Meeting called to order,at 10:00 A.M. by Chairman Vic C. Wallin.
The following members answered roll call: Buss, Pease, Irish, B.Johnson, Frels,
Buckley, Meyer, B.E. Johnson, Grubisic, Desparois, MacRae, Yderstad, Pristash, Berweger,
Hanson, Liebman, Pearson, Frostman, Johanik, Bagstad, Bloom, Shykes, Pajala, Moore,
Tedlund, Knight, Nelsbn'.'Kasmarek, Pederson, Potvin, Swanson, Moe, and Wallin. Total 33.

Moved by Knight and seconded by Meyer to dispense with the reading of the minutes
of: the:._last meeting held on March 26, 1946. Carried.
Moved by Frostman and seconded by Liebman to set the rate at forty five cents per
folio for official publication. Carried.
Moved by Frostman and seconded by Liebman that the Washburn Times be elected as
the official paper for the ensuing year. Carried.
The Board proceeded with the election of officers.
Moved by MacRae and seconded by Hanson to dispense with the rules and that the
Board vote by acplamation.for Vic Wallin as Chairman. The motion was presented to the
Board by Herman Hanson and it was carried unanimously.
The Chair appointed Pajala and Tedlund as tellers.

The following resolution was read:
WHEREAS, the Town Board of the Town of Iron River having petitioned the County
Board of Supervisors of Bayfield County, to authorize and instruct the proper officers
of this County to quit claim to the said Town of Iron River the following described
property in the said Village of Iron River, to wit:
Lot 5 except parcel described in Volume
123 of Deeds, page 562 and in Volume PO
of Deeds, page 81 - IV. of Ry. Sec. 17-47-8.
And whereas, the said Town Board requested also that,the taxes unpaid against said
property, and the costs and fees accumulated against said property be charged against
the said Town of Iron River, wherefore
It is Resolved, that the proper officers quit claim the said lots described to the
Town of Iron River as requested and charge the taxes, fees and costs to said town of Iron
River.

The following resolution was read:
WHEREAS, Bayfield County is the owner of Government Lot 2, Section 20, Township 44 N,
Range 5 Xest, and
WHEREAS, it was set aside as part of the county park system by County Board in 1938,
and
WHEREAS, it has been discovered that this government lot does not have any frontage
on Atkins Lake, and
WHEREAS, the Conservation Committee at a meeting held October 23, 1945, recommended
that the above land be removed from the county park system.
NOW THEREFORE, in view of the foregoing facts,
BE IT HEREBY RESOLVED that Government Lot 2, Section 20, Township 44 N. Range 5 TiVest
be removed from the County park'system so that the Sales Committee can sell it.

I want to trade my 80 acres located in Township 51, description as follows:
The Southwest quarter of the Northwest quarter and the Southeast
quarter of the Northwest quarter of Section thirty two (32), Town-
ship fifty one (51)-, Range five (5).
I have talked to Mr. Victor Grubisic at Mason, Chairman of the Town of
Eileen, and also to Mr. Alcott, Chairman of the Town of Bayfield and they can't see
anything out of the way to make the deal. I am not going to just get it and take
what little timber there is on it and let it go back to the county. Me and my son
intend..to build as little house on it and keep it)being that we are in the carpenter
work in Ashland it will be handier for us to have this place than the other one. Mr.
Alcott told me to send this request to you.

Have received your letter of March 19 and thank you very much. The real estate

I want to trade is in the south half of the northwest quarter of Section 32-51-5 of the
Town of Bayfield, and I want the N'VV quarter containing 30 acres and the NE quar.ter con-
taining 58 acres, all in the Northwest quarter in Section 6, Township 47, R 5, (Town of
Eileen.)
The reason I want it is that it is closer to home or to our work and we intend to
build a small home on it and make'our home there at times. Do not figure to strip it
of what timber there is it would be so much better for us. The- other is better
agriculture land, but I am to old to farm and I am sure the County could sell it faster
andfor more money.

Attached is an affidavit covering loss of tax certificate for the sale of 1940 on

The Wisconsin Statutes provides that your body may authorize the County Clerk to
issue a tax deed when proper proof and evidence is presented showing that the tax
dertificate jtas been lost.
I respectfully petition ,your body to authorize the issuance of a tax deed covering
the above described property.

1940 tax certificate covering Lot 3, Block 31, DuPont Park Addition to the City of Wash-
burn from the County Treasurer on May 29, 1941, and that his assignment receipt number
1749 was issued covering same.
Affiant further deposes and says that he has not sold or transferred the aforesaid
tax certificate to any one else and that said tax certificate is now more than five years
of age and subject to tax deed.
Affiant further deposes and says that said tax certificate has been lost or destroyed
That he has made diligent search and inquiry and cannot find same.

