The following members answered roll call: Buss, Pease, Alcott, Burlager, B. Johnson, Frels, Buckley, Meyer, Unseth, Grubisic, Desparois, MacRae, Pristash, S. Swanson, Herman Hanson, Tedlund, C. 0. Moved by Rowley and seconded by Nelson to dispense with the reading of the minutes of the last annual meeting held in November 1941. Motion carried. The Board proceeded with the election of the Chairman. The Chair appointed Richardson and Burlager as tellers. The result of the first ballot for Chairman was as follows: S. E. Squires 23 Alcott 4 MacRae 2 C. 0. Nelson 1 'Richardson 1 Rowley 1 Not voting 1 TOTAL 33 Mr. Squires was declared duly elected as Chairman of the County Board for the ensuing year. Mr. Shykes arrived.at this time. The Board proceeded with the election of a vice chairman. The result of the first ballot for vice chairman was as follows: Alcott 2.2. Knight 3 MacRae 3 Unseth 2. C. 0. Nelson 2 Herman Hanson 1 Buss 1 TOTAL 34 The Chair declared Mr. Alcott duly elected as vice chairman for the ensuing year. Mr. C. E. Nelson to set the rate at 450 per folio for publishing the official County Board proceedings and 13.60 per folio for printing the supplements, plus $12.50 to each unofficial paper for inserting the supplement covering the minutes of the County Board for each meeting. Motion carried. Moved by MacRae and seconded by Pease that the Iron River Pioneer be elected as the official newspaper for the ensuing year. Motion carried. The following communication was read: Great Lakes Indian Agency Ashland, Wisconsin March 31, 1942 Clerk, Hayfield County Washburn, Wisconsin Dear Sir: The Secretary of the Interior has rejected titles to the following lands offered for sale by Bayfield County: 4/10 acre in the N74 SW4, Section 31, Township 51 North, Range 3 West, described in Vol. 69 of Deeds, page 286. Title was rejected because restrictions against alienation contained in the approved deed from John Antoine Buffalo and wife to Angeline Butterfly were never removed, thus tax proceedings are void. Lot 3 of Block 1 .of Buffalo Subdivision of Lot 3, Section 31, Township 51 North, Range 3 West. Title rejected because restrictions against alienation contained in the approved deed from John Antoine Buffalo and wife to Charlotte Ojibway were never removed; thus it is maintained that tax proceedings are void, the land not having acquired a taxable status. Lot 1 of Section 31, Township 52 North, Range 3 West. This title was rejected because restrictions against alienation were never removed; thus tax proceedings are void. Lots 6, 12, and 13 of Block 4 of Buffalo Subdivision of Lot 3, Section 31, Township 51 North, Range 3'West. Title was rejected because restrictions 39 _________________ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BOARD Mav 5. 1942 against alienation contained in approved deeds from John Antoine Buffalo and wife to Melissa Soulier covering Lot 6, and to William Baker, covering Lots 12 and 13, were never removed. Thus titles to the above lands -are being rejected because -these lands are in a trust status and are subject to restrictions against alienation. In the opinion of the Solicitor, these lands are non-taxable. It is requested that Bayfield county reconvey the titles of the above lands to the proper Indian owners. The following resolution was read: BE IT RESOLVED by the County Board of Supervisors of Bayfield County, at a meeting thereof,. held this 5th day of May, 1942, pursuant to the provisions of Section 59.04 (b) of`the Wisconsin Statutes, that all Hayfield County banks are designated as county depositories of county funds, all of which banks are designated as working banks in conformity with Section 59.74 of the Wisconsin Statutes. The following resolution was read: TO THE HONORABLE BAYFIELD COUNTY BOARD: BE IT HEREBY RESOLVED By the Bayfield County Board of Supervisors in its May session assembled this 5th day of May, 1942, that the County Clerk and the County Treasurer be, and they are hereby authorized and instructed to proceed with the work of taking tax deeds for Bayfield County on all county owned tax certificates that are now, and will be subject to tax deed during the next year. The following resolution was read: WHEREAS, the National Defense movement has stimulated and created the need for additional local health programs, requiring more clerical work, and WHEREAS, only part-time help has been allowed in the County Nurse's office, resulting in continual change because girls do not get regular salary wage scale and therefore seek full-time employment, and WHEREAS, the present office assistant is very competent and is familiar with the work and also seeks full-time employment. The following petition and resolution were read: Washburn, Wisconsin April 3rd, 1942. TO THE HONORABLE MEMBERS OF THE