REPORT OF ANDREW NESSETT ON TRESPASS OF COUNTY LANDS
To The Bayfield County Board
Gentlemen:
I herewith submit a report of the work done by me as County Cruiser to
enable you to get some opinion of what the work consists of and of its value to the
County.
Starting in .the work on December 15, 1933, I prepared township maps of all
lands owned by Bayfield County and outlined the work that could be done. I checked all
wood permits issued by Bayfield County officials as to cutting on the correct descrip—
tions and to be sure that only dead and down timber was taken for wood. Most permits
I checked several times and found that those who had the permits were quite anxious to
co—operate, and that they did not cut timber of any value to the County.
I- checked all complaints of wood —cutting trespass on County owned lands and
found that most of the cutting that had been done on these lands was done early in the
fall and should have been checked at -that time. Most of the cutting that had been
done was dead and down t-imb.er. Where parties were still cutting they were stopped and
ordered to get permits. They were all checked at.later times to see that orders had
been complied with.
I checked all loggers operating in the County and found in some instances
that they were cutting over the lines on County owned lands and, in other instances,
that they were cutting on tax delinquent lands. In cases of tax delinquency, they paid
up all back taxes on lands on which they were cutting. In cases of trespass on County
lands, they were requested to purchase such lands and none refused to do so.
I checked pulling of pilings out of Washburn harbor on County owned land. In
this instance, the County was reimbursed for the piling taken.
On request of the County Land Sales Committee, I prepared numerous estimates
of the values on timber lands owned by the County.
Since the foregoing work was started, it has increased the sale of County
lands, due to the fact that the public is_beginning to realize they can no longer help
themselves. The County Clerk informs me that he knows personally of at least five
forties that were sold due to this work alone. He feels there are more but cannot

definitely state so at the present time.
As Bayfield County owns a considerable amount of land. -it should employ a
Cruiser checking these lands at all times as it prevents considerable trespass as well
as requires those that do trespass to settle with the County.

Re: Sharing Unemployment Relief Costs
Dear Mr. Randall:
On November 2, 1934, this Administration requested you to submit an estimate,
of the amount of local funds which you believe can be made available for meeting your
county's unemployment relief costs during the coming year. We are now writing you
concerning the amount which we believe your county should provide in meeting its unem-

ployment relief costs during 1935.
A number of counties have asked us for information on the amount of Federal
and State funds that will be made available to their county during the year 1935. Vie
realize that -the county boards must have some definite estimate upon which to act, and
have therefore made an estimate of the probable cost of unemployment relief in your
county during 1935.
According to the estimate which we have made, the cost of unemployment relief,
including direct and work relief, will amount to ,t204,288 in Bayfield County during 1935.
Of this amount, we'hope to be able to supply your county with203,O85 from Federal and
State funds, -on condition toat $1,200 are provided from county funds. These figures do
not "include the cost of materials and supplies to be used on work projects, hospitaliza—
tion, mothers' Pensions, blind relief, etc., but only those items which are allowable
in matching Federal funds.'
The latter figure was arrived at after a very thorough study of the financial
condition of each county in the state. In the course of this study the 71 counties were
ranked in accordance with their relative financial capacity; taking into account such
factors as tax levies, tax delinquencies, indebtedness, assessed valuations, per capita
net taxable incomes and other- important elements affecting the financial status of
counties.
In considering the above figure tt should be remembered that the legal responsi—
bility for supplying the necessities of life to needy unemployed people rests with the
local governments, and that the State and Federal Governments have come to the aid of
the local'governments only because of the magnitude of the problem. Federal and State
aid is supplemental to local financing of relief and is not intended to relieve the local
communities from assuming as much 'of the financial responsibility as possible.

The following report was read:
REPORT OF -THE CONSERVATION COMMITTEE
To the Bayfield County Board of Supervisors
Gentlemen:
As you know the rural planning committee and the Conservation Committee are
combined. For some years the former committee has met and reported their work to the
County Board, and while many things of interest were in the report nothing was ever done.
This year in conjunction with the Conservation Committee we have accomplished
something, and we believe our recommendations will be of permanent interest to the
county if they are accepted by the Board.
During the summer this committee met. We inspected Observatory Hill near
Bayfield, in company with Robert Lowry, forest ranger, and Douglas Knight, for the pur-
pose of selecting a sight for a -new fire tower.
This Hill presents not only an excellent view of the lake and the Apostle Is-
lands, but it is situated so that it gives a view to a vast -territory that was not
visible to the fire tower off County Trunk "C". On the recommendations of the Committee
and -the heartiest approval of Mr. Lowry this tower has been constructed and a good road
built to it. This tower will serve a dual purpose, fire observation and a most wonderful
view of the lake and Islands.
Through your Committee and the cooperation of the local government officials
the beautiful strip of timber known as the Drummond Woods has been acquired by the govern-
ment, assuring the present generation and posterity a strip of virgin timber that will -
be a pleasure to see by the traveling public.
The matter of establishing lake levels -on all lakes in the County that have
outlets is deemed by your Committee a very important matter, as it would eliminate disas-
terous results from freezing due to shallow water, and tends to eliminate weed conditions
in lakes, both of which are very detrimental to fish life.
Recommendations and resolutions regarding fish fry distribution and game refuges
will come up at the proper time.
In the Town of Iron River on one of the Pike Lakes the County now holds title
to a piece of land comprising some nineteen (19) acres. This land borders on the new
road from Delta'to Iron River. Your Committee is of the opinion that we should make an
effort to have some place where the general public could enjoy a da.y's recreation on
some of our beautiful lakes, without enroaching on private property. Therefore under
separate resolution we are asking that we with -hold this land from sale and dedicate it
to the public for recreational purposes.

