the taxable property of the county, and that,the same with the amount provided by the town of Washburn shIj be sufficient to defray the, expense of erecting the bridge, Resolved that the county board by its Chairman shall designate two of its members who shall act with the Chairman of the town of Washburn in letting inspecting and accepting the bridge. On the call of the roll all members, 32 in number voted in the affirmative. The County Clerk was directed -to add the sum mentioned in the petition, $1250.00 to the levy at the annual meeting,of the Board to be held in November, 1918. The follwoing resolution was presented: Taking into consideration the greatly increased prices in all living'expenses and realizing that the present salaries paid by the County of Bayf ield.to the herein- after mentioned officials is insufficient under present exising conditions and like- wise the traveling expenses livery hire, etc., in cluding clerical expense are not addquately taken care by the fees allowed allowed -said officials. Be,it resolved, by the County Board of Supervisors, assembled in regular session this 9th day of May, 1918, that the salary of the Undersheriff be increased from 0900. to $1200.00 per annum, the salary of the sheriff be increased from 01200.00 to 1500 per annum, the salary of the county treasurer be increased from $1200 to 01500 per annum, and that the slary of the Register of deeds be increased from 1500 to $1800 per annum. Be it further resolved that said increases in salary shall become in dorce at the commencement of the forthcoming terms of the said officers, in January 1919. Donald C• Bell. The foregoing resolution was upon motion referred to the committee on Settlement with County officers, with instructions to make an investigation of the salaries of all Special Session, May 9th, 1918. The bill for $272.00 for insurance on the County Fair buildings. in favor _of.the Wisconsin State Bank, assignees, was presented and upon the call of the roll all members present voting in the affirmative, was allowed.
