I TO THE HONORABLE COUNTY BOARD OF BAYFIELD COUNTY® �
We, the undersigned: cormiittee on Conservation, together with the Finance
Cominittee, Tar. Thompson of the Zoning Co:mni.ttee and Mr. Ball of the Federal Forest
Service -spent two days in examining prospective sites for a Federal Nursery. We
found several suitable sites whichwere well adapted for this purpose and recommen-
ded same to Mr. Basil Wales, federal Forest Service- man in charge of this work. We
have been recently inf oniied that they have been able to secure additional acreage
at their nursery at Cass Lake, Minnesota, and therefor are not interested in
establishing another one at this time.

�%. L. Harrington, rtr. Vanderwall and H. J. Cramer of the Wisconsin Conser-
vation Commission met with your committee recently acid discussed the subject of fire
prevention. Undoubtedly some fire lanes will be constructed by the State Conservation
Coriznission. the number being dependent upon the amount of appropriation by the State
Legislature. The entire plan will be developed as an unemployment measure. This
committee recommends and urges a sufficient appropra ation to carry out such a program.
'Ide wish to make the following recommendations®
1. That the State provide more funds for the preventidn of forest fires and
grass fires. :'je feel that the prevention of fires will mean a considerable saving" in
the cost of suppression as well as a saving in losses of burned timber.
2. That the State provide more adequate fire. fighting equipment.
3. "That the State Conservation Commission hold a school of instruction for all
their fire
wardens,
especially the emergency
wardens.
4.
That the
State Conservation Commission
pay a minimum annual gage to emergency
fire wardens, even though they are not called.
5. That the State expedite" the payment of fire fighters. Uye know it to be a fact
that the fire fighter~ have riot received their pair for a period of from six weeks ta,
three rnoraths. Naturally the same fighters have been reluctant to go again when called.
6. The zoning committee has done some fine wa k throughout the county with the
result that 'the creation of extensive county forest units is possible in the near
future. The Conservation Coimnittee should, we believe, carry' on this project and with
the cooperation of the zoning committee and the State Conservation organization in -a
vestigat'e fully the possibilities of the areas and study carefully the fire hazards
effecting them.
GAME
We recommend that -the Committee foster the protection: of all game and encourage
the establishment of game preserves and a more constructive enforcement of the game
lays. Let us cite a recent occurance. A Bayfield County farrier boy walking through
the field adjacent. to his home stiutfoled upon the carcasses of three deer. Obviously
i shot at night. The hind quarters of all three animals had: been skinned out and the
remainder left to rot. This was decidedly NOT the work of any local farrier, and aside
j
from the flagrant outlaztrsy of thAPed, it constitutes a wicked and unwarranted waste.
Such acts seem to flous.i:sh under the present system of enforcement; and the- convict-
ions obtained, as a rule, seem to be of parties who break the lair from necessity, and
who, if they do kill a deer out of season, use every bit of the l-.eat to advantage.
The common idea that the rural families live on venison is entirely false. Conser-
vation of deer would-be a simple problem if the farmers were the only law -breakers.
Ve believe that effort should be made to continue the flourishing condition of
partridge and grouse, and perhaps some thought given topropag.ation of pheasants.
FISH

Professor Birge of the University has raade a study of the waters in Vila.s County
as to their suitability for the propagation of fish. Some vaters have been found
urifA- and fish can not survive. lie recommend that such a survey -be made in Bayfield
County.

Wefeel that the corm-nittee should take a definite interest in diagnosing the
condition of our trout streams and lakes and sponsor an effort to bring them back
by persistent stocking to their former wonderful condition.

COUNTY PARKS
In our estimation it. would not only be a wonderful asset from the touri::t angle j
but also a very sound investment, due to the present low land values, for the
County to acquire sites either on th�inland lakes, Lake Superior or any locality
of outstanding beauty or interest for the ultimate use of county parks. We 'believe
the comr:iittee should be authDrized to investigate such sites and red.ormuend the
' I
purchase of sane to the County Board.
We recor..raend that the subject of CONSERVATION be made a part of the educational. C
program in the schools' and 4-H clubs.