At our meeting of-November-7, 1934; by the Committee's request, Messrs. Roves
land, Ellingson, Gla.ssow and Sorden were present.- Mr. pulling gave us a very interest-
ing talk on game and fish protection. He is in the employ of the Federal Government
and assures us he will do everything he can to cooperate. Mr. Sorden and Mr. Ellingson
were called in regarding the request for additional acreage for the federal unit in
Drummond. These men represent the rehabilitation department of the Government. Mr.
Unseth, chairman, and Mr. Glassow, town clerk of Drummond, were present, and are in
favor of the additional acreage. Under separate resolution and with Certain restric-
tions this committee recommends that it be granted.
While much of the work can and will be done that is recommended by this Com-
mittee through the 000 and other branches of the Federal and -State departments, we
cannot erect them to assume all the burden. They should not only have our moral sub -
port and cooperation but some financial support to carry out our intentions. Therefore,
under separate resolution we are recommending an annual appropriation for a period of
five years of three hundred dollars 0300.00) per annum to facilitate our work, and to
be used at the discretion of the Conservation Committee. Much work can and will be
done, and with the help of a small annual appropriation the Committee can accomplish
things that will be a lasting benefit to the County.

Section 84.03, Wisconsin Statutes.
Pursuant to Section 84.04 of the Statutes, you are hereby notified of the
following estimated allotments to your county for highway work under the provisions of
subsections (2) and (3) of Section 84.03 of the Statutes. The estimated allotments
are as follows;
1. Sec. 84.03 (2). The sun of $42,711.78 for the improvement of the County
Trunk Highway System.
2. Sec. 84.03 (3) and (4). The sum of 0111,620.13 for the improvement of
the State Trunk Highway System allocated as follows;
As State.Aid for retirement of county highway bonds - $42200.00
As Federal Aid construction, such sum as may be
required on Federal highway projects in your county
to finance the cost of right of way and other items
in which the Federal funds do not participate. Any
balance allocated as follows;

The following decision and resolution was read;
DECISION OF THE STATE HIGHWAY COMMISSION
CHANGE IN STATE TRUNK. HIGHWAY NO. 13
IN-BAYFIELDCOUNTY The State Highway Commission at -its meeting held August 24-, 1934, pursuant
to public hearing held in the Town Hall of Cornucopia on Friday, August 10, 1934, after
due notice to the localities concerned, decided to make a change -in the State Trunk
Highway.System in Bayfield County by abandoning as portions of the State Trunk Highway
System certain roads and by substituting another road in lieu thereof as hereinafter
described:
The road so to be abandoned as a portion of the State Trunk Highway System is
described as follows;
aeginning-on State Trunk Highway No. 13 at a point approximately 1320
feet west of. the southeast corner of Section 32, Township 51 North, Range 6
West; thence northeasterly through Sections 32,-33, 34, 27, 26, 25 and 24,
all in Township 51 North, Range 6-West, and continuing northeasterly through
Section 199 Township 51 North, Range 5 West, -to a point near the north one -
quarter corner of said Section 19; thence easterly approximately on the north
section line of said Section 19 and Section 20, said township and range, to
a point 640 feet west of the northeast corner of said Section 20, said town-
ship and range, a distance of about 6.75 miles.
The road to be added to the State Trunk Highway System in lieu thereof is des-
cribed as follows:
Beginning on State Trunk Highway No. 13 at a point approximately 1320
feet west of the southeast corner of Section 32, Township 51 North, Range 6
West; thence easterly along the south section line of said Section 32 and
Section 33, said township and range, t6 a point on the south section line
about 1500 feet west of the southeast corner of said Section 33, thence north-
easterly through Sections 33 and.34 along the most direct feasible route to a
point near the southeast corner of Section 27, said township and range; thence
easterly about 1.5 miles approximately on the south'section line of Sections
27, 26 and 25, said township and range; thence northerly 1.25 miles along the
most direct feasible route through Sections 25 and 24, said township and range;
thence easterly about 1.5 miles along the most direct feasible route through

proximately 7.7 miles.
Since the foregoing changes more than one mile of -the State Trunk Highway Sys-

Bayfield County before the same can become effective.

R E S O L U T I O N
STATE & COUNTY AID CONSTRUCTION &MAINTENANCE
DURING THE CALENDAR YEAR 1935
SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to the
county -for highway work in the year 1935 under the provisions of section 20-49 and Chap-
ters 83 and 84 of the Statutes and the additional sums herein appropriated shall be ex-
pended as hereinafter set forth;
SECTION -II._ COUNTY TRUNK HIGHWAY ALLOTMENT. WHEREAS: The State Highway
commission has notified the County Clerk that a sum of money estimated to be Forty-two
Thousand Seven Hundred Eleven and 78/100 Dollars (§,,42,711.78) will become available at
the end of the fiscal year ending June 30, 1935, under the provisions of subsection (4)
of section 20-49 and subsection (2) of Section 84-03 of the statutes, for the improve-
ment -of the county trunk highway system in the county but that its exact amount will
notbe known until after June 30, 1935; _
BE IT RESOLVED® that the County Highway Committee is authorized and -directed
to expend -the said sum for the improvement of the said County Trunk Highway System during
1935 in the following manner, to wit:

For the Construction and Maintenance of the County Trunk Highway System-.
SECTION II.I.. STATE TRUNK HIGHWAY ALLOTMENT. WHEREAS: The State
Highway Commission has estimated that the sum of One Hundred Eleven Thousand 'Six Hundred
Twenty and 13/100 Dollars ($111,620.13) will become available under.subsection (4) of
Section 20-49 and subsection (3) 8:-(4) of Section 84-03, as state aid for the improve-
ment of the State Trunk Highway System in the county in accordance with the provisions
of Chapter 83 of the Statutes: -.-
BE IT RESOLVED: That ,the said sum shall be expended in the following manner
to wit:
1. The sum of Four thousand Two Hundred Dollars ($4,200.00) for the retire-
ment of county highway bonds maturing in 1935.
2. Such sum of this allotment, together with any unexpended balances from
previous allotments, as may be required on U. S. Public Works Highway Projects or other
federal highway projects in this county to pay the cost of right of way and other items
in which the federal funds do not participate.
3. Any balance not required for the purposes hereinbefore provided shall be
expended on the following improvements, to wit:
(a) The sum of Six Thousand Dollars ($6,000-.00) for the/improvement-by
bituminous surfacing of State Trunk Highway No. 13 beginning at
Ashland Junction and extending northerly as far as the said sum will
construct.
(b)
The sum of Twenty-three Thousand Four Hundred Twenty-three and 36/100
Dollars ($23,423.36), for the improvement by Grading, draining and
gravel surfacing of State Trunk Highway No. 13 beginning at Cornuco-
pia and extending easterly as far as the said. sum will construct.
(c)
The sum of Forty-five Thousand and 00/100 Dollars (45,000.00), for
the improvement by grading, draining and 20 ft. Concrete Surfacing
of State Trunk Highway No. 13 beginning at the East County line and
extending northwesterly as far as the said sum will construct.
SECTION V. (1.)
For administration including salaries, per diem, office and travel
expense of the County Highway Committee, the County Highway Commis-
sioner, his clerks and assistants not paid from construction_ or
maintenance funds the sum of Five Thousand Four Hundred Forty Dollars
($5,440.00) _
SECTION VI. WHEREAS: Appropriations are made herein, in.addition to the
amounts available for work in the county under Section 20.49 of the•st'atutes, the County
Board does hereby levy a tax on all of the property in the county t6 meet such appropria-
tions as follows:
(1) For the various purposes set forth in Section V hereof, the sum of Fi.-e
Thousand Four Hundred Forty Dollars (,$5,440.00)
--SECTION VIII. WHEREAS: The various highway activities for which provision
is made in this resolution are continuous from year to year, and the exact cost of any
work cannot be known at the time of making the appropriation therefor, this Board does
hereby direct that any balance remaining in any appropriation for a specific highway
improvement after the same shall have been completed, may be used by the County Highway
Committee to make up any deficit'tha.t may occur in any other improvement of the same

class for which provision is herein made, and any balances remaining at the end of the
year in any highway fund shall remain and be available for.the same purpose in the ensu-
ing year, and any deficit in any highway fund at the end of the year shall be paid from
the next appropriation_made for the same purpose, and
WHEREAS: The exact amount of the funds that will become ava.ilable.for highway
purposes in the County under Section 20-49 of the Statutes will not be known until after
June 30, 1935-, at which time correct figures will be submitted by the State Highway
Commission, the County Treasurer is hereby authorized and directed to make payments on
account of the improvements to be made with such funds, as hereinbefore authorized from
any funds in the county treasury that are not -required for the purposes for which appro-
priated prior to August 1, 1935; and to reimburse such funds in the county treasury from
the sums received under Section 20-49 of the Statutes. The County Clerk is hereby di-
rected to levy the taxes named in Section VI hereof in the county tax levy, and to levy
the special benefit assessments made in Section VII hereof as special charges against
the respective municipalities therein named as provided by law, and the County Highway
Committee and -the County Highway Commissioner are hereby directed to carry out the high-
way construction and maintenance for which provision is herein made, in the manner pro-
vided by law, and to.employ such patrolmen, laborers, and foremen, as they may deem neces-
sary for such ,purpose.

WHEREAS one C. E. Huxley is the owner of the Southwest Quarter (SWI) of Section

REPORT OF THE BAYFIELD COUNTY CHILDRENIS BOARD
November; 1933 to November, 1934-
As vice-chairman of the Ba.yfield County Children►s Board, I was designated by
that body to submit to you our annual report. This legal board composed of five volun-
tary workers has held eight regular meetings this past year.
We are the only agency in the County legally authorized to investigate illegi-
timacy. Sixteen -new cases have been reported to us the past year by the State Board of
Control for investigation. Twelve unmarried mothers have been interviewed. Three cases
have been closed by marriages. One referred to Sawyer County for establishment of pater-
mity. This makes a total of 50 illegitimate children in the County brought to the atten-
tion of the Children's Board.. One illegitimate baby adopted this year through the ef-
forts of the Children's Board and the Lutheran Church Placement Department.
We are actively interested in and helping to supervise at this time 26'depen-
dent children. Two children were placed in custody of Children's Board by the County
Court. Two children on probation to a member of Children's Board. One preliminary
investigation for hearing in Juvenile Court made, five investigations for adoptions
made --three recommended and two pending further investigation, two orphan children are
financed by the Yoeman City of Childhood under the supervision and upon recommendation
of the Children's Board. Clothes were purchased for these children and board money
forwarded by the Lodge through the Children's Board. Two crippled children are kept in
school through the efforts of the Childrenos Board, eight --children found out of school
and brought to -the attention of the Relief Department for aid necessary to be fitted for
school, eight cases for medical and -dental aid requested and paid for by county relief,
or foster parents. Numerous other cases of defective eyesight,,bad tonsils and teeth
were
brought to the attention of the Relief Department and medical aid received. Four
mental examinations were requested and obtained through the relief department. Seven
crippled children interested in and examinations and care received from the Relief De-
partment.
Over a year ago we began the policy of trying to find boarding homes here in
the County for our dependent children. We were told that the State School at Sparta
was overcrowded, and at the best we realize that life in an institution cannot be com-
pared to individual care and normal home surroundings for a child. We have been fortu-
nate in obtaining some very fine foster homes in this county. These are licensed by
the State Board of Control and are under the supervision of the County Children's Board.
The County is paying $10.00 per month in the foster homes at the present time. The
County pays $15.40 per month per child in the institution at Sparta. However, we feel
that there should be an allowance made for some clothing costs and considering a, com-
promise of t�12.00 per month, there would still be a saving of �3.40 per month to the
County over the cost at.Sparta. Purchases of any clothing are closely supervised by a
Children's Board member and the clothing suitably and economically planned.
The -field worker from the State Board of Control at Madison tells us that we
have the finest foster homes of anywhere in the state. They are carefully selected and
we feel that the children cared for thus are very fortunate in not being sent to Sparta.
We have at this time sixteen foster homes and homes under investigation. There are now
ten children in foster homes and three more committed November 17th to be placed. Cir-

