The following members answered roll call;

'At a meeting of the Town Board of.the Town of Lincoln Eric Swenson was
designated to represent said Town at the County Board meeting to be held on November
159 1932.

Motion was made and seconded that Mr. Swenson be duly seated as a member of
the Board representing the Town of Lincoln. Motion carried.
Motion was made and seconded that the reading of the minutes of the Annual
meeting held in November, 1931, and of the Special meetings held in March and May,
1932, be dispensed with.. Motion carried.
Mr. Donald Ball, Supervisor of the Moquah Forest Unit;,ex.tended an invi-
tation to the County Board to visit the Moquah Unit on Wednesday, November loth.
Motion was made by Herrmann and seconded by Squires to accept the invitation.

The Board proceeded with the election of a Highway'Committee for the ensuing
year. The Chair appointed C. 0. Nelson and G. H. Thompson as tellers. The result

Gentlemen:
The 1930 tax on a parcel of land in Town of Clover went delinquent.

a hearing.with the County Tax Commission but no adjustment was made.- Now having
paid such excessive taxes on this and other properties in that Town for over 25
years, I am still figuring that I ought to try and pay this tax, but can't see
my way out -to pay any additional cost and interest adhered to the original tax
CD
which I think is a little over $41.00.
Now I ask you (The Assemblage) to correct the additional, cost and interest on
this Lot 2, Township 51, Range 7 W. containing about 65 acres of which 15 acres is
almost uselessg except for a scrap dump for old used up Ford cars. If you will
cancel the additional costs I will try once more to clean.up these taxes.

Mr. G. C. Axelrod of the Boynton Land Company appeared before the County Board
with regard to taxes on their lands in the Town of Cable and were instructed to
submit their petition in writing, which was as follows®

We hereby petition your honorable body to grant us. an extension of your
notice dated October 11, 1932, so that the time for redemption shall be December
1, 1933 instead of January 11, 1933,.
We also agree that we will not cut any timber from this land until the
aforesaid taxes are paid.

The Children's County Board appeared before the County Board and read
their annual report. Motion was -made by Schultz and seconded by Ledin that the
Children's County Board be given a rising vote of thank for the splendid work they
have done. Motion carried.
Motion was made by Squires and seconded by Larsen that the report of the
Children's County Board be accepted and placed on file.

Park Falls, Wisconsin
November 14, 1932.
The U. S. Forest Service plans the construction of a grounded pole tele-
phone line along County Highway 10011, the line to extend from Washburn along the
highway to connect with our line.from the Lenawee tower. The present line is hung
on the Four mile Creek line poles, is subject to considerable cross talk at times,

and I feel certain that a completely owned:, maintained, and operated Forest Service
line will prove more satisfactory. Money has been allotted for this project and the
construction will go forward next spring.
It will be appreciated if the County Board will grant the U., S. Forest Service
the right to construct,_maintain, and operate a grounded circuit pole telephone line
along County Trunk Highway «Cu extending from Stone's corner '(SE SE. Sec. 25, T. 49N-
R.5W.) to the east section line of Section 18, T.49N-R"W._

WHEREAS, Cornelia Gasman -is the owner of the Northeast quarter (NEB), of the
Southwest quarter (SW�), Section Thirty-four (34), Township Fifty (50), Range Seven
(7) West, and
WHEREAS it is inaccessible and remote from highways and schools, and
WHEREAS Bayfield-County is the owner of the Southwest quarter (SWJ) of the

Southeast quarter (SEA) of, Section Seven (7), Township Fifty (50), Range Seven (7),
West, which is accessible to roads and schools,
BE IT THEREFORE RESOLVED, that the County Clerk be authorized to trade the
Southwest quarter (SW4) of the -Southeast quarter (SEJ) of Section Seven (7), Township
Fifty (50), Range Seven,(7) West, for the Northeast quarter (NEVI) of the Southwest
quarter (SW4) of Section Thirty-four (34), Township Fifty (50), Range Seven (7) West,
provided Mrs. Gasman has paid all the taxes on her present forty and it is free from
encumbrances.

present farm on the north.
Payment to.be made on the deferred plan, the down payment to be $25.00,
second payment $25.00, third payment 25.00 and last payment $29.00, all within the
three year deferred payment plan.

Mr. and Mrs. Valentine Rummel, both of whom are incapacitated for work due to old
age, and
.WHEREAS they now make an offer of Fifty Dollars (50.00) for said property,
therefore, in view of the foregoing facts,
BE IT HEREBY RESOLVED, that the County Clerk be and is hereby instructed to
quit -claim Lot Two-(2), Block Twenty-seven (27), Townsite of Washburn, to Mr. and

September 28, 1932.
The Bayfield County Board:
The conservation committee passed a motion that they did not want to withdraw
any land from the Moquah Forest Unit. Would ask you if you would trade the following -
Forty SE of SE -Sec. 6 Town 49- R5-- for the SE of NE, Sec. 34, Town 49 - R6 which is
located near the center of the -Unit and has 8 acres cleared cabin and barn on it.
The forties are about equal but the one in Sec. 6 - 48 -5 is on the edge and close to
a school is why I want it.

BE -IT --HEREBY RESOLVED, that the building and grounds committee be and are here-
by authorized and directed to secure compensation insurance on the county employees for
which the county would be liable in case of accident and injury and affects resulting
from same.

BAYFIELD COUNTY, _ITISOON SIN:.
We, the undersigned committee on County Fair, wis,,h to make the following report.
We have examined the annual report of the County Fair which is separate from
this one and recommend its adoption and place it on file... It was one of the most
successful if not the most successful Fair, both from an exhibition and financial
standpoint.
We recommend the following appropriation to cover expenses and insurance;
namely, 1,200.00..
We. also wish to commend the Fair Association afficials for their splendid work,
and also the County Agricultural Agent for his fine cooperation.

