The Board proceeded to elected a Chairman for the ensuing year.
Supervisors Daniels and Gallup were appointed tellers.
The informal ballot resulted as follows: Whole number votes cast 29, of which
Bell received 6. Axness 14 and Good 9.
Formal ballot resulted as follows: Whole number votes cast 30 of which, Bell
received 4, Good 11 and Axness 15. No choice. Second ballot resulted as follows:
Whole number votes cast 31 of which Axness received 17 and Good'14.
0. M. Axness having received a majority of the votes cast, was declared elected
Chairman for the ensuing year.
It was moved seconded and carried that the price to be paid for the publication
of proceddings, ordinances and notices for the insuring year in the official paper, be
fixed at 30 cents per folio.
The ballot for the election of a newspaper to be designated as the official paper
of the county resulted as follows: Whole number votes cast 32, of which the Bayfield
Press received 17, the Washburn Times 11, Washburn News 3 and Bayfield Progress 1.
The informal ballot was upon motion declared formal and the Bayfield Press was declared
elected the official paper for the ensuing year.
.Upon motion Alfred Marsh was elected Janitor of the Court house for the ensuing year.
The following resolution was presented and was upon motion adopted:
Resolved by the County Board of Bayfield County, assembled at a special meeting
thereof this 15th day of May, 1919, that the Chairman of said board be and he is here-
by directed to appoint a standing committee of three members of said board to be known
as the committee on County nursing, which said committee shall have power to employ,
discharge and.regulate the duties and compensation of the county nurse employed by
said county, and make such rules and regulations in relation to county nursing as
may be deemed proper by them.

Special session May 15th, 1919
The following resolution was presented and was upon motion adopted:
At a regular meeting of the County Board for Bayfield County, held at the Court
House, in the City of Washburn, 'on the 15th day of May, 1919, the following
resolution was passed:
"Whereas application has been made to this Board by the proprietors of the
recorded plat of the Village of Mason, Bayfield County Wisconsin, praying for the
vacation of that portion of the plat hereinafter described, which application is
made in the'form of a petition, duly'field,with this board by said proprietors,
and,
Whereas it appears that the Town Board of the Town of -Mason, the town wherein
such village plat is located, has heretofore consented to the vacation of said
portion of the said village plat; and it'appearing further that due notice of
such application has been given by.posting written notice thereof in two of the
most public places in the county, and by publishing'a copy of the same in a news-
paper printed and circulated in said county once in each week for -eight weeks
prior to this date, and further that a copy of said notice was duly served upon the
said town of Mason, as required for the service of a summons in circuit court,
more than two weeks prior to this date; after considering said application and
the board being. fully advised in the premises, and b!3R being satisfied that good
reason exists for the vacation of the portion of said plat in said petition
described; -
It is hereby resolved, that the portion of said plat hereinafter described,
be and the same is hereby vacated, namely: -
"Beginning at the Northwest corned of the plat of the village of Mason,
which is upon the east line of the right-of-way of the Chicago, St.Paul,
Minneapolis and Omaha Railway; running thence in a southerly direction along
the east line of said right-of-way, a distance of 225 ft., thence at right
angles in an easterly direction a distance of 50 ft., thence in a northerly
direction on a line parallel with said east line of said railway right-of-way
to the north boundary line of the said plat of the Village of Mason; thence in
a westerly direction to a point of beginning.
All of East Avenue to the southeast corner of Blaok No. 5.
All of Center Street lying between Blocks No. 10 and 11.
All of Werden Avenue." s

The following claim was presented and was upon motion referred to the
'dommittee on Roads and Bridges: -
"To The County of Bayfield and The County Board: -
I. the undersigned claiment of Iron River, Wisconsin, have and hereby
present a claim agEkinst said county for the sum of five hundred dollars($500),
which claim arises on account of an injury to my car under the following circum-
stances;
ji On the 27th day of March, 1919, while I -was driving my car on the county
!I road between the Village of Iron River and the postoffice at Barnes, all in said Co
on what is known as the Barnes'Road,, at a certain point on said road on the qusrter
l line running east and west through section e.leven(ll), in township forty=five,`
!` North of Range Nine, West, and about seventy-five feet East of where the said road