cumstances point to possible committment of seven more in the near future.
Five children are in free foster homes where there is no cost to the County.
We try to keep brothers and sisters together whereever possible .and the homes are
carefully selected with regard to the children to be cared for. We keep in mind possi-
ble adoptions and.try to select children for these homes that may possibly receive a
permanent,place. The foster parents of one child have now become so attached to him
that an adoption is pending which will give him a, permanent home and take him off a
County charge. Two orphan girls were removed from an unlicensed home where they had
been placed some few years ago and where they were unhappy under unpleasant home condi-
tions and were placed in a supervised home.
- Through the efforts of the American Legion Service Department and the Children's
Board a settlement has been received from the Veterans' Administration for two children
of a deceased veteran. The County has been re-imbursed for all monies expended on these
children. One of these -children was committed to Chippewa Falls and the County will be
re-imbursed for his keep there. The other child - a, girl - was placed in a Children's
Home And was removed from -the institution and a relative persuaded by the Children's
Board to take her. She is now in a fine home and will receive her Government allowance
until she is of age.
This past year we have had formulated a. written policy to be adhered to by the
Relief Department and the Children's Board so that there need be no overlapping of work
and an understanding as to the limitations of each agency. This -policy was drawn up at
a meeting of the Children's Board, with a representative of the State Board of Control,
and the County and District Relief Directors present. We have very fine co-operation on
our children's problems, the majority of which are in Relief families.
Because of the fact that two of our members can make their calls at the same
time they are making regular Relief calls there has been very little cost this past
year to the County for our administration. Cost of maintaining the Children's Board for
this year to present date has been less than 030.00. This has been expended for postage,
telephone and mileage for calls outside of Relief families. 'Vie feel that a similar
small allowance will be sufficient for our needs the coming year.
It would be impossible for me to give you the number of miles traveled and the
hours spent in this work by the members of the Children's Board. We are glad to do it
for the best interests of our unfortunate children and for our County. We are grateful
for the fine co-operation from the Sheriff's office, the County Superintendent of Schools
and the Juvenile Judge. We greatly appreciate the fine co-operation of County;Board
members and your interest in the work, and trust that you may continue to give our efforts
your approval.

county -owned lands to towns having an excess delinquent real estate taxes to their credit
in exchange for such credit, and
WHEREAS, the law omits -this ---privilege to cities, and
'WHEREAS, the City of Washburn is desirous of obtaining additional land which
adjoins and is contiguous to Memorial Park for park purposes;
THEREFORE, BE IT HEREBY RESOLVED that the County Clerk and the County Treasurer
be and they are hereby directed to issue --a quit claim deed to the City of Washburn cover-
ing all of Blocks 97, 98 and 115, Townsite of ?Mashburn, and that the consideration be
the face of the tax certificates against said property and said consideration'be.written

etc., required by said Wisconsin_ Conservation Commission when, in their operations, it

name should appear on the face of the deed with her relationship to you indicated. She

WHEREAS, the town boards of the towns of Barksdale, Barnes, Bayfield, Bayview,
Bell, Cable, Clover, Delta, Drummond, Eileen, Hughes, Iron River, Kelly, Keystone, Lin -
coin, Mason, Namekagon, Orienta, Oulu, Pilsen, Port Wing, Pratt, Russell, Tripp and
Washburn, have submitted approval of the said ordinance in so far as the same affects the
lands in each of said towns in accordance with and as provided by Section 59.97, Wiscon-
sin Statutes, and particular subsection (l)-thereof;
- NOW, THEREFORE, BE IT RESOLVED, that the above mentioned ordinance submitted by
the Rural Planning Committee, at a meeting of the board, held April 24, 1934, be and the
same is hereby enacted, such ordinance with all amendments and changes to be hereafter
made therein to become effective in the towns of Barksdale, Barnes, Bayfield, Bayview,
Bell, Cable., Clover, Delta, Drummond, Eileen, Hughes, Iron River; Kelly, Keystone, Lincoln
Mason, Namekagon, Orienta, Oulu, Pilsen, Port Wing, -_Pratt, Russell, Tripp and Mashburn.
BE IT FURTHER RESOLVED, that the county clerk upon publication of said ordin-
ance, be and is hereby directed to file a certified copy of said ordinance including the
accompanying map, made a part thereof, in the office of the register of deeds of Bayfield
County.

ZONING.ORDINANCE for BAYFIELD COUNTY, WISCONSIN
An ordinance regulating, restricting_ -and determining the areas within the county
in which agriculture, forestry and recreation may be conducted, the location of roads,
schools, trades and industries, and the location of buildings, designed for specified
uses, and the establishment of districts for such purposes and the establishment of set-
back building lines outside'of the limits of incorporated villages and cities, pursuant
to section 59.97 of the Wisconsin statutes.
The county board of supervisors of Bayfield County does ordain as follows;
SECTION I.
Districts and District Maps
- . For the purpose of promoting public health, safety and general welfare and
regulating, restricting and determining the areas within which agriculture, forestry and
recreation may be conducted, and establishing districts which are deemed best suited to
carry out such purposes, outside of the limits of incorporated villages and cities, and in
accordance with the provisions of section 59.97 of the Wisconsin Statutes, the territory
included in the boundaries of the folloti.,ing towns, to -wit; Barksdale, Barnes, Bayfield,
Bayfiew, Bell, Cable,, Clover, Delta, Drummond, Eileen, Hughes, Iron River, Kelly yKeystone,
Lincoln, Mason, Namekagon, Orienta, Oulu, Pilsen, Port Wing, Pratt, Russell, Tripp and
Washburn are hereby divided into three classes of use districts as follows, to -wit:
1. Forestry district
2. Recreation district, and
3. Unrestricted district

