The following resolution in memory of Chris Iverson was duly read as follows: A RISOLUTION to the memory of Christ Iverson, fate of the town of belly, Bayfield County, Wisconsin, passed at the Annual Meeting of the Bayfield County yoard of Supervisors, Bayfield County, Wisconsin. ',MEREA.S,--the Great Creator of this Universe has seen fit to remove from our midst, the late Christ Iverson, a membe- of this County Board of long standing, tin;ho did always take prompt part in all progressive work connected with the County and Conurunity, and I=TBEAS,--we, as the members of this Board regret the loss of so valuable a citizen, BE IT HEREBY RESOLVED, that the members of the County Board of :hayfield County extend to his widow and relatives their sympathy, and further, that the County Clerk of this Board spread this resolution upon the records of Bayfield County. The following communication from the State Board of Hedlth, was duly read as follo.is: STATE BOARD OF I111ALTH AUGUST 1, 1922. Dear Sir: The State Board of Health's attention has been called 'Very forcibly in the. last four or six years to the c� onditions created by many out -lying road houses or dance pavilions from a veneral disease and general welfare standpoint. The rapid a 1vent of the auto- mobile and the development of the good roads has brought into existence a new angle as far as it pertains to certain types of healti'i problems. "Ne realize thdtunless something is done by the officialswho have authority to control out -lying districts that these new angles now well developed will increase to possibly much more serious proportions and become a still greater menace to many of our younger people and society as a whole. 7e are finding that much delinquency on the part of the young boys and girls, some of t":,em afflicted with .veriereal disease, is attributed by these individuals to public amusement places Including pavilions, dance halls, amusement parks, bathing beaches and to many of the wholly unnecessary and degrading street carnivals and street fairs put on by individuals usually from outside .of the state whose sole ai:n appears to. make money the easiest way without regard to the effects upon the community. All of these conditions are becoming so well known that to, elaborate further on the I - art of the State Board of -Health is unnecessary. 71Te believe that at the next legislature there should be -Out upon the statute books an enabling act which will grant county boards the authority to license, control and prohibit amusements such as pavilions, dance halls, narks and bathing Teaches, carnivals and street 'airs outside of cities where such control is now vested in the city council. We suggest that such an enabling act should also authorize the county boards to emp_oy a mature individual with police powers who will be given full jurisdiction over such places and granting authority to the county boards to prohibit boys and girls under the age of sixteen -to attend such places unless acco.zrpanied by parents or some responsible party. 7e trust that this coi2miunication will prompt you to make a survey of the number and type of amusement places in your county and also establish a basis of action concerning the manner in which these places are to be conducted. We feel confident that since your special.attention is called to these .so-called new features in the line of amusement that you will be surprised after investigation that a -number of these ploaces at least are allowed to remain. It is not our desire to curtail any legitimate form of amusement or pleasures that may want to be. indulged in by the citizenship but we believe that it is up to all of us to see that these places of amusement if they exist must comply with a certain standard laid down by the county board and must be supervised by officials with police po,r-rers to see that these standards are maintained. Mr. Roy Okerstrom presented the following resolution: F-ERFAS, vie have had several instances wherein private parties have purchased lands bordering lakes and ._streams, and securing the consent of certain town boards, closed the highways leading into those lakes and streams, consequently, placing these private parties in a position whereby they control the lakes and waters and have shut off the general public from the use of those waters for fishing, etc., despite the fact that those waters were stocked with fish with public funds; BE IT RESOLVED, that the County board of Bayfield County does herewith petition the State Legislature to adopt a law which will give the County Boards jurisdiction over all highways, toxin, village, etc., which furnish the only means of access to lakes and streams in' the county; also that the County Board be given authority to lay out and construct Highways, and condemn land for the purpose if necessary to any Government waters in the County. BL' IT FURTNIR RESOLVED, that it is the sense of said County Board of Bayfield County that such a law be passed by the Legislature and that said County Board urge our representatives therein to secure the enactment of a law or laws embodying the above principle. It was moved and seconded that the matter be referred to a committee of three to be appointed by the Chairman, said committee to make a thorough investigation and report dt the next meeting of the County Joard. The following petition was duly read and in accordance with former rules, same was referred to a committee of three to be appointed by the Chairman and report their findings at the next regular meeting of this Board. The Chairman appointed as such committee, E. R. Tetzner, Otto Regelein and W. L. Bradfield. 