The following report was read®
RURAL PLANNING COMMITTEE
Report to County Board
Your Rural Planning Committee made a two-day trip around the County'a.nd visited -
the following places of interest:
The first place was.a beautiful sandy bathing beach lying between the Onion and
Sioux rivers. This lies.within a block of Highway 13 and we are told it is used by
hundreds of people during the summer months.
Olson's Hill was the next place. This farm --is on the hills above the City of
Bayfield, and from there.one can obtain one of the most beautiful views of, the Lakes
and the Apostle Islands.. We are of the opinion a small tract could be purchased for
a very nominal sum.
On Bark Point we found a beautiful spot on the lake shore with a fine grove
of balsam and spruce in the back ground and sometime could be acquired for a small
sum.
The Tourist Park at Port Wing has long been a.resting spot for tourists for
many years. This property now belongs to the Swedish Church and at the proper time
something might be done.through the cooperation of the Church and the Rural Planning

Committee to obtain this for the convenience of the traveling public.
At Bayfield a suitable monument should be erected on a spot where the old
Military Road entered the City and in other places over"the County where there are
historical points of interest.
Cable and Drummond were also visited and the Committee found some beautiful
lakes that could be acquired in time.
Wherever we went we found the people much enthused over the possibilities
of carrying out some of these plans.

Your committee stongly recommends that we make a start before all these beauty
spots are purchased by private parties,, and thereby shutting out the general public.
Many people can not afford -to put up at resorts and we should make some provision for
their enjoyment.

ANNUAL REPORT OF THE COUNTY
HIGHWAY COI,WITTEE
BAYFIELD COUNTY
November 15, 1932.
To the Honorabie County Board of Supervisors:
Gentlemen:
Your county Highway Committee begs to submit its annual report of Highway
activities effecting this county in 1932 together with recommendations for 1933.
A year ago, this committee- reconimended the -placing of the State Aid Allot-
ment on State Trunk Highway No.-13 in direct opposition to the wishes of the Wis-

consin Highway Commission, which action resulted in a comprornise/ agreement satisfactory
to this committee, and approved by the Bayfield County Board at a special meeting on
March 22, 1932. Under this agreement, U. S.-No. 2 has been paved with concrete eight
miles -from the Douglas County Line to Iron River, and is now completed, and No. 13
was graded and gravelled for seventeen miles from Port Wing to Cornucopia, the Port
wing - Cornucopia job is not yet completed. Next year under this areer2ent, U. S. No.
2 will be graded for 25 miles from Iron River to Ashland County Line with -a. view to
paving with concrete in 1934. The maintenance of the State Trunk Highways have been
carried on this season as planned. For next year this committee is asking the Wisconsin
Highway Commission that patrol maintenance go on as usual , that all Federal Aid High-
ways be oiled, that a turnover black top surfacing be placed on No. 13 from Barksdale
to Bayfield, and from Port `sing to Cornucopia on No, 13, that gravel surfacing be placed
from Port Wing to the Douglas County Line on -No. 13, that a grading and graveling Gang
Maintenance Project be placed on No. 13 beginning at about the NE corner SEJ SEV
24-r;1-6 and extending easterly for two miles, that the ditches be cleaned and gravel
placed on No. 13 from about the SE corner 13-51-5 and extending southeasterly for 7 miles
or to Red Cliff, and that ditches be cleaned and gravel placed on U. S. No. 2 from
Ashland Jot. to Fish Creek.
Under the present Highway Laws no part of the expense of maintaining or con-
structing the State Trunk Highway System is paid. by Bayfield County and this Committee
is in hopes through proper negotiations-1vith the Wisconsin Highway_Commission of seeing
most of the above -outlined work accomplished in 1933. This committee recommends that
the -Wisconsin Highway Commission's decision to abandon a part of S. T. H. #24 and #112
in this county be laid,on the table. This Committee believes it would be good policy
for the Bayfield County Board to go on record as opposed to any further diversion of
State Highway funds from road purposes.

Your committee recommends the passage of a resolution authorizing and
directing the District Attorney to commence an action against the State of Wis-
consin compelling the payment, if necessary, o-f sufficient State Aid Funds to
retire the bond principal of Bayfield County's-outstanding Highway -Bonds used
for construction on the State Trunk Highway System.
Your Committee recommends the passage of a resolution setting: aside
certain parcels of lands now County owned, which are necessary for Right-of-way
on State Aid Project No. 8471, State Trunk Highway No. 13, Towns of Port Wing
and Clover.
A detailed financial statement of all moneys received and disbursed
during the fiscal year ending October 31st, 1932, will -be found in the County
Highway Commissioner:es Annual Report. You will note from an examination of this
report that all of the county highway department's work and activities have been
kept within the available funds and that there are practically no deficits.- The
-Highway Department does not owe any money. This committee -.is not requesting any
appropriation for the two mill levy, Snow Removal, Machinery Fund, County Con-
struction or Maintenance Fund, County Aid Bridge Fund., or Insurance Fund.
Your Committer recommends that the State Aid for County Trunk Highways
under Section 84-03, subsection.9 for the year 1933 be used for the construction
and maintenance of the County Trunk Highway System under the direction of the
County Highway Committee. _
This past season County Trunk "A" has been graded from Iron River South
for 3 1/2 miles and straightened at Schaugertyos swamp north of Iron River.
County Trunk "C" has been ditched and graveled for the north eight miles, some
gravel patching has been done on County Trunk "E", and twelve miles of grading
done on County Trunk "D" from Namekagon bake to Grandview. In addition to the
above the usual maintenance and snow removal work has been carried out.
Your committee believes that the patrol maintenance of t-he county trunk
system should continue the same as the past season and that the following im-
provements should be made, both insofar as -possible from State Aid Funds. We
believe County Trunk Highway "A" should be graveled with crushed gravel -from
Iron River South for about five miles, at about two hundred cubic yards per mile,
and the ditches cleaned sixteen miles from Iron River to Port Wing, and.the sur-
face patched with about one hundred cubic -yards of crushed gravel per mile. The
four miles of County Trunk Highway "B" from the Douglas County Line toward Iron
River. should be graveled -with -about four -hundred cubic yards of crushed gravel per
mile. The remaining eight miles of County Trunk 'aB" should have the ditches cleaned

