Meeting called to order at 10:00 A.M. by Chairman Squires.
The following members answered roll call: Buss, Pease, Alcott, Burlager, B.
Johnson, Frels, Buckley, Meyer, Unseth, Grubisic, Desparois, MacRae, Pristash,
S. Swanson, Herman Hanson, Tedlund, C. 0. Nelson, Taipale, Sande, Klovstad, lolTallin,
Rowley, Ness, Richardson, Knight, H. J. S. Hanson, R. J. Nelson, Kasmarek, Rivers,
Brink, A. E. Swanson, Helmer Moe, Squires. Total 33.
Moved by Rowley and seconded by Nelson to dispense with the reading of the
minutes of the last annual meeting held in November 1941. Motion carried.
The Board proceeded with the election of the Chairman.
The Chair appointed Richardson and Burlager as tellers.

The Chair ordered the foregoing communication placed on file.
Moved by Unseth and seconded by C. 0. Nelson to set the rate at 450 per folio
for publishing the official County Board proceedings and 13.60 per folio for printing
the supplements, plus $12.50 to each unofficial paper for inserting the supplement
covering the minutes of the County Board for each meeting. Motion carried.
Moved by MacRae and seconded by Pease that the Iron River Pioneer be elected
as the official newspaper for the ensuing year. Motion carried.

Dear Sir:
The Secretary of the Interior has rejected titles to the following lands offered
for sale by Bayfield County:
4/10 acre in the N74 SW4, Section 31, Township 51 North, Range 3 West, described
in Vol. 69 of Deeds, page 286. Title was rejected because restrictions against
alienation contained in the approved deed from John Antoine Buffalo and wife to
Angeline Butterfly were never removed, thus tax proceedings are void.
Lot 3 of Block 1 .of Buffalo Subdivision of Lot 3, Section 31, Township 51 North,
Range 3 West. Title rejected because restrictions against alienation contained
in the approved deed from John Antoine Buffalo and wife to Charlotte Ojibway
were never removed; thus it is maintained that tax proceedings are void, the
land not having acquired a taxable status.
Lot 1 of Section 31, Township 52 North, Range 3 West. This title was rejected
because restrictions against alienation were never removed; thus tax proceedings
are void.
Lots 6, 12, and 13 of Block 4 of Buffalo Subdivision of Lot 3, Section 31,
Township 51 North, Range 3'West. Title was rejected because restrictions

against alienation contained in approved deeds from John Antoine Buffalo and wife
to Melissa Soulier covering Lot 6, and to William Baker, covering Lots 12 and 13,
were never removed.
Thus titles to the above lands -are being rejected because -these lands are in
a trust status and are subject to restrictions against alienation. In the opinion
of the Solicitor, these lands are non-taxable.
It is requested that Bayfield county reconvey the titles of the above lands
to the proper Indian owners. Kindly advise this office of the disposition of these
matters at your earliest convenience.

The following resolution was read:
BE IT RESOLVED by the County Board of Supervisors of Bayfield County, at a
meeting thereof,. held this 5th day of May, 1942, pursuant to the provisions of
Section 59.04 (b) of`the Wisconsin Statutes, that all Hayfield County banks are
designated as county depositories of county funds, all of which banks are designated
as working banks in conformity with Section 59.74 of the Wisconsin Statutes.

The following resolution was read:
TO THE HONORABLE BAYFIELD COUNTY BOARD:
BE IT HEREBY RESOLVED By the Bayfield County Board of Supervisors in its May
session assembled this 5th day of May, 1942, that the County Clerk and the County
Treasurer be, and they are hereby authorized and instructed to proceed with the
work of taking tax deeds for Bayfield County on all county owned tax certificates
that are now, and will be subject to tax deed during the next year.

