The meeting was called to order at 10 A. M. by S. E. Squires, Chairman.
The following members answered roll call: Nohl, Smith, Alcott, Irish, Bernard

The following resolution was read:
RESOLVED by the Bayfield County Board of Supervisors that the salary of the
County Highway Commissioner shall be and is hereby fixed at s'2700.00 per annum for the
term commencing January, 1938.
BE IT FURTHER RESOLVED that said compensation shall be paid in twelve equal
installments payable on the last day of each month.

The following resolution was read:
7MERE,',S, the Federal Department made feed loans to farmers in '1934, ,
rVHEREAS, the farmers were authorized to work on town projects in payment of
50 percent of the loans, and
51IHEREAS, the remaining 50 percent which is unpaid is a burden on the farmers
and difficult for many of them to meet, and impossible for most. of them, due. to the
small margin of profit on farm products; now
THEREFORE BE IT HEREBY RESOLVED that the Federal Department be requested to
change their ruling to allow the farmers to work out the remaining 50 percent of unpaid
feed loans of 1934,. and that a copy of this resolution be mailed to F. Ryan Duffy,
our U. S. Senator, and Congressman B. J. Gehrmann.

The following resolution was read:
I!'THEREAS, The United States Forest Service is acquiring lands from time to time
by deeds of conveyance and assumes the payment of the recording fee of said deeds, and
_YTH EREAS, The required Government procedure necessitates a temporary delay in
paying such fee, and
WHEREAS, the Register of Deeds of Bayfield County is required to remit monthly
to the County Treasurer the amount of all recording fees,
BE IT RESOLVED by the Board of Supervisors of Bayfield County, Wisconsin, duly
and regularly assembled at�a regular meeting this 9th day of November, 1937, that the
Register of Deeds be not required to remit the amount of recording fees for - conveyances
to the United States of America until the same has been paid by the United States Gov-
ernment.

The following resolution was read:
WHEREAS, the Board of Supervisors for the County of Bayfield, State of Wisconsin,
by means of a resolution adopted at a meeting held on the 12th day of November, 1935,
limited the amount of land which the United States of America may acquire for Forestry,
purposes in the Town of Drummond, Bayfield County, Wisconsin, to 72,500 Acres, and
WHEREAS, The Board of Supervisors for Bayfield County, by means of a resolution
adopted at their annual meeting on the 14th day of November, 1934, provided that the
United States of America would not purchase any lands for Forestry purposes in the unres-
tricted zone of the Town of Drummond, name,, the TVest -il/3 of T. 44N. , R. T;;T. , and the
East 1/2 of T. 44 N. , R. 8W. , 'and.
T;YHEREAS, the owners of certain lands within the Town of Drummond are desirous
of selling their lands to the United States of America, and an increase over the present
authorization is required to permit such a transaction, and
,IHEREAS, the sale of certain lands within the Town of Drummond, in excess of the
present limitation, would contribute to the public welfare by permitting the consolidation
of isolated descriptions within solid blocks of land owned by the United States' of America,
THEREFORE, BE IT RESOLVED by the Board of Supervisors of Bayfield County, Wis-
consin, duly and regularly assembled at a regular meeting this 9th day of November, 1937,
that. the present limitation of purchases in the Town of Drummond"for National Forest
Purposes of 72,500 Acres, be raised to 74,500 Acres, and
BE IT FURTIER RESOLVED, that the United States of America, subject to the above
limitation of 74,500 Acres, be permitted to purchase land for National Forest Purposes
within the 1:Test 1/3 of T. 44N., R. 7 W., and the East 1/2 of T. 44N., R. 8 I7., provided
that each of such purchases receives the prior approval of the Town Board of the Town of

The following communication was read:

TO THE HONORABLE MEMBERS OF TIE Bt?YFIELD COUNTY BOARD -
We wish to submit to you a summarized report of the work completed by our office
during the past four years.
We have funds for continuing loans to farmers who cannot get credit at banks
and other government loaning agencies. We wish to call your attention to the fact that
very few farmers can get Federal Land Bank loans,'in fact, they make an effort to stop
loaning in these Northern Counties.
?Te wish especially to emphasize the above statement because the farmers have no
where to look for financial help except through our Farm Security Office.
T,�e now will have another duty given us through the action of the Farm Tenancy
Law recently enacted by Congress and that is to loan money. We will have some farmers
eligible for this class of loan in this County.
We are passing this report to you as we know you are interested in lessening the
number of families on relief rolls and to stabilize our farm income.
We also wish to thank you as a -Member of the County Board for Bayfield County
for past and future co-operation in our work.

