M. by Chairman Squires. The following members answered roll call: Nohl, Pease, Alcott, Irish, Johnson, Monson, Erickson, Art Hanson, Unseth, Arnold, Desparois, A. G. Johnson, Pristash, Provost, Herman Hanson, Schultz, C. 0. Nelson, Maryland, Mihalak, Anderson, Wallin, Rowley, Hougas, Ness, Williams, Hogstrom, Fiege, Knight, H. J. S. Hanson, R. J. Nelson, Kasmarek, Rivers, Th.oreson, Olsen, A. E. Swanson, Rude, Squires. Total 37. Moved by Nohl and seconded by Williams to dispense with the reading of the minutes of the special meeting held March 3, 1939, and to approve of same as published. Motion carried. The Board proceeded with the election of a Chairman for the ensuing year. The Chair appointed Provost and Herman Hanson as tellers. The result of the first ballot was as follows: Squires 23 Alcott 12 Rude 1 Rowley 1 Total 37 Squires, having received. a majority vote, was declared duly elected. The result of the first ballot for Vice-chairman was as follows: Alcott 17 Noh-1 11 Knight 2 H. C. Anderson 1 Rude 1 Pease 1 Hougas 1 Blank 1 Total 35 No majority The result of the second ballot was as follows: Alcott 26 Nohl 8 Knight 3 Total 37 Alcott, having received a majority vote, was declared by the Chair duly elected. Moved by Arnold and seconded by Nohl that the Chair appoint a committee to examine a resolution adopted by the County Board on December 1, 1920 and to report back to the Board. Motion carried. The Chair appointed Norlin, Arnold and Nohl. 136 ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BOARD May 2, 1939 -- --- The Chair appointed Rude, Rivers and Thoreson as a committee to meet with a representative of the Wisconsin Telephone Company to study a proposed resolution covering the right-of-way release for a telephone line in the City of Washburn. The following resolution was, read: WHEREAS: The Wisconsin County Boards Association is an organization which has for its purpose the promotion of good county government, devoting its efforts primarily to reducing the cost of county government as well as advocating helpful, and opposing harmful legislation; it is non -partisan and non -political; it is the only means whereby County Boards may express themselves collectively on timely matters of common interest and general importance to the county, and, WHEREAS: Past experience has proven that material benefit can be gained, by continued membership in this association. WHEREAS: It is increasingly apparent that with the extra duties and obliga- tions now resting on the shoulders of County Government that every supervisor of each County Board be kept informed on the problems of County Government. NOW, THEREFORE: BE IT RESOLVED by the County Board of Supervisors that this county continue its membership in the Wisconsin County Boards Association and that the sum of 5142.50 be appropriated from the general fund annually for membership in the said association, such dues to include mailing of the monthly publication "WISCONSIN COUNTIES" to each county board.member and county officer. The following resolution was read: RESOLVED, that the County of Bayfield. grant unto the Wisconsin TeL-phone Company the right of easement to construct and maintain its telephone line on, over and beneath .land owned by the County of Bayfield and described as: Block Seven and Lots One to Nine inclusive of Block Eight of Wing's first addition to the City of Washburn and also that part of Government Lot No. Two lying north and west of the ra-ilroad right-of-way, -.all being part of Section Six, Township Forty Eight, Range Five West in the Town of Washburn, Bayfield County, Wisconsin, and that .the .Chairman of the County B'oard and the County Clerk be and the same are hereby authorized to execut6,such easement upon the payment of the sum of Ten Dollars ($10.00) to the: `County Treasurer 'or to the County Clerk. Motion carried. ` f . 38 ANNUAL ORGANIZATION MEETING OF THE B_AYFIELD COUNTY BOARD May 2', 1939 Moved by Johnson and seconded by Maryland to repeal resolution on page 433, Volume 5 of County Board Journals, under date of December 1, 1920, with regard to addi- tional mileage to the County Trunk System. Roll call was as follows: AYES: Alcott, Irish, Johnson, Erickson, A. G. Johnson, Pristash, Provost, Herman'Hanson, Maryland, Mihalak, Anderson, Rowley, Rivers, Olsen, Rude. Total 15. Swanson, Squires. Total 19. Motion lost. The following resolution was read: Whereas, State Trunk Highway 112 running East from State Trunk Highway 63 through Benoit and thence North to U. S. Highway #2, is being discontinued as a part of the State Trunk Highway System, and Whereas, said highway is used by large numbers of the residents of the sur- rounding towns of Eileen, Kelly, Mason and Keystone, now therefore, BE IT RESOLVED, that the portion of said highway 112 starting at the point where the towns of Kelly, Mason, Eileen and Keystone adjoin one another in the Southeast corner of Section 36, Township 47 North, Range 6 West, and running West through Benoit and thence North to U. S. # 2 be made a part of the County Trunk Highway system to be maintained as a part of said system. The following resolution was read: RESOLVED, By the County Board of Bayfield County, assembled at a regular meeting thereof this 2nd day of May,. 