Al. by Chairman Randall. The following members answered roll call: Pierce, Alcott, Potter, Randall, Jr.,l Phillips, Meyer, Unseth, Arnold, Weir, Mineau, Squires, Pristash, Havens, Krancevich, p.c. Schultz, C. 0. Nelson, Maryland, Misun, Anderson, Smith, Hooper, Ness, Hogstrom, Knight, Hadland, R. J. Nelson, Gustafson, Rivers, Summerfield, Olson, Rude. Total 31. M..on Tuesday, February 26th, 1935, for the purpose of acting -on the request of the Town of Iron River to exchange county owned lands for the delinquent tax credit of. sad town and for the transaction of such other business as may be legally brought before the Board at said meeting. Anderson and seconded by Alcott to -dispense with the reading of the minutes of the last annual meeting. Motion carried. Anderson, supervisor of the Town of Pratt, who has been empowered to act for the Town of Pratt, as per the following: Motion made and seconded that Al. T."Anderson, supervisor, be, and is hereby, authorized to represent the Town of Pratt at the Special County Board meeting to be held Feb. 26th, 1935. SPECIAL MEETING OF THE BAYFIELD_ COUNTY_BOARD--------------------------------------- --- FEBRUARY 26, 1935. I hereby certify that the above is a true copy of a motion duly enscribed-as part of the minutes of a meeting held by the Town Board of the Town of Pratt, on Feb. 23rd, 1935. Vic. C. The following resolution by the Town Board of Iron River was read, together with a resolution referring to same. RESOLUTION: Iron River, Wisconsin Resolved, by the Town Board of the town of Iron River, that the treasurer of said town is hereby authorized and empowered to exchange the delinquent tax credit of said town with the County of Bayfield, for the county owned lands situated within said town, to -wit: All of Govt. Lot 5 lying easterly of the Right of Way of the D.S.S.& A. R.R. except Block 1 of Lumbermans Addition in Govt. Lot 5, Section S. Township 47 North of Range 8 West. Lot 4, Section 8, Township 47 North of Range 8 West. The consideration of said exchange shall be the amount of delinquent taxes plus penalties and interest.standing against the lands above described. RESOLUTION: WHEREAS, the town of Iron River, in Bayfield County, Wisconsin, has authorized the town treasurer to exchange the gown delinquent real'estate credit existing with Bayfield County for the premises known as the Iron River Canning Company, and described as follows: All of Government Lot numbered five (5) lying easterly of the right of way of the D.S.S. & A. Railway except Block one (1) of Lumberman's Addition in Government Lot numbered five (5) and Lot numbered four (4); all in Section eight (8) of Township forty-seven (47) north of Range eight (8) Nest; which premises are owned by Bayfield County; therefore, be it RESOLVED, that the County Treasurer and County Clerk are hereby authorized and directed to exchange the above described lands now belonging to the County of Bayfield for such amount of the real estate tax credit of the town of Iron River as shall equal the total of the unpaid taxes existing against said premises with interest and penalties. The following resolution was read: 285 -- ---- - - --- SPECIAL MEETING OF THE- _BAYF-IELD-C_0-UNTY' -BOARD - - --- ---- -- -_ _ ___-_--- - ---- --- --- ---- --- ---- - FEBRUARY 26, 1935. RESOLUTION AUTHORIZING ASSIGNMENT OF' CLAIM. WHEREAS, The County of Bayfield had the sum of-$8914.31 on -deposit in the Cable State Bank, Cable, Wisconsin-, on November 27, 1934, the date on which said bank closed, thereby causing the above named public depositor to suffer a loss as defined by subsection (6) section 34.01 of the statutes; and WHEREAS, under the provisions of subsection (4) section 34.06 of the statutes each public depositor suffering such a loss is required t-o assign its claim against such bank to the Board of Deposits of I-Viseonsin- within sixty clays or forfeit all right of claim against the state deposit fund, NOW THEREFORE BE IT RESOLVED that in -compliance with the statutes the above named municipality hereby sells, assigns, conveys and sets over tot'he Board of Deposiis of Wisconsin its interest in the aforementioned claim against said bank, and BE IT FURTHER RESOLVED'that the Finance Committee- and- the treasurer- of this municipality be and they are hereby authorized to execute and deliver to the Board of Deposits of,,, Wisconsin an assignment -of said claim against said Bank on the form of assignment prepared by the Board of Deposits of Wisconsin. The following resolution was read: RESOLVED -BY THE BOARD OF SUPERVISORS, BAYFIELD COUNTY, that the County Clerk and County Treasurer are hereby authorized and directed to write off the records of said County all special tax assessment certificates bearing dates more than six years prior to April 15,'1933. Submitted by H. B. Randall, Jr. Moved by Rivers and seconded by Rude to adopt the foregoing resolution. Motion carried. The following resolution was read: WHEREAS', a resolution was passed at a previous meeting of this Board directing cancellation of the land contract with Melvin C. Milner, covering the Northeast Quarter of the South east Quarter of Section 10, Township 51 North of Range 4 Nest, and WHEREAS said Melvin C. Milner is now desirous of purchasing the lands af ore - said, therefore -be it RESOLVED that the County Clerk, County Treasurer and Chairman of the Town of Russell are authorized and directed to resell the said described lands to the said Melvin C. Milner for the sum of one hundred dollars ( $100. 