'The following members were present at roll call: Pierce, Herrmann, Schindler, Rarrtall, Jr., Goff, Phillips, Hansen, Olson, Morris, Daniels, Squires, -ashnieski, Iloid, Harrison, Ia,lin, Taipale, T&isuh, Ii. November lath, 1929. That the County Highway Committee be and is hereby instructed to Make necessary arrangements for transportation of members; that members be paid per diem. for one day and no mileag' for trip, and that the above expenses be paid from the General Fund of . the County. Northern 'Wisconsin is vitally I; interested, particularly in the construction of through highways open for traffic i d the year around. This includes construction, maintenance and snow removal. In order to study the high�Fray problem, we hav4onmed in Douglas County a "Joint Through Highvaay Committee." This committee is made up of a special committee ' appointed by and from the County Hoard, a coma:,iittee of the Council of the City of i Superior exid Committees of the Trades and Labor Assembly and the association of I Commerce. It is planned to call a one day conference to be held. at Superior or Northern I tions interested to discuss the Highway Wisconsin counties, cities and organiza Problem. We have invited Governor Kohler to attend and he has promised to do so. f Vie have riot been able to fix a date, but hope to have the meeting during November. i We have taken the matter up informally with several counties and find that I there is a great daal of interest in such a meeting. That in many cases the Indians are destitute for the reason that their former sufficient funds have been unwisely spent under the supervision of Government officials, that the former policy was that so long as an Indian eras in funds he was declared incompetent to handle there but as soon as his funds vrere exhausted he was declared competent, and when sick or 'old imriediately became a charge on the local corr.munity. �2he members of the County Board located in Bayfield County, being well aware of the foiner situation as yell as the present situation of the Indians, and knowing at first hand the expenses incurred in Bayfield County for the care of tubercular Indians have come to the conclusion that these people should not be a constant problem and menace to the health of our community but should be looked after through the United States Public Health Service or through some special agency through the Bureau of Indian Affairs. The old walks were repaired at a cost of approximately $185.00. We were" also confronted with the heating problem in the Court House, whic h is becoming more difficult each year. Several additional radiators were installed and some changed. This was an expense which we did not figure on when making up our budget. We did riot build the new cement walk on the North side of the Court Yard as vie could not do so and stay within the budget..' The Court House garage on the North side has been repaired and closed up. A chimney has been built and a coal stove installed with the intention of having warm storage for the county cars in operation during the winter months. 'Ile also completed laying hardwood floors in the upstairs of the jail. This work has taken up part of our appropriation for the past two years. The trees and shrubs on-L',the court yeard were all trinmled_' last year, and a ha1;f ton of commercial fertilizer applied on the lawn. A. joint meeting of the C--onservation Committee, and the s'inance Committee was also held on the 15th day of June, 1929, for the purpose of discussing the added fire hazard caused by dry weather, and the elimination of Men on the mire `owers; this meeting was called by Daniels, who claimed that the County was without fire protection, for reason that Conservation Commission had laid off all men on the lookout Towers, and also all regular Fire Wardens except one; Yr. Percy, District Ranger for fire District number 1, appeared before said Committee and succeeded: in convincing a majority of said joint Committee that there was no cause for alarm at th at.time . Another joint meeting of the Conservation Committee and the finance Committee was held on the 4th d_ay of November, 1929, all members of both Committee's present; at this meeting an option was given the U. S. Government on all lands on which the Countyr.has acquired title by tax deed since the giving of the former option, and situated within the ldational Forest area in Bayfield County, Wisconsin, for a consider- ation of y�1.25`�per acre. The f ollowing is a list in a somewhat condensed f orm, of the four largest fires occuring in Bayfield County during the fire season of 1929. First in importance was a fire that was started probably by a lighted cigarette stub, on Section 23, Tarp. 48, R. 8, in the .Town of Tripp, on �=ugust 26th, 