turns at right angle to the South, in the exercise" of due care, in the traveled
track of said highway, the road at the said point bd'itg over a big, steep fill
fifteen(15) feet deep, made of loose sand and narrow, said car being heavy, the ;
loose sand gave way and allowed the car to slip off the said road and roll down
the said embankment and fill, which said -County and its officers had suffered
for a long time to remain without any guard or railing, and which insufficien6y
and want of repair -greatly endangered the safety of travelers.
And that by reason of such insufficiency and want of repair,and without negligence
on my part, and by reason of running off said embankment and fill, said car was
greatly damaged to the amount of five hundred dollars, which I claim from said
county.
Due written notice.of said damage, the place where it occured, and describing
generally,the insufficiency and want,of repair of said highway which occasioned
it, and that satisfaction therefore was claimed by me of said county, was on the
22nd day of April, 1919, served on Nele M. Oscar, County Clerk of the County of
Bayfield, reference to which is hereby made.

Adolph Carrinnen, Claimant.
The following report of the Committee on,Road.s and Bridges was read and upon
motion adopted: -
The undersigned, the committee to whom was referred the attached claim of
Adolph Carrignen for damages to his automobile, claimed to have rolled down an
embankment on the Barnes and Iron River road, beg to refer the same back to the
Board with a recommendation that same be disallowed.

The following communication from the District Attorney was read;
To the Honorable County Board of Bayfield County.
Gentlemen: -
In the month of January, I tried in the Circuit Court of this County, two
civil actions for the county, one against Eben Olson and his surety, and the other
against S: Swanson Ogren and his surety.
In the Olson case the jury rendered a verdict favorable to the county, and
upon which I expect the the county will ultimately recover a judgment of above
04,000.00.

In the Ogren case the jury rendered a verdict which might commonly mean no
cause of action. However, I am confident that -the county will recover a judgment
of about $2600.00 against Mr. Ogren and his bondsmen.
Judgments have not been rendered upon the verdicts,- however, as Judge
Risjord has been ill, and other matters have been occupying the attention of
both the Judge and lawyers. It is very probable, however, that if judgment is
rendered in -favor of the county, the defendants will appeal to the Supreme Court.
The law does not require the District Attorney to represent the County in.the j
Special.Session May lath, 1919.
Supreme Court without additional compensation. If judgment should be rendered
against the county, the cases are of so much importance that I am of the opinion
that they should be appealed by the County of the Supreme Court, and of course, the
county will have to have counsel to do the work.
I have prepared a resolution authorizing the Road Committee to take charge of
these matters, and if my suggestions meet with your approval, no doubt you will
adopt the attached resolution.

The following Resolution was read and upon motion adopted;
R E S O L V E D by the County Board of Bayfield County, assembled at a
special meeting thereof, this 15th day of May, 1919, that the Road Committee of
said county be, and they are hereby authorized and directed to employ counsel to
represent Bayfield County in the cases of Bayfield County vs. Eben Olson and
Maryland Casualty Company of Baltimore, Maryland, and S. Swanson Ogren and National
Surety Company, in the Supreme Court, in case said cases shall be appealed by the
defendants,'or either of them, and that if judgment be rendered against the county
in said actions, or either of them, that said bounty State Road and Briige Committe.e
be, and they are hereby authorized to determine whether or not the county shall
appeal said cases to the Supreme Court, and to employ counsel in relation thereto,
hereby giving said County State Road and Bridge Committee full power to act in the
premises.

The following Resolution was presented and upon roll call all members present
voted in the affirmative: -
WHEREAS better Agriculture and increased food production are greatly needed
and the vast areas of our cut -over lands needed to be put into cultivation and in
order to foster and further these interests in Bayfield County,
Be it resolved that the County Board of Bayfield County appropriate $550.00
for expenses to conduct Boys' and Girls' club work through the rural districts of
the county, to hold a county Grain and Potato show in October, 1919, and to take
a county exhibit of potatoes to the State Potato Show at Milwaukee and exhibit
grain at the State Grain Show at Madison, also to give prizes to exhibitors who
assist in completing the work by placing their products on exhibition.

The following resoluting was adopted; all members present voting in the
affirmative:
RESOLVED that the sum of $2000.00 be and is hereby appropriated for the
Bayfield County Fail Association.

