Bayfield County Board of Supervisors for the purpose of organization, for the purpose
of acting on the construction of the Courthouse garage, and for the transaction of any
other business that may legally come before the Board at said meeting.

The taxes on the above property have been so high that we are now two -,years
past due and we will not pay these taxes unless I can get a deduction of my assessment
value.
The past due taxes for the year 1932 is $77.14 and for the year 1933, $67.82.
As you undoubtedly know, this is absolutely out of'reason and there is no possibility of
earning the taxes on this ground, let alone getting any return on the investment and I
respectfully request that you cut the assessment value enough so that the yearly taxes
would not be over $10 or $12 and in that case, I will endeavor to take care of same.

I have a land, contract with the County on the Nil 1\4, Section 34-51-4, which
land has been put in the zoning district since I took the contract. There is no road
to it. I would like to trade the contract for the SE SE, Section 20-51-4 which is on
the highway.
Would appreciate it very much if you could hold this land, and I will have a
resolution drawn up and present it to the County Board in the spring asking them to
trade. Wanted to trade for a forty that Mr. Brubaker wanted, but did not want to spoil
his plans. Thanking you, I remain

I would like to trade you the North Half of the Southwest Quarter (N2 Sw4)
of Section 26, Township 48, Range 8, containing eighty acres, which is in the zoning
area, for the North Half of the Southwest Quarter (N2 SV'T4) of -Section 15, Township 48,
Range 8,.containing eighty acres, which is County -owned land in the Agricultural area.
This will give me an opening to a town road and will shorten my distance
from school about three miles.

Dear Sir:
I am writing you in regard to- forty' acres of land which I bought in the -Town
of Cable ( NW Nor, Section 34-43-8) . I asked for an extension .of my contract-, but am -
advised that this, land has been set aside for forest'reserve® Now I understand that I
am entitled to return of my money. I wish you would take this up with the County -Board.
I can borrow the balance I owe within thirty days. On account of sickness
and out of work for the last year I wrote last -year for an extension -and was told I had
until April 5, 1935 to pay but it -seems this has been f orgotten- I have a letter to that -
effect. I wish you would look into this and let me know-. I can raise the money and if
they can't do that I am entitled to a return of my money.

$25,000.00 beside providing work for 40 or 50 men until late fall.

likely to be turned over to the County, towns, cities, and villages for public support;

WHEREAS, it is imperative that the most economical means of supporting such
persons should be taken; therefore,
BE IT RESOLVED, that a committee consisting of three members of the Bayfield
County Board be appointed by the Chairman to investigate the feasibility'of establishing

a county poor farm and to report at the next .meeting of the County Board; and
BE IT FURTHER RESOLVED-, that such a committee shall investigate and report
on the need for such a project, the costs -for -establishing and maintaining -a county
poor farm, and what proportions of such cost may be borne by Federal funds®

WHEREAS, the Common Council of the City of Mashburn has made• application to
Bayfield County to purchase lots 9 and 10 of Block 2, Wingts First Addition to the City
of Washburn, therefore
BE IT RESOLVED that the County Clerk is hereby authorized and directed to
convey by appropriate instruments of conveyance the above premises in consideration of
the sun of $11.11, the same being the amount of delinquent taxes against said premises,
including interest and advertising fee, and that said sum be written off the city°s
excess delinquency account.

"official newspaper" annually, thereby giving each newspaper a fair share of the County's
business, therefore be it

The committee on sale of tax deed property measured up the Cable Chemical
structure yesterday and set a sales price of eleven hundred dollars.($1100.00) for the
buildings only. This does not include the piping, boilers or -iron, There are 44,66,0
feet of timber plus 110,000 feet of lumber and rafters conservatively -speaking.

Dear Mr. Tranmal:
Upon my arrival at Madison, I find that our Corporation has agreed to buy a
building at Cable.for $1100 which is the price you ask.
They feel this is a little high, but are willing to pay this if you will grant
them the use of the land upon which it is located for three years without rent or -taxes.
.They plan on -using part of the building for a storage warehouse and work shop, and im-
proving the property after the remaining part of the building is torn down.
I :wish you Mould take this up with the committee at once and write to me here
at the State Relief Office in Madison. I will be here until next Tuesday.

a center line beginning at a point on the north boundary of the NE NV3',
Section 9 aforesaid, whence the quarter corner co..L-imon to-Sections-