192.9, at about 5 o'clock P. 11. a crew of men was sent out, and after working for some time on it, it was abandoned for the night, it broke out fresh the next DiorrLing, and again a crew was sent out to fight the fire, only to be abandoned again when night came; it took a new start the next morning, and although a large crew was again sent out to fight it, it eventually became uncontrollable, and the Fire Wardens withdrew their large force, and only for a heavy rain which came about three hours after, the fire would have swept everything between it and -the lake. The Tower Lookout, 1`&'Ien and the regular, V ardens were laid off about the 10th of July, and: Bayf ield County was left with only one regular fire Warden, and no tower lookout men, nor fire trucks or fire fighting equipment except shovels, etc; given the special wardens. We found also on investigation, that the regular men engaged in work in fare District No. 1, comprising Bayfield and Douglas Counties, have not as yet received their pay for the work they done in July; The Conservation Commission had promisory Note blanks sent to Mr. Percy, and the men who had to have their money were compelled: to execute the Notes- to a bank in the amount due, less the discount, and sell and assign- their claims to the Bank. The notes were made payable in thirty days. they are now more than thirty days past due and still unpaid. One patient has returned and is now walking with a brace and before being sent to the hospital was walking on his ankle. It is the early cases of tuberculosis that we want in the Sanatorium. It rnear s a shorter stay for the patient and a more sure cure from the disease. It also means that the number of cases will be limited as the contacts will be less. One baby clinic held at the Corranunity Fair. I Iodine Tablets for the prevention of goitre were placed in all the schools of the county. This should be done again this year as .we, are living right in the goitre belt. Toxin Antitoxin has been administered to the children of the following owns; Bell, Clover (Clover has also had the Small -Pox Vaccination), Orierita, Oulu, Pratt,ummond j ell Barksdale and , r , y, dart of the -own of i Eileen, Bayfiel.d; and ussell will receive the preventative measures this month. There are only five (5) doctors in the County of Bayfield, and you know it is one of the largest counties in the State. 'therefor all the children should be protected from all the disease that vie have a preventative for. T6xin-Antitoxin is not something new, but has been in use for a long time. That Toxin -antitoxin prevents diphtheria has been overwhelmingly demonstrated by the experience of scores of American communities and by hundreds of thousands of individuals who. have received this protection. Why not make the children of Dayfield Count; inmaune from this disease and save a lot of grief. it takes time to get a. doctor to the bedside of the patient in the Hinter and time counts in a case of diphtheria if the life of the patient is to be saved. Reductions have been made wherever it was possible to do so without injury to any department. The Budget for 1930 has been reduced considerably after the estimated revenues have been taken into -consideration. The Contingency Fund has been reduced from $15,000 to $10,000. larger cut may have been made but the committee felt that a cut of about $5,000 each year was a safe and sound principal to work on. We wish to call yougattention to the additional amount of State Tax amounting to $5, 672.39. We have examined the audit report for 1928 and recommend that it be accepted: and placed on file. We recommend that the audit of the county records for the fiscal year 1929 be let to 1`1r. Vim. The finance Committee wish to conunend the Fair Association for the business- like management of conducting the hair. Although iie have included in the Budget an item of $5,000 for County Fair i as recommended by the Fair Committee- on account of extensive repairs, vie question the advisability of making all these repairs in one year. Your Committee, also recommends i ! that the repairs be made under the supervision of the County Board Fair Committee- or their appointee, and that they be given a stipulated amount for said repairs. After looking over the possibilities of :making changes to increase the vault space in the office of the County Treasurer,- the two cornmittees decided to ask the architect to prepare estimates of cost of the proposed changes. We recornmend that the Board appropriate, funds to pay for obtaining the esti.:nutes, and cost of making changes as recamr.endede we reco=iiend that the County Superintendent of Schools be allowed eight cents per mile when traveling alone and five cents per mile when traveling with a supervising teacher.
