WHEREAS: The Bayfield County Board: of Supervisors, assembled, in annual session
on the 14th day of November, 1930, did pass.the.following resolution:
"Resolved by the Bayfield: County Board duly assembled and convened in annual
meeting this 14th day of November, 1930, that the County Highway Levy under Statute
83.06 be one and one-half mills to be used for highway construction purposes and for
the deficit reported in the' last Highway Commissioner"s report, to be administered
as the Highway Committee deems proper."

R E S O L U T I O N
WHEREAS: --Sums of money are available for County road construction, Be it Resolved:
A, That all roads comprising the present system of County Highways revert
back to -the City, Village or flown 'of which they were formerly a part.
B. That a System of County Aid Roads be hereby established consisting of the
present Oystem of County Highways, and in addition all established Rural I+flail Routes
within the County.
C. That said system of County Aid .Roads be constructed and- maintained under -
supervision of County Highway Committee from fund obtained as follows:
1. Such funds as are available from Towns, Villages, and Cities obtainable
by present law on such portion of said load within various Cities, Village and ToVims.

2. Such moneys as are available from State Gas fund for County aid for

its meeting held at Ashland on February 5th.
I also wish.to advise you that the Ashland County Board of Supervisors
adopted a similar resolution at its meeting held February loth. and,` on the sauce date,
they appropriated 410.00 to help defray such expenses as may be incidental to the
work of the Association.

Ashland, Wisconsin
April 24, 1931.
At a meeting of the Inter -County Association for Conservation held at
Ashland on April 20, 19319 it was voted to accept the invitation of the legislature,
and the Secretary of the Association was instructed to invite the above mentioned
officials and other citizens interested, urging them to attend a meeting on the date
set as of May 6, ten o'clock in the forenoon at the state capitol in Madison for the
purpose of presenting the demands of the Association that increased funds be provided
for forest fire prevention and suppression and for forestry purposes as provided in
the constitutional amendment adopted in 1924.
We are relying upon you to assist us in securing a delegation to appear
before the legislature on the date mentioned. It is absolutely imperative that the
northern counties be well represented'at this meeting in order to accomplish our
purposes.
Come prepared to-agrue the Associationts demand for a two tenths forestry
mill tax, which is intended to yield ;approximately $1,000,000 for forest fire prevent-
ion and suppression and for forestry purposes in general.

petition of the Board of Education of the City of Mashburn that the County Clerk
and the County Treasurer, be, and they are authorized to issue a quit -claim deed
and assign all county owned tax certificates held against the (40) forty acres of
land described as the SE-j of the SW-j of Section 30, Township 49 North, Range 4 West,
under the conditions that said High School hold and developes same for reforestation
purposes.

Attached hereto is a report of what was done at the Wisconsin State Chamber
,mum`
of CommerceAlast�lovember 23 and 24 at Milwaukee so far as Conservation was concerned.
As your representative I attended this meeting; I also attended the Highway
conference of the State Chamber, but could not attend the conference on Agriculture
for the reason that the said conference; was in session at the same time as that of
Conservation.
The Board of Director of the State Chamber of Commerce adopted a set of
Resolutions as recommended by the Conservation Committee; The Isaac Walton League
also adopted practically the same Resolutions; and both of these organizations have
been putting up a strong fight in the Legislature to put them into laws.
The Bayfield County Conservation Committee also passed resolutions along
very much the same line, which Resolutions were adopted by the Inter -County Assoc-
iation for Conservation, and was later adopted by many of the County Boards within
the fire proteption district in northern Wisconsin, and which had the indorsement of

Chairman Lemke stated that this was an informal discussion; that it was
understood that forests.and growth out of forests are the greatest resources a country
can have:
He called on 1:r. Mauthe to outline the problems to be discussed.
Mr, Itlauthe, stated that there were .trio problems - first, what should be done
arid, second, whose duty .it is to do it.
After discussion it was decided that we needed:
I. More- state parks for public use.
2. Yhat funds colle cte-d from hunters, fishermen and trappers should
not be used by state parks but should be used for propogating conserving fish and game.
3. That funds for parks should be raised by other means.
4. That parks are very necessary as the coming of a shorter week would
add to the present evils caused by unemployment, and proper recreational facilities
should be furnished.

