Special meeting of the Ba.yfield County Board was called to order at 10:2.0 A.M.
by Chairman Randall. -
Roll call showed the following members present: Fossum, Nourse, Potter,

Moved by Ledin and seconded by Olson to refer the petition of the First Na-
tional Bank of Bayfield for cancellation of tax deed, to the District Attorney. Motion
carried.
The following resolution was read;
R E S 0 L U T I .0 N
RHEREAS, the City of Washburn desires to acquire certain lands owned by Bay -
field County situated within the city limits and offers as consideration therfo-re the
face value of the tax certificates against said property now held by the county; and
IM( REAS, said lands are described as follows: Blocks -numbered 1, 2, 15, 16,
16A, 17, 18, 30, 31, 32, 33 and 44 in the Original Townsite of the City of Arashburn and
the face value of the tax certificates thereon is the suin of $2,468.61; now, therefore
be it
RESOLVED, that the county clerk and county treasurer be and they are hereby
authorized and directed to execute and deliver to the city Clerk of the City of Washburn
a quit claim deed covering blocks numbered'l, 2, 15, 16, 16A, 17, 18, 30,-31, 32, 33 and
44 in the Original Townsite of said city, and that as consideration therefore the face
of the tax certificates against s6id property in the amount of �b2,468.61 be written off

I herewith submit a. bid of ($400e OO) four hundred dollars cash for the Skaug
property now owned by the County in the sixth ward of the city of Washburn.
I understand -Lat there are leaks in the roof of the house that need immediate'
attention, also much of the 10 rk involved in improving and beautifying of the property
iuould have to be done early .this spring, therefore, I would grea.:tly appreciate your con=
sideration at this meeting.
Please find enclosed my check for forty dollars (4$4o.00) which is 10% of the
cash bid, .the balance to be paid upon the a.c.ceptance of this offer.

Bayfield, County
Dear Sir:
After very careful consideration the Industrial .Commission has decided to re-
imburse Bayfield County 100% beginning January 1, 1934, from federal -state funds -for
allowable outdoor relief costs. This decision i-s subject to revision upon thirty days
notice.
Naturally, we are very anxious that counties who receive such large propor-
tion of their relief costs from federal -state funds have continual supervision. ',le,
therefore, are asking Mrs. Gates to visit you frequently. Be free to call upon her at
any time for assistance and consultation.

P. S. If your county board is meeting in the near future I would suggest that you pass
a regular resolution which would put you unquestionably on the legal county system and
clear up the present confusion. 'i'fe are interpreting the November resolution as putting
you on the county system so that the checks will be sent to the county treasurer.

Schedule of Examinations

Certificate of Competency for Blasters
Order 663 of the General Orders on Explosives provides that after March 27,
1934, no person shall prepare explosive charges or conduct blasting operations in places
of employment unless such person holds a certificate of competency issued by the Indus-
trial Comrission.
In order to secure a certificate of competency, the blaster shall be examined
as to his knowledge of the requirements contained in the General Orders on Explosives.
Copies of the explosive regulations will be sent upon request to applicants. Employers
are advised to notify blasters of this requirement.
Examinations will be held at the place and ti'me given below and a,nnlicants
should appear at the place most convenient to them.

Gentlemen:
I purchased the above land on necember 31, 1932 from Bayfield County. At the
time of purchase I understood. that it included all taxes and there would be no tax until
January, 1934. I have found since that the land was assessed in May 1932 which tax was
returned delinquent to the County Treasurer in March 1933. The tax plus interest to date
amounts to $5.08. Now therefore in view of foregoing facts, I hereby petition you to
authorize and direct the County Treasurer to assign the 1933 tax certificate covering
aforesaid land to me without any cost to me.

tance is made available in the near future, now

RESOLVED that United States Senators La. Follette and Duffy and Congressman
Peavey be and they are hereby petitioned to support and vote for legislative measures
which will provide for the appropriation of federal funds for the support of education in
accordance with the plans set forth by the National Commissioner of Education.

payment of all. or any part of the interest and penalties on delinquent taxes on real es -

such taxes are paid before July 1, 1934,
THEREFORE, BE IT HEREBY RESOLVED that the County Board_ of Bayfield CoTrrty waive
all interest and penalties on delinquent real estate taxes excepting the advertising and
the certificate fee for the years 1931 and 1932 for which Bayfield County holds the to .

certificates, providing such taxes are paid before July lst, 1934.
BE IT HEREBY FURTHER RESOLVED that the County Treasurer be authorized'and direc-
ted to accent settlement of taxes as aforesaid.

