The adjourned annual session_ of the County Board of Supervisors of Bayfield County, was held at the xf:Uar Circuit Court room in the Court House city of Washburn, Tuesday, Dec. 2nd, 1919. Meeting called to order by Chairman 0. W. Axness, at 10;30.A. L. The following members were present: T3ourse, Galligan, Barnes, Thorsen, Nigard, North, Bartlett, Gallup, Curry, Morris, Daniels, Malm, Yderstad, Holm, Good, Froney, Vester, Schutt, Anderson, Johnson, Smith, Lavin, Stone, X_ransfelder, Flanders, Robillard, Bell, Maxcy, Warden, Mertz, Handberg, Robinson, IV1onroe, Axness-34. The reading of the minutes of the previous meeting was upon motion dispensed with. 1 The following petition/was presented: Whereas, on account-,; of the amount of work and the 'pery long hours, together with the increasing cost of living we the undersigned have decided to ask the board to increase our pay as janitors at the Court House and Jail. During the winter months we must be on the job between fine and six o'clock in the morning and are compelled to look after fires until nine o'clock in the evening. The county during the past year has paid in excess of eight hundred dollars for extra work around the buildings and lawns and we feel that if the pay was increased we would be willing to work even harder and can reduce this amount of extras very materially. Vie therefore would respectfully ask this board to mz-ike the pay of the two janitors $100 per mon�h each, beginning with December. Respectfully, Alfred Idarsh John Clark I hereby recommend the above increase in salary. Ole Handberg Chairman Committee Grounds and Buildings. Moved and seconded that the recommendation of the chairman of the Committee on Grounds and Buildings be accepted and that the salaries of the janitors at the Court House and Jail be fixed at loo per month beginning with December. The following report of the Highway Committee was presented: TO THE COUNTY BOARD OF BAYFIELD COUNTY: - - Gentlemen: we, the undersigned County State Road & Bridge Oommittee, and highway Commissioner, herewith submit the following report and statement of expenditures of the past year, and suggestions for coming year, for highway purposes within the County. We do not wish to come before you with a string of apologies or excuses for failure to accomplish one hundred.per cent. resultd in all cases. However, we feel it only fair to state that, in our opinion, we have had somewhat unusual conditions to contend with, particularly the labor conditions of the yeast year. As you will find from this report and statement, your committee and commissioner have made every effort to carry out the program and instructions of the County Board, and we have made a strong effort to confine the expenditures to the allotment, for the different specified improvements throughout the county. In some cases, we have been unable to get theimprovement specified, made. Partivularly, the Bibon Swamp improvement, and the improvement by resolution_, in the Town of Bell, near Nygaard's farm. In the Bibon Swamp case, we did not receive any plans or specifications from State 342 Annual Session, December 2nd, 1919. Department until August; then we made a contract with parties to begin work on the dit in_g, as shown by the plans. This party moved down there and was ready to start work, when he decided he should have a raise in price, and accordingly asked for an increase of his contract price, of thirty three per cent. which was refused, and he threw up the contract. - We then arranged with another.party to take the.contract, and he was ready to begin work when the plans and specifications were recalled by the State Department. This action, of course, stopped the work. Since that time, we have been notified by State Department to proceed with,original plar_d, and accordingly, we have once more made a bargain with a party to take the ditching job, which will consume all money available for improvement of this piece of road for the year 1918 and 1919, which amounts to $6300.00. This party has started work, and will do as much as weather permits this fall, and complete the contract in 1920. In the case of relocation, in Town of Bell, near 111ygarrd's Farm, we have not yet received any plans or specifications. In converaation with Division Engineer, S. P. Fall, we were told that he was not satisfied, that the relocation was advisable, and that he wanted to get more information on the subject. But you will notice that the money alloted by the County Board for these improvement; is still available, and has not been used somewhere else. Also, the money alloted for improvements in the town of Namekagon, and in