TO THE -HONORABLE BAYF'IELD COUNTY.BOARD: -
We, the undersigned committee on Buildings and Grounds, submit the following
report for the work of.the past year.
The walls and ceilings were redecorated in the office of the County Superin-
tendent of Schools, Municipal Court and Register of Deeds. The floor in the office
of the Register of Deeds was also refinished.
It was necessary to do some replastering in the inner office of the County Judge,
and also paint it.
A new cement walk, two feet narrower than the.old, was laid from the court house
steps,to
the
sidewalk.
We
deemed this work
necessary
as the
old'walk was
quite
badly
broken
up, and due
to
its condition,
caused what
might
have been a
serious
accident.
The dome of the court house has been Dainted with two coats of aluminum paint
and a few other minor repairs were made so that it would be water tight.
Outside of maintenance,. the work done at the jail consisted of the installation
of two new toilets, and replacing a large iron plate which had been rusted to such a
degree that; it was deemed no longer safe. The total cost of repairs at the jail
amount to approximately $250.00 and those at the court house to approximately $475.00.
Next year we will have a large item of insurance premiums coining due on the
courthouse building, and together with other needed repairs we recommend the sum of
$4,4100.00 for 1933. We recommend $3,200.00 for the county jail for 1933, which
includes a new roof on the residence of the jail and a cement walk on the north side
of the courthouse square. ;.

WHEREAS, It appears that the tax on the -aforesaid lot was paid by Gust Strom -

other property of your petitioner was assessed for taxation as a public utility by
Wisconsin Tax Commission under the provisions of Chapter 76 of Wisconsin Statutes,
and that said real estate and other property of your petitioner having been thus
assessed by said Wisconsin Tax Commission under the provisions of Chapter 76 of
Wisconsin Statutes, your petitioner duly paid said taxes so assessed by Wisconsin
Tax Commission for said year 1929 and for all other years subsequently thereto and
that said taxes so assessed and levied upon said -real estate by the assessing and
taxing officers of said Town of Iron River and said Town of Hughes were and are
illegal and void.
WHEREFORE, petitioner prays that your honorable body cancel or cause said

reserves under Section 59098 of,the Wisconsin Statutes, the initial resolution

of November, 1931, and publication having been made and filed in compliance with
the laws relating thereto, and
WHEREAS, all legal requirements having been met with, the Bayfield County
Board is now authorized by law to create and establish boundaries of county forest
units.
THEREFORE, in view of the foregoing facts, be it hereby resolved that the
South 1/2 of Sections 29 and 302 Township 51 North, Range 5 West, be included in
County Forest Unit #2.

AN ORDINANCE.- -
Amending an ordinance of the County Board of Supervisors of Bayfield County,
adopted May 24, 1924, and amended April 262 1927, entitled: "An ordinance for
the regulation of dance halls and places of amusement in Bayfield County, Wisconsin,
and providing for the licensing of such dance halls, and providing a penalty."
The County Board of Supervisors of the County of Bayfield do ordain as follows:
Section 1. That certain ordinance of the County Board of Bayfield County,
adopted on the 29th day of May, 1924, and amended April 26, 1927, entitled "An
Ordinance providing for the regulation of dance halls and places of amusement in
Bayfield County, Wisconsin, and providing for the licensing of such dance halls
and providing a penalty" is hereby amended by striking out the words: "four dollars
and -twenty-five cents" where the same appear in Section 3 of said ordinance, and
inserting in lieu thereof the words "three dollars and twenty-five cents", so that
said section 3 of said ordinance as so amended shall read as follows:
"Section 3. No person shall hold or.conduct a public dance except in com-
i s sued
pliance with a written permit to be by the county clerk upon application there-
for made at least three days prior -to the date of the holding of such public dance
and the payment to the said clerk by the said applicant of an inspection fee of
three dollars and twenty-five cents. The said clerk shall issue such permits for
dances to be held only at duly licensed public dance halls."
Section 2. Said ordinance is further amended by striking out the words "not
less than twenty five dollars and not more than one thousand dollars or by,im-orison-
ment for not less than thrity days in the county -jail and not more than one year in
the state prison" as contained in Section 14 of said ordinance, and inserting in lieu
thereof the words "Not more than one hundred dollars ($100.00) or by imprisonment in
the County.jail for not more than six months, or by both such fine and imprisonment,"
so that said Section 14 of said ordinance as so amended shall read as folloivs:
"Section 14. Any person who shall violate any of the provisions of this ordin-
ance, or shall falsely represent the age, parentage or guardianship of any child -under
sixteen years of age in order to secure the admittance of such child to a public dance,
or to secure permission to such child to continue to attend such dance, shall be
punished by a fine of not more than one hundred dollars (0100.00) or imprisonment in
the County Nail for not more than six months, or by both such fine and imprisonment;
and, as an additional penalty, the license or licenses of the person or persons con-
victed of violating -this ordinance shall be revoked."
Section 3. This ordinance and the provisions hereof shall take effect and be
in force from and after passage and publication.

R E S O L U T I O N
WHEREAS, Certain Changes and relocations have been made in the location -of
U. S. Highway No. 2, Federal Aid Project No. 375G, Section No. 2, in the towns of
Hughes and Iron River, and in State Trunk Highway No. 13, State Aid Project No. 8471,
tolimi s of Port Wing, Clover, and Bell, and,
WHEREAS, Such unused portions within the limits of both the above projects are
not now necessary as a part of the State TrLmk Highway System,
NOW THEREFORE, BE IT RESOLVED, By this Bayfield County Board of Supervisors,
assembled in annual session the 16th day of November, 1932, that all of the unused
and unnecessary portions of both the above projects be, and the same are hereby
reverted back to the respective towns in which they are located.

