RESOLVED, by the County Board of Hayfield County, duly assembled and convened this 26th day of _pril, 1927, that all tax certificates now owned and held by said County be sold at face Value and without interest and that the County Treasurer -of said li%ount3r be and he is hereby directed and instructed to sell and assign to who- soever, shall offer to buy any and all: certificates held by said County at face value thereof without interest, until the further order of -this Board. Motion was made by Baker and duly seconded that: a special committee be by the chairman appointed/to examine the petitions for quit claim deeds, and also t.o examine the II miscellaneous bills on hand. Iiotion carried. Motion was made by Goff and seconded by Squires that the County Board adjourn until one o`clock r. M. Motion carried unanimously. BAYFLIE'L)i C OUINTY BOARD -- — --------- _-- - APRIL- 26'-192 ®LL -- - ---- - - - - --- - The following resolution was then _ead: RESOLED, By the County Board of Supervisors of Bayfield bounty, assembled at a special meeting thereof this 26th day of April, 1927, that there be paid to the deputy sheriff of said c oullty, or any of the deputies appointed by the sheriff of said county, the sum of five dollars ($5.00) per day for each and every day that any such sheriff may be engaged in investigating any criminal case or cases, or executing any process under or by direction of the sheriff, such service and per diem and actual expenses, compensation to be ordered and approved only by the sheriff' and paid in the same manner as the compensation of other officers. No,action was taken as the District Attorney advised that no action was necessary. County Clerk; Bayfield County, Tyashburn, `Wisconsin. Attention Mr. Ludwig 'Trarimal Dear Sir: November 24th, 1926. Your letter df" November 15th addressed to St. TKary's Hospital, Superior, Wisconsin, in which you state that bill for hospital services in the amount of $514.80 was diallovr ed by the County Board at their meeting on Iovember 9th, - I has been handed to us. Jordan McCann during the time he was in the tit. Marys Hospital was being j held for Bayfield County authorities as a. prisoner and we have ample proof t-.o establish that fact. His physical condition was such that he could not be kept in the county jail and it was necessary for him to have the hospital and medical services which were furnished him. te also have a statement of the services of Dr. D. R. Searle in attending to Jordan McCann during the time he was in the hospital and there can be no question but that the authorities° ofBayfield County are responsible for both the hospital and doctor bill. We have written to Andrew Murray, Sheriff of Bayfield County in whose custody Me Cann was until he was brought to the county jail at Washburn, advising j him that if .some adjustment was not made of this account, suit at law would be- comm- enced against him and Bayfield bounty to recover the amount due for services ren- dered. The following claim was then read: i i NLason, Wisconsin April 9, 1927. i BAYP LLD COUNTY TO Mason State Bank, Dr. i Mason, Wisconsin April 15, 1925 To moneys paid to the County Treasurer of Bayfield County under protest., being the amount of -tax and collection fees levied i against the Mason State Bank of Eason, Bayfield County, Viisconsin, i i for the year 1924..................................................° 776.98 C` he bank refused to pay this tax to the Town `i'reasurer of the '-own of II son and it was returned by the said Town '.Treasurer delinquent. it was the B'ank's claim that. the tax was illegal, it being in violation of the gederal Statutes. ''hereupon the bounty Treasurer and Sheriff threatened to levy and the tax was paid together with fees under protest. Your attention in now called to the fact that the Supreme i Court of the United States has held that the said tax is illegal, being in violation of the Federal Statutes, and the Mason State Bank is claiming that it is now entitled to have the money refunded as an unjust tax pursuant to law. (48 ), Range Six (6), West, to the present owner, said owner being Mrs. Olive Moen. RESOLVED FURTHER., that the county clerk be and he is hereby instructed to charge the amount of these takes back to the respective taxing districts. R. A. The following resolution was then read: RE,S OLUT I ON TO THE BAYFI ;LD COUNTY BO ARD: AREAS,, the tax of 1921 on the Northwest quarter of the Southeast quarter of Section twelve (12), iownship l'ifty (50), Range veven (7) blest, were paid to the Town Treasurer of the 'Town of Clover on December 31, 1921, and his tax receipt number ten was issued covering same, and WHEREAS, it appears that the said tax was turned in delinquent to the County Treasurer, and we__t to sale in June, 1922, and . - EREAS, Bayfield County took a tax deed under date of September 16, 1925, on said description on the sale of 1922 covering the tax of 1921, THERETiORE, in view of the foregoing facts, be it hereby resolved, ,by the County Board of Bayfield County, that the County Clerk be and he is hereby instructed to issue a quit claim deed to the owner of the Northwest quarter of the Southeast quarter of Section twelve (12), '.6wnship F-iftyy (50), Range Seven (7) Vlest, said owner being T2rs. The following resolution was then read: RESOLUT'I ON TO TIC BAYFIELD COTT!NTTY OARD: IiOREAS, It appears that the i'own ,Treasurer of the `Zown of Clover turned in a delinquent tax for the year of 1920 on the Southwest quarter of the Northeast' quarter of the Southwest quarter of Section twenty-five (25), Township Fifty (`50 ), Range Seven (7) idlest, to the County Treasurer in March, 1921, together with the omitted tax for the year 1919 on the same description, and WHEREAS, It a --,pears that said taxes were sold by the County Treasurer in June, 19211and the tax certificates purchased by Bayfield County, and WI- 5 EAS, It appears further that the +emitted tax of 1919 was paid to the County Treasurer on April 15, 1920, and his receipt number 5676 was issued covering same, and SPE,.CIAL 11=TING Or TIM BAYFIELD COUNTY BOARD APRIZ,26, 1927. - :HEREAS,, It, appears that the tax of 1920 was paid to the `i'ovin Trey:3urer on 1'ebruary 28, 1921, and his receipt number 279 was issued covering same. It appears further that Bayfield County took a tax deed on August 27, 1924, covering the tax i of 1920, on the aforesaid description, wh.ich was sold by tine County '1'reasurer in June', 1921. TIEtRErORE, In view of the foregoing facts be it hereby resolved by the County Board of'Bayf.ield County that the County Clerk be, and he is hereby instructed to issue a quit claim deed on the Southwest quarter of the INTortheast quarter of the Southwest quarter of Section twenty-five (25), Township b'ifty (50), Range Seven (7) Vest, to the present owner, said owner being Juliette h. Gunn. Dear Si r: A matter of very serious import has been brought to our attention recently and from a source so reliable that it cannot be passed by without careful investig- ation. i Briefly the troublesome matter is this: Vie have acquired through fore- closure of our mortgages a certain number of farms in your county, and may say that, we are confronted with a situation which seems to' indicate that we shall in the same manner acquire a few additional farms. In attempting to affect a sale of a number of these farms neighboring land owners have raised a question as to the accuracy of the lines, and in fact have absolutely disputed the correctness of the lines which have been recognized in the past as correct. In one instance near 1-ason the protesting farmer is so certain of his position that -he has taken up the fence, declaring that the owner of the farm on which we carried the mortgage, has been using from four to ten rods of his land the whole length of an eighty. 11aturally no purchaser can be found to buy one of . these farms with a situation like this confronting him, neither do we feel safe in i issuing a warranty deed. Upon tahing this. up with various civil engineers with a view of having a ae re-survey/fdthe particular farms in question, we are informed that this condition I is not at all unusual in your own as well as adjacent counties, and that in order to accurately estab;ish boundaries a re -survey of entire townships will be necessary. i I am passing this information on to you for your careful consideration, and shall be pleased to have your reaction at an early date. in the meantime the ' I Federal Land Bank feeL in duty bound to withdraw entirely from your county insofar as making additional farm loansare concerned, at least until such time as we have positive assuranceof the accuracy of surveys. .:Very truly yours, R. It, has riot been the Custom to give a written report on highway i matters to the spring meeting of the board, but we trust that the following infor- mation will be of interest. t.o; the members. Your committee regrets to report the death of John Friberg on February 21st last. Patrol Superintendent Harry Gurrjy took charge of l:1=r. 11'riberg'8 work during his illness, in a satisfactory manner and was appointed by the Highway Committeeto i fill the vacancy caused by lft,. Friberg's death, and in compliance with 17.22 (b ) We sincerely hope that his appointment will meet with the approval of the board. `i"he cormitt-ee had intended to keep the Train highways free from snow and open for travel to about Xmas time last fall with ordinary patrol maintenance equip- ment, but weather conditions were not favorable for the use of light equipment for that work and therefore all highways in this county were closed to travel about i . December lst. About ,larch lst your committee tried out a tractor snow plow of the push type. The machine was used on Highways. at state mainteriance expense �only. _70 county funds were used in operating the plow, and the intention of the State Hain- ; tenance Dept. was to shove the snow out into the ditches, just before the spring breakup, thereby causing the snow to melt faster and not soak up the road quite so Much. We found that with the amount of snow which we had fuarch 1st and packed down all winter by sleigh travel to a depth of. 5 or. 6 feet, it was very hard to remove. your committee has not bought the plow, but does intend to recommend the purchase of same at the annual fall meeting of this board provided that either state or county funds are made available for snow removal at that time. 'he cost of the plow would be $1950.00. Your committee is pleased to report the securing of � 6000.00 from the 'Vis- consin Highway cor�riission f or the replacement of a bridge on 713 in Bayfield with an i earth fill, the work to be done by county day labor forces under the direction of county highway committee and commissioner. 1 his work has already been started. We are also pleased to report that the 'aisconsin highway 6ommission has tentatively agreed to finance the replacing of the i"ish CreeK slide or. No. 10 entirely from State free fund, also to turn grading operation of iVederal Aid projects on No. 10 over to county forces instead of letting same by contract. Credit should be given the County Highway Department for securing necessary information and facts which helped to bring about the results mentioned above, also to assemblyman, Paul Ungrodt, for arranging a hearing before the TvVisconsin Highway , Commission and for presenting the information mentioned above-. 11i7e raight add that since the recent. reorganization of the Nisconsin highway Commission, we have received more courteous attention than previously. Money has been provided from state gang maintenance funds for surfacing with screened & crushed gravel. for parts of the Ashland Washburn road this surfmaer. T.he use of a small portable screening and crushing plant on this job will be taken care I of from State funds by the regular machinery rental agreement. This Committee is positive that we must have screened and Brushed gravel on some of our heavy traveled highways in order to keep them passable during wet seasons.