00 ) cash, to be paid on or before March 15, 1935. Submitted by R.OY . S , Smith. The following petition was read: Sandstone, Minnesota February 23, 1935 County Clerk Washburn, Wisconsin County Tax Commission Gentlemen': This in regard to taxes levied and paid on Lot 3 Sec. 17 T. 47 R 8 and SPECIAL MEETING OF THE BAYFIELD. COUNTY 'BOARD . - - ----- ----- --- -- --- ---- ------------ ---- ---------------- FEBRUARY 26, 1935 North 23 acres of NW'of SE of'Sec. 17, T.47, R.8. I bought this property in about 1917 for $760:00,at that -time it had a two story house on it and was occupied up to that time by former owner. In 1918 the cellar caged in and I decided to wreck the -building which I did. Since that time the land has laid idle, only used for pasture. I could not get over $350.00 for the land any time - in the past four years so think the taxes assessed too high'. I have paid as high as $50.00 a year on this piece of wild unimproved land, an amount -which is more than the original value with the building on it since it was bought in 1917. According to my record of taxes paid as follows: 1919 $40.00 1920 40.00 1921 47.00 1922 50.00 1923 42.00 1924 50.00 1925 41.00 1926 31.00 1927 32.00 1928 30.00 1929 31.00 1930 30.00 1931 24.00 $ 488.00 3 I should get some adjustment otherwise I must give the land away, or sell it to the county or state as game reserve. The following petition was read: County Clerk, Bayfield County, 1,11ashburn, Wisconsin, Dear Sir. Huron, South Dakota January 12., 1935 I have become the proud (?) possessor of Lots 9 to 18, incl., First Sub- division of Chequamegon Springs in 5-49-4. I am informed that there are several years taxes in arrears against these lots. I note from the 1934 assessment, which I am paying, that these lots have been reduced to a valuation of $10.00 each which figures a most exorbitant price per acre for this sort of land, and is more than double the amount I paid for all the unplatted land in Govt Lot 1, 5-49-4 south of the highway. Now if I recall correctly there is a Wisconsin Statute to the effect that the County Board has authority to correct a palpable overassessment by compromising the back taxes in the case of County owned Certificates-. Will you bring this matter before the Board at their next meeting and reguast that such a compromise be made, otherwise I will probably be obliged to make the County 1 a present of these Lots. Geo. Motion carried. The following petition was read: R. R. 1 Bayfield County Board C/o Mr. Ludwig Tranmal Bayfield County Clerk Gentlemen: Bayfield, Wis. February 16, 1935 Since writing you on Feb. 4 it occurs to me that a slightly modified ex -- change from that petitioned for in the -above mentioned letter, would accomplish my' purpose to connect with a road. That is I would like to exchange the N2 SE-1 4 Section 10-51-4 for the E2 SETT Section 5-51-4. I understand that the north 40 of the last mentioned tract has recently been taken over by the county. If not too late I would like to modify the former petition as indicated above. Sincerely yours, Earl R. The following resolution was read: WHEREAS There has been introduced into the Assembly at Madison a bill known as No. 15-A which provides for the election of County Officers 'on a non -partisan ticket and WHEREAS There is no place in County Government for parties be it hereby Resolved by the Bayfield County Board"'in special session this 26 day of February 1935 that this body is in -favor of the passage of this bill and requasts its representatives in the Assembly and Senate to support this bill and that a copy of this resolution be mailed to Assemblyman Jack Sibbald and Senator Phil Nelson. The, following resolution was read: R E S 0 L U T I ON Be it hereby Resolved by the Bayfield County Board of Supervisors that the County Board Chairman be and is hereby authorized and directed to attend the Convention of County Board Chairmen in Madison in lvlarch,'and that he be paid his per diem and expense for attending said convention. The following resolution was read: R E S O L U T I O N SPECIAL MEETING OF THE BAYFIELD COUNTY BOARD FEBRUARY 26, 1935 AREAS, the county garage at the Courthouse was recently destroyed by fire and there is need for a new garage for the county automobiles; and WHEREAS, the old garage was too small, being of such size as to store only eight automobiles, and there being need for a garage of a larger capacity; and WBEREAS, such garage can be rented to county officers for a sum sufficient to meet the cost of up -keep; and WHEREAS, the heating systems in the courthouse and county jail are obsolete and, will require extensive repairing and possible replacing in the near future, therefore be it RESOLVED', that the committee on Buildings and Grounds be and it is -hereby i authorized to proceed with the construction of a fire proof brick ,garage, one, stcr y in height, with a full basement, twenty-four feet wide and one hundred ten feet long, ­the basement to be so construe-ted`that a central heating plant may be installed therein at some future time to heat the courthouse and county jail. Moved by Rivers and duly seconded that a committee consisting of the County Clerk, County Treasurer and Chairman of the town in which the land is located set a sales price on lands to the forestry service at not less than $1.25 per acre, covering county owned lands within the boundaries of the U. S. Forest area in