The following claim was read:
TO THE COUNTY OF BAYFIELD and -To THE COUNTY BOARD OF SUPERVISORS THEREOF:
The undersigned, Lillian O'Sullivan, makes the following -complaint against
the above mentioned County of Bayfield, because of damages sustained to her auto-
mobile on the 2nd day of November, 1932:
The automobile of the said Lillian O'Sullivan was being driven from Cable,
Wisconsin, to Washburn, Bayfield County, Wisconsin, on Highway No. 24, by John
O'Sullivan, and when it reached a point about one mile north of the Village of
Mason, in Bayfield County,..a tractor owned by said Bayfield County, and being then
and there operated by an employe of Bayfield County, in a southerly direction along
Highway No. 24, collided with the automobile of this claimant and damaged it to such
an extend that claimant's automobile was almost a wreck, 1he collision occured
after sunset, to -grit: at about 5:30 P. M. , and neither the tractor nor grader which
the tractor was pulling was equipped with lights or reflectors of any kind, and was
being driven on the wrong side of the road, that is, to the east of the'center line
of Highway No. 24 while the tractor and grader were proceeding in a southerly direction.
The collision and consequent damage to the automobile of this claimant was
caused by the negligent operation of said tractor and grader on Highway No. 24 in
Bayfield County, Wisconsin, by an employe of Bayfield County, Wisconsin, who was then
and there in performance of his duties for such county, and neither said tractor or
grader was sufficiently lighted, and neither had any lights or reflectors to warn
or give knowledge of the presence of such tractor and grader upon the highway after
dark to other automobiles and vehicles lawfully upon the said highway, and by the
further negligence of the operator of said tractor and grader in proceeding on the
wrong side of the road.
That as a result of,said collision, the automobile of said claimant was
damaged to the extend of Seven Hundred and eighty-six and 70/100 Dollars (76.70),
as this claimant is informed and believes, and this claimant by reason of the
negligent operation of the tractor and grader as heretofore set out, hereby makes

claim-for satisfaction on account of damages to her automobile in the sum of One
Thousand Dollars ($1000.00).

A RESOLUTION.
Authorizing and directing the district attorney of Bayfield County, to in—
stitute and prosecute an action or actions, as may be necessary, against the Wis—
consin Highway Commission and its members and the State Treasurer, for recovery of
the sums of money due or owing to Bayfield County, under the provisions of Chapter
84 of Wisconsin Statutes, for the retirement.of bonds issued by said county for con—
struction and repair of State Trunk Highways.
Be it RESOLVED, By the County Board of Supervisors of Bayfield County, Wiscnn—
sin, assembled and convened at the annual meeting thereof this 16th day of November,
1932, that the district attorney of Bayfield County, be, and he is hereby authorized,
directed and instructed, to bring and institute, and to prosecute in the name of
Bayfield County, against the Wisconsin Highway Commission, its members, officers and
employes, and against such other state officer and officers and employes, as may be
necessary or proper parties, an action or actions, in such form or forms and for such
relief as he may deem necessary to recover from the State of Wisconsin, such sum,
sums and moneys, as shall, be -or is lawfully owing and due or payable to said county,,
under the provisions of Chapter 84 of Wisconsin Statutes, for the payment and retire—
ment of its bonds and interest thereon, issued in 1922, to the amount of one Hundred
and eleven thousand dollars ($111,000.00), the proceeds of which were used for the -
construction, repair or improvement of State Trunk Highways in said county; and be
it further ----
RESOLVED, That, in view of the fact that there are now negotiations pending
between the officers of Bayfield County, and the Wisconsin Highway Commission, for the
collection of the balance claimed by said county for, the year 1932, said district
attorney defer such action until such time, as in the opinion of the County Road and
Bridge Committee of said County, he shall proceed therewith.

To authorize the sheriff of Bayfield County, to offer a reward for information
leading to the conviction of the person or persons who murdered Joseph Caraba in the
Town of Pilsen in said County, in June, 1931- _
BE IT RESOLVED, By the County Board of Bayfield County, assembled and con-
vened at its -annual meeting this loth day of -November, 1932, that the sheriff of
Bayfield County be, and he hereby is, authorized to offer a regard of -five hundred
dollars (500), for information leading to the arrest and conviction of the person
or persons who killed and murdered one Joseph Caraba (or Karaba), at the gasoline
filling station of Peter Boleraski, in the Town of Pilsen in said county, on the
day of June , 1931, and that said.sheriff be requested to promise the informer
or informers that his or their names shall not be disclosed, unless it shall be
necessary to have such informer or informers testify in court in relation to said
killing; and be it further --
RESOLVED, That the said Sheriff be and he is hereby directed to request his
Excellency, The Governor of Wisconsin, to also offer a reward for the same purpose.

1-ITHEREAS, trespass and violation of property rights in Bayfield 'County is
constantly increasing, and
WHEREAS, many non-resident as well as resident o--rners are becoming dis-
couraged in owning and paying taxes upon property in Bayfield County due to trespass
and property destruction, and
ITHEREAS, it is to the advantage of Bayfield County to encourage property
ownership within the county, and
WHEREAS, it is of material advantage to local.comrnunities to insure pro-
tection of property to all property owners, including non-residents,
THEREFORE BE IT RESOLVED, that the Bayfield County Board instruct the
County Clerk to notify all town officials regarding the sentiment of the County
Board in this matter and request town officials to take whatever action necessary
to safeguard owrnerst property rights.

Rural Planning. -Committee in each Wisconsin County, and _
WHEREAS, these committees can only function efficiently when they receive moral
and financial support from their respective county boards, and
WHEREAS, the Wisconsin State Horticulture Society believes that these committees
when properly encouraged and supported can render great service to their communities
and to the State in improving the beauties of our state and increasing the interest
of the residents of Wisconsin and of other states in the scenic beauties of Wisconsin
to the mutual benefit of all. _
BE IT THEREFORE RESOLVED that we, the members of the Wisconsin State Horticultural
Society, instruct the Secretary of the Society to communicate to --the various county
boards the appreciation of the Society for such encouragement and assistance as has
been given its County Planning Committee and urge that its work be emphasized more
in the future even than in the past.

Under the provisions of the present statutes, authority exists for the antic-
ipation of future allotments and for cooperative agreements between the counties and
the state for the construction of certain highway improvements with future funds
accruing to the county. Such an agreement was entered into between Bayfield County
and this Commission, under the terms of which the improvement of the Port-'Nting-
Cornucopia Road was undertaken in 1932.at an estimated cost of $190,000, which is
to be financed by an allotment of $101,000 of the 19
33 allotment and $89,000 of the
county's 1934 allotment.
Under the same agreement the Commission plans on undertaking the grading of
U. S. Highway No. 2 between Iron River and the east county line in 1933 with a
view of paving the same in 193? -
The determinations.are tentative only. The actual amounts cannot be known
until after the end of the fiscal year which'is June 30, 1933.

