The following report was then read: ?le,, the undersinged c.oirmitt-ee on sheriff's, jus.tices.' and constables' fees., with to report that in addition to the bills. already eitamine.d. and item- iz-ed, irze have examined the report required by law from the several courts of the county and have found them to be in good shape with the exception that some judges and justices have filed, incomplete docket reports. Iffe, also rind that the fines and costs have. been remitted to the county treasurer. ."We. recomrr.end. that the county clerk notify these judges and justices to that effect. Sanatorium Building Committee wish to make the following report-: On December. 2nd, ti-iia cortuaittee met inith- the committ-ee of Ashland and Iron Counties- a.t the courthouse. in Ashland, and the following bids 'were officially accepted: General contract, Pugh & Rundlett. ��9,043.17 Plumbing & heating, Ma. Rhinehardt 2,395.00 Electrical wiring, Albert Moore 192.75 Faking a total of 11, 630.92 Attached are the minutesof the different meetings held by the committees of.- Bayfield, Ashland and Iron Counties. Meeting of Tri-County Sanatorium Building Corranittee Held at the Ashland County Courthouse, December 2,1924 at 9:20 A. M. The following were present.: Dr. Fawcett, H. Lamont T. G. Kirby Dan Reed J. A letter from 21:1r. C. W. Sinith addressed to J)r. Fawcett f'egarding this. meeting was. presented, in which lir. Smith stated.that he might find it im- possible to attend the meeting, but if there were any contracts which, it would be ne-cessary for him to sign to make same legal to send the papers to him, or let him, know where he could do so. ]Meeting was called to order. by C. A. Poundstone as Chairman. The attention of the committee was called to the bid of Albert. ifloore of Ironwood., INUchigan, on which he stated tee bid for t1he wiring should be "192.75 in place of $92.75, there being a, stenogra-phical error made. A motion was made and seconded to award the contract for the wiring to Albert Moore at $192.75. This motion was carried unanimously. 11r. Shefchik reported. that he attended the Bayfield County Board meeting and went over the details_ of the construction, of the building_with the result that 'by nutting off the blinds on the building, putting hardwood floor in the bath room.in place of tile, and changing the bond in the mortar, constrct- ion of the building would figure up as follows: Genera-1 contract, Pugh & Rundlett 9,043.17 Heating & Plumbing_, `im. Reinhardt 2 , 395.00 ':Tiring Albert Moore 192.75 Making a total of �?11,630.92 A motion was made and -seconded that contracts be let on these figures, and the contract be oated "ctuber 213th. Upon roll call all present voted in the affirmative. 1�iotion carried. A motion was made and seconded that the chairman and secretary of this comm. itt_ee be authorized to sign the contracts for the building committee. Motion carried. Discussion regarding Dayments on contracts was finally decided upon, by leaving the mat-t.e.r up to the secretary to call meetings from time to time as this natter might come up. The architect was instructed to get samples and bids on hardware for the next meeting. Dr. Fawcett -called the attention of the committee to the matter of the ',Worr,.en t s Club of Bayfield County endeavoring to procure X-Ray equipment for the Sanatorium. 11otion was made and seconded to adjourn subject to call of the secre- tary. Meeting of the Tri-County Sanatorium building Committee. held at the Ashland County court .douse, January 2, 1925, at 9:15 A. 1.1. 1,1[eeting called to order by C. A. Poundstone as chairman. Shefchik The minutes of the preceding meeting were read and approved. A motion was made and seconded to have Mr. Smith leave the contracts with the county clerk of Bayfield County at ..Vashburn and request the county clerk to mail synopsis of. the contracts to the county clerks of Ashland and Iron counties for their files. Motion carried. The architect- reported that up to the first of December the following work had been done on•the construction: General contract 64,180 Plumbing & Heating 1,057 Since the first of December and up to December 31st: General contract yp 200 Plumbing & Heating 140 The architect also reported that the side walls of the building taaere up as far as the s-econd floor to the windows, both rough floors. were in place, and the contr,�ctors were endeavoring to keep the basement heated to protedt same from frost. On account of the cold