The following resolution was read:
WHEREAS, the National Defense movement has stimulated and created the need
for additional local health programs, requiring more clerical work, and
WHEREAS, only part-time help has been allowed in the County Nurse's office,
resulting in continual change because girls do not get regular salary wage scale
and therefore seek full-time employment, and
WHEREAS, the present office assistant is very competent and is familiar with
the work and also seeks full-time employment.
THEREFORE BE IT RESOLVED that an additional sum of $250 be added to the $420
already set up in the budget for clerical help, and
BE IT FURTHER RESOLVED that clerical worker hired be placed on regular pay

The following petition and resolution were read:

TO THE HONORABLE MEMBERS OF THE FINANCE COMMITTEE OF THE COUNTY BOARD OF SUPERVISORS:
Gentlemen:
We, the undersigned, all County Employees at the Court House, hereby petition
your committee to recommend a raise in salary schedule covering clerical personnel.
We wish to call your attention to the fact that living costs in general have
been rapidly increasing in all parts of the country, and it has been followed by
a general increase in wages. We therefore ask that you carefully consider a raise
for us and if, after studying the matter, you find it a reasonable request, that
you recommend same accordingly to the ,County Board for consideration.
SYe feel that the resolution covering clerical work recorded on Page 288,
Volume 8 of County Board Minutes should be amended in part, that is that the
minimum be raised from $60.00 a month to $70.00 a month, and that the maximum be
changed from $90.00 a month to $100.00 a month. The balance of the resolution
excepting that part referring to the minimum and maximum wage scale to remain in
force and effect. We feel, if the,,"change is made, it should be effective as of
May 1, 1942.
It is agreed further that we will put in such extra hours as deemed reasonable
and necessary by th,&i Department head or County Official in charge.

BE IT RESOLVED, by the County Board of Supervisors that the minimum wage of
Sixty Dollars ($60.00),per month no'w paid to the County Court House employees be
raised to Seventy Dollars ($70.00) per month and the maximum wage of Ninety Dollars
($90.00) per month be raised to One Hundred Dollars ($100.00) per month, said increase
to take effect as of May 1st, 1942, in accordance with the foregoing Petition.

Please present this solicitation to the Gentlemen of the Bayfield County
Board. I request that the SEJ of NVj, Sec. 13-50-5 to be withdrawn from the
Forest Crop Law and exchange for NEI of NEI, Sec. 24-50-5 which I own.
I own and reside on the SWj of NEI, Sec. 13-50-5. The land I requested
borders my land on West and would make me an 80 A.,,farm together in one piece.
I raise sheep and cattle, so I am greatly in need of this ground for pasture.
My sheep would be in danger of wolves and bears on the other ground - NEI of
NEI, Sec. 24-50-5. Also, it is too great,a distance to run cows back and forth
daily. They would have to travel the main Market Road for over a quarter of a
mile.
If you grant my request, it would be a great benefit to me to have pasture
at home. I will gladly p.ay all cost.

for a County Garden Project to be conducted under the direction of the Public Welfare
Department in cooperation with WPA officials, local taxing units and school districts.

ANNUAL ORGANIZATION MEETING OF THE BAYFIELD COUNTY BOARD
May 5, 1942
The following resolution was read:
WHEREAS,'there is organized in the County a Civilian Defense Council, and
WHEREAS, the duties of this Council are many and the demands made upon it are
great and varied, and
WHEREAS, there are no funds available from any source to finance.the Civilian
Council Of Defense, and
WHEREAS, a certain amount of money is necessary for stationary, postage, travel,
therefore,
BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 5th
day of May, 1942, that there is hereby appropriated the sum of $200.00 to be used
by the Civilian Council of Defense, and
BE IT FURTHER RESOLVED, that the Clerk and Treasurer be instructed to draw
warrants up to the amount of $200000 upon presentation of invoices by the officers
of the Civilian Council of Defense.

WHEREAS, Bayfield County is the owner of the WQ SE Section Six (6), Township
Forty-six (46) North, Range Six (6) West, and,
WHEREAS, the Town of Mason desires to acquire said land for the purpose of
town gravel pit, therefore,
BE IT HEREBY RESOLVED, that the County Clerk be authorized and instructed to
issue quit claim deed to the Town of Mason covering the aforesaid and that the face",
of the tax plus penalties be the consideration, and that said consideration be
.written off from the excess delinquent tax account of the Town of Mason.

