At 10 o'clock A. I.T. the annual meeting of the Bayfield County Board of Supervisors
of Bayfield County, was duly called to order by Chairman Donald C. Bell. Roll call
showed the following members present:

an applicant for the office of Highway Commissioner, at this, your annual meeting, I
wish to say that I ,.have been Street Comniissl oner for the City of ffashburn for the past
tL,�elve years, and have had experience in building roads for traffic, and also in concrete
work, and I feel confident that if elected by your body that I will give general
satisfaction, and shall consult -arith the County Board in all new undertakinFs as well
as the State and County Commissions.
If I did not believe that I had ability to fill the place I would not be an applicant
f6r the position.

Lilotion was made and seconded that the County Board go into caucus, and each
highway district nominate a member for the highway committee for the ensuing year
and then have the nominations of each of the three districts passed on by the County
Board. Itlotion carried by the following roll call:

Okerstrom, Habelt, Lamont, Tetzner, Vachsmuth, Boutin, Arntson, Posey, Bell.

The following ballot was cast by the Board for District No. 1: Peter
Soronen--22, H. Lamont 12. !vTotion was made and seconded that the informal. ballot
be made formal and that Peter Soronen be duly declared elected. Motion carried.

There being no choice, a second ballot was cast, w'-_ich resulted as follows:

of the votes cast, that the informal ballot be made formal and that Geo. Karow be
declared my elected. Motion carried.
The following ballot was then cast by the Board for District No. 3: Geo.

Gentlemen:
i
Due to my inability to be personally present at your regular meeting, I_
am having this letter presented to you by Mr. W. A. Pond, who is perhaps more. j
familiar with the subject with which it deals than myself.
i
We are petitioning your honorable body to give us every assistance you
feel we merit, harmonious with the best interests of the county as a whole. ':fe
feel that the Indian Pageant to be given annually at the Apostle Islands is the
biggest single industry ever brought to the county, and that it will add greatly
to the prosperity of all cormnunities in the county.

Just now we are striving to have suitable roads constructed, and our
road commissioner, Teir. John Friberg, already has given us considerable assistance.
We are spending our own money up to the limit of our resources to build roads and
otherwise prepare the grounds to entertain thousands of tourists. This will mean.
money to the county in increased business and necessarily increased taxes.
I We would ask that within the next few days we be permitted to use the
county tractor and grader on a new stretch of road we are clearing and having
prepared for it. It. will save cLs several hundred dollars and enable us to finish
a road we otherwise cannot get ready for spring.
In addition, we ask that the tractor and grader be used on the stretch
of government road between highway thirteen and the pageant ground road. We will
gravel and oil this -j'oad if the county will grade it foi us. These features of
our work are -necessity we cannot avoid, and if the county board can bring about
this much for us, we probably will be able next year to het considerable state and
i federal aid.
We have had some corrrespondence ,iirith the state Highway Commission, and
I:ir, Hirst has asked that the road and Bridge Committee of Bayfield county view
this project and inform him of our needs. - In the meantime it is the work done �
this fall that will count the most in helping make the pageant a success.

You can take up with Mr. Pond, details of the work we want'done, as he
has full charge of the construction work.
I
Incidently, we want to express our appreciation of the aplendid road
building 11r. Friberg has done between Bayfield and ;`lashburn, and to suggest that
if all of the road from the pageant grounds to Ashland were oiled next spring, it
,�rould not only help keep down the dust thataill ,be caused by thousands of cars,
but will save much time and labor of the.patrols.
The pageant corporation.hopes to be in position next summer to assist
patrolling these roads. -
As for the stretch of government road we refer to, we realize that this
should be cared for by the government, but time presses and such assistance as we
might get from the government probably would be too late to do us much good next
year.
Our corporation is made up of the best citizens of this and adjoining counties;
and we feel that cooperation is the one big keynote in putting the pageant over.

