to be held at ten o*clock A. Yl.., Tuesday, March 15th, 1932, at the courthouse in
the City of Wa-shburn in Bayfield County, Wisconsin.
The principal object of said meeting will be to act upon the question of
acquiring lands for the purpose of establishing county forest 'reserves under Section
59.98 of �,risconsin Statutes, and in accordance with the provisions of a preliminary
,resolution adopted by the County Board under the provisions of said Section at the
annual meeting on the 17, 18 and. 19 days of November, 1931, and for the purpose of
transacting .such other business as may legally come before said meeting.

adoption of county forests and the information -reach the Wisconsin Conservation
Commission before April 1, 1932; in order that the several towns having lands under
the.forest crop law receive their ten Cents per acre on said lands in 1933• If
this information is delayed until the organization meeting saidstateaid of ten
cents per acre will not be available to the districts until 1934.

Nifty -one (51) North of Range Four (4) West, for the year 1926, were returned delin-
quent to the County Treasurer in March, 1927, and were sold in the form of a tax
certificate numbered 574 in June, 1927, and a tax deed was issued thereon to Bayfield
County by the County Clerk on October 29, 1930, and
WHEREAS, It appears that the tax on the aforesaid land was paid by Robert Lamont,

i . J. Holvenstot, County :`agricultural Agent, appeared before the County
Board at this time and explained the necessary procedure in securing farm seed
loans from the Reconstruction Finance Corporation. He also read a corilmunication
from John S. Bordner, in charge of Land Inventory at 11adison, regarding the
colonization of South Dakate. farmers.
Motion was made by Mertz and seconded by Ledin that the matter of colon-
ization by South Dakota farmers be referred to the Z-oning Committee and County
Agricultural Agent, and that they report at the next meeting of the county board.

A RESOLUTION TO PROVIDE FOR RE -FORESTATION.
� FIMEAS, at the annual meeting of the County Board on the 18th day of
i,Tovember, 1931, a resolution was adopted providing for. the establishment of a
county forest reserve, under the provisions of Section 59.98 of Wisconsin Statutes,
and providing that such resolution should be referred to the next meeting of the
County Board and that the same be published for three successive weeks prior to
such meeting and publication of said resolution having been duly made according to
late, due proof of such publication having been made and filed, and one of the
objects of this special meeting .of the County Bo�;.rd bei.,rig to finally act upon the
question of establishing a county forest rese'rve.
NOW, T=EFORE, Bl IT RESOLVED by the' County Board of Bayfield County, duly
convened at a special meeting thereof held according to law this 15th day of March,
1932,, that Bayfield County shall establish a county forest reserve under the provis-
ions of Section 59.98, and that the initial resolution adopted at the annual meeting
of said Beard held on the 18th day of November, 19319 be and the s aine is hereby
approved and adopted and that the County Board of said County shall have and exercise
all the powers set forth in.Section 59.98 of Wisconsin Statutues, especially with
reference to the lands described in the resolution so adopted on November 18, 1931,
and that s..aid County dZall exercise all of the powers and authority prescribed by
said Section 59.98 and may add to and increase the amount of land to be so reforested
from time to time as they shall see- f it..

,Special County Committee on Farm Seed Loans for Bayfield County consisted of N. LT.
Ledin, Max Helmer and Pat Galligan.

on Farm Seed Loans be allowed per diem and mileage by the County Board. Motion
carried.
The following report of reco-rlmendations by the Finance Committee was read:
TO THE HONORABLE BAYFIELD COUNTY BOARD OF SUPERVISORS:
Your Finance Committee held a meeting on Larch 10, 1932, and we approved of
the -following recommendations to the Board:
1. The adoption of a resolution passed by the Council of the City of Washburn
regarding the widening of Bayfield Street, beginning at Third Avenue West, and
Westerly.
2. That the mileage for travel for members of the Children's County Board be
set at seven cents per mile, and that an additional appropriation of $350.00 be made.
3. The adoption of the Highway Construction program which will be submitted
separately to the Board by the Highway Committee and Highway Commission.
4. That the County pay one-half the cost of preparing up-to-date maps__ of the -
City of Washburn and the Town of Iron Piver, providing, said taxing districts, will
have such maps made.
5. The appointment of a committee to. confer. with Ashland County authorities
regarding Ashland County's share of Sanatorium expenses, said committee to report at
the regular spring meeting of the County Board.
6. The payment of $120.00 as full pay4ient of the $600.00-claim made by Eben
Olson at the Annual County Board meeting in November, 1931-

