The following members answered roll call: Nohl, Pease, Alcott, Potter, Frels, Soronen, KeyeP, Unseth, Arnold, Weir, Mineau, Squires, Pristash, Tohnson, Kerr, Schultz, Kavajecz, Maryland, Mihalak, Gidlof, Sibbald, Perrin, Ness, Williams, Hogstrom, Okerstrom, Hadland., Nelson, Rivers, Wallin, Olson, Rude, Randall. ,Total 32. The proper notice having been filed with the County Clerk, motion was made by Squires and seconded by Pristash to seat Andrew Mihalak as a member of the County Board representing the Town of Pilsen. Motion carried. The proper notice having been filed with the County Clerk, motion was made by Ness and seconded by Rude to seat Peter Wallin as a member of the County Board re- presenting the third ward, City of Washburn. Motion carried. Moved by Alcott and seconded by Squires to dispense with the reading of the minutes. Motion carried. Moved by Schultz and seconded by Maryland to have all petitions and resolutions read twice before County Board action. Motion carried. The following application was read: November, 12th, 1935 To the Bayf field County Board of Supervisors, Bayfield County, Wis. Gentlemen: ' I hereby make application for the position of County Highway Commissioner for the ensuing term. Respectfully submitted, HARRY B. CURRY Moved by Pease and seconded by Unseth to suspend the rules and act on elect- ion of County Highway Commissioner. Motion carried. Moved by Nohl and seconded by Squires that,there being but one application on file for County Highway Commissioner, the.County Clerk cast a unanimous ballot for the, County Board in favor of Harry B. Curry for Highway Commissioner for the ensuing term of two years commencing in January, 19369 Motion carried. The County Clerk cast the ballot for Highway Commissioner:..as.directed and the chair declared Harry B. Curry duly elected. The Board proceeded with election of a Highway Committee. The result of the second ballot for Highway District # 1 was as follows: R. T. Nelson 18 Rude 15 Total 33 R.S. Nelson having received the majority of the votes cast was declared duly elected by the chair. The result of the f irst ballot for a member of the County Highway Committee re- presenting District # 2 was as follows: Squires 26 Unseth 4 Williams 1 Frels 1 Nohl 1 . Total 33 Mr. Squires having received a majority of the votes cast was declared duly elected by the chair. Mr. Gustafson arrived.at this time. Dear Sir: SUBJECT':' Estimated Highway- Allotments- for 1936 Section 84.03, Wisconsin- Statutes, Pursuant to Section 84.04 of 'the Statutes, you are hereby notified of the fol- lowing estimated allotments to your county for highway work under- the* provisions of subsections (2) and (3) of section 84.03 of the Statues, The estimated allotments are as follows: 1. Section 84.03(2). The -sum of $42,664.55 for the improvement of the County Trunk Highway System. 2. Section 84.03(3) & (4). The sum of $111,496.68 for'the improvement of the State Trunk Highway System, allocated as follows: As State Aid for retirement of County Highway Bonds $4, 200. As Federal Construction, such sum as may be required on any federal projects to match Federal Aid and/or to pay the costs which are-notrecovered from federal funds. Any balance allocated as follows: As Federal Construction on S.T.H. No. 13, Ashland -Barksdale Road, $76,000. As a reserve for costs on Federal projects which are hot recovered from 'Federal funds, and for future allocation, $31, 296.68. October 19, 1935 ti Honorable County Board Bayfield County, Wisconsin H. B. Randall, Jr.-, Chairman of Co. Board Greetings: The 21st day of September 1935 a special town meeting was held at the town hall in the town of Orienta for the purpose of considering the construction of a high - spay bridge over the Iron River between sections 26 and 35, T. 49 - R. 9. The proposal was defeated on the final ballot, thus 35 against and 32 for. it. A total of 67 ballots were cast which is approximately 2/3 of the qualified voters of the Town of Orienta. This is the second time that a bridge has been proposed at this point and refused. The township maintains a road to the waters edge on each side of .the river but will not provide a bridge. There are about 2 weeks each fall when the river is freezing over and abou-t 1 month each spring when the ice goes out, and after each rain during the summer when it is impossible to cross the river with: a team or wagon. There would be considerable traffic if a bridge would be provided but as it is people avoid ANNUAL MEETING OF THE BAYF IE LD_ C OUNTY_ BOARD-- - -- ____-- NOVEMBER 12, 1935. driving this way as mumh as possible because of the danger -of -driving thru open water and the damage resulting to the car brakes, engine, etc. In the near -future -there will be children going to school to whom a bridge is a necessity. A mail route will probably be routed this way if a bridge would be -had. In view of the Township's refusal to provide a bridge, we, the undersigned free -holders of the Town of Orienta appeal to the County Board as provided in chapter 81 Section 8114 and Subsection 1 Wisconsin Statute, to consider the construction of a•high- way bridge on or near the Section line between sections 2.6 and--35, T. 49 - R. 9, as provided by law. Further, we beg that you give this appeal your earnest consideration and prove to us and every one that justice shall prevail. We thank you for your consideration. Signed: Joe J. Dear Mr. T'ranmal: You probably have received the announcement for the Twelfth National Out -Door Live Ex- position to be held in the Hotel Sherman, Chicago April 20th, to 25th inclusive 1936. Bayfield County should put her bid in for business along with the Test` of the northern counties. The following report was read: Washburn, Wisconsin County Board Bayf ie ld County Gentlemen: past year: November 12, 1935 We