Meeting called to order at 10:00 A.P. by Chairman Squires.
The following members answered roll call: Buss, Taylor, Alcott, B. Johnson,
Frels, Buckley, Meyer, Unseth, Grubisic, Desparois, Pristash, S. Swanson, Herman
Hanson, Liebman, C. 0. Nelson, Sande, Klovstad, Wallin, Ness, Richardson, Tedland,

Nov. 2nd, 1942, Peter Hanson was elected as Supervisor of the Third Ward to fill the
vacancy in that office caused by the moving away of 17illerd Thoreson and his
resignation.

The following report was read:
The undersigned members of the Building & Grounds Committee have advised the
following
Courthouse
Some work was necessary on metal of the roof, leaks having appeared
in several places, which required the services of a plumber. If possible
some repair work will be done on the cupalo. Redecorating was done in
several offices where necessary. In line with suggestion of Chairman
of the Board, if possible we will have brick walls in basement covered
with plaster.
Jail
No repair work was necessary on jail property.
Our 1943 budget has been carefully figured. It includes general running ex-
penses.

TO THE HONORABLE COUNTY BOARD OF SUPERVISORS
BAYFIELD COUNTY, 7,'VISCONSIN
Gentlemen:
The undersigned County Highway Committee begs to submit their annual report on
the highway matters in this County.
The County Highway. Commissioner's Financial Report of moneys received and
disbursed during the twelve months period ending October 31, 1942, is as usual
made out separately, and accurately shows the financial operation of the Highway
Department within the past year. Due to the very uncertain conditions prevailing in
highway work at this time, the report of the Committee will be brief and recommendations
State Trunk Highway System (for next year very general.
Federal Aid Highway funds usually available for State Trunk Highway con-
struction were withdrawn early this year. Restrictions were placed on certain types
of materials, new construction exceeding $5000.00 was prohibited without special
permits which could be obtained only for certain defense roads. This last re-
striction has now reduced to $1000.00 for new construction. As a result, none of
the construction program outlined a year ago was started and probably will not be
started until after the war. State Aid Construction Funds due the County and
set aside for these various projects remain as they were, and the balances carry
forward until expended for the purpose for which they were allotted.
The construction allotment due the County for next season on the State Trunk
Highway System is estimated to be $128,000.00 The State Highway Commission recommends
that this be set up $100,000.00 for U. S. No. 63 and $28,000.00 for S. T. H. No. 13.
The Committee approves of this recommendation. There does not appear to be any
possibility of the actual release of these funds next season, however, we believe
it is wise to continue the past policy of setting up the program for definite
improvements. The accumulated balances available for State Highway Construction
in this County, if and when released will be as follows:
U. S. #63, Grading.& Paving, Benoit South 150,000.00
S. T. H. #13, Tilashburn-Bayfield, Bituminous
Paving 50,000.00
S. T. H. #13, Bayfield Cornucopia, Surfacing 88,000.00
S. T. H. #13, Two Bridges West of Port vying 15,000.00
303,000.00
There is no Bonded debt against any of these funds in this County. We consider

it very fortunate that the paving of U. S. #2 was completed last year.
The regular maintenance of the State Trunk Highway System has also been cur-
tailed. Road oil was 'Tfrozen" by Federal order early this season and the use of
tank cars restricted so as to prevent the shipment of almost -all types of road
oil into the county. Considerable maintenance funds were expended -in the emergency
repairs to S. T. H. #13 after the flash flood of July 17th, and maintenance bridge
repairs were made to the Iron River Bridge on U.S. No. 2. All of the above funds are
under the direct control of the State Highway Commission.
County Trunk Highway System
The program of improvements on the County Trunk Highway System recommended to
the County Board a year ago have been subjected to the same restrictions listed
above for the State Program. It has been impossible this year, and undoubtedly
will continue to be impossible, to do any oiling on the County Trunks until after
the agar. Other materials, such as culverts have been restricted. The County is
trying to regrade certain sections of the County Trunks where such work does not
involve restricted materials, in anticipation of a gravel and oiling program at
some future time.
The County Highway Committee recommends that all funds available for the
County Trunk Highway System be used in accordance with the statutes for the
Administration of the County Highway Department; the maintenance, snow removal,
repairing, grading, graveling and improving of the County Trunk Highway System
in the order listed and as far as available funds will permit and within the
present day restrictions.
The balances in the various funds are somewhat larger than usual. This is only
a temporary condition and these funds will be used for the purposes for which they
are available as soon as possible. These Highway Funds are State Aid Funds paid to
the County by the State for certain specific purposes designated by Statute, and
are not available for any other purpose. The balances or deficits carry forward
from year to year. All Highway claims are paid up to date, there are no outstanding
obligations. This committee is not requesting any appropriations of any kind from
the County Board other than County Aid Bridges, which are covered by separate
Statute.
A very severe flood did a great deal of damage to local roads and streets in
the City of Bayfield, the Town of Bayfield, and the Town of Russell on July 17th,
which has not as yet been all repaired.
Separate County Aid Bridge petitions have been filed with the County Clerk
for the repair of three bridges in the Town of Bayfield and one Bridge in the
Town of Russell, totaling $2200.00. This Committee recommends that the petitions
be granted and an appropriation of $2200.00.be made as required by Section 87.01 of
the Statutes. In line with the general curtailment in road work, less town road
work was done than usual. In the County Highway Commissioner's Report you will find
a detail sheet setting forth the balance due from, each town as of November 1st,' this
year. Payment by the Towns for this work should be promptly made.
The County Traffic Officer resigned as of January 1, this year and the vacancy
has not been filled. The total number of reported accidents in this county declined
a great deal this.year as .compared to last year. Gas rationing will probably further