BE'. IT, RESOLVED, that the said Bayfield County Board does hereby recind its
action taken in the regular session in 11Iovember, 1931, in regard to placing the 1932
state trunk highway construction funds on Stage Trunk Highway Na. 13, and in lieu
thereof do resolve as follows**
WHEREAS, the State Highway Conmiission has estimated the sum of One Hundred
One Thousand Three Hundred Seven -Dollars and Seventy-nine cents (101,307.79) will .
become available under Subsection 4 of Section 20.49, and aubsecti ons 3 and 44 of
Section 84.03 as State Aid for the improvement of the State Trunk Highway System in
the County in accordance with the provisions of Section 83 of the Statutes;
BE IT RESOLVED,.that the said sum shall be expended in the following improve
ments, to wit: The sum of One Hundred One `thousand Three Hundred.Seven -dollars and
Seventy-nine cents ($101,307.79) for the improvement as Federal Aid 6onstruction of
U. S. H. No. 2, beginning at the Douglas County line and extending thence easterly
as far as the -said sum will construct, and further
BE•IT RESOLVED, that all of the above resolution is provisional to the
following: That the Wisconsin Highway Commission agree to anticipate Bayfield
County's construction funds of 1933 to 1937, inclusive, as required, and provide
such other funds as are necessary from the state fund to do the following work,
namely;
1. Completion of the financing or the pavement between Brule and Iron h'iver
in Bayfield County over and above the financing provided by the regular 1932 allot-
ment to Bayfield County.
2. The construction by grading, draining and graveling of the Port -Wing
Herbster-Cornucopia portion of State Trunk Highway No. 13..
(Both of the above to be completed in the year 1932).
3. The improvement by grading, draining and paving of the remainder of
U. S. H. No. 2 from Iron River to the Ashland County line in 1933 and 1934, including
the necessary connections with State Trunk Highways 244 and 13, and furthermore

Whereas, The State Highway Commission of the State of ti iscor!sirl has' announced
that it has reliable assurance that additional federal aid for 1932 for road,con-
struction will be made available by the present congress,• and that in anticipation
of these increased federal funds, surveys �Lnd plans were authorized for a substan-
tial addition to the 1932 program adopted last November, and
VVI EREAS, the said State High -ray Commission has also announced that the.
sections slated for improvement are on Dart of the 1,200 miles of primary roads
selected by the Highway Conuzi.ssion for its five year program, and
Whereas, the State Highway .Commission caused a resurvey to be made of United
States Highway 1o. 2 traversing Bayfield County, and this Boord has approved of the
relocation as approved by the said State ilighz°ray Commission, and.
Whereas, the relocating and regrading of the said highway -between Iron River

and the Ashland county line is not listed as among the announced projects to be
carried out in 1932 in the program amnounced in November of last year, and

Whereas, it is entirely probable that the State Highway -Commission had this
improvement in mind as an addition to the 1932 program, and
Whereas, the reason which has prompted the Congress of the United States in
passing the Almon Relief pill which will make additional road work in lisconsin
.possible, Bras to provide additional labor and to relieve the distress of unemploy_
merit; therefore
Be It Resolved, by the County Board of Bayfield County, now in special session
this 15th day of March, 1932, that said Board does hereby go on record -as favoring
plans in the construction of the highway as will give the maximum amount of work for
men, and while it feels that this rule cannot be so successfully applied to laying
pavement, it does feel that it is entirely practicable to do the grading and filling
on United. States HighiTiay 2 by methods other than the employment of expensive dirt
moving equipment, and respectfully requests that the Statet Highway Commission give
careful and serious consideration to the changing of the rule now in vogue in the
letting of highway, building contracts. so as to safeguard,the interests of the laborers
to the fullest possible extent even though such change would result in slight additional
costs; and b,e it
Further; Resolved, that this Board suggests that it might be advisable to -divide
up this work into smaller projects so that people with lesser equipment be able to
enter bids to do the work, but ilf such a plan is not practicable and is held to be
undesirable, then we favor the doing of this work by day labor under the supervision
of trie County Highway Cormissioner of Bayfield County, and under such stipulations and
conditions as will carry out the spirit of the Relief measure now before Congress;

Further Resolved, that a copy of these resolutions be forwarded to the Highway
authorities having the matter in hand of expending the moneys referred to herein.