The boundaries of the aforesaid three (3) use districts are sho-,,vn upon the.
official map of Bayfield County, attached hereto, being designated the "Zoning Map showing
Use districts", Bayfield County, Wisconsin, dated November 14, 1934, and made a part of
this ordinance. All notations, references and other things shown upon said zoning map
shoving use districts shall be as much a part of this ordinance as if the matter and
things set forth by said map were all fully described herein.
No land or premises Ehall be used except in conformity with the regulations
herein prescribed for the use districts in which such land or premises is located.
No building shall be erected or structurally altered or used except in confor-
mity with the regulations herein prescribed for the use district in which such building
is located.
SECTION -II.
Forestry District.
In the forestry district no building, land or premises shall be used except for
one or more of the following specified uses:
1. Production of forest products
2. Forest industries
3. Public and private parks, playgrounds, camp grounds and golf grounds
4. Recreational camps and resorts
5. Private summer cottages and service buildings
6. Hunting and fishing cabins
7. Trappers' cabins
8. Boat liveries
9. Mines, quarries and gravel pits
10. Hydro -electric dams, power plants,' flowage areas, transmission lines and
sub -stations.
11. Harvesting of,any wild crop such as marsh hay, ferns, moss and berries,
tree fruits and tree seeds.
(Explanation -- Any of the above uses are permitted in the Forestry District,
and all other uses, including family dwellings, shall be prohibited.)
-SECTION III
District No. 2 - Recreation District
In the Recreation District all buildings, lands or premises may be used for any
of the purposes permitted in District No. 1, the Forestry District, and in addition,
family dwellings are permitted.
(Explanation -- Any of the above uses are- permitted in the Recreation District,
and all other uses, including farms, shall be prohibited because of the fire hazard invol-
ved in clearing operations and spoilation of forested conditions adjacent to highly deve-
loped recreation -property. Such properties demand the maintenance of a maximum of natural
conditions to retain their fullest economic values.
Family dwellings are permitted in order to allow owners to protect their invest-
ment during the entire year.)
SECTION IV
Unrestricted district.
In the unrestricted district, any land may be used for any purpose whatsoever,
not in conflict with law.

SECTION-V
Non -conforming Uses.
The lawful use of any building, land or premises existing at the time of the
passage of this ordinance, although such use does not conform to the provisions hereof,
may be continued, but if such non -conforming use is discontinued, any future use of said
building, land or premises shall be in conformity with the provisions of this ordinance.
The lawful use of a building, land or premises existing at the time of the pas-
sage of this ordinance may be continued -although such use does not conform with the pro-
visions hereof, and such use may.be extended throughout such building, land or premises.
Whenever a use district shall be hereafter changed, any then existing non -con-
forming use in such changed district may be continued or changed to a'use permitted in
the new use district, provided all other regulations governing the new use are complied
with.
Whenever a non -conforming use of a building, land or premises has been changed
for a more restricted use or to a conforming use, such use shall not thereafter be
changed to a less restricted use, unless the district in which such building, land or pre-
. -
mixes is located, is changed to a less restricted use.
Immediately following publication of this ordinance by the'County Board, the
County Zoning Committee shall prepare a list of all instances of established non -confor-
ming uses of land and publish the same to permit appeal on errors and omissions. Thirty
days after publication of this list a final and official copy sh al 1 be filed in the office
of the register -of deeds.
Nothing in this ordinance shall be construed as prohibiting forestry and recrea-
tion in any of the use districts nor a change from any other use to forestry or to recrea-
t i on.
SECTION VI
Land Exchange
Lands acquired by Bayfield County through tax deed in the unrestricted district
may be subject to exchange for privately owned lands within the forestry district or the
recreation district when such excha.nge� will promote the regulation and restriction of
agricultural and forestry lands.
SECTION VII
Boundaries of Districts
District Boundary lines shall follow along the lines, including "eighth" lines
or. --lines extended, indicated on the United States General Land Office survey maps, or
along meandered streams.
SECTION VIII-
Interpretation and Application
The provisions of this act shall not apply to buildings, land or ,oremises belong-
ing to and occu-oied by the United States, the State of Wisconsin, any town., or any school
district. -
(Explanation -- Restrictions as to the use of land or buildings in districts 1
and 2, the forestry district' and the recreation district, respectively, shall not apply
on lands owned by Indians, 'when such lands were obtained by Indians upon proof of compe-
tency.)

The board of supervisors of Bayfield County may from time to time amend, sup—
plement or change by ordinance the boundaries of districts or -regulations herein estabs
lished.- Any amendment, supplement or change may be proposed by theboard of supervisors
of the county, or by the town board, or town boards, of the town or towns, in which may
be situated any lands affected by such amendment, supplement or change. Any proposed
changes shall first be submitted to the County Zoning Committee for its recommendation
and report.
Any and all ordinances which may amend this or'dinance,which have been adopted
as herein provided, shall be,submitted to the town boards governing the territory affected
thereby and their approval obtained before the same shall be adopted by the county board.
SECTION X
- Enforecment and Penalties
The provisions of this ordinance will be enforced by and under the direction of
the county board of supervisors. Any person, firm, company or corporation who violates,
disobeys, omits, neglects, or refuses to comply with or who resists the enforcement of
any of the provisions of this ordinance shall be subject to a fine of not less than ten
($10.00) dollars nor more than two hundred ($200.00) dollars, together with costs of a.ctiLon
and in default of payment thereof, to imprisonment in the county jail for a period of not
less than one (1) day nor more than six (6) months, or until such fine and costs be paid.
Compliance therewith may be enforced by injunctional order at the suit of the county or
the owner or owners of land within the district affected by the regulations of this ordin—

