Meeting was called to order at 10:15 A. M. by chairman 0.. M. Axness. The roll was called and the follows ng members were found. present: Nourse, Galligan, Barnes, Thorsen, North, Bartlett, Gallup, Curry, Morris, Daniels, Malm, Yderstad, Holm, Good, � roney, Vester, Schutt, Anderson, �ohnson, Smith., Lavin, J. Stone, Kransfelder, Flanders, Hobillard,.Bell, Maxey, Warden, Mertz, Handberg., Robinson, Monroe and.Axness. Moved and seconded that Thomas Jones.a member of the Board of Supervisors of the town of Bell be seated as a member of. -the County Board for this meeting in place of J. J. Nigard who was.unable to attend the meeting. Motion aarried.. The reading of the minutes of the previous meeting was upon motion dispensed with. The following resolution was presented; and was upon motion adopted: Resolved: That the Chairman be and is hereby authorized to appoint a Committee of five to check over County Expenditures and recommend at some later meeting of the County Board a "Budget System" for the County so closer check may be kept on the costs of running the County. The following resolution was presented: Believing that the resolution passed at the annual meeting helff December 2nd, 1919 of the Bayfield County Board, in regard to the employment by Bayfield County together with the State of Wisconsin, of a home economics demonstrator, was passed by .this Board without thorough discussion, I the undersigned, who voted in the affirmative on the above resolution, believe it to be to the best interest of the County, BE IT RESOLVED that the above resolution be reconsidered. .('Signed) George Vester. The foregoing resolution was adopted by the following vote: Aye: Galligan, Barnes, Thorsen, Jones, North, Bartlett, Gallup, Curry, Morris, Daniels, Malm, Holm, Good, Froney, Vester, Schutt, Anderson, Johnson, Lavin, Stone, Kransfelder, Robillard, Flanders, Warden, Mertz, Handberg, Robinson, Monroe and Axness - 29 - Hay: Nourse, Yderatad, Smith, Bell and Maxey - 5 - Loved and seconded that the original resolution bela:id on the table. Motion carried. Moved and seconded that Two Hundred Dollars ($200.00) 'be paid to the Children's Home Society of Wisconsin. Motion amended by making the amount One hundred r�� Dollars (#100.00) instead of lwonHundre'd Dollars (4200.00). Amendment adopted. Original motion as amended was adopted. The following resolution was presented and'was upon motion adopted: Mashburn, Wis., -fan. 20, 1920. Resolved, that in appreciation of the splendid: banquet and entertainment given the County Board, on the evening of Jan. 19, 1920, by the Commercial, Club of the City of -Washburn, that a vote of thanks be extended said Commercial Club by this Board; Resolved further; that a copy of this resolution be sent each of .the newspapers of the City of Washburn for publication, and one copy sent to the Secretary of the ME Adjourned. The following resolution was presented and was upon motion adopted.: To the members of the County Board of Bayfield County, assembled this 20th day of Jan. 1920. WHEREAS, - At this time there are nearly 13.00 farmers scattered over such a large territory, and that it is so essential for the greatest co-operation of the farmers from all parts of the County with the Agricultural work, the Agricultural Committee and the Agricultural Agent in order to make this work more efficient: Be it resolved, that each town shall have an Agricultural and Livestock Committee of three members, the Chairman of each town, to act as Chairman of said committee, and that the two other members of these committees be appointed by the County Agricultural Agent and Town Chairmans, these committees to work'without compensation. This bond is one of a series of bonds, issued by the County of Bayfield for the purpose of paying its share and quota of the tax levied and imposed by 'Section 2 of Chapter 667 of the Laws of Wisconsin of 1919, and isissued pursuant to resolutions of the County Board of Supervisors of said county duly passed and adopted. It is hereby certified and recited that all conditions, acts and things required by the Constitution and laws of the state of-tisconsin, precedent to and in the issuance of this bond, to make the same a valid and binding obligation of said county, have existed, happened and been performed in regular and due form, time and manner, as required by law: that the amount of this bond, together with all other indebtedness of said county, does not exceed any constitutional or statutory limitation, and that provision has been duly made for the levy and collection of a direct annual tax on all the taxable property in said county sufficient to pay the interest on this bond as it falls due and the principal hereof at matmrity. Motion carried. Moved and seconded that the sale of Road Bonds issued to aid in the construction of Federal Trunk line No. 10 to the Beaver Reserve Fund