Dear Sir:
I have your letter of the 25th ult®, relative to the Indian
Pageant to be held North of Bayfield the first two weeks in next August, and
relative to the condition of the roads on which people will drive to reach the
pageant grounds..
I regret very much that there seems to be little that we can
do to meet the emergency which the holding of this pageant will create. The
State Highway Commission has very limited funds indeed under their control for
road construction next year, and to bring the roads in this neighborhood up to
the condition that they should be in, would take much more money than we could
spare for this neighborhood. 11e, realize the importance of this pageant, but
at the same time there are all the year around traffic matters in every section
of Wisconsin which must be given consideration, and we do not feel that we could
justify the spending of very large amounts for -the accommodation of two weeks,
traffic.
We are, however, always willing to do what we can to co-operate
in every possible way to make road conditions easier,.and if we could have from
the Bayfield County State Road and Bridge Committee a statement of what they
would like to have done, prior to the first of August, its approximate cost, and
how much the County would be willing to put into the matter, I would have some-
thing definite to take up with the Commission for such action as it might deem
advisable for them to take.

Dear Sir:
Following your advice, we have taken up with the Bayfield
County Road and Bridge Committee the matter of preparing State Trunk Highway 13
to bear unusual traffic above Ashland to Bayfield and beyond. This will not be
a matter of two weeks' traffic, but of more than six weeps, for two weeks prior
to and for ?probably more than two weeks following the pageant.
We furthermore predict that the importance of the pageant
itself will within five years cause to be constructed a concrete highway all the
way through the center of the state to the pageant grounds. For this year the
pageant corporation is setting aside s-everal thousand dollars for road usrork to
help out. This we shall use in improving the old government road on the Red
Cliff Indian reservation, and,some of the township roads in the vicinity of the
Indian Pageant Park.
On the theory of demand creating the supply, we'are going to
worry along the best we can in 1924,, and we shall pay for etitra road patrols., if
necessary, to"guarantee safe travel over the roads leading into this section of
the state.
If there is anything you can suggest or advise in the expendittirR
of our funds, we shall be grateful for the assistance. YTe still hope to have
you visit with us and give these highways the once over.

previously written you, due to the practical non-existence of a Federal Aid
program for next year, there is nothing that this Comrniss:ion can do relative to a
large project to be completed in time for the 1924 Pageant.

I am sure that the County Highway Department and our division engineer,
fir. J. R. VcLean, First National B,-,.,nk Bldg., Superior, will give every assistance
reasonably possible in the prosecution of your program of road work, and in
planning your expenditures and the expenditures, that the county will make.
I regret that we cannot do more at this time for your pageant. if
properly developed I would think it would be a wonderful thing for the state and
its tourist traffic, and I.wish your corporation every success in your undertakings.

Motion was made and seconded that the above matter in regard to the
Indian Pageant be referred to the. Road and Bridge Committee for action. 1.,Iotion

The following resolution was then read:
WHEREAS, Bayfield County has.a claim against the Iron River ,stater, Light
and Telephone Company and T. F. Mackmiller for damages by reason of negligence
resulting in" -the destruction of the highway over and across the. Iron River Dam
it
during the month of December, 1922, which claim has not been adjusted, paid or
satisfied.
Now Therefore, Be it Resolved, That the County Clerk be and he is hereby
directed not to issue any order or orders for the payment of any moneys which may
be due or become due to said Iron River 'hater, Light and Telephone Company and
T. F. Mackmiller, or either of them, or to any assignee of such claim or claims
as may be held by them or either of them; on account of the rebuilding of said
highway over said dam and the approaches thereto, unless and until the said claim
against them or either of them shall have been determined, adjusted and paid.
Resolved further, that the county Clerk and the District Attorney be
and they are hereby authorized to adjust and compromise said claim on the part
of Bayfield County.

