At 10 A. M. the Meeting was duly called to order by the Chairman, 0. 1io. Axness.
A letter from the Town Clerk of the Town of Iron River, stating that
A. G. Johnson, Chairman, had•resigned and.L. F. Daniels was duly appointed

.The following resolution outlining the work for which Highway :Bonds
to the amount of �Alll,000d00 are to be issued, was thereupon presented and
read by the Clerk:
1HERE,AS the County State Road and Bridge Coyxilittee of ',ayfield
County on the 29th day of November, 1921, submitted to the County
Board of hayfield County, assembled at the Annual Meeting the -roof,
a report and staterLent of the highway improvements which they deem
necessary in said county for the year 1922, which said recommendation
includes the work hereinafter mentioned, and will cost the sums
hereinafter set. forth;
BE IT RESOLVED by the County Board of Bayfield County, at a.
meeting thereof duly and regularly called," convened and held this-
14th day of March, 1922, that Bayfield County shall provide and pay
for the following improvements of the highways, prospective state
highways and state t runk highways hereinafter described and r eferred
to, in accordance with the report and recommendation of said County
State Road_ and :Bridge Committee, and for the purpose of separately
describing the projects of said road and bridge committee and said
county, the following sections of this resolution are hereby adopted:
Section 1. That State Trunk highway INTO. 24 be improved
between Grand View and Drummond, so as -to obtain Federal Aid
therefor, in the manner provided -by law, and at the cost herein
provided, and that the estimate of the cost thereof, as made by
the County State Road -and Bridge Committee, to -wit: Twenty Two
Thousand Dollars ($22,000.00) be, and the same is hereby approved
and adopted.
Section 2. That State Trunk Highway No. 13, near Sand
River, betweei_ Bayfield and Port ling, be improved in accordance
with the plan and recommendation of said County State Road and
Bridge Committee, so as to obtain Federal Aid therefor, in
accordance with law, and at the cost herein provided, and that
the estimate of the cost thereof, as made by said committee,
namely, Twenty Six Thousand, Two Hundred and Twenty Hine Dollars
and Sixteen Cents (,1p26,229.16) be, and the same is hereby
approved and adopted.
Section 3. That State Trunk -Highway No. 13, from the city of
Bayfield and north be improved according to the plans and recommendation
of said committee, at a cost of Thirty Five Hundred Dollars ($3,500.00)
and that the plan and estimate of the cost as made .by said committee
be and the same is hereby approved and adopted.
Section 4. That State Trunk Highway No. 13, in the Town of
Russell, 'be improved easterly from Four Corners at a cost of Two
Thousand Dollars ($2)000.00), and that the recommendation and report
of said Committee as to the work to be done and the cost be, and the
same is hereby approved and adopted.
Section 5. That �jtate Trunk Highway No. 13, in the village
of Port Wing be improved by covering -the slab fill, at an
expense -of not to e_.ceed Three Thousand Dollars (:�3,000.00),
as reported and recommended by said Committee, and that the
estimate and recommendation of said Committee as to the work
to be done and the cost thereof be, and the same is hereby
approved and adopted.
Section 6. Thrwt State Trunk Highway TO. 13 be surfaced
and improved i'rom Nash to dvashburn, in accordance with the
plans and recommendation of said committee, and at a cost of
Three Thousand Dollars ($3,000.00) , and th-at the report and
recommendation of said Camr::ittee as to the work to be done,
and the cost thereof be, and the same is hereby approved and
adopted.
Section 7. That bridges and a_)proaches be,constructed
and erected on the prospective state highway from Port 'Wing
westerly through the town of Orienta to the Douglas County
Line, in accordance with the plan and recommendation of said
County State Road and Bridge Committee, and that the estimated
cost thereof, to=wit: Fourteen Thousand Dollars ($14,000.00),
as made by said committee, be, and the same is her approved
and adopted.
Section 8. That prospective State FighWay Line D, known as
the Namekagon Road, be improved in accordance with the Mans and
recommendation of said Committee, and at the cost herein provided,
and that the cost thereof, as estimated and proposed by said
Corimiittee, namely, Eight Thousand Dollars. (48,000..00) be, and
the same is hereby approved and adopted.
Section 9. That the 11ason-Ino Prospective State Highway
be improved. at a cost of rive Thousand Dollars (�?5,000.00) in
accordance with the rep®rt and recommendation of said Committee,
and that said recommendation is hereby approved and adopted.

