Motion carried* The following resolution was read: RESOLUTION RESOLVEDs That/is the sense of the board of Supervisors of Bayfield County that for the purpose of relieving unemployment,- all county projects requiring the employ- ment -of labor shall be put on and eight hour basis; and all contractors entering into contracts for work on highways or other county projects so far as praeticable be re- quired by stipulation in the contracts to establish eight hour days and if longer hours are required to complete the projects, other men shall be employed in eight hour shifts;; ANNUAL IMET ING OF T HZ 1310 ...+ IELD COUNTY BOARD _ NOViI3Ei3_ and be it further. RESOLVED; that it is the sense, of this board that all labor hired by the county for county projects and all labor hired by contractors- shall be so far as practicable residents of Bayfield County. 'The following report was reads REPORT OF COUNTY HIGHWAY COIXITTEE= On the addition of the Cherryvilled goad & Peerless Railroad Grade in the Towns of Barksdale & Pilsen to the County Trunk Highway System. TO THE BAYr IELD COU172Y BOARD OF SUPERVISORS: Gentlemen: At the 1929 annual session of the County Board, there was referred to the County Highway Committee a petition to add about 10.2 miles of town highway in the towns of Barksdale and Pilsen to the County Trunk Highway System, known as the Cherryville road, and a part of the old Peerless Railroad Grade. Your committee begs to report that it has made an inspection of the above road and it is the opinion of this committee that the Ditching, Grading, Culverts and Gravel that would be necessary to bring this road to ordinary County Trunk standards within a perior of 2 or 3 years would cost at least 10,000.00,,plus a continued maintenance cost of about $1800.00 per year. As we see it, the above cost is not the only serious objection to adding the road to the .County Trunk Highway System but the demand in other parts of the County to add other roads. if this read is added would increase the expense of the County System to such an extent that it positively would be necessary to bond the County to even maintain the system. The other roads that we refer to and that have already been mentioned to this committee are as follows: 1. Town of Delta, about 16 miles 2.. Town of Clover & Port Wing, about 16@3 miles. 3. Town of Bayfield & Bell, about 16.1 miles (stage road). 4. lown of Barnes, about 16.5 miles (Eau .Claire Lakes Road). 5. Town of Namekagon, about 9.2 miles (Clam Lake Road.) These five roads together with the 10.2 miles in the Towns of Barksdale and Pilsen would amount to 84.3 miles added to our already large County Trunk Highway j System of 125 miles would increase our County Trunk system to about. 205 miles and would increase our construction and maintenance expense- to a point where Bayfield County would have to passe. bond issues, to take care- of the system. ' here are also other pieces of town roads that have been mentioned to ua as prospective- County Highways. ti1e would like to remind the board of chat happened in 1919 and 1020 when the County Board of those years added _a large mileage of County Highways and the same Board raised the Highway levy to the 2 mill limit at which it has stayed ever since and the same Board: also found it nece e sary- i n 1919 to bond the county for $43-, 000.00 and again in 1921 to bond the county for $111,000.00 and again in 1923 to bond the county for Alilq TAL =:TING OF THE BAYFIELD COUNTY BOARD Nc'Iu�E R:_11s193 30,000.00 and of that $84,000.00 is still unpaid. jVe predict, after careful study, that the same methods of financing will have to be resorted to again should this Board desire to add any large mileage to the County Trunk System. The aid that the County gets from the State toward the County System is not based on the mileage of the system, that is, we would get just as much state aid if the county system were 10 miles long as though it were 200 miles long, and besides that the town gets .$25.00 per mile for every town road that is not on the County Trunk System. We also notice the counties adjacent to us are trying to reduce their County Trunk Systems instead of adding to them. V=e notice too, that our County valuation has been going down steadily for the past ten years and that our 2 mill Highway fund brings in less money every year, to be exact, $22,652.18 less than in 1922. 5e'ction 83.01 Subsection 6, 1929 Statutes, provides that the County Trunk High- way System can not be increased: without the approval of the firiaconsin HigIviay Commission, and vie are informed that the Commission is very much opposed to approving the additions of any more, County 'Trunk Highways in counties where the financial situation is similar to ours in Bayfield County. Vie believe, and recommend that no additions to the County Trunk Highway System anywhere in the county be made until the valuation of the county s. tarts to go back up instead of continually going down. We therefore respectfully recommend that the petition to add the Cherryville° road and Peerless Railroad grade to the County Trunk Highway System be laid on the table. Dated November 6th, 1930. T.he general claim of the Indians is that they are exempt from taxation, which is contrary to legal opinions rendered. The following report was read: ANNUAL REPORT OF THE COUNTY HIGHWAY COMM11ITTEE Bayfield County November-. 