weather. in December tiriere was little work done on the building, but tree contra ctors e--n_pect to start agsin immediately after the first of the year. Ungrodt for �160.00,,and architect be requested to split the specifications.for nickel finish upstairs in the building and bronze finish downstairs, providing there is no difference in the cost- This motion was carried unanimously. The arch-ite.ct called the attention of the committee relative to his fee. it was moved and- seconded to confirm agreement between trustees. and architect and to arals up contract and. submit it for trustees approval. The understanding is that the architect be allowed 5% on the total contracts on the building; 3%, due at the time. bids were opened and contracts let, and 20 on construction estimates from, time to time. Upon roll call all present voted aye. Bretting, Secretary. 1ieeting of the `i'ri-County Sanatorium Building Committee Feld at the Ashland County Court House, lasarch 5, 1925, at 9:15 A. Mr. The meeting was called to order by C. A. Poundstone, Chairman. Those present were: Iran Reed R. A. Angst Joe DeFe r J. F. Sullivan H. Lamont T. G. Kirby Otto Zoesch C. A.- Poundstone Newt Woodhead 11. C. fretting Thos. Shefchik The minutes_ of the preceding meeting held on January 2nd were read and corrected to make the architect's claim at the present time total $443. 73 in place of 4p44.3. 72.. Same being an additional error-. On motion dui-t seconded and carried the minutes were approved with this correct- ion. The secretary reported relative to the plaster finish on the building. Chairman Poundstone reported that he and the architect had agreed to pay the architect "40.00 additional to furnish adamant finished plaster, over the contractor's specifications. R. A. .Angst made a motion to approve the action of the chairman and Nir. Smith who was present at the Sanatorium that day, in changing the finish of the plaster to adamant -Finish at a.n additiona.l cost of 8,40.00. Motion was duly seconded and carried. The architect reported that he had taken the matter of hardware up ,riith Per. Ungrodt of 'Washburn, and on account of the finish of -the butts there would be an additional charge of �3.00, making the total of ??163.00 in- stead of 5160.00. A mn_otion was made to approve of the action of the architect and make the figure y"163.00 in place of �160.00- /lotion was seconded and carried. The architect reported that the building vas completely en- closed and plastering done; - oofing paper on the hoof but the tile not in place. The rough wiring has been finished and rough plumbing and heating installed, with temporary heat in the building. The hardware is expected to be delivered in ten days. The mill work is ready but will not be shipped until plaster is dry. The contractor intends.to start working on the finish- ing next week. It was suggested teat the arc{=itect be allowed to put no finishing on the building until the plaster is absolutely.dry. Pugh & Rundlett:presented a bill of $18.61, interest on $3723.00. On motion by Angst, seconded by Kirby, it was moved that the bill be disallowed:. Erlotion.was put before the house and carried unanimously. Ilot.ion was made by Joe »F,Fe.r and duly seconded that Pugh & Rundlett. be allowed 5�,2805.00 being 85 % of .: 3300.00, the amount of the general contract the architect was willing to extima.te at the present time. On roll call this motion was carried unanimously. 0 ,William Reinhardt, presented a bill of $573.00. The January bills amounting to �363.00 and February bills 4`310.00. These bills being approved by the archittect, :d. A. Angst made a motion which.was duly seconded to allow 77illiam Reinhardt �,�487.05, or 85,E of : 573.00 the amount of his bills to date. I On roll call this motion was carried unanimously. i Albert I,17loor.e. presented a. bill of �'120.00. Same being approved by the architect, 11r. J. F. Sullivan moved that he be allowed 85% of the amount due, 4120.00, or �; 102.00. . On roll call same was carried unanimously. { R. A. Angst made a motion which was duly seconded that the building committee's next meeting be held on completion of the building, or when the building; is ready for a.ccepta.nce. Kirby R. A. Angst C. A. Poundstone Frank Bartlett I The committee looked over the residence and the architect reported that the contracts had been completed. I11r. Sullivan _moved that the plumbing and heating contractor, ffilliamn A. Reinhardt, be allowed �890.33, being the balance .in full payment of contract. Roll j call was ordered and all those present voted in the affirrative. hlotion carried. i The Pugh c3c.Rundlett general contract amounted to $9043.17. There was an extra allowance _ of !