At a meeting of the Finance Committee held on April 3, 1942 a motion was made by
MacRae and seconded by Liebman that the Deputy county officers• scale of wage be $10.00
per month more than the clerical rate. Carried.
This raise is to take effect as of May 1, 1942, the same as the rest of the
clerical Help in the Court House.

WHEREAS, We, the Town Board of Pratt, Bayfield County, Wisconsin, having duly
considered the zoning of certain lands within the Town of Pratt as provided in the
Zoning Ordinance pursuant to Section 59.97, Wisconsin Statutes, i

WHEREAS, It is necessary that approval of the town board of the town in which

may be situated any lands affected in the amendment of said Ordinance be secured,
now therefore be it

RESOLVED, That, we the Town Board of Pratt, Bayfield County, Wisconsin, do i

hereby approve amending the said Zoning Ordinance as enacted by the County Board of
Supervisors on November 14, 1934, and that the areas in the Town of Pratt shown on
the accompanying map in red and described as the S2 of Section 21, Township 44,
Range 6; and all of Section 28, Township 44, Range 6 be changed from a forestry
classification, District No. 1, to a recreation district, District No. 2, and be
made a part of the official zoning map known as the "Zoning Map for Bayfield County,
showing use districts."

WHEREAS, the•Town of Bell has an excess delinquent tax credit of $21,682.84
on County records as of January 1,.1942 and
WHEREAS, the Town Board of the Town of Bell has adopted a resolution authoriz-
ing and directing that application be made'to the Bayfield County Board of Supervisors
to acquire the aforesaid descriptions,
THEREFORE, in view of the foregoing facts, be it-hereby'resolved that the County
Clerk be and is hereby authorized and directed to issue a Quit Claim Deed to the
Town of Bell covering the aforesaid descriptions, and that the consideration be the
face of the tax certificates plus fees and penalties now held by the County Treasurer,
and that consideration be written off from the credit account of the town of Bell on
account of excess delinquent tax rolls.

WHEREAS, Hayfield County is the owner of the Lot Four (4), Section Four (4),
Township Fifty (50), Range Seven (7); the NW4 of the NW! 4 of Section Nine (9), Township
Fifty (50), Range Seven (7); and Lot One (1) less parts described in Volume of D. P.
(105, 612 114), Section Twenty-four (24), Township Fifty-one (51), Range Seven (7), and,
WHEREAS, the Town of Clover desires to acquire said land, and therefore,
BE IT HEREBY RESOLVED, that the County Clerk be authorized and instructed to
issue a quit claim deed to the Town of Clover covering the aforesaid and that the face
of the tax plus penalties be the consideration and that said consideration be written
off from the excess delinquent tax account of the Town of Clover.

The following resolution was read:
To amend that part of the county ordinance relating to minimum and maximum
salaries in the Public Welfare Department as found on Page 331 of Volume 8, County
Board Proceedings.
BE IT RESOLVED that the Bayfield County Board of Supervisors in annual session
this fifth day of May, 1942, adopted the following compensation plan for positions
in the Bayfield County Public Welfare Department.
Class of Position - Director, salary schedule range from $150 a month to $200,
as set by the County Board.
For Case Worker, $85.00 a month for beginners, an increase of $$5.00 every six
months upon recommendation of the Public Welfare Committee until the maximum of $110
a month is reached, the present incumbents to receive a salary of $$110 per month
effective May 1, 1942.
Clerk Stenographers, salary of $70.00 a month for beginners and an increase of
$5.00 at the end of three months and a further increase of $5.00 every six months,
upon recommendation of the Public Welfare Committee, until a maximum of $100 is
reached.

all classes of positions in the agency. No salary shall be authori-zed unless it

The following petition supported by resolution was read:
TO THE HONORABLE COUNTY BOARD OF SUPERVISORS OF BAYFIELD COUNTY:
The petition of Carl Raa-rup, by Walter T. Norlin, respectfully represents;
That petitioner is the owner of the premises described as Lots One (1), Two
W and Three (3) in Block Forty-five (45) of the townsite (now city) of Washburn,
Bayfield County, Wisconsin, which premises is subject to an old age assistance
lien of about Seventeen Hundred ($1700) Dollars; that said premises is rented as
and for a store and should produce between $300 and $350 a year gross income; that
attached hereto and made a part hereof is a proposed agreement which the petitioner
has caused to be prepared, by the terms of which he agrees to pay the sum of Fifteen
($15) Dollars monthly to Bayfield County toward payment and eventual discharge of
the old age assistance lien against said premises, in consideration of the forbear-
ance by said county from bringing action to foreclose said lien;
WHEREFORE, petitioner prays that your honorable body authorize and direct
the Pension Director of Bayfield County to enter into said agreement on behalf of
said County and to execute the same forthwith.