restrict travel. The State Motor Vehicle Department has increased its force so that
at the present time we have one State Traffic officer for this county and two
other counties.' We believe this officer is doing a very.good job of regulating
traffic and that all traffic regulation in the future should be carried on by State
officers.
Your Committee sold one of the three largest and best snow plow units to the
'Tar Department for use on the Alaskan Highway this winter. In case of a severe
winter the Highway Department has only sufficient equipment for the State and
County Roads. We have mentioned that fact every fall for several years, bu't
recently the winters have been very open and there was no trouble in plowing all
the roads, we hope that this will be true again. In any case, we of course all
feel that anything necessary to help win the war must be done.
The various Resolutions required to properly authorize and direct Highway
Work in this County for the ensuing year will be separately filed and placed before
the board of this Committee and we recommend their approval.

Pursuant to Section 84.04 of the Statutes, you are hereby notified of the
following estimated highway allotment to be paid your county from funds available
under Section 84.03 of the Statutes f or.the fiscal year 1942-43:
Section 84.03 (2) - for the County Trunk Highway System $61,647.58
The allotment for county trunk highways is an estimated allotment and the
amount cannot be definitely determined until after the close of the fiscal year, which
is June 30, 1943.
The latter part of this month we will notify you of the total estimated
allotment for the State Trunk Highway System to become available on July 1, 1943, and
the proposed ,allocation thereof.

In our letter of October 15, 1942, we notified you of the estimated 1943
allotment to your county under the provisions of Section 84.03 (2) of the Statutes
for the County Trunk Highway System.
Pursuant to Section 84.04 of the Statutes, you are hereby notified that the
estimated 1943 allotment for your county under the provisions of Section 84.03 (3)
and (4) of the Statutes, for the improvement of State Trunk Highway System is
$119,168.22, allocated as follows:
For construction on State Trunk Highway No. 13,
the Bayfield-Cornucopia Road $28,000.00
For Construction on U. S. Highway No. 63,
the Ashland-Hayward=Trego (Mason -Benoit)
Road $91,000.00
As a reserve for future allocation $ 158.22
Unexpended allotments of previous years under Section 84.03 (3) are available,
allocated as follows:

The determinations are tentative and the amount of the 1943 allotment cannot

The following resolution was read:
STATE AND COUNTY AID CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1943
SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to
the county for highway work in the year 1943 under the provisions of Section 20.49
and Chapter 84 of the Statutes and the additional sums herein appropriated shall be
expended as hereinafter set forth:
SECTION II COUNTY TRUNK HIGHWAY ALLOThIENT.-WIEREAS: The State Highway Com-
mission has notified the County Clerk that a sum of money estimated to be Sixty-one
thousand six hundred forty-seven & 58/100 Dollars ($61,647.58) will become available

