M. by Chairman Squires. The following members answered roll call: Nohl, Smith, Alcott, Irish, Johnson, Monson, Buckley, Art Hanson, Unseth, Arnold, Desparois, Mineau, Pristash, Sigurd Swanson, Kerr, Schultz, C. 0. Nelson, Maryland, Mihalak, Anderson, Wallin, Rowley, Hougas, Nyberg, Williams, Hogstrom, Fiege; Knight, H. J. S-. Hanson, R. J. Nelson, Kasmarek, Rivers, Thoreson, Olsen, Rude, Squires. Total 36. One absent. Moved by Nohl and seconded by C. 0. Nelson to dispense with the reading of the minutes of the special meeting of the County Board held August 2, 1938, and to approve the minutes of said meeting as published. Motion carried. The Board proceeded with the election -of a Highway Committee for the ensuing. year. The chair appointed Arnold and Unseth as tellers. The result of the first ballot for a member from District No. 1 was as follows: R. J. Nelson 18 Rowley 18 Total 36 No majority. The result of the second ballot was as follows: Rowley .20 R. J. Nelson 16 Total 36 The chair declared Rowley duly elected:as a member of the Highway Committee for the ensuing year to represent District No. 1. The chair appointed Earl Anderson and H. J. S. Hanson as tellers for the election of a Highway Committee member from District No. 2 for the ensuing year. The result of the first ballot was as follows: Williams .15 A. C. Nelson 1 Total 35 i ANNUAL MEETING OF THE BAYFIELD_ COUNTY BOARD - — -- -- -_- --NOVEMBER 15, 1938 The chair declared.Arnold duly elected as a member of the Highway Committee for the ensuing year to represent'District No. 2. The chair appointed Sigurd Swanson and H. J_. S. Hanson as tellers for the election of a member of the Highway Committee for District No. 3 for the ensuing year. i The result of the.first ballot was.as follows: C. O..Nelson 21 Maryland 6 Hougas 8 Desparois 1 Total 36 The chair declared C. 0. Nelson duly elected as a member of the Highway Committee for the ensuing year to represent District No. 3. The chair extended an invitation on behalf of the United States Forest Service to tour and inspect the United States Forest. An informal ballot was taken and it was found that the trip would not take place at this meeting. The chair appointed H. J. S. Hanson and Sigurd Swanson as tellers. The names of applicants for the position of janitor were read as follows: M. A. Larson 28 Ira Summerfield 2 Merrill S. Bealieu Clarence Zanto 4 Albert M. Begin 1 George Wasson Harry Veno 1 Total 36 The chair declared Mr. Larson duly elected. The chair appointed same tellers and the Board proceeded with the election of a Trustee of Pure Air Sanatorium from Bayfield County for a three-year term commencing in January, 1939. Moved by Unseth and seconded by Arnold to adjourn.until 1:30 P. M. Motion carried. 65 ANNUAL MEETING OF THE BAYFIELD COUNTY_ BOARD —------- - ---- --------------------- — ----------------------- ----- NOVEMBER 15, 1938 Meeting called to order at 1:30 P. M. by Chairman Squires. - The following members answered roll call: Nohl, Smith, Alcott, Irish, Johnson, Monson, Buckley, Art Hanson, Unseth, Arnold, Desparois, Mineau, Pristash, Sigurd Swanson, Kerr, Schultz, C. 0. Nelson, Maryland, Mihalak, Anderson, Wallin, Rowley, Hougas, Nyberg, Williams, Hogstrom, Fiege, Knight, H. J. S. Hanson; R. J. Nelson, Kasmarek, Rivers, Thoreson, Olsen, A. E. Swanson, Rude, Squires. Total 37. The following resolution was read: RESOLVED, that the County of Bayfield grant unto the Wisconsin Telephone Company, its successors and assigns, the following described rights: To erect and to maintain its poles, wires, cables, anchors and other appliances, necessary in the conduct of its business, and including any customary replacement thereof, said equipment to be located approximately forty-six (46) feet east of the West property -line, being both on and over land owned by the grantor and described as: The west five rods of the west one-half of the northwest quarter of section seven, township forty-five north, range five west, lying east of. the center line of the highway, in the Town of Lincoln, Bayfield County, Wisconsin. Authorizing the grantee to trim at any time all trees located on land above described to clear the wires of the grantee at least twenty (20) feet, and to cut down any trees that are.within twenty-five (25) feet of said pole line; also the right to cut down any other trees that are, in the judgment of the grantee, a hazard to said equipment, and that the Chairman of the County Board and the County Clerk be and the same are hereby authorized to execute such easement upon the payment of the sum of Ten Dollars ($10.00) to the County Treasurer or to the County Clerk. S. E.. Squires. Moved by Kerr and seconded by Hougas to adopt the foregoing resolution. Motion carried. The annual report of the Children's County Board was read by Mrs. Alpha E. Radloff, Chairman. Moved by Nohl and seconded by Nelson to accept the report as read -and place on file, and that the County Board give a rising vote of thanks for its work. Motion carried. The following report -was read: TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS: Gentlemen: We beg to -submit the following as our report for the past year: COURT HOUSE About all that was necessary in the way of repairs and improvements, pending completion of the vault annex, was the installation of hand rails'on the stairs. This brought the matter to a point which is satisfactory to the State Industrial Commission and appears to be satisfactory all around. After completion of the vault annex, considerable painting and redecorating - will be necessary. An outlay for same has been included in our 1939 budget which is in the hands of the Finance Committee at the present time. . . 