1. We recornmend an annual five-year program of a county booth at the Outdoor I
Shout at Chicago.
2. 'Ve7 recoimnend the passage of a resolution which is being introduced separately
creating a
Bayf field County Bay
in the
schools of the
County.

describing the Agricultural and Recreational resources of the County.

..That there is and was a dwelling house upon said premises during all of said
years-;
That in April, 1928 said dwelling and premises were leased to the Cable Congre-
gational Church Society for a parsonage- and the pastor of said society went into
possession of the same and occupied the same. as a parsonage from April,1928, until
October 15, 1930 under the said lease to said church; that in leasing said premises
to said church your petitioner only charged $20.00 a month as rental therefor when the
rental of said.house and remises were reasonably worth $25 per month; that your
petitioner reduced the rental. thereof $5.00 a month because lie was informed and be-
lieved that the property would be exempt from t.a`,.es. because used as a parsonage- by the
said church society.
That h reason of such leasing
g your petitioner shows that the premises did
become exempt from taoxes under the law but that notwithstanding such exemption the
assessor erroneously assessed the same for taxes and taxes were levied against said
premises for said years and the said premises were sold for the nonpayrient of said
taxes for said years and tax certificates were issued upon the sales for the taxes of
19239 1929 and 1930.
You petitioner shows that the said taxes and the said tax certificates are
wholly null and void by reason of the fact that said premises were whol-ly exempt from
taxation.
Your jetitioner therefore requests that your Honorable Body by resoltion
cancel the said taxes and the said tax certificates and that said premises be, by •the_,
proper resolution of your board, freed from any lien or clam against the same for the
taxes for said years and that the books and records of Bayfield County tax proceedings
be corrected in that respect so that said premises will appear free and clear from
taxes for said ears on the tax records of Bayfield Count y ay y, and this petition is rre. de

WEERI;AS9 STATE TRUIUC HIGHWAY NO. 13 in Bayfield County between
Bayfield and Port Wing, a distance of 37 miles is at the present time in a

deplorable condition for a state trunk highway being dangerously narrow, crooked,
I i

hilly and very slippery, not built.to a standard -..cross section with very poor
I drainage and alignment and no gravel surfacing, and,
! WHEREAS, this particular piece of state trunk highway goes through
a verywell settled farming community in this count
g y y, and provides the only
i
outlet for the villages of Cornucopia, Herbster and Port Wing, which villages
are not -now served by railroads, and also should have considerable value to the
state as a whole from a scenic stand point, and as a lakeshore drive, and
WHEREAS, the Bayfield County Board, through real estate property j
{ ! taxation over a period of the last ten years have built the highway as it is at the
present time and are unable to improve it further in this manner due to shrinkage
I I
of property values and necessity for real estate tax reduction in this county,
while during the same period the State Highway Commission have never at any time
,
expended any state funds for construction of this highway-, nor more than $150 .00
I l per mile of the state maintenance -allotment has ever been used on this road,
and if not improved with present State Aid Construction Funds, may bring on an

i increased real estate property tax in this county, and
I
IWHEREAS, Section 84.01 subsection 44 of Chapter 22, laws .of 1931, I

i recently passed by the Wisconsin, Legislature, reads in part as follows:

"In view of the present crushing tax burdens on farms, homes and

I other forms of real estate, the Commission is further directed to utilize the
j moneys available for highway improvement under its stewardship in such manner

consistent with the law that the reduction of property taxes contemplated by
this act may A realised to the maximum degree.'
UEEREAS, the Governor of the State of Wisconsin did on iovember 6,
1931, send a letter to all County Board members calling attention to the- above
paragraph of Section 84.01 (4) Chapter 22 Laws of 1931, and the Wisconsin
Highway Commission did on November 9, 1931, send a letter to County Clerks

year's State Aid Construction funds alloted by law to Bayfield County as Federal

The State Highway Commission at its meeting held Tuesday, November 10, 1931,
pursuant to public hearing held in the City of Washburn on October 29, 1931, after
due notice to the localities concerned, decided to make a -change in the State Trunk