ANNUAL REPORT OF THE ZONING COMMITTEE.
TO THE HONORABLE MEMBERS OF THE COUNTY BOARD:
The Zoning Committee attended a conference on land utilization held in Vilas
county on July 6th and 7th. Following this they met on August 4th and made perlim-
ina.ry arrangements for planting in the county forestry units. The following recomm-
endations Were adopted:
1® That the scale of wages be the same as the county pays for other common
labor an hour and that the regulation day be eight hours.
2. That the scale of wages for the foremen of.the units be set at forty cents
per hour.
3. That the county agent engaging labor for forestry work do so on a basis of
50% from the towns and 50% from cities.
4.
That
the

of a foreman -be
designated by the
county agent.
5.
That
the
present
Washburn tower
be replaced by a
new up-to-date higher tower,
on a suitable location.
6. That firewood be furnished individuals and institutions showing necessity
for same upon signing an agreement to out only designated -timber and be responsible
for disposal of slash, said. agreement to classify the party receiving wood cutting
permit as a trespasser and prosecuted as such, providing he fails to fulfill the
agreement.
7. That the ownership or purchase of farm wood lots within the county forest
units be encouraged.
8. That each town board take some action with regard to timber trespass on all
lands.
The Chairman of the Zoning Committee accompanied the state forester and county
agent on an inspection tour to lay aut plans for the fall work. It was decided that
planting operations should be carried on in units #2, 3 and 4 and that labor and
equipment be hired and purchased for this purpose.
A joint meeting of the Zoning and Agricultural Committees was held on AuF•ust
23rd for the purpose of allotting the forestry budget for field work. In addition
to this the joint committee went on record as favoring the sale of county owned or
county forestry lands to individuals for farm or wood lot purposes. The committee
also requested the coun_ty clerk to insert notices in each of the. county papers
pertaining to trespassing on county -owned lands for the purpose of removing; wood.
The committee also went on record as setting aside a suitable tract of land on which
unemployed could cut :mood under supervision.
The committee begs leave to report that the following areas were planted this
fall: Unit f 4 , 95 acres in the Town of Barnes; Unit 1k3, 368 acres in the Town of
Tripp; Unit #-2,,293 acres in the TcTn of Bell, making a total of 756 acres planted
using approximately 900,000 seedlings. In addition to this twenty-five men were
used to cut dead timber for the purpose of reducing the fire hazard and furnished
fuel to the needy.

The forestry operations this fall gave employment to 250 men for an average
period of seven days each with a total payroll_ expenditure to date of $4,494.89.
The.Committee wishes to take this opportunity to thank all the town chairmen
and employment committees of the cities for their cooperation in furnishing a list
of the unemployed in their respective communities.

November 17, 1932.
TO THE HONORABLE BAYFI'N,LD COUNTY BOARD:
We, the undersigned Special Committee appointed to investigate and report on
the Old Age Pension Law which becomes effective July 1, 1933, make the following -report-.
The committee Meeting was held in August at the courthouse and the different
phases of the law were studied. On September 29th we made a trip to Superior to
confer with the Douglas County Clerk and County Judge, Haley, Who has charge of
administering old a.ge pensions of said county. We were informed that one hundred
pensions have been granted and there were two hundred applications on file which had
not been acted on. We were informed that the voluntary adoption of the Old Age
Pension by Douglas County two years ago was one of the contributing factors toward
placing them in the financial dilemma they are in today.
The annual report from the State Board of Control for the year ending June
30, 1931, shows there were eight counties operating under the Old Age Pension.
The average pension granted in these counties amounts to approximately $19.70.
We attempted to make a survey of the number of persons who might be elligible
for pension in Bayfield County but are satisfied this survey is far from correct in
some of the districts.
We recommend the adoption of a resolution being submitted to the Legislature
regarding Old Age Pension.

Senator and our Assemblyman and that they be and they are hereby directed to exert
their best efforts to promote legislation to carry out the adoption of this resoution..

in Bayfield. County.,_and does not show any of the streams of said Bayfield County.
AND WHEREAS, the official map of Bayfield County, by direction of the Commission
of Agriculture, after making the official_survey of the land and lakes, and classif-
ication of the soils of said Bayfield County, shows that there are more than one
hundred and fifty lakes in Bayfield County in which there are game fish of various
kinds.
NOW, THEREFORE, Be It Resolved By the Bayfield County Board now in annual session
at the court house in the City of 'Mashburn, it is the sense of this meeting that the
State Highway Commission of Wisconsin discontinue that part of the present Road P:jap
insofar,as Bayfield County is concerned, and cause,to be used in it-s place the
Official Map of Land and Lakes Survey as made by direction of the Commission of Agri -
'culture, which correctly shows the lakes and streams.
AND BE IT FURTHER RESOLVED, That a copy of this resolution be sent'to the State
Highway Commission, the Conservation Commission and the Commission of Agriculture.

the dance halls in the county. We found them in much better average condition than

We recom-Iilend that the hermit fee be reduced from $4.25 to $3.25, and that the

that the chairman of each town send in his recommendation to the county clerk not
later than January 1, 1933, for'dance hall inspector in his district for the ensuing
year.
A separate resolution is being introduced making a change in the penalty in the
dance hall ordinance and we recommend its a.do-otion.
The past twelve months there were 154 dance hall permits issued. There are
thirteen licensed halls in the county, the licenses being issued to the following:

RESOLUTION
SNHEREAS, blueberries constitute an important and valuable product to Bay -
field County residents,\and
'WHEREAS, a considerable damage to the blueberry crop is occasioned each
year because numerous persons, many of whom are non-residents, begin harvesting
before the berries•are properly ripened, and such early harvesting not only
damages and destroys the unripened crop but results in an inferior product being
sold and thus demoralizes the market price,
THEREFORE BE IT RESOLVED, that a, committee, appointed by the chairman -of the
County Board, be authorized and empowered to prohibit the harvesting of blue-
berries on county owned lands until such time as it shall determine the blue-
berries. are in proper condition to be harvested; and to require non-residents to
pay such license fee into the county treasury for the privilege of larvesting
blueberries on county owned lands as it shall deem necessary in the public
interest.