Fraternity be approved. Motion carried. The' follov&ng resolution was presented: R E S O L V E D WHEREAS, many counties throughout the State of �4isconsin are spending $2,000 to $10.,000 for itionuments to perpetuate the record of their World War soldiers. Several counties of the state have printed or are preparing to print a War History, giving the names, organization and branch of service of every boy from the County, who served in the late War. Over 1,000.Bayfield Oounty Soldiers, Marines, Sailors and nurses participated in the World war. Many of them taken part in several of the greatest battles of the War. It is only fitting and appropriate, therefore, that the County Board takes some decisive action to preserve and perpetuate the record made by these hero°s living, and in honor of the memory of those who made the supreme sacrifice. It would seem that a history, founded upon the statistical reco,rd•al-ready made for the County by Harvey Irish, under the authority of the County Council of Defense, and illustrated with a complete record so far as obtainable of all those soldiers and -inits which were actively engaged in the war service; illustrated with photographs and pictures to be furnished by the world War Veterans, showing first hand views of the trenches, artillery*duels and infantry battles, as witnessed by our Bayfield County boys,'who helped Uncle Sam win the World Year. Therefore, be it resolved that such World War History of Bayfield.County Soldiers, Marines, Sailors and Nurses and other official bodies and organizations actively engaged in the World War and which rendered service to the Government during the War, be and is hereby authorized to be printed at a cost not to exceed $2500, for not less than 1,000 copies., Be it further resolved that this Board does hereby authorize and direct Harvey Irish, to complete the statistical record, which he has now nearly finiahed, under the LL, 372 Adjourned 4nnual Session, January.20th, 1920. authority of the County Counsil of Defense, and that he shall be paid 05.00 per day for actual time necessary to complete such record. Be it further resolved that the Commander of each of the three American Legion Posts of the County, namely; Washburn, Bayfield.and Iron River, be and are hereby appointed a committee of three, together with such individual or committee as they may select from the membership of their Posts or soldiers of other towns of the County, to secure and prepare the information, records, facts and photographs, upon which such War History is to be prepared, written and printed by the said committee; Such committee is hereby authorized and directed in securing such facts and necessary material for this history to expend a sum not to exceed $250.00 for the preparation of this history. Such expenditure, as made under this authorization, to be shown by proper receipts and vouchers, signed by those receiving the money. Be it further resolved that such War History when finished, shall be distributed in the first 800 copies, under the directions and authority'of the Chairman and Clerk of the County Board, it being the intention of this distribution, that each soldier, marine, sailor or nurse that can be reached, together with each individual serving as an officer in any active war organization in the county, shall be furnished "free" with one of these histories. That the parents or nearest relatives of each soldier sailor, marihe or nurse, who gave their life during the late World War, shall be furnished "free" with a copy of said War History. Be it further'resloved that such number of histories remaining, after the accompli ment of the preceeding clause, shall be sold, under the directions and authority of the County Board at $2.50 for each single copy, to such person or persons living in the county, who may desire same. Or such person or persons, living outside of the Count , who can shove to the satisfaction of these officials that they had a near relative in the service from Bayfield County. Be it further resolved, that this War History, when finished, as above directed and authorized, shall become the official World Jar History of Bayfield County Soldiers, Marines, Sailors, Nurses and Officials, and that as such, a copy of saidm]2istory shall be filed with the Adjutant -General at Madison, Wisconsin, Secretary of State; Wisconsin Historical Commission; and one copy to each library and Public School in the County. The following communication was presented: Bayfield Dec lth 1919. To the Chairman and members of the County Board of Bayfield County, As you well know the office of 1unicipal Judge for the 3rd municipal Court of Bayfield County was abolished by the state legislature at its last session and embodied in this act I am ordered that when my term shall expire I shall return to the County Clerk all the equipments, furniture, blank forms, all