BE IT RESOLVED BY THE BAYFIELD COUNTY BOARD OF SUPERVISORS IN ANNUAL, SESSION
ASSEMBLED THIS 5th day of May, 1942, that the Pension Director of said County is
hereby authorized and directed to enter into an agreement with Carl Rarrup with
reference to payments on the pension lien on the premises described in the petition
of said Carl Raarup presented to this board, said agreement to be identical in form
and substance to the one attached to said petition.

The following resolution was read:
WHEREAS the'Tri County Pureair Sanatarium is a public institution and is located
in the Town of Bayfield, supported by direct taxation upon all real and personal
property of the three counties; and
WHEREAS, the Town of Bayfield pays its share of such taxes, yet does not receive
any benefits from the institution which are not available in the same measure to all
other units of the three counties, and
ITHEREAS there is a certain liability for public assistance arising from the
operation of the Sanatarium which is not shared by the other units of the three counties
with the Town of Bayfield, and
WHEREAS the Town of Bayfield has had to assume the cost of this relief for
persons who have worked at the Sanatarium for a period of one year and by so doing
are said to have gained legal residence in the Town of Bayfield, and
WHEREAS, this is forcing an unreasonable burden upon the Town of Bayfield, a
burden which the management of the Sanitarium is increasing by hiring old men and
other employees without due consideration for their physical fitness and responsi-
bility, and
WHEREAS this policy will inflict upon the Town of Bayfield an increasing amount
of public assistance, and
WHEREAS the Town of Bayfield does not receive any revenue from taxes paid by
the employees and personnel of the Sanitarium and at the same time has to provide
education of children including transportation:
THEREFORE, in view of these facts and in fairness and justice to the Town of
Bayfield, be it resolved by this County Board of Supervisors assembled in regular
session this 5th day of May, 1942, that Bayfield County assume as county transients
all cases of relief, including old age pensions; which shall arise by reason of
their employment in Pureair Sanitarium.

to construct a street through Block 57 and desires to establish a playground in Block
72. Now, therefore, in view of the foregoing facts,
BE IT HEREBY RESOLVED, that the County Clerk be authorized and instructed to
issue a quit claim deed to the City of Bayfield covering Lots 1, 2, & 3, Block 57,
and Lots 17, 18, 19, & 20 in Block 72, City of Bayfield, and that the consideration

may be situated any lands affected in the amendment of said Ordinance be secured,
now therefore be it
RESOLVED, That, we the Town Board of Port Wing, Bayfield County, Wisconsin,
do hereby approve amending the said Zoning Ordinance as enacted by the County Board
of Supervisors on November 14, 1934, and that the areas in the Town of Port Wing
shown on the accompanying map in red and described as the NE NW of Section 13,
Township 50, Range 8 be changed from a forestry classification, District No. 1,
to an unrestricted use district, No. 3, and be made'a part of the official zoning

Report of J. 0. Bodin, County Treasurer and Helmer Moe, Supervisor of the sixth
Ward, City of Washburn, a committee of two duly appointed by the Finance Committee
to call on Dell Barnhart, Washburn, Wisconsin, regarding the land contract issued to
him on June 2.5, 1932 on the following real estate:
SWj NUS SE; East 25 acres of the SW SE and Part of the I SE SE, South
and West of County Trunk t4C", all in Section 31-49-4.
The original sales price was $1,200 plus 10% per year in lieu of taxes which,
when the land contract is completed, will be paid over to the City of Washburn.
The total amount of the land contract with interest to June 25, 1942 will
amount to $29400. Mr. Barnhart has paid in $1,565 leaving a balance due in the
amount of $835.
When Mr. Barnhart purchased this land there was no house on it. He built a
modern house which cost him $1,348.
During the year of 1941 he paid $135 and no payment has been made in 1942.
He has tried to borrow enough money to satisfy this contract but to date has been
unsuccessful.
This committee requests that the County Board turn this contract over to the
Finance Committee for collection.