Be it hereby resolved that the mileage allowed the County Superintendent
of Schools for the use of her car in the performance of her official duties, be
reduced from ten cents to seven cents per mile.
Be it further resolved that the salary of the County Superintendent of
Schools for the next term of office, July 1, 1933, to July 1, 1937, be reduced
from 92,000.00 to $1,000.00 per year.
Be it still further resolved that the County Supervising teachers receive
a minimum salary of $1,200.00 with an increase of :$,100.00 a year until a maximum
of $1,400.00 per year is reached.

RESOLUTION
BE IT HEREBY RESOLVED by the Bayfield County Board of Supervisors, at an
annual session this 17th day of November, 1932, a resolution passed November 15,
1927, authorizing the District Attorney to hire his own clerk, bre and it is hereby
rescinded, and
BE IT FURTHER RESOLVED that the Finance Committee is hereby authorized
to hire at a yearly maximum salary of Eight Hundred and Sixty-four Dollars ($864.00),
a stenographer and clerk to replace all clerical help now assigned to the County
Court, hunicipal Court, Juvenile Court and District Attorneys office, her office
to be located in the Court House, her duties to take and transcribe testimony in
the county court, municipal court and juvenile court and all clerical work in conn-
ection with the administration of the criminal law, and the official clerical work
in the District Attorney's office; the cost of her office to be pro -rated as to the
time actually devoted to the work of each department.

A resolution pertaining to the use of a certain county office in private
business.
Be it hereby resolved by the County Board in annual session assembled this
17th day of November, 1932, that the County Judge is hereby ordered to remove
from the office located in the Bayfield County Court House and. used by him, all
books, records, files and whatsoever pertains to his private Insurance business
which is now carried on from said office.

RESOLUTION.
MEREAS, on July 17th, 1931, Bayfield County entered into a land contract
with one, Myrtle T. Rowley, for the sale of the SW SE of Section 10-51-4, and the
amount of $24.00 was paid to Bayfield County by said Myrtle T. Rowley at that
time being the cash payment demanded for same, and
.. WHEREAS, -a year later when'the second payment became due said Myrtle T. Rowley
decided that she could not meet. said payment and did not meet it, and
WHEREAS Bayfield County later sold said description of land to another party
under a land contract for what was deemed a full value for said land, now

meeting assembled this 17th day of November that the .County Clerk be, and he hereby
is duly authorized and instructed to refund to said !,.Iyrtle T. Rowley the sum of

The following resolution was read:
R E S O L U T I O N
WHEREAS, the Indians residing in the -Town of Russell are constantly in need
of help and'Yave been and will be in the future an excessive burden upon the tax-
payers in the `i'own_of Russell; and
WHEREAS the County now owns a certain parcel of land, namely: SW SE, Sec-
tion 30-, Township 51, Range 3, suitable for agricultural development, and
WHEREAS, the Town of Russell has received Reconstruction Finance Carrporation
funds for the purpose of giving -employment to these Indians, and
WHEREAS, the Town -of Russell proposes to use these funds as •Indian Relief
by employing these:Indians to clear the land and prepare for small farming tracts
to be used for the specific benefit of the said Indians, general supervision being
given by the Town Board of the Town of Russell.
THEREFORE BE IT RESOLVED, that Bayfield County deed the above described area
to the Town of Russell for the specific_purposes of developing a project which will
partially relieve, the,Town of Russell -from the burden of supporting said Indians.

WHEREAS it is necessary to change the Land Sales Committee of this county
be. --it hereby resolved by the Bayfield County Board in annual session, that the
Finance Committee is hereby empowered to create a land Sales Committee, one member
to be -the Chairman of the Town or ward supervisor of the District in which the land
lies which is to, be sold. All sales to be subject to the final approval of the
Bayfield County Board.

A RESOLUTION,
Requiring that all town and county poor persons requiring medical and
hospital treatment, obtain such 4reatment and --relief .within the.county.
Section 1. RESOLVED, By the County Board of Bayfield County, assembled
and convened at the annual meeting thereof, this 17th day of November, 1932,
that all poor persons requiring medical or hospital treatment at the expense
of the Towns of said County or of said County, shall obtain such treatment
locally in said County, and thp,.t no bills or claims for any such medical or.
hospital treatment shall be paid by said County, except such as are for services
obtained locally in said County.
Section 2. In case of an emergency the chairman of the county board may
authorize such medical and hospital treatment outside of said county, when, in
his opinion, the safety of a; patient requires it.

WHEREAS, the\use of labor saving machinery on public highway construction
displaces hand labor and tends to increase unemployment, and
YTHEREAS, in the present emergency highway construction offers..employment
for large numbers of those now unable to find jobs providing labor saving mach-
inery is not permitted to displace hand labor, therefore be it
RESOLVED, that the Bayfield County Board urges the towns, cities and
Villages and the county highway department to substitute hand labor for labor
saving machinery wherever possible and practicable in highway construction work
within the county.

WHEREAS, taxes on farms, homes and other forms of property are excessive
in proportion to what others pay and as a result increasingly large numbers of
farms and homes are being sold for taxes; therefore, be it
RESOLVED, that the Bayfield County board hereby goes on record as favor-
ing a reduction of governmental expenditures,:state, county and local, and
favors a shifting of a greater share of the tax burden to those with earnings
or cash incomes to the end that the tax load may be more equitably distributed
among the taxpayers.

WHEREAS, the elementary schools in Bayfield County would be seriously
crippled and many would be forced to close if the funds under the common school
equalization law were to be materially reduced; and
WHEREAS, school districts in upper, -Wisconsin have been able to dras-
tically reduce iProperty tax levies by reason of the fact that schools are receiv-
ing funds under the said equalization law to enable them to continue in operation;
and
WHEREAS, elementary education is a matter of statewide concern and
should be available to all of the children of Wisconsin on the same basis and

opposing any movement to divert any oAthe funds now being alloted under the school