at the end of the fiscal year ending June 30, 1943, under the provisions of
Section 20.49 (4) and Section 84.03 (2) of the Statutes, for the county trunk
highway system in the county, but that its exact amount will not be known until after
June 30, 1943.
BE IT RESOLVED: That the County Highway Committee is authorized and directed
to expend the said sum to the extent required, to match and supplement Federal
Aid for construction, right of way, and other costs on any Federal projects
located on the County Trunk Highway System of said county which are not re-
covered from Federal funds, and to expend any balance for constructing, repair-
ing, and maintaining such county trunk highway system and the bridges thereon,
including snow removal and snow drift prevention, as directed in Section 84.03
(2) of the Statutes, and to reimburse the general fund for any expenditures that
may be made therefrom pursuant to Section 82.03 (6) of the Statutes. The
distribution to such purposes is estimated, but not specifically directed to be
as follows: Construction, Maintenance, Drift prevention, Snow removal and
Administration.
SECTION III. STATE TRUNK HIGH?'JAY ALLOTMENT.
(A) WHEREAS: The State Highway Commission has estimated that the sum of
One Hundred nineteen thousand one hundred fifty-eight & 22/100 Dollars
($119,158.22) will become available at the end of the fiscal year ending June 30,
1943, under Section 20.49 (4) and Sections 84.03 (3) and (4), for the improve -
went of the State Trunk Highway System in the county in accordance with the
provisions of Chapter 84 of the Statutes, but that its exact amount will not be
known until after June 30, 1943,
BE IT RESOLVED: That the said sum shall be expended in the following
manner to wit:
1. The sum of none Dollars for the retirement of county highway bonds
maturing in 1943.
2. Such sum of this allotment, together with any unexpended balances from
previous allotments, as may be required on any Federal projects in this county
to match Federal Aid and/or to pay the cost of right of way, preliminary engineer-
ing, and other items not recovered from Federal funds.
3. Any Imlance not otherwise required for the purposes hereinbef ore
provided shall be expended on the following improvements, to wit:
(a) The sum of Twenty-eight thousand & no/100 Dollars ($28,000.00 for
the improvement by Subgrade treatment and surfac-ing of State Trunk Highway No. 13
beginning at Bayfield and extending northerly & westerly.
(b) The sum of Ninety one thousand & no/100 Dollars (w91,000.00) for the
improvement by grading, draining and concrete pavement of State Trunk Highway No.
63 beginning at U. S. Highway No. 2 and extending southerly.
(B) 17HEREAS: There is an unexpended balance from allotments of previous
years of approximately Nine thousand & no/100 Dollars ($9,000.00).
BE IT RESOLVED, That such portion of said sum not otherwise required for
Federal projects shall be expended on the following improvements, to wit:
(a) The sum of Nine thousand & no/100 Dollars (49,000.:00) for the improve-
ment by grading, draining & concrete pavement of State Trunk Highway No:. 63
beginning at U. S. Highway No. 2 and extending southerly.

SECTION VIII. UHEREAS: The various highway activities, for -which pro-
vision is made in this resolution are continuous from year to -year, and the
exact cost of any work cannot be,known at the time of making the appropriation
therefore, this Board does hereby direct that any balance remaining in any appropria-
tion for a specific highway improvement after the same shall have been completed,
may be used by the County Highway Committee to make up any deficit that may occur -
in any other improvement of the same class for which provision is herein made,
and any balances remaining at the end of the year in any highway fund shall remain and
be available for the same purpose in the ensuing year, and any deficit in any
highway fund at the end, of the year incurred pursuant to Section 83.04 (7) of the
statutes shall be paid from the next appropriation made for the same purpose, and
?WHEREAS, the exact amount of the funds that will become available for high-
way purposes in the County under Section 20.49 of the Statutes will not be known
until after June 30, 1943, at which time correct figures will be submitted by the
State Highway Commission, the County Treasurer is hereby authorized and directed
to make payments for the purposes for which such funds are to be used, as herein -
before authorized, from any funds in the county treasury that are not required for the
purposes for which appropriated prior to August 1, 1943; and to reimburse such funds
in the county treasury from the sums received under Section 20.49 of the Statutes. The
County Clerk is hereby directed to levy the taxes named in Section VI hereof in the
county tax levy, and to levy the special benefit assessments made in Section VII
hereof as special charges against the respective municipalities therein named as
provided by law, and the County Highway Committee and the County Highway Commissioner
are hereby directed to carry out the highway construction and maintenance for which
provision is herein made, in the manner provided by law, and to employ such patrol-
men, laborers, and foreman, as they may deem necessary for such purposes.

PROVIDING FOR TIE ADVANCE OR TRANSFER OF
CONSTRUCTION FUNDS IN BAYFIELD CO.
1,VHEREAS: Federal funds have been allotted to Wisconsin for the improvement of
highways to be allocated for expenditure by the State Highway commission with the
concurrence. of the Federal Works Agency, Public Roads Administration, and it is
desired to take advantage of every opportunity to secure the expenditure of a portion.

of such funds in this county, and
WHEREAS, funds must be provided by the state or counties to match the
federal funds allotted and, or, to pay the cost of items which are not recovered
from federal funds, and
1HEREAS, other emergencies frequently arise making necessary or desirable the
allocation or transfer of funds to or between other construction projects.
NOW THEREFORE, in order to provide for promptly making available the funds
necessary for the purposes hereinbef ore mentioned, and to avoid the delay and expense
incident to calling a.special meeting of this board for such purpose,
BE IT -RESOLVED, that the County Highway Committee, with the approval of the
State Highway Commission, is hereby authorized to transfer to or between any
construction projects in this county any funds allotted to this county by the
state under the provisions of Sections 20.49 (4) and 84.03 (3) and previously al-
located by this board to any other project, or remaining unallocated in reserve.
BE IT FURTHER RESOLVED, that the State Highway Commission be and is hereby
petitioned to advance, pursuant to Section 84.03 (5) of the Statutes, upon the
filing of a request therefor by the County Highway Committee of this County, such
sums as may be required and are not otherwise available, for the purposes herein -
before mentioned on any construction projects in this county, with the understanding
that such advance will be deducted from future allotments to this county for state
trunk highway construction under Section 84.03 (3) of the Statutes.

