A very interesting talk on humane work was given by hir. .Fredericks.
Mr. Chambers of the Town of nughes and Mr. D"rinville of -the tovm of Russell I
arrived at this time.
The following resoltuion was then read:

corporated under the laws of ;.isconsin as the .hayfield County Humane Society; and., �

hereas., such society is organized for the protection of children, aged
and de.penderit: people, and dumb animals from cruelty and neglect., and fo:� the further
purpose of promoting humane education and of ge�ierally encouraging the spirit of

kindness to all creatures; arid,
said society in its work touches every cols-nunity in our county and
is, therefore, of county -aside benefit; and,
v=REAS-, the State of +,-i.sconsin has recognized the importance of hu._ane
work, and the State Legislature has authorized counties to support humane socities
by appropriation, as provided for in Section 58.07 of the Statutes; therefore,
BE IT R''SOLIFD, by the County Board of Bayfield 'county, in regular session
assembled, that this Board approves of andindorses the work of said humane society in
this county; and

I. W'-a recommend that hayfield County continue. its membership in the 'i.sconsi
County Board Association, that the annual fee therefor be allowed. That the clerk be
authorized to issue an order for payment of same. L�hat the chairman of the Bayfie1d
County Board be authorized to att.end such meetings, and that his actual expenses and per
diem for attending such meetings.be paid by Bayfield County.
II. We recommend that resolutions numbered 1, 2 and 7 and 8 of the Viisconsin
County Board Association be favored. No action being taken on other resolutions of said
association.

III. We recoidmend that the Loard'investigate as to the number of supervising
teachers required in Bayfield County according to statutes and that provision be made to
comply with same.
Iv. Your committee. wishes to call your attention to the fact that the budget
this year is. about: 376 less than last year, and that the county's equalized valuation is
about 2*% less than last year, which will in our estimation, make the county tax rate
about the same as last year. the cause of this reduction in the budget was due largely
to lowering of the following items:
Sanatorium and contingency fund, also the increase in estimated revenues.
We call your attention to a few new itema in the budget, viz, County
Nurse., County Fair, Community kai:rs.and a Red Cross. Cyclone Relief Fund, which latter
will be. for this year only, being an emergency appropriation.

the hour of 2:15 r. Ail., because of the insufficiency and want of repairs, because of the
lack of warning signs and other information concerning the condition of the road, because
of the lack of barriers or other protection and because of the dangerous and unsafe
condition of highway Eo.' 13, at a point about two miles. Northeasterly from the Village of
Cornucopia, known as Saxine's Corner, his automobile, while being driven carefully by

himself and containing himself and family and other friends, was deflected from the resod f
over the bank on the left hand side of the road -
and Plunged/into the swamp below, and was thereby completely wrecked and destroyed,
while he himself received and sustained personal injuries by being GIAt on the, hands and

RESOLUTION NO. 1..
WHEREAS, the County Board and the County Clerk are so closely related
that their work is almost 6ne in so far that one is dependent on the other, and
WHEREAS, the County Board has a convention each year to plan and formulate
their work so as to have it more uniform with all counties and

WHEREAS, the County Clerks. have a convention each year for the same purpose, I
therefore be it

RESOLVED, that hereafter the County Boards Association and the County Clerks !
plan to have their convention jointly thereby being a benefit. to both bodies.

WhEq_REAS, the county income assessor, under the existing statutes, is to be
furnished an office and all office furniture and all supplies, and
HEREAS, the county's portion of the income tax has been reduced from 207 j
to 10 o and the state's portion has been increased from 10 o to 407o, therefore,
RESOLVED, that this association does favor amending section 71.08 so that

the counties shall provide an office only for the assessor of incomes, and that all i

WHEREAS, a great many accidents, some very serious are due to bright lights
on the highways, lights that throw such a glare into the eyes of' the oncoming driver,
so that it is impossible for said driver to see the road or any obstruction in the
roadway, therefore
RESOLVED, that this association recommended that the legislature enact. a

stringent headlight lave, one that will make night driving safe and secure.