We are sending you a copy of petition in Eegard to draining the area known
as the Bibon Swamp. This land covers -territory as follows-: -
Sections 1, 2, 3, 4, 59 61 7, 8, 9, 10, 11, 12 and 14, Township45 North,
Range 6 West.
Sections 1, 11 and 12, Township 45 North, Range 7 Test.
Sections 7 and 8, Township 45 North, Range 5 West.
Sections 31, 32, 33, 34, 35 and 36, Township 46 North, Range 6 West.
The swamp is contained within the sections named either in part or whole
sections are involved. IA fact, it is the only land in this vicinity that we can recom-
mend for a housing project worth while. The cost of such a project would involve about
two hundred thousand dollars for drainage, and would house one hundred fifty families.
If the government can be induced to drain this area and to' acquire title to
said lands for housing purposes then invest three thousand dollars per family to house
and
stock up and to
also purchase farm
implements,
then
to cause
each family
to pay off
this
obligation at
a certain percentage
each year
over a
period
of years, we
feel that
this would have more to do with getting people off the dole system than any thing we
could receemmend. It is estimated that this swamp will produce five hundred thousand
dollars worth of hay alone if drained and if this land is once put under cultivation it
is possible sugar beets enough to run a five hundred ton capacity factory for three
months, thus giving work to hundreds for that factory.

lette. The petition had 141 signers:

together with petition be placed on -file. Lotion carried. -
The following resoluti ons-.werec;read:

RESOLVED by the Town Board of the Town. of Bayfield, that the treasurer of
said town'is hereby authorized and empowered to exchange the delinquent tax credit of
said town with the -County of'Bayfield, for the County -owned land situated within said
town, to -wit: N2 S' NWg NEg, Section 9, Township 50, Range 4.
The consideration of such exchange shall be the amount of delinquent taxes,
together with penalties, fees and interest standing against the land above described.

R E S O L U T I O N
71HEREAS, the Town of Bayfield, in Bayfield County, Wisconsin, has authorized
the Town Treasurer to exchange the town delinquent tax existing with Bayfield County
for the premises described as follows: N2 S2 NW' NE1, Section 9-50-4, which premises
are owned by Bayfield County, therefore
BE IT RESOLVED, that the County Treasurer and the County Clerk are hereby -
authorized and directed to -exchange the above described land now belonging to the County
of Bayfield for such an amount of real estate tax credit of the Town of Bayfield as
shall equal the total amount of taxes existing against said premises together with
interest and penalties.

The following resolution was read:
R E S O L U T I O N
WHEREAS, commercial fishing is one of the most important industries in Northern
Wisconsin, and Bayfield County is the center of such industry; and
WHEREAS, large quantities of fish are shipped from Canada into the United
States for sale in competition with the commercial fishing industry on Lake Superior; and
rHEREAS, such importations are ruining the market for the products of the local
fishermen;
THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Bayfield County
hereby respectfully petitions the President of the United States to impose a tariff of
not less than three cents per pound on all fish shipped into the United States for con-
sumption; and
BE IT FURTHER RESOLVED, that the County Clerk transmit to United'States-Sena-
tors, Robert M. LaFollette, Jr., and F. Ryan Duffy, and- to Representative B. J. Gehrmann,
a copy of this resolution.

The following petition was read:

Gentlemen:
RFD 1, Box 63a,_Bayfield, Wisconsin
April 11, 1935
I now own the NE SF of Section 10-51-4. I wish to purchase the NW SW of
Section 11. This forty adjoins our property on the east and does not require having a
road built to it. I hereby make an offer-of'$80.00 cash'for name.
Checking the records in the office of the County Clerk, I find 'this the only -
County -owned land available that will make our tract continous. All other land is pri-
vately owned and not for sale.
I also find that this forty, NW SW of Section 11, is under the State Forest
Ctop Law. I am requesting, that this be withdrawn from the Forest Crop as one half of it
is excellent farming land and the rest is fairly good pasture land.

The following resolution was read:
RESOL.UT ION
To the Members of the Bayfield County Board:
WHEREAS there is in Bayfield County several' silver-- fox farms; which- are -
growing concerns, and -from which the County derives taxes, and which-,w ll-pay--more-taxes
as they develop. Bayfield County is'peculiarly adapted to the raising of fur bearing
animals, because of climatic conditions. And
WHEREAS 'there is now pending in Washington 'a movement to take- off the 50%
duty now charged for importing fox furs into the United States thus placing the United
.1
States fur farmer at a great disadvantage as fur farms can operate at much less expense
in Canada than they can here. If the markets are thrown wide open here for furs from
Canada it must result in great loss to the fur farmers of the United States, if not their
ruin.
THEREFORE', we ask that the Bayfield County Board protest to the senators and
representatives in Congress against this move, and ask their assistance in keeping this
tariff in force.