the Town of Oulu.has not been used, because no place specified. Also, the money allotted for the Federal. Aid improvement, on State Trunk Highway No. 10, which is the east and west line across the county, amounting to some 4.14,000.00 of county money, which made over $40,000.00 available for this road, has not been used, and is still available. The exact location of this particular piece of road was not definitely decided upon by'the State Highway Commission until within the last fev; weeks. The road, as now laid out by the 'Mate Department, will be somewhat different than as originally laid out, and, on this account, will call for the passage of a resolution by the County Board, designating a beginning point for the construction. We are informed by the State Department that construction work on this piece of road will be'pushed to completion without further delay. Your committee met with Mr. Donaghey and MR. Hall, early in the summer, for the purpose of arriving at a settlement of money due Bayfield County for State Trunk maintenance in 1918, which you will remember was reported by last committee as held back by State Department, mainly on account of a difference of opinion, as to amount due county for rental of machinery. We arrived at an understanding in the matter, and accordingly, the State turned over to the County Treasurer some $15,000.00 for maintenance and machinery rental for the year 1918. Your committee have acted under the resolution passed by the County Board, instruct- ing us to secure sand or gravel pits throughout the county, for surfacing materials for highways, and with the assistance of the District Attorney, we have closed, or started negotiations, as follows: One block in duPont Park Addition to the City of Washburn, adjacent to State Trunk Highway No. 13, near City of Washburn, at a cost of $600.00. One acre, in the Northeast Quarter NiE- ) of the Southwest Quarter. (S`ss'r) of Section 18, Township 456, Range 5, adjacent to Bibon swamp, at a cost of O�100.00. 343 Annual Seoslon, December 2nd, 1919. A ten year lease, on four acres in the Northwest Quarter (NW-) of the Northwest Quarter (ITi44) of Section 19, Township 4-6, Range 5, adjacent to State Trunk No. 24, near Mason, at a cost of $200.00. One acre, in the Southwest Quarter -(SW4) of the Southwest Quarter (SW1.-) of Section 26, Township 46, Range 6, adjacent to road north of Benoit, at a probable cost of V6100. An agreement, at 20� a load, for the limited tame, off from Southeast Quarter (SE4) of the Southeast Quarter (SE)of Section 33, Township 47, Range 5, adjacent to State Trunk ITo. 24, east of Benoit. One acre, in the Southeast Quarter (SE4) of the Southwest Quarter (SWNi) of Section 33, Township 47, Range 5, adjacent to Ashland Jet. road; deal not closed; owners ask $300.00. use may have to condemn this property. Northeast Quarter (NE4) of Northeast Quarter (NE4) of Section 33, Township 48, Range 8, adjacent to Iron River & Port Wing Road, at a probable cost of $400.00. The resolution instructing us to purchase sand or gravel pits d-id not provide an appropriation of money to be used for that purpose. However, we have made the arrangements referred to, but most of them have,not yet been paid. We have been informed by the District Attorney that he has collected from the bonding company, in the case of Bayfield County against Eben Olson, some $3800.001 which we presume can be used for the purpose. Also, you will remember, in our report last spring, we mentioned that we considered it doubtful of the three -tractors owned by the County would provesatisfa.ctory for highway work, and after a thorough try -out, this proved to be true. Therefore, we decided to sell them, which we did at an auction sale, held at the County Tool House, and one brought $400.00, one $350.00, and one$325.00, a total of $1075.00, or twenty per cent. of the purchase price. Your commmitteil received an inquiry from a form of contractors in Douglas County, stating that they would like to rent the rock crusher outfit owned by Bayfield County, or, if we did not care to rent it, they might but the outfit. As this property was not mentioned in the inventory left on file by Mr. Kunzelman, we had never seen or inspected the property. After receiving this inquiry, we made an inspection trip to Roxby siding, where the outfit and gravel pit is located. We found a large gravek pit „owned by Bayfield County, with convenient side track. The material consists of stones of all sizes. There is a,set of camps, consisting of four well-built frame buiidings,,20 x 30 feet each. This rock crusher was a portable crusher and a portable bin and screen, sold