Adjourned annual session, December 3rd: 1918.
The adjourned annual'session of the County Board was held at the Court House
on December 3rd, 1918.
Meeting called to order by Chairman James W. Good, at 11:00 o'clock A. M.
The roll was called and the following members were present:

The following resolution was presented:
Washburn, ibis. Dec. 3rd-,1918:
To the County Board of Supervisors of Bayfield County, Wis.
Gentlemen:
Because of the apparent injustice, done to members of the County Board
of Supervisors who live at a distance from the County seat which necessitates them le
ing their homes one day in advance of the melting of the,county board and consuming one
days time in returning to their homes following any meeting of the county 'board, and
for which time they receive no compensation other than milage, therefore
Be it resolved, by the County Board of `Supervisors heret*th provide
by the adoption of this resolution that said members be paid the regular per diem rate
for such time as is consumed in reaching the county seat city, and for such time as
consumed in returning to their homes from said city, likewise including the authorized
milage rate of six cents per mile at any time said members are called to attend either
committee meetings or sessions of this board.of supervisors.
Be -it further Resolved, that this resolution shall take effect and be
force commencing this 3rd day of -December, 1918.
- And be it further Resolved, that no member shall be paid for,more than
one day consumed in travel to or from any committee meetings or session of the said
Board of 'Supervisors.

The following fesolution was presented:
Members of the County Bon,rd, Bayfield County.
Whereas, the Agricultural work in the county now has a good beginning,
and that the cut over lands need further and faster development, and that all those
interested in the agricultural work of our county shall execute all available energy

to this work, and have a better understanding of what the work of the County Agent
consists;
Be it Resolved that the Board appropriate the sum of $175.00 for the purpose
of publishing a bulletin of the past two years work of the county agent, together with
our agrieulturil interests and activities of the county. Copies of this bulletin
to have -proper distribution throughout the county..

The following resolution was presented:
Mashburn, Wis. Dec. 3rd, 1918
Resolved that a County nurse^be engaged as soon as -possible. That $2000.00
be and is hereby appropriated for the purpose of paying salary and expense. That
a committee of three be appointed by the Chairman of the Board to engage said nurse
and arrange for the necessary details.

Resolved that the salary of the County Superintendent of 'Schools be 01600.00
per annum commencing July lst, 1919 and the salary of Clerk in,said office be 0900.00

The foregoing, resolution was adopted by a unanimous voter of all members
present and entitled to vote.
The following resolution was presented:
Too the Chairman and members of the County Board of Bayfield County:
Owing to the increased amount of criminal litigation transacted in the Municippi
Court at Washburn, Wis.. necessitating the constant attendance of the judge of said
court, also the increased high cost of living,
Be it Resolved that the salary of the Municipal Jud.g6 of said court, be fixed
at one thousand dollars per annum, same to begin at the commencement of,the term of
the judge to be elected in Apri1,'1919.

present, except A. P. Stone, not voting.
The following resolution was presented:
Resolved by the County Board of Bayfield County, assembled this 3rd day of -
December, 1918, that a committee of three members of said board be appointed to in-
vestigate the assessment of the personal property tax in the city of Washburn, against
E. I. duPont de Nemours &-Co., and to determine whether or not a fictitious or
over -valuation of the sum of One million dollars or any"other over -assessment was
made against the Company in said city, for the purpose of enabling said city, to
circumvent the law providing for the distribution of income taxes to the several
towns, and whether said city has attempted to secure a large increase in its tax
revenue by such over assessment, at the expense of the rest of the taxing districts
of the county; and that said committee have full power to act in the matter of
directing the District Attorney to take such legal action as the facts disclosed by
such investigation may require in their judgment.