Section 10.-That State. Trunk Highway No. 24, Bibon to Tlason Corner,

Committee', at a cost not exceeding Thirty Five hundred Dollars ($113,500.00)
and tl-.La t the report and r econmiendation df said Committee in relation
thereto, be and the same is hereby approved andadopted.
Section 11. That a portion of State Trunk highway No. 24, as
relocated in Section Six (6), Township Forty Three (43) North of
Range Seven (7) West, be improved at a'cost not exceeding Two
Thousand Dollars ($2,000.00), in accordance with the report and re-
commendation of said Committee, and that the report and recommendation
of said Committee be, and the same is hereby approved and adopted
in relation thereto.
Section 12,5 That State Trunk Ili.ghviay No. 24, running east
from Grand View, beginning at Grand View corner, and running east,
be improved in accordance with the report and recommendation of said
Committee, at a cost not exceeding Three Thousand Dollars (�3,000.00),
and that the report and recommendation of said Committee in relation
thereto be, and the same is hereby approved and adopted.
Section 13. That State Trunk Highway No. 112 from Benoit to
Ashland Junction be improved in accordance with the report and
recoimliendation of said Committee, at' an expense not exceeding
Four Thousand Seven Hundred'Seventy Dollars and Eighty Four Cents
(�')4, 770.84) , and that the report and recommendation of said
Commmittee in relation thereto be, and the, same is hereby approved
and adopted.
Section 14. That prospective state ;highway A be improved at
a cost not exceeding Three Thousand Dollars (2,,-3,000.00), in
accordance with the report and recommendation of said Committee,
and that the recommendation and report of said Co_mlittee in relation
thereto be, and the same is hereby approved and adopted.
Section 15. That prospective State Highway Line B, be
irriproved by making. cuts and fills as reported and recommended by
said Corgmittee,.at an expense not exceeding Fifteen Hundred Dollars
(""1,500.00), and that the report and recommendation of said Committee
in relation thereto, be, and the same is hereby approved and adopted.
Section 16. That prospective state highway C, be improved
from Cornucopia, south , in accordance iith the report and recom-
mendation of said Committee, at a cost not to exceed Fifteen
Hundred Dollars 1 "'l, 500.00) , and t"-at the report a_ld. recommendation
of said Committee -in relation thereto be, and the same is hereby
approved and ac_opted.
Section 17. That the County share of first fifty per c:.ent
of State Aid to be used for surfacing S. T. Ht 125, beginning at'
Ashland County Line to Ashland Junction, and S. T. H. No. 112 from
Ashland Junction to S. T. H. No. 10, at a cost not to exceed give
Thousand .Dollars (��5, 000.00) , and that the report and recommendation
of said Committee —in relation thereto be, and the same is hereby
approved and ad,.:pted.
Section 18. BE IT FU�iT?TER RESOLVED that it is the intention
and p'-licy of the County -Board of Bayfield County to appropriate
and levy upon all the taxable property of Bayfield County the total
amo-:nt which said County Board is aut'lorized to appropriate for
highway purposes at this time, and to raise the balance of the
money necessary to carry out the plans, program and projects of
highway im ,roverlent hereinbefore referred to, by issuing the bonds
of Bayfield County for such sure as may be necessary, and that the
District Attorney olf Bayfield County be, and file is hereby directed
to prepare a resolution to provide for the issue of bonds of
Bayfield County for .the purp_ ose of carrying this resolution :into
effect.