We beg to submit the following as our report on Buildings and Grounds for the
COURTHOUSE
The side walk from First Avenue to Second Avenue East on 8th Street was laid in
accordance with plans'and outlay as provided in our 1937 Budget. 7-fe have to report, how-
ever, we overran the amount of 0250. originally set aside by $170., the latter amount being
accounted for by extra filling labor, trucking, etc., the surveyors report inaicating con-
siderable more labor, trucking, material, e,tc., than we figured on,on account of increased

elevation necessary. In this connection, will advise we provided the usual approaches
to the side walk on entering the Courthouse yard on the north as well as approaches clear
across the front of the Central heating Plant and garage.
A general change has been ivade in -the new arrangement of furniture and space
in the.Treasurer's Office, a decided improvement worked out'by the Treasurer with no
expense whatever to the County.
On -account of general clean up with reference to•painting and varnishing last
year, not much work of that nature was necessary. Will advise, however, we are figuring
on considerable painting and varnishing for 1938. The amount necessary for same is in-
cluded in our 1938 budget.
We are planning necessary guard rail on steps to upper floor and will be in-
stalled as early as can be.
Considerable work will be necessary provided the Board decides to arrange
additional vault space in the Courthouse. This, however, will be the subject of another
report.
For your information will advise it was necessary to procure a new lawn mower.
The amount necessary for this besides application. of value of old mower which could not
be repaired has amounted to IP"287.90. Same will last for a number of years, however.
rile have provided hot water for the Courthouse. The amount necessary was
reasonable for the reason that for nine months hot water is procured direct from the
boiler in the Central Iieat;in?'3plarit with no extra cost for water. The other three
months, hot water is furnished by direct heater at a very nominal amount. We con-
sidered this the proper thing to do as an electric unit would cost $185.00 besides
considerable outlay for electricity every month. This arrangement also furnishes hot
water to the Sheriff's residence and jail.
JAIL
Lower floor, walls, etc. have all been painted, windows repaired, etc. and
with the exception of some attention to the toilets, same seems to be in proper con-
dition.
SHERIFF'S RESIDENCE
We have provided necessary clothes poles and lines for the residence as well
as hot water above referred to, and with some additional wiring in kitchen, same will,
no doubt, be 0. K.
Urinals have been placed in small wash room next to the men's toilet. This
places that convenience in good condition and up to date.'
Our budget has been carefully figur2d out, has been presented to the finance
committee for their consideration and approval.

The following resolution .was read:
RESOLUTION RECOT&UENDED FOR ADOPTION BY THE BAYFIELD COUNTY HIGH�.VAY COMMITTEE:
WHEREAS the various towns in Bayfield County have been setting up individual
road improvement projects under the Federal'Works Program, and thereby gradually creating
a complicated set-up on which it is difficult to transfer men and equipment to meet the
physical requirements of the work performed, to the best advantage.
AND ?,IHEREAS the Federal Government is requiring larger expenditures from the
towns for .equipment and material on these projects.
AND 1'!FHEREAS the financial condition of the various towns does not permit the
financing of sufficient road equipment to derive all the benefits of the labor available
under the Federal Works Program,
AND ?VHEREAS the Bayfield County Highway Commission is familiar with the require-
ments of the town roads and has equipment adaptable for this work.

AND WHEREAS it is essential that useful and necessary work be und6rtaken and
that such work be operated with the greatest possible effeciency in order to justify the
presence of, and preserve the morals of the workers on -these projects, for which the
program was designed.
BE IT THEREFORE RESOLVED that the Bayfield County Board of Supervisors duly
assembled, give the County Highway Commission jurisdiction over all Farm to Market Roads
in the County, and instruct the County Highway Commissioner to submit for approval, a
County -wide Farm to IJiarket Road Project to cover all phases of such work as is permiss-
able under the Federal Works Program and that in the event of the approval of this
project, the various towns will .work in co-operation and co -relation with the Highway.
Commission so as to derive the greatest possible benefits to the towns and County, and
thereby, the general public; and that all town expenditures be submitted to the County,
who in turn will report same as Sponsor's contributions on the above mentioned projects,
and that all County expenditures be pro -rated back to the towns on the basis of the
amount of equipment used in the town.
BE IT FURTHER RESOLVED and expressly understood that none of the labor under
this project be used for regular maintenance work or any other work that vi11 displace
any regularly employed employee.