11., 1930. Your County Highway CoLmitt.ee begs to submit its annual report, together with recommendations for the season of 1931. For a statement of moneys -received and disbursed during the fiscal year ending October 31, 1930, we refer you to the County Highway CormLissioner's 2inancial Report. Construction work on the State Trunk Highway System this year consisted of two projects. One was the Washburn-Bayfield Road, which has been entirely rebuilt and gravelled this year. About seven miles of this work was clone by contract, and about four miles was done by County Day Labor. The work envolved the building of three new bridges and two railroad crossing eleimina.tions and the total cost is about $135,000.00 The other is Project No. 375_C, on U. S. Highway No. 2, Ashland Jct. - Ashland Roads which is being gravelled at a cost of about $14,000.00, which about uses up the State Trunk Highway Gonstructi.on fund to date. he State Trunk Construction fund is entirely a gas tax allotment and under the control of the Wisconsin Highway Commission. Under next year's c-onstruction program for the State Trunk Highway System, it is planned to rebuild and gravel State Trunk Highway No. 13 from 'Washburn toward Barksdale for a distance of about three miles, which: i,,rs.11 also involve the separation of the present R. Re Crossing on this road by r4n underpass at what is known as Lo7ag A I TUAL MEETING OF THE BAYF I.ELD COUNTY BOARD I I P Trestle. The road will also be changed at the edge of 17ashburn, so as to do away with several of the present sharp turns there. It is also planned to rebuild the present unfinished portion of No. 24 near Cable of about three miles, which wall be a relocation most of the tray in order to remove several bad corners on this highway. Uhen the above i. two projects are taken care of, i there remains enough money in the State Trunk Highiaay i Construction fund to do so, it is planned to regrade U. S. Highway No. 2.. from Iron River to the Douglas County Line in preparation for concrete surfacing which would be placed j on this grade in 1932. s ; The above outline completes the Construction program for the State Trunk Highway "'ystem f or the coming year. i The Maintenance of the State Trunk Highway System as planned a year ago has been carried out. The State Trunk Maintenance fund comes entirely from the State gas tax, and is alloted by law to the County on mileage basis; that is, Bayfield County gets $500 per mile with which to maintain U. S. No. 2, 400.00 per mile with which to iiain- twin S. T. H. No. 24 and S. T. H. No. 1 from �ishland to Bayfield, 00 3 y �3 Per mile with which to maintain S. T. H. No. 112 and S. i'. H. No. 13 from Bayfield to the vouglas County Line, and these funds set by law in 1923 are not sufficient to maintain the roads i at the present time in the way the public wants them maintained. That is, they,are not sufficient to keep gravelled the entire State Trunk Highway System, neither are they i sufficient to oil the entire system, therefore only the heaviest traveled highways are i kept gravelled and oiled. ether Counties adjoining us are spending quite lare sums of i i I moneyraised b direct y property tax in addition to the gas tax for the oiling and gravelling of the state trunk highways. We do not feel that we can afford to do that in view of the large mileage of County Trunk Highways that we have and the shrinking valuation of the County, therefore, we believe that the maintenance of the State Trunk Highway System will have to go on next year about the same as last year. U. S. No. 2 carried an average traffic this season of 560 vehicles, S. T. H. No. 24, 241 vehicles, I and S. T. H. No. 13 from Ashland to Washburn, 1116 vehicles. We believe the State i Legislature should increase the State Trunk Maintenance fund sufficient to keep the I j State System gravelled, oiled and to remove the snow fence from sanne. '+7e have ihsi)ected the County Trunk Highway System and report as follows: 4 i C. T. H. 0A", Drummond to Port Wing - 41 Miles The grading provided for this year between Drummond and Iron River has been completed and we recommend $3,000 to continue sane from what is known as Roger's Hill to Iron River. The gravelling provided for between Iron River and Port'Wing has been finished. 'u7e recommend 2,000 to drain and grade what is known as Shokerty.t.s Svramp on this road. We are carrying on our records an inactive account for this highway, which was used at the time the Iron River - Port Wing Road was graded and which shows a deficit of $2999.00, also a deficit of 9.52 in our State Aid Bridge Construction I account. ''oth are inactive. accounts, and we recommend closing them out by transfers I from the County Highway Emergency Pund. C. T. H. "B"t Oulu Road - 12 miles i i The Grading of the last four railer of this highway for which your board appropriated $5,000 last year has been finished and a deficit of 2,500- has been I incurred in order to complete the grading in one year. The County Constr:acti.on crew will finish the grading of this rooe:d this fall if weather permits and a first coat of sand will be applied to the new work, also if weather permits. We find considerable desire and demand on the part of Towns, Village and in- dividuals to hire the county snow removal equipment to remove snow on Town, Village and i I private roads and we have tried for three years to work out some rental system that would i be satisfactory and we have not found any satisfactory way to do this work yet. In the ri first place snow removal is emergency work, which in order to be successful must be performed immediately after the storm and with 280 miles of State and County roads to open, the County needs every machine badly f or several days after each store, which .delays I i private work so long as to make it practically useless. 