beg to submit the following as our report on Buildings and Grounds for the Court House. Considerable work was done on dome including the replacement of several new parts and in connection therewith have to advise that this dome will need more attention during the coming year. The court house proper has been redecorated practically all through -as well as the floors varnished. Some additional repair work was done on the ceilings.in several spots as well as the installation of weather stripping in all windows in the court room. It was absolutely necessary that the front steps of the court house be repaired with the addition of � strong supports beneath the steps also pointing up same and considerable pointing up at certain other bad spots. Some additional work along these lines will be necessary the coming year. We might also add that in compliance with provisions contained in resolution passed last meeting the telephone lines leading from the 'street to the court house have been laid in a trench and it is our intent ion- to do likewise with the electric lines if we can secure proper support from the Industrial Commission. It is our intention to replace present locks on court house with new ones which will admit only those persons in authority after office hours. Also the install L--ation of an iron threshold at the front entrance. ANNUAL ----MEETING OF THE BAYFIELD COUNTY ------------------------------------------------------------------------------------------- --------------------------- - NOVEMBER 12, 1935 Jail The walls of the entire jail have been paint-ed and otherwise put in first class shape as well as painting iron -on -outside of all windows. We were forced to spend some considerable money tearing out concrete floor in bathroom and replacement of same after proper installation of metal sheet supports between the boiler room and bathroom which also included rearrangement of all the water -piping. Two new toilets have been installed replacing old ones. This work together with some minor changes places the jail property in first class shape.` Sheriff's Residence Several doors to the sheriff's residence have been repaired or replaced when necessary as well as'complete installation of screen windows. We find it will be necessary soon to rebuild all the window frames of the sheriff's residence. Our budget has been carefully figured over and we trust it is fully agreeable ` to you and will be presented separately. Respectfully submitted, T. A. Rivers Irving Hadland W. A. I have been a member of the Building and Grounds Committee three years or more and I am familiar with the duties and work in connection with janitors of the Court House. I hope for your consideration at your meeting November 12th. I have been a resident of Bayfield County 42 years and served as Railroad Fore- man for one and one half years. Hook of the Department of the Interior re-� presenting the Indian Office of Ashland, appeared before the Board and explained the proposed Indian project in 'the Town of Russell. Mr. Kavajecz and Mr. Gidlof arrived at this time. The following communications were read: Land; Submarginal Red Cliff Project Ashland, Wisconsin August 29, 1935. Mr. Ludwig Tranmal . County Clerk Bayfield County Washburn, Wisconsin Ely dear Mr. Tranmal: For sometime pastthere has been contemplated a land project for the Indians on 'the Red Cliff Indian Reservation, Bayfield County, Wisconsin. At first the Indian Agency at Ashland, Wisconsin were requesting the purchase of large tracts of land, which would consumate very much of the town of Russell. Such ambitious undertakings would take considerable land'out of taxation and are now realized, and we are in every sympathy with the attitude -of the Bayfield County people. However, a new block for an established purchase area has been drawn up. This latest area is very small indeed. It is set. up•as follows: Section 31, Town 52N, Range 317. Acreage: Alienated - 47.93 Sections 6, 7, 8, 16, 17, 18, 19, 20, 21, 29, 30 and 31, Town 51N, Range 3W . Acreage: Alienated - 4,056.82 Restricted 632.82 Total - A,689.64 Sections 1, 2, 3, 4, 12, 13, 24, 25, 36, Town 51N, Range 4T. Acreage: Alienated - 5,242.60 Restricted - 520.00 Total - 5,762.60 Sections 21, 22, 26, 27, 28, 33, 34, 35, and 36, Town 52N, Range 4. Acreage: Alienated - 2,405.23 Restricted - 705.39 Total - 3,110.62 Total Adrea.ge of Purchase Area: Alienated - 11,752.58 Restricted - 1,858.21 Total - 13,610.79 ANNUAL MEETING OF -THE BAYFIELD COUNTY BOARD ---------------- ---- -------------- ----- NOVEMBER l�', 1935-- - ------------ -- ---------- - -- - For your information, map of the purchase area is attached, herewith, which establishes these boundaries-. For reasons basicly sound we believe that a purchase area within the boundaries set up above ahould be to every advantage to the Indians at Red Cliff', as well as Bay - field County itself. Such, reasons for the guidance and consideration ,of yourself and the Hayfield County Board are enumerated as follows: 1. The boundaries of the purchase area are -so established as to involve in no way the farmers or settlers of the area by excessive- burdens-. The area is mostly a cut -over waste. With the opportunities for` resettlement- in excellent farming areas, now open through the Resettlement Administration-, it is very apparent .that these lands will not be desirable for farmers to go in and undertake the long grind of clearing and cultivating. Further, private industries cannot be expected to establish costly enterprises for reforestation, etc. 2. Within the area of 13,610.79 acres there are now 1,8L56.21 acres of land which are restricted and already under Indian control, leaving an acreage of 11,752.58 for purchase and development for the Indians by the Govern- ment. 10 3. Funds for the purchase of this land are through an appropriation made possible by the Wheeler -Howard Indian Reorganization Act. The Apportion - went for Red Cliff is $30, 000.00. Above the , $30, 000.00 there will be $60, 000.00 from a .revolving f and f or industrial development. IECW work, will penetrate the area so as to establish a cultural forestry program, roads., and buildings. The $60,000.00 specified is for industrial programs alone, so it is very apparent that there are certainly ends in view for the land acquisition® With the land the advantages of this $60,000.00 and full ECW programs will be realized. 