The following resolution to bond Bayfield County for the sum of
One Hundred Eleven Thousand Dollars ($111,000.00) for Highway Construction
and Improvements, was thereupon duly read by the Clerk-.
A RESOLUTION to provide for the issuing of non-taxable, semi-
annual interest payment coupon bonds of Bayfield County,. to.raise
money for the improvement of certain portions of the system of
prospective state highways and of the state trunk highway system
in Bay�'ield county, and to repeal and rescind that certain resolution
adopted by the County Board of Bayfield County at a meeting thereof on
the 29th day of November, 1921, providing for the issuing of the bonds
of said County, to the amount of One Hundred and -Eleven Thousand
Dollars ($111,000.00), with interest thereon at the rate of six per
cent per annum.
WHEREAS the County Board of Bayfield County has this day
adopted a resolution providing for the improvement of certain
portions of the system of prospective state highways and of the
state trunk highway system in Bayfield County, and has thereby
decided upon tzie amount to be expended on the several certain
specified improvements in proportions determined by said
resolution:
AMID VY.HEREAS it will be necessary to issue the bonds of
said County to the sum and amount of One Hundred and Eleven .
Thousand Dollars ($111,000.00), to raise the money to make
the improvements specified in said resolution;
NOW THEREFORE, BE IT RESOLVED by the County Board of
Bayfield County, -assembled at a meeting thereof, duly called,.
convened and held this 14th day of Iviarch, 1922, as follows:
Section 1. That Bayfield County raise the'sum of One
Hundred and Eleven Thousand Dollars (ylll, 000.00) to pay for
said improvements to be made in the year 1922, and that said
sum be raised by issuing non-taxable, semi-annual interest
payment coupon serial bonds of said county, bearing interest
at the rate of rive per cent per annum.
Section 2. That said bonds shall be in a ford to be
a.aproved by the State Highway Commission of the Sta.t-e of
Wisconsin, and the blank bonds, ready for signing, shall be
printed under the direction of said State Highway Commission
in the manner provided by law.
Section 3. Said bonds shall consist of One Hundred and
Eleven bonds (111) of the par value of One Thousand Dollars
($1,000.00) each, the total amount of said bond issue to be
as aforesaid, One Hundred and .eleven Thousand Dollars
($111,000.00) -and said bonds shall be numbered from one (1)
to one hundred and eleven (111) both numbers inclusive.
Section 4. Said bonds shall bear date the lst day
of April, 1922.
Bonds numbered one (1)'to six (6), both numbers inclusive,
shall be made payable and become due on the lst day .of April-, 1923;
Bonds numbered seven (7) to twelve (12), both numbers
inclusive, shall be made payable and become due on the lst
day of April, 1924;
Bonds numbered thirteen (13) to eighteen (1j), both
numbers inclusive, shall be made payable and become due on
the lst day of April, 1925;.
Bonds numbered nineteen (19) to twenty four (24), both
numbers inclusive, shall be made payable and :become due on
the lst day of April, 1926;
Bonds numbered twenty-five (25) to thirty (30), both
numbers inclusive, shall be made payable andbbecome due on
the lst . day of April, 1927;
Bonds numbered thirty-one (31) to thirty-six (36), both
numbers inclusive, shall be made payable and (become due on
the lst day of A..)ril, 1923;

Thousand Dollars ($3,000.00), shall be made payable and become
due on the'lst day -of April, 1941;
Section 5. The interest on said bonds shall be made pay-
able and become due on the lst day of October and the 1st day
of April, 9.n each year, the first semi-annual payment of
said interest on said bonds shall be made on the lst day
of October, 1922, and like payments on the lst day of April
and the lst day of October in each year thereafter, until.
said bonds shall be paid and retired.
Section 6. The Chairman of the County Board of Bayfield
County, County Clerk of said County, and the -Chairman of the
County State Road and Bridge Committee of said County are
hereby instructed to negotiate the sale of and sell said
bonds for cash, at not less than par. They shall advertise
and offer said bonds for sale to the highest bidder, and
sell and dis_.,ose of the same, so as to have the money
available for use in the early part of the year 1922.
Section 7. Said bonds, principal and interest, shall
be made payable at the Continental and Commercial Trust and
Savings Bank, at the City of Chicago, State of Illinois.
Section 8. That there be, and there is hereby levied
upon all the taxable property of Bayfield County, a direct
annual tax -sufficient to -pay the interest on said bonds as
it falls due, and to pay tie principal within the time
hereinbefore fixed therefor;
That the sums so levied upon the taxable property of said
County, and provided for the purpose of paying the principal
and interest on said bonds for the several years venen the
same shall become due is as follows:
There is now appropriated the sum of.Two Thousand Seven
Hundred Seventy Five Dollars (, 2,775.00) out of the sums
now in process of collection in the several tax rolls of the
taxing districts of said County, and so placed and inserted
in said tax rolls in pursuance of a certain bonding resolution
adopted by the County Board of Bayfield County at a session
thereof on the 29th day of November, 1921, and that said sum