The following four petitions for bridge aid were read:

To the County Board of the County of Bayfield
The petition of the undersigned town board of the town of Bayfield, County
of Bayfield, respectfully represents that On the 14th day of August 1942, at the
special town meeting of said town, the electors thereof voted to reconstruct a
bridge lying wholly within said town, as described in the resolution hereinafter
mentioned; that at the same time due provision was made for the payment by the
said town of Bayfield of the proportion of the cost of reconstructing such bridge
required by law to be paid by said town, as appeErs from the following, which is a
true copy of said resolution attached herewith; and further that the total valuation
of said town of Bayfield, according to the last assessment, as equalized by the
County Board on the llth day of November,.1941, was $29,165: that by reason of a
flood on the 17th day of July, 1942, the said bridge was washed out, and it is
necessary to reconstruct said bridge without delay.
Wherefore, your petitioners pray for an appropriation to be made by the said
County of Hayfield to aid the reconstruction of such bridge without delay as pro-
vided by law.

RESOLUTION
For the Reconstruction of a Town Bridge
RESOLVED, by the qualified electors of the Town of Bayfield, County of Bayfield,
duly assembled in special town meeting this 14th day of August, 1942, that the
town board of said town be and is hereby authorized to reconstruct a bridge lying
wholly within said town of Bayfield over the west fork of Pikes Creek in Section
18-50-4, known as the Jammer Hill Bridge, on a town road, at a total cost of not

The following resolution was read:
IIJHEREAS during the past several months, severe property damage has been done
and much human suffering caused by violentacts of nature such as floods, etc. to
the various communities throughout the nation and more especially in Northern
Wisconsin; and
WHEREAS, the amount of the damage caused by such unf orseen disaster is
so great that the stricken municipalities are financially unable to properly effect
the necessary reconstruction and rehabilitation without exceeding their constitu-
tional limitations; and
WHEREAS, inasmuch as the problem is beyond the ability of the devastated
communities, if and when such terrible disaster occur, it is believed that it is
a proper matter for the serious consideration of the state legislative body in
order that a state agency or authority might be created and established for the
purpose of coping with such situations in the future.
NOW, therefore be it resolved, by the Common Council of the City of Bayfield
at their regular meeting held on the 7th day of October, 1942, that this city
council respectfully memorializes the Governor and the Legislature of the State
of Wisconsin to enact legislation to the end that a state agency will be created
and established to render prompt aid and comfort to the various municipalities and
their residents within the state that suffer damage and hardship by reason of
unforseeable acts of nature and disasters.
Be it further resolved, that properly certified copies of this resolution
be sent to the Governor; both branches of the State Legislature, and to the
Bayfield County members thereof; to the Bayfield County Board of Supervisors and
to the Wisconsin County Boards Association,

I have also done a large amount of recording for the County, for which no
fees have been collected.
If fees had been collected the fees would amount to over $300.00.
On account of a new law passed at the last session of the Legislature, the
Register of Deeds, and Clerks have been compelled to do a tremendous- amount of
work for nothing, as this law provides that all the fees ($1.00 for each birth
certificate) must be paid to the State Board of Health, at Madison, and no fee can
be collected by the Register of Deeds, to turn over to the County Treasury.
The law referred to above is the law relative to procuring delayed birth
certificates by persons, when their birth certificates have not been recorded in
the Register of Deed's office.

The following report was read:
November 5, 1942
We, the Sheriff's Committee of Bayfield County, have examined the records of
Judge Savage of Iron River, Tdisconsin, and find that his records are correct and
that he has turned over to the County Treasurer $522.91 in fines. We also
checked Judge Hart's records and find them correct. We found he had collected and
turned over to the County Treasurer, $1,082.30. We also checked the Sheriff's records
and find that his expenses for the first ten months of 1942, amount to $5,428.38,
leaving a balance of the $6500.00 levy, of $1,071.62 for the months of November and
December expenses. We recommend that the Sheriff's levy for 1943 be raised to
$6,800. 00 so as to be able to take care of any emergency that may arise and also
to comply with Federal Government demands. We also recommend that an outlay of
$700.00 be raised for a trade-in toward a new car.