4. Among all the land programs undertaken by the Indian Office thus, far, we have nowhere seen a Business Committee of'Indians so enthusiastic, so anxious, and so sincerely ready to go, as is the one at Red Cliff. These people well realize, the same as the people of Bayfield County, that some- thing must be done for their welfare. 5. The lands within the purchase area are seemingly of no benefit to Bgyf ie ld County. Most of them are tax delinquent, and will probably remain on the books as such for a long time to come. It seems that here is an opportunity for Bayfield County to dispose of these lands and gain the income through the sale of those on which they hold tax title. Mould this not be a better alternative than to leave the situation as it now is - a situation where the Indians will become more and more a burden to the County, and where the area desired for purchase will continue to mount in tax delinquencies? The $30,000.,00 appropriated for purchase bf lands at Red Cliff must be hypoth- icated within the next two months, otherwise the funds will have to be allocated else- where. This matter is now of such great importance, not only to the Indians, but, to Bay - field County itself, we urge upon you to bring reaction and consent for establishing a purchase area from the Bayfield County Board as quickly as possible. If needs be a special meeting of the County Board is sincerely requested. We are anxious in every way to cooperate with the -'County Board. The small acreage desired will be sub ject to development, which will be of great benefit to the Red Cliff. Indians. At no' time has there been a -better opportunity -to do something for them. IUtoreover Bayfield County will certainly gain advantages from, the receipt of funds for the tax delinquent lands, an improvement in this area through roads, houses and commercial enterprises, and a relief from the burden which these handicapped Indians have caused them in the past. In order to accomplish this, the fundamental and basic thing needed is the land. Another matter in which we are seeking the cooperation of ' yourself and the County Board is that speculators on this purchase program- will be kept out. Bayfield County itself and the people within the -area should receive the full figure of appraised valuations. . It is hoped that a favorable reaction from the, Ba..yf ie ld County Board, in setting up the purchase area as now outlined, will be gained as quickly as possible. Sincerely -yours, CARL L. Land; Acquisition Red Cliff Project r Mr. Ludwig Tranmal County Clerk Washburn, Wisconsin Dear Mr. Tranmal: Ashland, Wisconsin October 28, 1935 We are attaching hereto list of county owned lands within the area proposed for purchase by the United States- Ind.ian-Service under the Wheeler -Howard Reorgan- ization Act. According to ou.-r records the county owns a total of 3559.66 acres within -our Project Area in addition to a number of lots in the Buffalo Addition of 'section 31, township 51, range 3, the acreage of which is undetermined. We have excluded from our -list any descriptions of county owned lands where there is no evidence of an issuance of a Certificate of Competency® We are unable to offer definite proof as to whether or not such tracts remain in restricted allotment status, but feel that the county could not varify title to same without showing evidence that a Certificate of Competency had been issued upon the tracts in question or record of other transfer from the original allottee with the approval of the Secretary of the Interior. We ask that you will kindly check this list with your records and notify us, of any errors in same. You will recall that under date of September 13 the Financial -anal Budget Committee of Bayfield County considered the requ st of the United States Indian Service for permission t o purchase coLLnty and ,privately owned lands within the designated purchase area and reported in favor of same and that this resolution of approval as drawn up by ANNUAL MEETING OF. Twenty-two members of the County Board of Bayfield Committee have- signed this "Round Robinn :pledging,, them- selves to vote in favor of same at the next meeting of t'he-"Gounty''Board, November 12, 1935. The funds alloted for our purchase program in Bayf ield -County, will. be available only for a limited time and for this reason we feel that it' will be necessary for us to arrive at a definite agreement for the sale of county lands by Ba..yfield' County during the next regular meeting of the County Board, November 12, 1935. We wish, therefore, to sug- gest at this time that a resolution be prepared for consideration of the County Board which mould authorize' the county officials of Bayfield County to execute a six month op- tion to the United States Government on all lands now owned by the County of-Bayfield in the proposed purchase area of our Red Cliff Project at a designated per acre price. While we are aware of the fact that"the determination of prides at which county lands should be -- sold is the responsibility of Bayfield County Board of- Supervisors, 'we wish at this time to inform the County Board that the local office of the United States Indian Service would be willing to recommand options on the county owned lands within our purchase area at an average price of $2.00 per acre, We also Irish to state that the United States Indian Service will be pleased to consider any counter -proposal of Bayfield County as to acreage offered --and per acre price of same. We wish to advise you further that we shall be pleased to have a -representative of the United States Indian Service meet with the Bayfield County Board ..or any of its Committees prior to or during the coming session of the County Board which begins November 12, 1935. Mrs. Gustafson appeared before the County Board and read the annual report of her work which was as follows: Report of the Bayfield County Children` s Board (from November 1934 to November 1935) 327 ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD ---------------------- - --- - - - NOVEMBER 12. 