is hereby appropriated and provided to pay and discharge the
first semi-annual interest installment, Which is ill fall due
upon the bonds hereby authorized on the 1st day of October,
1922;
There is appropriated and levied for the year 1922 and
shall.be collected to discharge the principal and interest
on said bonds due in the year 1923, the sum of Eleven Thousand
Four Hundred Dollars ($11,400.00), and there is hereby levied
and shall be c. ollected .for the payment of said principal and
interest, as the same falls due, in each of the years hereafter,
the following sums, to -wit:

and. by Bayfield County that the assessed valuation,of Bayfield
County, as equalized by the Tax Commission of the State of
'ffisconsin for the Near 1921, is the sum of :E�27,923,407.00, and
that said sum of One Hundred and Eleven Thousand Dollars
(6111,000.00) does not exceed two -fifths of one per centum of
the total assessed valuation of said County, and that the total
amount of bonds outstanding at any time by the sole action of the
County Board of Bayfield County, under the provisions of Section
1217-I:I, including the b.o.nds hereby authorized, does not exceed
two -fifths of one per centum of the total assessed valuation : f
said cou7Ity, and that the total indebtedness of said County does
not and gill not, including the bonds hereb,r authorized, exceed
the five per cent constitutional limit of indebtedness.
Section 10. BE IT FURTHER RESOLVED by the County Board of
Bayfield County, duly convened and assembled this 14th day
of Iiiarch, 1922, that that certain resolution, bearing date the
29th day of November, 1921, adopted by the County Board of
Bayfield County at a meeting thereof on said 29th day of
November, 1921, authorizing and providing for the raising of
the sum of One Hundred and .Eleven Thousand Dollars ($111,000.00),
by issuing the non-taxable, semi-annual interest payment coupon
serial bonds of said county, bearing interest at the rate of
six per cent ;per annum, Tor the purpose of raising 1rioney for
the improvement of certain portions of the system of prospec-

tive state highways and of the state ttrunk highway system in
Bayfield County, be, and the same is hereby repealed and res-
cinded, and all provisions of said resolution of November 29, 1921,
providing for the issuance of bonds and the levying and collection
of taxes are hereby rescinded and cancelled, except so far as
taxes thereby authorized are now in theprocess of collection
in the several tax rolls of the taxing districts of Bayfield
County, but said taxes so provided by said bonding resolution
of Ploveinber 29, 1921, and carried out and extended upon the
several tax rolls of said county for the year 1921, are hereby
ratified, and shall be collected, and so much thereof as may
be necessary shall be applied to the payment of interest to
fall due on the 1st day of October, 1922, upon the bonds hereby
authorized to be issued.

say; That I am over 21 (or 18) years of age; that I ara blind
and not an inmate of any charitable, reformatory or penal institu-
tion of the State' of Wisconsin and have an income of less than
:'50.00 per annum; that I have been a bona fide resident of
said state for ten years and of the County of Bayfield for one
year preceding the date of this application, and hereby make
application to the said County of Bayfield for the annual
benefit of $300.00 as provided by Chapter 579, Laws of 1921.