BAYFIELD COUNTY BUDGET FOR 1924.
1. 'We. recommend to the County Board that the Building & Ground
Committee's recommendation of four thousand dollars be reduced to three
thousand five hundred, and the same to include the varnishing of floors
in the court house; also that water meters; be installed in the court house
and jail, to reduce water rental, which at the present time exceeds two
hundred dollars.a veer.
2. We recommend that the salary of the. Highway Commissioner be increased
to twenty-five hundred dollars a year if the present Commissioner be retained,
as we consider that his services are of much greater value to the County, having
now had years' of experience in the supervision of the county's road building
program. Said increase has been provided for in the present budget.
3. We recommend that the County Fair hereafter be conducted three days
only each year instead of four.
4. The recommendations of the Sanatorium Coy^z;riittee are enteted without
our recommendation, insofar as we believe that no, -new construction is
warranted for the ensuing year.

I beg to submit for your consideration the following housing
condition which confronts us at Pureair Sanatorium with reference to the help. j
On the second floor are two rooms and a small dressing room.
These" rooms' are being used by the nurses. There is one bed in the dressing room
and this is occupied by one nurse. The other two rooms are occupied by the five
other nurses including the night nurse. The night nurse should have a room by
herself because it is necessary for her to sleep during the day. It is a fact
also that during the night it is necessary for one of the day nurses to sleep in the
bed occupied by the night nurse during the day.

.In regard to the maids, there are three rooms under the new
portion of the Sanatorium that are used as bedrooms, and these rooms are occupied
as follows: In one room are quartered the cook and her husband. In another two
elderly maids are housed, and the third room is used by three of the dining.room i
girls. Under the old part one.room is used by the second cook, and one of the �
dining room girls and a laundry worker.
It is necessary that a building be erected in which all the
maidu and help other than the nurses could be taken care of, thus releasing for the
nurses the rooms now used by the other help. If this were done the nurses could be
made comfortable and could also have a little sitting room where they could enjoy
their time off duty. It is. also necessary to remove the other help from the
proximity of the patients for the reason that they are not always careful to avoid
loud and boisterous talk and this is a source of annoyance to the patients.

it is impossible to carry on the work with any less help than we now have.

Committee in regard to the Sanatorium, and that Bayfield County.meet the
apportionate share of construction of Pureair Sanatorium as outlined in the
budget of the Trustees of the Sanatorium which apportionate share is Two

I,,iotion was made and seconded that the recommendation of the. Finance Committee.
in regard to raise in the Highway Commissioner's salary be adopted and that his
salary be increased from Two Thousand Dollars to Two Thousand Five Hundred Dollars
a'year, said raise to take effect January 1, 1924. Motion carried.
Motion was made and seconded that Two Thousand Five Hundred be appropriated
for the County Fair, and that the fair be conducted three days only, each year,
instead of four. Irotion carried.
The following report of the County Judge, in regard to ItIothers' Pension, was
then read:
To the Board of Supervisors,
Bayfield County, `;Wisconsin.
Gentlemen:
Herewith I submit a complete statement of disbursements as made by me
as "Juvenile Judges' out of the "Mothers''' pension fund. Upon my recommendation
you appropriated the sum of Seven Thousand Dollars for this fund last year, and
as will be seen by the accompanying statement, the actual amount expended was
:P7179.50, and deducting the sum of One Hundred Seventy-nine Dollars 'Thirty-three
cer;ts, there was a shortage of seventeen cents.
The expenditure for October was Six Hundred Eighty-six Dollars, and on
that basis, allowing for a likely increase, this fund will need close to Nine
Thousand Dollars the coming fiscal year.

and Thirty-three cents each a month for their services, which consists of
about a twelve hour day and longer in the winter months, and they must also
be on the job on Sundays as well as other days.
BE IT HEREBY RESOLVED That they are underpaid, and that their salary be
made the same as it was two years ago, which was one hundred dollars each per
month, said raise to take effect January 1, 1924.