6 ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD_ NOVEMBER 15, 1938 We advise our expenditures are considerably short of the amount set aside in -our 1938 budget, This necessitates some consideration for 1939 in the way of labor, supplies and outlay to place the building in good condition as.referred to.above. JAIL, The jail, after close inspection, appears to be in good condition after some repairs on the roof and the installation of hand rails on the stairway leading from up- stairs room to the first floor. We might add that the painting and decorating which was done some three years ago is entirely satisfactory for the present. condition. CENTRAL HEATING PLANT With minor repairs on corners of roof, this building is in first class condition. SHERIFF'S RESIDENCE With some slight repairs on roof and some varnishing, the building is in good Our budget has been carefully figured over and has been submitted to the Finance Committee for consideration. The following report was read: TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS: Gentlemen: For your information., we beg to submit the following: After approval of the vault annex project in November, 1937, this project was started about December 10, 1937. The work has gone steadily forward and at the present time we are within sight of completion. This project was written up as follows: Total $ 23811.00 Sponsor's contrib. 12690.00 And the following statement of disbursements: Nov. 1, 1937 to Jan. 1, 1938 $ 541.37 Jan. 1, 1938 to Nov. 1, 1938 6892.28 After Nov. 1 410.49 Total $7844.14 leaving a balance for miscellaneous supplies etc. of about $5000 which we think will be ample. Your Committee recently purchased a.four hour single vault door for the Treasurer's office, the original _intent.being to use the present Judge's vault door for such entry to vault annex but your Committee strongly recommended an additional four hour single door for Judge's office and at the same time in the near future four hour single AM E ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD NOVEMBER 15 1938 - -- ----- --------- --- -- - doors on all additional -vaults -in the Court House. Should there be any questions regarding completion of vault' annex and in- stallation of additional protection relative -to doors, we trust that this will be the subject of discussion at this meeting. The following report was read: TO THE HONORABLE BAYFIELD COUNTY BOARD: We, the undersigned Committee on Sheriff, Justices -and Constable Bills, hereby submit the following report: We have examined the records of the Sheriff and find them in very creditable condition. We recommend an appropriation of $6300.00 for the department for the ensuing year. Also $400.00 outlay for car tradein. We have examined the records of E. C. Hart, First Municipal Judge,and find records satisfactory with Pines $1433.50, costs $329.03, totalling $1762.53, said amount having been paid over to the County Treasurer. We have also examined the records of P. J. Savage, Second Municipal Tudge,and find his records correct, which are as follows: Fines $651.00, costs $94.81, totalling $745.81, said amount having been paid over to the County Treasurer. We recommend an appropriation of $2500.00 for Municipal Courts of Bayfield County. Also an appropriation of $75.00 for clerical help for Municipal Court at Washburn. 0. H. The following resolution was read: TO THE HONORABLE MEMBERS OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS: WHEREAS it is a matter of good educational policy with both direct and indirect benefit to the schools of Bayfield County, and WHEREAS, it is a general policy with the several offices of the County, BE IT HEREBY RESOLVED that the County Superintendent of Schools and the County Supervising Teacher be authorized to attend such regular -and annual conventions of their respective associations,. and that their expenses while in attendance at such conventions be allowed and paid for by the County out of the funds of their respective budgets. The following petition was read: Bayfield Co. Board Mr. Tranmal, Co. Clerk Washburn, Wis.. Gentlemen: Bayfield, Wis. Star Rt. Nov. 8, 1938 Find inclosed $5.00 to accompany my bid or offer of Oct. lst to have the SEI of NW4, Sec. 13-50-5, which I offered $100.00 cash to be withdrawn from Forest Crop Law by Co. Board. This has running water and good pasture for sheep. But if it cannot be withdrawn, please consider my offer of two forties, NE,x of NEX, and SE'J of NEI, Sec. 13-50-5, which are in forest crop law but are not in the zone district. They are surrounded by private grounds on all sides. I would give $100.00 cash for this eighty. There is no water on them: They are across the road. I have purchased for cash the SW1 of N-EJ, Sec. 13-50-5 from Federal Land Bank. This land has water, 22 acres under cultivation. It is on snowplowed road, graveled, school bus road, mail 600 ft. from property. On this piece of ground, I am putting up a new 26" x 22, - 12 story house and remodeling the other old buildings in the spring. I have "all paid for" 8 head of cattle, 25 sheep (ewes), 3 pigs, 50 chickens - all for increasing in future. I do not wish to go in debt. I do not want farm loans. I did not come here to be discouraged or blackened or -threatened, even if I have lost considerable here - reasons which some of you know. I can make a living here, mostly sheep, and thereby not interferein any way with any other farmers here or anyone else's way of making a living. This is an ideal country and climate here for sheep - it cannot be surpassed. I have excellent standing both credit and honor from where I come from, Sioux City, Iowa. My standing and records are there and they are all above board, which I am proud of. And so in behalf of what is right and fair and honorable, I am asking this great favor from the County Board and trust it meets with its kind approval. I am, Respt. yours, Joseph P. The following resolution was read: WHEREAS, Bayfield County has acquired the Northwest Quarter of the Southeast Quarter of Section Fifteen (15), Township Forty-five (45) North, of Range Five (5) West, by tax deed, . and WHEREAS, only five acres, approximately, have any value and said value being only fair, the remaining thirty-five acres are in the Marengo -Valley and slope down toward the river, the banks being.about 250 feet high and full of ravines and practically worth- less. There is no forest cover within a commercial value, and $7.63, WHEREAS, the tax plus interest computed to November 13, 1938 amounts to only THEREFORE, in view of the foregoing facts, BE IT HEREBY RESOLVED that the County Clerk be authorized and directed,to issue a quit claim deed to Peter Johnson upon the payment of Twenty-five($25.00) Dollars to the County Treasurer. The following resolution was read: WHEREAS, there is need to strengthen the administration of the Bayfield County Zoning Ordinance through land exchange, land purchase and relocation of (non -conforming users) isolated settlers within the restricted forestry districts and WHEREAS, the County Agricultural and County Forestry Committee are constantly dealing with land use problems and have occasion to meet more or less regularly with both state and federal people in dealing with land use adjustments NOW, THEREFORE, BE IT'RESOLVED that the legal County Agricultural Committee organized as provided by law (section 59.87 of the Wisconsin Statutes ) be and is hereby constituted the County Zoning Committee to carry on such work as is needed in the development and amendment of the Bayfield County Zoning Ordinance under the direction of , -in, WISIN ANNUAL MEETING OF THE BA_YF_I_ELD COUNTY BOARD NOVEMBER 15, 1938 the Bayfield County Board of Supervisors. carried. Motion The following communication was read: STATE' HIGHWAY COMMISSION OF WISCONSIN State Office Building Madison October 31, 1938 Mr. Ludwig Tranmal County Clerk, Bayfield County Dear Sir: Washburn, Wisconsin SUBJECT: Estimated Highway -Allotments for 1939, Section 84.03, Wisconsin Statutes. Pursuant to Section 84.04 of the Statutes, you are hereby notified of the following estimated allotments to your county for highway work under the provisions of subsections ( 2 ) and ( 3 ) of Section 84.03 of the St-atutes-. The estimated allotments are as f'oll-ows: . 1. Section 84.03 (2). The sum of $43,774.80 for the improvement of the County Trunk Highway System. 2. Section 84.03 (3) & (4). The sum of $114,398.13 for the improvement of the State Trunk Highway System; allocated as follows: For the retirement of county highway bonds, $4,200.00 For construction on U. S. Highway No. 2 and State Trunk Highway No. 112, and the Superior-Ashland/the Ashland Junction-Bayfield Roads, $110,000.00 As a reserve for future allocation, $198.13. 3. The determinations are tentative and the amounts cannot be definitely determined until after the close of the fiscal year, which is June 30, 1939. Motion carried. - ANNUAL MEETING OF THE BAYFIEL_D COUNTY BOARD -- — -- ---- --------NOVEIUh3ER 15, 1938 ----- ---- ---- ----— The following resolution was read: STATE & COUNTY AID CONSTRUCTION & MAINTENANCE DURING THE CALENDAR YEAR 1939 SECTION I. The County Board of Supervisors of. Bayfield County, Wisconsin, regularly assembled, does hereby ordain that -such -funds as may be made available to the county for highway work in the year 1939 under th-e provisions of Section 20.49 and Chapters 83 and 84 of the Statutes and the additional sums herein appropriated shall be expended as hereinafter set forth: SECTION II. COUNTY TRUNK HIGHWAY ALLOTMENT, WHEREAS: The State Highway Commission has notified the County Clerk that a sum of money estimated.to be Forty -Three Thousand Seven Hundred Seventy -Four and 80/100 Dollars ($43,774.80) will become available at the end of the fiscal year ending June 30, 1939, under the provisions of subse-etion (4) of section 20.49 and sub -section (2) of Section 84.03 of the statutes, for the im- provement of the county trunk highway system in the county, but that its exact amount will not be known until after June 30, 1939. BE IT RESOLVED; That the County Highway Committee is authorized and directed to expend the said sum to match and supplement Federal Aid for construction, right of way, and other costs on any Federal projects located on the County Trunk Highway System of said county which are not recovered from Federal funds, and -to expend. any balance not required for such purpose for the improvement of the said County Trunk Highway System during 1939 ih the following manner, to wit: For the Construction, Maintenance and Snow Removal on the County Trunk Highway System under the direction of the County Highway Committee. SECTION III. STATE TRUNK HIGHWAY ALLOTMENT. VHEREAS: The State Highway Commission has estimated that the sum of One Hundred Fourteen Thousand Three Hundred Ninety -Eight and 13/100 Dollars ($114,398.13) will. become available at the-e.nd of the fiscal year ending June 30, 1939 under sub-section.(4) of Section 2'0;49 and sub -sections (3) & (4) of Section 84.03, as state aid for the improvement of the State Trunk Highway System in the county in accordance with the provisions of Chapter 84 of the Statutes, but that its exact amount will not be known until after June 30, 1939. BE IT RESOLVED: That the said sum shall .be expended in the following manner, to wit: 1. The sum of Four Thousand Two Hundred and 00/100 dollars ($4,200.00) for the retirement of county highway bonds maturing in 1939. 2. Such sum of this allotment, together with -any unexpended balances from previous allotments, as may be required on any Federal projects in this county to match Federal Aid and/or to pay the cost of right of way, preliminary engineering, and other items not recovered -from Federal funds. 3. Any balance not otherwise required for the purposes hereinbef ore provided shall be expended on the following improvements, to wit: (a) The sum of One Hundred Ten Thousand and 00/100 Dollars ($110,000.00) for the improvement by concrete surfacing of U. S. Highway No. 2 and State Trunk Highway No. 112 beginning at the junction with State Trunk Highway No. 13 and extending southwesterly as far as the said sum will construct. WHEREAS, There is an unexpended balance from allotments of previous years of 2 ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD approximately Seventeen Thousand and 00/100 Dollars ($17,000.00). BE IT RESOLVED, That such portion of said sum not -otherwise required for Federal projects shall be expended on the following improvements, to wit: (a) The sum of Seventeen Thousand and 00/100 Dollars ($17,000.00)'for the im- provement by concrete surfacing of U. S. Highway No. 2 and State Trunk Highway No. 112 beginning at the junction with State Trunk Highway No. 13 and extending southwesterly as far as the said sum will construct. SECTION V. WHEREAS: It appears that certain additional highway improvements in the County are necessary and warranted, the said County Board does hereby appropriate the following sums for the purpose hereinafter set forth: 1. For administration including salaries, per diem, office and travel expense of the County Highway Committee, the County Highway Commissioner, his clerks and assis- tants not paid from construction or maintenance funds the sum of Five Thousand Six Hundred and Fifty and 00/100 Dollars ($5,650.00). SECTION VI. WHEREAS: Appropriations are made herein, in addition to the amounts available for work in the county under Section 20.49,of the Statutes, the County Board does hereby levy a tax on all of the property in the county to meet such appropriations as follows: 1. For the various purposes set forth in Section V hereof, the sum of Five Thousand Six Hundred and Fifty and 00/100 Dollars ($5,650.00). SECTION VIII. WHEREAS: The various highway activities, for which provision -is made in this resolution are continuous from year to year, and the exact cost of any work cannot be known at the time of making the appropriation therefor, this Board does hereby direct that any balance remaining in any appropriation for a specific highway improvement after the same shall have been completed, may be used by the County Highway Committee to make up any deficit that may occur in any other improvement of the same class for which provision is herein made, and any balances remaining at the end .of the year in -any highway - fund shall remain and be available for the same purpose in the ensuing year, and any deficit.in any highway fund at the end of the year shall be paid from the next appro- priation made for the same purpose, and WHEREAS: The exact amount of.the funds that will become available for highway purposes in the County under Section 20.49 of the Statutes will not be known until after June 30, 1939, at which time correct figures will be submitted by the State Highway Com- mission, the County Treasurer is hereby authorized and directed to make payments on account of the improvements to be made with such funds, as hereinbef ore authorized from any funds in the county treasury that are not required for the purposes for which appropriated prior to August 1, 1939; and to reimburse such funds in the county treasury from the sums re- ceived under Section 20.49 of the Statutes. The County Clerk is hereby directed t-o levy the taxes named in Section VI hereof in the county tax levy, and to levy the special benefit assessments made in Section VII hereof as special charges against the respective municipalities therein named as provided by law, and the County Highway Committee and the County Highway Commissioner are hereby directed to carry out the highway construction and maintenance for which provision is herein made, in the manner provided by law, to sell, as required purchase, or rent highway equipment/and to employ such patrolmen, laborers, and foremen, as they may deem necessary for such purpose. t Dated November 15, 1938 (Sign(3'd) Geo. These lakes lie entirely within the national forest unit in the county, and the names were suggested by the federal forest supervisor.- They were hitherto unnamed. Clay lake - Sec. 8, T45N, R 7W - name selected because of high clay banks. j Reynard lake - Sec. 7, T45N, R7W - selected because of fox seen on lake by namer. Dry Well lake - Sec. 7, T45N, R7W - dry well within 15 feet of water's edge. Boggy pond - Sec. 11, T45N, R7W - name describes shores. I might state that in June of 1937, when the board first had this material under consideration, field personnel of this department contacted various local citizens and secured their favorable reaction to these names. Upon investigation, it was found that the local form in use at the present time is Ounce, which is a derivation of the earlier form Totogaticanse. The State Historical Library submits the following information regarding the origin of the word: "In Wisconsin Historical Collections, xi, 397, the To-to-gat-ic is defined as "boggy* river. Father Verwyst, the learned Franciscan missionary who died at Bayfield, wrote that the word meant something -without a solid bottom, full of drift, etc. The word for stream or tributary is Si-bi-ante; this name To-to-gat-ic.-ance would thus mean a stream or tributary of the Totogatic river and as you say would be shortened to ance or ounce --the latter probably nearer the Indian pronunciation." facts: The Indian Agency at Ashland has supplied us with the following additional "In your letter and on the maps, too, this river is spelled with a "g" instead of a "b" but if we are to stick to the Chippewa it should be spelled with a "b" and pronounced "To-toe-ba-tic," accenting the second "toe" and the "tic." This means "soft bottom" or, in other words, "muddy" or"mucky." The creek which flows into the Totobatic•River is called "Totobaticgoonce." Translated into English "goonce" means little or"the smaller." The pronunciation is "To-toe-bat-i-goonce," the accent being on the second "toe" and the "goonce." The geographic board has rendered a decision giving the name.Ounce to this stream, since it is in reality a contraction of the original name and is in common use. at this time. The following resolution was read: WHEREAS, Bayfield County has a tax deed on Lot 4, Siskiwit Sub -Division in Sec'. 21-50-6, Town of Bell, on the tax of 1931, sale of 1932, and WHEREAS, the assessor of the Town of Bell assessed Lots 1, 2, 3 and 4 together for the year of 1932, which tax was sold in 1933, and WHEREAS, requests have come into the County Treasurer?s office for the purchase of the tax certificates covering Lots 1, 2 and 3, but since Lot 4 is included in the 1933. tax certificate it cannot be sold; THEREFORE, be it resolved that the Bayfield County Board in session this 16th day of November, 1938, authorize and direct the County Treasurer to -issue a redemption receipt covering the amount of the tax which would be 1/4 of the face of the 1933 tax certificate or $3.07 on Lot 4, Redemption Receipt to be issued to Bayfield County and charged to tax deed account. The following resolution was read: WHEREAS, Bayfield County has acquired by virtue of a tax deed -that part of the Northwest Quarter of the Southeast Quarter lying north of railroad right-of-way, Section Nine (9), Township Forty-seven (47), Range Nine (9), and WHEREAS, said parcel has been entered under the Forest Crop Law by Bayfield County as a full forty, and WHEREAS, it appears from the record that the part of the northwest quarter of the southeast quarter lying south of the railroad right of way is owned by Herman Stealow, and WHEREAS, Herman Stealow,is interested in purchasing that part of the aforesaid forty which is located north of the railroad, THEREFORE, in view of the foregoing facts, BE, IT HEREBY RESOLVED that the County Clerk be authorized and directed to withdraw -said land from the Forest Crop Law and that the committee in charge of sale of tax deed property be authorized to sell the fractional part of the forty owned by the committee as hereinbefore described. carried. Hanson TO THE FINANCE COMMITTEE ,,M TO THE COUNTY BOARD OF BAYFIELD COUNTY: Whereas, certain Federal Surplus Commodities are available to Bayfield County,. providing the county pays all trucking and administrative costs of such commodities, and Whereas, such commodities consist of such items as flour, rice, raisins, prunes, whole wheat cereals, skim milk, etc., and Whereas, the state figures show for every dollar spent by the county, $25.00 is received in commodities, and Whereas, the distribution of such commodities to those eligible in the county would greatly assist those families, and Whereas, such commodities are to be distributed through the CAB agency in accordance with State and Federal regulations, and Whereas, distribution centers will be set up at Iron River, Bayfield, Washburn, Cable, Drummond, Grandview, Mason, Benoit, Cornucopia, and Herbster, in order that persons will not be required to travel to Washburn to obtain their commodities, and Whereas, the city of Washburn has donated heated storage space which relieves the county and other municipalities from warehouse costs in between distribution periods, and Whereas, the CAB agency has no funds for trucking and administration and the state will provide no funds for this purpose, NOW, THEREFORE BE IT RESOLVED, that the County Board of Supervisors appropriate $200.00 to be given the CAB agency to be used as a revolving fund to hire trucks and pay administration costs for distributing said commodities. The following copy of a resolution adopted by Douglas County was read: RESOLUTION BY SUPERVISOR JAMES'LAVELLE WHEREAS, a concerted effort is now afoot to reduce the wages of all railroad employees.a flat fifteen per cent (15%), and WHEREAS, any wage cut of railroad employees would be equitably wrong and economically unsound, and cannot be justified, and WHEREAS, said proposed wage cut would result in the destruction of buying power with the resultant lowering of the standards of living and would directly retard the progress of the present recovery movement, and WHEREAS, if the railroads are successful in accomplishing such wage cut among their employees, said move will be quickly followed by attempts at wage reductions in every other industry which would result in demoralizing our present economic structure and precipitate this country into a depression more wide spread and more profound than any we have experienced to date; NOW, THEREFORE, BE IT RESOLVED by the Douglas County Board of Supervisors, in lawful meeting assembled, that this Board hereby expresses its frank disapproval of a wage cut for railroad employees and pledges its hearty support and cooperation to the various organizations of railroad, employees in their efforts to combat such a reduction in pay; AND BE IT FURTHER RESOLVED, that a copy of this Resolution be certified to by the Clerk of this Board and a true and correct copy thereof sent to each local lodge of 94 ANNUAL IUIEETING OF THE BAYFIELD COUNTY BOARD NOVEMBER 16, 1938 the railroad brotherhoods, as well as every other railroad employee's labor union, and furthermore, that a copy of this resolution be sent to the County Board of every county in the State of.TNisconsin, with the request that such Board adopt a resolution in sub- stance similar to the one above. It is unquestionably one of the finest Institutions in the -State. It is all the name implies - Home and Hospital. Each year a large number of unmarried girl mothers,(some of them in their teens) find shelter here. Certain counties in Wisconsin make appropriations yearly to us for this Institution, ranging from $100.00 to $300.00. The Martha Washington Home and Hospital does not serve Milwaukee County alone. Applications come to us from Counties all over the State. Last year 160 unmarried mothers were given care. Here is a question to face: "Where would a girl in your town- ship or county go, needing such help?" The answer is: "The Martha Washington Home and Hospital at Milwaukee," as relatives and friends desire to protect, shield and shelter such a one. The demands made upon us are as great -as ever and we are finding it difficult to adequately cope with them. We need your help. October 12, 1938 Members of,the Finance Committee Bayfield County Board of Supervisors Gentlemen: Washburn, Wis. We are requesting the Bayfield County Board of Supervisors to appropriate the sum of three hundred dollars­($300.00) to the Chequamegon Ski Club to aid us in carrying out our program and we hope that you will include this item in your tentative budget and recommend the appropriation to the board. We are doing our very best to publicize and popularize the many winter -sports advantages and facilities of Bayfield County and we know that we are succeeding in focusing the attention of the outside world, particularly the metropolitan centers within a few hundred miles, on Bayfield County as the coming winter resort region of the middlewest. The tremendous publicity given to Mount Valhalla, by radio, newspapers and magazines, has been of undeniable and inestimable value to the county as a whole. More extensive and more effective publicity is in the offing. All of this will serve to hasten the day, in this snow -sports -conscious age, when Bayfield County will reap a rich harvest from the seed now being sown.' Already the effects of our efforts have been demonstrated. Last winter we had an estimated attendance of about 15,000 persons at -the events we staged at Mount Valhalla. In addition, about 10,000 persons used the hill on other days during the winter. A large percentage of these people were from outside Bayfield County and many came from outside.the state. On their way to and from Mount Valhalla they left money at Bayfield County business places. For the winter of 1938-9 we plan activities which will further develop and promote winter sports in this region. Strong efforts are being made to have the annual ski school of the Central Ski Association held at Valhalla.this winter. If these efforts are successful, ski enthusiasts from all parts of the middlewest will gather at Valhalla for a week and the news of this county's winter attractions will be spread far and wide by first-hand observers. The newspaper publicity resulting from this event will also be very valuable. In addition to the ski school, we are working on several other big events for the coming winter which will give Bayfield County valuable advertising as a winter resort region and bring thousands of people into the county. Principal among these will be our annual tournament and a big ice carnival. The U. S. Forest Service has spent thousands of dollars in developing Mount Valhalla and deserves the whole -hearted cooperation of the county. The Chequamegon Ski Club has put $500 into the cooperative fund with the Forest Service and has disbursed an additional $267.50 for cooperative work with the Forest Service on Valhalla. We are pledged to put up another $500 for the cooperative fund. We .need an appropriation of $300 from the county.board to meet this obligation and carry on our other activities. As the finance committee requested, we have supplied County Clerk Ludwig Tranmal with a statement of the expenditure of the $200 the county board appropriated ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD_ NOVEMBER 16, 1938 last year. The following petition was read: TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS: I purchased the north half of 'the .southwest quarter of the northeast quarter of Section Thirty-one (31), Township forty-nine (49) North, of Range Four (4) West, on July 22, 1936. The property is located in the City of Washburn and in May, 1937, the land was assessed at $500 and improvements at $650. The improvements were not assess- able under the law for the years 1936 and 1937. On August 2., 1938, I paid the Bayfield County Treasurer the tax of 1937 covering the sale of 1938 and redemption receipt No. 5404 was issued to me covering aforesaid tax. Now, Therefore, in view of the foregoing facts, I hereby petition your honor- able body for a refund covering the value of the improvements, which refund amounts tQ $29.25. carried. Maurice D. Motion The following resolution was read: I HEREAS, at the Annual Meeting of the Bayfield County Board held November, 1937, the County Board reduced the total valuation of the Town of Namekagon by the sum of $99490 for the reason of the unfair method of arriving at the equalization valuation of lakeshore property primarily, and WHEREAS, it appears that lakeshore property, under the present method of assessment is based on a front foot basis, regardless of whether it is improved or un- improved, and WHEREAS, William F: Rohlf, Supervisor of Assessments, from the Ashland office appeared before the board today and stated very definitely that he considers the present method of assessing lakeshore property as unfair, and that he will make efforts to have this situation corrected by the Wisconsin Tax Commission and other constitutional authorities, THEREFORE, in view of the foregoing facts, we hereby resolve that the County Board of Bayfield County; assembled in annual session this 16th day of November, 1938, request that the Wisconsin Tax Commission take the proper and necessary steps to correct the present unfair method of arriving at the equalized.valuation of lakeshore property primarily, and if corrective