SECTION -XI
Validity
Should any section, clause or provision of this ordinance be declared by the
courts to be invalid, the same shall not affect the validity of the ordinance as a whole
Or any part thereof, other than the part so declared to be invalid.
SECTION XII
Definitions
Certain terms and words used in this ordinance are defined as follows;
1Nords used in the present tense include the future; words in the singular number
include the plural number, and words in the plural number include the singular number; the
word "building" includes the word "structure" and the word "shall" is mandatory and not
directory.
FOREST PRODUCTS --Products obtained from stands of forest trees which have been
either naturally or artifically established.
FOREST INDUSTRIES --The cutting and storing of forest products, -the operation of
portable sawmills and planer, the production of maple syrup and sugar.
PUBLIC AND PRIVATE PARKS, PLAYGROUNDS, CAMP GROUNDS and GOLF GROUNDS --Areas of
land with or without buildings designed for -_recreational uses. -
RECREATION CAMPS and RESORTS --Areas of -land improved with buildings or tents and
sanitary facilities used for occupancy during a part -of the year only. -
PRIVATE COTTAGES -and SERVICE BUILDINGS --Buildings designed for seasonal occupancy
only and normally used by the owner together with additional structures to house materials
and services.
HUNTING and FISHING CABINS-- Buildings used at special seasons of the year as a
base for hunting, fishing and outd®or recreation.

TRAPPERS' CABIN-�A building used as a base for operating one or more trap lines.
BOAT LIVERIES --Establishments offering the rental of boats and fishing equip-
BUILDING --A structure having roof supported by columns or walls for the shel-
ter, support, or enclosure of person"s,-animals or chattels.
NON -CONFORMING USE --Any building designed for and occupied by any persons or
family establishing or tending to establish a legal residence or acquiring a legal settl
ment for any purpose -upon -the premises so occupied.
FARM --An area of land devoted to the production of field or truck crops, live-
stock or livestock products, -which -constitute the major use of such -property.
FAMILY DWELLING --Any building designed for and occupied by any person or family
establishing or tending to establish a legal residence or acquiring a legal settlement
for any purpose upon the premises so occupied.
SECTION -XIII
When Effective
This ordinance upon passage and publication shall be in effect in the towns -
of Barksdale, Barnes, Ba.yfield, Bayview, Bell, Cable, Clover, Delta, Drummond, Eileen,
Hughes, Iron River, Kelly,.Keystone, Lincoln, Mason, Namekagon, Orienta., Oulu, Pilsen,
Port Wing, Pratt, Russell, Tripp, Washburn, each -of said towns having given its approval
to the provisions hereof in the manner provided by Section 59.97, Wisconsin Statutes. ,

R E S O L U T I O N
A resolution to amend that certain resolution of the County Board of Bayfield
County adopted April 29, 1930, recorded in Volume 6 of the Journal of Proceedings of
the County Board. on page 487.
RESOLVED, by the County Board of Bayfield County, assembled at the annual
meeting thereof this 14th day of November, 1934, that certain resolution of the Board
heretofore adopted at a meeting held April 29, 1930, and recorded-in-Volume.6 of the
Journal of Proceedings of the County Board of Bayfield County on page 487 authorizing
and approving the acquisition and purchase; by the United, States Government of sixty
thousand (60,000) acres of land for reforestation purposes be and the same is hereby
amended by striking out the word "sixty" (60) and the figures "sixty thousand" (60,000)
wherever such word and figures appear in such resolution and inserting in lieu thereof
the word "seventy" (70) and the figures "seventy thousand" (70,000), so as to increase
the acreage of said authorized national forest in -accordance with the act therein men -
tinned, and that there is hereby authorized and approved the selection and purchase of
an additional ten thousand (10,000) acres by the United States Government in the Town-
ship of Drummond providing the purchase be confined to.other than the lands in the un-
restricted zone or area in Township 44, Range 7, and Township 44, Ra.nge 9, and excepting
land heretofore optioned.

The petitioner, 19. J. 'Nalirich Land-& Lumber Company, by M. J.Wa.11rich, its
president, thereunto duly authorized, respectfully shows to your honorable body, that
a tax deed was issued on May 20, 1915, to T. B. Pray on the SW NW of Section 16, Town-
ship 48 North, Range 6 West; that said tax deed was issued on the unauthorized and

of Deeds of Bayfield County, and is a cloud upon the above description.
The netitioner further states that the tax records in the office of the
County Clerk of Bayfield County show that tax receipt -#241 of the Town of Washburn, was
issued by its Town Treasurer, dated January 302 1909 to the Shawano Abstract Company,
covering the above description and other lands for the taxes of 1908; that the'Town
Treasurer -credited the proper description and that the land was not returned delinquent
to the County Treasurer in the Spring of 1909; that the County Treasurer advertised the
above description for the sale of 1909 and the tax of 1908 without any authority and
without the land being returned delinquent;
Petitioner attaches hereto a copy of the tax receipt of the Treasurer of the
Town of Washburn for the taxes of 1908 on the SW NW, of Section 16, Township 48 North,
Range 6 West; and also attaches hereto the original tax receipt of the Town Treasurer
of the Town of Washburn, for the taxes of 1908, which petitioner requests be returned
to it;
Petitioner requests that said tax deed issued to T. B. Pray, above described,
be cancelled for the reason that said tax deed is illegal and not founded upon any autho-
rity to issue the same, for the reason that the taxes for 1908, upon which said tax deed
was based, were paid as required by law.