Bayfield County. Motion carried. The following resolution was read: WHEREAS, Bayf ield County obtained from L. A. Dodd and Martha L. Dodd, his wife, a Quit Claim Deed covering a right-of-way and certain other lands situated in the South- west Quarter of the Southeast Quarter (SW SE-) of Section numbered three (3) in town- ship numbered fifty ( 50 ) North of range Numbered four ( 4 ) West, for the purpose of erecting an observatory; and WHEREAS, the description in said Quit Claim Deed is vague and in accurate; and WHEREAS, it appears necessary that a different agreement with the Qvners of said lands must be made; NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Bayfield -County " that the County Clerk and County Treasurer be hereby -authorized and directed to reconvey, said. premises to L. Motion carried. The following resolution was read:. WHEREAS Bayfield County through its authorized agents has optioned county owned lands to the Federal Government for forestry purposes upon which conveyances remain to be made and WHEREAS it is desirable that the county should reserve the mineral rights in all such lands, theref bre be it, RESOLVED that the County Clerk is hereby authorized and directed to�reserve to Bayfield County in all such conveyances to the Federal Government all mineral rights on county owned lands conveyed to the Federal Government. The following resolution was read: Whereas, confusion has arisen as a result of,the,present•system of authoriz- ing and issuing permits for wood -cutting on county -owned lands, and it -is difficult for the county authorities to prevent trespassing on county owned lands; and Whereas, there is considerable non -merchantable, down and dead timber on county -owned lands suitable for use as firewood which may be safely removed in the interests of eliminating fire hazards and promoting forestry growth; therefore be it RESOLVED: That the county trespass officer be and he is hereby designated and authorized to issue permits to cut and remove non -merchantable down and dead timber for firewood purposes; that no such permit shall allow cutting on more than forty acres, and not more than one permit shall be issued and outstanding on any description at one time; RESOLVED FURTHER: That each permit issued hereunder shall -expire -on April 1, of each year, and the trespass officer shall require each permit to be -returned at the time of expiration or as soon thereafter as he shall deem proper, with a report by the applicant of the amount of wood cut thereunder; RESOLVED FURTHER: That the trespass officer keep a record of each permit issued by him and make a report thereon at the -annual meeting of the county board; RESOLVED FURTHER: That Bayfield County shall not be held resposible or liable for any injuries or damages to applicant or any other, person cutting or removing timber under this permit; RESOLVED FURTHER: That the county trespass -officer may, for good cause, re- voke any permit issued hereunder. The following resolution was read: WHEREAS many of the taxing districts have incurred bills to the Bayfield County Highway Department for the use of town road work and snow removal, and WHEREAS most of the town.sowe 'bills to the county for the aforesaid work, and WHEREAS most of the towns owing the county such funds have an excess delinquent tax roll, and WHEREAS an .excess delinquent tax roll represents the district's share of delinquent taxes now held by Bayfield County, therefore BE IT HEREBY RESOLVED thgt the county clerk and county treasurer be authorized and instructed to issue checks to such districts having an excess delinquent tax roll for the amount now owed by such districts to the Highway Department, provided that such districts in turn issue a check to the Bayfield County Highway Department for the amounts owing, and provided further that the amounts paid by the county do not exceed the amount of excess credit on the county books. Motion lost. 291 SPECIAL MEETING OF THIS BAYFIELD COUNTY BOARD -- - FEBRUARY 26, 1935 - - --- The following resolution was read: WHEREAS it is necessary for Bayfield County to come within the provisions of of the unemployment compensation law cf- 'th:e- State of - Wisconsin and to set aside a percentage of the pay roll of said county employees for the unemployment reserve fund as provided by law, therefore be it RESOLVED that the County Treasurer- is- authorized and' -directed to pay to. the State Treasurer out of the appropriate county funds -such contributions as may be re- quired under the unemployment -compensation law. The following petition was read: TO THE HONORABLE Ludwig Tranmal, Clerk, Bayfield County Board, GENTLEPJEN : I herewith petition your honorable body for a trade or exchange of forty acres of land as follows: I wish to exchange the Northwest `Quarter (N-1) of the Northwest Quarter (NW;,,-) of Section 11-49-7 for the forty described as follows: The West One-half (W2) of the Southeast (SE) of the Southeast (SE) 3-49-7 containing twenty (20) acres, and the East One-half of the South- west'(SW) of the Southeast (SE) 3-49-7 containing twenty (20) acres. Neither one of the two forties described ba ve any real value at the present time and under present conditions. But as the forty in Section three (3) ajoins my beaver pasture, I may be able to make use of it at some future time. If the exchange is made, I will surrender tax certificates and pay up the taxes to date on the forty in Section eleven (11).