1 am getting the sum of 4537.50 a month as blind and i have tried the best I
could to live on that but can't do it. Besides my board and room it costs me for shaves,
a little tobacco, clothes and shoes and things like that. Some people give me old clothes,
which 1 wear when 1 can, but unfortunately all peoples' clothes do not fit me as I al;l

larger than the average man. ns i wear i�o. 50 underclothes you can readily see that old
clothes from ordinary people would not fit me. This summer 1 had the misfortune of
burning up what clothes 1 had. the only way i have been able to live with my income is
to batch, and being blind it is not very handy, but 1. can manage all right if i had a
few dollars more. i think if the county board would allow me all told r45.00 a month
instead of �37.50 i would have enough and could get,along all right.

You will note that the appropriations as made by you at the last annual meeting
have been exceeded to the amount of �;37.29, and in view of the fact that in ray judgment
the amount for next year will be slightly increased and 1 would respectfully urge that
the appropriatiori`s for the coming year will be at. least increased by 5500.00.

its relation to this territory, in a very intelligent and interesting manne-r.
The board then proceeded with the budget. '.uhe following report was then

Board of Trustees and Superintendent for the past year and find.that the average
weekly cost per capita week was 41.49 lov.;er than for the preceding year.
The budget as recommended by us, includes only Bayfield Uounty's share of
expenditures and receipts. A copy of the complete budget for the Sanatorium including
Ashland, Iron and other counties of estimated receipts and expenditures is on file
with the County Clerk and is open for inspection at any time.

The corimittee on indigent soldiers relief wish to report that they still have

a small balance in their fund from last year's appropriation.
We recommend, however, that an appropriation of „%1,000 be made for the coming
year. ,-e expect added calls on it by reason. of the times. As a committee tine have
adopted the following resolution and ask that you authorize its publication in the
official paper of the county. The resolution is as follows:
V`INIEREAS,This commission, during the year, receives various bills and state-
ments -for supplies and services furnished the soldiers and their widows, and
WHER.E.r,S, Vie have no tray of checking up on the merits of these various bills
for supplies and services,
Therefor, Be it resolved that hereafter this conl2iission will not act on any
bills that have not been previously authorized by the commission and thereafter
have the endorsement of the chairman of the town in which the applicant for rel i.ef
resides.
We feel that if this resolutionirrere given publicity it might act as a deterrent
in asking for promiscuous: aid. it presumes that when indigent soldiers ask for relief
they are destitute and this commission does riot contemplate any relief unless destitut-
ion is fairly seemed proven.

We wish to call your attention to the fact that the statute provides for only 1.
four meetings of this commission per year. it malres no provision for the investigation I
of the merits of any individual for application for aid.
I�vt the fact is that the members
of your commission, of necessity, spend mo ney more often than the . law contemplates,
and the secretary of the commission is continually bombarded with letters a_:d personal.
applications for relief, and the cormnission feeithat the secretary, by reason of this
extra labor, is entitled to more pay than permitted by statute. The commission has
therefor fixed the salary of the secretary at %1,50 per year, which is in lieu of per
diem and mileage, together with such necessary expenses as postage, etc.

The construction of State Trunk highway hIlO in Bayfield County is involving
the expenditure of large sums of money, and whereas it is a probable fact that '1:.)tate
'-Trunk highway #-,10 is an important part of State highway System as a whole, it is -
also a fact that State 'Trunk highway 7�10 in Mayfield County is not as important to i
Bayfield County citizens and taxpayers as 'state 'trunk highways ;;13 and ,f24 in Bayfield
County, especially since recent relocations of State 'Trunk highway #10 have been made
by the Wisconsin highway Commission, and whereas such relocations have been made by

the ',!isconsin highway Commission without serving the best interests of Bayfield County
and at considerable cost and with apparent poor judgment as to construction inasmuch
as such relocation is blocked to travel at the present time.