1939, that Bayfield County f.'urnish, provide and pay for coal for the Pioneer School now occupied and used for certain Governmental agencies, namely, Central Application Bureau, W.P.A. Project Office, Farm Security and other Government agencies, and that there be and there is hereby appropriated out of any funds of said county not otherwise specifically appropriated, the sum of Twenty-five Dollars ($25.00) to pay therefor, and that said coal be purchased by the committee on buildings and grounds. The following resolution was read: WHEREAS, Bayfield County is required to advance cash for the payment of old age assistance and reimbursement by the State and Federal Government is made after the end of each quarter, and, WHEREAS," Bayfield County is required to advance twenty (20%) percent of such pensions until tax collection of the -ensuing year; therefore, BE IT RESOLVED by the Bayfield County Board of Supervisors in annual session this second day of hllay, 1939, that, a revolving Fund of thirty-six thousand ($36,000.00) dollars is hereby appropriated from the general fund for payment of old age assistance for the ensuing -year and BE IT FURTHER RESOLVED that amounts received from the State and Federal Government and collected from the taxing districts for the reimbursement of the funds advanced by Bayfield County for old age assistance shall be paid into the general fund of Bayfield County. The following petition was. read: TO THE HONORABLE: The County Board of Bayfield County. The undersigned old age pensioners of said county and others knowing the situation with regard to the necessity and convenience for our use of our automobiles, hereby petition your Honorable Body to instruct your Pension Director and other Pension Officers to withdraw any and all objections to the use by said pensioners of their ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BOARD. May 2, 1939 automobiles when used in connection with any business which will help us to increase our incomes without competing with other persons lawfully employed. 168 Signers Moved by Johnson and seconded by Pease to grant the foregoing petition. Moved by Arnold and seconded by Rowley to amend the foregoing motion.to read "That the matter be left to the discretion of the Pensi.on, Director." Motion to amend carried. The original motion as amended was carried. the Mrs. Conroy, Chairman of/Bayfield County Safety Council, and Howard C. Fuhr- mann, Traffic Officer, appeared before the County Board. Mrs. Conroy presented the Board with the bronze plaque which was awarded to the County Safety,.Council for'its safety record of 1938. The Board gave a rising vote of thanks. The following resolution was read: Whereas, a dam is being built by Bayfield County in the Town of Barnes in Section 19, Township 44 North, Range 9 West, and whereas an agreement cannot be reached with the owners thereof as to the purchase of the property described as " a parcel of land in the Northwest corner of Government Lot 1, Sec. 17-44-9,11now therefore, BE IT RESOLVED, that it is necessary and in the public interest for Bayfield County to obtain title to said premises, and be it further RESOLVED, that the District Attorney be, and he hereby is, authorized and in- sttucted to commence and prosecute condemnation proceedings to procure for Bayfield County the title to the said premises described as "'a parcel of land in the northwest corner of Government Lot 1, Sec. 17-44-911 as more particularly described on topographic map of the Middle Eau Claire River Project. The following resolution was read: WHEREAS, the United States Government has acquired a large acreage in eleven counties in Wisconsin for Forestry purposes, which materially reduced the valuations of the counties concerned, and WHEREAS', the Woodruff Bill, known as H. R. 3384, introduced by Congressman Woodruff of Michigan, provides that counties be reimbursed ten cents per acre per year for lands actually acquired by the United States, and WHEREAS, the Colmer Bill, known as H. R. 4833, introduced by Congressman Colmer of Mississippi, provides that counties be reimbursed 3% per acre per year of the acquisition price of lands actually acquired by the United States, and WHEREAS, the enactment of either one of the above bills will materially help the acute taxing problem of Bayfield County as well as other counties in the same situa- tion, THEREFORE, BE IT RESOLVED that the Wisconsin Legislature pass a joint resolu- tion of both houses memorializing,congress to pass the Woodruff Bill, known as H. R.3384 14_1 ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BOARD as first choice, and should it fail, that they pass the Colmer Bill, known as H. R. 4833. BE IT FURTHER RESOLVED that copies of this resolution be sent to Senator Philip E. Nelson and Assemblyman Laurie E. Carlson. S. E. The following resolution was read: Whereas a very dangerous condition exists on County Trunk Highway E. at a point where a town road in the Town of Keystone crosses said County Trunk Highway at a point, appvximately one mile south of the Ino Store; and Whereas, said dangerous condition exists, in this, that a high bank exists on the Northeast corner of the Junction made by said town road and said County Trunk Highway, which high bank entirely obstructs the view of cars approaching said junction from the East on said town road and likewise entirely obstructs the view of cars approaching the junction on the County Trunk Highway from the North, now therefore BE IT RESOLVED, by the County Board of Bayfield County in annual session assembled this 2nd day of May, 1939, that the County Highway Department be instructed and directed to take steps to cut down the bank now existing on the Northeast corner of the junction to remove the obstruction and to remove the dangerous conditions now existing. Motion carried unanimously. 