actions as may be necessary.to quiet the title and obtain possession for Bayfield
County to the following described real estate situated in the City of Washburn in
said County, upon which said Bayfield County now holds tax deed, to -wit:

and that said District Attorney be, and she is hereby directed and instructed to

WHEREAS, increasing child delinquency in Bayfield County constitutes a major
problem, and
WHEREAS, the Childrens County Board as organized is unable to cope with the
situation -and wishes the services ofa full-time Child Welfare Worker,
THEREFORE BE IT RESOLVED, by the Bayfield County Board of Supervisors in annual
session this fifth day of May, 1942, the the County Board of Supervisors petition
the State Welfare Department asking the Welfare Department to place a full-time
Child, Welfare Worker in Bayfield County, it being understood that the present Child
Welfare Board will be retained as an advisory and policy making group, and
BE IT FURTHER RESOLVED, that the balance of $300 remaining to the Child Welfare
Board be placed at the disposal of the State Department to help finance the Child
Welfare Worker up to December 31, 1942, it being understood that the County Public
Welfare Department will furnish office space and ,secretarial service for the Child
Welfare Worker, and
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to Miss
Elizabeth Yerxa, Director, Child Welfare Division, 1 West Main Street, Madison,
Wisconsin.

WHEREAS, Because manufacturers and jobbers having nothing to sell because
of war restrictions, advertising in "WISCONSIN COUNTIES" has also been heavily
curtailed,
WHEREAS, A summary of the increased costs and decreased revenue shows a
difference in operating costs for "WISCONSIN COUNTIES" of approximately $6,800
per year,
WHEREAS, The following reductions in operation costs have been put in
effect by the Wisconsin County Boards Association:

Under resolution passed last fall, the Public Welfare Committee was authorized
to set up the Stamp Plan in Bayfield County and was further authorized to hire the
necessary personnel.
Your committee wishes to submit for your approval its actions to date which
consist in the hiring of Rudolph L. Schindler, County Service Officer, at an in-
crease of $25.00 per month in his present salary as Issuing Officer. Schindler is
bonded for seven thousand dollars ($7000), the total amount of the revolving fund
established by the Board.
The stamp office has been set up in the Public Welfare Department and $5450.00
worth of stamps purchased. The sale of stamps commenced May 1st.
The Committee feels that the above actions placed the Stamp Plan in operation
in Bayfield County in a satisfactory manner with the least possible cost to the
County.

THE PETITION of Marian A. Bolin respectfully submits and shows that she is the
owner of lot 19, block 7, Orienta Townsite, Bayfield County, Wisconsin, together
with other property;
That heretofore and during the year 1935 and 1936, a receipt was issued to
Margaret A. Hynes, in payment of taxes on lots 1-5-7-8-10-19, block 7 in Orienta
Townsite; that thereafter and on the 24th day of January, 1941, she received a
notice of delinquent taxes for the year 1935; said property for sale in 1936, the
tax being 44 cents and costs in the sum of 45 cents, making a total of 89 cents.
That on said Notice was the notation "This is the only outstanding tax on this lot
to date, 2-6-41" That thereafter and on the 21st day of November, 1941, said amount
was returned to the maker with the notation "I am returning your check in the amount
of 44 cents, which you may return together with another in the amount of $1.78, be-
ing interest and other charges, total $2.22."
That on the 13th day of November a check was forwarded to the County Treasurer
for said amount in payment thereof, which had heretofore been paid by receipts above
quoted.
That by inadvertence or oversight on the part of the then Treasurer of said
Town, said taxes were improperly collected, as the taxes thereon had heretofore
been paid.
That. your Petitioner is informed and verily believes, that the said County
Treasurer is not authorized under the law to refund said.taxes without an Order be-
ing properly made and entered by the Bayfield County Board, and your Petitioner
respectfully requests that this Honorable Board, make and enter an Order directing
the County Treasurer to refund to the said Marion A. Bolin, your Petitioner said
$2.2.2, the amount heretofore paid by your Petitioner, which was unlawful.