1 either can the County afford to buy machinery for this class of work, because the machinery is expensive and must be paid for out of the machinery fund and.it is used such a small part of the year that it would I take years to pay the machinery fund back on any kind of a reasonable rental basis and iagain, the heavy highspeed trucks which work well on the main highways are not the right type of equipment to use on narrow, rough, hilly or crooked town or private roads and village streets, and the lost time, wear and tear and breakage on such equipment when used on such roads is extremely high, which runs the cost of operation of our trucks up I and also increases the deficit of our machinery fund far more than the revenue amounts to. vie therefore belive that such work on the part of the Highway Department should be discouraged as much as possible, unless the county board wishes to levy a special fund therefor. We are enclosing several copies of a suggested road program for Bayfield county. � I Conditions in your county, and knowledge of conditions outside, have made me realize that U. S. H. No. 2 will require the major part of construction funds available j for state trunk highways in Ba Bayfield Courlt for some y y years to come . This is not due to any group of men but due to the traffic conditions which actually exist. With this in mind, the writer has been trying to find funds for other construction which will be needed on ?State Trunk highway No, 13, 112 and 24 in the county. The most obvious solution of the situation appears to be the hastening of con- I struction on ITo. 2. This, however, is a matter which is entirely up to the county, and j we are not at all sure that the county would care to do so. ! -However, in an attempt to show how the nine year construction program on No. 2 I , - could be accomplished in three years, with considerable state help, we have drawn up a I i suggested bond issue road program, which we believe' is self-explanatory. You will note i I i in this program we have- included a large amount, namely 400,000.00, of free fund. - his has not been submitted to the Highway Commission as yet, but it is our belief that this I I sum can be arranged for, as the Highway Commission is willing to give considerable aid ! on No. 22 feeling that No. 2 is of more benefitto the state at large than to Bayfield I I County alone. You will note that during the construction period: the interest on bonds would I amount to $40,000.00. We find that all accounts are in order-. We heartily commend the management of the Fair in conducting a first class clean Fair in a business -like mariner. If.. The County Nurse appeared before the County Board and gave: a verbal report ' I of her work the past year. The following report was read: We, the undersigned Committee on Conservation, have held several hearings with regard to extending the boundaries of the Moquah Forest Unit. The Chairman of each town effected by the proposed extension has appeared before the BoArd I personally or has been informed of said proposal. A resolution is being introduced I to this Board covering the lands proposed for this extension which have met with the approval of the Chairman of each town effected. The lands objected to have i been omitted from this resolution. Your committee recommends that the County Board consider the advisability of entering county-onned lands under the Forest Crop Law. In connection herewith we have requested Mr. C. L. Harrington, Superintendent of State Forests and Parks to I be present at the County Board meeting to discuss this problem with you. Bernard: on Yothers' Pension was read and ordered placed on file. The following report was read: June 16i 1930. To the Honorable Judge Axelberg and Finance Committee Gentlemen: In accordance with a resolution passed by the County board in April, 1930, i regarding an investigation of the so-called Mother's Pension, the Chairman of the County Board a t ' appointed me to do ��Zi-s work. I have now -completed my- work and beg to submit the. following report. In.order to be fair to both parties concerned, I interviewed from six to eight people on each case. Adis so- doing, I can readily zee where the Judge i has found it hard to determine which were worthy and which were not. Almost without exception, I, found people that were in some, business were in favor of continuing the pension. And I leave it to you to draw your own conclusions regarding this class of information.. And I found the.most reliable information was secured from people who were dis-interested and from them I ask you -to determine the eligibility of each case. In.my rounds over the County, I found some homes which were furnished with up-to-date furniture,.radios, phonographs and that the recipient was left as high as' $10,000.00 insurance and also had a steady position paying over'$100.00 per month and a home free from debt. Such cases should not be tolerated. I also found people that i found it possible to purchase a new car and use the pension to help make the payments. this also is .a gross injustice, as we all know mother's pension is for necessities and not luxuries.. But on the other hand, I found many cases where it has meant a mother could keep her children at home, and -by diligence and economy will be