6. That our lakes and streams are extremely valuable when pure and
clean but are a health menace when dirty and polluted.
7. That more rearing ponds should be established and maintained to

reservations in the center.

HEMD APRIL 28, 1931 •
t`re the members of the Co_m Iittee of the State Chamber of Commerce interested in conser-
vation do recommend to the State Chamber of Commerce and the Legislature the following:
1. That the State of Wisconsi.i take greater advantage of the mill tax already
voted by the people for the acquisition of forest lands and the planting and adbilinis-
trati on of same.
2. That every county of the state zone its lands for their best use as pro- I
vided by the statutes; that such lands not adapted to agriculture may be set aside for
forest reserves and recreational areas; that every county establish a county forest,
and since such a forest has a direct value to both the state and nation, both the
I
state Conservation Goyffiission and the Federal Forest Service assist in the administrat-
ion of such a county forest by furnishing adequate fire protection and by paying into
' I
the county treasurer of every county maintaining a county forest such sums as may be �
found riecessary from s tat and federal funds; that wherever possible adjacent counties
cooperate in the establishment of counties forests since forest areaoconsiderable size
can be administered more economically.
3. That counties with much land subject to tax deeds acid if the land is
found to be better adapted to the growing of forests than for agriculture to enter the
same under the state forest crop lave as forest crop land.
4. That the :Mate Conservation Cormission select additional areas suitable
for state parks, especially in the more densely populated portions of the state and
that all moneys needed f or the acquisition and maintenance of state parks be appropriated'
from the general funds of the state.

5. That a resident fishing license law be adopted and.all such funds, to -
get -her with hunting license funds, be used for the propagation and conservation of fish
and game.
6. hat the Conservation Corrimission establish public hunting grounds throug
out the state by leasing the hunting rights on areas best suited and of considerable
size, and that within these larger areas a smaller area be set off as a wild life refuge.
7. That more funds be made available for the Conservation Coi?unission to
make it possible to carry on increased conservation activities. We further recorn.mend
8. That additional legislation and stricter interpretation of the present
laws to conserve our fish and game make it easier to administ.er.
9. ` I)a.t the public be educated to the evils and dangers of pollution of
and clone study as to how same can be corrected
our lakes and strearns/,,vithout crippling industry; that municipalities cease endanger-
ing the health of the people by the use of public st-rea,ms as a receptacle for sewage.
That local officials immediately begin to grange for disposal of sewage without des-
troying our lakes and streams.

REPORT OF ZOITING COIt1,ITTEE
April 26, 1931.
TO THE HONORABLE COUITY BOARD OF BAYFIELD COUNTY:
Your committee met jointl;; with the Conservation. Cornm,n-ttee on January 12,
1931- !\Llr. F. C. 'Vilson, State Fire Warden, was present at this meeting. He advised us
to zone the county owned lands and to classify theni for the purpose of determining

what lands are best suited for ao-riculture or forestry. He also outlined the procedure
for entering county owned lands under the forest crop law.
On January 27 the zoning committee, accompanied: by the County Agricultural
Agent, County Treasurer and Courity Olerk, went to Superior and met with the Douglas
County Clerk and County Agricultural Agent for the purpose of studying their method
of handling county owned lands and sale of same by the deferred payment plan. WTe found
the following facts:
1. Douglas County advertised by small five to ten -line advertisements in dairy
papers and large daily papers.
2. The result was approximmtely 2,500 inquires to date (January 27, 1931).
3. They sold approximately 12,000 acres in 1930, largely to residents within
the county.
4. The greater part of these lands were sold on the deferred payment plan.
5. The following is, a copy of their policy in disposing of county ovined lands
°}Douglas County, IN"isconsin, has 105,000 acres of splendid cut -over agricultural
land, that ithas acquired by tax deeds. This County will dispose of this land for the
amount of taxes against each description. The greater part of this land was formerly
owned by a corporation. As to such land, after our tax deeds are three years old, they
are practically as good as warranty deeds.

to any settler.

the 1925 farm census,
the average farm in Douglas County, was 78
acres.

