Meeting called to order at 10:00 A.M. by Chairman Wallin.
The following members -answered roll call;: Buss, Irish,.B. Johnson, Frels,

Moved by Meyer and seconded by Desparois to dispense with reading of last
board minutes held April 179' 1945. Motion carried.
Moved by MacRae and seconded by Shykes to elect Highway Committee by districts
as in the past. Motion carried.

BE IT RESOLVED by -,the Bayfield County Board'of Supervis-ors; assembled -in annual
session this 13th day of November, 1945', ttat the salary of the County Highway Com-
missioner be and is hereby set at $3,000400 annually for the ensuing term.
BE IT FURTHER RESOLVED, that the foregoing salary be paid from the County High-
way Administration fund in accordance with the provisions of Section 83.01 (a) of
the Statutes.

county land owned in Sec. 30-43=7, if so, we will be interested in purchasing land
and timber to keep for future use.

'NOW COMES LEVIIS STEPHANS,. petitioner, and respectfully petitions and shows the
County Board -as follows;
That he is interested in purchasing the following described real estate, to -wit:
The Northeast Quarter of the Southwest Quarter (NEg Sj9T4) and the Southeast Quarter of
the Northwest Quarter (SE4 N�J4), in Section Ten (10),.Township Forty-seven (47) North,
of Range Nine (9) West, located in the Town of Hughes, Bayfield County, Wisconsin'
that this land is listed as Forest Crop Land; that your petitioner desires to buy the
same for farming purposes, and is interested in having the same removed from the
Forest Crop land regulations; that the land is located on United States Highway No. 2
west of Iron River, five miles east of Brule, ITisconsin; that it is on the bus route,
and is near established schools, both grade and high -schools that the land is desir-
able for farming, is near other farms, being just east of the lffallace Weir farm; that
there is no commercial timber on the land, and what timber there is, As suitable for
stove wood only; that this.petitioner would put up buildings on this land if he were
allowed to purchase it, and would start an active farming operation; that, he would be
willing to enter into any reasonable agreement to show his good faith in this regard;
WHEREFORR, THIS PETITIONER PRAYS, that the.Honorable County Board, duly assembled,
vote to remove this land from the Forest crop area so that he might purchase the same
and use the land for farming operations.

amount of $7.07 which is the amount of delinquent taxes.

1916 and have paid taxes on all subsequent years except for the year 1944.
I purchased the E2 of Lot 7, Block 23 Townsite of 'Jashburn from LaMere
in 1920 and have paid taxes on all subsequent years except for the year 1944.

My deeds to the above which constitute my home were not recorded and I am
unable to find them:
Now -I petition the Honorable Bayfiel d County -Board for -the right to purchase
the 1945 tax certificates covering the delinquent 1944 taxes thereon so that I may
acquire title by eventually taking a tax -'deed.

The following report was read;
We, the undersigned committee on Sheriffs, Justices and Constable bills,
wish to report as follows:
We have examined the budget and annual report of each of the Municipal Courts.
P.J. Savage, Municipal Judge at Iron River collected $595.00 in fines and $49.14 in cosh
making a total of $644.14 for the fiscal year ending October 31, 1945.
E.C. Hart, Municipal Judge at Uashburn has collected $599.00 in fines and
$163.04 in costs, making a total of �162.04 for the fiscal year ending October 31, 1945.
The records of both the judges were in fine shape and both have made remit-
tance to the County Treasurer as required by law.
We have also checked the expenditure of the Sheriffs office and find that
they have expended $4,501.33 for the first nine months. The appropriation was for
$6500.00 for 1945, and if nothing unforseen appears, they will be well under their
budget at the end of the year.
We have made a recommendation for next years work which also in addition
to the maintenance, includes an item of outlay for a new car. These items are includ-
-the
ed in/budget report which is being submitted by,the Finance Committee.

I want to again remember the proper authority in your county that Iron lake
is going down fast and will soon be a place "that was a lake once".
Please do something; The war is over so no excuse for putting in a dam at
the outlet exists any longer. All property owners on the lake, with probably one or
two exception demand something be done. Are you to tired? You put this matter over
for more than 20 years now, you ought by this time to act.
I am hoping some action will be taken at your forthcoming county board meet-

ing and please donut fail again.

