Meeting called to order by Chairman 0. T,f..Axness, at 10:30 A. M. The roll was called and the following members were found present: Galligan, Barnes, Thorsen, Juel, Bartlett, Karrow, Curry, Morris, Daniels, ivialm,' Yderstad, Holm. Good, Froney, Vester, Schutt, Anderson, Johnson, Smith, Lavin, Stone, Ewing, Kransfelder, Bell, hraxcy, Warden, Mertz, Handberg, Robinson, Monroe, Axness. Absent, Nourse, North, Stark. The following credentials were presented; and were upon motion accepted: Nels M. Oscar, County Clerk, Washburn, Wis. Being unable to attend the county board session at this time I have asked Mr. Guy Campbell one of our Supervisors to take my place in representing our town. I trust this will be agreeable to the board. Yours Truly, H. Nourse. The reading of the minutes of the previous meeting was upon motion dispensed with. The board upon motion proceeded with the business of electing a Chairman fdr the ensuing year. C. W. Smith and E. F. Daniels were appointed tellers,. The informal ballot resulted as follows: Whole number of votes cast 31, of which Pat Galligan received 1, James W. Good 1, D. C. Bell 3 and 0. hi. Axness 25. The informal ballot was upon motion iiade formal and 0. hi. Axness was declared elected Chairman of the .Board for the ensuing, year. The following resolution was presented and was upon motion adopted: Resolved by the County Board of Bayfield County, Wis., in session this 2nd day - of June, 1920, that the rate for publishing the official proceedings of the County Board of Bayfield County for the ensuing year be placed at sixty cents per folio for such publication. Informal ballot resulted as follows: Vhole number of votes cast 32, of which the Bayfield county prass...received 7, the Iron River Pioneer 2, the Washburn News 12 and the Washburn Times 11. First formal ballot resulted as follows: Whole number of votes cast 33, of which the Press received 9, the Washburn News 1'� and the Washburn Times 11. No election. Second ib_all:atlressulted as follows: Whole number of votes cast 33, of which the Washburn News received 16, the Washburn Times S. Bayfield Press 9. No election. Third ballot resulted as follows: Whole number of ballot 33 of which tle Press received 8, Washburn Times 6 and the t°ashbu.rn News 18, Iron River Pioneer 1. The Washburn News having received a majority of the votes was declared elected the official paper for the ensuing year. The Board proceeded with the election of a Trustee of the Tri-county Sanitarium: Informal ballot resulted as follows: Whole number votes cast 32, of which Henry Axness received 1, A. I. Lien 11 and J. P. OgTrally 20. Upon motion the informal ballot was made formal and J. P. 0111ally was declared elected. Upon motion the trustee was directed by the Board to vote for Dr. Ii. S. Hosmer for Superintendent for the Sanitarium, like action having been taken by the the County boards of Ashland and Iron counties. 408 Special session, June 2nd, 1920. i The following resolution was presented: ' ii Resolved by the County Board of Bayfield County, assembled at a special meeting �I thereof this 2nd day of June, 19209 that there bV, and there is hereby appropriated bye Bayfield County to the*District Tuberculosis Hospital fund, in addition to all other appropriations made therefor, the sum of Five Thousand Dollars (:p5000.00)•, being one I third of the num necessary to cover a deficite on account of expenditures heretofore made, and liabilities heretoforeji-ndurred, and to create a fund for temporary �i maintenance upon the opening of said hospital, and that if there be no funds of said 1; is county not appropriated to other purposes, than said sum be appropriated and taken out! ! of the general fund of said county, to be repaid to the general fund when a further appropriation can be made for the District Tuberculosis hospital fund to cover the same. The roll was called on the foregoing resolution and all members (33) voted in the affirmative. ;+ It was moved and seconded that the cannon which was secured by the city of f I' Vdashburn from the government, through Congressman A. P. Nelson, be given a place in i. the Courtyard, and that the County pay the freight on the piece. Lotion carried. Upon motion board adjourned until 1:30 P. M- Board called to order at 1:30 P. MI. with all members of morning session present. J. A. North being absent from the morning session was present at the aftexnnon session . I A communication was presented from Peter J. Savage of Iron River, relative to one Arne Sund, a county charge. After a discusssion it was moved and seconded that a i special committee be appointed by the Chairman to make a thorough investigation as to i whether or not Arne Sund is a trancient. The said committee was also empowered to Ii designate the boarding place of the said trancient and to take the steps necessary to protect the county, in case the said trancient is found to be no county charge. motion carried. Communication from Ernest Sauve with reference to Sam Gillus, and certificate of i Dr. A. 0. Shaw, was presented. After ascertaining that the County was paying $100. per