7. In the 1jurchase of 80 acres, only one 2orty will be sold parallel with highway.

8. Land may be purchased for approximately tip%.00 per acre, cash v;ithout any restrict-
ions -as to the use of the land. On all lend purchased for cash, up to April 30, 1931,
there will not be any taxes due on the land. until January 1st, 1932.
DEFERRED Pr') TT PLAN
9. Land may be purchased on deferred payments over a period of five years. first
payment on purchase of land; Second Payment at end of first year; Third payment at
end of second year; Fourth Payment at end of Third year; Vifth payment at end of
fourth year, and the SiJ;th and final payment at end of fifth year.
10. No interest on deferred payments unless payments are past due, then an interest
charge of 6% per annum will be made.
11. Under the deferred payment plan we are adding an estimate of tames for the five
years, as vie cannot put the land on the tax roll until deed has passed to the purchaser
The County will also require the purchaser to clear at least ter_ ccres of land during
the five years. If there is any merchantable timber on the land, one-half of the
proceeds shall be used to reduce the amount of the contract.

After securing the foregoing information your committee thought it advisable
to classify the county owned lands and Met on March 24 to formulate a plan of pro-
cedure. his a result of this meeting the County Agent and County Clerk were requested
to make a land utilization classification of county owed lands. This work was
completed in about a month and the reports are on file in the county clerk's office
showing location, soil type, stoniness, acres under cultivation, type of clearing,

because of the failure of said County and its officials to keep said highway open and in
a safe condition for travel, and by permitting said highway to be unlawfully and negli-
gently obstructed, the said car or automobile in which the claimant was riding collided
with the building; causing serious bodily injury to said claimant; that as a result of
said collision the said automobile of the claimant was completely destroyed and the
claimant was caused serious bodily injury, namely; two ribs on the right side of his
body were fractured, and the costal cz,rtilage on the same side was torn, and in addition
thereto he received numerous scratches and cuts about the arm and face, said scratches
and cuts leaving permanent scars and said other injuries rendering him permanently
partially disabled; that as a result of said injury it was necessary for the claimant
to receive medical and hospital attention, and he was totally disabled for a period of
three months;
That because of the obstruction of said car the claimant sustained.. damages
in the sum of $300.00, and because of said bodily injury the plaintiff was damaged in
the sum of Fifteen Hundred Dollars ($1500.00), and the claimant hereby makes his claim
against said County of Bayfield, Wisconsin, for the sum of Eighteen Hundred Dollars
($1800.00).

bodily injury to the said claimant; that the claimant as a result of said collision
was rendered unconscious for a considerable length of time; that she received numerous
lacerations and bruises on her face, arms and legs, and a compound fracture of her
right thigh or femur bone; that her nose was split entirely in tyro through the septum
or partition between the nostrils, and she received several ragged cuts about the lips,
mouth and forehead.; that both of her hands were badly scratched and cut; that the skin
and flesh of both legs below the knees were sliced off in groat pieces leaving the
flesh open and bare over an area of approximately six square inches; that she also
received numerous -cuts and bruises above the knees of both legs; that the bone of the
right thigh or fermur was splintered, and the splinters of said bone projected through
the flesh and underclothing of the claimant immediately after the injury; that the
knee cap of the right leg of the claimant was broken, and numerous other wounds and
bruises were inflected; that for a period of two months and more after said accident,
the claimant suffered terrible pain and has numerous permanent injuries such as scars
on her face and legs, and ti-at as a result of said injury the right leg of the claim-
ant was shortened, and both legs became stiff to some extent causing heRgreat diffi-
culty in moving about; that because of the permanent injury claimant has sustained,
the disfigurement she has suffered, the pain she has been obliged to endure and still
endures, and doctor bill and hospital bills, she hereby makes her claim against the
said County of Bayfield, Wi..consin, for the sum of Ten `thousand Dollars (0109000.00).,

