The undersigned has been duly petitioned to call a special meeting of
the Bayfield County Board for the purpose of organization and the transaction of
any other business which may legally come before the board at such meeting.
THEREFOR, You are hereby notified that a meeting of the_Bayfield County
Board will be held at the court house in the City of `Mashburn on Tuesday, April
23, A. D. , 1929, at ten o'clock A. M.

Motion was made by Johnson and seconded by Stuhlman that the reading
of the minutes of the annual meeting held November 13th and 14th, 1928, be duly
dispensed with. Motion carried unanimously.
The Board then proceeded with the election of a Chairman for the
ensuing year.
The chair appointed Liebman, Suthlman and Phillips as tellers.

Motion was made by Smith and seconded by Wachsmuth that 1llr. S(-,uires
be declared duly elected as vice-chairman for the ensuing year. Motion carried.
'Motion was made by Anderson and seconded by Stuhlman that the rate for
publication of county board proceedings for the ensuing year be set at fifty cents per
folio. ?aotion carried.
The board then proceeded with the balloting for official paper for the
ensuing year.

Motion was made- by Stuhlman and seconded by Mrs. Doyle that the informal
ballot be declared formal, and that the Washburn Times be declared the Official Paper

file, together with the claims for refund of illegal taxes be referred to the old
'Finance Com-Mittee with instructions that they report back with their recomrlendations

The following request was then read:
71HEREAS., The condition exists in Bayfield County through the activities
and land selling companies selling land to incoming settlers distant from schools
and roads, thereby creating a great hardship financially on towns by the demand of
said settlers for roads and school facilities. Therefore, we believe that this
situation could be remedied if the land sellers and land buyers would consult with

local town authorities before making sales, and -
WHEREAS, The Bayfield County Board now has a special committee on
I
Publicity. We, therefor, request said committee to take into consideration this
situation with a view to suggesting remedies and incorporating them in the
bulletin they are about to publish.

The following report was then read:

TO THE HONORABLE BOARD OF SUPERVISORS:
Your Special Committee on Court House, together with the regular
committee on Buildings -and Grounds, were called to order at ten -thirty A. M., �
i
March 0"th, 1929. The following members were present: �
A. P. Johnson, Frank Stuhlman, A. P. Stone, Nels Nelson, H. B. Randall,
Jr., and Geo. Williams
The comrnittee found that additional vault space was necessary ir!med-
lately for the office of the County Treasurer, most of his records being stored
at the present time in the vault of the County Clerk, he having only the last
seven years of tax records in his office. The County Treasurer's office space
I
was also found to be inadequate for his present needs.
I
The vault space in the County Judge's office, according to the
estimation of the County Judge, will bake care of the necessary records for a
period of six to seven years. He had ?plenty document filing equipment, but his
roller shelving for books was entirely filled up. The office space was also
found to be inadequate.

SPECIAL JETING OF THE BAYIFIELD COUNTY BOARD
The vault space for the Clerk of Court, according to the clerk's estim-
ation, will be sufficient to last for a period of about twenty years.
The vault space in the county Clerk's office consists of three vaults;
the main floor, and upstairs being entirely filled up; -there are a few old records
in the basement, which were very much mildewed, due to the dampness of the"basement.
His filing equipment, both book and roller shelving and document files, being
entirely filled up. The question of vault space in this office can be taken care
of by either of the following methods:
1. By providing sufficient vault space for the County Treasurer so that
his records can be moved to his own vault.
2. By having some engineer eliminate the dampness of the basement.
Ail of the foregoing data with regard to estimates of the number of years
of availabe vault space was baAd on the present Tate of accumulation of records.
Your committee had three separate solutions in mind. Two of these being
the construction of .vault space and re -arrangement within the present building, and
the third., the construction of an addition to the present building approximated at
forty feet in length on the rear.
We recommend that the county board -appoint a committee or authorize.the
present committee to call in an architect and have plans and speciifications and
estimates of the different projects so that they can be submitted to the county
board at their annual meeting in November this year.

placed on file.
Motion was made by Nels Nelson and seconded by Hansen that the report
be laid aside subject to action by the Board during the afternoon session.
Amendment carried. The original motion as amended was carried.
The following petitiones, which were presented to the Board by members
of several of the taxing districts, were then read:
RESOLUTION
Whereas, the County Board of Bayf ield County has voted in favor of a
federal forest program and has decided to sell to the federal government a certain
area of this county for reforestration, and
Whereas, the chief of the federal forest bureau has stated that it will
take 170 years at the present rate to replant the denuded areas already owned by
the government, and