At 1:30 P. M. board met pursuant to adjournment with all members of the morning
session present.
H. J. Wachsmuth of Bayf field was upon motion reelected to the position of member
of County School Committee for the ensuing term, to succeed himself.
The following ordinance was presented:
AN ORDINANCE DETACHING CERTAIN TERRITORY FROM THE TOV.N OF PILSEN AND CREATING
THE TOWN OF KEYSTONE.
The County Board of Supervisors of the County of Bayfieldr; State of Wisconsin,
do ordain as follows:
Whereas, more than thirty freeholders, residents of the town of Pilsen and
constituting more than one third of the legal voters thereof, have petitioned the
County Board, for theldivision of the said town as follows:
That part of said town consituting sections 19 to 36 inclusive, of township 47
north of range 6 west, and also sections 19 to 36 inclusive, of township 47 north
of range 7 west, and containing not less than 36 sections, according to the United
States survey, to constitute and be known as the town of Keystone, and the remaining
part, containing sections 1 to 18 inclusive, of township 47 north of range 6 west,
and section 1 to 18 inclusive, of township 47, north of range 7 west and containing n
less than 36 sections, according to the United States Survey, to continue and remain
as the town of Pilsen, and
Whereas,said petition was duly filed with the said town Clerk of the town of
Pilsen at least twenty days before the annual town meeting, and
C,'Vhereas, due notice of said election held thereon was posted by the town Clerk
of said town, at least ten days prior thereto, and
Whereas, at said annual town meeting held on the second day of April, 1918, in sail
town, avote was had by ballot as provided by law, the result of which said vote was
as follows: The whole number of ballots cast on said question in the proposed
subdivision first above described was 42 forty two, of Which thirty eight (38)
were cast for division, and four (4) against division. The whole number of ballots
cast of said gyestion in the proposed sub -division next above described was (51),
fifty one, of which five were cast for division, and forty six (46) against'division,
and
Whereas, a majority in the part thereof proposed"to be detached and created into
the town of Keystone voted in favor of said division, which said result has been
duly verified by the said County to the Count` Clerk of Bayfield County, and
Whereas, both of said proposed subdivisions constitute at least thirty six section
according to the United States survey thereof, have real estate valued at the last
preseeding assessment of more then one hundred thou.rsand dollars, and more than
fifty quelifed voters resident therein,
Now therefore be it resolved and ordained, by the County Board of Supervisors
of the County of Bayfield, Wis.
Adjourned annual session, December 5rd, 1918.
(1) Sections 19 to 36 inclusive in township 47, north of range 6 west, and sections
19 to 36 inclusive in township forty seven, north of image 7 west, are hereby detached
from the town of Pilsen and organized into a new town, to be known as the town of
♦Keystone,
(2) The indebtedness, credits and property of the town of Pilsen shall be and are

apportioned pro rata between the towns of Pilsen and Keystone, according to the
assessment roll of the town of Pilsen for the year 1918,
(3) The Chairman of the town of Keystone and Pilsen and the County Clerk shall meet

at the city of Mashburn in said county, on the first/day of May, 1919, and make the
apportionment provided for in thjs ordinance. and file the same with the County Clerk
of said County, and a•copy with the town Cler of each town.
(4) The first town meeting in said town of Keystone shall be held at the.sd.hool house
at Benoit on the -first Tuesday of April, 1919, at the time and in the manner provided
by law,
(5) This ordinance shall be in full force and effect from and after its passage and
publication.

The following resolution was presented:
Be it resolved that the County Clerk be directed to procure the entire Government
field notes of Bayfield County for the office of County Surveyor:

It was moved and seconded that the election of County Highway Commissioner be
deferred until the next meeting. Motion carried.
Moved and -seconded that the foregoing motion be reconsidered. Lotion lost by a
recorded vote of 18 to 13.

The following resolution was presented:
Providing for Federal, State, and County Aid Construction and Maintenance in the
calerldar year, 1919.
The County Board of Supervisors of Bayfield County regularly assembled, does hereby
ordain and resolved that
Section 1, Whereas the State Highway Commission, has notified the Clerk that the sum of
60,000 of which this County must provide one third, will be expended in 1919 or as soon
a's possible thereafter, under the provisions of chapter 175 laws of 1917, for federal
and state aid road -construction on a project beginning, near west end of Barksdale road
work and extending along state trunk highway Number 10, in a westerly direction as far