The following; resolution was read:
WHEREAS, Federal funds have been allotted to Wisconsin for the improvement
of highways to be allocated for expenditure by the State Highway Commission with the
concurrence of the U. S. Bureau of Public Roads, and it is desired to take advantage
of every opportunity to secure the expenditure of a portion of such funds in this county,
and
%'THEREAS funds must be provided by the state or counties to match the federal
funds allotted and, or, to pay the cost of items which are not recovered from federal
funds, and
HEREAS other emergencies frequently arise making necessary or desirable the
allocation or transfer of funds to or between ether contruction projects.

SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to the
county for highway work in the year 1938 under the provisions of Section 20.49 and
Chapters 83 and 84 of the Statutes and the additional sums herein appropriated shall be
expended as hereinafter set forth:
SECTION II. COUNTY TRUNK HIGHUTAY ALLOTMENT, WHEREAS: The State Highway
Commission has notified the County Clerk that a sum of money estimated to be $44,199.99
will become available at the end of the fiscal year ending June 30, 1938, under the prov-
isions of subsection (4) of section 20.49 and sub -section (2) of Section 84.03 of the
statutes, for the improvement of the -county trunk highway system in the county, but that
its exact amount will not be known until after June 30, 1938.
BE IT RESOLVED: That the County Highway Committee is authorized and directed to
expend the said sum to match and supplement Federal Aid for construction, right of sway,
and other costs on any Federal projects located on the County Trunk Highway System of
said county which are not recovered from Federal funds, and•to expend any balance not
required for such purpose for the improvement of the said County Trunk Highway System
during 1938 in the following manner, to wit:

SECTION III. STATE TRUNK HIGII?;'TAY ALLOTI'ArENT. ?7HEREAS: The State Highway

county in accordance with the provisions' of Chapter 84 of the Statutes, .but that its exact
amount will not be known until after June 30, 1938.

1. The sum of Four Thousand Two Hundred dollars ($4,200.00) for the retirement
of county highway bonds maturing in 1938.
2. Such sum of this allotment, together with any unexpended balances from prev-
ious allotments, as may be required on any Federal projects in this county to match
Federal Aid and/or to pay the cost of right of way, preliminary engineering, and other
items not recovered from Federal funds.

(b) The sum of Eighty Thousand Dollars (¢80,000.00) for the improvement by
grading and draining of U. S. Trunk Highway No. 2 beginning near center of Section 17,
Town. 47 North, Range 5 T,Vest, and extending easterly through Ashland Junction as far as
the said sum will construct.
SECTION V. WH-�EAS: It appears that certain additional highway improvements
in the county are necessary and warranted, the said County Board does hereby appropriate
the following sums for the purpose hereinafter set forth;
1. For administration including salaries, per diem, office and travel expense
of the County Highway Committee, the County Highway Commissioner, his clerks and assistant
not paid from construction or maintenance funds the sum of Five Thousand Three Hundred
and Fifty Dollars ( c�5, 350. 00) .
SECTION VI. WHEREAS: Appropriations are made herein, in addition to the amount
available for work in the county under Section 20.49 of the Statutes, the County Board doe
hereby levy a tax on all of the property in the county to meet such appropriations as
follows:
1. For the various purposes set forth in Section V hereof, the sum of Five
Thousand Three Hundred Fifty and No/100 Dollars ($5,350.00).
SECTION VIII. 7,THEREAS: The various highway activities, for which provision is
made in this resolution are continuous from year to year, and the exact cost of any work
cannot be known at the time of making the appropriation therefor, this Board does hereby
direct that any balance remaining in any appropriation for a specific highway improvement
after the same shall have been completed, may be used by the County Highway Committee to
make up any defic.it that may occur in any other improvement of the same class for which
provision is herein made, and any balances remaining at the end of the year in any high -
sway fund shall remain and be available for the same purpose in the ensuing year, and any
deficit in any/highway fund at the end of the year shall be paid from the next appropriati
made for the same purpose, and
IMEREAS: The exact 'amount of the funds that will become available for highway
purposes in the County under Section 20.49 of the Statutes will not be known until after
June 30, 1938, at which time correct figures will be submitted by the State Highway
Commission, the County Treasurer is hereby authorized and directed to make payments on
account of the improvements to.be made with such funds, as hereinbefore Luthorized from
any funds in the county treasury that are not required for the purposes for which approp-
riated prior to August 1, 1938; and to reimburse such funds in the county treasury, from
the sums received under Section 20.49 of the Statutes. The County Clerk is hereby directe
to levy the taxes named in Section VI hereof in the county tax levy; and to levy the
special benefit assessments made in Section VII hereof as special charges against the
respective municipalities therein named as provided by law, and the County Highway
Committee and the County Highway Commissioner are hereby direct5d to carry out the high -