Rapids, Wisconsin on April 2, 1942, which resolutions are set forth at length in the
report of said conference, copy of which is hereto attached and made a part hereof;

BE IT FURTHER RESOLVED, that this board go on record in favor of legislation which
will put into effect the program set forth by said resolutions, and that the Chairman
of the County Board be and he is hereby directed to do all he can to secure the
active support of the Wisconsin County Boards Association in promoting and securing

The following resolution was read:
A Resolution Providing for the Sale as Junk of the Court House Cannon,
to Help America's War Effort.
WHEREAS, there stands and has stood for years on the court house lawn a monstro-
sity in steel commonly known as the "court house cannon", and
WHEREAS, this cannon, or mortar, has neither sentimental, esthetic or utilitarian
value of any kind to the citizens of this county, and
WHEREAS, America is now engaged in a war for survival in which steel in this
cannon could be of great value if it could be turned into modern armament,
NOW, THEREFORE, Be it resolved by the Bayfield County Board of Supervisors, in
session this 6th day of May, 1942, that the building and grounds committee is hereby
authorized to dispose of this court house cannon as scrap steel for the highest
possible price and that the proceeds from such sale be donated to the United Service
Organization in the drive for funds now being launched, thus accomplishing a two -fold
patriotic purpose.

14, 1940, stated that this was restricted Indian land and as such, not subject to

WHEREAS, on November 14, 1940, the County Board granted the petition of Frank

THEREFORE, BE IT HEREBY'RESOLVED, that the County Clerk make application for
withdrawal of the aforesaid land from the State Forest Crop Law.

application to the Wisconsin Conservation Commission for withdrawal of the N2

The following resolution was read:
WHEREAS, it appears that it will be necessary to borrow money to meet current
expenses. of the County;
NOW, THEREFORE, BE IT RESOLVED, by the County Board of Bayfield County in
regular session assembled this 5th day of May, 1942, that the County of Bayfield
borrow an additional sum of money under and by virtue of authority in it vested
by Section 67.12 of the Statutes of 1937, at a rate of interest not to exceed 4%
per annum. The amount of said loan or loans to be determined by the County Clerk,
County Treasurer and Chairman of the County Board
at such times and in such amounts as the need arises, not to exceed, however, the
sum of $90,000.00, such sum or sums to be repaid in any event not later than the
1st day of January following the next tax levy; said money to be borrowed and used
for the purpose of paying current expenses of the County, such as salaries, care
of County charges and prisoners, expenses of maintaining the Courts, and other
necessary and current expenses, and
BE IT FURTHER RESOLVED, that the County Clerk and Chairman of the County -
Board are hereby authorized to execute and deliver the promissory note or notes
of said County to evidence said loan or loans.
There is hereby levied on all taxable property of Bayfield County the sum
of $90,000.00, together with such additional sums as shall be required to pay
the interest on said sum at the agreed rate to the time of repayment of said loan
or loans, said sum to be placed on the next tax roll and collected as other taxes
are collected.

TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS:
WHEREAS BAYFIELD COUNTY has -tax title to the following described property
situated in the Town of Bell:
SW quarter of Section 14 and the NW NE of Section 10, all in township
50 north and Range 6 west, and
WHEREAS THE Town of Bell has an excess delinquent tax credit of $21,682.84
on County records as of January 1, 1941, and
WHEREAS the Town Board of the Town of Bell have adopted a resolution author -
izing and directing that application be made to the Bayfield County Board of
Supervisors to acquire the aforesaid descriptions,
THEREFORE, in view of the foregoing facts, be it hereby resolved that the
aforesaid descriptions be withdrawn from under the Forest Crop Law, and that the
County Clerk be and is hereby authorized and directed to issue a Quit Claim Deed
to the Town of Bell covering the aforesaid descriptions, and that the consideration
be the face of the tax certificates plus fees and penalties held by the County
Treasurer, and that consideration be written off from the credit account of the
Town of Bell on account of excess delinquent tax rolls.