Company was granted a certificate of convenience and necessity
for the abandonment by said railway company of all that portion
of the branch Iine runningfrom Iron River to �;lashburn lying
between the station Coda and the city of 71ashburn; and
WHEREAS we -believe that the evidence submitted on behalf of
the protestants at the hearing before the examiner of the Inter -
State Commerce Commission on the 28, 29 and 30 days of 'November,
1921, proves that public convenience and necessity will not
permit the abandonment of said branch or of said portion thereof,
and that great and irreparable loss and damage will result there-
from, not only to many persons but to the public; and
`j=1REAS said branch of railroad is an important public
highway of the State of ffisconsin, located wholly within Bayfield
County, and for the original construction of which said County
contributed Two Hundred and Fifteen Thousand Dollars (�i�'215,000.00),
and we believe the same ought not to be destroyed and the service
discontinued merely because of a small loss sustained by the
Northern Pacific Railway.Company in the operation thereof, and

Your Committee, appointed by the Chairman to investigate
in the matter of the claim of the City of Bayfield for the suppplrt
of Eugene Chantelois, an alleged transient poor, beg leave to
report as follows:
le made a trip to Bayfield on March 10, and investigated
into the circ,mstances of Eugene Chantelois, and found the
following facts:
That said Chantelois carte to Bayfield about fourteen
years ago. That he worked around the camps for the '',Jachsiriuth
Lumber Company for a number of years. That according to
his statement, he worked in the camps df Mr. Furlough, about
rive years ago, for a period of cne year continually; that said
camp 's situated in Section 4-.51-5 71. , that being in the --
present toy -in of Bayfield. That he left said camp and stayed
in the hotels in the city of Bayfield--especially making the
St. James Hotel his head -quarters.
Further, that he worked doing chores around the premises
of one -;ir. Waker, Bayfield, 171is. , fora period of one and one-half years
before he received any aid from the cit-,=.
Your Committee further finds, that from a conversation
with Mr. Chantelois, that he voted in the city of Bayfield
five or six years ago.
From the above investigation, the Committee' came to the
conclusion that said Eugene Chantelois is not a,.transient"
poor;
That he belongs either to the city of Bayfield or,the town
of Bayfield, either of these -municipalities being bound to support

The following communication from Chairman Axness, was thereupon read
as follows:
TO THE hEIV11BERS OF THE COUNTY BOARD:
I had the opportunity this year, to attend the State
Convention. of County Chairmen held at "au Claire, February
Sth and 9th. Prior to this year you had authorized your Chair-
man to attend this convention, but unavoidable circumstances
prevented my attending at that time. Knowing that information
of some value could be obtained through comparison of experience
with other Counties, as well as listening -to prominent men active
in our State Government, I took the trip this year. Q actual
expense including only railroad fare and board amounted to a
little less than $20.00. If the Board feels that it is worth
while, they may act upon the bill.
We had the privilege of listening to such .prominent men as:
Lieut. Gov. Comings, Sen. Roy P. Wilcox, Com'r. of Agriculture
Norgord, State Highway Engineer Hirst, Judge Blum, and also .
various officials of .eau Claire County. The outstanding topic
was taxation, and how the prevalent high taxes may be reduced.
This -convention did not attempt to recommend any ideas tending to
increase expenses and taxes, but on the other hand, worked on
theories whereby these things may be reduced. It is common
knowledge that taxes have reached a point where there is not doubt
but what they are retarding development. We may grant that the money
we pay out for taxes when we consider carefully the various .benefits
we derive through various governments are a good investment
and that we derive more actual benefits from that money if
wisely expended, than from any other expenditures, still
there . is a limit beyond which a dangerous situation Might
develop.
Assuming that we are all in favor of reducing our taxes, and
knowing to do so it is necessary to reduce expenditures, permit
me to offer a few suggestions which I hope may be of some value:
1. As Charity should begin at home, we should take our ,first
step in reducing local expenditures. Prior to 1914,.our taxes were
divided in about the following proportion: State, 18%; County,
211o; Local, 610; Last year the ratio was: State, 3%; County
20 Local, 720. This speaks for itself and shows whe.- e the
greatest efforts for reduction of.taxes must be applied.
2. After applying ourselves to our own units of government,
we come to the County Government, the first item of the budget
being the County Board. I find that the per diem of :$4.00, is
common, also that members outside of the County seat get per
diem, for days going and coming to meetings. -however, that
we may show our consistency in applying reductionsl I would
recommend that the oe-rdiem of the County Board be reduced to
13.00, and that no mileage be allowed within the boundaries of
the County sear City.
Further, I find that meetings are held down to necessity.
By holding meetings oftener, we expend not only more per diem
which is perhaps the smallest item, but as a rule always find some-
thing to -appropriate money for. The less meetings, the less
expense. As the usual spring organization meeting is but two
months hence, - I would recommend that that meeting be dispensed
with this year, there being no change this year in the personnel
of the Board, and you can adjourn your annual Meeting at the
end of this meeting and elect your Chairman at this meeting,
perfecting your organization now for the year 1922.
3. This being an adjournment of our Annual IL`eeting, we have
legal right to fix the salaries of our officers for the, next term,
at this meeting. If we now adjourn our annual meeting, it will
be too late to make any changes along that line for the coming
terra. We all know that conditions are getting back to normal,
whatever that means. '.fie are all taking reduced incomes. There
is no reason Any we should not conduct our County business as we
would our own private business. I recommend that we abolish all
unnecessary clerk hire. We are obliged to work a full day at
our usual avocations and often overtime; I believe our County
officials should_ do likewise. I am offering all this without
any spirit of criticism, but merely as an unpleasant duty we owe
our constituents. I would recommend that the proper committee
submit a schedule of salaries for County Officers for the coming
term for your action.
4. In considering salaries, we should remember that the
proper enforcement of the liquor law increased the work in the
Judicial and Sheriff's office. If these officers attend to this
duty rigidly, they should have our encouragement. It is not for me
to state at this time whether that or any other law is right or
wrong, but I do believe that any law on our statute books should