VIHEREAS, a tax deed was issued to Bayfield County on April 30, 1942, covering
delinquent tax of 1935, which was returned delinquent by the Town Treasurer and
which went to tax sale in 1936 and tax certificate No. 4504 face of certificate.
$16.25 - was issued covering the following described land:
30 acres part of NW described in Vol 38,
Page 364, Sec. 8-48-9
and,
WHEREAS, said Vol. 38 of Deeds, Page 364 does not describe this 30 acres and
therefore is an illegal description which makes the deed of no value but creates a
flaw on the title to this property; therefore, in view of the foregoing facts,
BE IT HEREBY RESOLVED, that the aforesaid tax deed recorded in Vol. 9 of Tax
Deeds, Page 590 be cancelled and that the face of the tax certificate amounting to
$16.25 be charged back to the Town of Oulu.

Gentlemen:
On June 23,1932, I entered into contract with Bayfield County to purchase the
Southwest one-half (SW ) of the Northwest Quarter, Southeast Quarter (_mv! SE- ),,
East twenty-five (25) acres from the Southwest Quarter (S,V4) of the Southeast
Quarter (SE-1) and that part of the West one-half (72) of the Southeast Quarter
(SE-) lying South and ilest of County Trunk Highway C, all in Section thirty-one
(31), Township forty-nine (49) North, Range four (4) Nest, for the sum of
twelve hundred dollars ($1200) plus 10% in lieu of taxes and interest. The contract
was to run for five years which would make a total of eighteen hundred ($1800)
payable in installments of thirty dollars ($30.) per month.
I built a new home on this land several years ago in lieu of a down payment.
I have been unable to meet my part of the contract due to general economic
conditions and financial reverses. I have paid to date the sum of$''1565.00.
It appeErs that conditions are such that I can now borrow money from private
sources and hereby make a cash offer of $500.00 for a quit claim deed to the
above property.

Gentlemen:
I wish to purchase a strip of land 250 ft. wide off the south side of the

bordered on the north side by U. S. Highway #2. I am operating a. farm on the
S! SW of Section 9.
The parcel of land which I wish to purchase is under the Forest Crop Law,
having been placed there by Bayfield County in 1932.
I am enclosing with this petition the sum of $26.65 which is at the rate of
$3.00 per acre plus the amount paid by the State as forest crop taxes; amounting
in all to $26.65. Should I be permitted to purchase, it will be necessary for the
county to withdraw .same from the Forest Crop Law before the deal can be consummated.

Gentlemen:
In accordance with the instructions from the County Board, dated May 5, 1942,
we the undersigned, Bayfield County Zoning Committee, held a zoning hearing at the
Town Hall in the Town of Pratt on Tuesday, July 14, -1942, at 8:00 P.Ml., for the
purpose of affording any interested parties an .opportunity to express their view
on the proposed amendment to the Zoning Ordinance.
It developed that it was desired to use the lands in question for fur farming
purposes, which would necessitate these lands being reclassified as Unrestricted
instead of Recreational, and that the Town Board of the Town of Pratt also wished
to include the W2 of the SW of Section 22, Township 44, Range 6, West in the original
petition.
Since all persons at the hearing, including the Town Board of the Town of Pratt,
desired this change to be made, and there ,was no opposition thereto, we recommend
that the County Board act favorably on the petition of the Town of Pratt, providing
the -Town Board of the Town of Pratt amends'the original petition so as to include
the W! of the SW of Section 22, Township 44, Range 6, ;Vest, and also requests that
the reclassification of all of the descriptions be changed from the proposed

to another Agency. We are writing this letter to inform your county as to the
present availability of Addressograph Tax Machines.
You no doubt realize that new Addressographs, like all other important and
critical machines are subject to priority regulations and at the present time can
be sold only to the United States Government and Armed Forces.