year towward the support of the said Gullus and that the town of Orienta was providing for him, the communication was upon motion laid on the table. Therfallowing resolution was presented and was upon motion adopted: Whereas the filing cabinets and cases in the office of the Clerk of circuit court have become filled and it is necessary to procure additional filing apparatus and to remove from the vault some of the present contents to make room for new filing cabinet, or filing apparatus, now therefore, Be it resolved by the County Board of Bayfield County, at a meeting thereof this 2nd day of June, 1920,, that the Clerk of the courts of Bayfield county, acting to- gether with the committee on Public buildings and Grounds of Bayfield County, be and he is hereby authorized to purchase and have installed such fireproof vertical filing cabinets and cases for filing and caring for the papers and documents coming into his charge as may be necessary, and that said clerk of court and the committee on build- ings and grounds make such provision for moving and storing old papers and files and their containers as in their judgment will best serve for their preservation and r - accessibility. J. Yderatad. Special session, June.2nd, 1920. The following resolution was presented: To the members of the County Board of Supervisors of.Bayfield County: w; Whereas the agricultural development of Bayfield County depends largely on in- creasing the number of cleared farms and in order to encourage more and better farmers ' in our county, it seems extremely necessary to continue the work of holding county grain and potato shows as preliminary work _in-encourageing our present farmers to grow and exhibit better farm products, to be again exhibited at different state shows, therefore Bd it resolved, that the members of the Bayfield County board appropriate the sum of 500 to carry on the county grain and potato show and the boys and girls B1ubs thru out the county. 0. 1,11. Smith, 0. M. Axness County Agricultural Committee. The roll was called on the foregoing resolution, all members voting in the affirmative except 0. Flanders. Mr. Flanders respended present b�zt not voting. Resolution declared adopted. The following resolution was presented: To the embers of the County Board of Bayfield County. .111hereas, the agricultural development in the different towns is gradually-indreasing and many new settlers are buying with the idda of making homes and farms in these respective communities and due to the fact that Bayfield County Mill has many thousand of acres to be developed, and that in the past, local comffitLyity fairs have been the agency through which exhibits of farm produce has been collected and exhibited at state and interstate fairs, Be it resolved, that the County Board of Bayfield County appropriate the sum of $75. toward paying the premiums offered at any annual live -stock or farm produce fair held by one or more towns in said county, and that said towns, to secure said county appropriation toward premium payments, maintain a fair at a standard established by the County Agricultural Committee, and further that each fair provide toward such premium fund the sum of $50.00 or more. 0. IVI. Axne s s , E. C. Hart, C. W. Smith-, Agricultural Committee. The following report of the County Fair Committee was presented and was upon,motion accepted and placed on file: Committtee visited the Fair grounds and found the buildings and grounds in very good condition, but in need of general repairs from natural causes. Several of the buildings are in need of paint and the interior of.the barns need whitewashing, not only for appearance and preservation, but for sanitary reasons. The main exhibition ha, hall needs some shall repairs to the roof where little leaks are developing and the fence is down and in bad shape in places and will be in need of considerable repairs. We have made an estimate of the cost of repairs we consider absolutely necessary as follows: !. Exhibit hall roof $10.00 Repair to race track 200.00 Tank for dining hall 25.00 I' Painting chicken hall 41.80 Painting horse barn 73.00 Whitewashing inside of barn 35.00 whitewashing cattle, sheep and 410 Special session, June 2nd, 1920. hog iaarn 150.00 painting roof over horse b barn 30.00 Repairing fence 250.00 $814.80 We find that there is an actual need for 'btore room for cattle exhibits. The fair association for the last three years have been obliged to rent a tent to take care of the overflow from the barns, at considerable expense, and exhibitors refuse to bring their stock until some provision is made for them. We recommend an extension of barn room by addition of a building 48 x 75 ft., at an estimated cost of $2000.00. T. C. Schutt, Geo. i'roney Luke J. Lavin, L. P. Anderson, Committee. The following resolution was presented: Resolved by the County Board of Bayfield County, in regular session assembled, this 2nd day of June, 1920 that we appropriate the sum of $3000 to the County Fair Committee to cover necessary repairs to buildings and grounds at the fair Bounds, and to cover general expenses of