1935. J To the Bayf ield County' Board of Supervisors: - Ve herewith submit the ' followin:g report of work done by the Bayfield County Children's.Board this past year. We have held nine regular meetings the past year, the majority of which have also been attended by one or' all of the 'following: - A represent- ative of 'the State Board of Control, a representative of the Relief Department, the Suv-enile Judge and the County Nurse. Since we are the only agency in the County legally authorized,.to investigate illegitimacy, .these cases are reported to us by the State Board of Control. Fifteen - new cases have been reported to us this year, making a total of- 65 illegitimate children; brought. to the attention of the Children's Board since its -organization about four -years ago. 12 unmarried mothers have been 'interviewed this year and plans suggested for est- ablishing a Paternity -and care of the children. The following eases have been acted upon this year by the Children'sBoard: 2 - fatherless children placed in Foster Home upon sentence of mother to Taycheedah. 1 - Non-resident Mother and illegitimate baby returned to Douglas ,County. Baby .ill and in a Douglas County Hospital approximately 6 weeks when.it finally died. Expenses paid by Douglas County© 4 - cases paternity established. One case in Ashland County with settlement of $200.00 by resident of that County, 2 - Annulment .of Marriage Cases. One case Criminal Court. Taking advantage of a minor child before age of consent. Plead guilty and man on probation. 14 year old girl placed in foster home, making fine adjustment and doing well in school. The second case. Annulment obtained. No paternity established and no settlement for child Case pending further action. The baby taken to Stout Institute by Children' s Board for Model Home - Management C ou.rse . There it has free care for nine months. 8 - cases of extreme neglect. Children from motherless homes and father's admitted in - ability to care for them. 3 brought in on complaint by an elder brother. -5 by complaints of fathers - One father paying $15.00 per month toward his children's support by order of the Court on suggestion of Children's Board. 1 - Case neglect and abuse. by Step father. Brought in upon insistence of Ashland County Children's Board® A case of over three years standing of which they gained knowledge before our organization. 1 - Incest Case - Three days.f rom time man was brought in by Children's.Board.he was serving time in Waupun. Speedy disbursement of this case saved Bayfield. County con- siderable money. Girl placed in Salvation Army Home where baby was born. All ex penses paid by the town. Still an active case on our records regarding future care. The second girl in family involved made recommendation to leave home. rs attending High School in, another County. Upon a Children's Board member explaining case to the School Board, tuition was waived by that City. 1 - dependent child discovered in a Bayfield County Home. Through negotiations made by the-Children's Board this child was returned to Michigan. 6 - Physical examinations obtained for children. 1 - Case of Crossed eyes. Madison. 1 - Adopted child who ran away from home through misunderstanding and whose parents at fir: wanted annulment of adoption, Was returned to home and reconciliation effected. Supervision of 2 orphans turned over to Rusk County where they are living with a brother. No cost to Bayfield County. As reported last year we had begun the policy of placing -dependent children in boarding homes here in Bayfield County, rather than sending them to Sparta. Here they, have the advantages of home care and normal surroundings that every child needs. On several cases Foster parents have become so attached to these children that there is the possibility of adoption and permanent homes f or- them., The five types of boarding homes that we have been able to get are repeatedly commended by the State Board of- Control. After a thorough investigation by the Children's Board and Board of Control these homes are issued a Boarding Home Permit by the State Board of Control and regular visits made by the Children's Board. Suitability of the home for the child, their age and religion are taken into consideration when these children are placed® We are now supervising 23 children in 16 homes, three of which are in free homes. Their welfare and school progress are closely checked. This past year we found it nec- essary to remove three children from homes where first placed due to lack of understanding between children and,foster parents. These were excellent homes, but the relationship was not congenial and since the change in boarding homes these three children are doing mu;:h better, both at home and in school.. .. The County is now paying $12,per month for the care of children in'Boarding homes in Bayfield County in comparison to $16 per month, the County.f.s share of maintenance fora child at Sparta. The superior advantages of Mother care, normal home surroundings