Pr IT RESOLVED That a sum of money, not to exceed Six Thousand Dollars,
be used as.a revolving fund to purchase this explosive early to make it
possible to snake prompt delivery to the farmers before the time to use it in
the spring and fall. This money to be paid out by county orders by t:le County
Clerk and Treasurer as needed. This is not to extend credit to any farmer, I
but to afford early delivery; also the money vdill be replLlced in the county
treasury as fast as it is received from the farrxi.ers.. This money to be taken
or used from the general fund.

The following report in regard to the County Tax Deed Account was then read:

In connection with the taking of tax deeds on properties covered by
tax certificates held by the County as instructed by your committee. I beg to
report the following progress:
A working list in book form was at first made up of all the certificates
held by the county. Then we examined the records of the Register of Deeds and
composed a list of those descriptions upon which a mortgage was recorded and
unsatisfied, in which case the mortgagee must be notified of the impending tax deed.
Affidavits of non -occupancy and names of occupants in cases where the
properties were occupied have been obtained from the assessors in the cities of i
Bayfield and Washburn and the town of Iron River. In the -latter place and the
city of Washburn, notices of tax deed have been served upon the occupants.
Tax deeds -.were made up on all unoccupied descriptions in Bayfield,
Tfashburn and Iron River which cornpri se the bulk of the certificates held up to
and including the sale of 1920. .This work, however will have to be done over
again as. in a good many cases the writer has taken the time to send statements
to the owners and the certificates have since been redeemed or sold to the interested
parties.
It is not planned that..any farther tax deeds will be taken out until
after. the first of the year, but from then on, deeds will be taken and lists made
up for the, different taxing districts of those descriptions which can be rera.oved
from the tax rolls for the year 1924. In the meantime, notices of tax deeds will
be served on those descriptions. which have not already been covered.
This work has uncovered one condition existing which the writer was not
fully aware of and at which lie was quite surprised. In the past many years, the
former treasurers have had certificates cancelled or at least so indicated in the
records, but have kept the cancelled certificates with the good ones as assets
j of the county, and in many case have not even marked the certificates void. This
has, and will cause a great deal of extra work and trouble, as naturally we do
not wish to take tax deed on certificates that are not legal.
i
On the whole, the work has progressed very well, especially for '-the
amount of money which has been expended, only about one-third of the amount of
the appropriation having been spent. The balance of the appropriation, if made
available for the coming year, should enable the treasurer's office to pretty well
clean up all of the deedable certificates including the 1921 sale.

said town of Clover, of the proportion of the cost of constructing such bridge

I, Chairman of the Town of Oulu, hereby make application for a County Road
for which I herewith make two propositions:
FIRST:
Road to start from Iron River, 1is. where the present detour is, .running North
two miles between the towns of Hughes and Iron River and then lest one mile, and
then North one mile, and then West three miles and north one mile and paten West
one mile and', -then North three miles and ;lest one mile to meet the Douglas County
Trunk Highway. This road is running through a well settled country running past
t�lsee school houses, two stores, three churches, one hall, and has been previously
gravelled all except three and one-half miles. This road, if opened as County
road, would make a short cut from the Lake Side Road to Iron River and the
Southern part of the County, and would be a great help to that part of the County.
SE CO STD :
Road to start from State Highway No. 10 at Muskeg Station, running ,Testerly ,
three-quarters of a mile, and then North four miles and then `iTest_one mile and
then North three miles, and then Elest one mile to meet the Douglas County Trunk
Highway. This road leads to the heart of the Town and would lead to the Town
shipping point Muskeg. This road is running ;past two :school houses, two stores,
three churches, one hall, and has been previously gravelled all except two and
one-half miles.
I will leave -these two proposals to the Special Committee or the County Board
for them to decide which one to adopt to the County Highway System and feel that
we are entitled to same as we have not any County or State road in our town.
I have been asked to submit this proposal to the County Board by the people
o.f the town, in one of their last meetings, and hope the County Board will act
on it so that these people will be satisfied.