be F4NFORCED, There is no other situation that tends so much riot as
lack -of -respect for law and order, and encourages anarchy and riot as
lack of law enforcement and respect for our lawn. If there are laws
that cannot be enforced or are a detriment they should be wiped off
the statute books at once. 7.77hile they are there, 'by all means let us
do our utmost.to enforce them. I'would therefore, recommend that we
pass a resolution that this Board will stand back of and encourage our
Sheriff and District Attorney in enforcement of law, and especially
that law which is most disregarded, the so-called Prohibition Law.
b. Tunicipal Courts. As longas there is such general violation
of the law previously mentioned, it would seem best to continue the
municipal courts we now have, but I would recommend that the city o1
town in: which such courts are established furnish a court room free of
ch:._rge. It is obvious that no Municipal Judge in this County can afford
to keep office hours outside of his usual place of business for the
sake of holding court', on the munificent salary we pay him. -
6. I would recommend that we dispense with any repairs to our
Court Housen and other County buildings and grounds beyond what is
necessary for their upkeep, and that any. -.-expenditure beyond actuall
nece city be referred to the Board before it is contracted for. This
applies as well to furniture and fixtures. Perhaps a saving maybe
had eliminating certain items in stationery.
7. Thecexpense of the Tri-County SanitariuM has reached appalling
figures. :ie were informed that this institution would in,a short time
become self-sustaining. At the rate it has been going, it will become
one of our most expensive items on' the budget. I would recommend that
the proper committee and County Clerk adhere strictly to the rule made
by the Budget Committee in their last report which we adopted.
8. It is with great hesitancy that I mention Highway Expenditures.
I find that _--ost Counties have a State and County system working along
the same lines as we have and wit}:1 proportionately the same mileage,
if not more. We have the disadvantage of an undue proportion of clay
roads and needed bridges and culverts of an expensive nature. However,
it will be a.serious problem to properly maintain our present system on
a two mill tax. We are hopeful -that some form of legislation will be
enacted so that the building and maintainance of State roads will be
taken care of':,�'by some form of auto tax relieving our general to -_es from
this heavy burden. As the County system cannot exceed our State
system in mileage, we have reached our limit. Should it be found
necessary to curtail our mileage, I would recommend taking radical
steps at one time, taking off every Highway in the Count-�r -�!ith the
exception of State Roads No. 10, 13 and 24, 3ahich it seems to me
would be the fairest solution without any special favors.
9. County Agent. I find that the expense of this department is
causing general comment.. i hile no doubt, this expense is a gad invest-
ment, and saves the farmers .of the County, many times more than the
cost, still the greatest criticism comes from the farmers themselves.
It would seem that we should limit expenditures in this office and
instruct our 'County Agent that when these funds are exhausted, there
will be no more available for that year.
10. County Fairs.. I find that many County Fairs -are self
sustaining. 7[e should aim to get our fair into this class. The
business men of the Ton in which the Fair is located should be asked
to raise a reasonable amount of money for its up keep: It is a distinct
advantage to them to have it located in their town and it would seem
that they- should appreciate that enough to make up a purse for the Fair.
I would, recommend that the Fair Committee take up this suggestion.
11. Community Fairs. As soon as our County Fair gets to a near -
self sustaining point, I would recommend abolishing County Aid, to
these. fairs. No one doubts their power for good, but I believe each
Community can well afford to take care of them and not burden the
County with this expense.
12. Te. should by all means stick to our budget system and stay
within the appropriations made.i,lt is the best known system of keeping
proper account of the expenditures. I opposed, the seeming large item in
the contingent fund and would recornt_nend that. hereafter this, fund be -
materially reduced as it offers an excuse for asking more money than
originally appropriated.
In closing, I fully realize that I have been just as lenient as
any of you in these expenditures, and it seems that the longer we serve
on the Board, the more we realize our snort -comings. However, it is
difficult for a ,-'ew to get results and it is only through cooperation
along these lines and a firm resolve to serve the public to the best of
our ability that results 7.nay be attained. It is not a pleasant duty,
as I said, to effect these reductions., the persons to whom it may apply,
are our friends and faithful public officials. But if we cannot do our
duty as the public expects of us and which we are here to do, we might,
as well gftit. Further, let us forget factionalism, and avoid personal