Bayfield County refuge
Dear Sir:
October 23, 1934
Landowners and sportsmen in Bayfield County, Township 43-North, are interested
in the establishment of a wild life refuge, the bow'dary of which includes section'14 of
this township.
According to county records Bayfield County is the owner of eighty acres in
Section 14, Township 43 North, Range 5 Nest.
In order for the state conservation department to establish a wild life refuge
it is necessary to have the signatures of all the.landowners within the boundary.
The refuge means nothing other than•.. that this land is set aside for the pro—
tection of game animals and no hunting is permissible for a period of five years, after .
which time the landowners ca,n renew their application if they so desire.
The refuge will be posted and attended to by this department and landowners
signing their signatures to the refuge application blanks are under no obligation except
that they give up the hunting rights four the purpose of protecting and encouraging the
wild game crop.
We will appreciate your consideration to this matter and desire your signature
on the enclosed application blank should you be in full accord with this conservation
measure.

WHEREAS, it has been proposed to allocate certain U. S. Public Works Highway
funds or other federal funds for highway construction in this county, and
WHEREAS, such federal funds can be used only for construcution costs, and
WHEREAS, other funds must be provided for items such as right of way, surveys,
plans and overhead, in which the federal funds do not participate,
NOW, THEREFORE, BE IT RESOLVED, that this county board petition the State
Highway Commission to advance, pursuant to section 84-03(5) of the statutes, such sums
as may be required for federal projects located -in this county, to pay such costs in
which the federal funds do not participate, with the understanding that such advances
will be deducted from future allotments to this county for state trunk highway construc—
tion under section 94.03 (3) of the statutes.

undertakings to the end that such persons may be able to earn an income sufficient to

Your committee on their inspection tour found many of the lakes were being
drained to a dangerous water level and thereby killing off many fish.
THEREFORE BE IT RESOLVED by the County Board of Supervisors that we confer
with the proper authorities and get an official level established on all lakes that have
an outlet.

field County of lands acquired by tax deed be and the same are hereby ratified, appro-

by order entered in its records, prescribed the terms of sale and authorized the County

A resolution to require reimbursement of Bayfield County for all amounts of
money to be paid out for old age assistance under the provisions of Section 49,37 of
Wisconsin Statutes:
RESOLVED, by the County Board.of Bayfield County, assembled at the annual
meeting thereof this 14th day of November,1934, that each city, town and village shall
and is hereby required to reimburse Bayfield County for all amounts of money which
shall be paid out by said County under the provisions of Section 49.20 to Section 49.39
of Wisconsin Statutes, and that upon the payment of any such sum by the County Treasurer
of Bayfield County upon the order of the Judge of the County Court, said County Treasu-
rer shall immediately charge the same against the city, town or village in which the
person receiving such old age assistance shall reside and that the same be collected in

the manner provided by law for the collection of other County moneys from the parti-

WHEREAS on the 10th day of July, 1931, the County of Bayfield entered into a
contract with -one Melvin C. Milner, for the lease of the following described real
estate situated in the Town of Russell, in Bayfield County, Wisconsin, for a period
of two years from date at an annual rental of thirty-six (036.00) dollars per year pay-
able in advance; and whereas default has been made in payments of the rent as provided
in said lease; therefore, be it Resolved that the County Clerk, County Treasurer, and
District Attorney be and they are hereby authorized and directed to take such steps
as may be necessary including court action, to repossess said premises.

WHEREAS Bayfield County will be required to bear a mart of the expense of
outdoor relief for the ensuing year; and
WHEREAS, a number of non-residents of Bayfield County, Wisconsin have recently
entered Bayfield County and have -become public charges and Bayfield County will be re-
quired to bear a part of the cost of supporting such persons and their families; there-
fore ,
BE IT RESOLVED that the District Attorney upon complaint of any town chairman,
shall institute proceedings in county court to the end that such non-residents shall be
returned to their homes.

The interior of the Courthouse has been redecorated. A new lavatory has been
installed in the jury wash room end a cabinet is nearing completion which will take care
of our paint and other miscellaneous supplies. We have also made vault space available
for the County Treasurer, and built a partition in the County Agent's office to take
care of various committees 'which have formed through his department. Sixty feet of
8-inch sewer tiling was replaced with cast iron sewer tiling in order 'to eliminate any
further trouble from roots. We secured an electric welder to build up our boiler plate
which was condemned by the State Inspector. ..
Work in the jail and sheriff's residence consisted of a new roof, rebuilding
two new chimneys on sheriff's residence, replacing two chimneys with galvanized stack,
replacing eaves-trough.around the entire jail and residence. A new stove was purchased
for the residence and the entire interior was redecorated and painted. The water line
was enlarged, showing at the present time, a saving of about one-third over the former
water bill. The committee invites the County Board members to visit the jail and
sheriff's residence to see the amount of work that has been done.
We also completed a lot of CINA projects which were left unfinished, consisting
of a concrete floor in the garage, wiring in the garage, and other necessary carpenter
work to complete the projects.
The expenditures have been larger than foreseen due to the fact that the CWA
left projects in such a condition that we were compelled to complete them.

We have examined the records of the Sheriff and find them in very creditable
condition. YNe recommend an appropriation of $-6,900.00 for that Department for the ensu-

We examined the records of E. C. Hart, First municipal Judge, and found records
satisfactory, with fines of $143.00 and costs of $70.23 paid to J. 0. Bodin, County
Treasurer.
We have also examined the records of P. J. Savage, Second Municipal Judge, and
find his report correct, which is as follows:
Fines collected, d276.00 and costs collected, $41.80, but said amounts have
not been paid to the County Treasurer.
We hereby recommend an appropriation of $2,500.00 for the Municipal Courts of
Bayfield County.

The following resolution was read:
RESOLUT ION
For many years this committee has met and rendered their report, and it was
placed on file and forgotten, for the reason that no money was available.
This year however, your committee feels they have something definite to work
on. Much of this work and the money to carry it on will be assumed by the Federal and
State branches of the government. However your committee feels the County should parti-
cipate in a small financial way.
THEREFORE BE IT RESOLVED that the sum of three hundred dollars ($300a00) be
appropriated and a. like sum be set up for a period of five years, to be spent at the
discretion of the Conservation Committee.