Highway System in Bayfi eld County/a andoning as &portion of the State Trunk IIighway
System a certain road, and by substituting another road in lieu thereof, as herein-
after -described:
The road so to be abandoned as a part of the State Trunk Highway System is
described as follows:
Commencing at a point on the present marked and traveled U. S. Highway No. 2
at a point about one -quarter mile north of the southeast corner of Section 8, Township
47 north, Mange 8 west, thence in a general easterly direction along the present marked
and traveled U. So Highway No. 2 to a point at or near the south one -quarter corner of
Section 23, Township 47 North, Range 7 west, and continuing easterly along the south
lines of Sections 23 and 24, said township and range, and section 19, Township 47
north, Range 6 west, to a point about one -quarter of a mile east of the south one -
quarter corner of Section 19, thence continuing northeasterly, easterly and northerly
along the present marked: and traveled U. S. Highway No. 2 through Sections 19, 20, 213,
16, 15, 14 and 13, thence continuing northeasterly, easterly and northerly along the
present marked and traveled: U. S. Highway No. 2 to a point approximately one-g1larter
of a mile south of the center of Section 9, Township 47 north, Range 5 west.
The road to be added to the State 'Trunk Highway System in lieu thereof is des-
cribed as follows:

TO THE HONORABLE COUNTY BOARD OF BAYFIELD COUNTY:
VMEREAS, it appears that an assessment was made and taxes were levied. on the
South one-half (5z) of the Southeast quarter (SEA) of the Northeast quarter (ITE0
of Section Ten (10), Township Forty-seven (47) North of Range 1'ive (5) 'vest for
the year 1926 and the said tax was returned delinquent -to the County 'Treasurer
in 1i1arch, 1927,fand was sold in June, 1927 in the form of a tax certificate
numbered 1244, Face of certificate $13.06, and a tax deed was issued thereon to
Bayfield County on November 6, 1930.
WHEREAS, it appears that this lurid was purchased by the University of Wisconsin
on October 209 1925, and therefor was not subject to taxation for the year 1926.

to issue a quit -claim deed on the South one -hall (S0 of the Southeast quarter

by
BAYFI +'LD COUNTY.
RZSOLVLD by the County Board of Bayfield County, convened at the annual
meeting thereof this 18th day of November, 1931, that Bayfield County establish
county forest reserves and that this resolution be not submitted for approval to
a vote of the people, unless a petition there: for, as required by Section 59.98,
demanding a referendum thereon, be presented to the county clerk within ninety
days after the adoption of this resolution by this board, and the county clerk
of said county is hereby required to cause to be published for three weeks prior,

to the next meeting of this board a notice that at said next meeting of this board
this resolution for the establishing of county forest reserves will be acted
i

IT IS .rURTHM RESOLVED X.0 UNDERSTOOD that the adoption of this resolution

at this time is for the purpose of taking the preliminary steps required by Section
59.98 of Wisconsin Statutes to authorize this board to establish county forest
reserves at the next meeting hereof.
IT IS FURTHER RESOLVED that if after the publication for three weeks prior
to the next meeting of this board of the notice of the adoption of this resolution
acid within ninety days after the adoption of this resolution at this time a. petition
j signed by ten per cent of the electors of Bayfield county voting for Governor at the

last previous general election, demanding a referendum thereon, be presented to the
County Clerk, said county clerk shall cause the question to be submitted to the

of such mangers' cabins and that the County Clerk be authorized and instructed to
issue deeds of such county owned lands to the State Conservation Commission, not
to exceed twenty acres for each cabin site.