provided by law, to rent, purchase, or sell highway equipment as required and to employ
such patrolmen, laborers, and foremen, as they may deem necessary for such purpose,

THEREFORE be it resolved by the Bayfield County Board of Supervisors in annual
session this ninth day of November 1937 that the regular and established hours for the
offices of the Courthouse to be open and the hours to be worked by the employees are aid
shall be as follows: 8 to 12 A. M. and 1:15 to 5 P. M. one-half day on Saturday, except
in the months of June:; July and August when the offices shall close at 4:30 P. Td. This

COUNTY FORESTRY ORDINANCE
November 9, 1937
An ordinance prescribing rules and regulations for the administration of county
owers.and duties as provided in Sections 59.98, 77.13 and 28.15, Wisconsin Statutes.
The County Board of Supervisors of Bayfield County do ordain as follows:
TITHEREAS: Bayfield County has by a resolution introduced, published and finally
adopted on November 18, 1931, complied with the procedure prescribed in subsection (1) of
ection 59.98, Tjisconsin Statutes, and
WHEREAS, under the provisions of Section 59.98, Wisconsin Statutes, and part-
icularly subsections (2) and (3) thereof, the County Board of Bayfield County is granted
specific powers relative to the establishment, management, protection and extension of
county forest reserves, and to cooperation with the Conservation Commission as may be
necessary and proper to carry out the purposes of said section 59.98, Wisconsin Statutes; an
WHEREAS,, under the provisions of Section 28.15, Wisconsin Statutes, the County
Board of Bayfield County, for the purpose of blocking out county -owned forest lands, is
authorized to exchange any of such lands for other lands adapted to forestry purposes
Nether publicly or privately owned; and
7HEREAS, the County Board is authorized to enter lands under the forest Crop Law,
ursuant to Section 77.13; now therefore
SECTION I
Designation of County Forest Reserves
Determination is hereby made that for the purpose of proper and complete ident-
ification of all lands which are a part of a duly constituted county forest reserve, such.
orest reserve boundaries for each and every forest reserve shall be designated by a res-

olution of the County Board, and such boundaries shall be designated on an official
county forestry map.
SECTION II
The agriculture and Forestry Committee of the County Board is hereby designated
to administer the county forests and is the committee hereinafter referred to.
SECTION III
Powers and Duties of the Agriculture and Forestry Committee:
The committee shall have the power and it shall be the duty of the committee to;
(1) Recommend to the County Board any changes in the .boundaries of county
forests, but no new forests or additions to existing forests shall be authorized until
the county shall own fifty (50%) per cent of the acreage therein.
(2) Certify to the County Clerk (one month) prior to the November meeting of
the County Board each year the descriptions of -all lands acquired during the year and
suitable for entry under the Forest Crop Law.
(3) Cooperate with the AWisconsin Conservation Department in preparing a bud-
get for county forest administration, capital and direct expenditures of forestry funds
advanced..by the Conservation Department under Subsection (5) of Section 59.98 of. the 1,lTis-
consin Statutes; together with the revenues accruing to the county under this ordinance;
and present said budget to the County Board for adoption.
(4) Locate survey lines and corners on the boundary of, or within county for-
ests and appropriately post said boundaries.
(5) Administer rules and regulations governing the recreational use of the
County Forests as hereinafter prescribed.
(o) Dispose of dead, unsound or inferior material cut in connection with forest
improvement work as hereinafter prescribed.
(?)'Regulate the disposal of slash.
(8) Recommend and submit to County Board for approval exchanges of land with
public and private agencies for purpose of blocking pursuant to Section 28.15 of the
Statutes.
(9) Prepare and present an annual report of its activities to the County Board
at the November meeting in each year.
(10) Designate such administrative officer as its agent and employ such competent
surveyor and such other agents as may be necessary.to direct, perform and enforce the
administrative functions of.this ordinance, by and zriith the approval of the County Board.
SECTION ITT
Forest Crop Law Administration
Upon certification of lands for entry under the forest crop law by the committee
the County Clerk shall proceed to fill out the prescribed forms for each description of
laLd to be entered, as required by the Conservation Commission, within the date limits
prescribed by the Conservation Commission for each year's application. Applications to
enter lands under the Forest Crop Law require the signatures of.the County Clerk and the
Chairman of the County Board.
The sale of any descriptions of lands within county forests, and entered as
forest crop land is hereby made subject to the recommendations of the committee, and