142 ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BOARD _ I --- - Tfay 2. 1939 The following petition and resolution were read: Petition of the,Independent Order of Odd Fellows, Washburn Lodge number 335, respectfully represents and shows that it is a fraternal organization located in the City of Washburn; that it is desirous of purchasing for the use of its members the premises described as "Acme Cafe" Building located on lot 8, Block 59, between the "Goody Sho.ppe'* and the Express Office, Washburn, Wis., to which the County now holds a tax deed, now therefore the said Independent Order of Odd Fellows, Washburn Lodge, HEREBY PETITIONS your Honorable body to grant authority to the County Clerk to convey said premises to said Lodge upon the payment of a consideration of $100.00. INDEPENDENT ORDER OF ODD FELLOWS Washburn Lodge Martin Jacobson Trustee TO THE FINANCE COMMITTEE AND TO THE COUNTY BOARD OF BAYFIELD COUNTY: z. WHEREAS, the present building that is being used as.a surplus commodity ware- house has been sold and the Public Welfare Department has been, notified to vacate the said.premises by May 30, and WHEREAS, it is necessary to have a central warehouse to store such surplus commodities and the relief committee has found a building, which is owned by the county, that could be used as a warehouse, and the said building is located on Lot 8 block 59 of the townsite of Washburn, and WHEREAS, the relief committee has made an inspection of the building and finds that it requires minor repairs in order to put it in condition to he used, and WHEREAS, the committee estimates that such repairs including materials and labor will cost approximately $350, THEREFORE BE IT RESOLVED, that the relief committee recommends to the finance committee and to the county board that the board turn over to the relief committee and appropriate $350 to repair the said building,.so that it can be used as a warehouse for surplus commodities. The adoption of this resolution would alleviate the municipalities of the expenditure of rent and the PWD would have a permanent warehouse.' RELIEF C ONIlIITTEE S. E. Squires Albert E. No action was taken on the petition of the Independent Order of Odd Fellows Lodge of Washburn. The following resolution was read: 7THEREAS, the State Conservation Department erected a fire tower on Observatory Hill near Bayfield in 1934 with used tower steel, and WHEREAS, the Conservation Committee of this board was instrumental in having the tower located on Observatory Hill rather than at a point further north for the reason that from the standpoint of fire prevention, it is now as mrell, if not better, located than the Commission's original site. The present site was also recommended for the reas¢rr ANNUAL ORG_gNIZATION MELTING OF THE BAYFIELD COUNTY BOARD May 2, 1939 that it gives amuch better view of the islands. The Committee also recommended that a tower with a proper stairway suitable for use by tourists be erected. We are informed that for economy reasons, the proper stairway -type of tower was not built, and WHEREAS, the Bayfield Commercial. Club in the fall of 1936, and also the Bayfield County Board on February 4, 1937, passed resolutions asking that the Conserva- tion Commission replace the present tower with one of a stairway d.esign, and WHEREAS, under date of April 7, 1937, E. J. Vanderwall, Chief Forest Ranger, stated that nothing could be done at that time until further allocation of funds from the Legislature, and WHEREAS, the Conservation Commission has received a bi-annual appropriation from'the Legislature and no action has been taken, and WHEREAS, the.volume of tourists to the City of Bayfield and vicinity has more than doubled in the last two years, THEREFORE, in view of the foregoing facts, BE IT HEREBY RESOLVED that the Conservation Commission be requested to replace the present tower with one of a stairway design. The following resolution was read: Resolved by the County Board of Bayfield County that all Bayfield County banks be designated 4s depositories for county funds. PRESENTED BY: W. G. Nohl Moved by Nohl and seconded by Arnold to adopt the foregoing resolution. Motion carried. The following resolution was read: WHEREAS, at a special meeting of the, County Board of Bayfield County held on the 2nd day of August, 1938, a resolution was adopted authorizing the said County of Bayfield to borrow a sum of money not to exceed $70,000.00 and whereas it now appears that it will be necessary to borrow additional money to meet current expenses of the County; NOW, THEREFORE, BE IT RESOLVED, by the County Board of Bayfield County in regular session assembled this 2nd day of May, 1939, that the County of Bayfield borrow an additional sum of money under and by virtue of authority in it vested by Section 67.12 of the Statutes of 1937, at a rate of interest not to exceed 4% per annum. The amount of said loan to be determined by the County Clerk, County Treasurer and Chairman of the County Board at such times and in such amounts as the need arises, not to exceed, however, the sum of $90,0'00.00,. including temporary loans heretofore authorized''to be made; such sum or /sums to be repaid in any event not later than the 1st day of'Tanuary following the next tax levy said money to be borrowed and used for the purpose of paying current expenses of the County, such as, salaries, care of County charges -and prisoners, expenses of maintaining the Courts, and other necessary and current expenses, and BE IT FURTHER RESOLVED,, that the County Clerk and Chairman of the County Board are hereby authorized to. -execute and. deliver the promissory note of said County to -,, ff ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BARD - - - - -- -- - May 2, 1939 - evidence said loan. There is hereby levied on all taxable property of Bayfield County the sum of- $90,000.00, including the levies heretofore made by the resolution of November 17, 1938 and'August 2, 1938', together: with such additional sums as shall be required to pay the interest on said sum at the agreed rate to the time of repayment of said loan, said sum r to be placed on the next tax roll and collected as other taxes are collected.. Mr. Rude'made an oral report for the special committee appointed to/vork with the State Bureau of Personnel for the purpose of carrying on the examination for a county service officer. He stated that sixteen war veterans had taken the examination and that his committee recommended that the County Board select one of the three having the highest rating, who were J. NI. Gordon, R. L. Schindler and Elmer Wick. Moved by Arnold and seconded by Hougas to rescind the resolution creating the office of county service officer. Curry Dear Sir: April 14, 1939 Highway Commissioner Washburn, Wisconsin We are writing you and outlining a set-up that has been brought before the Ashland, Bayfield County Automobile Dealers Association and it has been voted on and passed by this association, that in the offering of trade-ins by the respective Counties, Towns and School districts that the Secretary is to make appraisal of such trade-ins which is to stand as the maximum trade-in allowance by all dealers of the two respective Counties and if the dealers are to hold to this set-up and as the deli- very price of any motor vehicle.of respect makes is the same with all dealers and as the non-trade-in.discount is the same this apparently eliminates competition or com- petitive prices among dealers of the same make of products, therefore under this set -up - it will be necessary that the Dealers of the two products Chevrolet and Ford may have to hold to the•same prices on like products, and in this case, since this would entirely eliminate competition among the Dealers, that we are voicing the sentiment of the Dealers of Hayfield County, that they earnestly request that the Highway committee, Road & Bridge committee and the County Board or other buying committees of the County diversify their buying among the Dealers of Bayfield County and that some person or County official be set up to keep track of this diversified buying that it be reasonable and justly distributed among the Dealers of Bayfield County. The following resolution was read: TO THE COUNTY BOARD OF BAYFIELD COUNTY: WHEREAS, the commodity program in all counties of the State of Wisconsin must be sponsored by the county or the municipalities participating, and WHEREAS, the municipalities of Bayfield County have thus far only paid part of the expense, the other expense being taken care of by the CAB agency, and WHEREAS, the CAB agency has no funds to provide mileage for the distribution of the commodities, and WHEREAS, the personal cars of the employees of the CAB agency have been used for this purpose and the CAB agency can no longer allow this mileage, and WHEREAS, the present system of distribution has been unsatisfactory resulting in additional costs and a loss of commodities, which will be charged to the municipali- ties, THEREFORE BE IT RESOLVED, that the County Board of Supervisors appoint or elect a committee of not less than five men to study the present unsatisfactory system of distribution and formulate some plan of distribution that will be feasible to all municipalities and agencies participating. A study made by a state representative would reveal that a full time truck should be allowed the department in order to carry out a satisfactory program for distribution. The following report was read: A REHABILITATION PROGRAM FOR BAYFIELD COUNTY At the Rhinelander meeting on March 13, 1939, which was attended by delegates from the Wisconsin Counties Who were concerned with relief and general economic problems of the north, a mandate was given to these delegates by the Governor in which it was suggested that county committees be appointed to work out a more feasible program than 11 154 ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BOARD Mav 3. 1939 < s' that now in operation. Pursuant to the above suggestion, the/chairman of the Bayfield County Board appointed the Agricultural'Committee as a special committee to meet and consider the economic situation in Bayfield County, particular attention to be directed to both the present and future status of the unemployed, the.possibilities of employment within the county together with any other facts or conditions related to the present economic sit- uation. This special committee met several times and interviewedd several representa- tives of both public and private agencies with the idea of studying all possible ap- proaches to the situation. After interviewing the representatives of the agencies indicated above and also reviewing the present situation, the committee has arrived at the conclusion that while Bayfield County as a municipality, and both public and private organizations have made some advancement toward a possible solution of the problem, yet there are many remedial measures yet to be taken before the situation will be materially remedied. The committee wishe's to call attention to the fact that both the county and local -municipalities have already taken several important steps to eliminate waste and effect economy in the 'administration of public funds. Particular attention is directed. to the County Zoning Ordinance whereby public expenditures are curtailed through the direction of settlement and the restriction of lands .to their proper use, which in turn is gradually eliminating thetnnecessary expenditure of public funds for unnecessary roads and schools. The county has also established or permitted to be established, county and federal forests which in time will increase the assets of the county. Through the cooperation of federal agencies, the lands of approximately one hundred isolated settlers have been purchased and the settlers removed, which has resulted in the closing or consolidation of several school districts and the abandonment oflnneces- sary roads in these areas. By adopting, several years ago, the policy of taking tax deeds on delinquent lands as they became due, the county has always been aware of its assessable valuation, has governed its expenditures accordingly and consequently has remained in a solvent condition.. There is still much than can be done through public policies which will affect further savings. In this connection, it appears that a further consolidation of schools and school districts would affect a savings. In some instances a consolidation of municipalities can be affected without lowering the type'of service given and which. would affect some savings. Placing the construction and maintenance of town roads under county supervision would provide better roads at a lesser cost per mile. The valuation of the northern.counties has been materially reduced but some have been reduced drastically due to large acreage acquired by the Federal Government for forestry purposes. It has not been possible to lower the cost of county government proportionately. Vile, therefore, recommend that the Federal Government pay the counties 10¢ per acre per year as proposed in H..R. bill #3384 in lieu of the present payment of 25% of gross receipts of the Forest Service or on a percentage basis on the valuation of the land acquired as proposed by H. R. bill #4833. 155 ANNU111, ORGANIZATION IVIEETING_OF_THE' BAYFIELD COUNTY BOARD. — -- -- Pllav 3. 1939 — --- — --- Many counties are unable to balance their budgets due to low valuations and tax limitations but primarily due to compulsory expenditures created by State Legis- lation the last few years. In view -of this fact it would only seem reasonable and fair to request that in the enacting of new laws creating compulsory or voluntary.expenditures by the County Boards that they,be authorized.to collect funds from some legal. source other than by a,direct levy or by borrowing. I ;The committee believes that the only satisfactory solution of the problem of the north�lies in a program which will lead to both the rehabilitation of the land and of works the people. It is apparent that the present public/program falls short of this inasmuch as it is primarily a subsistence program. It is apparent that the size of the average farm in Ba',,field County must be increased.in order that it may be self-sustaining. In I addition t'.o this, since the greater portion of the land within the county has been set aside for forestry purposes, it is apparent that the forestry program must be speeded up in order that this land will come into production at as early a date as possible. This public program would also afford employment to a great number now receiving/aid. In view of the fact that any program supported by public funds must of necessity increase the resources of the county, the committee recommends the following: I. - OBJECTIVE A rehabilitation program which will make those now receiving government aid self-sustaining at the earliest possible date and also develop the natural resources of the county. II. -'HOW FINANCED By federal, state and any available local funds. It is recognized that most of the municipalities have now practically exhausted any funds available for a public works program and that such a program in the future must be almost entirely supported by state and federal funds. III. - HOW ADMINISTERED The. committee believes that an improvement in policies of the present public works program can be made by placing the control and administration of such programs; under the direction of the County Board. Since any funds for such a program will necessarily be derived from federal sources, it is recognized that the auditing of and be accounting for such funds must/in the hands of federal agencies. IV. - TYPES OF PROJECTS Federal and county forests, county and town roads or other public projects deemed necessary. In the opinion of the committee these projects should largely be of a nature such as to increase the tangible assets of the community. V. - ELIGIBILITY FOR M-1PLOYMENT The committee recommends that eligibility for employment on public works programs be determined by -a county committee for this purpose. From evidence gathered from several sources, it is evident that many people are now employed on public works programs who, if necessary, could be self-sustaining. It is believed that if certifica- tion for employment were in the hands'of a committee appointed by the County Board, that the number of,needy cases now on public payrolls could be materially reduced. In thisconnection the committee finds many owners of small farms now on public works programs', who in their opinion should be removed from.these programs and made -a rehabilitation loan from Farm Security. This would enable the small farmer to devote his _ANNUAL ORGANIZATION MEETING OF THE' BAYFIELD COUNTY BOARD Mav 3. 1939 time and effort to enlarging his farm operations to the point where he could become self- supporting. VI. - WAGES The committee recommends that the wages paid under this program should not exceed the prevailing wage in the county and shouid.in no way compete with private em- ployment. The committee recommends that -the present policy regarding wages be changed so as not to compete with private employment, that the program act as a "cushion" for seasonal unemployment, and in no case should the wage be such as to make employment on a public works program more attractive than similar private employment. VII. - DURATION OF EMPLOYMENT To be determined by the county committee, the policy being early rehabilitation Each case should be considered on its own merits and the relief client be forced to assist himself as much as possible. From.testimony given at the hearings, it was ap- parent that some relief clients, such as farmers, need only a comparatively short period of employment to render them self-sustaining. Others, such as urban clients, can never hope to find reemployment in local municipalities and they must be given work until such a time as they can either reemploy themselves or move to other communities where private employment is available. VIII . - ECONOMIC . ADJUSThTENT BETWEEN LABOR AND EQUIPNENT The program of the past and present have had the primary objective of giving employment to labor rather than an economic use of the funds available. This has re- sulted in a large waste of public funds so far as accomplishment is concerned. The committee believes that any public works project should be carried on with the same degree of efficiency as a private project would be, and wishes to point out the fact that should this policy create a surplus of hand labor on any project, such surplus labor could be used to an•advantage in promoting forestry on either the federal or county forestry lands. The committee wishes to emphasize the fact that the continuance of any public works program for any length of time will depend upon increasing the assets of the county in proportion to the' -cost of labor materials involved. It cannot be expected that the expenditure of public funds can be continued indefinitely in this area unless the expenditure of such funds will proportionately increase the resources of the county, and eventually make the people and the county self-sustaining. The. committee considers relief for Indians a special problem which should be taken care of entirely by the Federal government. Local municipalities are not in a position to assume the burden for Indian relief and the only solution of this problem is continued Federal aid. In conclusion, the committee wishes to point out that while the work programs and other public policies to date have afforded sustenance to needy cases, nevertheless, very little has been accomplished toward actually rehabilitating the people or the county. It is deemed vitally necessary that the policies be changed so as to accomplish as, high a degree of rehabilitation as possible in a reasonable length of time and the earnest cooperation of all public and private agencies is needed in order to accomplish this objective.