In order to promote and encourage forest planting by the students in the
Washburn schools,
BE, IT HEREBY RESOLVED that the Bayfield County Board, assembled at its annual
meeti rig this 18th day of November, 1931, authorize and instruct the county clerk to
issue deeds to the School Board of the City of Vlashburn for Lots one (1) to Thirteen
(13) inclusive, and Seventeen (17) to Thirty-two (32) inclusive, in Block Ninety-
nine (99), except Lots Fourteen (14), Fifteen (15) and Sixteen (16), and also Lots
one to Thirty-two (1 to 32) inclusive: in Block One Hundred and Three (103), and Lots
One (1) to Eight (8) inclusive _in -Block One Hundred and Ten (110), for the purpose
of teaching and instructing pupils of the schools of the City of Mashburn in
Forestry and that the above described lands will be used for the purpose of planting
trees.
BE IT FURTHER RESOLVED that the former resolution deeding Forty acres to the
Mashburn schools be recinded and
BE IT FURTHER RESOLVED that the face of the tax certificates on the aforesaid
lots in the City of Iashburn be written off the excess account of tle City of
Washburn.
Also three lots of the above described lands be reserved for the purpose of
constructing a State Rariger's cabin if deemed necessary by the State Conservation
Commission.

Inasmuch as Bayfield bounty has acquired through tax title the Following
decribed property located in the Townsite of D'ayfields Dots #15, 16, 179 189 19
and 20, Block #55', lying in part in Lake Superior, and inasmuch as it is the desire
of the City of hayfield to acquire this property for the purpose of improving and
converting into a 1111unicipal Bathing Beach,
NO'U, THEREFORE, Be it RESOLVED by the Bayfield County Board, assembled in
annual meeting this 18th clay of November, that the County Clerk be ,instructed to

TO THE HONORABLE COUNTY BOARD OF IDAYFI.�LD COUNTY:
We, the undersigned committee on Buildings and Grounds wish to report as
follows for the past year's work.
The heating system has been changed over to a return -line system as directed
by the County Board at their meeting last April. The work vial let on bids jointly
by the i"inarice and Buildings and Grounds Committees at a cost of 2,170.00, to 1,hich
was added some additional minor charges. `i'h:e total cost including dralving of plans
and supervision amounted to $2,369.95•
Several small improvements have been made on the courthouse and we feel that
it is in a good state of repair.
We wish to cooperate with the county board on an economic program for 1932
and therefor recommend a budget of $3,800.00 for the courthouse for 1932, which is
$700.00 less than the 1931 budget®
-"-r. examination was made of the jail arid- sheriff's residence and we recoiri, end
5p2,500.00 for 1932. �'e are sorry that we can not reduce this item but do not feel
we can do so on account of some needed repairs.

We the undersigned committee on Sheriff's, Justices' and Constables' bills
have examined the records in the aforementioned offices.
Your particular attention is called to the overrun in the sheriff's budget
which is due to the following reasons:
1. Three expensive murder cases.
2. Several long trips outside the state, some requireing extradition papers,
which are expensive.
! 3. In 1930 there were 112 coruriitments to the county- jail. In 1931 there
i
were 170, which was an increase of 58.
4. ' he commitrizents were for an average longer period.
I 5. An item of four hundred dollars was paid out for two rewards.
6. In 1930 there were 19 commitments to state institutions. In 1931 there-
werel 37, which was an increase of 18.
7. In 1930 the total mileage -traveled was approximately 30,000. Ir, 1931
the mileage- was approximately 53, 000.

i Yuur committee recommends a budget for next year of $7,500 for operation.

to agree frith his annual'report. The amount collected by his court is $' 16.04 in

Je have checked the records of E. C. Hart, Municipal Judge, and found them
j to agree vrith his annual report. The total of fines and costs amount to $573.80.

Ike recommend an appropriation of one hundred dollars for clerical hire for.
jL. C. Hart, said clerk to be hired only when necessary and said clerk to be paid

by -voucher only upon. approval of the court.
We find that fines and costs amounting to $103.05 were collected -by the i

sheriff and paid to the county treasurer.
We also found an item of $551.22 in fines which was paid to the County
Treasurer by the clerk of circuit court.