Our assemblyman, Mr. Sib.bald', made arrangements, f or'an- interview -of our
committee with the Public Service Commission and with -t'he 'Conservati,on Department on -
March 21st. Vie met with the Public Service Commission and arranged for hearings to- be
held within the County on the establishment of official lake levels and secured the ne-
cessary detailed information on procedure.
We requested of the Conservation Commission the establishment of a CCC Camp
in County Forest Unit #2: They informed us that- we were No. 11 on the list of which
only three were definitely assured. From information received since we have every rea-
son to believe that`one will be established within a short time.
We asked Mr. B. 0. Webster to help us secure a stream and lake improvement
program but found it necessary' to take it up direct with Sid Gordon. We are now, cone
tatting him and hope to have something definite and of value withina few days.
We have been disatisfied for sometime with the method of -fish fry distribution
and discussed it with Mr. Webster. He informed us that his department was now carrying
on an educational program in the CCC Camps covering this work and�that plans were in
the making for a more equal and better distribution in'the future.
We had the lines run around Government Lot 5 in Section 34-47-8, which was
set aside as part of the County Park System.
One of our members secured funds from the State Conservation Department
for a herd of starving deer and personally saw to it that the hay was delivered to the
deer.
Another member personally supervised the construction of fifteen feeding sta-
tions for birds and kept them supplied with food through private contributions. He i.s
also raising ring necked pheasants.
A private individual has been approached and partly through our efforts he is
this year setting two thousand (2000) pheasant eggs.
'A dam at Delta will be constructed raising the water level of Lake Delta
approximately eight feet. The work will be done by the U. S. Forest Service.
We are very much pleased and feel that our county should be proud of their
forestry program consisting of both Federal and County Forests. We expect the Agricul-
tural Committee will render a detailed report covering County Forests.
The U. S. Forestry Department in addition to their Forestry program have cohA-
menced a well rounded recreational, fish and game program.
We have discussed the establishment of game preserves and are making -a study
of same. At the present time we do not feel qualified to make any definite recommendati

Re: Blind Pensions -
In your letter of March 6 you advise that the County Board has granted a number
of pensions not exceeding .1'12 per person per month. You 13oint-out that in some cases
this amount will be inadequate, necessitating supplementary relief.
.The following is the policy of the WERA: If' the local community -is granting
the maximum pension of $360.00 per year and, the individual or his family -is still in
need, supplementary relief may properly be given, If', however, the local community is
not giving maximum pensions to blind persons, the relief department is not justified in
granting supplementary aid.
As in the case of mothers' pensions, it is the belief of,this Administration
that it is more desirable for the local community to use its funds to give adequate
relief to a more limited number of families, rather than use its funds to give small
amounts to a larger number of families and then expect supplementary aid from the relief
department.
To encourage counties to continue meeting their responsibility for special
statutory aids (for example, mothers' pensions, blind pensions, etc.) the VIERA, in -making'
grants of federal -state funds to counties, gives consideration to the degree to which
counties are meeting these responsibilities.

WHEREAS the County Nurse has worked out a plan for the County to inoculate all
school and preschool children with the least possible expense to the County
RESOLVED by the.Bayfield County Board of Supervisors in special session this
23rd day of April that the County Nurse through the Health Committee is authorized to have
this inoculation done and that the expense of this program up to the sum of $1,000.00 is
guaranteed by this body and that the County Clerk and County Treasurer are authorized
and instructed to draw checks up to this sum as is necessary to complete the program.
The unexpended balance in the Nurse's budget from the months of 'January, February and
March are to be included in the total of the sum above named.

submit the following recommendations for the proposed construction of the County Court-
house garage:
(a) That a ten car garage of brick construction be built, dimensions to be
24 feet wide by 110 feet long.
(b) That said garage be built with a basement 24 feet wide by 50 feet long,
so as to take care of a central heating system and coal bin large enough
to hold approximately 120 ton.
(c) That said heating system be installed at this time.
(d) That said garage and heating system be built by -day labor.

Dear Mr. Tranmal:
Referring to the case of lmelia Pade who was committed to Mendota by me in
June, 1932', I find that in the commitment she was adjudged to be a resident of the State
of Oregon and was so committed. I am calling your attention to this matter as I am in-
formed that the cost of her burial was charged to the Town of Washburn.

Moved by Okerstrom and seconded by Ness that the County Clerk be instructed to
give the Town of Washburn credit for a $50.00 charge in error as explained in the fore-
going letter. Motion carried.