feelings in our work here on the Board as that only hampers constructive
results. It makes no difference whether a man is a so-called ultra con-
servative or a self-styled progressive, if he is RIGHT let us support
him and if he is wrong we should do the opposite. If we can only bring our-
selves down to realizing that every time we come before the Board with a
special -privilege, titre are placing ourselves in a position where we feel
obligated to return the favor, we may see that we are following the
theory that has been so common in legislative councls higher up and which
we have so thoroughly condemned_.
I would recoL.mend that the Board send a representative to the State
County Chairmen's meeting every year and .that this Count- keep up its
membership. It is, of course, the aim of this association to attain a
100 ,der cent merf,11 ership. It is continually increasing. At this meeting
theme were fifty-five counties represented out of seventy-one. I believe
that this convention can be a great povier for good if well represented
as it forms one medium of expressing to ourlegislature the wishes of
its constituents.

The following resolution speaks for itself. I take it for granted
that the Board realizes that living expenses have been reduced-;_ salaries
in general as well, and that although the Board took no action at
the Annual Meeting, their intentions may be that salaries should ire
reduced. Although there may be a question :as to can
legally fix salaries at this time of officials who are elected the
coming Fall, such officials have now ample notice of the Board's desire
and should morally, at least, abide by such decision; should they not,
we can afford to let -them start a ction.

As near as I can -figure now this will effect a saving to the
County of about -6,000 per year.
The County Clerk is allowed a"full,time deputy or clerk, which
we believe is needed, but we believe t'a.t this office can easily
perform the work of the Clerk in the Highway Commissioner's office,
and that it might save some duplication of work. If the Board finds
it practical, they may employ an assistant to the i"ighway Commissioner,
but such assistant should be a practical road construction for.ema.n
and not a Clerk.
We have made no, change in salary of District Attorney as the work
in this office has increased greatly due to the 18th :amendment, etc.,
and he should be encouraged in the successful prosecution of law violations.
'We believe clerks, janitors, jailors and others who are appointive
can 'be had at this time for '75.00 pe'r month. `,`le should c onsider
that the jailor is furnished wit-i living quarters.
Boarding prisoners, we believe can be done now for $.25 per meal.
^le should consider that the County furnishes, light, fuel, room and
everything else necessary, and that a prisoner should not be expected
any more than plain wholesome food.
We have omitted clerk hire in offices of Clerk of -Court and
County Judge, believing that this work can all be done by one
person, :also in the Register of Deeds o_ fice. A,s to the latter,
it may be that the work may increase so that one person cannot do it,
but the opportunity of obtaining abstract work may offset it. .
We realize that efforts in economy are __ot as a rule popular,
but we submit this -schedule in good faith, having tried to be fair
and impartial, and without any personal grudge or favors,

Resolved, by the County Board of Bayfield County, tu.'nis 14th
day of Barth, 1922, that the perdiem of members of said: Board shall
be at the rate of $3.00 per day, and shall include one day for
coming and one day for going, to and from meetings and committee
work, for such members Who require more than one day in this respect,
effective May 1, 1922.