The following report was read:
To The Honorable Members of the Bayfield County Board of Supervisors:
of
The present national emergency has made decided changes in the work/the
Public Ielfare Department and has affected in a marked degree the case loads in
the various forms of public assistance.
On November 1, 1941, 303 cases were referred for WPA employment, while 65
cases were either working or available on November 1, 1942,most of these being
assigned to vocational schools which in all probability means they will receive
private employment as soon as their training at the school is completed. A year
ago 121 cases were receiving direct relief from the various taxing units, while on
October lst of this year 89 such cases received direct relief. Old Age Assistance
reached its peak in numbers in,June 1941, when 747 cases were on.the roll, while
as of October 1, 1942, there were 698 Old Age Assistance cases on the payroll.
On the other,hand while numbers have decreased, the cost of direct relief
and Old Age Assistance has not decreased in the same proportion. The reasons for this
are very apparent. There has been a decided increase in the cost of subsistence,
budgets. Where we
this increase, of course, being reflected in the Old Age Assistance/beneficiaries
were able to obtain board and room for Old Age Assistance
for from twenty to twenty-five dollars a month, we are now obliged to pay in
practically all cases a minimum of $1.00 a day. This with the clothing and per-
sonal allowance brings an individual grant in such case to $34.50 a month. The
State Legislature took advantage of the Federal Government's increase in the maxi-
mum grant in Old Age Assistance from thirty to forty dollars. In cases of Hospital-
ization, we increase the grant to forty dollars so that the beneficiary may make
substantial payments on the doctor and hospital bills. It is, of course, a direct
saving to the taxing districts when these bills are paid in this manner. As of
November lst we have between fifteen and eighteen persons either hospitalized or
making payments on recent hospitalization. I believe that the average grant re-
ceived by our Old Age beneficiaries compares very favorably with those counties in
the state where living conditions are similar to those in Bayfield County.
The decrease in the number of cases on the Old Age Assistance roll has been
primarily due to income in the families so that -we were able to withdraw the
Old Age Assistance grant. There has been some decrease in the number of applica-
tions for Old Age Assistance largely due to the same reason.
We are asking the same revolving fund of $45,000 as we had a year ago.

While our ADC load remains quite stationary in the neighborhood of ninety cases,
the cases do change. There has been a decided increase in the cost of ADC in
the county since the Federal audit last February. We were adhering to the
Federal maximum of $18.00 to a mother and one child and- $12.00 for each additional
child, many of the cases receiving supplementary relief from the taxing districts.
The Federal auditors objected to this practice.on the grounds that the state law
_ for
forbids the giving of direct relief to those persons eligible/and receiving ADC.
life revised our budgets to assume the entire cost of the eligible persons in
all our ADC cases. This with the f act that in cases receiving the Federal
maximum or more, all medical costs must be taken care of over and above the
regular ADC grant for subsistence, substantially increased our ADC costs.
Although we have closed several cases because the mothers have found employ-
ment, and while it is apparent that more mothers will find employment under the
present conditions, I visualize an expenditure of �-38,500 for ADC in Bayfield
County next year due to our increased budgets, increased cost of subsistence and
clothing and the increase in medical needs. This expenditure will increase the
county°s share of the expense from seven thousand to eleven thousand dollars.
There is little change in the Blind Pension expenditure. There are few
new applications, the closed cases offsetting these new applications. There was
a slight increase in the cost per case due to the increase in subsistence and
medical costs as a number of our blind cases are elderly people.
I estimate the cost to the county for Blind Pension next year to be about
$1400.00
The county is no longer distributing commodities, having gone on the Stamp
Plan May 15, 1942. We do handle commodities for school hot lunches. These
projects are slow getting started this fall because of the lack of WPA workers.
The Department is now operating with but three caseworkers, no one having
been hired to take the place of Carl H. Moe who entered the Armed Services. The
loss of this one worker offsets the decrease in the WPA cases, although the need
for investigation by Selective Service Boards and other war agencies also tends
to offset the decrease in WPA. Under the Stamp Plan it is necessary for our case-
workers to certify each individual family eligible to receive stamps and to see
that those families who become ineligible are cancelled•
We were finally able to get the estates of those persons who had received
Old Age Assistance into Probate Court, and collections from these estates will soon
be paid to the County Treasurer. Because we were unable to get these estates into
County Court for five years, the number of estates to be probated made it impossible
for myself to act as administrator, and we asked the County Court to appoint J.
Henry Chatterson as administrator of these estates.
Each town chairman will receive a list of those persons in his taxing district
who received Old Age Assistance last year and the amounts received. With each list
is a copy of the state law governing the use that can be made by the town chairmen
of the information contained in these lists.
The Director wishes to express his appreciation for the cooperation of the
County Board Members in carrying on the work of his Department and asks that'the
town chairmen come into the office and discuss with him any case within their taxing

districts that they feel warrants action of any kind.

We, the members of the Public Welfare Committee, are pleased to submit the fol-
lowing report:
As directed by County Board resolutIn in May, the Public Welfare Committee set
up the machinery for handling the surplus commodities on the Stamp Plan in Bayfield
County. R. L. Schindler was hired as Stamp Issuing Officer. The program started
IUIay 15, 1942, and to date about forty-five per cent of those cases eligible are
participating in the program, stamp sales running above four thousand dollars
(4,000.00) a month.
After conference with the Committee and District Attorney, the estates of Old
Age Recipients were finally admitted to Probate Court and are, rapidly being liquidated.
The Committee has received and distributed to the various taxing units the
money received from the State of ?,visconsin for direct relief and is of the opinion
that the State has been very fair to Bayfield County in the amounts allotted to the
County as direct relief.
The Committee has authorized the handling of surplus commodities for public
schools. As there is no `TPA help available for this service, the Committee sold the
commodity truck and has arranged with Ashland County to haul the commodities from
Hayward. Because there is no help available, the schools will have to haul their
own commodities from the warehouse to the schools. The Public Welfare Department is
endeavoring to handle these commodities without outside assistance, and the Committee
asked the schools to recognize the fact that there is no help available for these
services and to cooperate with the Department in the handling of these commodities.