Whereas, the federal -government has already more than a million acres outside
of'Wieconsin needing replanting, and is planting less than 12,000 acres of that
jper year, and .
Whereas, 650,000.acres have been given a. preference status to receive
planting ahead of any other forest area, and
Mhereas, it seems therefore unreasonable to' expect that the federal govern-
ment will start replanting in Bayfield County within- a reasonable length of ti;.,e,
and
Vvu ereas, the State of Wisconsin has already provided a very effective forest
fire protection service to insure the natural growth in the--nro,00sed forest
area, and
7rherea.s, the federal government for quite a number - of years could not do any
more than to give us fire protection and could not and would not im-oTove on the
present system ::maintained by the state, and
VTnereas, the county has only 30,000 acres, for sale, meaning that it would
receive about $60,000, while 82,000 acres more of which quite a, few, are still
paying taxes, would forever disappear from the tax roll without any compensation
to the county, and
Whereas, in consideration of the fact that the county has title through
tax deeds to the above mentioned 30,000 acres and will have to go through cumber-
some and lengthy court proceedings to quiet title on those same 30,000 acres
before the federal government would accept it, and
Whereas, •there seems to be no well founded -reason to assume that the delin-
qu_ent tax ?problem in this county will be solved if 112,000 acres are turned over
to the federal government, taken off the tax roll forever, and the -oroceeds
from.the timber grown thereon divided three -fourths to"the federal government
and one-fourth to the county and towns, said timber to go on the market in fifty
to a hundred and fifty years hence, be it
Therefore, resolved that we, the voters of the Town of
assembled in annual meeting at their legal meeting place this second day of
April, 1929, go on record as being opposed to any federal forest -project for this
county and respectfully request the Honorable members of our County Board to
reconsider their action in regard to this matter.
RESOLUTION NO • 2.
Resolution adopted by the annual town meeting of the voters of the town
of held on April 2, 1929.
Whereas, nearly 28% of the total area -of Bayfield County is tax delinquent,
and taxes are excessively high, constituting a serious burden -for the farmers
developing the cut -over lands, and
Whereas, the greatest economy in expenditure of public money should be
exercised in order to reduce the tax burden now being born by the people of
Bayfield County, and
[rJhereas, the budget of the County of Bayfield has been increased from year
to year by adding expenses not required by law or even unnecessary expenses, such
as raising salaries of County officials, snow removal as financed by the County
alone, advertising, etc., be it
Therefore resolved- that it is the sense of the voters of the tot-:rn of

assembled in annual Meeting at their legal meeting place this second day of April,
1929, that the County Board of this county of Bayfield be -respectfully requested to
eliminate all unnecessary expenses from his year's budget and out it down to only
those expenses the law requires, exercising the most rigid economy in every res-
pect, especially in the purchasing of county road machinery, and that the chairman
of the town of be instructed to present this resolution to the
County Board and vote -in accordance with the sentiment expressed in this resolution.
(There being; no certifications by the local clerks on most of the petitions
are
of which the foregoing/copies, it is difficult to insert them in the minutes intel-
ingently. The originals are on file in the county clerk's office for inspection.).
:Motion was made by Daniels and seconded by Liebman that the foregoing petition
with regard to Forestry be laid over until the afternoon session of the county board
for action., Motion carried.
No action was taken on Resolution No, 2.
The following communication was then read:

April 22, 1929.
To the County Board Committee
on Sale of Tax Deed Property.
Gentlemen:
I would like to exchange ray proberty, Lot 23, Black 48, Townsite of
Washburn, for Lots 23 and 24, Block 52, Townsite of Washburn, known as the "Wood's
Property."
If you would not consider making; the exchange; I hereby bid $200.00 for
Lots 23 and 24, Block 52, Townsite of Washburn, but the exchange is preferred.

Motion was made by Mrs. Doyle and seconded by Stuhlman that Bayfield
County exchange Lots 23 and 24, Block 52, Townsite of Washburn, in accordance with
the foregoing communication from Mrs. E. A. Blexrude, for Lot 23, Block 48, Townsite
of Washburn, in accordance with recommendations of the Committee on Sale of Tax
Deed Property, and that the county clerk be authorized and instructed to execute
the necessary papers of. conveyance. Motion carried.

To the Honorable County Board
of Bayfield County, Wisconsin.
Greetings:
Whereas, the Counties of Ashland, Bayfield and Iron have and own the
Tri-Qounty Pureair Sanatorium for the care and treatment of persons afflicted with
tuberculosis, which has been built and maintained by a general ?property -tax on the
said counties.

Whereas it is now a. fact that there are patients - that have been admitted for
treatment that are not now and have not been residents of either of said counties,
and at the same time there are bona -fide residents seeking admittance that are
I denied that privilege because of these non-resident patients filling the institution.
Therefor, be it resolved by the Bayfield County'Board that the Sanatarium
I
Committee of Bayfield County be and is hereby instructed to take any necessary
i
Iaction to cause the transfer of such non-resident patients to create available room
for bona -fide residents of Ashland, Bayfield and Iron Counties that -are now seeking
j admittance and that no more non-residents be admitted as long as there is a
possiblity that it may cause a crowding of the facilities that are now available
and that a copy of this resolution be sent to the County Clerks of the Counties
of Ashland and Iron and a copy to the Board of Trustees and the Superintendent of,
the said Tri-County Pureair Sanatarium.