Special session Ifay 15th, 1919.
The following resolution was presented and was upon motion lost;
Be it resolved, By the County Board of Bayfield County now in session at the
Court House in the City of Washburn, this 15th day of May, 1919, that it is the
sense of the members thereof that the present County Surveyor, W. E. Tripp, should
resign his said office as.County Surveyor,to take effect as soon as Lieut. R. W.
Smith returns from France and is ready to entre upon the duties of said office
of County Surveyor, and that the County Board appoint the said Lieut. Smith to said
office of County Surveyor to fill the unexpired term.

The following resolution was presented and was upon motion adopted;
Resolved by the County Board of Bayfield County in special session assembled
this 15th day of May, 1919, that whereas there are certain sums of money in the
State Treasury apportioned to certain road improvements in the County of Bayfield
during the years 1915, 1916, 1917 and 191E which said sums have not been paid to the
County by the State,
Therefore be it resolved that all said sums now in the State Treasury and un-
expended by this county, be and the .same are hereby alotted to the following bridge:
The bridge over Sioux River on Sections 26 and 35, Township 49 North of Range
5 West, on the Four -Mile Creek road, which road is commonly known as the Four Mile
Creek Road, and which said bridge iscommonly known as the Sioux River Bridge.
Be it further resolved that the County Road.and Bridge Committee be authorized
by this Board to have plans and specifications made for a new bridge and take such
further steps as shall be deemed necessary and legal.
A. P. , Stone.
The following resolution was presented and was upon motion lost;
Whereas at the annual meeting of the County Board held in November, 1918, there
was levied on the taxable property of the county, the sum of $1250.00 for the
purpose of assisting in the construction of a bridge on the Wanebo road in the town
of Washburn, the said town having agreed to pay one half of the cost of the said
bridge, and WHEREAS, the said bridge has not been built, and the said town
contemplates putting in a temporary bridge on the said town road bbove described,
and WHEREAS; the said money was levied and collected and is now on hand in the County
Treasury, NOW therefore be it RESOLVED that the said sum of $1250,00 be and the same is
hereby transferred to the bridge across Sioux River on the County Road between
Washburn and Cornucopia, and it is further resooved that this amount together with
other sums be used in the construction or repair of the said last named bridge.

The following resolution was presented and was upon motion adopted;
Resolved by the County Board of Bayfield County assembled in special meeting
this 15th day of May, 1919, that that portion of the highway between Washburn and
Bayfield running through what are known as the Sioux River flats be changed and re-
located so as to have said Highway run along the shore of Chequamegon Bay as near
as practicable to the beach, commencing at a point near the Northeast corner of
section numbered eight, in township numbered forty-nine north of range numbered

four West, and proceeding thence along the beach aforesaid to the present site of the
bridge across Onion River near the Northeast corner of Section five, in the township
and range aforesaid.
Be it further resolved, that any funds provided or moneys appropriated for the
repair of the highway as at present located through the Sioux River Flats be held
and retained in the County Treasury until definite action shall be taken by the State
Highway Commission and the United States Government with reference as to whether or not
the proposed change shall be made.

The following resolution was presented and upon roll call all members present
voted in the affirmative;
RESOLVED, By the County Board of Bayfield County, assembled•at a special
meeting thereof this 15th day of May, 1919, that there be and there is hereby app-
ropriated out of any moneys in the County Treasury, not otherwise appropriated, the
sum of five hundred dollars ($500.00) for the upkeep and repair of the County
Buildings and Grounds.

The following resolution was presented and was upon motion adopted;
As the work of Miss Myrtle Bartness has been entirely satisfactory in the office
of the County Agriculture Agent and with the marked increase of living, be it
RESOLVED to increase her wages from $40.00 per month to $50.00 per month begin-
ing May lst, 1919.

The following report of the committee on Roads and Bridges was presented and
was upon motion adopted and ordered filed;
To the Bayfield County Board:
We, the undersigned members of the County Road and Bridge Committee, and the