Traffice Census taken this season shows that State Trunk highway #10 in j

Highway J,9`13 in Bayfield County (between Ashland and Bayfield) and no more travel than

state Trunk highway ff24 carries in Bayfield County.

Aid and State i:id allotment of funds due this county for construction pruposes for

the next two years (e.stimated to be about 5;130,000.00 under subsection 9 of section
84.03) in the further improvement of State 'Trunk highway rf10, and whereas State Trunk
highway 7'f10 comprises about 23io of the total state Trunk highway mileage in this County
and at the completion of the proposed program will h�_Lve received about 757o of all
Zederal and State Aid funds expended in this county since the year of 1920.

WI-IBREAS:a. The tremendous increase in motor vehicles is throwing a. heavy
burden on the counties of the state and because of this it is necessary to conserve i

every cent of the money received from the motor vehicle licenses and gasoline tax
for highway purposes.

'WE_EASs The increase in motor vehicle traffic is so great -that the funds
received from motor vehicle revenues are not sufficient to Deep pace with the demands
and counties are compelled to levy general pro>erty taxes or resort to bond issues
to raise funds for construction purposes and give the public highway surfaces which
the traffice demands.
�MEREASa A movement, is on foot and an attempt will be made in the next �
legislature to change the present highway lava and provide for an increase in the
gasoline tax to 3X a gallon, and for the return of ALL receipts of the gasoline tax

to the cities, villages and towns, based'on their autbm.obile registration. This vould
I
result in diverting a large part of the gasoline,tax for use in improving the city

streets anid deprive the rural roads of these funds, Therefor be it
RESOLVED: That the County Board of Supervisors of Bayfield County place
the_rnselves on record as being unalterably opposed to any reduction in the total funds
paid by Motor vehicles for highway work, or to any plaH which would result in diverting;
any of these funds from use on rural highways. And be it further
RESOLVED: That a copy of these resolutions be sent to the representative
of this district in the state senate and the state assembly, and that a copy be sent
to the chairman of every county committee in the state, and every county clerk, with a
view to getting other counties to take similar action.

the county ^school tax for the support of the commr)n schools for the ensuing year,
such amount to be charged and apportioned to each of the several municipalities. in

residing in the school district therein which maintain schools as required by law
as the same have been or shall be certified and returned to said county clerk in

lines of this letter "Regarding a road to my place," to the attention of the County
B-oard, at their next session, and greatly oblige?
I live on the !VE-T of the VE4 of Sec. 1, 'T. 45, R- 7 in the i own of Drummond.
1 have lived here seven years to date.
I have a neighbor, tux. Jacob Johnson, who lives just across the range- line
from me in the Town of Pratt, who would also be benefited by the same road.
There is two different routes that could be considered in getting a road to
my
place.
One would be to commence
at the
Southeast
corner of
my land, thence.
South

miles
on range line between the
towns of
Yratt and
Drummond
connecting with
the
Um. Sphreckengart. road-. the other one would be to commence at the Northeast corner
of my land, thence Eorth 1 mile on range line between the Towns..of Hason and Delta
c.onnecting with the Sutherland road.
This latter route, would be the most advantagebus in many ways.
ls�,it would make a better road at less expense.
2nd,it would give me only 12 miles to railroad shipping point, as against
34 miles the other way.
3rd-9 it lets, -me out to the nearest settlerient_ from where- I can hire hay
baleing, grain cutting and threshing.,