The follo-wing resolution was, on proper motion, duly seconded and
adopted.
RESOLVED, by the County Board of Bayfield County, at a '
meeting thereof this 14th day of Idarch, 1.922, that no fees shall
be allowed or paid the municipal judge of Bayfield County from or
after January first, 1922, but that the.salary provided for said
office"shall be in* lieu of all fees and in full compensation for
services rendered to said County.

at Mashburn, 'isconsin, be set at Fifteen Hundred Dollars (1,500 j

Probate be, and -the same is hereby discontinued, same to take
effect January 1, 1922. Motion carried.
The following resolution was on proper motion, duly seconded
and adopted:
�IIEPEAS, it is necessary to rebind Volume One and Volume
Five, of the Tract Indexes in the ,office of the Register of
Deeds of Bayfield County', and
_01REAS, the Register of Deeds does not wish to -have any
of the official records -taken out of his office excepting
upon the order and instruction of the County Board;
NOI;N T?-,7REFORE, BE I1. SOLVED that the Register of Deeds
of said County,- be and he hereby is instructed and ordered
to take said Tract indexes. to a book bindery -and have same
rebound, and the County shall pay to the Register of Deeds
the amount of the railroad fare to and from the city where
said books are rebound, together with his hotel bill.

RESOL17ED by the County Board of Bayfield County at a
meeting thereof this 14th day of march, 1922, that the County
Clerk of said County be, and he is hereby directed \to sell
and convey to any person desiring to purchase the same, any
real estate 'belonging to Bayfield County, not donated and
required to be held for a special purpose, and that the
amount to be charged and collected for any real estate so sold,
in case the same shall have beenacquired by the County by
tax title, shall be the amount, of the face of the certificates
purchased by the County, and the cost of taking and recording
the deed.

pieces or parcels of lands on wsaid county holds tax
certificates for -the tax sales of the year 1918, and all prior
years crown to and including the year 1907 are now or have been
in the actual occupancy or possession of any person for a
period of thirty days or More at any ti-me within six months
preceding, and give notice to such occupants if any, a:nd make
or cause to ,-)e made affidavits of non -occupancy in all other
cases, and deliver such tax certificates to the county clerk
of said county; and
BE IT 11JRTT7'R RESOLVED that the County Clerk of said county
be, and he is hereby ordered to execute and issue to A,yfield
county tax deeds upon sucel tax certificates, and cause such deeds
to be recorded in the office of the register of deeds.

the end that the residents of the County, in need of employment, may
receive some of the benefits of the moneys e:<pended in Highway
Construction work, which they, as tax payers, must provide.

The bill of the Town of Iran River for One Hund-red-Fifty Dollars,
(5150) being for rent of the hunicipal Court room at Iron River,
was on motion referred to the Finance Committee.
The following resolution relating to the Prohibibition Law, was
presented as follows:
WHEREAS, we have all taken our oath to support the Constitution
of the United States and the Constitution_ of the State of Wisconsin,
and perform the duties of our office to the best of our ability, and.
WHEREAS, the Eighteenth Amendment has been made a part of the
Constitution of the United States, having received the requirements
specified to make it such, and
1EEREAS, it is our duty as law abiding citizens and as officials
elected to uphold our laws, to do all in our power to maintain respect
and regard for law and order, and
THEREF0RE, BE IT RESOLVED by the county board of Bayfield County,
Wisconsin, that we will give our support to the Federal and State
Prohibition officers, Sheriff, District Attorney, in the proper
enforcementn of said law.