Report of Special Road. Committee to investigate road in Town of Keystone
starting one-half mile North of Benoit, thence running West four and three-
quarters miles and North one-half mile to the I0ason Ino Road.
TO THE HONORABLE YLEM'TEBERS OF THE BAYFIELD COUNTY BOARD:
Gentlemen:
The Committee found the road in a rather poor condition to be acceptable
for tansfer to our secondary system. The first one-half mile being in a fair
condition but far from wide enough to meet Bayfield County Standard. The next
four and three-quarters miles were more or less of lots of rocks, narrow, poorly
ditched, and contained a number of wooden culverts; also an old wooden bridge
over Fish Creek with about sixteen foot span. This bridge .;,Tou,ld need to be
replaced almost immediately were it placed on they County Secondary system. The
last half mile was much the same asthe first half mile, -rain draw back being,
too narrow. In all we found nine corrugated galvanized culverts and eleven
wooden ones, and the general shape or cond-:.tion of the entire road would not
warrant a recommendation front this committee to have same placed on the Bayfield
County Secondary Systera.
It would cost our County at least five thousand dollars to get this road in
shape to come up to standard -requirements, and under the circumstances we can
not recommend its transfer from town to county, but we do, however, recommend
a postponement. since we were informed by the town's chairman, Mr. A. P. Melstrand,
that they would do considerable work on it during the present -road building
season, and would endeavor to gyring it up to standard.

Be it resolaed by the -County Board of Bayfield County duly assembled in

annual 1923 meeting that Bayfield County shall provide and pay for the following
i
improvement of the prospective state highway known as County Trunk C, by building
a bridge and approaches thereto over Sioux River in the Town of ',Mashburn on said
County Trunk C, at the cost herein provided, and that the estimate of the cost
thereof, as made by the County State Road and Bridge Cornmittee, to=wit, Thirty
Thousand Dollars (p30,000.00), be and the same is hereby approved and adopted.

Be it Further Resolved that it is the intention and policy of the County
Board of Bayfield County to appropriate.and levy upon all taxable property of
I
Bayfield County the total amount which said county Board is authorized to appropriate I
i
for highway purposes at this time, and to raise the balance of the money necessary
to carry out the plans., program and projects. of highway improvement hereinbefore
referred to, by issuing the bonds of Bayfield County for such sure as may be neces-
sary , and that the District Attorney of Bayfield County be, and he is hereby directed!
to prepare a resolution to provide for -L•he issue of bonds of Bayfield County for
i
the purpose of carrying this resolution into effect.

certain portions of the system of prospective state highways in Bayfield County,

'WHEi—EAS the County Board of Bayfield County has this day adopted -a resolution
providing for the improvement of certain portions of the system of prospective state
hi.ghti^guys, and has thereby decided upon the amount to be expended on said specified
improvements;
AND 'WHEPREAS it will be necessary to issue the bonds of said County to the sum
and amount of Thirty Thousand Dollars (p30,000.00) to raise the money t'o make the
improvements specified in said resolutio6; namely, to build a bridge with approaches
thereto over and acorss Sioux River, on County Trunk C.

in annual meeting thereof, duly called, convened and held uhis 13th day of IToveirzber,

Section 1. That Bayfield County raise the Burn of Thirty Thousand Dollars
(p30,000.00) to pay for said improvements to be made in the year 1924, r;.nd that
said sum be raised by issuing non-tonable, semi-annual interest payment coupon
serial bonds for said county, bearing interest at the rate of five per cent. per
annum.
Section 2. That said bonds shall be in a form to be approved by the State

Section 6. The Chairman of the County Board of Bayfield County, County

Committee of said -County are hereby instructed to negotiate the sale of and

sell said bonds for cash, at nor less than Par. Their shall advertise and
offer said bonds -for sale to the highest bidder, and sell and dispose of the
! same, so as to have the moneycavailable for use in the early part of the year

Section 7. Said bonds, principal and interest, shall be made payable at

Continental Commercial Trust and Savings Bank at Chicago, Ill.
Section 8. That there be, and there is hereby levied upon all taxable

on said bonds as it falls due, and to pay the principal within the time

requests that the,Commission reconsider its action and that such contemplated
highway be located from Highway 13 at Glidden to Highway 214 at Cable, adopting
as a part of said new location, County Trunk "D" which has been sufficiently
improved to make it available for that purpose.