and happiness cannot be domputed in dollars and cents. We gratefully adknowledge the. co-operation of the Relief Department again this year. Considerable cost of administration to the County has been saved due to the fact that many of the calls are made by two of our members at the same time they are making regular Relief calls, since the majority of our cases have occured in families on Relief. Cost to the. County for the Children's Board this year has amounted to $46.20 and has been expended for postage, telephone and mileage for cases outside of Relief families. We appreciate the fine co-operation of the County officials, especially the Juvenile Judge, the District Attorney and the County Nurse. We shall endeavor this next year to carry on the work to the Vest of our ability, giving freely of our time not only to the best interests of our children, but to the County as a whole. We shall make a special effort to see that paternity is established in the cases of illegitimacy, and that settlements are obtained for the support of these children. We greatly appreciate the fine co-operation of the County Board Members and your interest in the work and trust. that you may continue to give our efforts your approval. I would only want the building next to the track, so tYa.t if you so desired, the property could easily accommodate both the Resettlement Administration and my tie mill. I intend to re -tie the spur track into the property and use it as a. loading point for different timber products. I would also repair the building next to the track and use it for storage of ties 'and other. timber products. I would have jobs for local labor to the extent of 8 br 10 men. There shall be no year round residence. 4. The cabins shall be locked at all times when'not occupied. The following resolution was read: R E S O L U T I O N Requesting the Construction and agreeing To the Maintenance of Wisconsin Project No.W.P.S.O_. 628 RESOLVED by the' County Board of the County of Bayfield, State of Wisconsin, that the County Highway Committee be and they are hereby authorized to execute on behalf ANNUAL i + + T IUG OF THE BAYF IEL D COUNTY BOARD NOVEVIBER 13, 1935 of the County of Bayfield, Wisconsin, the attached contract marked Exhibit "A" and made apart hereof, whereby the County of Bayfield agrees, to assume the maintenance of the Sioux River Relocation Road and Bridge on County Trunk Highway "C"', designated as Wiscon- sin Project No. W.P.S.O. 628, if the project for the construction of said improvement is approved and the same is constructed by the State Highway Commission of Wisconsin with funds apportioned to the State finder the provisions of the Emergency -Relief Appropriation - Act of 1935 relating to the construction of public highways and- other- relaters projects and to the elimination of hazards to life at railroad grades crossings, in accordance with the provisions of the Federal Highway Act. BE IT FURTHER RESOLVED, That the State Highway Commission of Wisconsin is here- by requested to submit the aforementioned project with recommendation that it be approved by the Secretary of Agriculture; and in consideration of the Highway Commission submitt- ing the project for approval and undertaking its improvement, the County of Bayfield here- by -,.agrees to: Furnish for the use of the State Highway Commission of Wisconsin all real property, rights of way and easements necessary to construct said project within the limits of the project in accordance with plans to be approved therefore, and to satisfy all claims for damages of every kind and nature to any real estate or personal property whatsoever that may be filed against the State Highway. Commission of::Wisconsin and/or the County of Bayfield, arising from or growing out of the construction, maintenance or re- construction of said project, and to defend any and all suits in connection therewith which may be brought against the said Highway Commission and/or the County of Bayfield. Pay any and all costs incurred in the execution of surveys and development of plans for, and in the construction of said project, which are not recoverable from the Federal Government under the regulations and rulings of the Federal Government or its Bureaus or departments controlling the disbursement of funds granted to Iisconsin and allotted to said project. To: contribute toward the cost of the project, a sum sufficient to finance all costs in excess of that earned under the Federal Regulations on the basis of one man year of employment for each $1,400.00 expended on the project, which sum, including the contribution provided for under paragraph N. 2 above, is estimated to be $5,000.00, such estimated sum being subject to adjustment, based upon the final costs of the project. BE IT FURTHER RESOLVED, That the County of .Bayfield, Wisconsin shall hold the State Highway Commission of Wisconsin and the State of Wisconsin, its agents and employees and its independent contractors entirely free from damages resulting to any person or public or private property by reason of or in connection with the construction of -said project, but, however, excepting damage or liability on account of negligence of the in- dependent contractor, its or his agents and employees, if such damage is not necessarily caused by compliance with the plans and specifications, and - BE IT FURTHER RESOLVED, That the County of Bayfield, Wisconsin, shall hold the State Highway Commission of Wisconsin -and the State of CTi.s^consin, entirely free and harm- less from any damage, including damage by •negligence or otherwise, which may in any form be committed in connection with said improvement. BE IT FURTHER RESOLVED, That in consideration of the State Highway Commission of Wisconsin undertaking the improvement aforementioned, the County of Bayfield hereby agrees