I'ilr. H. E. Percy, State District Fire Ranger, appeared before the' Board and
explained the fire prevention program of the state, which was of great interest
and educational benefit to the members of the board.
The following resolution was then read:
BE IT RESOLVED, by the Board of Supervisors of Bayfield County that the
Finance and Conservation Compittees of said Board be authorized to act jointly
with the Federal sorest Reservation Commission to give options and complete all
conveyances to the United. States or its commission on all county, owned lands :within
the area described in a former resolution passed by said Board at its April, 1928,
meeting. This resolution shall give to the said committees of said Board as
aforesaid mentioned full pwoer and authority to do any and all acts which said
board as a. whole could do. The Clerk of said County shall execute. such conveyances
and options and do all other acts as,directed by said Committees when assembled
in legal session, the same as if directed by said Board of Supervisors directly.

resolution be adopted as read.
Before actin; on the foregoing resolution Mr. S. D. Anderson of the
Federal Forest Service was called upon to explain the policies of his depart-
ment.
Motion was made by Squires -and seconded by Liebman that the -resolution
on Forestry be amended to read, "That any funds received rom the sale of County
owned alands in the foretry area'be used for the reduction of county bonds only,
after -making settlement, in accordance with law, with the toms having excess
delinquent tax -rolls. ". ,

RESOLUTION.
WHEREAS, The Bayfield County Fair Association was formed for the promotion
of the Agricultural interests of said county and whereas we the undersigned
committee having -received complaints that said fair is not now being operated.
on a business basis for the 'best interests of those for whom it was formed, and
WHEREAS, we the undersigned committee being satisfied that there has
been mismanagement of said fair in that directors meetings have not been called
as directed by the by-law? and that stockholders meetings have not been called
as directed by the- by-laws and that certain premiums held out by the said
association as bona fide have not been paid and we the said committee believe
that the interests of said county demand that a change in the management of said
Fair Association be made to remove from said Association the cloud and discord
that has existed in said Association between the Secretary and the Agricultural
interests that display at said fair.
NOW, THEREFORE, we the undersigned committee recommend that the County
Board make no further appropriations to the said Bayfield County Fair Association
until it is reorganized under a new management and until the discord and
conditions above named are corrected.

The following resolution was then read:
TO THE BAYFIELD COUNTY BOARD:
WHEREAS, The County Board is asked to appropriate each year a sum of
$$,2500 for the Bayfield County Fair, and such sums have been appropriated. And
that each year the Secretary renders only- a brief report of the receipts and
expenditures to the County Board. And that the Books of the Bayfield County's
Fair Association have'never been included in the County's audit which is contrary
to the principals of good business. And further that the annual appropriation
is paid over to the Bayfield County Fair- Association six months prior to the
actual time the fair takes place, and the money is used to defray expenses for
the fair of the year previous.
THEREFORE, in view of the -foregoing facts, be it resolved by the
County Board here assembled, this 27rd day of April, that the County Auditor is
hereby authorized to audit the books and accounts of the Bayfield County Fair
Association for the years 1927, 1928 and 1929, and submit to the Board a complete
report and audit to the annual fall meeting of the Board, and the County clerk
is hereby authorized to pay the cost of same out of the Contingent Fund. And
further that the Secretary of the Bayfield County Fair Association or any other
person who has custody of the books and records of the Bayfield County Fair
Association, is hereby requested to surrender to the County Clerk by May 1st,
1929, all books and records of the Bayfield County Fair Association to be audited.
AND BE IT FURTHER RESOLVED, that the County Clerk is hereby restricted
in paying over any future appropriations to the county Fair Association only
when the money is to be used in defraying the expenses of ti7e fair for which
such appropriation was intended.

Gentlemen:
On the 5th day of this month a -group of Bayfield County citizens who are interested
in the preservation of historical relics, records and data relating to Bayfield
County met in the city hall in Mashburn and organized an association to be known
as the Bayfield County Historical Society, thereby finally recognizing a long -felt
need.
The first meeting of this society, for election of officers and other organization
work, is scheduled to be held in the court house Thursday afternoon, at 2 o'clock,
April 25th. An interesting program of talks is being arranged. The founders of
the society wish to extend a special invitation to all the members of the County
Board to attend this meeting -and to become members of the society. The society
desires and deserves your sincere support,'both as individuals and'as county
board members. We trust and hppe that many of you will find it possible to attend
the meeting and to join the association.,

The State Historical Society of Wisconsin is authorized by law to take custody,
for purposes of permanent perservation, of such public records as cities, towns,
and other public organizations may be prelare_dto deposit in its fireproof vaults.
It is understood that many of the tons of Asconsin have in their possession
volumes of early records which are not in current use. In many cases these cannot
be fully guaranteed against destruction by fire. Yet such records may be of
great historical value and ought by all means to be preserved.

The following letter from J.F'.Sullivan, Commander of
the American Legion was read.
"The American Legion hereby respectfully requests that the City
Council make them a price for the -Equity in the Amos M Hanson building
including the tax certificates and any right and title they may have.
This offer to be made in the form of a resolution."
It is imperative that we know the decision at once.
"It was moved and seconded that the Clerk be instructed to ***
the Legion, that the City could not release the tax certificates,
which amount to $2,808.19 as the City has made an agreement with
the Washburn Building and Loan Association, to hold these certi-