FINANCE COMMITTEE OF THE COUNTY BOARD OF SUPERVISORS: Gentlemen: We, the undersigned, all County Employees at the Court House, hereby petition your committee to recommend a raise in salary schedule covering clerical personnel. We wish to call your attention to the fact that living costs in general have been rapidly increasing in all parts of the country, and it has been followed by a general increase in wages. We therefore ask that you carefully consider a raise for us and if, after studying the matter, you find it a reasonable request, that you recommend same accordingly to the ,County Board for consideration. SYe feel that the resolution covering clerical work recorded on Page 288, Volume 8 of County Board Minutes should be amended in part, that is that the minimum be raised from $60.00 a month to $70.00 a month, and that the maximum be changed from $90.00 a month to $100.00 a month. The balance of the resolution excepting that part referring to the minimum and maximum wage scale to remain in force and effect. We feel, if the,,"change is made, it should be effective as of May 1, 1942. Mabel Moland Naomi Nelson Nora Olson Ethelyn Stock BE IT RESOLVED, by the County Board of Supervisors that the minimum wage of Sixty Dollars ($60.00),per month no'w paid to the County Court House employees be raised to Seventy Dollars ($70.00) per month and the maximum wage of Ninety Dollars ($90.00) per month be raised to One Hundred Dollars ($100.00) per month, said increase to take effect as of May 1st, 1942, in accordance with the foregoing Petition. Feb. 16, 1942 Mr. Ludwig Tranmal County Clerk Washburn, Wisconsin Dear Mr. Tranmal: Please present this solicitation to the Gentlemen of the Bayfield County Board. I request that the SEJ of NVj, Sec. 13-50-5 to be withdrawn from the Forest Crop Law and exchange for NEI of NEI, Sec. 24-50-5 which I own. I own and reside on the SWj of NEI, Sec. 13-50-5. The land I requested borders my land on West and would make me an 80 A.,,farm together in one piece. I raise sheep and cattle, so I am greatly in need of this ground for pasture. My sheep would be in danger of wolves and bears on the other ground - NEI of NEI, Sec. 24-50-5. Also, it is too great,a distance to run cows back and forth daily. They would have to travel the main Market Road for over a quarter of a mile. If you grant my request, it would be a great benefit to me to have pasture at home. The following resolution was read: I I WHEREAS, a very successful garden project was operated in the County last year, and WHEREAS, there is a demand for a similar garden this year, and I I WHEREAS, the Town of Clover has expressed its willingness to cooperate in every way possible to make the garden a success, I THEREFORE BE IT RESOLVED by the Bayfield County Board of Supervisors in session i this fifth day of May, 1942, that the sum of five hundred dollars ($500) be appropriated for a County Garden Project to be conducted under the direction of the Public Welfare Department in cooperation with WPA officials, local taxing units and school districts. I i Moved by Unseth and seconded by Pristash that the Building and Grounds Committee dispose of the old vault doors immediately to the best advantage to the County. i Motion carried. i I i 399 ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BOARD May 5, 1942 The following resolution was read: WHEREAS,'there is organized in the County a Civilian Defense Council, and WHEREAS, the duties of this Council are many and the demands made upon it are great and varied, and WHEREAS, there are no funds available from any source to finance.the Civilian Council Of Defense, and WHEREAS, a certain amount of money is necessary for stationary, postage, travel, therefore, BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 5th day of May, 1942, that there is hereby appropriated the sum of $200.00 to be used by the Civilian Council of Defense, and BE IT FURTHER RESOLVED, that the Clerk and Treasurer be instructed to draw warrants up to the amount of $200000 upon presentation of invoices by the officers of the Civilian Council of Defense. i J. Motion carried. . i The following resolution was read: WHEREAS, Bayfield County is the owner of the WQ SE Section Six (6), Township Forty-six (46) North, Range Six (6) West, and, WHEREAS, the Town of Mason desires to acquire said land for the purpose of town gravel pit, therefore, BE IT HEREBY RESOLVED, that the County Clerk be authorized and instructed to issue quit claim deed to the Town of Mason covering the aforesaid and that the face", of the tax plus penalties be the consideration, and that said consideration be .written off from the excess delinquent tax account of the Town of Mason. Carried. This raise is to take effect as of May 1, 1942, the same as the rest of the clerical Help