WHEREAS Bayfield County has natural recreational assets and advantages of vast
potential value, including three hundred inlaxid lakes, one hundred and fifty miles of
Lake Superior shoreline; 350 miles of trout streams and many thousands of acres of
land which are best -suited for development along recreational lines, and
WHEREAS the development of the county's recreational resources is a matter of
vital importance to all the county, increasing as it will the flow of outside wealth
into the county and the valuation of taxable, tax -paying lands, and creating as it
will profitable employment for many of the county's residents and a valuable market
for ,farm produce of all kinds, and
WHEREAS there are thousands of dollars invested in Bayfield County in enter-
prises of various sorts which are dependent for their success upon the development
of the county's recreational resources, and
WHEREAS the owners of these ,enterprises are entitled to.the county's assistance
and encouragement, just as the farmers are entitled to the help they receive, and
'IHEREAS the proper development of the county"s recreational resources can
only be brought about through wise, well -directed and intensive advertising of the
county's recreational advantages, and
1`1HEREAS the Outdoor Life Exposition to .be staged at the Coliseum in Chicago
next week, from T;Tay 4th to 9th, inclusive, offers the finest possible opportunity to
advertise the county's recreational advantages among tens of thousands of people who
are vitally interested in -choosing either resorts at which to spend their vacations
or sites for the erection of summer homes,.
NOW THEREFORE BE IT RESOLVED that this board of supervisors of Bayfield
County, in session assembled at the court house in the city of Washburn this 28th
day of April, 1931, hereby appropriate the sum of six hundred: dollars out of the
contigent fund for the purpose of providing representation for the county at the
above -mentioned Outdoor Life Exposition; that of this amount not more than two
hundred dollars shall be.spent for the expenses of two representatives of the county
at the. exposition; that not more than two hundred dollars be spent for the publi-
cation of 10,000 pieces of advertising literature extolling the recreational and
agricultural advantages of Bayfield County; and that not more than two hundred

West, for the year 1925 were returned to the county treasurer in Narch 1926, and were
sold in the form of a tax certificate, numbered 1614, in June, 1926, and a tax deed was
issued thereon to Bayfield County by the County Clerk on (ctober, 15th, 1929, and
WHEREAS, It appears that the tax on the aforesaid lands was paid by Lurch &
Lamoreux, Trustees of Ashland, Wisconsin, to the Town Treasurer of' the Town of Bayfield

}-he undersigned is the owner of forty 40) acres of land in the Town of
Clover described as the 10' NE of Sec. 31-50-7 and has paid taxes. on this land reg-
ularly since 1916.
0hem the taxes for the year 1925 were due the writer sent to the Town Treas-
urer for a tax statement as usual. The statment was send and upon payment of same a
receipt 'was issued by the sown Treasurer on the 1AN NW of said Section 31 instead 'of on
the 1V NE. This error was not disc:ovored until recently when the writer attempted to
pay the 1930 tax only to find that Bayfield County had taken a.tax deed for the unpaid
tax of 1925.
Inasmuch as Bayfield County is now the owner by tax deed of the INI 1\17, upon
which the writer paid the tax in error and will riot suffer thereby the undersigned
respectfully petitions your honorable body to instruct and authorize the County Clerk
and the County Treasurer, to accept as payment in full for a quit -claim to the IN ICE
of Section 31=50-7 the sum of 27.01 being the suiri of the difference between the tax

"PEAS it appears from the representations made before this Board by the County
Judge, that it will be advantageous for this county to have a County Children's Board
established under Section 48.29 of the Statutes, Now, 'therefore
BE IT RESOLVED
by the County Board

County, that a County Children's

in Bayfield County,