The following resolution was read:
WHEREAS, Black Bear, a native animal to this part of the state, have been causing
considerable damage to farmers of Bayfield County, such as destruction of fruit trees
and especially the killing of sheep and cattle, and,
WHEREAS, there is no open season for Black Bear except during the 9-day season
for deer, and
WHEREAS, at the time of the open season on the bear it is so late in the year
that they have already denned up, and,
?"WHEREAS, the farmers are prohibited from trapping or shooting the bear even
though they find them doing damage to the animals, and,
WHEREAS, State Law provides that the farmer shall be reimbursed from state
Conservation funds for damage done by bear providing they can prove the damage, one
requirement being that they must produce carcasses. This in many instances is im-
possible as the animals are killed in the pasture and cannot be located for some time
afterwards, in many instances the claim already having been sent in, therefore,
BE IT HEREBY RESOLVED, that the State Conservation Department be required to
open the season on bear all year round or that the farmers be given the right to trap
and shoot Black Bear on their own land.
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Wisconsin
Conservation Commission.

RE: Amendment to Zoning Ordinance as it Applies to NE 1701 of Section 13, Township
50, Range 8, West in the Town of Port ;Wing, Bayfield County.
Gentlemen:
In accordance with the instructions from the County Board, dated May 5, 1942, we
the undersigned, Bayfield County Zoning Committee, held a zoning hearing at the Town
Hall in the Town of Port Wing on September 30, 1942 at 2:00 P.M., for the purpose
of affording any interested parties an opportunity to express their views on the
proposed amendment to the Zoning Ordinance.
At the time that the above hearing was held, the two town board members present,
being unfamiliar with the area affected by the Zoning amendment, requested further
time to study the situation. Later, the said town board notified the Zoning Committee,
as per the attached letter, that they desired the Zoning Ordinance amended as per
the original application.
Since the present restricted area consists of approximately six sections of
land, and the filed application would remove the restrictions from one forty acres
only, located approximately in the center of this area, the Zoning Committee does
not deem it advisable to amend the Zoning Ordinance so that it affects one descrip-
tion only and, therefore, recommends to the County Board that the application for an
amendment to the Zoning Ordinance affecting the NE NW of Section 13-50-8 be denied.

Gentlemen:
In accordance with instructions from the County Board dated May 5, 1942, we the
undersigned, Bayfield County Zoning Committee, held a zoning hearing at the Town Hall
in the Town of Barnes, September 30, 1942, for the purpose of affording any interested
parties an opportunity to express their views on the proposed amendment to the Zoning
Ordinance.
It developed that after an explanation of the use to which tis description
could be put after amending the Zoning Ordinance in accordance with the original
petition, the Town Board of the Town of Barnes went on record as disapproving the
original petition and requested that this description remain zoned under the forestry
classification.
In view of the decision of the Town Board of the Town of Barnes, and in view of
the fact that a reclassification of this land under the Zoning Ordinance might entail
considerable expense to the Town of Barnes, we the Bayfield County Zoning Committee,
therefore recommend that the original petition amending the Zoning Ordinance so as
to reclassify the mV4 of Section 35, Township 46, Range 9, ?Vest from forestry to
recreational, be disapproved.

entirely by village and rural (tution) property taxes, the present state aid providing
for from 8 to 15% of the cost of maintaining the High Schools of the State, as com-
pared to 45 to 55% State support given the elementary schools, and
WHEREAS, since High School: -,education is now compulsory by Statute to age 16 in
districts which do not maintain a High, School, and 18 in districts which maintain a
High School, and is generally recognized as a responsibility of the State, and
WHEREAS, the present system of state aids to High School is inadequate for the
purpose of providing equal education opportunity is required by Statute as listed above,
to children living in certain less prosperous areas of the'State, which may in all lik1i-
hood, result in preventing rural children from receiving a High School education,
NO11, THEREFORE, BE IT RESOLVED, that we, the County Board of Bayfield County,
State of Wisconsin, do earnestly petition the State Legislature to make more adequate

flood which caused serious damage to the city and to private property located therein,
creating an expense far beyond the ability of the taxpayers to defray, and

.Gentlemen:
The following is a consolidated report of this Commission for the year from Nov. 1,
1941, to October 31, 1942. As was stated in last years report it was the unanimous
opinion of this commission, to compile a consolidated report and present it in that
form rather than submit a report in detail which may be cause for embarrassment to the
individuals who were forced by circumstances to ask for aid from this commission,:
the books of the commission are open to any one who may wish to examine any of the
accounts listed therein.
On October 31, 1941, the books of this commission showed a balance of $56.82. The
appropriation of the County Board made at the November meeting of 1941, added $'p1000.00
to this balance. Making a total balance of $1056.82.
From November lst, 1941, to October 31, 1942, a total of twenty six applications
were received from Indigent War Veterans, six of these applications were denied for
various reasons. The total cost to the county for the twenty cases which were allowed
was $408,20, the total cost of administration including bond was $87.83, which leaves
a balance at this time of $560.79.