580 Adjourned Annual Meeting, Dec. 5-6, 19:-2 TO THE COUNTY BOARD OF BAYFIELD COUNTY: The undersigned respectfully petition your honorable body that the town highway now starting west from highway No. 112 on the east quarter line in Section 35; thence running west through Sections 35 and 34 to the east quarter post of Section 33; thence north on the line between sections 33 and 34'a half :mile; thence west on the north line of Section 33, 32 and 31 to the County Highway, running north and south on the range line between ranges 6 and 7, said Highway being all in the Township Forty -Seven (47) Range Six (6) 1,°Test . That a large amount of public travel to Duluth, ?,,-Iinnesota, coming from Highway No. 13, travels along Highway 24 to -GenoIt and then over this road to connect with Highway No. 10 to Superior and Duluth., which makes a large amount of outside travel on this particular 3Iighway and for that reason we consider it should be made a part of the Count- Highway System. (PROPOSED FOR111 OF RESOLUTIONS FOR SUBI,IISSION TO COUNTY ?BOARD OF WIS COUSIN, NOVEI+�IB_i?R, 1922. ',�[HEPwAS, the County Board of Bayfield County has carefully con- sidered the matter of future highway legislation in Wisconsin and has discussed the report and recommendations of the Legislative Colmittee of the Wiscoi sin County -Hoard Association, as contained in Higl-,way Pamphlet No. 1 of said Association ; and 71HEREAS, the said County Board has considered the several main propositions contained in said recommendations separately and has approved or rejected the main proposals submitted by the votes here- in given, as follows: PROPOSITIOI.�I NO. - l: This County Board favors the addition of 2500 miles to the State Trunk Highvray System of VIdisconsin to be maintained and roadmarked by the State, commencing in 1924, this ad- dition to relieve the counties of the maintenance of 2500 -miles of their most important roads in addition to the `1500 miles now main- tained by the State. The vote on this proposition was 34 ayes and no noes. PROPOSITION ITC. 2: This county board favors the saving of the federal aid funds now available for Wisconsin and those hereafter to be made available, so that Wisconsin may receive back its proper share of these funds, which it has helped to provide by national im- posts and taxation. The vote on this proposition was 34 ayes and no noes. PROPOSITION NO. 3: T-iis county board favors the payment by the state of all xcept the -Federal Government's share of the cost of fed- eral aid construction, -relieving the counties of paying the one- third share of the cost of such -construction, required under the present -law. This will reduce the total county taxation for federal aid work approximately- 1,p2,200,000 a year, and the board believes that this relief should be granted the counties. The vote on this proposition was 34 ayes and no noes. PROPOSITION NO. 4: Provided the counties are relieved of pay- ing any part of the cost'of Federal Aid Construction, this county board favors the distribution of the joint federal and state con- struction funds not o!n a county basis but in some manner fair to all sections of the stated so that the principal lines of travel through- out time state may be completely surfaced at the earliest possible moment, 11 581 Adjourned Annual 1!eeting, Dec. 5-6, 1922 making all sections of the state readi-ly accessibly to all other sections. ' The vote on this proposition was 34 ayes and no noes. PROPOSITION 1\10. 5: This county board favors the payment of a refund in the form of a maintenance bonus by the state to the counties which have already bonded and pushed the construction of high type roads or which will do so in the future. 7!1here the people of a county have i:oted bonds to hasten the construction of i-mportant roads eligible to federal ot7state aid, and have not received the antici- pated state aid, the board feels that, in justice to them, some pro- vision should be made to repay to these counties the state's prom- ised share of the cost of construction. The method suggested, a, maintenance bonus, seems to be an equitable one. The vote on this proposition was no ayes and 34 noes. PROPOSITION NO. 6: This county board favors the continuation of the . present highway program as outlined by the Legislative Com- mittee. The board believes that the proposed program is not in excess of that needed to properly accommodate the travel. The board agrees with the committee that the cost of the program should be in part lifted from general property and imposed more largely upon the users of the road. With this in mind7: we favor the plan suggested by the Legislative Committee of the County -Boards Association to raise the money by a combination of (1) A graduated license fee on motor vehicles based on the weight; (2) "'A