RE: Sw4 of Section 14-50-6
Gentlemen:
On November 4, 1941, the County Board referred to the Forestry Committee,
for their consideration, a resolution asking the County Board to remove the Sw4
of Section 14-50-6 from under the Forest Crop Law and directing the County Clerk
to issue a Quit Claim Deed to the Town of Bell covering the above described
descriptions, the consideration being the face of the tax certificates, plus
fees and penalties now held by the County Treasurer.
Inasmuch as there are other descriptions in the Town of Bell now under the
Forest Crop Law, which are suited for agricultural puposes, the Forestry Committee
recommends that the withdrawal of this particular description be withheld until
a survey can be made of the potential agricultural descriptions now entered under
the Forest Crop Law in the Town of Bell, and that the County Board at its next
regular meeting withdraw at one time all descriptions which are mutually agreed
upon by the Forestry Committee, the State Conservation Department, and the Town
of Bell, as better suited for agriculture than for forestry.

WHEREAS, Bayfield County has by a zoning ordinance adopted November 14, 1934,
regulated, restricted and determined the areas within -which agriculture, forestry,
and recreation may be conducted, and has established districts which are deemed best
suited to carry out such purposes outside the limits of incorporated villages and
cities, in accordance with the provisions of Section 59.97 of the Wisconsin Statutes,
and
WHEREAS, Bayfield County owns certain tracts of land hereinafter described in
said county, the zoning of which is considered to be in the public interest, and
WHEREAS, subsection (6) of section 59.97 of the Wisconsin Statutes confers
upon county boards the authority to zone any lands owned by the county without
necessity of securing the approval of the tovm boards of the towns wherein such
f
lands are situated and without following the procedure outlined in subsection (2)
of section 59.97 of the Wisconsin Statutes, and
WHEREAS, the following described county -owned lands have been entered under
the Forest Crop Law, and have not been restricted for forestry purposes under the
county zoning ordinance, therefore,
BE IT RESOLVED THAT the Bayfield County Board hereby determines that said
county -owned lands hereinafter described, is set aside as a forest use district
as defined in Section II of the Bayfield County Zoning Ordinance and shall be

subject to all the provisions of said section II as contained in said ordinance
in all respects as though said land had originally set aside by said ordinance
as such forest and recreation district.

The following is a report of the special committee appointed by the Chairman
of the County Board to make a trip with Mr. DoErr, Representative of the Addresso-
graph Company. The committee consisted of I. L.'Alcott, Ludwig Tranmal and J. 0.
Bodin.
ANNUAL _ORGANIZATION MEETING OF THE BAYFIELDCOUNTY__BOARD
May 6 1942 --- - - - - -
On April 29, 1942 Mr. DoErr took this committee to Neilsville, Clark County,
Wisconsin. We examined the addressograph system set up by the treasurer of that
county and found that he has made up the field book and assessment roll for the
assessors, the tax roll for the town clerks and the tax receipt books for the
town treasurers.
This system was started during the time that work from the W.P.A. was available
and a great deal of the work had been completed before the Federal Government dis-
continued white collar projects. Since that time Clark County has retained the
clerk who had been doing this work through W.P.A.; to complete the unfinished des-
criptions and place them on addressograph plates.
We were told by this girl that she makes an average of 150 plates per day
and when finished, they are tabulated and placed in a cabinet and are available
whenever necessary. We appreciate the fact that it does take some time to put
all of the descriptions together with the owners on the addressograph plates.
After that job is completed one person can make up about seven field books and
bind them in one day. It should not take any longer to make out the assessment
rolls and the tax rolls. This eliminates mistakes from copying into one assess -
went roll from another and to the tax roll. It will also save some time for the
assessors and the town clerks. It will eliminate a number of charge backs through
the.assessment of illegal descriptions.
We also found that the pension checks were made out from the addressograph
plates, and C1erk'County granted the use of the plate with the facsimile signature
of the County clerk and county treasurer, thereby eliminating the hand signatures.
We were told that one girl completed one months payroll of 900 checks in one day.
There is no doubt in our minds but what this is a good system.