Range 6 - Town of Pratt
Mrs. h1aude Falk, now of this city, cormerly Mrs. Maude Huddleson of the Town of
Pratt, on May 4, 1936, conveyed the above described premises to her son, Vernon M.
Huddleson and Grace E. Millar, daughter, as a gift. On February 26, 1942, Grace
Huddleson Millar conveyed to Grace Millar Paulson, daughter of hrxs. Millar and grand-
daughter of I-Irs. Falk. On the 31st day of July, 1943, Grace 1,1illar and Vernon Huddle -
son and his wife, conveyed the premises to Margaret Maude Falk, formerly Huddleson.
In other words, it was the intention of the son and daughter to reconvey this proper-
ty to the mother to whom it rightfully belonged, but in the meantime by deed Grace
Millar Paulson, without consideration, obtained title to the property and refused to
reconvey to her grandmother, Mrs..Falk. Grace Millar Paulson lives at Stevens Point
and is not interested in looking after the property and refuses to pay the taxes, so
Mrs. Falk would like to regain title and is therefore interested in purchasing the tax
certificates.
In order that there may not be a question of fraud raised, she would prefer to
purchase them in the name of her present husband, Mr. Falk, unless you have some objection
to that arrangement. Will you kindly advise? Please understand that this is no scheme
to acquire'these premises for the sake of making a profit. This property belonged to
Mrs. Falk for a great many years and she is,interested in keeping it.

ring the above land for wood lot purposes, therefore, in view of the foregoing facts,
BE IT HEREBY RESOLVED, that the County Clerk issue a quit claim deed to the Town
of Bayview covering the aforesaid land and that the consideration be the amount of tax
plus interest, fees, and penalti61which amount to $113.25 as shown by the tax statement

The following resolution was read:
WHEREAS, Bayfield County has by a Zoning Ordinance adopted November 14, 1934, re-
gulated, restricted, and determined the areas within which agriculture, forestry, and re-
creation may be conducted, and has established districts which are deemed best suited to
carry out such purposes outside the limits of incorporated villages and cities, in accord-
ance with the provision of Section 59.97 of the Wisconsin Statutes, and
WHEREAS, Bayfield County owns certain tracts of land hereinafter described in said
County, the zoning of -which is considered to be in the public interest, and
TrVHEREAS, Subsection (6) of Section 59.97 of the Wisconsin Statutes confers upon
county boards the authority to zone any lands owned by the County, without necessity of
securing the approval of the town boards of the towns wherein such lands are situated,
and without following the procedure outlined in Sub section .(2) of Section 59.97 of the
Wisconsin Statutes; now therefore,
BE IT RESOLVED THAT, Bayfield County hereby determines.that said County -owned land
hereinafter described is set aside as Forestry Use District as defined in Section 2 of
the Bayfield County Zoning Ordinance, and shall be subject to all of the provisions of
said Section 2 as contained in said Ordinance in all respects as though said land had
originally set aside by.said Ordinance as such Forestry Use District.
The said County -owned land heretofore referred to is described as follo;,us: the
SW MY and NW SW of Section 36-47N-7W- and the S2 TV S4, SW SWj and SE ST;V of Section 26-
47 N-7W.
BE IT FURTHER RESOLVED, that the County Clerk upon publication of this resolution,
be and is hereby directed to file a certified copy of said resolution including the
accompanying map, in the office of the Register of Deeds of Bayfield County.

covering the tax of 1945, amounting to $32,697.79, as of April 1, 1946.

The following communication was read:
April 12, 1946
County Board,
Bayfield, Wisconsin.
Gentlemen;
I am interested in acquiring the forty acres comprising the NET of the S�JI of _Section
34, Township 46 North, Range 9 yfest. I understand that this land is at present set aside
for Forest Crops. I would like to petition to have it withdrawn from Forest Crop Land'
to be made available for purchase.
It is my intention.to build a home on the lake. Since I am interested in Forest
Conservation, I would like to make it clear that I have no desire to cut trees from this
tract other than a few that may go into the construction of the house. Some of the
Doles used in the construction would naturally come from the three other forties surround-
ing the lake.
I hope that this request will meet with your approval, and in any case would like to
hear from you at an early date.

meeting held this 16th day of April, 1946, pursuant to the provisions of Section 59-04 IV
(b) of the odisconsin Statutes, that all Bayfield County banks are designated as countyj5/�-i
depositories of county funds, all of which banks are designated as working banks in
conformity with Section 59-74 of the 5'disconsin Statutes.

assembled this 16th day of April, 1946, that the County Clerk and the County Treasurer
be, and they are hereby authorized and instructed to proceed with the work(W taking tax
deeds for Bayfield County on all county owned tax certificates that are now, and will be
subject to tax deed during the next year.