two per cent valuation tax imposed alike upon al-1 motor vehicles throughout the state; and (3) A two cent per gallon ta. uppn the gasoline consumed in motor vehicles traveling over highways. The vote on this proposition was 34 ayes and no noes. PROPOSITION NO. 7: T�^is County Board favors longer terLis for members of the county road and bridge committees, believing that, the experience gained by length of service in office, of at least a ma- jority of the members of these committees, would be of great value in securing more efficient and economical.work. The vote on this proposition was 34 ayes and no noes. PROPOSITION HO. 8: This County Board believes that better co- ordination of -highway work is desirable between the units of govern- ment paying a part of the cost thereof. Of thin amount there was allotted. to Bayfield County 105,229.16. Under the provisions of -the 1tTisconsin Stattutes the county must provide an amount equivalent to the federal aid allotted and the state a like amount, making a total joint fund of 1�315,687.4` for the improvement of the State Trunk Highway system in your county. The statutes do not provide that the cost of each individual project must be so financed that each unit of government shall fur- nish one-third of the total cost. However, they do provide that upon the completion of the program each unit named shall- have paid one- third of the total cost of all projects as nearly as possible. In financing the past construction program, this commission has at times been•obli.ged to ammend the allotment of funds to certain projects due to the unprecedented conditions prevailing during the past few years. The preliminary estinates for the earlier projects were too low due to the f act that they were constructed during a period' of rapidly rising prices. A large nuihber of projects constructed during 1921 and 1922 had a surplus due to the declining costs of labor and materials. In reviewing the first sheet of the attached report, which is a recapitulation of the funds allotted to the individual projects in your county, you will note that the division of the funds for each project, is not uniform but that the totals provided by each unit of government for all projects is the same. R SOLVED, by the County 'card Herein assembled, that the Bridge across the Sioux River in Township 49, Etange 5, knowt., as the "Sioux I iver :Bridge," shall be repaired under the direction and supervision of the County Highway Coimiittee and John friberg, Highway Commissioner; THAT such repair is intended and expected to put this Bridge in a safe and passable condition for a period of at least two years; that such repairs shall not exceed in cost the.sum of Three Thousand Dollars (5'3,000.00) , and to be done for as much less as is .possible to comply wit'-:L the previous condition stated in this resolution. ',JIe estimate that the brrdges and culverts will cost approximately $4,500.00 and we cannot give the exact figures as, we have no specificatioy,s for this work. 2. This road does not come up to' the standard of Class B roads as is required by law for the secondary system of the counties. 3. It is useless to go and move our equipment over on this piece of road for only a few dollars as the cost of moving is as great for a small job as for a large one. 4. The wooden bridges on this road are so far gone that vie would not consider repairing them, advisable. (At present, they will not carry the load required by law and if any accident occurs, the county will be liable.) The following report from the Pure Air Sanatorium was read as follows: TO Uri COUNTYBOARDS OF ASHLAND, BAYFI_ELD AND IRON COUNTIES, AND TO THE, TRII TEES , OF PUREAIR SAI?ATORIU1.1%. Gentlemen: I hereby submit my report for the current year, July 1, 1921 to July 1st, 1922. The addition to the Sanatorium is about completed. 1,^rnen we completed the first part of the building and filled it with patients within two months, without sending for the patients the three Counties had in the other Sanatoriums of the State, it became evident to all Adjourned Annual Session, Dec. 5-6, 1922 of us that -it would take more Sanatorium space to accomodate our Tuber- culosis patients. It was also evident that the per -capita expense for their care could be materially lessened if we could double the capacity of the Sanatorium: On account of the already heavy expense of the tax payers and the urgent need of more space for the patients, I thought that a frarrf-cottage could be erected across the ,ravine from our first building enough cheaper and answer the purpose for the time being. A 'eottage separate from the main building would necessitate more help in it's adrinis- tration and still might be unsatisfactory to manage during the coldest part of the year. A connecting corridor between the two buildings was the next idea to simplify the administration. The next idea was to widen the corridor to accomodate a row of -patients. When the :Building Committee met, the maj of-fty was in favor of a fire -proof structure, which after all was the -proper solution. The plans did not include the(mcava.tion of all the basement and putting in floors in all the basement. The Contractor and Ardhitect discovered