The reading of the petition for a special meeting of the County Board was, on motion duly made, seconded and carried, dispensed with and ordered placed on file. To consider the policy of the V.P.A. department with regard to classification and reduction of personnel. (2). To consider proposed State legislation which will affect Bayfield County. (3). For the transaction of any other business that may legally come before the County Board.at said meeting. STATE CONSERVATION DEPARTMENT Brule, Wisconsin By J. E. Hanson January 31, 1939 District Forest Ranger Hougas arrived at this time. The following resolution was read: WHEREAS, the relief load in Bayfield County is increasing due to a cut in IV. P. A. Rolls and a decrease in employment, and, WHEREAS, a number of taxing districts of Bayfield County are financially unable to further carry the increasing load of relief, and, _ WHEREAS, a conference of representatives from several of the northern counties are to meet with the Governor of the state of Wisconsin to find ways and means to take care of the relief situation, THEREFORE, BE IT RESOLVED, that the Chairman appoint a committee of five (5) members of the County Board, who shall be from the districts which are financially unable to carry on the relief load, and that the chairman be added making a committee of, six, and BE IT FURTHER RESOLVED, that the committee appointed attend said conference with the Governor;of the State of Wisconsin, which is to be held in Rhinelander, Wisconsin, in the near future, and said county committee to receive regular mileage and per diem as set by statute. Wisconsin: WHEREAS, Bayfield County nova has in excess of 125,000 acres of County owned land acquired through the process of tax delinquency, entered under the Forest Crop Law and located in established County Forests, and, .12.4 - SPECIAL MEETING OF THE BAYFIELD COUNTY BOARD MARCH 3, 1939 jA=REAS, this large acreage of.potential forest land has been placed in the restricted use district under the Bayfield County Zoning Ordinance, and WHEREAS, the County Forest program is of vital importance to the future development and well being of Bayfield County, now therefore, BE IT RESOLVED, that the Bayfield County Board of Supervisors respectfully recommend that full consideration be'given to the continuance of this important work on which /much has already been done to the end that Forest Crop aids to the towns and school districts and County Forest funds needed for improvement of the forest be continued unimpaired, BE IT FURTHER RESOLVED,.that the County Clerk be hereby instructed to forward a certified copy of this resolution to Julius P. Heil, Governor of Wisconsin; Phil Nelson, Senator, and Laurie Carlson, Assemblyman, both from this district; and A. J. Thelen, Secretary of the Wisconsin County Boards Association, all in Madison, Wisconsin, BE IT FURTHER RESOLVED, that a certified copy of this resolution also be transmitted to the Chairman of all County Boards in Northern Wisconsin. The following resolution was read: TO THE HONORABLE COUNTY BOARD OF SUPERVISORS, BAYFIELD COUNTY, WISCONSIN: WHEREAS, The school population of Bayfield County is widely scattered over the second largest governing area in the State of Wisconsin, and, WHEREAS, The number of rural schools in Bayfield County has been reduced from seventy (70) to forty-two (42) in the last decade, as provided in Sections 40.34 and 2.0.25, and WHEREAS, This reduction in the number of rural schools has created a higher type of education at•a decided decrease in the cost to the local communities and the State aids as provided in Section 40.87, and, WHEREAS, This reduction in the,number of rural schools has reduced the number of supervising -teachers from two (2) to one (1), and increased the work and travel expense of the one supervising teacher, now therefore, BE IT RESOLVED, That the Bayfield County Board of Supervisors recommend that full'consideration.be given the importance of this educational program to the children of Bayfield County, and the resulting costs to the tax -paying districts of the County, to the end that the State aids to the County and school districts apportioned by Section 20.25 be continued unimpaired, and BE IT FURTHER RESOLVED, That the County Clerk be hereby instructed to forward a,certified copy of this resolution to Julius P. The f ollowing.resolution was read: WHEREAS, the doors of the several vaults in the Court House, with the ex - hour ception of the one in the County Treasurer's office, are all one-half/or less according to tests on similar type doors, and WHEREAS, this is entirely inadequate in case of a fire in a building the size of the Court House, and THEREFORE, in view of the foregoing facts, BE IT HEREBY RESOLVED that the sum of Fourteen Hundred ($1400.00) Dollars be appropriated for the purpose of either four or six hour insulated vault doors for the vaults in the following offices: Register of Deeds, County Judge, County Highway Commissioner, Clerk of Circuit Court and County Clerk, and that the Building and Grounds Committee be authorized and directed to purchase the doors and have them installed. ,T. The following resolution was read: BE IT RESOLVED that the resolution.adopted,at the November meeting of the County Board recorded in Vol. 8, Journal of the County Board proceedings, on page 112, relating to an appropriation for the establishment and maintenance of a County Service 12.6 SPECIAL MEETING OF 'THE BAYFIELD COUNTY BOARD MARCH 3, 19 39 Officer be and the same is hereby amended, by striking out the words "in c.onnec.tion With the County Pension Department and under supervision of same, in accordance with the Wisconsin Statute 59.08 ss 23 " and adding at the end of said resolution the following: "It being the intent by.this resolution to specifically create the position of service officer in said county pursuant to the authority and in accordance with the provisions of Subsection 23 of Chapter 59.08 of the Wisconsin Statutes." The resolution as amended will then read: "RESOLVED by the Bayfield County Board of Supervisors in annual session this 17th day of November, 1938, that the sum of Twelve Hundred ($1200.00) Dollars for salary and Eight. Hundred ($800.00) Dollars for administration, suitable quarters and the neces- sary office supplies for the establishment and maintenance of a County Service Officer be and is hereby levied upon the taxable property in Bayfield County, it being the intent by thi's .resolution to specifically create the position of Service Officer in said county pursuant to the authority and in accordance with the provisions of Subsection 23 of Chapter 59.08 of the Wisconsin Statutes. The following resolution was read: 1'IHEREAS, The Conservation Committee. of the County Board has approximately seven and one-half thousand recreational pamphlets of the County left,.and WHEREAS, there are not sufficient funds to properly equip a booth at the Outdoor Show at Minneapolis in April, THEREFORE, in view of the foregoing facts, BE IT HEREBY RESOLVED. that the sum of Three Hundred ($300.00) Dollars be appropriated to the Conservation Committee for this purpose. The following resolution was read: WHEREAS, Section 75.07 of the Wisconsin Statutes requires the County Treasurer to publish a fist of all.unredeemed lands a specified -time before the expiration of the time limited for redeeming same, and WHEREAS, there are numerous descriptions on which the county holds one or more tax deeds, making publication of these descriptions useless and unnecessary, and 3=REAS, it would be desirable to amend the statute so as to give the county treasurer the authority to omit such descriptions from the publication list, now, therefore, BE IT RESOLVED that the County Board of Supervisors of Bayfield County, in special session assembled this 3rd day of March, 1939, go on record as favoring an amendment to said section of the statutes giving the county treasurer authority to exercise discretion,. and to omit from the publication lists the descriptions of any or all lands on which the county has previously taken tax deeds. BE IT FURTHER RESOLVED that the county clerk be instructed to send copies of this resolution to Assemblyman Laurie Carlson and Senator Philip Nelson at Madison, Wisconsin. S. E. The following resolution was read: WHEREAS, Bayfield County is the owner of the Southwest Quarter of the Southeast quarter of Section Eighteen (18), Township Forty-six (46) North, of Range Six ( 6 ) West, situated in the Town of Mason, and WHEREAS, the Town of Mason is desirous of obtaining the aforesaid land for the purpose of a town woodlot, THEREFORE, in view of the foregoing facts, BE IT HEREBY RESOLVED that the County Clerk be authorized and.directed to issue a quit claim deed to the town of Mason covering the Southwest of the Southeas-t, Section Eighteen (18), Township Forty- six (46) North, of Range Six (6) West, and that the consideration be Eighty-six and 56/100 ($86.56) Dollars, which is the amount of the delinquent taxes,plus interest, and that the said consideration be written off from the excess delinquent tax account of the town of Mason. Motion carried. 1218 SPECIAL MEETING OF THE BAYFIELD COUNTY BOARD MARCH 3. 1939 The following communication and resolution was read: Bayfield County Board Washburn; Wisconsin Dear Sirs: December 13., 1938 At the meeting of the Bayfield City Council on December 7th the following resolution was passed. The following resolution was presented by H. J. S. Hanson and read. Motion made and seconded and carried that said resolution be passed to second reading. The clerk then read the proposed resolution the second time. Motion made and seconded that said resolution be adopted. On roll call all Aldermen voted Aye. Motion carried and resolution adopted. owned, and Resolution WHEREAS: Lots one and two of section 12, township 50 range 4, are now county WHEREAS: these lots are particularly well adapted and located suitably for park purposes, THEREFORE: Be it hereby resolved by the City Council of the City of Bayfield that this body go on record favoring the use of this property for county park purposes, and hereby petition the county board to consider this recommendation at its next meeting. Hanson that the County Clerk order a resurvey of lands with questionable boundary in Section 12-50-4 with the understanding that half of the cost of said resurvey be paid by the town of Bayfield. Motion carried. The following petition was read: BAYFIELD COUNTY BOARD OF SUPERVISORS: I, E. R. Tetzner, am the owner of the W2 of the NW4 SW4, Section 12, Township 48 North, of Range 5 W-est, which is in the Town of Washburn. I hereby wish to petition your body for a compromise of 'taxes for the years of 1933, 1935, 1936 and 1937. It appears from the tax record that the forty was as- sessed as a whole, namely as the MV'2 S74 of Section 12-48-5 for the aforesaid years, whereas the other half of the E2 NVV.j SW4 has been owned by the Federal Land Bank, the Federal Land Bank having paid taxes on one half the total assessed value for the afore- 129 SPECIAL MEETING OF THE BAYFIELD COUNTY BOARD MARCH 3, 1939 said years. The forty was assessed in two parcels according to ownership in May, 1938. The E2 NW-1 SW4 was assessed to the Federal Land Bank at -a value -of $580.00. The W2 Nml4 SW4 was assessed to E. R. Tetzner at a value of $200.00. NOW, THEREFORE, IN VIEW OF THE FOREGOING facts, I hereby petition your Honorable Body for a compromise for the delinquent years on the basis of May 1, 1938, assessment value, which is approximately 2'5 per cent of the total assessed value of. the forty. Said compromise only to cover the delinquent taxes for the years of 1933, 1935) 1936 and 1937, which is on the same basis as the assessment of the tax of 1938, when there was a division of the forty and which I consider a fair assessment. E. R. Tetzner Moved by Nohl and seconded by Arnold to refer the foregoing petition to the committee on illegal taxes and tax certificates and the District Attorney. Motion carried. The following resolution was read: WHEREAS: Highway funds paid by the State to the various Towns, Villages,. Cities and Counties for their respective highways have not been changed since 1931; while during the same period the additional cost of snow removal, dust prevention and improved maintenance have been provided largely by the various municipalities. AND WHEREAS: The present condition of the State Highway Fund and the income thereto from license fees and gas tax clearly indicate that the State can and should pay an increased share of the cost of the above work. AND WHEREAS: There is pending in the State Legislature at the present time, two identical highway Bills #9-A in the Assembly and #71-S in the Senate, both Bills - designed to affect a reasonable increase in the allotment provided by Sub -section 4 and 8 of Section 20.49 and Sub -section 84.03 of the Statutes for Town roads, Village and City streets and County Trunk Highways. NOW THEREFORE: Be it resolved that the Bayfield. County Board of Supervisors duly assembled this 3rd day of March, 1939, go on record, respectfully requesting the passage enactment and approval of either Bill #9-A or 71-S. The following resolution was read: BE IT RESOLVED by the County Board of Supervisors of Bayfield County, Wis- consin, that a'certain option executed on September 30, 1935 for and on behalf of Bayfield County, Wisconsin by Ludwig Tranmal, County Clerk of said County, agreeing to sell and convey to United States of America at a price of $1.40 per acre the fol- lowing,described. lands situated in said Bayfield County, Wisconsin, to -wit: f 130 SPECIAL MEETING OF THE BAYFIELD COUNTY BOARD MARCH 3, 1939 Township 49 North, Range 7 West of the 4th Principal Meridian Section 11 N- NWQ' 40.00 acres be and the same is hereby approved, ratified and confirmed and the County Clerk of said County is hereby authorized and directed to execute and deliver in'the name of Bayfield County, Wisconsin, -a deed of conveyance to the United States of .America of all the right, title, claim, interest and demand of Bayfield County in and to said lands, the net acreage to be so conveyed by Bayfield County, Wisconsin to United States of America being 40.00 acres, for a total consideration of $56.00.