After due consideration of the needs of the Fair association, such as repairs

The need of a suitable building to house- the 4-H clubs is one of the outstanding
needs, and we feel that a place must be provided for them and that, the second floor
of the exhibit hall be made suitable for that purpose. The fencing program that.
has been partially completed in the past two years should be completed this year -
as we feel it a waste of funds to any longer repair the old one every year as

that money could be applied to a permanent fence®
After due consideration of all angles we recommend that an appropriation of

CERTAIN LANDS UNDER THE FOREST CROP LAW.
RESOLVED by the County Board of Bayfield County, assembled at the annual
meeting this 18th day of I•aovember, 1931, that Bayfield County register and cause
to be registered as forest crop lands all those lands hereinafter described
owned by said County and that the County Clerk of said County be and he is hereby
directed and instructed to cause- a petition to be filed with the Conservation
Commission of Wisconsin stating that the lands hereinafter described are more -
useful for growing timber and other f.drest crops. than for any other purpose and
that said County intends -to practice forestry thereon and that said County Clerk
take such proceedings as may be necessary, under the.provisions of-Ghapter 77 of
Wisconsin Statutes, and the amendments thereto, to procure the entry of any order
by the Conservation Commission of Wisconsin for the entry and approval of lands

To the Bayfield County Board of Supervisors-
Bayfield County, Wisconsin.
Gentlemen:
We the undersigned committee designated by your Board to study the Rural
Mail. Route situation in this county find the following interesting facts:
As of September 1, 1931 there.were twenty-one rural mail routes oper-
ating wholly or partly in Bayfield County, of lengths varying from 12.3 miles to
39.5 miles, as measured. by speedometer from post office back to most office. The
total speedometer mileage is 568.90 miles. of this total mileage, 97.3 miles are
on the State Trunk Highway Systera; 105.55 miles are on the County Trunk Highway
System:.; and 66.45 miles, are doubled back or retraces: ve are eliminating the
above portions of the Rural bail Route System from our consideration, inasmuch as
they are being satisfactorily taken care of now. The balance, or 299.6 miles are
on Town Roads or Village and City Streets, this mileage of Rural Mail Routes
operating on Town Roads and Village and City Streets effects each town, city or
village about as follows:

From the foregoing. figures it will `readily be seen that. the Rural Mail Route
System: effects practically every town, city or village in the county and affords
an outlet for practically every settled in the count that i

served by the. State and County 'Trunk Highway Systems.
!! Your committee believes that the town road part of this Rural I1ail Road System
is not at the present time being improved as fast as it should be, nor as perma-
nently as it should be and that it is impossible to start to do this work with
present available .funds.
tide believe that each mail route should be handled as a unit. in so far as
possible., regardless of the number of towns it may go through, and that the County
Highway Committee should have direct charge of them and of all funds that might be
made available to them, both county aid funds or town Gas Tax Funds. In order that
such a system -may be made definite and that any appropriation made: therefore by the
County 'Board would be legally made, we believe that such system should be designated
as a County Aid System of Town Highways as more definitely shown in red on an
attached plat or malt of Bayfi eld County.

Highway Departmentp under the charge f C H'

not less than $50.00 per mile of Rural Mail Route in each town taken from the Town's
share of the Gas Tax Funds, together with $50.00 per mile. of Counter Aid under Sec.
83.03, levied by the County Board action under the two mill provision of Section

83.06, subsection 4.

I The County Highway Committee informs us that they are willing to cooperate
in this program by reducing their recommendations for the County 'Trunk highway
1 System under the t--wo mill provisions of Section_ 83.06, subsection 4, sufficiently
i so as to be able to start, this work without any increase in County Highway Levy.
The estimated cost of putting 300 miles of Rural Mail Routes .up to a satis-
factory.o:Qnditon as far as grading, draining, culverts, and gravel is concerned.
is roughly $225,000.
Fridges over six foot span, that may from time to time be required on this -
system should be constructed under the present county aid Bride Law, Section 87.01.
A joint County Aid Fund of $100.00 per mile for 300 miles or, 030000per year
would take approximat-ely eight years to construct the above system, even if none of
this money was spent for maintenance or snow removal. An eight year construction
I program for improving the mail routes is probably too long, but. at least it would
be a definite start and possibly could be speeded up later.
At Delta Wisconsin vie have the only
� , y post office in Bayfield County that is
not connected with a rural mail route nor a state or county trunk highway, and
because of that peculiar fact, we believe that the main traveled road through this
Post Office to connect with the County Trunk hi.ghl.,ay System should be considered as
a part of .the County Aid System outlined above.
We do not believe that any county aid funds should be used for snow removal on
the Rural Routes until they, are in better condition than they are at the present time.
Your committee is introducing a separate resolution to your board providing
for the above program a s outlined and we recommend that it be adopted.

RESOLVED BY THIS BAYFI - C0Ui�ITY BOARD assembled it ann al se io

this:.., 18th . day of November, 1931, that the sum of $150000.00 be and is hereby
appropriated under the Two Mill provisions of Section 83.069 subsection 4, to
the County Highway Committee, under Section 83.03, for County Aid/constructing
and maintaining a County Eiid System of Town Highways, more definitely located
and shown in red on the attached nap of Bayfield County.
BE' IT FURTHER RESOLVED, That said sum shall be expended in the various
Towns, Cities and Village-s, under the direction of the County Highway Committee,
providing, however, that no part of such sum shall be expended in any 'Mown, City
or Village until such Town, City or Village shall have paid into said County Aid
Road Fund not less than the amount of $50.00 per mile of each mile of County Aid
System in such Mown, City or Village, shown in red on the above mentioned map of
Bayfield County.

To the Honorable County Board
of Supervisors:
Gentlemens
Your county Highway Committee begs to submit its annual report of
highway activities effecting this county in 101:
'rhe past season has been the busiest season in the history of the
County Highway Department., ad in may ways the most successful. We._tike consider-
able pride in being able to point out to you, the exceptionally sound financial..
condition of the highway .funds this fall as shown by the County Highway Comm-
issioner's financial report.
We are not asking you for any appropriation for County trunk Highways,
Compensation Insurance, Snow Removal, County lid Bridges, nor Machinery Fund,
unless it should be necessary to provide additional equipment for mail routes.
We recommend that the State Aid for County Trunk Highways under
kection 84.03, subsection 9, for the season of 1932 be used for the construction
or maintenance of the County Trunk Highways under the direction of the County
Highway Committee.
We approve of the appropriation recommended: by the Special Committee
on Rural Mail "outer, and recommend its passage by the hoard.
We have been very successful this past year in getting state emergency
funds expended for highway work in this county.
The Washburn -Barksdale Job dh, No. la, including the under -pass
under the Omaha has been completed with agate Aid funds.
The Cable Relocation on State Trunk Highway No. 24 including one
mile extension has been completed with State Aid Funds.
The Drummond Overhead on State Trunk Highway No. 24 including .the
grading and graveling is being completed now with State 41argency Funds.
The Iron River - Brule grading Job on U. S. No. 2 is being completed
now with State Elhiergency Fundz.
The -graveling -on estate Trunk Highway No. 13 from Port 'Ting west to the
Douglas County line has been completed from State Unallottecl Reserve funds.
There has been expended in Bayfi eld County this year for highway
purposes more than _,ten times as much money as hayfield County pays in both
license fees and gas taxes.
Next year U. S, No. 2 will be paved from Iron River to Brule and
we hope graded -in preparation for paving, from Iron River to Ashland. Proper
surveys have been completed, necessary relocation hearings held, and if approved
by the County Board this fall, work would be started on this job -next year.
The new highway law allots a certain amount of money back to each
county .for construction on the State Trunk Highway System. (Sec. 20.449) Which
next year is estimated to be, $101007.79, and in the location of Mich the County
Board has an equal voice with the State Highway Commission.