SECTION V
Finances and Accounting
All funds paid to Bayfi.eld County from the Conservation Department under Vecti.on
59.98, of the CTisconsin Statutes, known as Forest Aid Funds, are to be maintained in a
separate account in the office of the county treasurer designated "County Forest Aid Fund,"
All authorization for debits on this account are to be counter -signed either by the
chairman of the committee or its executive officer.
SECTION VI
County Forest Use Regulations
A. Recreational Use.
(1) The Committee may designate suitable areas for camp sites and picnic ground
and is authorized to provide needed conveniences, including wells and sanitary facilities.
Such areas shall be for public use without charge.
(2) applications for permits to build and use hunting and fishing cabins on
County Forest lands, specifying the land description, may be filed with the County Clerk.
On all applications approved, by the committee, the County Clerk shall issue a cabin permit
on payment of whatever fees the committee recommends. Such. permits shall expire Dec-
ember 31, and be subject to renewal at the pleasure of the committee.
(3) Any cabin permit may be revoked at any time when the permittee or his
guest shall have been convicted of violation of the state game laws or forest fire I?er-
mits laws, or any provision of this ordinance. All permits issued for the erection and
use of cabins shall contain clauses that the permittee shall remove any buildings erected
by him by ilpril 15 of the year following revocation or failure to renew any permit; and
that whenever any building be not removed by April 15, it shall become the property of the
county'and the committee may dispose of such buildings.
B. Improvement Cuttings and Timber Sales.
(1) All cutting operations within a county forest shall, be deemed to fall ,
within one of two classifications: (1) Improvement cuttings, in which dead, unsound,
deformed, suppressed or inferior species of trees may be cut for the primary objective of
promoting improved forest growth; or (2) Timber cutting operations, in which the primary
objective of the cutting is the marketing of the timber growth for commercial products,
including lumber, ties, poles, posts, pulpwood, veneer logs, piling or any size of logs or
bolts intended for further manufacture.
(2) Improvement cutting operations on county forests shall be authorized only
by the committee, and such cuttings shall be in accordance with plans made by, or shall
be under the supervision of a forester of the staff of the Conservation Department. The
materials cut in such operations shall be for the free use of public agencies designated
by the committee.
(3) Timber cutting operations on county forests shall first be recommended by
the committee, approved by the County Board, and submitted to the Conservation Commission
for approval, as provided in-paragraph�(6) of Section 59.96, of the Wisconsin Statutes,
before cutting shall be authorized. The committee shall require sealed bids on the pur-
chase of timber in all cases where the stumpage value of the timber to be cut is in excess

of �,"100.00. All timber sales shall be made on the basis of the scale, measure or count of
cut forest products as reported by a scaler acceptable to the committee. On extended
operations payment shall be made monthly and final payment shall be made in all cases
within 30 days after removal of the cut products. ' The committee may require or waive a
bond before approving any sales contracts.
TRESSPASS ENF'ORCEIvIENT
(1) Civil Action:
Whenever evidence of trespass cutting on lands on which Bayfield County holds a
tax certificate or a tax deed shall he lodged with the. district attorney, he shall bring
suit to recover damages under sub -section (2) of section 74.44 of the Statutes.
(2) Criminal Action:
In case such cutting is willful, criminal action under the same subsection shall
be brought by the district attorney on reasonable evidence.
(3) Seizure:
T'Jhenever forest products are found, known to have been out in trespass from
county lands, the sheriff shall on satisfactory evidence seize such materials and sell
them for the use of any county institution as the committee shall direct.
(4) Cooperation:
It shall be the duty of the committee or its appointed administrative agent to
secure information and to get the cooperation of county officials and town officers in
securing information to be presented to the district attorney for action for forest tres-
pass. The district attorney shall at the November meeting of the County Board make a
report of all cases of trespass cutting on county -owned Or tax delinquent land cohere in-
formation was filed with him, together With a statement of action brought by him and the
result of such action.
SECTION VII
Regulations in the Public Use of County Forests
The following regulations shall be in. effect on all county -owned lands within
county forests.
(1) All dumping of rubbish is forbidden.
(2) Campers and picnic parties must leave grounds in orderly and sanitary
condition. All refuse must be burned, buried, or placed in receptacles provided for that
purpose.
(3) No trees or shrubs shall be cut, dug up, removed or mutilated.
(4) Destruction or damage of improvements is .prohibited.
any person violating any provisions of this section shall be subject to a fine
not exceeding �,;25.00 or imprisonment in the county jail for not more than thirty (30) days.
SECTION VIII
Any amendment to this ordinance shall be laid over to the next meeting and pub -
lisped before final adoption.
SECTION II
This ordinance upon passage and publication, shall become effective on and after
same has been published.

Bayfield Count; for Bayfield County sewing projects, and have also expended y'7153. for
materials used on said sewing projects, making a total of �,�33,148. expended by TV.P.A, to
furnish employment and garments for Bayfield County; and
7THEREZS, the Federal Government will no longer be able to furnish materials for
such projects but are willing to furnish wages for labor on said projects,
THEREFORE BE IT HERrBY RESOLVED that Bayfield County appropriate $900. to be used
for materials for the operation of said sewing projects for a period of six months. Dur-
ing this period W.P.A. will expend �p5310. on labor. The sewing projects concerned in this
resolution are located in the City of Bayfield, employing nine seamstresses, City of
�.Vashburn, employing five seamstresses, and Town of Iron River, employing five seamstresses,
making a total of eighteen persons employed with a monthly pay roll of $885. All garments
heretofore made on these projects and to be made in the future are distributed throughout
Bayfield CountJT to needy clients through the Public TWelfare Department.

lake level of this lake should be raised to a satisfactory and proper level,"and
Whereas, due to the lack of a suitable dam to regulate the outlet of this lake
at the source of the Iron River, and
Whereas, it seems to be the opinion of interested parties and public officials
that due to the low lake level which is now in effect the property on this lake is losing
considerable of its value as resort property, and
?Whereas, Bayfield County has a County Board Conservation Committee with the
interests of our county recreational advantages in mind when they are acting as such a
committee, and
Whereas, it would be to the advantage of northwestern Bayfield County in general

In 'accordance with instructions received from the Board last spring relative
to vault space, we beg to submit the following which we think should be fully considered
at this time.
REI1110DELING PER SKETCH DATED Nov. 18, 1936
A plan to remodel the offices of County Treasurer and Clerk together with old
engine room, etc. in basement would, it is estimated, cost about $8000. This will prov-
ide about 3486 Cubic feet on the main floor and 2739 cubic feet in basement, a total of
6225 cubic feet.
If air conditioning is arranged for, the above space will be cut down about
2500 feet for Machinery, etc. at added cost of.41*3000.

This arrangement would relieve the County Clerk's vault of what is now taken up by
County Treasurer. 10% additional should be added for Contractor and 41.% Social Security

Approximate cost $22,000. County's share about $12,500. An addition to the
rear of the Courthouse from west to east side with depth of 24 feet as already written
up and approved by. the T`T.P.A. would cost about 4,22, 000 , county share about $12, 690. TA.Fe
could figure some reduction on our proportion in as much as the Quarry Co, will agree to
pay Bayfield County $469.79 uncollected taxes thereby averaging same to about $12,000.

The Building and Grounds Committee strongly recommend that,the addition be built
as it will provide ample additional vault space for many years to come, whereas, if we
adopt any of the preceeding plans, relief would be provided for a period of S or 10 years
only.
This will also enable the County to provide additional work this winter which
otherwise would, no doubt, be relief cases.

We, the Finance Committee, approve of the building of an annex vault on rear of
the Courthouse in accordance with specifications outlined in the ?,T.P.A. project which has
been properly approved of.
We further suggest that work be started as soon as can be to avoid climbing
costs of materials, and so forth, the fact that the supervising foreman who handled the
garage work is available, and further excavation work should be started almost immediately,
in order to avoid a repetition of conditions as experienced in the building of the Central
Heating Plant and Garage.

the Conservation Committee,theref ore
BE IT RESOLVED by the Bayfield County Board of Supervisors in annual session
this lth day of November 1937 that the unexpended balance remaining in this fund at the
end of the fiscal year remain at the disposition of the Conservation Committee and that
the Conservation Committee be authorized to expend this balance.

Dear Sir:
November 2, 1937
We are'vitally interested in the matter as to when the back payment of relief
moneys due us and our merchant customers will be paid.
It seems that the whole relief proposition has been a matter of Tpassing the
buck' from one to another and we are at a loss to know to whom we shall look for payment.
Many Ashland and Bayfield County officials are under the impression that the State will
reimburse the counties from the last three million dollar appropriation. ?le have a
letter from IaIr. P. D. Flanner, director of relief in Wisconsin, to the effect, however,
that this is not so and that all the counties of the state must of necessity meet all
of their relief costs during the past five months entirely from local funds.
We understand that the County Board will meet November 9th and presume the
relief matter will again come up for discussion. Will you kindly take it upon ,yourself
to get a definite ruling or decision as to who is responsible for the payment of the
relief moneys due: since last Ilay and bring it before the board at their next session.
If you have a regular routine of business or schedule of events which wl11 be
brought up, we would like to know ahead of time when the relief matter will be discussed
so that we might arrange to be present. This will be greatly appreciated and thank you.

his use in carrying out his official duties., a suitable automobile and shall provide
gasoline, oil, grease, repairs and maintenance for the same, and that the Sheriff and
Undersheriff shall be entitled to receive their necessary and actual expenses while in
the performance of their duties either within or without Bayfield County, and that the
Sheriff shall be entitled to all fees for serving civil process and to the fees allowed
by Section 51706 for transporting insane patients to or from the hospital.

Bayfield County for telephone tolls, printing, postage and other expenditures incurred

Whereas, it seems to be the opinion that a Bayfield County Fair should be held
in 1938 at the Fair Grounds in Iron River

in annual *session this llth day of November 1937, that the public Highways of Bayfield
County be policed and patrolled as provided and permitted by Section 59.07 subsection (11
of the statutes, through the use of special highway patrolmen authorized by Section 82.09
of the Statutes:
BE IT FURTHER RESOLVED, that one special Highway Patrolman be appointed in the
manner provided by Section 82.07, effective from April lst, 1938 to December 31st, 1938,
at a salary of y100.00 per month plus actual and necessary expenses incurred in the per-
formance of his duties, suitable transportation to be provided by the county.

RESOLUTION: To change the boundary lines of Forest Crop area Unit No. 3
WHEREAS, Bayfield County now owns the major portions of lands adjoining the
North boundary of the y--resent Unit No. 3; and,
',VHEREAS, The Bayfield County Board is desirous of entering said lands urd er the
Forest Crop Law; and,
WHEREAS, said lands will comprise more than a 50% blocking in conformity with
the Bayfield County Forestry ordinance; therefore,
BE IT RESOLVED, that the present boundary lines of Unit No. 3 be changed to
include the afore -mentioned lands to wit, in Township 48N Range 8 W: starting in the
North quarter corner of section 15 (the original. boundary) thence Northward to the North
quarter corner of section 10, thence ;'Jest to the S'i'd corner of section 3, thence North

The undersigned, members of the Finance and Budget Committee, herewith submit
the proposed budget for the fiscal year beginning January 1, 1938, and recommend its adopt-
ion.
The legal limit which the County Board can levy against the -real and personal
property is 1% of the equalized full value, as fixed by the Supervisor of .l.ssessments,
and which has been approved by the County Board at this meeting at yp11r695,.0.65; permitting
a tax levy.for county purposes and state special charges of $118,950.65.
You will note that we have been unable to balance the budget by the sum of
�12,852.77, which must necessarily come from the general fund now in the County Treasury.

on real estate property made the past two years will be subject to taxation.

To the Bayfield County Board of Supervisors:
In accordance with a resolution adopted by the County Board at their meeting
April, 1935, I herewith submit a report covering the per diem, mileage and expenses paid
to County Board members from November 1, 1936, to November 1, 1937. The report is exclus-
ive of the pier diem and mileage drawn at the County Board meetings. Neither does it
include the per diem and mileage of highway committee members which is given separately
in the County Highway annual report.