as the money available will construct. This determination is hereby approved and the
sum of $14,476.81 is hereby appropriated to pay the county share of the cost of said
construction; and
Whereas, the federal statute requires that any deficites occurring on. Federal aid
project must be paid by the State or subdivision and Chapted 175 laws of 1917, contains
no provision for payment By the state, the said board does assume such deficit and
hereby authorized any deficile which may occur to be paid by the County Treasurer on
order from the County State road and Bridge Committee, from the emergency fund hereinaft
provided.
Section 2, Whereas the State Highway Commission had notified the County Clerk that the
sum of $4658.49 has been allotted to this county under sections 1317m-1 ti 1317m-15
inclusive, of the staj:utes, and
Whereas, Chapter 556, laws of 1917, requires that fifty percent of the fore-
going sum amounting to $2329.24, together with at leaf one and one half times this am
of county funds must be expended on the state trunk highway system lying withing the
county;
There is hereby approriated, under the provisions of sections 1317m-1 to
1317m-15, inclusive, the sum of $3493.86, to meet the first fifty ,percent of the stater �
aid allottment to be placed on the state highways system, thus,making available for this
purpose the sum of $5823.60, to be expended as follows:
A :The sum of 43000 for the improvement by grading, draining and surfacing of
the state x:mnk highway system beginning at the -North east corner sec. 1 -45-6 and
extending southerly as far as the money available will construct.
The sum of $2823.10 for the improvement by grading, draining and surfacing
of the state trunk highway system, beginning at the N. gVarter corner Sec.21-49-4
and extending northerly as'far as the money available will construct.
And the County Board does hereby determine that the following municipalities
will be benefitted by the Ed.eral aid and state aid construction on the state trunk
highway system hereinbefore provided for and planned for 1919 under the provision of
chapter 176 and 556, Laws of 1917;
The towns of Lincoln, Pratt, Mason, Kelley, Eileen, $ayview, Washburn, Bayfield, Barks
:Drummond, Cable, Pilsen, Iron River, Hughes. The cities of Washburn and Bayfield
Section W . Whereas the foregoing determination shows that the following munici-
palities are not benefitted by any improvements on the state trunk highway system here-
inbefore determined upon for the year 1919:
The towns., Barnes, Bell, Clover, Namekagon, Orienta, Oulu, Port Ding, Russell, Tripp.
Therefore, in accordance with chapter 556 of the laws of 1917, the second fifty per cent
portion of the state aid alotted amounting to $2321.25 hereinbefore unallotted, is

And the improvements to be made under the foregoing schedule are hereby located
in the county system of prospective state highways and their character determined as
follows:
(1) The improvement in the town of Barnes to consist of grading beginning at 1
corner bet. 11 and 12, T 45 R 9 w, and extending along said system in a southerly
direction.
(2) The improvement in the town of Bell to consist of building a bridge over Siskiwt
river in section 35-51-6. '
(3) The improvement in the town of Clover to consist of grading beginning mile
west of Cranberry in sec, 7-50-7 and extending along said system in a westerly
direction.
(4) The improvement in the town of Namekagon to consist of grading, location
not specified.
(5) The improvement in the town of Oulu to consist of grading, beginning,
location not specified.
(6) The improvement in the'town of Orienta to consist of grading, draining and
sand surfacing, beginning at south west corner sec. 33-®49-8 and extending alottg said
system in a northerly direction.
(7) The improvement in the town of Port Wing to consist of grading and sand surfac-
ing, beginning at.south west corner section 16-49-8 and extending along said system
in a northerly direction.
(8) The improvement in the town of Russell to consist of grading and draining
commencing at southest corner section 18-51-4 and extending in a westerly direction.
(9) The improvement in the town of Drummond to consist of grading commencing at
south eatt corner sec. 31-45-7 and extending in a westerly direction.
(10) The improvement in the town of Bayfield to consist of grading, commending at
southeast corner section 13-51-5 and exteing in a westerly direction.
(11) The improvement in the town of Iron River to consist of clay surfacing and
grading commencing at i corner between sec. 7 and 8-47-8 and extending northerly
one and one half miles.
(12 ) The improvement in the town of Tripp to consist of sand surfacing, commen-
cing at south west corner 33-48-8, and extending in a northerly direction.
(13) The improvement in the town of Port Wing to consist of sand surfacing, com-
mencing at south corner sec. 22-50-8 and extending In a southerly direction.

grading and surfacing commnecing at southeast corner sec. 31-49-4 and extending ain

at south west corner sec. 33-4878 and extending in a northerly direction.
. Section 4, The said County Board does hereby appropriate the following sums to be
provided by a general county tax levy for the purposes set forth.
1. For the county share of the cost'of federal aid improvements provided for•
in section 1 of this resolution, the sum of $14,476.81.
,2. For the county share of the cost'of state aid improvements on the state trunk
highway system provided for in section two of this resolution, the sumof .`$3,493.86
3. For the county share of the cost of improvements in municipalities, not
benefited by state trunk highway improvements as set forth•in section 3, of this
resolution, the sum of $4556,78.
The County Treasurer is hereby directed to pay for the maintenance of the state;l
trunk highway system from any funds in the county treasury that are not required for j
the purpose for which appropriated prior to August let, 1919, and reimburse such fundsil
from the funds received under section 20.04-d when same are received from the state
ii
treasury herein.,
4. For the maintenance of the county system of prospective state highways j
in addition to sums received under sec. 20.04-a the sum of ......................

And the County Board does hereby direct that taxes be levied against the several
municipalities hereinafter named for the purposes set forth:
