Motion was made by Smith and seconded by Hering that the foregoing report be accepted, and that the valuations as listed therein, be adopted as the Equalized value of Bayfield County for the year 1928. Motion carried. Motion was made by Goff and seconded by Mrs. Doyle that the Board adjourn until one thirty P. M. Notion carried. Meeting was called to order at two P. M. by Pat Galligan, Chairman. The following resolution was then reads RESOLVED, By'the County Board of Bayfield County, this 13th day of November, 1928, that a sword presented to John McKay, First Lieutenant of Company K. of the Spanish-American War, now in the possession of D. M. Maxcy, be received and placed in the war relics or trophy exhibit cabinet in the Court House of Bayfield County as a part of the collection and that upon delivery of the same to the County Clerk or other proper custodian of said war relics cabinet a receipt therefor be given to said D. M. Maxcy. BE IT FURTHER RESOLVED, That the Sword is loaned to Bayfield County and does not effect. the interest of D. M. Maxey or the Spanish American war verterans of Bayfield County;, to it. R. A. Hering. Motion was made by Hering and seconded by Stuhlman that the foregoing resolution be adopted as read. Motion carried. The following resolution was then read$ RESOLUTION DESIGNATING DEPOSITORY RESOLVED, By the County Board of the County of Bayfield that all the banks located in Bayfield County who shall furnish a satisfactory Surety Company Bond be and hereby are selected and designated as county depositories and that until otherwise ordered by said Board, the funds of said county shall be deposited in said banks at one and one-half per cent. per annum on daily bank balances. Said Banks shall each furnish a surety bond for the maximum amount to be deposited in their bank for the safe keeping and proper distribution of said funds now on deposit, if any, and which may hereafter be deposited with it, as provided by law, and to render a just and true account of the funds, deposited therein whenever required to do so by said board and to deliver to said county of Bayfield or to any person, or persons, lawfully authorized and empowered by'l aw to receive the same, all moneys,, books, papers and other property and things received and held by it, as such depository belonging to said County of Bayfield. Said Board shall have the right to demand and it shall be the duty of said banks to furnish new or additional security whenever in the judgment of said board, the security furnished by said banks is inadequate. The following report was then read: November 10, 1928. TO THE HONORABLE BAYFIEMD COUIITTY BOt`1R.D: 17e, the undersigned committee on Gheriff', Justices' and Constables' bills,:, wish to make the following report: We have examined the dockets of the Municipal Court of Washburn, the Justice Court of the City of Bayfield, the Municipal Court of Iron River and the sheriff's bills and accounts and find them true to the best of our knowledge and belief. fe find that the expenditures have exceeded the appropriations due to the following reasons: 10- Larger volume of business. 2. More commitments. 3. lZore mileage, necessitated by larger volume of business. 4. Criminal jurisdiction having been removed from the justice courts has made it necessary to bring all 'criminal casses into Washburn or Iron River instead of being tried locally. "dhile the total overrun is approximately 0884.00, your attention is called to the circuit court account which is about one thousand dollars within last Year's appropriation-and"we are satisfied that this i-s largely due to the additional work done by the sheriff's office. ANNUAL MEPORT OF T HE COUNTY HIGMVAY COM1,11ITTEE November 13, 1928. l , Vie herewith beg to submit the annual report of th.e County Highway Committee together with recce-manendations for the following year. o-ae refer you to the County Highway Commissioner's financial ;report for a statement of moneys received and disbursed during the fiscal year ending October 31, 1928. - A year ago your committee tried to point out to the Board, among other things, the necessity of more and better gravel on our clay roads, and we are glad to say now that those roads where either the County 'or State have placed screened and crushed gravel show a very great improvement over the raw clay or pit run sand I roads. For instance, in Mork that was done a y ear .ago on County Trunk "A'°, between I Iron River and. Port tiaing, is in he best condition now that it has ever been. In fact it is the first time in the history of this road that you could drive over it without chairs after a rain. The same applies to the First six miles of County Trunk "B14-1 in the Town of Oulu, both of which jobs were done with County funds, also Highway No. 13 from Washburn to Nash, done with State Gang 1Aaintenance funds. We do not mean o give the inzg ep-ion that , he e roa, s are -oermanentl� d ne as far highway work amid `��ie necessi y or it is never going yto �e $one, as we- can see, /but at the same time money spent for good gravel does a great deal to I keep the road passable at all times. T s' i r hx�s past year has Seen the busiest year n he history of our Highway Department, largely because of the fact that the State Highway Commission has requested us to do all the State work in this County by day labor, and we are- glad to say that considerable money has been saved by so doing. Federal Aid Project i No. 406 E, first section, on State Trunk Highvray i7o. 24, known as the Bibon Swamp i Job, has been completed with enough money left so that the job has been extended one mile and that completed with a few dollars left for next year, in spite of the fact that the weather was continually bad for this particular job. Screened and crushed gravel and road oil was placed on U. 5. Highway No. 2 from the State Free Fund by County day labor so that No. 2 in this county is all graveled with crushed gravel and oiled. The State Department allotted the necessary money to this county over axid above our regular County Allott- ment' due to an expected rush of traffic because of the President's visit at Brule. This expected big rush did not materialize, however. State Trunk Highway No. 24 was oiled. from Say.ryer County line to Cable, from Gang Eaintenarice funds. Highway Iro. 13 was oiled f:com the Ashland County Dine to Washburn and recently graveled for one and WIq s one-half miles from the Douglas county line east, this work also done with State Gang Ylaintenance funds. The Gang 1 aintenance Surfacing Job from Drur.�:gond South on Highway No. 24 has not been done, because of poor weather conditions slowing up the output of the County crushing outfit, but will be completed the first job next spring. The usual amount of extra work was done on all State Highways, that is patching with gravel, culverts, brushing, Etc., also regular patrol maintenance, all wi6Ih State Maintenance' funds, leaving a considerable balance for use next ' year. Ve might say that we think the oiling of all graveled roads, is worth the money it costs in the saving of the gravel on the road, the lessening of the washboard condition and the keeping of the road bed dry underneath. It helps to bind and matt the top surface of the road together and lessens the cost of maintenance, and vie believe that all State Road should be oiled as soon as they are graveled with crushed gravel. With regard to the County Trunk Highways, the work has progressed very well this year. Th.e I+Miaintenance has cost less than ever before, with a r esult that we are recommending a smaller appropriation for County Trunk Highway Maintenance next year. Ue believe that this is due to the use of power patrol machinery, and believe that this machinery should be extended as soon as possible. The constrruct .on jobs on the County Trunk Highways provided for by your Hoard last fall have been completed and of course leave many jobs that should be done next year. Your co=,aittee has added power patrol machinery to both the State and County roads and also heavy tractors, other grading machinery and trucks as fast as the finances of the County TvIachinery Fund would permit*' This fund isnrevolving fund and each machine earns- a revenue toward this fund, based on the Machinery Rental schedule that tyre have with the State, and as soon as this revenue will support the purchase of another power patrol titre believe it should be added, both because they -give better maintenance and cost the maintenance funds, both State and County, less money. With regard to Construction on the State Trunk Highway System next year; about a year ago we had several meetings with the 'Wisconsin Highway Commission, State Highway Enginee-r, and' Division L_ngineer, protesting against the use of our regular allotted funds (Sec. 84.03, Subsec. 9) on U. S. Highway No. 2, with the resulting verbal agreement that in the future any work done on No. 2 by the Commission would be done with. Free Funds. Also that money due this County under Section 84.03, Subsec. 9, would be vs_ed to complete, No. 24 and No. 13 from 'Washburn to Bayfield as soon as possible. The 1928 funds were e_-pended on No. 24 as per this agreement, but you will note- that the Uorn-rif'Ussion fibs before this Board a letter dated October 18, 19289 placing a part of this 1929 funds on U. S. Highway No. 2, and cutting out Mork on" No. 13 entirely. This means that nothing will be done, with Ho. 13 in 1929 and the,. ..; Washburn-Dayfield Road cannot possibly be finished in 1G30. Your Committee strongly recommend mat this allottment to U. S. Highway No. 2 under Section 84.03 subsec. 9 be objected to by the Board, and will introduce a separate resolution providing therefor. The maintenace of the State 'gunk Highway System provided for with State Funds under Section 84 will go on just about as before. A few power patrols to � be added where ' { possible, and the Gang Maintenance mosey to be used for gravel and I oil entirely. i 7e have the following to say in regard to County Trunk Highway System and recommendations for next year: i it 'a�"T�a Co . I The County Trunk "A" part of this road is 26 miles long and fairly well constructed from Drummond toward Iron River for the first 13 miles, and we recoriznend i i an appropriation of $3000.00 to continue grading from that point, about N-1 corner of Section 12, 45-9 toward Iron River. Your committee has relocated County Trunk Highway "N" for the .last t$�ro and one-half miles in' the Tolhin of Barnes next to the Doulgas County line, so as to shorten it one-half mile, and give us a cheaper road to build and maintain. County Trunk Highway "N" is completed a d the are not any appropriation for this road next year. Vie do recommend recoimnendi ng /that both "A" & ' N" be maintained with a power patrol next year. County Trunk Highway "A" from Iron River to Port Wing I i This road is 16 miles long and all red clay with the first coat of good gravel finished this year. Your Committee recommends �4000 to continue gravelling and to relocate a slight part of this road near Nels Nelson't farm, which has been sliding badly the past two years. i County Trunk Highway "B" - Oulu Road This road is 12 miles long and all in the Town of Oulu and mostly red clay 1 soil. The first eight miles is graded and the first coat of crushed gravel applied. Several '' to t that -the! past Highway Committees have called your attention to the face North four miles of this road will be very expensive to construct and maintain, and your Committee now recorimiends that the North four miles of County Trunk Highway "B" - I be reverted back to the Town of Oulu, effective January lst, 1929, and that one mile from Section 20-48-9 (IRV corner) to 1AII corner of Section 19-48-9 beadded to the County System in its stead, also effective January 1, 1929. Vle suggest that this change be made until such time as the County may feel able to construct and maintain I these four miles to the sane class as other County Highways. At the present time i if vie were to recommend, the building of these four miles, other county work on county I i roads would have to wait, and we do not think that would be fair when there is i another road three miles shorter that can be used for a great deal less money. Your committee recommends P3060 for graveling and ditching of County Trunk Highway I as outlined above. - County Trunk "C"", Washburn -Cornucopia Road phis Highway is 21 miles long with soils all the way from, sand barrens tag red clay and also with tl,� o miles of very expensive highway to construct inthe Four Mile Creek Halley, from what is known as Grupstrat s corner- near I� corner of Section 21-49-5 Nest and iqorth. There are several bad sink holes, sharp turns and five i bridges on this two miles of Road and we recorm-end that proper surveys be made next year to determine whether or riot a relocation of this piece of road would be AlaJUAL M j ,' ETING OF THE BA FI-ELD COUNTY .BOARD practical. Your Committee recommends an appropriation of 3500 for grading and surfacing on County Trunk HigInway "C$', with the exception of the piece of road mentioned above. Said appropriation to include repairs to the approaches of the Sioux :Liver Bridge., County Trunk Highway ItDi°, Cable -Grandview =load This road is 29 miles long and the largest item of expense on this highway for some time will be the bridges over Tamekagon Lake. ire 'are reco?:mending $3500 for this road to repair abutments to Iron Bridge over` the Lake and replace ti1rhat is Icnown as t;-:e Slough Bridge. Balance if any to be used for grading. County Trunk Hightray "V v Sanborn-Bibon Tfiason-Ino Road This Highway s 18 miles long and mostly clay' soil. That part of "Ell from Bibon to Sanborn is fairly well gravled with the completion:.. of this year's work and your committee recommends 03000 .forgraveling from Ino 5outherly on County Trunk Highway 'Ali'{ as far as the money will construct Very strong demands have been expressed to this Committee from citizens of Bayfield County and members of the Bayfield County Board from all parts of the county demanding a snot) removal prograxa that would benefit a greater number of the people in the county than last year's program. dTe are therefor, in answer to this demand, recommending a program covering the whole county about as well as the finances will permit. The County Aid Bridges provided for by your Board at the last spring meeting, in the `towns of zVashburn and Cable have been built, inspected and accepted and an additional County Aid Bridge in the Town of Bayview is being built under the Emergency provision, of Section 87-01r. Petition therefor is on file before your board and we recommend that it be approved. Strong sentimerit seeris to be developing over the State as a whole in favor of a Main Road System, to be built of concrete or some other durable material and we are heartily in favor of such a system and we also think that this through concrete system of roads should cover not less than 5,000 miles, or one half of our present Trunk Highway System, ve think it'should be financed by an additional two cent tax on gasoline. This additional two cents tax also to include year around maintenance or snow removal. Ve believe the Board should go on record as favoring such a system and we will introduce a resolution therefor. TO THE BAYF IELD C OITINI 1'Y B OARD 9 bye, the undersigned co.minittee on Buildings and grounds, wish to call your attention to the overrun of the court house appropriations as follows&' haintenance 0559.89 Outlay 201.80 Total •$7 1. 9 During the year, insurance policies covering three and five year periods .I came due, and $1,067.07 was paid renewing these policies. This large item was not � taken into consideration in drawing up last year's budget, and was the chief cause of the overrun on Maintenance. The Outlay overrun was due to a change in the plans i when work was c aiimienced on the offices for the County Nurse and Highway Department. We had an estimate made of cost of installing inside storm windows for the court room, Judge's room and Law Library, thinking we might save on fuel bills and also making it possible to hold court during the winter months if occasion should i require. This cost was estimated at 4200.00. Vie are not recommending this ex- penditure- at the present time, due to the fact that it rill be necessary in a year's time to provide additional vault and office space for several of .the offices. ! If an addition is made'to the court house within the near future it would not be advisable to furnish the court room with storm windows. i We recommend that the County Board appoint a coz.n.mittee or empower the i Buildings and Grounds Committee to investigate the necessity of additional vault and office space and if they find it necessary, to secure plans, specifications and estimated prices on same, and report to the County Board at the next annual meeting. We recommend the following appropriation for the ensuing year: j Court douse y49000 I Jail 2,650 The increase in Court House appropriation is largely for needed fertilizer tree pruning and also for the reason that the former budget never was adequate. The increase for the Jail is due to needed shingling on the sheriff's residence and to rebuild a chimney. AT,DIUAL 11TEETING OF THE BAYF=I D C OUNTY B' CARD - _ - - NOVM,tB-ER-14, _ 1928. - _ - - - _ -- _- - - The following communication and resolution were then read: f Washburn, Gaisconsin November 13, 192&0 I I Mr. Pat Galligan, I Chairman, Bayfield County Board, Washburn, Wisconsin. Dear Sir: This is a claim for refund of $80.00 collected by the county as rental for the month of June, 1928, while it held a tax deed to Lots 4 and 5, Block 45, city of Washburn. The circunstances are briefly these: The County took a tax deed on these premises on or about May 15 this year. I was the original owner. Being unable to raise the amount of delinquent taxes, nearly $1200.00, I was forced to let the County take the deed, but in July, 1 succeeded in obtaining the necessary funds to pay the taxes and took over the deed. At the time the deed was taken .1 .informed the treasurer of my intention to redeem, and requested that the rentals be applied on the back taxes. Now, it is claimed the rentals cannot be applied on back taxes. In view of the fact that I have paid the county some $175.00 in interest and penalties in addition to the total amount of back taxes, I feel the part of justice requires that I be refunded the $80.00 collected.in rentals or have it credited on next year's taxes. The following report was then read: TO THE HONOR13LE BAYFIELD COUNTY BOARD: i We -the undersigned County Board Committee on Finance, Miscellaneous claims i and Budget, wish to make the following report and recommendations: Your attention is called to the fact that although some of the budget items have been reduced, others have been increased. The increase in the budget i for the County Clerk, County Treasurer and District Attorney i•s partly due to the increase in salaries by the action of this Board at the last annual meeting. Some of the larger increased items are as follows: 1. Sanatorium 64,300.00 2. Register of Deeds 800.00 Mothers' Pension 1,000.00 j 4. County Agent 325.00 i 5. Aid for Common Schools 79309.00 I 6. I I We have examined the Audit Report of the county books for the year 1927, I. and recommend that it be accepted and placed on file. i Your committee believes that the two mill levy for highways is. necessary to properly keep -up the present highway system. In view of the fact that the i I valuation of the county has decreased the two mill levy will. not raise as much money for this purpose as last year. We recommend that the report of the Road and Bridge Committee be adopted 1 ' and that the several amounts allocated as recommended by them including snow j removal. As it appears that at the last annual meeting the Board intended to i increase the salaries of the clerks in the court house and.it further appears j f that all such salaries were increased except that of the clerk in the Register of I Deeds office. To remedy this we recommend and have included in the budget a j sufficient amount ,to correct this oversight. 'WHEREAS, The Official road map of the State of Wisconsin only shows five jlakes in Bayfield County, namely; Lake Namekagon, Lake Owen, Eau Claire Lake, Robinson Lake and Drummond Lake, and does not show any of the streams of said Bayfield County. AND WHEREAS, The Official map of Bayfield County by direction of the i Commission of Agriculture, after making the official survey of the land and lakes, and classification of the soils of said Bayfield County, shows that there are more than one hundred and fifty lakes in Bayfield County in which there are game fish j I of various kinds. NOW, THEREFORE, Be it Resolved by the Bayfield County Board now in annual { j session at the court house in the City of Washburn, it is the sense of this meet- ing that the State Highway Commission of Wisconsin discontinue that part of the i present Road Map insofar as Bayfield County is concerned, and cause to be used in its place the Official. Map of Land and Lakes Survey as made by Direction of the Commission of Agriculture, which correctly shows the lakes and streams. That - the Town's share of the cost of said bridge exceeds the amount produced by a tax of two mills on the dollar and that therefor a special town meeting was duly held to vote upon the question of the construction of said bridge and to authorize and direct the town board of said town to borrow money and proceeds for the construction of said bridge under. - the provisions of Section 87.01. That an election wa s duly held on the 20th of September, 1928, and that at said special meeting the electors of said town voted to construct said bridge and to authorize the tovm board to proceed with the work. The fact that President Coolidge. spent such a long and delightful vacation in Northern Wisconsin has attracted attention to this region throughout the land. Curiosity has been aroused concerning our Northern Country. Our literature will be carefully read during the coming season. It is difficult to present at this time definite plans in irrhich we can all cooperate to bring tourists to this region, but so that your count, can be prepared to cooperate in some such movement it it appeals to your wisdom, we suggest most earnestly that you appropriate for -the use of your County Board Immigration Oommittee some suitable sum of money in the present levy, and if you have no such committee appoint one. With this appropriation made, funds will be available for j.:.)int advertising of this northern region, if you care to participate in it when presented. I Gentlemen: The Northern counties of this state have many pressing problems for which a solution must be found in the: near future if the counties and towns are to con- i tinue aperating on a sound financial basis. Som of these problems are reforestration, conservation, state parks, Fedederal forest reserves, tax delinquency, etc. Perhaps of these problems, the most pressing one is that of tax delinquency. Sawyer County is interested in working out.some remedy. However,'we feel I I that these questions are too large for any one county to solve alone and that vie should have the concerted action of all the northern counties in these matters. I County Officials in several of the northern counties .have suggested that each county board at this November session, appoint a committee of from one to three members.