�40.00 made for plaster, making a total of ��9083.17. Payments made to them on the general contract amount to 6528.00, 1ea.ving a balance of $2555.,17. An item of 0200.00 in this bill was allowed for hardware. j I The hardware was purchased from Ungrodt of 'Iashburn for .9163.00, making a. credit � on the original contract of ;;37.00, leaving a balance due the contractors of I $2518.17. Mr. Sullivan made .a. motion to allow Pugh & Rundlett on the general contract, being the balance due there to complete payment of the building. i Idotion duly seconded and on roll call all ,present voted aye. 1lotion carried. The architect is entitled to fees of 5,110 on the following: I Gneral contract 49083.17 1 Heating & Plumbing 2395.00 Lighting contract 191.75 411670. 92 i 5% of this amount is 4583.54. The architect has already been paid on former estirir.tes ;440..73. Leaving a balance due the architect of , 139.31. A motion, ,vas made by. r. Wood mead and seconded by ter. In order to encourage the planting of. more alfalfa in our county, vve purchased at cost for our farmers, nearly 5000# of Grimm -alfalfa seed and distributed it on 480 farms. The object of this work was not only to encour.a4.e increased acreage ALFALFA but to educate the farmer to use the hardiest strain of seed. Also to encourage more dealers to handle. Grimm. seed. Ye are planning to continue this. work in, cooperation with dealers in the county this coming year. Project No. 2. Grain exhibits were gathered from farmers all over the county and taken.both to the State Grain and Northern ffisconsin Grain show last :December., and this November. This leaves the matter somewhat complicated.. May we suggest that we ate willing to take over the certificates on these tracts for the sale of June, 1924, and also for the sale of June, 1925, provided that we may�have these at faze. I j If gas were used "or cooking it would not be necessary to burn it. excepting ti;hen cooking was being done and then only under the lids -being; used. � This would be a great saving in fuel as well as of the range. I Now we do not have any means of sterilizing; the dishes or the clothes that are sent to the laundry. if vote had the gas machine installed we � could have a burner placed under the dish washer and the dishes would be all sterilized while they were being washed and this would prevent the infection i of the nurses and other help. A gas. machine can be installed, large enough so that later;. if wanted, gas 'could be used in the laboratory, in the serving rooms and even for light if necessary; -the connection for the dish washer, a heater to boil the clothes in the Laundry, asgas range with all necessary attachments for cooking for about. $1750. ',,Then we. compare the cost of operating the range wi.th coal with the cost of the proposed gas -plant and consider that we are at present not using clean sterile dishes. to eat off and not boill.ng the clothes. before they come from our laundry, it would appear that it would be a great saving of money to install this gas ma_.ing machine. This machine is placed under class A by the Fire underwriters s.o that it would to,.ver the insurance rates. During the summer the kitchen is most unbearably hot because of the heat from the range whereas if gas were used there would be a minimum of heatand there would be less liklihood of food -being spoiled and less ice consumed as under the present system of using coal., This matter has been brought up `since the sanatorium committee visited the sanatorium and since the budget was sent in and was not the.refare included but deserves your careful consideration and I would- ask that you recommend the appropriation of this money which --could be, used i:f afte.rx-careful examination this machine is proven satisfactory. Mr.- J. Yurphy, the trustee from Iron County, has proposed this or some similar method of sterilizing the dishes.and clothes. To the county board of Bayfield County, Gentlemen: I suppose you are aware of a pension :for blind and deaf -persons, which you will find under section 47.08. This bill provides, among other things, for a pension not to exceed $480 for a blind person and 360 if deaf. Now, Sam Gillis of the town of Orienta has received a pension from the -county for blindness.