WHEREAS the recreational and resort business is an important one in Bayfield
County, with thousands of dollars of invested capital and an annual income of many
thousands more, dependent upon the continued patronage of residents of Chicago,
Milwaukee and other cities to the south, and
W=AS the developement of tl�Lis industry is of vital importance to Bayfield
County, deserving the support of the county government because it.is important riot
only in itself but in its contributory effect on the development of agriculture through
the creation and the opening up of an important home market for farmers, and
WHERE45 the only mariner in which this industry may be, developed is through wise
and consistent advertising, one of the best methods being advertising at the Outdoor
Exposition to be held in Chicago in May, and
WHERITAS. Bayfield County' was represented at the Outdoor Show last year and there
are approximately 5,000 four page advertising folders Left over from last year which

should be put to some use, as well as about 5,000 inquiry cards, plus several
thousand 'of

large Bayfield

NOWV THEREFORE BE. IT RESOLVED that the hoard of Supervisors of }Bayfield County,
in special session assembled this 15th day of Parch, 1932, do hereby appropriate
the sum of tour Hundred Dollars, ($400.00) to b e used for the purpose of renting
a booth A,t the Chicago Outdoor Show and for sending two representatives of Bayfield
County to that short to handle the booth, distribute literature, and othervrise
represent the recreational interestp of the county, and

RESOLUTION
WHEREAS, the Wisconsin Conservation Commission has charge of the expenditure
of $500,000.00 to b e used for reforestation and fire protection in upper Wisconsin
to provide jobs for the unemployed, and
C+'EEREAS, the Commission has fixed a wage scale of two dollars per day for
ten days per month and requires employees to provide maintenance, equipment and
transportation to and from the place of employment, and
V=REAS, such a wage scale is far below the �=�meri can standard of living and
is not sufficient to provide even a minimum of living requirements, and tends to
lower wages in private industries in the north, and
'H11+SAS, Bayfield County has fixed a wage scale of thirty-five cents and hour
on public projects_, and many of the municipalities in the county have fixed wage
scales for public work and make-work projects all of which are far above the vrage.

RESOLVED, that the Barfield County :hoard hereby protests against the action
of the Conservation CoLanission in fixing the wage scale for the relief program_ in

a legal settlement in Bayfield County, tras arrested, charged with a criminal offense;
convicted and sentenced by a justice of the Peace of Ashland County to serve sixty
days imprisonment in the Courity Jail of )ishland County, and - F
WHEREAS, the Sheriff of said County ,without authority at law released 'said Elias
Eliason from imprisonment and conveyed and transported him, the said Elias tliason,
into the Town of Bayview, in Bayfield County, where said Elias Eliason became a
aid
public charge and it became necessary to furnish him public/and medical attention at
public, expense amounting to Eighty-five Dollars (05.00), which said public aid and
medical attention should have been furnished said Elias Eliason as a prisoner in the
County. Jail of Ashland County, and said Tozm of Bayview having presented its claim
for such public aid so furnished said Elias Eliason to Bayfield County on the ground
that -said Elias Eliason is a transient and said Bayfield County having paid said claim,
of, said Town .of Bayview, now, therefore,
BE IT RESOLUD that the County Clerk of,Bayfield County make out, verify and
present to the Sheriff of Ashland County a claim for -the amount of the public aid and
medical attention furnished at public expense to said Elias Eliason during the time
lie was required to be confined' in the County Jail of Ashland County, and that in
default, of. payment of the same, the District Attorney of Bayfield County be and he
is hereby authorized and directed to bring -arid institute an action on behald of
Bayfield County against the Sheriff of Ashland County for the recovery of said sum.