Gentlemen:
The Interim Committee on Highways, created by Joint Resolution No. 85, A'.,
Laws of 1945, is directed by said resolution as follows:
Said committee shall make a scientific and systematic study and
survey of the traffic needs and requirements of the state; the
desirability or necessity for construction of additional high-
ways and improvement -of -old highways; the extending,; improving
and changing of the present state trunk highway system; and the
engineering, economic and practical problems involved.
The committee is determined to do a careful, practical and thorough job of
investigation of thiss matter, keeping in mind the limitations in state finances
ighich permit only a reasonable extension of the state highway system. Your sugges-
tions for changes should be - based on ability to build by virtue of your allotments,
and in no circumstances will the committee consider additions which have not al-
ready undergone major improvement, or in which it is plain that there are adequate
funds to finance®
The committee intends to hold hearings in a few central points t-o be determin-
ed later, to give opportunity to counties to present any problem they may have which

involves a change in the state trunk -highway system within your -county.
Your honorable board is requested to consider this matter and advise the com-
mittee of your recommendations. Your communication should be filed with our committee b

WHEREAS the Interim Committee on Highways is considering various State Trunk
Highway matters including the extending of the present State -Trunk Highway System,
now therefore
BE IT RESOLVED by the Bayfield County Board of Supervisors assembled in annual
session this thirteenth day of November, 1945 that the Interim Committee be respect-
fully requested to consider the following extension of the State Trunk Highway System
in Bayfield County:
Beginning at a point on the Sawyer-Bayfield County line in Section
32, T. 43 N., R. 9 VJ, thence northerly and easterly along tree most
practical and feasible -route to a junction with County Trunk High-
way 'IN" in Section 36, T. 45 N., R. 9 W., thence easterly along
County Trunk Highway 'IN!' to a junction with County Trunk Highway "A"
in Section 36, T. 45 N., R. 9 W., thence northerly along; County
Trunk Highway "A" through the village of Iron River to a junction
with State Trunk Highway No. 13 in the village of Port Wing in Section
32, T. 50 N. , R. 8 W.
BE IT FURTHER RESOLVED that the Bayfield County Board respectfully represents
to the Interim Committee that there are no outstanding highway bonds affecting the
State Trunk Construction allotment of approximately �'V112,000.00 annually in this
county; that there are at this time sufficient unexpended post war balances in the
above construction fund together with Federal Aid to complete the unfinished portions
of the present State Trunk Highway system; that the proposed highway has already under-
gone major improvement at County expense and can be completed as a State Trunk High-
way by future construction allotments due this County, without obligation of any State
at large funds.
BE IT FURTHER RESOLVED that the County Clerk of Bayfield County be and is hereby
directed to file a copy of this resolution with the Legislative Interim Committee on
Highways.

As I have obtained the title to the North West of the South West of Section 25,
Township 46 N. Range 7 West.
And whereas Bayfield County holds a tax deed on the illegally assessed taxes of
1921 and-1922 sales of 1922 and 1923, and one tax certificate on the illegal taxes
of 1923, sale of 1924. I hereby petition the Bayfield County Board of Supervisors
to correct their holding claim on the above described land.

The following resolution was read:
WHEREAS, the County Treasurer holds Government Bonds at face value of
$155,474.00 which represents cash to the County Treasury, and the purchase of these
bonds was authorized by the County Board in order to reduce the checking account
balances -by the County Treasurer, and
WHEREAS, the County Highway Department -has ---advised that they will reduce
the balance in the County Treasury to considerable extent next year, therefore in
view of the foregoing facts,
BE IT HEREBY RESOLVED, that the County Treasurer be authorized to dispose
any part or all of the bonds which he deems necessary in order to meet current ex-
penses in 1946.

for a cemetery, which parcel of land is described as follows:
Commencing at the intersection of the East line of the town road
with the North line of the Southwest Quarter of the Southwest
Quarter (Mft' SW4) of, Section Nine (9), in Township Forty-eight
(48) North, of Range Nine (9) I'test,, and on the tjest side of said
Southwest Quarter of the Southwest Quarter (St 4 SW-,3 ) ; thence East
595 feet; thence South 370 feet; thence zest 595 feet to the town
road; thence North along the East line of said town road 370 feet