From the above it may appear that the drain on these funds was diminishing, this
may be true where figures alone are taken into consideration, this commission would
like to call .the attention of the County Board to the fact that, the men now being
called into service are prospective clients of this commission and are entitled to if
it becomes necessary to ask for and receive aid from these funds, therefore it is is
respectfully requested that the sum of $1000.00 be again apropriated for the use of
this Commission in dispensing aid to those worthy cases of our defenders of our
democracy.

November 12, 1942
Members of the Bayfield County Board:
At this time I think some consideration should be given to the close of the
present war, which we of course, hope will be soon, to the necessity of providing
a suitable homecoming to the boys in the armed service. It may be desirable to
appoint an executive committee to work out the necessary details to the end that we
have an opportunity of showing appreciation of their wonderful work. The American
Legion should be interested.

At 2 P. M. the County Board resolved itself into a "committee as a whole" for the
purpose of a hearing on the budget for the ensuing year. There were no appearences at
the committee hearing on the budget. The board adjourned as a "committee of the whole"
and resumed action as a County Board.

FINANCE AND BUDGE COMMITTEE
November 5, 1942
TO THE HONORABLE COUNTY BOARD OF SUPERVISORS
BAYFIELD COUNTY, iIISCONSIN
Gentlemen:
1d1[e submit the proposed budget for the fiscal year beginning January 1, 1943, and
recommend its adoption.
Last year your committee reported that for the first time since 1896 Bayfield
County had no indebtedness. Our financial condition is again much improved on account
of increased tax receipts and substantial balances in the highway funds. It is antici-
pated no temporary borrowing will be necessary.
The Spring meeting of the Board voted increased salaries for all county workers and
clerical help. These increases are reflected in the budget. Other increases are $1920
in the County Nurse's office, 1500 for Food Stamp Plan, a net increase of $4000.00
for Dependent Children Aid, and $5300 in land clearing funds. Principal decreases for
elections $1900, County Bridge Aid $2160, and Pureair Sanatorium $2129.72.
The valuation of the County has increased $552,005 providing an increased county
tax of $5520.05
Your committee has provided for all budget items and a balanced budget with $3591.15
in the contingency fund.

The following resolution was read:
November 11, 1942
TO BAYFIELD COUNTY BOARD OF SUPERVISORS:
;WHEREAS, the Forestry Dep t. of the State of Wisconsin will release scattered
descriptions of property situated in the Town of Bell from under the Forest Crop
Law to Bayfield County; and
WHEREAS, The Town of Bell has an excess delinquent tax credit of $20,148.99 on
County records as of October 1, 1942, and
WHEREAS, The Town Board of the Town of Bell have adopted a resolution athorizing
and directing that application be made to the Bayfield County Board of Supervisors to
acquire the descriptions when released from under the Forest Crop Law,
THEREFORE, in view of the foregoing facts, be it hereby resolved that the County
Clerk be and is hereby authorized and directed to issue a Quit Claim Deed to the
Town of Bell covering the following described property that the state agrees to with-
draw.
And that the consideration be the face of the tax certificates plus fees and
penalties now held by the County Treasurer, and that said consideration be written off
from the credit account of the Town of Bell on account of excess delinquent tax rolls.

IJloved by Herman Hanson and seconded by Buss to amend the resolution to read
"that the Town of Bell pay as a consideration, the sum agreed upon by the County
Forestry Committee, State Conservation Department and the Town of Bell. Motion to amend
was carried. The resolution as amended was then _submitted to a vote and carried.
The following resolution was read:
WHEREAS, it appears that the several departments of county government may exceed
their budgets for the year ending December 31, 1942, and
WHEREAS, authority from this Board of Supervisors to the issuing officers of the
county is required whenever any expenditure by the several departments is or shall be
in excess of said budget,
NOV THEREFORE BE IT RESOLVED, that the issuing officers of said county may issue
orders drawn on the county by those departments which may exceed their budgets wherein
said excess is due to lawful expenditures.

State Taxes for Forest purposes, under
Section 70.58 (2) 2,602.88
Common school tax under Section 59.075 20,062.19
For all other items of budget as adopted
this day, the sum of 110,081.96