the fair for 1920. T. C. Schutt. The roll was called on the folegoing resolution and all members present voted in the affirmative. The resolution was declared adopted. The following resolution was presented and was upon motion laid on the table: Resolved by the County Board of Bayfield County, in regular session assembled this 2nd day of June, 1920, that we appropriate $2000 to erect a barn building at the County fair grounds, 48 x 75 ft. Dated June 2nd, 1920. T. C. Schutt. The following resolution was presented: Resolved by the County Board of Bayfield County, assembled this 2nd day of June 1920, that there be and thereis hereby appropriated out of any moneys in the County treasury not otherwise appropriated, the sum of `500, Five hundred dollars, for mis- cellaneous expenditures which will.be necessary for the maintenance of the court house buildings and grounds for the coming summer. Ole Handberg The roll was called on the foregoing resolution and all members voted in the. affirmative. Resolution declared adopted. The following recommendation by the Health Committee was presented: Washburn, Wis. June 2nd, 1920/ The County Health Committee recommends that the county board grant Miss Anna Thompsc County Nurse a two weeks vacation and a four weeks leave of absence, beginning July lstj 0. M. .Axness, Mrs. Geo. DeGuire, H. P. Axelberg, Jessie N. Smith, Committee. Upon motion the recommendations were adopted and Miss Thompsons request granted. Moved and second that the resolution adopted at the meeting held on the 20th day of January, 1900, providing for a change in the method of paying for the board of prisoners in the county jail be rescinded and repealed. Motion carried. Moved and seconded that the County purchase a ford car for the use of the sheriff. Mothin carried. 41 The following report was presented and was upon motion accepted: Mys&lf, Mr. Robinson and Mr. Robillard, committee on soldiers memorial monu- 411 Spacial session .June 2nd,,1920. ment beg to report that we have investigated the cost of the monument or tablet and find that a tablet large enough to accomodate the names of all the soldiers of Bayfield county would cost approximately 02500.00.. It would be a small cheap looking affair and do not believe it would meet the approval of the citizens nor service men of Bayfield County. Therefore we recommend that the board dismiss for the present the question of erecting a monument to the soldiers. Dated June 2nd, 1920. E. F. Daniels, W. A. Robinson. The following resolution was presented: Be it resolved by the County Board of Bayfield County, now in session the Court house in Washburn, ffis.,, this 2nd day of June 1920, that a war history of Bayfield County be compiled and published at the expense of Bayfield 'County, giving a biography or brief history of every soldier who enlisted or had his residence in Bayfield counter, at the time of enlistment. Also a brief history of the various war organizations of Bayfield County, such as the Red Gross, the Council of Defense, the Draft and Exemption Boards, also the acti-fities of the County Bfficers and the county board, with a concise history of each American Legion Post in Bayfield County, and that this history when completed, con - twin as far as possible, the pictures of all service men, also all of those who ware members of the county board, or holding county office during the war, and the officers of the Bayfield County Red Cross Chapter, and Council.of Defense, also the draft and exemption boards, and when said book is completed one copy shall be given gratis to every ex service man if alive, and if dead, then to his nearest of kin, and the other books may be sold at a price fixed by the committee in charge, at not less than cost. And be it further resolved that this work as outlined be done under the supervi- sion and direction of a committee of three members of the county board, one of which shall be designated as chairman, to be appointed by the said board. The committee shall see that competent men are employed -to do the work, and that it is done with the least possible expense. Said committee shall keep an accurate account of all bills contracted or money paid and shall submit a detailed report at each meeting of the county board, and as often as requested, by the Chairman of the said board, as the work progresses. And when the said book has been completed, it shall be dedicated to the ex -service men of Bayfield county and shall be the official war history of Bayfield county, one copy of which shall be filed in the Register of Deeds office as part of the permanent records of Bayfield County, and one copy shall be filed in the office of the Secretary of State, in Madison. .And be it further resolved that this board at this time appropriate the sum of $2500. to be used by the committee in doing the work outlined herein. E. F. Daniels Moved and seconded that the foregoing resolution be laid on the table. The motion was carried by the following vote: Aye- Campbell, North, Bartlett, Morris, Malm,'Holm, Schutt, Johnson, Lavin, Stone, Ewing, Kransfelder, Flanders, Bell, blaxcy, Mertz, Handberg, Robinson, Monroe-19. No.