The following petition was read:
April 9, 1946
To The Honorable Members of the Bayfield County Board
Washburn, Wisconsin
Dear Sirs:
I, Mary L. Dahlstedt, hereby state that Alfred Olson is my cousin, and that he was
the owner of the S 1/2 NW, Sec. 2-49-9, that I have paid the taxes on his land since he
left about 1932.
The taxes were paid by me for the years 1934 and 1935. That I purchased tax certifi-
tes for the sales of 1937 and 1938. I overlooked taking a tax deed on the certificates
and the County Board acquired the land based on the sale of 1939. We have not heard
from my cousin since he left and in view of the foregoing facts, I hereby wish to
petition the County Board for the right to redeem the eighty acres mentioned for tax
plus interest and fees and that the County Clerk be instructed to issue a quit claim deed
to me on payment of same.

the Town of Russell by virtue of tax deeds, and
101HEREAS., the County Clerk having checked with the General Land Office at EVashington,
D.C. and said office having advised that the lands were restricted Indian lands, and
therefore not subject to taxation, and
WHEREAS, the County Clerk having checked the record of title in the Gffice of the
Register of Deeds, does not find any government patent issued where the restrictions have
been removed, and
WHEREAS, the County Board of Bayfield County authorized the County Clerk by Resolutior
dated November 13,' 1945, recorded in County Board Journal No. 9 page 5, to issue quit
claim deeds restoring said lands to the rightful owners, and

WHEREAS, the taxes for the year of 1944 on the hereinabove described real estate were,
paid by Mrs. Rose Duffy in the amount of 1,5.-67, payment being made on the•18th day of

WHEREAS, taxes for ,the year of 1945 have been assessed on said property in the total

RELATING TO INSTITUTIONS
Shall the law be amended authorizing the state department of public welfare:'.in
cooperation with the state board of health, to license all convalescent nursing homes,
and to establish minimum standards for maintenance and operation, and to revoke or suspend'
licenses in the event of failure to meet standards required? Summer Camps? Boarding
schools for children? Homes for the aged? Private boarding homes? - Unamimously opposed.
Note: Sec. 46.16 now gives the state department of public welfare power to license,
revoke licenses of, and exercise supervision over, all child welfare agencies and the
placement of children in foster homes.
Shall the name, "county asylum", or "county asylum for the insane" as used in Seca
51.25 and elsewhere in the statutes, be changed to "county hospital"? - Unamimously voted
yes.
Note: Sec. 51.15 (1) already provides that the hospital for the insane located near
Mendota and Oshkosh shall be known as Mendota State Hospital and Winnebago State Hospital,
respectively.
Shall the law be amended to give the state department of public welfare, in co-
operation with the state board of health, the supervision and in spection powe-rs over
jails, county homes, county asylums for the insane, and all charitable, curative, reforma-
tory and penal institutions of counties and other municipalities set forth in Sec. 46.16,
140.055 including the power to establish and enforce minimum standards for the maintenance

and operation of these institutions, and to suspend or close any that may fail to comply
with these standards? - Unamimously opposed.
Note: This proposal would give two state departments concurrent jurisdiction and give
full powers of enforcement to them. Recently the Attorney General ruled .to the state
board of health that they could suggest standards of care in county T.B. sanatoria but
could not withhold tate:::aids-,.to ..them for non compliance. This proposal, however, would
give full control to the state board of health;
Should county asylums for the insane, accepting transfers of patients from state
hospitals (sec. 51.12), be required to meet. minimum standards for care and treatment fixed
by the state department of public -welfare -in return for the reimbursement for patient
(care received from the state? - Unamimously opposed.
Shall the state undertake a program of instruction and training of staff members of
(county asylums? - Unamimously opposed.
Should special space and facilities, as specified by the state department of public
welfare, be . provided in county asylums for temporary detention of mentally disturbed
persons pending determination of their sanity, or awaiting transportation to state hospital;
.after commitment? - Leave law as is.
Note: Sec. 51.04 (1) (2) provide- that the judge may order the sheriff "to take and con-
finee° in sane specified place until the further proceedings, etc., ttduring the investigation
and for such reasonable time thereafter'as he may deem necessary," etc. Sec. 51.04 (3)
specifies that a person under investigation shall not be confined in any place established
for confinement of criminals, or in any county home, and wherever possible shall be con-
fined in a state or county hospital or asylum for the care of the insane. The attorney
general has ruled that t0a padded cell located in a room within the building which houses
the county jail in the part where the sheriff has his housing quarters, is a proper place
of detention under the law." It is claimed that temporary detention in an improper place
tends not only to retard recovery, but has a permanent detrimental effect. It has been
suggested that_ counties which do not have county asylums have the right to temporarily
send such patients to nearby asylums.
Shall the speci-fications of the articles of clothing and service to be furnished to
the inmates of state and county hospitals be eliminated from the statute (Sec. 51.08 (2),