State 'Trunk Highway No. 13 from port. hng Last as far as- said sum will consttruct.
It is our understanding of the new highway law that this fund wi11 no.t be
necessary in the paving of U. S, No. 2 and..it is the only money available. for use
on a State Trunk Highway such as No. 13 from Bayfield to the Douglas County Line.
We strongly urge that our recommendation be followed in regard to this fund.
We expect, considerable improvement in theS,tate 11aintenance- budget next year,
which will probably include the oiling of all Federal AidHighways in the county,
that means Ido. 24, No. 2, and No. 13 from Ashland to Bayfield. State ,funds also
will pay the cost of snow removal on the State `trunk Highway System this winter.
The Construction Work on the County trunk Highway System provided for by
your Board last fall and reported on by this committee at last spring's meeting,
has been carried out. pie believe that County Trunk Highway I1D" should be improved:
from 1Tamekagon Lake to Grandview, that "All should be reconstructed from Iron River
south for three miles, and straightened at Shockerty Swamp between Iron River and
Port Ving. Some graveling should be done: on County Trunk Highway "C" from Cornu-
copia south, and some gravel patching should be done on County Trunk Highway "B"
in Oulu, and on County Trunk Highway "Ell -from 'Ino to Idason.

November, 1931, that preference be given to layfield County firms in the purchase
of supplies for county institutions, and that all such supplies be purchased within
the county if the same can be supplied by Bayfield County firms at a price not in
excess of the prices quoted: by outside firms.

the County Treasurer be, and he hereby is, instructed and authorized to place
and keep in deposit with the several banks of the County such funds and moneys

This year again the valuation of the county has receded to a new low level
of $14,157:745. This is $2,679,254 less than last year. The total requirements
of the several departments -asked for and recommended by their respective comm-
ittees totals $147,700.86. The legal levy must 'come. within $141,577.70, .or one
percent ,of the valuation. this made it necessary to effect a cut of about
62200.00.
This_ committee has gone into detail with regard to the cost of operating
every department concerned and have conferred with the heads of each department.
They have agreed to curtail their expenses during the coming year so as to meet.
the necessary reduction to come within the legal limit..
Right here we want to thank the officers, Board members and others who have
made it possible for this committee to submit a budget that now comes within the
legal levy.. In every instance those who were called upon for a reduction showed
utmost interest in effecting.a saving in their respective departments, so as to
arrive at the desired result.
This committee has spent considerable time and effort in arriving at the
results set forth in the budget. Vfe hope the Board will give due consideration

Your attention is called to the increase of blind pension which has increased
materially this year. There were six new applications and two for increase. The
Committee hesitated to recommend the legal limit in all cases for reasons stated.
We recommend that the County Clerk be instructed to zrrrite off from his
records the items in accounts receivable which are outlawed.. These cover payrlent.s
for care of poor persons made in former years and could not be collected.
Not being able to get legal advice from the present District tttorney on
account; of his connection with the case, in the capacity of attorney for Mr. Long,
this committee has disallowed the claim of fir. !long for collection of the reward
for the apprehension of a certain I,lughes wanted by the authorities of this county
for a crime committed during the winter of 1918-1919.
We havez riot recommended: a. reduction in the item of !Mothers' Pension because
expenditures for this year will exceed the appropriation. Several new applications
are on file which will make it necessary to reduce the payments to those now rec-
eving aid in order to stay within the appropriation.
We recommend that the request of the Wisconsin Conservation Commission to
equip the Highway patrolmen with fire fighting equipment be referred to the
-'Hghway Committee.

A RESOLUTION,.lo request the representatives in our senate and Assembly to.
use their best efforts to secure the amendment of Section 40.47 (5) and (6), so
as.to provide for the payment for tuition out of the school funds of the several
school districts.
RESOLVED, By the County Board of Supervisors of Bayfield County, assembled
at the adjourned annual meeting'hereof, this 19th day of November, 1931, that it
is the opinion of this County Board that the cost of tuition for school children
who attend schools in other than the districts in which they reside, ought to be
paid out of the school funds of the districts in which such pupils reside, and
that we request our state senator and assemblyman to use their best efforts to
secure the amendment of Section 40.47 (5) and (6) to provide that payment for
tuition for pupils attending schools in other than the home districts, be made
from the school funds of such home districts, instead of being .collected by
inserting the amounts of such claims for tuition in the tax.rolls of the towns in
which such pupils reside, as now provided by said statute. Be it further

SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain -that such funds as may be made available
to the county for highway work in the year 1932 under -the provisions of Section
20.49 and Chapters 33 and 34 of the Jtatutes, and the additional sums herein

-appropriated shall be expended as hereinafter set forth:
SECTION II. WHEREAS: The State Highway Commission has notified the County

BE IT RESOLVED: that the County Highway Committee -is authorized and directed
to expend the said sum for the improverment of the said County Trunk Highway System
during 1932 in the following manner; to -wit:
Constructing, repairing, and maintaini:rig the County jrurik Highway System and
the bridges thereon, including snow removal and snow drift prevention, under the
direction of the County Highway Committee.
SECTION III. WHEREAS: The State Highway Commission has estimated that the sum
of One Hundred One Thousand three Hundred Seven and 79/100 Dollars ($101,307.79) will
become available, under sub -section E4} of Section 20.49 and subsections (3) & (4)
of Section 84.03, as state aid for the improvement of the State Trunk: Highway Jystem
in the county in accordance
with
the
provisions of Chapter

sum shall be expended

known until after June 30, 1932, at which time correct figures will be submitted

funds, as hereiribefore authorized, from any funds in the county treasury that are
not required for the purposes for which appropriated prior to September 1, 1932;

taxes named in ��ection VI hereof in the county tax levy, and to levy the special

follol, s:
Section 4. It shall be the duty of the said cleric, upon the issue of the said
permit, forthwith to notify the inspector of the district in which such -public dance
is to be held, and it shall be the. duty of such inspector to be,esent at such dance
to see that the laYis of the state, the ordinances, rules and regulations of the county
and local ordinances, rules and regulations are complied Z-rith and enforced, and for
this purpose. such inspector shall have the powers of a deputy sheriff, and such in-
spector shell wear upon his breast in a conspicuous place a star or other badge of
authority containing the words "Dance hall Inspector" or"Police Officer' or"Deputy
Sheriff" and sach badge shall be WPM and publicly displayed by said inspector at all
time-s during the progress of said dance.
Section 2. Section 8 of the said ordiance is hereby amended by adding at the
foot thereof a new paragraph as followss
g. The owner or any person holding, managing or conducting any such public dance
shall personally attend such dance or shall have or prescribe the presence of some
authorized reBponsible person in his place and stead to attend every such dance and he
shall so regulate and manage the same. as to at all times maintain peace and good order.
He shall obey all reasonable orders or requests of the dance hall inspector with
reference to the maintenance of peace and good order.
Section 3. 'This amendment shall take effect and be in force from and after
the 30th day of November, 1931.
RESOLVED That all annual dance: hall licenses issued after January 1, - 1932, shall
expire on the 31st day of December following.

effecting county governments that accomplished a great deal of good, and in the future
the association will stress this activity. It is a: -known fact that about every agency
in the state is represented during sessions of the legislature at Madison, and it is

Mr. ilralter 25.ertz called at our camp ,this summer and at that time
saw a new base map which we had prepared for the people of Vilas County showing
roads, trails and other cultural data as we? actually found them. He was so impressed
with "this map that he hoped that Bayfield County would see it expedient to have a
similar map made. I told him that such a map could be prepared I would consider at
a cost not to exeeed 4D75.00 to 6100.00 for the tracing, and this tracing would then
be, the property of Bayfield County. The whole map would be made showing -roads- and
all cultural data according to merit of first and second rate. I had occasion today
of writing Mr. Mertz relative to another matter and suggested that we were now back
in Madison grid do not have work for all of the men who spent the summer season in the
field. One of.' -these young men is now preparing a map of the Drumriond area for Mr.
Eertz., and when this is finished could be engaged to do this sort of work which t� �
would be glad to have done for you here in our office if you care to have such a.
reap prepared. We would be glad to furnish the material so that there would be, no ti