- Galligan, Barnes, Thorsen, Juel, Karow, Daniels, Yderstad, Good, Froney, Anderson, Smith, Warden and Axness-13. The report of the Committee on County Roads and Bridges was presented and was upon motion accepted and ordered filed: Resolution in regard to construction work on route No. 10, submitted by 412 Special session, June 2nd, 1920. Supervisor E. F. Daniels, was upon motion laid on the table. The following resolution was presented: Be it resolved by the County Board of Bayfield County, Wis.; in session this 2nd day of June 1920, that -the sum not to exceed One Thousand dollars be appropriated for the purpose of completing that portion of the county and state system of Highways leading into the city of Washburn, which was ordered changed and improved at the ad- journed annual meeting of said county,board. George'Vester The foregoing resolution was amended by adding:"The city of Washburn to construct.that part of the road leading from the bridge, east to the city.streets: The resolution as amended by adopted bythe board on a roll call as -follows: All members present voted in the -.affirmative except, Supervisor A. ivi. Warden. Mr. Warden answered present byt not voting. The following resolution was presented: Be it resolved by the county board of Bayfield county in special session assembled, this 2nd day of June 1920,,that the following road be adopted as a part of the seconda system of county highways- Beginning at point.on the trunk highway#24.at Cable, thence running east through the towns of Uable and Namekagon a distance of llz miles, thence. turning a westerly and northerly direction, through the towns of Namekagon and Pratt, a distance of 15j- miles to Grandview, where it will again join trunk line No. 24. Total length of said road being about 27 miles. The said road to be a part of the Secondary system of county roads, beginning with January 21st, 1921. Jamed W. Good. It was moved and seconded that the foregoing resolution be laid on the table until the annual meeting inthe fall. Nay -Barnes, Juel, Bartlett, Karow, Good, Froney, Anderson, Ewing, Warden, AxnesslO The following resolution was presented and was upon motion adopted: Resolved by the County Board of Bayfield County this 2nd day of June, 1920, that the mechanic employed to repair the trucks and.machinery used by the County in its road work, shall also care,for and repair all automobiles owned by said county, and that all expenses of maintenance of each car owned by said county be separately reported to the county Clerk by the county highway Commissioner. D. C. Bell The follinving resolution was presented and was upon motion adopted: Be it resolved by the County Board of Bayfield County, in special session assembled this 2nd day of June, 1920, that hereafter the county road and bridge committE shall cause all lettings of county and road jobs to be advertised in at least three different places within the town wherein the work is to performed. This to be in 'addition to the regular forms of advertising for the receitring of bids for such work. James W. Good. The following,petition and resolution,was presented and was upon motion granted and the amount prayed for was ordered included in the levy to be made at the annual meeting of.this board, and made available as provided by law: Petition for a County Aid bridge. e y To the County Board of the County of Bayfield: The petition of the undersigned town board of the town of Oulu, county of Special session, June 2nd, 1920 Bayfield, respectfully represents that on the 10th day of Apn&l, 1920, at the annual town meeting of said town, the.eleators thereof voted to construct a bridge lying e wholly within said town, as h@°ein described in the resolution mentioned; that at the same time due provision was made for the payment by the said town of Oulu of the pro- 1portion of the cost of construction of such bridge required by law to be paid by said town. -as appears from the following resolution here affixed; and further, that the totoal valuation of said -town of Oulu, according to the lastassessment, was $510,715. Wherefore your petitioners pray for an�appropriation to be made by the said county of Bayfield, to aid in the construction of such bridge, without delay, as 1 provided by lava. Resolved by the electors of the town of Oulu, County of Bayfield, duly assembled lin annual town. meeting this loth day of April, 1920, that the.town board of said town be and it is hereby authorized to construct a bridge lying wholly within said town, over the 1.)uskeg river, between sections 22 and 27, T 48 N, R 9 w, at a total cost not to exceed 02500.00, to be defrayed in part by the said town of Oulu and in part by the County of Bayfield, as provided by law, and that said town board is hereby directed to levy a direct annual tax, sufficient to pay the proportion of such cost, so to be paid by the town of Oulu, and to take such action as may be required by law in order to secure an appropriation by the county of Bayfield to pay the proportion of such cost !;required by law to be paid by said county.