in the Court House. Signed: L. D. Motion carried. l The following resolution .was read: i WHEREAS, We, the Town Board of Pratt, Bayfield County, Wisconsin, having duly considered the zoning of certain lands within the Town of Pratt as provided in the Zoning Ordinance pursuant to Section 59.97, Wisconsin Statutes, i i WHEREAS, It is necessary that approval of the town board of the town in which I may be situated any lands affected in the amendment of said Ordinance be secured, now therefore be it i RESOLVED, That, we the Town Board of Pratt, Bayfield County, Wisconsin, do i I hereby approve amending the said Zoning Ordinance as enacted by the County Board of Supervisors on November 14, 1934, and that the areas in the Town of Pratt shown on the accompanying map in red and described as the S2 of Section 21, Township 44, Range 6; and all of Section 28, Township 44, Range 6 be changed from a forestry classification, District No. 1, to a recreation district, District No. 2, and be made a part of the official zoning map known as the "Zoning Map for Bayfield County, showing use districts." P. (105, 612 114), Section Twenty-four (24), Township Fifty-one (51), Range Seven (7), and, WHEREAS, the Town of Clover desires to acquire said land, and therefore, BE IT HEREBY RESOLVED, that the County Clerk be authorized and instructed to issue a quit claim deed to the Town of Clover covering the aforesaid and that the face of the tax plus penalties be the consideration and that said consideration be written off from the excess delinquent tax account of the Town of Clover. The following resolution was read: To amend that part of the county ordinance relating to minimum and maximum salaries in the Public Welfare Department as found on Page 331 of Volume 8, County Board Proceedings. BE IT RESOLVED that the Bayfield County Board of Supervisors in annual session this fifth day of May, 1942, adopted the following compensation plan for positions in the Bayfield County Public Welfare Department. Class of Position - Director, salary schedule range from $150 a month to $200, as set by the County Board. For Case Worker, $85.00 a month for beginners, an increase of $$5.00 every six months upon recommendation of the Public Welfare Committee until the maximum of $110 a month is reached, the present incumbents to receive a salary of $$110 per month effective May 1, 1942. Clerk Stenographers, salary of $70.00 a month for beginners and an increase of $5.00 at the end of three months and a further increase of $5.00 every six months, upon recommendation of the Public Welfare Committee, until a maximum of $100 is reached. No salary shall be authori-zed unless it conforms to this -compensation plan. Norlin, respectfully represents; That petitioner is the owner of the premises described as Lots One (1), Two W and Three (3) in Block Forty-five (45) of the townsite (now city) of Washburn, Bayfield County, Wisconsin, which premises is subject to an old age assistance lien of about Seventeen Hundred ($1700) Dollars; that said premises is rented as and for a store and should produce between $300 and $350 a year gross income; that attached hereto and made a part hereof is a proposed agreement which the petitioner has caused to be prepared, by the terms of which he agrees to pay the sum of Fifteen ($15) Dollars monthly to Bayfield County toward payment and eventual discharge of the old age assistance lien against said premises, in consideration of the forbear- ance by said county from bringing action to foreclose said lien; WHEREFORE, petitioner prays that your honorable body authorize and direct the Pension Director of Bayfield County to enter into said agreement on behalf of said County and to execute the same forthwith. The following resolution was read: WHEREAS the'Tri County Pureair Sanatarium is a public institution and is located in the Town of Bayfield, supported by direct taxation upon all real and personal property of the three counties; and WHEREAS, the Town of Bayfield pays its share of such taxes, yet does not receive any benefits from the institution which are not available in the same measure to all other units of the three counties, and ITHEREAS there is a certain liability for public assistance arising from the operation of the Sanatarium which is not shared by the other units of the three counties with the Town of Bayfield, and WHEREAS the Town of Bayfield has had to assume the cost of this relief for persons who have worked at the Sanatarium for a period of one year and by so doing are said to have gained legal residence in the Town of Bayfield, and WHEREAS, this is forcing an unreasonable burden upon the Town of Bayfield, a burden which the management of the Sanitarium is increasing by hiring old men and other employees without due consideration for their physical fitness and responsi- bility, and WHEREAS this policy will inflict upon the Town of Bayfield an increasing amount of public assistance, and WHEREAS the Town of Bayfield does not receive any revenue from taxes paid by the employees and personnel of the Sanitarium and at the same time has to provide education of children including transportation: THEREFORE, in view of these facts and in fairness and justice to the Town of Bayfield, be it resolved by this County Board of Supervisors assembled in regular session this 5th day of May, 1942, that Bayfield County assume as county transients all cases of relief, including old age pensions; which shall arise by reason of their employment in Pureair Sanitarium. The original sales price was $1,200 plus 10% per year in lieu of taxes which, when the land contract is completed, will be paid over to the City of Washburn. The total amount of the land contract with interest to June 25, 1942 will amount to $29400. Mr. Barnhart has paid in $1,565 leaving a balance due in the amount of $835. When Mr. Barnhart purchased this land there was no house on it. He built a modern house which cost him $1,348. During the year of 1941 he paid $135 and no payment has been made in 1942. He has tried to borrow enough money to satisfy this contract but to date has been unsuccessful. Your committee wishes to submit for your approval its actions to date which consist in the hiring of Rudolph L. Schindler, County Service Officer, at an in- crease of $25.00 per month in his present salary as Issuing Officer. Schindler is bonded for seven thousand dollars ($7000), the total amount of the revolving fund established by the Board. The stamp office has been set up in the Public Welfare Department and $5450.00 worth of stamps purchased. The sale of stamps commenced May 1st. The Committee feels that the above actions placed the Stamp Plan in operation in Bayfield County in a satisfactory manner with the least possible cost to the County. Motion carried. The following resolution was read: A Resolution Providing for the Sale as Junk of the Court House Cannon, to Help America's War Effort. WHEREAS, there stands and has stood for years on the court house lawn a monstro- sity in steel commonly known as the "court house cannon", and WHEREAS, this cannon, or mortar, has neither sentimental, esthetic or utilitarian value of any kind to the citizens of this county, and WHEREAS, America is now engaged in a war for survival in which steel in this cannon could be of great value if it could be turned into modern armament, NOW, THEREFORE, Be it resolved by the Bayfield County Board of Supervisors, in session this 6th day of May, 1942, that the building and grounds committee is hereby authorized to dispose of this court house cannon as scrap steel for the highest possible price and that the proceeds from such sale be donated to the United Service Organization in the drive for funds now being launched, thus accomplishing a two -fold patriotic purpose. The following resolution was read: WHEREAS, it appears that it will be necessary to borrow money to meet current expenses. of the County; NOW, THEREFORE, BE IT RESOLVED, by the County Board of Bayfield County in regular session assembled this 5th day of May, 1942, that the County of Bayfield borrow an additional sum of money under and by virtue of authority in it vested by Section 67.12 of the Statutes of 1937, at a rate of interest not to exceed 4% per annum. The amount of said loan or loans to be determined by the County Clerk, County Treasurer and Chairman of the County Board at such times and in such amounts as the need arises, not to exceed, however, the sum of $90,000.00, such sum or sums to be repaid in any event not later than the 1st day of January following the next tax levy; said money to be borrowed and used for the purpose of paying current expenses of the County, such as salaries, care of County charges and prisoners, expenses of maintaining the Courts, and other necessary and current expenses, and BE IT FURTHER RESOLVED, that the County Clerk and Chairman of the County - Board are hereby authorized to execute and deliver the promissory note or notes of said County to evidence said loan or loans. There is hereby levied on all taxable property of Bayfield County the sum of $90,000.00, together with such additional sums as shall be required to pay the interest on said sum at the agreed rate to the time of repayment of said loan or loans, said sum to be placed on the next tax roll and collected as other taxes are collected. The following report taas read: March 11, 1942 Bayfield County Board of Supervisors RE: Sw4 of Section 14-50-6 Gentlemen: On November 4, 1941, the County Board referred to the Forestry Committee, for their consideration, a resolution asking the County Board to remove the Sw4 of Section 14-50-6 from under the Forest Crop Law and directing the County Clerk to issue a Quit Claim Deed to the Town of Bell covering the above described descriptions, the consideration being the face of the tax certificates, plus fees and penalties now held by the County Treasurer. Inasmuch as there are other descriptions in the Town of Bell now under the Forest Crop Law, which are suited for agricultural puposes, the Forestry Committee recommends that the withdrawal of this particular description be withheld until a survey can be made of the potential agricultural descriptions now entered under the Forest Crop Law in the Town of Bell, and that the County Board at its next regular meeting withdraw at one time all descriptions which are mutually agreed upon by the Forestry Committee, the State Conservation Department, and the Town of Bell, as better suited for agriculture than for forestry. Motion carried. i iThe followingresolution was read: WHEREAS, Bayfield County has by a zoning ordinance adopted November 14, 1934, regulated, restricted and determined the areas within -which agriculture, forestry, and recreation may be conducted, and has established districts which are deemed best suited to carry out such purposes outside the limits of incorporated villages and cities, in accordance with the provisions of Section 59.97 of the Wisconsin Statutes, and WHEREAS, Bayfield County owns certain tracts of land hereinafter described in said county, the zoning of which is considered to be in the public interest, and WHEREAS, subsection (6) of section 59.97 of the Wisconsin Statutes confers upon county boards the authority to zone any lands owned by the county without necessity of securing the approval of the tovm boards of the towns wherein such f lands are situated and without following the procedure outlined in subsection (2) of section 59.97 of the Wisconsin Statutes, and WHEREAS, the following described county -owned lands have been entered under the Forest Crop Law, and have not been restricted for forestry purposes under the county zoning ordinance, therefore, BE IT RESOLVED THAT the Bayfield County Board hereby determines that said county -owned lands hereinafter described, is set aside as a forest use district as defined in Section II of the Bayfield County Zoning Ordinance and shall be i subject to all the provisions of said section II as contained in said ordinance in all respects as though said land had originally set aside by said ordinance as such forest and recreation district. Motion carried. i The following report was read: The following is a report of the special committee appointed by the Chairman of the County Board to make a trip with Mr. DoErr, Representative of the Addresso- graph Company. The committee consisted of I. L.'Alcott, Ludwig Tranmal and J. 0. Bodin. ANNUAL _ORGANIZATION MEETING OF THE BAYFIELDCOUNTY__BOARD May 6 1942 --- - - - - - On April 29, 1942 Mr. DoErr took this committee to Neilsville, Clark County, Wisconsin. We examined the addressograph system set up by the treasurer of that county and found that he has made up the field book and assessment roll for the assessors, the tax roll for the town clerks and the tax receipt books for the town treasurers. This system was started during the time that work from the W.P.A. was available and a great deal of the work had been completed before the Federal Government dis- continued white collar projects. Since that time Clark County has retained the clerk who had been doing this work through W.P.A.; to complete the unfinished des- criptions and place them on addressograph plates. We were told by this girl that she makes an average of 150 plates per day and when finished, they are tabulated and placed in a cabinet and are available whenever necessary. We appreciate the fact that it does take some time to put all of the descriptions together with the owners on the addressograph plates. After that job is completed one person can make up about seven field books and bind them in one day. It should not take any longer to make out the assessment rolls and the tax rolls. This eliminates mistakes from copying into one assess - went roll from another and to the tax roll. It will also save some time for the assessors and the town clerks. It will eliminate a number of charge backs through the.assessment of illegal descriptions. We also found that the pension checks were made out from the addressograph plates, and C1erk'County granted the use of the plate with the facsimile signature of the County clerk and county treasurer, thereby eliminating the hand signatures. We were told that one girl completed one months payroll of 900 checks in one day. There is no doubt in our minds but what this is a good system. Signed: I. L. Alcott Ludwig Tranmal J. 0.