The following resolution was read:
R E S O L U T I O N
WHEREAS, the present four cent gasoline tax law has enabled counties, towns,
cities and villages to reduce property taxes for highway purposes and`in many in-
stances to eliminate property tax levies for highways; and
WHEREAS, under the four cent gasoline tax law the user of the highways is
required to contribute to the support of the highways and in turn is entitled to
the benefits of improved roads -.for which he is paying; and
WHEREAS, many towns, cities and villages are using their allotments from the
gasoline tax receipts to provide jobs on highways for unemployed citizens and needy
farmers thus reducing the cost -of outdoor relief; and
WHEREAS, the four cent gasoline tax law has enabled the State of Wisconsin and
the counties to ,set up a program for the paving of a system of through highways and
the improvement of county and local roads and streets which are essential to the
return of business prosperity.to the farmers and businessment of upper Wisconsin;
therefore be. it -
RESOLVED, by the Bayfield County Board that it hereby goes on record as being
opposed to any movement or proposal to divert receipts of the gasoline tax for any
purpose except the improvement and maintenance of highways; and -be it
FURTHER RESOLVED, that copies of this resolution be forwarded to the member of
Assembly from Bayfield County.

the per diem is hereby fixed at the rate of 03.20 to be effective on January 1,

Relating to the Dedication of County Lands for Highway Purposes
WHEREAS this County has heretofore acquired, and now ownes lands along the
State Trunk Highways in the County, which highways are now maintained by the State;
and
WHEREAS, it is necessary and desirable for the use and. enjoyment of the said,
highways that the natural vegetation along such highways shall be preserved and that
additional suitable trees and shrubs shall be planted along such highways, with a
view of preserving and enhancing the natural beauty of the roadside, and for the
further purpose of preventing the formation of snow drifts on the highway:
NOWT THEREFORE, the County Board of Supervisors of Bayfield County does hereby
ordain:
1. That parcels of land along, and on both sides of the state trunk highways,
through the folloyving described county owned lands, of the widths stated in the said

Your committee is please to report that after a.discussion of the County's
situation with the public officials and department heads of the,several departments
in our county government, the County Board is assured that the reductions recommended
together with the voluntary reduction in salaries of elective officials should permit
the several departments staying within the limitations fixed in our budget report.
Reductions in every department have been made, we owe our gratitude to the
officials who are always ready to give their full cooperation in operating our County
Government efficiently and economically for the benefit of the taxpayers and citizens
of Bayfield County. Our appreciation is also extended to the employees for their
cooperation in rendering efficient service and their willingness to accept the reduct-
ions in their salaries at this time.

ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD_

The following budget was read;
REPORT OF COMMITTEE ON FINANCE, MISECELLANEOUS CLAIMS AND BUDGET
November 15, 1932.
To the Honorable County Board;
Your Committee, in accepting the responsibilities imposed particularly during
this period.of distress, has seriously considered the facts and diligently endeavored
to submit a workable plan which would permit our County to function, at the least
possible expense.
A separate report is made.of the Committee's action on miscellaneous claims
filed. In some instances, adequate information was lacking for intelligent action
and had to be referred to the claimant. 'May we request that the supervisors instruct
their local officials to carefully prepare their claims, which should be supported
by properly receipted vouchers or invoices which show in detail the items of cost.
The Committee also calls your attention to administering aid for transient boor.
although_the County is legally bound to defray this cost, it should be taken care
of whenever possible through the other agencies that have been developed for admin-
istering aid of this kind. It is practically impossible to collect for aid given
transient poor whose residence is out of the state .and therefore this becomes a
County expense.
The County's cash position, at this time, we believe to be adequate to meet
expenditures without borrowing money for that purpose.
The committee has investigated the cost of operating the several departments
of the county government. We appreciate the efforts of all of the committees that
have cooperated with this committee in its endeavor to present a legal budget. We
are supporting our recommendations with resolutions to be presented for your consider-
ation.
The total budget is limited by Statute to one percent of the equalized
valuation of all property in the county, or $141,577.45. The total budget last year
was $161,131.36. This requires a reduction of 019,553.9I- It is significant that
this reduction must come out of that portion which the county board has jurisdiction
of ap-aroxirnately 75 , 000.00.
We are presenting for your consideration.a budget which is within the legal
requirements and in order to comply with this, several things are necessary;
l._ To meet the recommended reductions over last year'under GENERAL GOVERN-
MENT, it is necessary to institute a reduction -of twenty percent in salaries and
curtailment. in the miscellaneous expense in the several offices.
We recommend that a full time stenographer be available at the court house
for the county and municipal courts and district attorney, this stenographer to
replace any other clerks assigned to these courts and district attorney �at:the.present
time.
Z. To meet the reduction over last year under PROTECTION OF PERSONS AND
PROPERTY, it is recommended that a reduction be made in the board of prisoners from
seventy-five cents to sixty cents per day.

3. Under HEALTH, CONSERVATION AND SANITATION, it will be necessary:to reduce.
the countyss share of the cost of operating the County Tuberculosis Sanatorium
$2,200.00.
4. We recocm.,iend the elimination of one supervising teacher for the reason
that the law permits one supervising teacher for 125 school rooms. 'The county at
this time has 136 rooms. We feel confident that one supervising -teacher is adequate
to properly supervise these schools and save for the State of Wisconsin the cost of
one supervising teacher.
5. Under CHARITIES AND CORRECTIONS, we recommend that Mothero.s pension be
reduced $6),000.00. The committee has not approved of any new claims for blind
relief or for any increases on old claims.
6. INDEBTEDNESS. It is necessary to pay the principal of bonds amounting to
$9,000.00 and accrued interest on bonds outstanding in the amount of $3,150.00. we
have been assured that the State Highway Department will pay not less than $2,607.00
for retirement of county highway bonds.
7. UNCLASSIFIED. The committee recommends Employees Compensation Insurance
covering county employees at an estimated cost of $100.00 per year.
The committee recommends an appropriation of $1200.00 for the County Fair.
Due to the anticipated tax delinquencies next year, the committee recommends
that the contingency fund be fixed at 10,000.00.
8. HIGHWAYS AND BRIDGES. We recommend that the -Highway Ad"rriinistration be
fixed at $6300.00, which is ,$200.00-less than the amount recommended by the Bridge
and Highway Committee.
9. ESTIMATED REVENUES. The estimated revenues have been determined from
past experience and kept at a minimum.

this 18th day of November, 1932, that any and all residents of Bayfield County, be and
hereby are riven permission to pick, take and carry away from any lands owned by
Bayfield County, during the proper season therefor, trailing arbutus (Epigapa Re -pens).
Be it further resolved, that the legislature of Wisconsin be and it is hereby
requested to repeal paragraph (2) of Section 343.442 of Wisconsin Statutes insofar. -as
it relates to Bayfield County.

gasoline and lubricating oil for county owned cars is -being purchased at retail
prices, and
WHEREAS, the County Highway Department has contracts for the purchase of gasoline
and lubricating oil at wholesale prices,
-BE IT HEREBY RESOLVED, by the County Board in annual session this loth day of
November, 1932, at the courthouse in Washburn, Wisconsin, that the Highway Department
be requested to make arrangements for furnishing gasoline and lubricating oil for all
county owned cars, and servicing if possible.