The following resolution was read;
R'E S 0 L U T I O N
IfEiEREAS, the county board has passed an ordinance requiring and directing the
committee on buildings and grounds to take out a contract of insurance protecting Bay -
field county against liability for workmen's compensation for all county officers and
employes subject to the Workmen's Compensation Act; and
'MEREAS, the Commissioner of Insurance has ruled that the county cannot carry
more than one such insurance contract covering such liability; and _
'NHEFtEAS, the higinrra,y committee has entered into a separate insurance contract
covering county highway employes contrary to the said ordinance and contrary to the
ruling of the Commissioner of Insurance; now, therefore, be it
RESOLVED, that on 1Ia,rch 31st, 1931 , the highway comrnittee be instructed to
cancel the policy of insurance covering highs�zay employes of the county, and the commit-
tee on buildings and grounds are hereby authorized and directed to contract for such in-
surance covering all employes of the county subject to the '"lorkments Compensation Act;
and that the cost of such contract shall be charged to the highway funds in proportion
to the ratio of the payroll of the highway department bears to the total payroll covered
by such contract.

RESOLVED by the County Board of Bayfield County assembled at the annual meeting
there of this 17th day of November, 1933, that the County go on the County system of unem-
ployment relief for the .purpose of better co-operation with the state and County authori-
ties in charge of such relief, without in any Tway affecting the present town system of
poor relief which is understood to be a, distinct'and separl.te function from the uneimploy-
ment relief as now administered.

meeting with reference to the resolution introduced by N. E. Ledin whereby Bayfield County
intended to adopt the County system of poor relief, by striking out the i:irord "unemploy-
ment" and insert in lieu thereof the word "outdoor" and insert after the words "town sys-
tem11 , the words " for hospitalization" . The resolution after correction ,reads as follows:

RESOLVED by the County Board of Bayfield County assembled at the annual meeting
thereof this 17th day of November, 1933 , that the County go on the County system of out-
door relief for the purpose of better co-operation with the state and County authorities
in charge of such relief, without in any way affecting the present town system for hospi-

The following resolution was read:
A RESOLUTION REQUESTING THE FEDERAL DIRECTOR OF CWA OF THE STATE
OF WISCONSIN TO PROVIDE FOR CONTINUING CERTAIN UNFINISHED PROJECTS
�IN BAYFIELD COUNTY
INHEREAS, during the months recently passed a, number of local projects for, pro-
moting public --improvements in Bayfield County were commenced under the auspices of the
CWA, many of which said projects were stopped partially finished, and are now and, have
for same time been at a standstill, and the several communities having in reliance upon
said projects, expended practically all of their available funds for materials to be
used in the aforesaid projects, said materials being on hand and unused and unuseable,
except by the aid of the C?NA,
NOW THEREFORE, be it -
RESOLVED, by 'the County Board of Bayfield County, assembled at a special ses-
sion thereof this 12th day of February-, 1934.,- that the Hon. William L. Coffey, Federal
Director of CIAIA for Wisconsin, be and he is hereby respectfully requested to revive the
projects aforesaid, and to authorize that the same proceed to completion and to arrange
for supplying funds for carrying on said projects to completion so that there may not be
a, loss of the moneys invested in materials intended and provided for said projects by
local taxation; and be it further
RESOLVED, that a copy of this resolution be forwarded to the Hon. William L.
Coffey, Director of CWA for Wisconsin, at Madison, Wisconsin.

That it is the owner in fee of the Northwest quarter of the Northwest quarter'

That on or about the._12th day of August, 1932 a, tax deed upon said. described
land was issued to Ba,yfie.ld County 'upon a, tax certificate issued to Bayfield County upon
the tax sale of the year 1929. The amount for which said tax certificate was sold being,
Twenty-one and 06/100 ($21.06) Dollars, which said tax deed was thereafter, a.nd, on the
22nd day of August, 1932, recorded in the office•of the Register of Deeds for Bayfield