Gentlemen:
I was asked -to make an inspection of all County lands that were sold on land
contracts. I found the buyers are doing as well as can be expected. I did not find
any damage done on any of the lands. Some are making their homes on the lands and some
are used for pasture. Everyone that I saw wanted to pay up as fast as they can, but
there is no work to be had, and they cannot make their payments from what they earn on
the lands.
h The buyer of SE NE, Section 16-50-6 has had bad luck on account of sickness,
but he is improving the land.
The buyer of NE SE, Se-ction 10-51-4 was not very well spoken of and does not
do very much for improvement.
The buyer of N1,11 NTH Section 34-43-5 is not there, but there is a building on
the land and somebody is always living there undesireable in the community.
Any questions you wish to ask in regard.to these lands, I will gladly answer.

with the United States Government or any other owner any tax title lands now oigned by
Bayfield County on such terms and conditions as said County Clerk, County Treasurer and
,Chairman of the Town. of Russell shall deem just and reasonable, in furtherance of an
act of Congress of the United States, approved June 18,, 1934, entitled "An Act to Con-
serve and Develop Indian Lands and Resources; To Extend to Indians the Right to form

COUNTY BOARD RESOLUTION DIRECTING
IMMEDIATE PROCEDURE TO ENABLE BAYFIELD
COUNTY TO EXPEDITE CERTAIN SETTLER RE-
LOCATIONS . '
WHEREAS, Bayfield County now has in effect a county -zoning ordinance, which
ordinance regulates, restricts and determines areas within which agriculture, forestry
and recreation may be conducted, and
WHEREAS, there are within the restricted use district prescribed by such ordi-
nance certain families designated as "continuing non -conforming users" known or presumed -
to be agreeable to exchanging their properties for properties in unrestricted land use
areas, more adapted to farming and settlement.with consequent economies to the local
government for public.services now required, and
'iMI REAS, State Relief Agencies, in co-operation with Bayfield County, are agree-
able to the establishment of work relief projects wherein recipients of relief may be
gainfully employed on public work, and
WHEREAS, it is believed that a work relief project can be established in Bay -
field County which -will put Bayfield County in possession of properties suitable to effect
the desired land exchange
NOW, THEREFORE, BE IT RESOLVED by the Bayfield County Board of Su-aervisors,
that the Rehabilitation Committee is hereby directed to proceed in developing the attached
olan of relocation, conferring with the office of county relief director to the end- that
one or more work relief projects as outlined in the attached,pla.r_ be inaugurated and
completed; and recommend to the County Board for resettlement those -families luithin re-.
stricted land use areas in exchange for their land, and which exchanges are in the inter-
est of greatest public economy.
BE IT FURTHER RESOLVED that said Rehabilitation Committee is hereby specifically
authorized and directed, working through theoffices of the County Clerk and District
Attorney, to quiet title to any lands now owned by Bayfield County by virtue of a tax
-1 deed either by obtaining quit claim deeds from former owners including purchase of unre-

deemed tax certificates or by suit for court=deed pursuant to Section seventy-five thirty-

nine (75.39) Wisconsin Statutes when such lands are deemed suitable for development -and
subsequent settler exchange and relocation, and to engage the services of the County Sur-

incurred in pursuance hereof axe hereby authorized subject to audit and approval of this
board, it being definitely understood that the County will be reimbursed for above costs
by Rehabilitation Corporation when County grants title to Rehabilitation client.

trict Attorney for Bayfield County, Wisconsin:
The undersigned, Hulda. Anderson, respectfully petitions and shows:
That she is and was during the times hereinafter mentioned the owner of Lot 5,
less parcels described in Volume 75, Page 366, and in Volume 113, page 594, in Section 2-
43-6 West, in the Town of Namekagon, in Bayfield County, Wisconsin; that the taxes for
the year 1931 on the first described Lot 5 are delinquent and unpaid; that the. taxes on
Lot 6 are also delinquent and unpaid; and that the unpaid taxes with interest and charges
thereon amount to approximately $132.80; that at the time QX the assessment was made of
the descriptions named herein the assessor believed this petitioner to be the owner of all
of said lots; that immediately thereafter a resurvey was made of said descriptions and it
was found that only a, small portion of each of said descriptions was owned by this peti-
tioner; that in the years 1932 and 1933 and before this petitioner purchased the balance
of said lots now described as Lots 7, 9 end 10 the assessment was made on the proper base;
that the taxes for 1931 are illegal and void.
WHEREFORE, your petitioner respectfully asks that your committee compromise said
taxes in accordance with the provisions of Section 75.60' of the Wisconsin Statutes; that
n the basis of the assessments as made in 1932 and 1933 this petitioner should not pay
in excess of $5.00. A statement of delinquent taxes prepared by J. 0. Bodin, County Trea-
surer, is hereto attached and. marked Exhibit 1.

WHEREAS, no improvements have been made on the aforesaid lands, and

to pay for theirs and also to improve them, and
WHEREAS, said lands are near roads and schools, therefore, in view of the fore-
going facts,

The undersigned Finance and Budget Committee begs to submit its annual report
and a proposed budget for the ensuing year.
The process of budgeting demands systematic foresight based upon past experi-
ence and anticipated conditions. Budgeting in government acts as a yardstick of achieve-
ment for the guidance of public officials and employees in the expenditure of public
moneys. Our officials have diligently adhered -to the budget affecting their respective
departments.
The committee has -investigated the recommendations submitted by other committees
and provisions have been made to cover their recommendations in the proposed budget.
The budget is limited by statute to one percent of the equalized valuation of
all taxable property in the County, or :$118,754.65 which represents a reduction_ of
b'14,217.90 this year. To partially provide for this reduction it was necessary to reduce