The only possible objection 1 can see to this last mentioned -route is,
that it would require the 'Towns of Drummmond and rratt to build road on the'.line
between the 'l'oz,dns of Tvlason and Delta.
1 have been pondering over this situation for a long time, so towards
thecend of th6 last session of the Legislature it popped in my mind to write to
Assemblyman, Pion. Alfred Warden, partly for the pus~pose of gaining some information
and also to suggest a remedy if such should be necessary. 1 had a letter written to
the effect that if there was not already a law providing for such a situation, it
should be altered, amended or a new law made providing that the 'sown or `ovens could
be, reimbursed by the down or 'Towns through which they would have heal occasion to build
a road to let out one or more of their settlers, at such time as it would have become
necessary for the other town or towns to have built such road for the benefit of their
own settlers. 1 got a reply turned over to me by the party who wrote in ray behalf,
to the effect that the letter arrived too late in the session for this kind of Legis-
lature, etc. So therefore, when I an�my neighbor, Fir. Jacob Johnson, jointly petitioned
the towns or Drummond and 2ratt, we suggested the route Souih;.-between Towns of Drummond
and -Pratt to connect with the Vim. Schreckengart road.
As much as 1 dislike to go to the end of taking this matter up with the
County Board, T feel justified or really compelled to do so in order to ever be able
communicating, etc., with the 'Town Board of

The Special road Committee of 1924, in: recommending the present right of
way to the County Board of Bayfield County, advised that the last four miles of
present right of way -uas rough and would involve into a lot of money, but inasmuch
as it would serve a larger community and would also serve as an outlet for two town-
ships to the larger markets they re'cor_ny;iended the present laid out right of tray for
the County Trunk Highway B. dle further recommend that the Special Road Committee and
the County Board at that time saw that the local markets are too small to consume
the present productions and by adopting this right of way it would open an outlet to
the Twin Ports.
The present laid out right of way has already been approved by Douglas
County Board and they have already constructed their county Trun- Highways No. E,
to meet the present laid out right of -way and have their end ready to the Bayfield
County Line but if right of way is changed they would not meet the proposed change in
right of tray of the 'toad and Bridge Committee.

SECTION 1. the County .Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds• as may be made available
to the county for.highway work in the year 1027 under the provisions of section
20.49 and Chapters 83 and 84 of the Statutes, and the additional sums herein appro-
priated shall be expended as hereinafter set forth:
SECTION 11. WHEREAS: The State highway Commission has notified the county
clerk that a sum of money estimated to be Seventy-five Thousand, 'Two Hundred. Twelve
Dollars and,25/100 Dollars (075,212.25) will become available at the end of the
fiscal year ending June 30, 1927, under the provisions of subsection (9) of Section,
20.49 of the Statutes, for the improvement of the State and County 'Trunk Highway
systems in the county, but that its exact @.mount will not be known until after June
30, 1027, and
VIFEREAS: Twenty per cent. of the said sum oiR Fifteen Thousand, Forty-two
and 45/100 dollars ($15,042.45) is required by law (subsect.ion 9 of section 84.03)

'Will you please read this letter at the next meeting of the County Board.
Over one year ago the county built a road through my farm. xhey did riot
build it on the line. Just cut a circle through that looks like a race track using
2a acres of land as measured by our assessor. Everyone in the town of Clover were.
paid for the right of way before the road went through excepting myself. The most of
this land cost me �$100.00 pe-r acre and 1 have paid taxes on it for nine years. 1 am
asking the cout-ity �350.00 for this land, milli.ch 1 consider a very small price for the
way my farm has been cut up and 1 wouldn't have had it done for 01,000.

culvert with fence posts and logs to make it atronc,enough for the tractor to pass over.
yhe posts and logs are still there, causing the water to run through my yard in torrents
all summer from one mile North. _'they grub work on the new road at my frontgate and
my front yard is the water way. Phis has caused me a great deal of trouble and expense..
I hauled 24 loads of dirt to fill in my yard:. 1 took the matter up vrith 111r. 1'ri.berg
thinking he was the proper authority but he only expressed sympathy, and said perhaps_
he could get the committee to open up the old town road and the ditches as they were
before the new road was built and fence off -the new road.