the conveyance to me for the nominal sum of one ($1.00) dollar the following described land
located in the City of Washburn, title to which is in the name of Bayfield County, to wit,
Lots 5 to 28 inclusive in Block 12', and Lots 1 to 28 inclusive in Block 13 of Neil and
uVing';s Addition to the- city of Washburn.
If so conveyed, this area will be converted by me into a cross airstrip to complement
the present airstrip constructed by me over Blocks 8, 9, 10, -and 11 of Neil and Wing's
Addition to the city of Washburn, and Blocks 3, 4 and part of 6 in Wing's First Addition
to the city of Washburn.
The area herein concerned has never been developed for any purpose, nor is it arable

For the information of the members of the County Board. of Supervisors I wish to point
out that I have invested thirty-five hundred ($3500) dollars in the development of the
present airstrip now in use over the land owned by me, and above described. It is my
intention to invest sufficient additional funds to construct a.strip 1200 feet long over
,the land herein requested to be conveyed to provide a cross landing area that this airport
may be usable under all wind conditions.
The present airstrip is operated as a free airport and it is my intention that all
further airstrips shall be so operated.

WHEREAS, requests from land occupiers from various parts of Bayfield County, Wisconsin,
have been received and filed with the County Board of Supervisors of said County, through
the county agent's office; expressing interest in soil conservation problems and suggesting
consideration for organizing Bayfield County as a soil conservation,district, pursuant to
the provisions of Section 92.05 Wisconsin Statutes;.: and
WHEREAS, the Board has through meetings, personal interviews,; tours and observations
investigated the facts underlying the problems of conservation of soil resources and con-
trol and prevention of soil erosion as well as the sentiment of the rural land occupiers
of the county with reference to declaring the county to be a soil consergation district;
NOW, IT IS HEREBY DETERMINED by the County Board of Supervisors of Bayfield County,
"disconsin, that conservation of soil resources and control and prevention of soil erosion
are problems of public concern in Bayfield County; and
IT IS HEREBY FURTHER DETER14INED by said Board that a substantial proportion of the
rural land occupiers of the county favors a resolution declaring the county to be a soil
conservation district; and
IT IS HEREBY RESOLVED by said County Board of Supervisors that for the purpose of
effectuating the legislative policy announced in section 92.02 Wisconsin Statutes, said
Bayfield County, Wisconsin, be, and it hereby is, declared to be a soil conservation
district; and
IT IS FURTHER RESOLVED that said soil conservation district shall be known as the
Bayfield County Soil Conservation District.

WHEREAS, Bayfield County has by a zoning ordinance adopted November 14, 1934, regulat-
ed, restricted and determined the areas within which agriculture, forestry, and recreation
may be conducted, and has established districts which are deemed best suited to carry out
such purposes outside the limits of incorporated villages and cities, in accordance with
the provisions of Section 59.97 of the Wisconsin Statutes, and
WHEREAS, Bayfield County owns certain tracts of land hereinafter- described in said
county, the zoning of which is considered to be in the public interest, and
WHEREAS, subsection (6) of section 49.97 of the Wisconsin Statutes confers upon
county boards the authority to zone any lands owned by the county without necessity of
securing the approval of the town boards of the towns wherein such lands are situated, and
without following the procedure outlined in subsection (2) of Section 59.97 of the
Wisconsin Statutes, and
WHEREAS, the following described county -owned lands have been entered under the
Forest Crop Law, and have not been restricted for _f crestry purposes under the county zon-
ing ordinance, therefore,
BE IT RESOLVED, That the Hayfield County Board hereby determines that said county -
owned lands hereinafter described, are set aside as a forest use district as defined in
Section II of the Bayfield County Zoning Ordinance and shall be subject to all the
provisions of said Section II as contained in said ordinance in all respects as though'
said land had originally set aside by said ordinance as such forest use district.
The said county -owned land heretofore referred to is described as follows: NE SW of