STATE AND ;COUNTY AID CONSTRUCTION AND MiAINTENANCE
DURING TI-3L •CALENDAR YEAR 1946
SECTION 1. The County Board of Supervisors of Bayfield County, 1,Visconsin,
I egularly assembled, does hereby ordain that such funds as may be made available
to the county for highway work in the year• 1946 under the provisions of Section
20.49 and Chapters 83 and 84 of the Statutes shall be expended as herinafter set
forth:
SECTION 11. COUNTY TRUNK.HIGM AY ALLOTMENT. 11THE MS:
The State Highway Commission has notified the County --Clerk that a sum of money estimat-
ed to be Fifty.Seven Thousand Six Hundred Forty -Four and.,07/10.0 Dollars ( 57,644.07)
will become available at the end of the fiscal year ending June 309 1946, under the
provisions of Section 20.49 (3) and Section 83.10(1) of the Statutes, for the County
trunk highway system in the county,
BE IT RESOLVED: That the County Highway Committee is authorized and directed
to expend the said sum to the extent required, to match and supplement Federal Aid
for construction, right of inray, and other costs on any Fed-eral projects located on
the County Trunk Highway System of said county which are not recovered from Federal
funds, and to expend any balance for construction,.repairing, and maintaining such
county trunk highway system and the bridges thereon, including snow and ice removal
and control, as directed in Section 83.10(1) of the Statutes, and to reimburse the
general fund for any expenditures that may be made therefrom pursuant to,Section
83.01(6) of the Statutes: The distribution to such purposes is estimated,*.-. but not
specifically directed to be as follows.
For Construction, Maintenance,.Drift and Ice Prevention, Snow•Removal, and Ad-
ministration.
SECTION 111. STATE TRUNK HIGMAY.- ALLOTMENT.
(A) 1�HEREASs The State Highway Commission has estimated
that the sum.of Seventy Two Thousand Nine Hundred Thirty -One and 00/100 Dollars
.($72,931.00) will become available from the appropriation of the fiscal year ending
June 30, 1946, under Sections 20.49(4) and 84.03(3), for the improvement of the
State„Trunk Highway System in the county in accordance with the provisions of Chapter
.84 of the Statutes, after setting aside an estimated temporary reserve of Thirty
Nine Thousand Five Hundred Tien and 00/100 Dollars (�39,510.00) as required by Section
20.49(10) (a),
BE IT RESOLVED: That the said sum available shall be expended in the following
manner, to wit;
1. Such sum of this allotment, together with any unexpended balances from
previous allotments, as may be required on any Federal projects in this county to
match Federal Aid and/or to pay the cost of right of way, preliminary engineering,
and other items not recovered from Federal funds.
2. Any-balanee not otherwise required for the purposes hereinbefore provided
shall be expended on the following improvements to wit;-
(a ) The sum of Thirty Thousand and 00/100 Dollars ($30 „000.00 ) for the improvement
of State Trunk Highway No.13, the West County Line -Port Wing-Bayfield Road, approx-
imately 4.7.6 Miles;
(b) The sum of Forty Two Thousand and,00/100 Dollars ($42,000.00) for the improve-
meet of State Trunk Highway No. 63, the Drummond -Benoit Road, approximately 15 11iles:;
(c) The sum of Nine Hundred Thirty -One and OQ/100,Dollars ($93,1.0
21 to be held in
reserve for future allocation.
SECTION IV# ;WHEREAS: The various highway activities, for which provision is made
in this resolution are continuous from year to year, and the exact cost of -any work can-
not be known at the time of making the appropriation therefor;
BE IT RESOLVED: That this board does hereby direct that any balance remaining in
any appropriation for a specific highway improvement after the same shall have been com-

make payments for the purposes for which such funds are to be used, as hereinbefore
authorized, from any funds in the county treasury that are not required for, the purposes

county treasury from the sums received under Section 20.49 of the Statutes.
SECTION VI. WHEREAS, The County Highway Committee and County Highway Commissioner
are charged by 'Statute with the duty and responsibility of carrying out the - construction
and maintenance of highways for which provision is herein made and other related super-
visory and administrative duties,

the Committee's administrative duties to the County Highway Commissioner;

CONSTRUCTION FUNDS IN BAYFIELD COUNTY
WHEREAS: Federal funds have been allotted to Wisconsin for the improvement of high-
ways to be allocated for expenditure by the ,State Highway Commission with the concur-
rence of the Federal Works Agency, Public Roads Administration, and it is desired to take
advantage of every opportunity to secure the expenditure of a portion of such funds in
this county, and
WHEREAS funds must be provided by the state or counties to match the federal funds
allotted and, or, to pay the cost of items which are not recovered from federal funds,
and
WHEREAS other emergencies frequently arise making necessary or desirable the
allocation or transfer of funds to or between other construction projects.
NOW, THEREFORE, in order to provide for promptly making available the funds neces-
sary for the purposes hereinbefore mentioned, and to avoid the delay and expense incident
to calling a special meeting of this board for such purpose,

projects in this county any funds allotted to this county by the state under the pro-