the property belonging to the county, Now in a conversation with Mr. Oscar county clerk he suggested that the county board authorize some person to dispose of this stuff herein Bayfield thereby eliminating the cost of a RR car and the dray and the loading and unloading at each end of the line the furniture of the office has little value the Judge's Desk a blank form 3731 Adjourned Annual tees ion,....January_20th, 1920. case and..an old obsolete iron safe is about the only things that have any material value I do this with the knowledge that if the office had been continued it wggl& have been necessary to refurnish the room's with new and better furnishing, Respectfully submitted, L. The following resolution was presented: Resolved that the County Board of Bayfield County, Wisconsin, in adjourned annual session this 20th day of January, 1920, appropriate a sum not to exceed Three Hundred and Forty Dollars (034-0.00) or as much thereof as will amount to one half of the d§ficit incurred in -the construction of the arches used at the Bayfield Homecoming celebration held in the city of Washburn, this being done with the understanding that the City of Washburn will appropriate a like -amount. That said Sheriff shall reeeive for board and care, washing and laundry for prisoners a sum to be computed at,the rate of forty cents (40�) per meal for each meal furnished each prisoner,'which shall be in full payment of all such services, and that said sheriff shall furnish and file.with the counter clerk of this county on the 1st day of each month, an itemized statement of the number of meals provided to each prisoner, whose names shall be given in such itemized statement, which statement shall be verified by the affidavit of the sheriff, or his undersheriff or deputy. For the compensation aforementioned, the sheriff and his deputy shall perform all services required by the sheriff'by law, and neither the sheriff or any of his deputies shall be entitled to receive any fees for services rendered Bayfield County; The sheriff shall be entitled to receive also his actual expenses in travelling in the discharge of the duties of his offive in criminal cases, and in civil cases in which the county or state may be interested, or may be a party, and the compensation aforesaid shall be in lieu of fees, charges and compensation of every kind for which t] the county may be liable for sheriff's fees, or to which the sheriff mey be entitled ti charge the county, and the several courts and magistrates of this county, whenever they shall impose a fine upon any person, shall also as a part of the costs which shalt be taxed, include the 8heriff8s fee for services -performed by the sheriff at the statutory rate, but no such fees shall be paid or turned over to the sheriff, but the courts and magistrates shall pay over all such fees, together with the fines of which they are a part, to the county treasurer of said county, and such fee shall be the property of said county. The sheriff shall also be authorized to appoint an undersheriff, and the salary of said undersheriff shall be and is hereby fixed at the sum,of Twelve hundred Dollars ($1200.00) per year. Said sheriff is also authorized to appoint a deputy sheriff, who shall act as jailer or turnkey, whose salary shall be and is hereby fixed at the sum of Nine r Hundred Dollars ($900.00) per year; said salaries to be paid the same as salaries of other county officers. We believe that this is all we can legally pay at this time, as thatis all that has been appropriated for this purpose up to this time. The following resolution was presented and was upon motion adopted: To the County Board of Supervisors, Bayfield County, Wisconsin: WHEREAS Section 2464a of Wisconsin Statutes provides among other things, that any county judge may appoint a competent person to act•as-Register in Probate, and If the board of any county in which such register mey be appointed and,in which his salary is not fixed by law shall not fix a, salary for him the judge shall compensate such register for his services; and WHEREAS the krcbate work in Bayfield County cannot properly be attended to with- out such register in probate be employed, and WHEREAS.the salary of the county judge as at present fixed by resolution of this 402 ,04,,4,journed annual session,. January 20th, 1920 board is not sufficient to permit the judge to use a substantial portion therof for such assistance, therefore be it Resolved, that the County.of Bayfield authorize the employment of a register in Probate, and that the salary of such be fixed at $60.00 per month, to be paid the same as the salaries of county officers, the same to take effect on the fist day of February 1920. Gentlemen: Your committee appointed to take under consideration the resolution referred t`o it at the last meeting of this board, which resolution provided for the adoption