The County Board of Supervisors of Bayfield County, `fisco nsin regularly
assembled, does hereby ordain as_follows:
Sec. 1. 'UHE REAS: The State IZighway Commission has notified the County
Clerk that the sum -of Four Thousand Six Hundred. Fifty Dollara and one cent
(yp4,650..01) has been allotted to. this County under ,section 83.02 of the Statutes,
(the State Aid Law); and section 83.03 requires that one-half of the foregoing
sum amounting to Two Thousand Three Hundred Twenty-five Dollars and one cent
($2,325.01) together with at least one and one-half times this-amoun,t;,of County
funds must be expended on the State Trunk Highway System lying within the County:,
There is hereby appropriated, under the provisions of Section 83.03, the
sum of Three Thousand four Hundred Eight -seven Dollars Fifty-two cents ($3,487.52),
To meet the first one-half of the State. Aid allottinent to be })laced on the State
Trunk. Highway System, thus making available for this purpose, the sum of Five
Thousand Eight Hundred Twelve Dollars fifty-three cents, which shall be expended
as follows:
1. The sum Five Thousand Eight Hundred Twel-ve Dollars fifty-three cents
('5,812.53) for the improvement,by grading and draining on State Trunk Highws y
#24, beginning at North end of 1J)�-3 construction and extending North as far as
the money available will construct.
See..11. And in accordance with Section 83.03 of the statutes, the second
one-half portion of the State Aid allotted to the County, amounting to Two

(NOTE): The amount of state aid allotted to any improvement
and the location of the Uvork is determined by the County
Board. The County appropriation must not be less, and the
tax against the municipality not greater than one-third of
the total state, County and local unit fund. The improvement
must be located on the County System of Prospective State
Highways but off this State Trunk Highway System..
(Subsection 2 of Section 83.03).
And the improvement to be made under the foregoing schedule are hereby
located on portions of the County System of Prospective State Highways not:
portions of the State Trunk Highway System, and their character determined as
follows:
1. The improvements in the Towns of Kelly and Lincoln shall consist of
grading beginning at N1V1 Corner Section 3-45-51V County Trunk "F" and extending
along said system in a 'ffesterly direction.
2. The improvement in the Town of I+kason shall consist of grading and
draining, beginning at center of Section 25-46-6R, and extending along; said
system in a West and North direction on County Trunk "E."
3. The improvement in the Town of Keystone shall consist of grading,
beginning at State Trunk Highway #10, and extending along said system in a
Southerly direction.
Sec. 1V. The said County Board does hereby appropriate the following sums
to be provided by a general county tax levy for the purposes set forth.
1. For the Coianty's share of the cost of state aid improvements on the
State Trunk Highway System provided for in Section 1 of this resolution, the,
um of Three thousand Four Hundred Eighty. -seven Dollars fifty-two cents (�3,497.52)
2. For the County's share of the cost of improvements on portions_ of the
County System of Prospective State Highways not portions of the State Trunk
Highway System, as set forth in Section II: of this resolution the sum of Two
Thousand Three Hundred Twenty-five dollars-($'2,325.00)
3.- For the. county's share of improvements on the County System of
Prospect vex State Highways (County Aid), including- bridges, under Section 83.14
as set forth in Section III of this resolution the sum of Twenty-seven Thousand
Two Hundred Fifty -Dollars Forty-seven cents ($27,250.47).
The County Treasurer is hereby directed to pay for the maintenance of the,;
State Trunk Highway System from any funds in the county treasury that are not
required for the purpose for which appropriated prior. to August 1st, 1924, and to
reimburse such funds from the sums received under paragraph "H" of Subsection 3
of Section 20.04 when the same are received flora the State Treasury.