by Austin Westerm Machinery Company to .Bayfield County, in April, 1917, for $2129.70. The last note given in payment will be due, with interest, at six per cent. in April, 1920. Although this camp was built, and machinery bought in the spring of 1917, the machinery had never been set up or used. Some contractors for the town of Barksdale shipped some F material from this pit. They used the ' county camp, but not the county machinery. ]Bayfield County has never shipped a car of this material. The freight rate appears to be prohibitive, and the crusher owned by the county appears entirely too small for this class of material. A much larger crusher, owned by Peppard & Fulton, and still there at the pit, did not crush over fifty per cent. of the material. Furthermore, crushed rock for surfacing on clay roads does not appear very 344 _annual SeQaion, December 2nd, 1919, satisfactory. It no doubt has its place in macadam roads and concrete work. We be- lieve it will be some time before Bayfield County can go extensively into the building of stone roads. We believe it advisable to cdnfine our efforts, in the near future,_ to widaning our narrow roadbeds, improving grades, rebuilding bridges, and surgacing our clay roads with sand, and our sand roads with clay. Therefore, your committee decided to offer to sell the r6ck crusher, and bin with 'screen, as purchased from the Austin Western GomPany:,7t0 th6se Douglas County contractors at the invoice price; that is, the price Bayfield County paid, at one half.cash, balance within six months, or, if theybwould pay all cash, and make it a clean deal to the county we would accept a discount of five -per .cent. Thay have accepted,the first offer, and have sent check for $1064.85; also a note payable in April, 1920, for $1064.85, which has been turned over to the County Treasuter. We are pleased to report that Bayfield County has received, at the hands of the Legislative Committee and State Highway Commission, a substantial increase of mileage upon the State Trunk Highway System, ,out of the new addition of 2,500 miles to the system throughout the state. In the future, that part of the County road from Bayfield to Port Wince will be on the State Trunk system; also that part of county road from Ashland County line to Ashland Jundtion and Benoit; also from Ashland Junction 4orth and east, to connect with State -Trunk No. 13 at Peterson's and Hosmer's corner, will be on State Trunk system, and, we are informed, wi1-, be maintained as State Trunk Highways, beginning May 1st, 1920. This will reduce our secondary, or County system, in'mileage to a point,.where we are in hopes there will be sufficient funds available to substanUtlly improve and maintain the county system. We have repaired the big bridge over Sioux River, on the Four -Mile Creek road, at a cost of 01297.67, which, we believe will make this bridge safe for ordinary travel for four or five years. However, we feel it is important to start raising funds to rebuild this bridge in,a permanent manner, when it again becomes unsafe for travel. Idaith that end in view, we recommend that the offer of the Town of Washburn to pay twenty five per cent. of the cost -of a new bridge „provided it was placed on section line, be referred back to the Town .of WashburnQnm�o�'�x��`� make the offer to pay twenty five per cent. of 008t, the location to be left to competent engineers, as we consider this a strictly engineering problem. Bayfield County has a large number of old bridges, which must be rebuilt as fast as possible, and, acting under advice of S. P. Hall, we are recommending the rebuilding in 1920 of two bridges in the Town of Barksdale west of Hosmer's corner; two bridges between Washburn and Bayfield; three bridges between Cornucopia and Herbster, repairing bridge over Siskiwit River, and building culverts east of Cornucopia. There are four, wooden bridges on the Iron River -Port Wing road that must be rebuilt, r culverts to replace them. On the Iron River and Barnes road the narrow fills have been widened and guard rails wilt, which make this road in good condition. The Barnes -Drummond road is now.in good condition, and needs but small expense for ntenance. A large amount of brashing has been done; also a large amount of signs amde markers placed and painted, covering the entire State Trunk System. We have been notified by the State Department that they recommend a total expenditure for the Federal and State and County for 1920 on State Trunk Route No. 10, beginning at the Southeast corner of Section 13, Torn 47, Range 6, thence westerly towards Iron River, t171,000.00. To meet our one-third of this