UNITED STI!SES DEPART11ENT OF THE INTERIOR Office of Indian Affairs January 20, 1945 Ludwig Tranmal, County Clerk Bayfield County uliashburn, tiTisconsin (Dear Mr. Tranmal There is enclosed in triplicate a. form of resolution which we have prepared to cover the abandonment of the purchase by the United States .of certain lands described therein. The titles to these lands have been examined by the Solici- tor's Office and it has been determined that.the same are unsatisfactory for pur- chase by the United States, inasmuch as the County of Bayfield dial not take actual possession of said premises within three years of the recordation of tax titles. It will be appreciated if you will submit the resolution to the County Board at its next meeting, for appropriate action. You will recall that our Central Office has heretofore. required that when any of the parcels listed in the original option are deleted from the purchase, appropriate resolution agreeing to the abandonment of said purchase be obtained from the County Board. It is requested that one copy of the resolution .be returned to us after its enactment. For this purpose we are enclosing a self-addressed envelope, which re- quires no postage. WHEREAS`, at the adjourned regular meeting. held on the 5th day of December, 1935) the Board of Supervisors of Bayfield County authorized the transfer of county -owned lands in the amount not to exceed eight thousand five hundred (8,500) acres at'an average price of $ 2.50 an acre to the United States Government for the purpose set out in the Resolution aforesaid, and, 7tTHEREAS, by the aforesaid Resolution, dated December 5, 1935, the Board of Supervisors of Bayfield County authorized the County Clerk to execute and sign options to the United States Government on such lands- as Bayfield County now own.s- n the Town of Russell and more particularly described by legal subdi.visions in aid -Resolution of,December 5, 1935, and, `.'HEREAS, the County Clerk of Bayfield County did on December 18, 1935, execute and sign an option to sell to the United States Government the lands described in the Resolution aforesaid, which option was accepted and approved by the Secretary of the Department of the Interior on the 12th day of 11darch, 1936, and, d'HEREAS, titles to the following described lands have been Found, upon exam- ination, to be defective and not acceptable to the Secretary of the Interior: (Abstract No.6) 311 acres, being the South 880 feet of the SW14 SJ- and Lot 4, Section 31, Township 51 North, Range 3 Affest, lying 'jest of Highway #13, except the right-of-way of the B.H. & G.`��.Railway. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Bayfield County at the annual organization meeting this 17th day of April, 1945, that the United States of America is hereby released from all obligation to purchase the herein - before described lands under the terms of the option -contract dated December 18, 1935, and accepted by the Secretary of the Department of the Interior on March 12, 1936, and that the County of Bayfield is released from any obligation to convey title to the United States of America under the terms of said option -contract. TO THE HONORABLE BAYFIELD COUNTY BOARD: BE IT HEREBY RESOLVED by the County Board of Supervisors of Bayfield County, at a meeting held this 17th day of April, 1945, pursuant to the provisi.ons of Section 59-04 (b) of the Plisconsi_n Statutes, that all Bayfield County banks are designated as county depositories of county funds, all of which banks are de- signated as working banks in conformity with Section 59-74 of the Wisconsin Statutes. The following resolution was read: TO THE HONORABLE BAYFIELD COUNTY BOARD: BE IT HEREBY RESOLVED By the Bayfield Board -of Supervisors in its April session assembled this 17th day of April, 1945, that the County Clerk and the County Treasurer be, and.they are hereby authorized and instructed to proceed with the work of taking tax deeds for Bayfield County on all county owned tax cert- ificates that are now, and will be subject to tax deed during the next year. The following resolution was read: TO THE HONORABLE BAYFIELD COUNTY BOARD: RESOLVED BY TIE COUNTY BOARD OF SUPED?rISORS OF BAYFIELD COUNTY, assembled at their regular meeting this 17th day of April, 1945, that the District Attorney of said County be, and he is hereby directed and instructed.to institute and prosecute such actions as may be necessary toquiet the title and obtain posses- sion for Bayfield County to the following described real estate situated .in said County, upon which said Bayfield County will take tax deed on the sale of 1936 .if not redeemed, to -wit: Arthur A. Smith property - Neill & Wings Addition to 6"Tashburn, Lot 22, Block 11. and that said District Attorney be, and he is hereby directed and instructed to proceed with such action as soon as reasonably may be done so that the title of the same may be placed in condition for sale. The following petition and resolution were read: BAYFIELD COUNTY BOARD OF SUPERVISORS Gentlemen: I have purchased a parcel of Government Lot 4 described in Volume 113, Paige 56, "Records of Deeds" in Section 31, Township 51 North, Range 3 ?Vest from John Doneck. In checking my abstract of title I find that Bayfield!County has taken a tax deed to part of Government Lot 4 covering the tax sales of 1921 and 1922. I have checked the records of J. 0. Bodin, County Treasurer, as to taxes and find that'the land was not described properly in the tax roll covering taxes of 1920 and 1921 which went to sale in 1921 and 1922, respectively. The title to Bayfield County is based on an illegal description and places a flaw on the title to my property. I, therefore, petition your honorable body for a quit claim deed covering my land. The following report was read: TO THE COUNTY BOARD OF SUPERVISORS We, the undersigned .members of the .Bayfield County Airport committee, here- with attach the report of the firm of Foth, Boyd and Poreth, consulting engineers, on the survey of the proposed Bayfield, Ashland County Airport, together with a topographic map of the survey rrade, and letter of comment by M. M. Torkleson, Director of Regional Planning. In connection with this report, we wish to point out that at the fall meet- ing of the Ashland County Board, that body voted to secure options on the site surveyed. It is apparent at this time that the Bayfield County Board should e definite decisions in regard to their joint undertaking, and so inform the hland County Airport Committee, We also call your attention to the activities of many communities in our county in the study of airport, airstrips and hydro -plane ramps. The committee feels that the county board should give some indication as to their attitude on airports. This -will enable your finance committee to take e matter into consideration next fall in preparing the budget. Yours respectfully, Ernest Moore I. L.