that the brown stone facing and finishing had been ommitted from the plans and asked to have a meeting of the Building Committee to remedy the defects, which was done. The Building Committee have always been on the alert to safeguard the Counties' interest and to demand that the building, when completed, should continue to be -a credit and an honor to every tax payer in the three Counties. The building, when completed, will excel any Sanatorium in the State of Wisconsin for convenience and perfection in arrangement for scientific treatment of Tuberculous patients. The building, when completed, besides taking care of forty more patients will furnish room for -six more employees, a new room for the laundry which was needed, a work room for such male patients as have recovered enough to be able to do some work, and a --produce cellar that will hold all the fruit and vegetables that should be secured during the fall.,then prices are reasonable. With the restricted space we have always felt the need of a Recreation room where the patients might meet in common for social, religious and other entertainments. 'VVe will have such a _room .now and a place to keep our phonograph and piano. Our resident Occupational Therapist puts in a few hours each day at this work and the balance of the time as a nurse. If it were not for the Occupational Therapy, many of the patients would become homesick and disgusted with the monotony of the cure and would leave the Sanatorium before their cure was completed, resulting in their premature death or the necessity of their returning for a more prolonged stay at the Sanatorium. Since November 15, 1921, Pureair has had a resident Occupa- tional Therapist and the department has been considerably enlarged. At present, the shop is small and inadequate but the completion of the addition will give us a larger, sunny, airy room for a' work shop with an additional work shop in the basement with carpenter bench and tools. This last will be a fine tl-.iing for those who are interested in wood work such as bird houses, toy., etc. Several new crafts have been started, This department is•a most important one as by keeping the patient happy and slightly, occupied it not only makes his stay at the Sanatorium much more pleasant and beneficial, but in many cases materially shortens his cure -taking. This is explained by the fact that in order to respond the treatment and Sanatorium care, one of the most esser-tial things is that the patients must not only relax physically but mentally as well. It is pretty hard to do this when one has nothing to do but. lie or sit and think of one's condition and the necessity of being away from one's home and family. About this time our Occupational. Therapist comes along and interests the patient in some one of the crafts, gets him started making. something, maybe a basket or a scarf, and before he. knows it he becomes so interested that when the dinner bell rings he wonders where the morning has sliyped away,to. Occupational Therapy is coming to the �_I_ ront fast and is recognized as one of the most important i)epartments in all Sanatoria, Psychiatric Institutions, and even some, of our best General Hospitals are starting the ,cork. ,Te are proud that we are able to have such a department in an Institution so -new as Pureair. All of the physicians of the three counties are taking a very active interest in the Sanatorium and in the active anti -tuberculosis work. A Committee from the Tri-County Medical Society, consisting of three physicians from each County have been appointed on the Advisory Council for the Sanatorium. -- Vie have continued our Consultation service which consists in a visit once in :Four months from a ph�-sician, who is a specialist in the work from the State Anti -Tuberculosis Association and who visits all the other Sanatoriums in the State and examines each patient while there as well as acting as a consultant on all subjects pertaining to Sanatorium management. As long as we were building we could not improve the surround- ings. The Trustees have been very anxious.to begin to -beautify the grounds. Inasmuch as Cher: may be changes in the personel of the Trustees and -from suggestions from members of the County -Boards it has been decided to hire a very competent landscape architect to lay out the general plans for the grounds and then, . if possible, to complete some part of them from year to year. Club, the choir of the Norwegian Lutheran church at '~Washburn and the 117estrainister Guild o-1' the Presbyterian Church of Bayfield. `ffe are especially indebted to the people of the Presbyterian Church at Bayfield, who, in spite of the fact that they had no Pastor, came out every other Sunday all winter and held services. But none of these entertainments would have 'peen i:)ossi ble were it not for Messrs. Harvey Nourse, J. J. fisher and Dr. F. "T. Bigelow of Bayfield, who appointed themselves a Committee of three to start the Piano Fund -to which many people responded generously. This made it possible for our beautiful player piano to be delivered on Christmas. It has been a great source of entertainment. to us all and -.sae wish to thank everyone who was instrumental in helping to buy it.