Hayfield County, Wisconsin
Whereas, within the meaning of the Federal -Aid Highway Act of 1944, the State
Highway Commission will propose the designation of, and present to the Public Roads
Administration for approval, a system of principal Federal -Aid Secondary and Feeder
Roads to be comprised of the following:
1. Roads and streets of the State Trunk Highway System and its city and
village extensions not now on the Federal -Aid Highway System and not
within cities and villages having a population of 5,000 or more or.
within areas designated as urban under the said Federal -Aid Act;
2. Important roads and streets not on the State Trunk Highway System,
limited in mileage within each county to approximately 10 per cent of
the total miles of rural town roads and county trunks, plus 20 per-
cent of the total miles of roads and streets, exclusive of state
trunk highways and connecting streets, in cities and villages under
5,000 population; and
Whereas, the County Highway Committee, pursuant to direction of Section 83.026
Statutes (Chapter 214, Laws of 1945) is cooperating with the State Highway Commission
in the selection of such system, and the highways and streets selected by the Comritt.ee
are subject to the approval of the County Board; and
Whereas, the County Highway Committee by this resolution presents for approval
of the County Board the roads off the State Trunk Highway System hereinafter described
to be recommended by this county to the State Highway Commission for designation as
part of the system of principal Federal -Aid Secondary and Feeder Roads within the
limitations of the extent of such system proposed by the highway commission:
1. A road designated C.T.H._ "A" from its junction with U.S.H. No. 63 in the
Town of Drummond, westerly and northerly approximately forty and four -
tenths miles to its junction with S.T.H. No. 13 in the Town of Fort Ting.
2. A road designated C.T.H. "B!' from the 17est Bayfield County Line at the
northwest corner of the Town of Oulu, southeasterly approximately twelve

Dear Sirs:
I am writing this letter to better explain ray request of July 12th which I think
you have on file.
I am asking that we be allowed to buy the tax receipts as the farm has been our
family homestead since 1911 although it has not supported either my mother or us. We
girls in the family have kept the farm land by paying the taxes all these years, partly
for sentiment and partly because my mother who passed away this past winter wished that
we do so and keep the land intact for her five.grand-children; expecting that by care-
fully cutting the grown timber they would gel a little revenue to keep them in College.
Two of these boys are yet over -seas and we are only keeping my mother's trust by trying
to retain the family farm. Who knows but maybe some day we may be able to.build a home
there again some day. You could inquire from Wlr. �Chas._Townsend who could assure you
that`we girls took care of my mother, and paid the taxes on that farm since my fathers
death in 1:914.- He also helped mother pay off a mortgage of,$1100 in 1915. All we have
taken off of it is 4$225.00 worth of sold timber. The discription of the lands is as
follows: -S2 -imp N2 SE, NE SW, all of .Section 28-46-8.
Consequently I. am asking the County.Board to authorize the sale of these certificates
to my sisters and my self to hold in fee for the grandchildren. two of these children
belong to my sister who is nau deceased. I wish I could have appeared personally before
the board but as"this is not feasible I am asking your indulgence and consideration of
the above matter. I hope this is clear to you gentlemen.

first one thousand miles per month and 4 cents per mile for each mile over one thousand
miles per month,.and that they are not required to file receipts showing expenditures
for gas and oil.

The following resolution was read.:
WHEREAS, there has never been any definite resolution covering County employees in-
sofar as vacations and sick leave are concerned;
And Whereas, it would be adviseable for the County Board to take some definite stand
on this matter;
NOW, THEREFORE, BE IT RESOLVED, That each permanent County employee be entitled to
annual vacation leave with full pay at the rate of one day for each full month of employ-
ment since January 1, 1946. This vacation leave shall be non -accumulative. Probationary
employees shall not be allowed vacation leave during the first six months of employment,
but after the first six months they shall receive vacation leave in the same amount as
permanent employees'. Vacation leave shall be granted by the department heads at such
time or tines as shall least interfere with the efficient operation of their department.
BE IT FURTHER RESOLVED, that sick leave shall be granted to all permanent employees
of the County, 'with full pay, at the rate .of one day for each full month of employment
since January 1, 1946. This leave shall be non -accumulative. The department heads shall
exercise discretion to grant the sick leave mentioned: The sick leave of the department
heads shall be granted by the County }Board Chairman. This resolution shall not include
the highway department, and shall become effective January 1, 1946.