legislation is necessary, that the Wisconsin Tax Commission use its efforts toward correcting the existing condition. (C) The Board approved of reimbursement to the counties by the state for cost of purchasing right of way for state trunk highways. (D) The Board was opposed to the state paying the principal as well as interest on highway bonds for state trunk highways. REAL ESTATE TAXES (A) The Board approved of the installment payment of taxes and -clarification of the present laws relating to real estate taxation and sale of county lands. (B) The,Board approved of improvements on leased lands being assessed as personal property only. (C) The Board approved,of recommending that the state pay taxes on state owned lands used for agricultural purposes.. (D)' The Board opposed.changing redemption period back to three years from the present five years provided in the present statutes. SOCIAL SECURITY AIDS AND LAWS (A) The Board approved of the state paying counties aid monthly or monthly in advance for old age assistance, aid to dependent children and blind pensions. (B) The Board recommended that aliens who have resided for twenty-five years in this country be made eligible under old age assistance act. (C) The Board approved of broadening the scope of the aid to dependent children law to cover cases now cared for entirely at county expense - such as children in boarding homes, etc. (D) The Board disapproved of all back pay by state of pro rated aids prior to 1935 to be repaid to counties for the reason that the state would be financially unable to do so. (E) The Board approved of continuing 1937 procedure of earmarking these aids in the state budget to prevent pro rating by the State Emergency Board, if contained in budget "B." (F) The Board approved of raising the age limit from sixteen to eighteen years for aid to dependent children qualifications. Mr. Nohl arrived at this time. (G) The Board was opposed to liberalization of the state law by the State T Pension Department under the present system of financing for the reason that the County will be unable to carry the load for the coming year. The following report was read: BUDGET REPORT OF THE FINANCE AND BUDGET COMMITTEE November 14, 1938 TO THE COUNTY BOARD OF SUPERVISORS BAYFIELD COUNTY, WISCONSIN The members -of the Finance and Budget Committee submit the proposed budget for the fiscal year beginning.J'anuary 1, 1939, and recommend its adoption. The legal limit of taxes that can be levied is 1% of the equalized valuation as fixed by the Committee on Equalization, plus an additional 2 of 1% that can be levied for sponsoring W.P.A. projects. The 1% limit amounts to $122,100.55. The recommended budget, less estimated revenues, amounts to $138,550.55, which is $16,450.00 more than the 1%. This last amount we have placed in the budget as a portion of sponsored W.P.A. projects, deeming it better to add this amount, than to present an unbalanced budget. We estimate it will be necessary to borrow at least $100,000.00 to finance the county operations for the ensuing year. ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD NOVEMBER 17, 1938 The following resolution was read: WHEREAS at a special meeting of the County Board of Bayfield County held on the 2nd day of August, 1938, a resolution was adopted authorizing the said County of Bayfield to borrow a sum of money not to exceed $70,000.00 and whereas it now appears that it will be necessary to borrow additional money to meet current expenses of the County; NOW, THEREFORE, BE IT RESOLVED, by the County Board of Bayfield County in annual session assembled this 17th day of November, 1938, that the County of Bayfield borrow an additional sum of money under and by virtue of authority in it vested by Section 67.12 of the Statutes 'for 1937, at a rate of interest not to exceed 4% per annum. The amount of said loan to be determined by the County Clerk, County Treasurer and Chairman of the County Board at such times and in such amounts as the need arises, not to exceed, however, 'the sum 0�($40,000 in addition to the $70,000.00 heretofore authorized to be borrowed such sumAto be repaid in any event not later than the 30th day of August following the next tax levy; said money to be borrowed and used for the purpose of paying current expenses of the County, such as, salaries, care of County charges and prisoners, expenses of maintaining the Courts, and other necessary and. current expenses and BE IT FURTHER RESOLVED that the County Clerk and Chairman of the County Board hereby are authorized to execute and deliver the promissory note of said County to evidence said loan, There is hereby levied on all taxable property of Bayfield County the sum of $40,000(in addition to the $70,000.00 levied by the.resolution of August 2, 1938,to- gether with such additional sums as shall be required to pay the interest on said sum at the agreed rate to the time of repayment of said loan, said sum to be placed on the next tax roll and collected as other taxes are collected.