County Highway Commissioner, respectfully submit the following report: -
In the first place we. have given the machinery question considerable attention.
Early in the winter, it was agreed to have all the machinery looked. over and needed
repairs made, and so far as possible this has been done. The two trucks were given
a general overhauling and new parts put in where needed, and painted, at an expense
of about $550. The Ford car`was found in very bad order and had to have extensive
repairs, which were made at a cost of $229.86. Tractors were also overhauled before
time to start work. Bayfield County appears unfortunate in so far as our trucks are
machinery men call orphans,.that is, the factories are not making any more of them.
We understand the factory which made the tractors owned by the county are also in the
hands -of receivers. We dec&ded to give the tractors a thorough trial at maintenance
work on the county highway system. With that end in view, we placed the tractors in
it
different parts of the county, as follows; one at Iron River, to operate North and
South of Iron River, one at Herbster, to operate east and West of Herbster, one at
Ashland Junction, to operate on that part of the county system, As the tractors are

entirely too light to do any heavy grading, it seems that maintenance work, that
is, pulling drags and light graders, should be the most suitable work we could
put them at, but it appears doubtful if the tractors can do this work economically.
At this writing, we have figures as to operating cost on only one tractor, that is
the one at Iron River. The bill was sent soon after May let, for work done in Apri;
and amounted for labor, gas and oil, and.repairs, to a total of $262.03. This
appeared so high that Commissioner'Friberg telephoned at once to stop running the
tractor. The Road and Bridge Committee agree with him as it is plain to us we
could not stand that cost for the amount of work done, which we understand, was two
or three trips over that part of the county road. The tractors are only one year
old, yet the County Clerk informs ud that to the best of his recollection, some-
thing like '1200 was paid for repair parts besides a new motor for one tractor to
replace one burned out, amounting to $600 or more, making a total for repairs the
first season on three tractors of over $1800, besides the garage work in placing
the parts. As the tractors become older, it is only reasonable to expect the
repair bills to be higher, therefore we doubt very much if the tractors will prove
to be economical to operate in maintenance work. As to the trucks, we expect to
use them hauling sand on part of the State Trunk System, perhaps four miles in
length near the City of Washburn. This work has been ordered done by Division
Engineer Hall. We hope they may prove economical for this work, but have no
figures at this time. Bayfield County has a large investment in machinery, still
we have no power suitable for a grading job, that is heavy grading. We wish the
County Board would consider the machinery question from all its different view
points. The State Highway Department suggests and appear much in favor of all
counties providing suitable clerks for the highway commissioner, as the work has
branched out and taken on so many different angles, each requiring some extra
accounting, and lots of correspondence, and as Highway Commissioner is continually
on the move, he cannot give much time to office work. Therefore a young man'has
been hired to take care of that end of the work.
Division Engineer Hall informs us that there is some State Aid for the past
years due Bayfield County, some for the year 1915, 19160 1917 and 1918, amounting
to a total of $5766.21. It seems that this mo3aey has been held back on account of
Bayfield County either not having done the particular work specified or else not
having done the work in a satisfactory manner. Mr Hall states Bayfield County may
still get this money by proper action of the County Board, in relocating expenditure
of the money and d6ing the work as specified.
Upon our trip of inspection recently we found the State'and County Roads in a
better condition for travel than we expected, considering the condition that they
were in during the unusual weather conditions this spring. The road from Iron River
south and east as far as Drummond is,espeeially fine, and with the contemplated
improvements for which funds were provided at the last annual meeting of the County
Board, it will make that road excellent for the travel there is on it.
The State Trunk Line from Sawyer County line to Ashland County is not up to the
same standard. The Bibon swamp section surely needs the improvement provided for
as soon as the State Engineer finds time to outline the work. The beaver question
was gone over last winter while we were at Madison attending the Road School, and
we have reasons to believe that the Conservation Commission intend to carry out
their promises to eradicate the animals.
From Ashland to Bayfield the Trunk line road is of a better class, except near