That subsequently, upon the application of said Bayfield. County; by its officers
an order and approval was made by the State Conservation Commission, ordering that the
application of Bayfield County for the approval of said land as Forest Crop Lands be,
and the same is hereby granted, and the said land shall-, by said order, be designated and
classified as Forest Crop Lands, under the provisions of Chapter 77 of the Wisconsin
Statutes, which said, order and approval was made March 18, 1933 , and was recorded in the
office of said Register of Deeds, march 23, 1933, in Volume 121 of miscellaneous records
on page 303.
That at the time of the issuing of said tax deed, and for many months i.iimedia:tel
prior thereto, the said described land had been continuously occupied and in the posses-
sion of Comb Bourgeois, as tenant of the First National Bank of Bayfield, 77isconsin, and
that no notice of taking said tax deed. was made or served upon said.tenant, as occupant
of said land, or upon The First National Bank of Bayfield, ?-fisconsin, as owner thereof, but
that the said tax deed was taken and issued. solely upon an affidavit of non -occupancy dur-
ing the period of six months immediately preceding the taking and issuing of said ta,x deed,
and that by reason of the failure of Bayfield County, as owner of said tax certificate,
and as grantee under said tax deed, to serve any notice of intention to take tax deed
upon said land, upon the sale of 1929, as aforesaid, the said tax deed is wholly void and
ineffective, and the order of said State Conservation Commission, ordering said land to
be designated and classified as Forest Croo Lands, is likewise void.
That the First National Bank of Bayfield, Visconsin, is ready and T,,7a lling to
pay all .delinquent taxes a,nd unpaid charges against said land by reason of the delinquent
tax for the year, 1928, sold to said Bayfield County, at the tax sale of the year 1929,
together with a-ny and all other unpaid and delinquent taxes or charges properly charge-
able to the undersigned, and owing to said Bayfield County, upon the cancellation of said
tax deed so issued to Bayfield County, as aforesaid, and upon the cancellation or revoca-
tion of the order of said. State Conservation Commission, designating and classifying said
land as Forest Crop land.
`fIiERFFORE, said, the First National Bank of Bayfield, I.Visconsin, hereby requests
and petitions the County Board_ of Bayfield County, that it mare an order .for the cancella-
tion of said tax deed and that its officers duly obtain from the State Conservation Com-
mission, an order removing said land from the Forest Crop Land, and that the County Clerk
be authorized to execute a Quit -Claim deed to the undersigned, The First National Bank
of Bayfield, liVisconsin, upon payment by it, to the County Treasurer of Bayfield County,
of all amounts which may then be due to Bayfield County for delinquent taxes and unpaid
charges, with interest, as aforesaid.

Mr. OImalley has called my attention to the fact that I reported a certain
piece of property (Johnson, 1�vm. ) as being unoccunie.d r-rhen it was not va,ca.nt. I distinctl
remember of stopping at Mr. Alec Butterfield's while ?raking; the trip to ascertain the oc-

cupancy of lands on my list, and upon mentioning the fact that'I had only one more place
to -visit, (that of the Johnson place), Mr. Butterfield remarked that it would not be
necessary for me- to stop there as the place was vacant and had. been since Mr. Johnson
moved away. I did -not question his statement because he lived within 40 rods of the
property and we could see the buildings from where we stood. I drove -past the property
as I came home and there was no sign of life;'surely looked vacant.
However, I have come to the -conclusion that Mr. Butterfield thought I had -re-
ference to the old Johnson place 22 miles south of settlement as the place in question
is notnthe- Johnson place as stated on the list, but belongs to Mr. O'Halley, previously,
to Mr.-Behreandt.
However, this is not offered as an excuse, only to help clear up the matter.
I accept all the blame and am sure it will not happen again.

The District Attorney ruled that if the affidavit of the First National Bank of
Bayfield was correct the petition be allowed.
Moved by G. H. Thompson and seconded by R. J. Nelson to grant the foregoing
request. Motion carried.
Moved -by Sibbald and seconded -by Ledin that the bills on file and applications;
for cancellation of tax certificates be -referred to the proper committees with instruc-
tions that they report back to the Spring Meeting of -the County Board.:,. Motion carried.
The following resolution was read:
R E S O L U T I O N
INHEREAS a present ruling exists whereby unemployed. relief labor is not permit-'
ted to work out their relief, thereby lowering the morale and,self-respect of those re-
ceiving relief, and
WHEREAS each taxing district in Ba.yfield County has local projects where relief
work can be utilized;
NOW, THEREFORE, BE IT RESOLVED, that the. County Board of Ba.yfield County, in
Special Session assembled this 12t4day of Fiebruary, 1934, go on record in favor of util-'
izing unemployment relief labor on local- projects, and a copy of this resolution be for-'
warded to the Industrial Commission of Wisconsin, and another copy to Harry L. Hopkins,
Federal Administrator of unemployment relief, at 17ashington, D. C.