to save the State. of Wisconsin and the, State Highway Commission of Wisconsin, their officers, agents, servants and independent contractors, in complying with the plans and specifications, free from liability or damage by reason of any change of Grade, change of center line, of highway, telephone poles, including lines and cable; electric current poles, including lines and cable; driveways and approaches to private property; trees, shrubbery, flowers, or any other things located in or adjacent to the highway and not in- cluded in the foregoing, excepting damage or liability on account of negligence of the independent contractor, its or his agents and employees, where such damage is not necess- arily caused by compliance with the plan and specifications. The following was read: EXHIBIT "A" AGREEMENT BY MUNICIPALITY OR POLITICAL SUBDIVISION TO MAINTAIN HIGHWAY& IMPROVED UNDER THE EMERGENCY RELIEF APPROPRIATION ACT OF 1935 The County of Bayfield, State of Wisconsin, hereinafter referred to as County, and the State Highway Commission of Wisconsin, hereinafter referred to as the Highway Oommission, hereby agree as follows: { 1. That the Highway Commission will submit a project for the improvem.nt of 0.530 miles of feeder highway from Washburn to Cornucopia, known as County Trunk Highway ftCTt9 and to be designated as Wisconsin Project No. W.P.S.O. 628, and will recommend its approval by the Secretary of Agriculture for construction with funds apportioned to the State under the provisions of the Emergency Relief Appropriation Act of 1935 relating to the construction of public highways and other related projects and to the elimination of hazards to life at railroad grade crossings, in accordance with the provisions of the Federal Highway Act, subject, however, to the condition that the County shall provide for its proper maintenance after completion of its improvement. 2. That the said County hereby requests the Highway Commission to submit the aforementioned project with recommendation that it he approved by the Secretary of Agric- ulture, and..agrees that if such project is approved. and constructed by the Highway Commission and the Secretary of Agriculture it thereafter, at its own cost and expense, will maintain the project in a manner satisfactory to them, or their authorized repres- entatives; and will make ample provision each year for such maintenance. WHEREAS: Federal funds have been alloted to Wisconsin for the, improvement of highways -to be allocated for expenditure by the State Highway Commission with the con- curre.nce of the U. S. Bureau of Public Roads, and it is desired to tape advantage of every opportunity to secure the expenditure of a portion of such funds in this county, and WHEREAS funds must be provided by the state or counties to match the federal funds allotted and, or, to pay the cost of items which are not recovered from federal funds, and WHEREAS other emergencies frequently arise making necessary the transfer or allocation of funds, NO?,,[, THEREFORE, in order to provide for promptly making availablethe funds necessary for the purposes hereinbefore mentioned, and to avoid the delay and expense _incident to calling a special meeting of this board for such purpose, BE IT RESOLVED, that the County Highway Committee, with the approval of the ANNUAL MEETING OF THE BAY_FIELD COUNTY BOARD_ _ NOVEAIBER . 13, 1935 State Highway Commission, is hereby authorized, to transfer to, or between any construction projects in this county any' funds a> Lotted` to this county, by the state under the- provis- ions of Sections 20.49 (4)' and a4.03, and previously allocated by this board to any other project, or remaining unallocated in reserve. - BE IT FURTHER RESOLVED; THAT THE'State Highway Commission be'and is hereby petitioned to advance, pursuant to Section 84.03 (5) of theStatutes; such sums- as may be required _and are not otherwise available, for the purposes hereinbefore mentioned on, a4p federal projects in this. county, with the understanding that such advance will be -- deducted from future allotments to this county for state trunk highway construction under Section 84.03 (3) of the Statutes. The following report was read: REPORT OF RURAL PLANNING, CONSERVATION, and ZONING COMKITTEE To the Bayfield County Board of Supervisors: Your Committee held several meetings during the year relative to the above named project. It begs leave to report that all work connected with the zoning of the County has been carried out including compiling the legal descriptions of 290 non -con- forming users in restr'ieted areas. This list was compiled as a VJERA project and -filed with the Register of Deeds for the future protection of present non -conforming users. The work of the committee covering the period from November 1, 1934 to May 1, 1935 has been covered by' reports submitted to the County Board at it's spring meeting. Under the G1TPA set-up the Committee is, sponsoring conservation projects amount- int to $281,000.004 The Rural Planning Committee is also sponsoring WPA projects ,in the Town of Russell, Iron River,Kelly, Keystone, Bell, Hughes, Bayfield, Bayvie.w, Clover, Oulu, and the City of Washburn. The Committee also approved a project for the construct- ion of a dam at Tot.ogatic . At a meeting of the Committee on October 30, 1935 Mr. Browne fit, Ranger of the Moquah U. S. Forest Area, appeared before the Committee pertaining to an increase in.the U. S. Forestry Unit. This matter was referred to the County Board for action. The Committee approved the request of the School Board of District Number 4, 1 Town of Orienta, asking that the SE NW Section 8-49-9 be set aside for school forests® The Committee also adopted a resolution pertaining to the opening of the season for Beavers and ?"Tolves in the Federal Unit. Inasmuch as there is considerable