Onion River. The bridges and culverts are of a permanent type. Improvement on this
road will begin as soon as the engineers specifications arrive.
On the County Road system from Iron River to Port Wing, Herbster, Cornucopia and to
Bayfield, we found fair grades and good culverts for some miles north of Iron River,
and also for perhaph eight miles North and West of'Bayfield, and except for some
bridges over the larger streams, this road needs large expenditures to become equal to
the roads in the south and eastern parts of the county. The roads in the Sand River
district in.particular look very expensive to build, unless some relocation is made
to avoid some of the worst hills.
The State Trunk line West of Iron River needs some new grading on part of its right-
of-way, and East of Iron River by IuMoquah, the trunk line is yet to be built, and the
first step towards building it is to'have the survey made, which has been promised
by the division engineer.
The most seroius proposition for the County'Board to consider in the near future
is the Four Mile Creek Road, with its long bridge, 55 paces long, three bents high,
equalling at least forty feet in height, over the Sioux River. The rebuilding of this
bridge takes a large expenditure.
And as mentioned, there appears to be some state aid money available for past years
provided the County Board adopt a resolution designating a new location for the im-
provement. Therefore your committee recommends that the County Board adopt such
resolution and make such appropriation at its next annual meeting, and designate the
Sioux River Bridge on the Four Mile Creek Road as the place where the money should be
spent. Providing that the towns most interested raise, b.y bond issues, tag levy,or
individual donations, at least 25% of the estimated cost of the new bridge.
Other parts of the Four Mile Creek road needs relocating, and rebuilding, particular-
ly on the North end in the town of Bell. We believe it would be helpful to get the
locations for next years improvements specified as early as possible, for the reason
that it would give more time to have surveys, blue prints, and specifications made.
At present we are waiting for some of the plans and specifications for improvements
designated at the last annual meeting. We also find in going over the system that in
some instances there are errors in describing the locations of some of the improvements
to be made this year. In fact, one description as given in the resolution would place
the improvement inside the city limits of Washburn, another would place the improvement
some three miles away from the county road, in the town of Tripp. Of course, these
are plain errors, and we presume the road and bridge committee should be instructed by
the County Board to correct them. In looking up the different county tools and property'
we found a number of errors in the inventory left on file by Mr. Kunzelman, both as to
the amount of property and the location of it. We found that quite an.amount of Norway
Pine two by six by sixteen feet bought for railing along certain fills on Iron River
and Barnes 'Road, but which has not yet been built has been laid'for a large dance floor
at Barnes, and it makes a very nice floor. Mr Barnes says we can get them -any time
we want to build the railing, and the people of that neighborhood, he syas, had a
whooping good time last fourth of July on that floor.
While in Bayfield the other day and in conversation with Don Bell of the City of
Bsyfield, he states that there was to be a movement started to relocate a section of, -
the State Trunk Highway between Washburn and Bayfield. We are not informed as to the

advantages of the proposed location, and we think perhaps Mr. Bell can explain the
reasons why this change should be made. Also while in the Town of Bell, and talking

with Mr, Nigard, chairman of the twon of Bell., he mentioned that the town was opening
a town road from Cornucoibia to Bayfield, which would have easy grades and only 16
miles between those two towns, and he thought the travel would soon be largely over
this new road. We would like to have Mr. Nigard explain more definitely and to the
whole Hoard in regard tothisnew road.
We find it somewhat difficult to give you a description of the road system of
Bayfield County in such manner as to enable you to understand the various problems
and different locations referred to.
And we think as a matter of education, it would be.a good plan for the whole
County Board to make a trip over the entire road system of the county. We believe
it would help the different members to locate the various improvements in their.
minds and the.importance of the different.roads to the entire county. If this
should be done, we believe it should be done as soon as convenient, then, if the
Board wishes to make some changes, there would be time to do so.this season.

The Bill of the Town of Clover for 053.13 was upon motion referred to
the Committee -,on Roads and Bridges.
Moved, seconded and carried that the Co. Agric. Agent be authorized to
purchase 2000 additional Agricultural Bulletins at an expense of 0260.00.
It was moved, seconded and carried that the committee on grounds and
Buildings be authorized to lease to the Womans' Council, Block 53 in the City
of Washburn.

Moved, seconded and carried that a committee of two members of the
County Board and the County Highway Commissioner be authorized to investigate all
the expenditures of the highway committee for the past year and report at the
next meeting of this board.
Moved, seconded and carried that all the members of the County Board make
an inspection tour of the County Highway System on June 9th, 10th and llth, and
that all members who go be paid per diem, as provided by lawiand that milage be
paid to the members in coming to and returning from the County Seat, but that no
milage be paid while on such tour of inspection.
Moved, seconded and carried that the committee on Roads and Bridges be
authorized to correct errors in description of roads which may have been made in
the resolution adopted December 3rd, 1918 and recorded on pages 296, 7 and 8 in
Vol. 5, Journal of Proceedings.
Moved, seconded and carried that the Committee on Roads and Bridges be
authorized to map out proposed relocation of .Sand River road as suggested in their
report.
Moved, seconded and carried that the committee on Grounds and Buildings
or rent
be authorized to equip/an office foie the County Nurse.