WHERFAS; the Bayfield-County Public Welfare Department holds liens on real estate of
pensioners; and whereas, on numerous occasions, either the pensioner or his heirs make
offers to the Bayfield County uelfare Committee for settlement of these liens; and where-
as in such cases it is necessary that an appraisal be made to arrive at the fair value of
the property for settlement purposes; and whereas, on occasions the terms fall through and
there is no money to pay the appraisers -of the property;
NOW, THEREFORE, BE IT RESOLVE), that the sum of Fifty (�50.00') Dollars be appropriated
for the use of the Bayfield County Public Welfare Committee for making such appraisals.

WHEREAS, Bayfield County is required to advance cash for the payment of Old Age
Assistance and reimbursement by the State and Federal Government is made after the end of
each month, and
WHEREAS, Bayfield County is required to advance twenty (20%) per cent of such pensions
until tax collection of the ensuing year; therefore,
BE IT RESOLVED by the Bayfield County Board of Supervisors in annual session this
14th day of November, 1945, that a revolving fund of fifty-four thousand ($54,000.00)
dollars is hereby appropriated from the general fund for payment of Old Age Assistance for
the ensuing year, and
BE IT FURTHER RESOLVED that amounts received from the State and Federal Government
and collected from the taxing districts for the reimbursement of the funds advanced by
Bayfield County for Old Age Assistance shall be paid into'the general fund of Bayfield
County.

On -May 1, 1939, Sam L. Hahn and Anna Hahn, his wife, executed a warranty deed convey-
ing the above lands to�"The United States of America". This deed was filed for record in
the Office of the Register of Deeds, Bayfield County, on May 29, 1939 and duly recorded in
Vol. 134 of deeds, page 197. Another deed was executed by the same grantors -on April 25,
1940, covering; the same land, the grantee in this deed being designated as the "United
States of America in trust for the Red Cliff Band of Lake Superior Chippewa Indians". This
Latter deed was filed for record on April 26, 1940 and duly recorded in,Vol. 134 of Deeds,
page 405.
Inasmuch as title to the above lands is vested in the United States, as above indicated

1. That the Bayfield County Public Welfare Agency is hereby designated to administer
supplementary medical, surgical; hospital.and nursing home care to all dependent persons
receiving old age assistance, aid to dependent children, or aid to the blind from this
county.
2. That the sum of $3500.00 is hereby appropriated to the Bayfield County Public
Welfare Department for this purpose.
3. That the County Clerk be hereby authorized and required to charge back the ex-
penses on behalf of the County to the municipality in which the dePendent'.person has legal
settlement.
4. That the County Clerk shall forthwith file a certified copy of this resolution
with the State Department of Public Welfare.
5. That in the event that the costs of this care cannot be charged back to the
municipality of legal settlement, it is the intention of this resolution that provision

so if,I can not exchange, a road will have to be built to it. I have only a small un-
finished house which can easily be removed.

Bayfield. County,
Gentlemen:
We submit herewith the following proposed budget for 1946 and recommend its adoption:
The equalized value of the county has been increased $81,543.50. i-Vith a 1% limit of
valuation for county tax purposes, this allows $8,154.35 additional tax which may be levi-
ed this year.
Several large increases have been made, the major°items being under the heading of
Public Welfare. Part is, due to anticipated increase in load and some is due to new legis-
lation such as Totally disabled, hosipitalization and medical of O.A.A. The state has
decreased its percentage of aid to dependent children.
In order to balance the budget the committee found it necessary to leave out or re-
duce several large items such as addition to Sanatorium, land clearing tractcr, Aid to
Dependent Children and County Fair.
oVe rejected all requests for increase of salaries with the exception of°the County
Nurse whom we believe to be under -paid.. We recommend' an increase of 6,,,,10.00 per month
which will make her salary $2100.00 per year.

Moved by Alcott and seconded by MacRae to set the salary of the Public Health Nurse
as $2100.00 annually, commencing January 1, 1946. Carried.
Moved by Tedlund.and'seconded by Pajala that if the Attorney General sustains the
oral opinion of V.E. Kimball of the office of the State Superintendent of Public Instruc-
tion as to Supervising Teachers salary, then the county officers are instructed to pay
accordingly. Otherwise, salary is to stayas set by earlier County Board action. Carried.

The following resolution was read:
u1THEREAS, it appears that several departments of county government may exceed their
budgets for the year ending December 31, 1945, and
WHEREAS, authority from this Board of Supervisors to the issuing officers of the
county is required whenever any expenditure by the several departments is or shall be in
excess of said budget,
NUJ THEREFORE BE IT RESOLVED, that the issuing officers of said county may issue
orders drawn on the county by those departments which may exceed their budgets wherein
said excess is due to lawful expenditures.