A RESOLUTION
WHEREAS, the Finance and'Budg;et Committee was empowered by, the.Ba.yfield County
Board in regular session in November, 1927; to establish the salary of clerks em-
ployed by Bayfield County, and.
WHEREAS, the Finance And Budget CoTmittee, at its meeting duly held at the
court house, in Washburn, `'isconsin, on January 3rd, 1928, did establish a sliding
scale of wages for clerk hire, as follows:
"New clerks to be given a salary to begin with at $60.00 a month, and at the
end of three months service, be raised to $65.00, and each six months period there-
after, be given a $5.00 increase in salary, as the management of the office sees fit,
until the maximum is reached ........"
NOW, THEREFORE, be It -resolved by the Bayfield County Board, now in annual
session at the court house in the city of Washburn, Wisconsin, this 18th day.of
November, 1932, that -the Finance and Budget Committee is hereby directed and em—'
powered to establish a new schedule of salaries for clerks and stenographers, and
that the minimum salary be fixed at 140.00 per month and the maximum salary not to
exceed $72.00 per month, and that the Finance and Budget Committee shall establish
rules governing the increase in salaries of said county employees.

STATE & COUNTY AID CONSTRUCTION & MAINTENANCE
DURING THE CALENDAR YEAR
SECTION 1. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available
to the county for highway work in the year 1933 under the provisions of Section
20.49 and Chapters 83 and 64 of the Statutes and the additional sums herein appro-
priated shall be expended as hereinafter set forth:
SECTION 11. WHEREAS: The State Highway Commission has notified the County
Clerk that a, sum of money estimated to be Forty-one Thousand Five Hundred and Twelve
and 92/100 Dollars ($41,512,92) will become available at the end of the fiscal year
ending June 30, 1933, under the provisions of subsection (4) of section 20.49 and
sub -section (2) of Section 84.03 of the statutes, for the improvement of the county
trunk Highway system in the county but that its exact amount will not be known until

SECTION III. MIPIREAS; The State Highway Commission has estimated that the
sum of ,one Hundred Eight Thousand Four Hundred and Seventh -four and 10/100 Dollars
( 108,474.10) will become available under sub -section (4) of Section 20.11-9 and sub- .
sections (3) & (4) of Section 84.03, as state aid for the improvement of the State
Trunk Highway System in the county in accordance with the provisions of Chapter 83
of the Statutes;
BE IT RESOLVED® That the said sum shall be expended in the following improve-
ments, to -wit;
1. The sum of Two Thousand `mix Hundred and Seven and 00/100 Dollars ($2,'07.00),

improvement by grading, draining and gravel surfacing of State Trunk Highway No. 13

the said sum will construct.
3. The sum of Four Thousand Eight Hundred Eighty and 10/100 Dollars ($4,880.10),
for the improvement by grading and draining of U. S. Trunk Highway No. 2, beginning at
Iron River and extending easterly to Bayfield east County Line 22.23 miles, or as far
as the said Sum will construct.
The approval of the above provisions contained in section III hereof to be
contingent on the carrying out of an agreement between the Ba.yfield County Board and
the 'Tisconsin High --:,ray Commission approved by the said Commission on Anril 15, 1932,
Pursuant to Section 84.03 (5) of the Wisconsin Statutes of 1931,
For,Bond Interest, the svxn,of Three Thousand One Hundred Fifty and 00/100
Dollars (03,150.00).
For Bond Principal,, the sum of Nine Thousand and 00/100 Dollars ($9,000.00).
(1) For administerat.ion' including salaries, per diem, office and travel expense
of the County Highway Committee, the County Highway Commissioner, hisclerksand assist-
ants not paid from construction or maintenance funds, the sum of Six Thousand and Three
Hundred and 00/100 (,,'6,300.00).
For the various purposes set forth in Section V hereof, the sum of Six Thous-
and Three Hundred and 60/100 Dollars ($6,300.00).
SECTION VIII. WHEREAS: The various highway activities, for which provision
is made in -this resolution are continuous from year to year, and the exact cost of any
��uork cannot -be known at the time of making the appropriation therefor, this board does
hereby direct that any balance remaining in any ap-oro-oriation for a specific highy7ay
improvement after the same shall have been completed, may be used by the county Highway
Committee to make tip any deficit that may occur in any other improvement of the same
class for which, provision is herein made, and any balance remaining at the end of the
year in any hig h vay fund shall remain and be available for the same purpose in the en-

R E S O L U T I O N
WHEREAS, Miss Elvira Brener has tendered her resignation as Bayfield County
Public Health Nurse, said resignation to ta'Le effect December 31, 1932, and
VHEREAS, Miss Brewer has served as County Nurse for the past -four years,
Having entered upon her duties October 1, 1928, and
NHEREAS, she has performed her duties as county health nurse in a highly
admirable and effective manner, giving unstintingly of her time, her ability and her
experience in the performance of said duties, and
WHEREAS, her work has resulted in a greatly improved public health situation
in Bayifield County and has been of inestimable value in the prevention and cure of
disease, in the dissemination of information designed to heighten the standards of
public health, and in the alrrakening of a wider and deeper interest in public health,
hygiene and sanitation, now
THEREFORE BE IT RTSOLVED, that the Bayfield-County B card of Supervisors, in
regular annual session assembled, this fifteenth day of November, 1932, do hereby
exoress in behalf of the people of Bayfield County their sincere appreciation of`
Miss Elvira Brewer r s work during her term as county nurse, and
BE IT FURTHER RESOLVED, that the county clerk be and hereby is instructed