amount, Bayfield County is asked to raise $57,000.00. As $10,000.00 was raised by the `'ounty last year, it leaves $43,000.00 to be raised this year. We believe this amount will have to be provided for in some manner over and above the two mill levy „ which we believe must be levied to provide funds for badly needed improvements throughout the county. We have also been notified that there will be available as State Aid in 1920 Annual Session, December 2nd, 1919. the sum of $4821.57, which we recommend be placed to rebuild bridges on State Trunk between Washburn and Bayfield, and west of Hosmer's corner in the Town of Barksdale. The amount available for State Trunk maintenance for 1920 has not yet been determi4ed. The bridge in particular over the creek west of the box factory we consider unsafe for tke travel there is over it. Although this piece of road is within the city limits of -Washburn, we believe it to be of -importance to the county that it be improved. vVe are not informed as to the legality of the matter, but if the county can legall help the city in this matter, we believe it good policy to do so; perhaps upon a fifty fifty basis, or some other basis to be agreed upon. Gentlemen: Believing that it, is of interest to Bayfield County to have a desirable route leading into the City of Washburn on what is now known as the Federal and Trunk line system -of Highways No. 13, and knowing that the conditions of the present route leading into the city of Washburn are highly unsatisfactory on account of the.location of the road, which crosses through the mill yard of the Kenfield-Lamo.reaux company which is traversed.'by several railroad tracks, thereby tending to increase the dangers to the traveling public, and wishing to aid in every way possible in obtaining a more desirable route, the City of Washburn makes this offer to your honorable body. If you will adopt that part of the Trunk system known as Route No. 13 beginning at that point on the Ashland. -Washburn road known as the Wanebo corner between Sections six and seven, 48-4, and running north about a quarter of a mile to Begelow street, thence east along Bigelow street to Eight avenue west, thence north along Eight avenue to the intersection of Bayfield street, the City of Washburn will purchase or acquire the necessary right of way for this piece of road and turn same over to be known as Route to. 13. (2) A road commencing at the Ashland County line on a line betwe-= the towns of Lincoln and Kelly, thence running west along said town Ifne connecting with Trunk Line No. 24 at or near Bibon. (3) A road commencing at the southeast corner of section 32-43-9, thence running north on the section line as near as possible to the southwest corner of section 9-44-9,1i thence northeast in practically the center of 45-9, connecting on the south with the county road in 'Sawyer county, and on the north with the Drummond -Barnes Road. (4) A road commencing at the present c.ounty road at Barnes farm, thence westerlj to Douglas County line. (5) A road commencing at Trunk Line 140. 13 and taking up the road formerly known as Route No. 10, near Nash, thence along the former route No. 10 to the west line of town 48-5, thence south 2 miles, thence westerly through Moquah, thence southwesterly connecting with the present Route No. 10 in section 16-47-6. (6) a road commencing at the end of present'Route No. 13 at Port �,Ving, thence two miles west, thence one mile south, thence west to Orienta, thence south and west along the present town road to Douglad County Line, and connectigg with Douglas County Road. The following report was presented: We, the undersigned, Road and Bridge dommittee, to whom you referred the attached bill, report as follows: _ We recommedd that the balance of OV2,000 appropriated for this piece of work, amounting to $li514.22, be paid to the Town of Drummond,. We believe that this is all we can legally pay at this time, as that is all that,has been appropriated for this purpose up to this time. This will leave a balance on this bill amounting to $4,727.13, which was not authorized to be expended, although the work appears,very expensive, �it is a very good and satisfactory piece of construction, and of course is of benefit to the county road. On that account it would perhaps be no more than fair to consider this extra amount of joint benefit to Town of Drummond and Bayfield 0ounty. tide Would suggest that one half of this $4,727.13 expended over and above the allottment for which no bills were filed as the work progressed be considered of special benefit to Town of Drummond, and the balance of benefit to Bayfield County.