able to carry on until such times when her children will grow up and. be able to help themselves. And for- these cases the pension is intended and should remain. f As ,we all knows poverty tends to break down the morals and 'nigh ideals of people. And there are quite a few cases of desertion, illegitimate children and in some instances the mothers and children have a reputation of having a poor moral char- acter, and in, one case, I think the children -should be sent to a home. There is a pitiful casein Oulu. The mother is in very' + poor health and needs a doctor s care. While tla.is might be getting atiRray from the subject, I think the County Nurse should visit these people and see 'if medical care would help this poor woman* i i In conclusion, I hope the court will not think this investigation is any I slur on his office, as I was prompted to do so by many things I have heard and with the !thought in mind that a thorough investigation would be a financial benefit to the County. I'Ve who travel this highway know that this/the worst hill, and also the most dangerous point on the whole highway between Iron River and fort "ding; for . the reason that there is three; sharp turns in the road in a distance of about 25 rods-; one of which is at a very steep point on the hill, and one at the foot of the hill and very close to the end of the bridge across Schachte Creek. There is no bridge to build or change and if the road is again re -located back on the Section line, where it originally was, it will be absolutely straight, and approach the Bridge .(which is on the Section line.) straight, and will eliminate pract- ically all of the hill. The Committee was faced with the problem of keeping the levy for -general County purposes within the legal limit of one per cent, or not to exceed $168,369.00. This meant that it was necessary to cut the recommended amounts considerably. We wish to point out that even with this forced: reduction, no material relief in the amount of taxes to be paid by the individual will be affected, the reductions having been absorbed by the decrease in valuation. In view of the fact that living expenses are reduced, it is recommended that ten .per cent be cut from the amount asked for subsistence at the Sanatorium, of which Bayf i eld County's share is approxiamtely $500.00. The c ommmit,tee also recommends a reduction of ten per cent in the gages of clerks and servants employed by the county. this effects the following parties® Clerk of County Clerk, Clerk of County 'Treasurer, Clerk of District Attorney, Clerk of County Agricultural Agent, -ler=, of County Judge, %lerk of Register- of Deeds., Clerk of County Tax deed work,. Clerk of County Superintendent, Clerk of highway Department, Jailor, Janitor and Uncersheriff. The Highway Department comes up for the most sever�cut. Your Committee has investigated the operation'of this part of the County's activities and find on account of the organization and machinery necessary to keep down the construction cost, it was difficult to recommend a reduction of the individual items making up the requirements as a whole so as not to disrupt the smooth running of the whole depart- ment. DANIELS, PRESIDENT BRULE TRI-COU-dTY ASSOCIATION Shortly after the organization of the above named Association in 1928, which included for its territory, the counties of Ashland, Bayfield grid Douglas, I appeared before the County .Boards of the three above named Counties and asked for a donation of 4200.00 each to be used in payment of expenses in connection with the activities of the said Association; The County Boards of Ashland and Bayfield Counties very I generously gave the amount asked for, Viz: $200,00, and the money was paid to IVIr. John A. Bardon, Treasurer of the Association of Superior, Wis. Douglas County did not pay its share, altho promises were made by some of the I Association members of Superior that it would be done. Several Superior Citizens later tried to enlarge the scope of the Brule Tris County Association to include the thirteen most northern counties. This was opposed by all of the executive Committee of both Ashland and Bayfield Counties, and as they I were in the majority, it was not done. Then an atternp was made by the same group to i organize a new Association along the same lines as the Brule-Tri-County Association to include the said thirteen northern counties; in this they failed; but it was the means of keeping -Douglas County out of the Association, and under the Constitution we could not function as a Tri-County Association; and have since that time been inactive. A small part of the money which you donated has been spent; and thereare two small bills to pay, all of which is shown on a sheet hereto attached. j Commenting further on the activities of the Brule 'Tri-County Association. -firing the short time that is was functioning it was active in helping to bring to a ; successful_ conclusion the Copper Falls State Park at Mellen,. It was the first organ- ization to advocate a state wide system of Winter maintenance and give it publicity; and the -same is true of hard surfaced roads in the north. It took an active part in I Conservation, and secured some good results. The Brule Tri-County Association was the originator of the Apostle Island Park Project, but did not get any support except from the Ashland press, the Washburn Times and the Superior Telegram until after vie had held several public meetings at Ashland and Washburn. 1�- 16 v D 4 AlTigUAL MEETING.