work yet to be done on Conservation, Rural Planning, and a Land Use Program, the Committee requests an appropiation of $300.00 for the coming year plus the unexpended balance of 1935. The following report was read: REPORT OF FINANCE & BUDGET COMMITTEE ON SOCIAL SECURITY November 14, 1935 TO THE COUNTY BOARD OF SUPERVISORS BAYFIELD COUNTY, WISCONSIN -The County Board of Supervisors is required to consider ways and means of pro- viding funds to defray its proportionate cost of aid and conform to other provisions of the State and Federal Social Security Legislation enacted this year. The committee was informed that Federal allotments of funds for direct relief in ;Wisconsin has been withdrawn and that aid from State Funds for this purpose would soon be exhausted. Realizing the responsibility that would confront this county board the Chairman and the members of the Finance Committee have attempted to work out some of the problems which we wish to present for your consideration. A state wide meeting of County Board members was held at Madison on Tuesday November 5th. The State Pension Board outlined the essential features of the new laws covering social -security, enacted by the last legislature and the last congress. It was indicated by many County Board IUIembers, considerable apprehension regarding the aids which the state and federal government is to provide and that state appropriations were in adequate and the fact the federal,gover-nment had not to date authorized any appropriations ANNUAL. MEETING OF THE BAYFIELD COUNTY BOARn NOVEMBER 14,.1935 covering their costs of Social Security. A model ordinance setting up a County Jelfare Department was ruled illegal by the Attorney General. We expect a new model before ad- journment of this board meeting. The Finance and Budget committee -conferred with the County Judge and District Attorney to ascertain the -approximate amount -which would have to be provided for old age assistanco.Questionairs were prepared and sent to all applicants. The committee has provided in the proposed budget aid for dependent children, aid for blind pensioners, county's share of direct unemployment relief and County charges for outdoor poor relief. Provision has not been made to cover the county's cost of old age assistance. Assuming that the county's share for old age assistance is $24,500. per year and additional $16,000. must be provided as a revolving fund, making a total of approximately �40,50O. The total amount involved of county funds in carrying on old age assistance, blind pensions and aid for dependent children will be approximately $53,250. of which the actual expense is estimated at $33,918. To carry on the functions of County Government and the acts covering social security will require an authorization by this. Board to borrow money. The county's share of old age assistance may be charged to the taxing district which is the residence of the pensioner as a county special charge. The County Clerk, however, could not certify the amount due from each taxing district until December 1936, which amount will be spread on the tax roll of the taxing district and collected in the year 1937. During this period the county's funds would be tied up in these special charges ffe also realize that practically every taxing district in Bayfield County is turning in a delinquent roll to cover its share of County taxes; very little cash being paid into the County Treasury at the time the local treasurers make settlement with the County. I. DuPont Co. in the Town of Barksdale, and ';JHEREAS, It appears that deer herds are increasing very fast within the grounds, to a point where the condition is getting very serious resulting in the trespass of the grounds by game law violators and the illegal shooting of deer within a short distance of high explosive magazines, constituting a real danger to property and lives, ffHEREAS, It appears that there 'will again this winter be a shortage of feed and a consequent starving of deer probably on a larger scale than last year unless some steps are taken to remove some of the deer from this area. NOYT THEREFORE, BE IT RESOLVED, By this Bayfield County Board of Supervisors assembled in annual session this 14th day of November, 1935, that the State Conservation Commission be earnestly requested and petitioned to take proper steps immediately to re- lieve this condition in the interests of both conservation and property protection. SECTION VI. WHEREAS: Appropriations are made herein, in addition to the amounts available for work in the county under Section 20.49 of the Statutes, the County Board doe-, hereby levy a tax on all.of the property in the county to meet such appropriations as f ollows : (1) For the various purposes set ,forth in Section V hereof, the ,sum of five thousand fqur hundred forty and no/100 Dollars ($5,440.00). SECTION VIII. IHEREAS: The various highway activities, for which provision is made in this resolution are continuous from year to year, and the exact cost of any work cannot be known at the time of making the appropriation therefor, this Board does hereby direct that any balance remaining in any appropriation for a specific highway improvement after the same shall have been completed, may be used by the County Highway Committee to make up any deficit that may occur in any other improvement of the same class for which provision is herein made, and any balances remaining at the end of the year in any high- way fund shall remain and be available for the same purpose'in the ensuing year, and any deficit in any highway fund at the end of the year shall be paid from the next appropriat- ion made for the same purpose, and WHEREAS: The exact amount of the funds that. will become available for highway purposes in the County under Section 20.49 of the Statutes will not be known