- he is totally blind and should get $480 as proviaed by this bill, but he tells me that he has only been receivitg 11p450 a year. This bill was approved July 5, 1923, so that really the county will ovre this blind man 660 on January 1. That is far blindness only. I am enclosing you herewith certificate of Dr. Spears of your town who, I understand, is the examiner, tihowing that he examined Sam Gillis for deaf- ness and tnat he round him to ''rye totally deaf in one ear and 85 or 90% deaf in the other, so that he must be about 95%'deaf .in the whole. That should en title him to a pension for deafness,. in case you find that he is entitled to this, I think the iDension ought to run back to the time he was examined. I think.you will find the date in the clerk's office. if you don't. think he is entitled to that, he surely is entitled to the amount of-5 360 from -note on, and the 5t 60 due him on January 1, for blindness. ` The reason I am taking this up with you is that I have taken it up with the - clerk at different times and have not been able to get hire to issue the full amount to Mr. Gillis. ',fe recommend that ,lie- County does not place any more hiorlays on the County Trunk system because, as town hig'riways, we will receive $25 per mile for them from the State, while, if they are placed on the County System of H.ightilzays, the County will not receive any increase in the amount of Aid for County iaintenance. We also recommend. that the county purchases a few miles of snow fence and place it in bad places. This being done by other counties and is working out well. The cost of this.as near as we can deteRmine is $2.14 per rod, or $686 per mile erected. 'We estimate that it will require about four miles of this fence for the County at this. time. At the present there is no State funds for this type of work, but 'it is expected that as soon as the Counties show any general intere-st in Snow Removal the State will take over Snow Ramova.1 on the Highways. '-t is expected that the State '-Urunk.Highways are to be maintained and constructed entirely by the ;Mate Department under the terms of the new Highway Law', and therefore the County is not obliged to raise any funds for that purpose unless, they do s.o of their- own free will. The Highway Committee in going over'the work done this past season, feel that it has been. done at a cost. that has saved the County taxpayers large amount. of money and w-e feel that this: i-s due to the effeciency of our Highway Department . The follotnaing resolution was then read: , RESOLUTION wHEREAG, there is now in the possession of .Bayfield County nearly �200,000 in delinquent tax certificated, and .the several towns in the county a.re in serious financial circumstances due -to the failure to collect taxes levied, the City of vWashburn alone now having unpaid tax certificates held by the county of about 72,000, the towns of Bell, Clover and Bayfield being proportionately handicapped, and 7MREAS, it appears that due to these larapariounts of delinquent.a,nd unpaid taxes, Bayfield County has been put to. a �e,r.ge e -pense in procuring legal services .in the taping cif taxcertificates and the legal difficulties that follow, not mentioning the considerable item of interest on borrowed money with whichto carry on the county's business, also the very considerable item amounting to several thousand dollars for publishing the delinquent tax lists at the maximum legal rates, and HEFEAS, it does not appear at this: time that the collection of tares in the year 1926 will be better than that of .1925, if as good; now, therefore be it. RESOLVED by the Bayfield County Board in session as.embled, that the County Clerk and County .Treasurer by and with the advice of the District Attorney, are hereby authorized and instructed to notify and offer each and every tax payer whose del- inquent tax certificate the county now has in its possession, the opportumity to pay such unpaid tax for the amount of the face of the certificate; it being the intention of this resolution that only the bona fide -and actual owners of the properi so affected will thus -be given the opportunity to pay their unpaid taxes in the amount of the face of the certificate. It is further the purpose and intention of this resolution that such bona fide owe property. on which the county holds unpaid tax certificate.a shall be givennt. buy them without interest or penalties, provided such payment is made on or before March 1, 1926.