of a secondary system and the milage thereof, beg leave to make the following f°ecommendation for your consideration, with the recommendation that highways be adopted as a part of the secondary system of prospective state highways for Bayfield County. We recommend 4hat all roads as outlined in the original resolution and therein described, together with the highways: commencing at the.intereection of State highway No. 13 in section 25-51-4. thence running in a northerly directionthrough sec. 23 and 14, thence in a northwesterly direction through sec. 11, thence westerly through sec. 10, 9 and 8, thence in a southerly direction through see. 8 and on the section line between sections 18 and 19, and connecting with the Federal System at the corner of section 19 and 20, be adopted as a part of the secondary system of prospective state highways for Bayfield County. And we present the following resolution for adoption: Resolved, that the recommendations presented by the special committee, as outlined above, be adopted, and said highways become incorporated a part of the secondary system of Prospective State Trunk Highways for Bayfield County. Section 8 of the original resolution be changed to read as follows: Beginning on trunk line No. 10, on SE corner of sec. 8-47-9, thence north on section line about 8 miles to north line of,present town of Oulu. _ Amendment B. The roads proposed to become a part of the prospective state highways, to be accepted as such highways shall be cleaned out to a three rod width, and graded a twenty four feet road bed with permanent culverts and bridges placed of sufficient construction to carry the traffic and that these specifications shall,apply only to those portions of the highways yet to be constructed. Amendment. C. That road connecting with trunk line No. 13 near Bovee farm, thence westerly to•connect with secondary road running from Washburn to Cornucopie near the Nigard farm be added to the secondary system of prospective state highways. kmendment D. That about six miles of the Wanebo road running westerly from Washburn be added to -prospective state system of secondary roads. Adjourned..annual session, -January 20th, 1920. Amendment E'. That that portion of the road beginning at the south est corner of section 31-49-4. west, thence running northwesterly diagonally across said section 31 to connect with the county system of highways at the.north west corner of section 31 township 49 north of four west, be adopted as a part of secondary system of highways of Bayfield county when such road has been,built to the standard of other county roads in Bayfield county. The following report was presented and was upon motion accepted: Gentlemen of the County Board: As one of your committee on the question of Bonding Bayfield County for one million dollars for highway construction, I wish to submit the following report: First: I believe the taxpayers of Bayfield County are loaded to about the limit of taxes they can carry. Some of the towns are now raising every dollar they possibly can and keep within the statute limitations. We are bonded for the Tuber- culosis 'Sanitarium, we are bonded for the Soldiers bonus, we are bonded for the consruction of route No. 10, to say nothing of the old railway aid bonds. We must i pay at least 5% interest on all the bonded indebtedness. If we only use two hundred thousand dollars of the one million which we bond for the interest for the first year would amount to $10,000 and would increase each O year xxJYl: for five years when the last of the bonds are issued, which would bring. the interest up to nearly $50,000 per annum, after the bonds have all been issued. Add this amount of interest each year to the taxes of our already overburdened tax- payers and it will seriously impede the development of our countyg. Second:- I do not believe we are ready to handle this large amount of money for highway purposes judiciously and economically at this time, we have't got our highway system perfected, in fact we are just beginning to start.. I believe before we contemplate such a thing as bonding for this amount we should know that each pieve of road whether state or county is permanent, there is bound to be many changes in the county highways within the next two years. New milage will,be added and probably some taken off and some will be relocated. Third: The price of labor is higher than has ever been known and is in an unsettled condition. The price of material, such as iron and cement is very high, if it can be secured at all. I am in favor of spending money for roads, but not in favor of bonding at this time when a dollar is worth only about thirty five cents. We are getting along very nicely now, let us use on our highways the near fifty thousand dollars we would pay annually for interest on o-.r million dollar bond and kkep out of debt for a while. E. F.