until after Tune 30, 1936, at which time correct figures will be submitted by the State Highway Comm- ission, the County Treasurer is hereby authorized and directed to make payments on account of the improvements to be made with such funds, as hereinbefore authorized from any funds in the county treasury that are not required for the purposes for which appropriated prior to August 1, 1936; and to reimburse such funds in the county.treasury from the sums re- ceived under Section 20.49 of the Statutes. Wallin, Olson, Rude, Randall. Total 35. NAYS: None Motion carried. The following resolution was read: R E S 0 L U T I .O. N ORDINANCE ,FOR CREATION OF A COUNTY PENSION DEPA.RTME'NT'. The County Board of Supervisors of the County of Bayfield do ordain as follows: SECTION I.' Pursuant to Chapter 554, Laws of 1935, there is created a. county pension department with such personnel, qualifications and compensation as hereinafter provided. Said pension department shall -:administer within this county all laws of this state relating to old age assistance, aid to dependent children and blind pensions•. SECTION 2. Such pension department shall consist of one member who shall be a resident of Bayfield 'County, who shall be known as the Director of Pensions. Said dir- ector shall be elected by the county board at its annual November meeting and shall serve until the first'Monday in.December in the next succeeding year and until his successor has-been elected -and has qualified. Any vacancy in the office of Director of Pensions shall be temporarily filled by' the chairman ,of the county board subject to the approval of the county board at its next regular ,or special meeting., SECTION 3. The.said pension department in the discharge of its duties may em- ploy and prescribe the duties of such personnel as it may deem necessary for a just, humane,' efficient and economical administration of the laws for which it is created. The compensation of any person so employed shall be fixed ,by the County Board within the limits of the appropriation made therefor by the county board. SECTION 4. The" Director. of Pensions shall be allowed compensation for his services at the rate of �1500.00 per year, and his necessary expenses and disbursements in the performance of his official duties. Such compensation and expenses shall be .pay- able monthly after being audited and, approved by the finance committee of the County SECTION 5. ' The county board shall annually appropriate to the' pension depart- ment an amount it deems advisable for th e payment of the compensation and expenses of personnel and.other administrative expenses. .SECTION 6.. It shall be the duty of the pension department to make an annual report to the county board at its November meeting upon its work during the year. SECTION 7. To the end that this county may be entitled to receive federal and state aid for old age assistance, aid to dependent children and blind pensions, the Director of Pensions and employees of the pension department performing any duties in connection with the administration of these f'crms of public assistance shall observe all rules and regulations made and promulgated by the state pension departroant as well am all statutes in reference thereto and shall keep such records and furnish such reports as said state department may require in relation to their performance of such duties. All - records relating to the administration of these forms of public assistance shall be open to inspection and audit at all reasonable hours, by the state pension department and any ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD NOVEMBER 14. 1935 duly authorized employee thereof or by any duly authorized representative of the Federal g ov e rnme�nt . SECTION 8. Said pension department shall promptly make or cause to be made such investigation of any and all applications received as it may deem necessary. The pension department shall decide upon the application, and fix the amount of assistance, if any, to be granted to any applicant. (Such investigation shall include a conference with the supervisor from the town, village or ward wherein -the applicant resides.) All orders for these forms of public assistance, including certificates of, old age assistance, blind pensions and aid to dependent children allowed by the pension department shall be signed by the Director of Pensions. SECTION 9. This ordinance -shall take effect upon passage and publication. Moved by Sibbald and seconded by Potter to adopt the foregoing resolution. The following resolution was read: R ES 0LU'T I ON °y BE IT RESOLVED by the Bayfield County -Board in regular session this 14th day of November, 1935, that there be and is hereby created a committee of the Bayfield County Board to be knoz1Tn as the Committee on Pensions to consist of three members, one of whom shall be the chairman of the Board, and the other two members. of whom shall be ' appointed by.the chairman of"the Board with the approval of the Board. BE IT FURTHER. RESOLVED that the Committee on Pensions shall aid, assist and advise the Bayfield County Pension Department in the administration of all laws, rules and regulations relating to old age assistance, aid to dependent children and blind pensions. Such committee shall meet once each month at the office of the Bayfield County Pension Department, and shall meet at such other times and places as the Committee on Pensions shall deem advisable, and shall receive the same per diem compensation and mileage for attending meetings as the members of the regular standing committees of the Board. The report is exclusive of the per diem and mileage drawn at the County Board meetings.- Neither does it include the per diem and mileage .of highiTay committee members which is given separately in the County Highway annual report.
