ANNUAL MEETING OF THE BAYFIELD COUNTY BOARD
November 12 1946
The following resolution was read:
WHEREAS, the cost of living has risen during the war emergency, and
WHEREAS, the County Board is empowered under Section 59.15 (1) (c) of the
Statutes to make such adjustment in the compensation of County officers and employees
as will fit any such changes in the cost of living,
NOW, THEREFORE, BE IT RESOLVED, that a cost of living bonus be, and the same
is hereby granted to all of the elected officers of the County and their employees,
and all appointive officers of the. County and their employees, except the employees
of the Bayfield County Highway Department, the amount of such bonus to be a flat
$15.00 per month increase in the compensation which such officers or employees would
otherwise receive,' effective as of November 1, 1946.
BE IT FURTHER RESOLVED, that the allowance to the District Attorney for clerical
help is hereby increased by a sum sufficient to grant a cost of living bonus of
>7.50 per month to the stenographer in that office.

merchantable timber cut when clearing the right-of-way for the said transmission line.

WHEREAS, the Wisconsin Statutes require that the Municipal Courts make annual
remittance and report at the end -of each fiscal year which in the case of Courts is
the first of November, and
WHEREAS, at times they carry over large sums of money,
THEREFORE, BE IT HEREBY RESOLVED that they be asked to submit quarterly pay-
ments and reports to the County Treasurer so that they will not be carrying such
a large responsibility at any one time.

WHEREAS, it has been called to the attention of the Finance Committee by
William J. Maitland, Auditor, that it would be advisable to install a new set of
accounts in the Clerk of Courts office and a supplemental set of accounts covering
sale of stumpage by the Forestry Committee,
THEREFORE, in view of the said recommendation
BE IT HEREBY RESOLVED that Mr. Maitland and the County Clerk be instructed to
secure the desired set of accounts and that they install same in each of the fore-
going offices.

WHEREAS, the Conservation Committee did not deem it advisable to spend the
money for construction of the Totagatic Dam due to present conditions such as
labor and material and also due to -the fact that they are waiting for a technical
report as to advisability from the State Conservation Department
THEREFORE, in view of the foregoing facts
BE IT HEREBY RESOLVED that the sum of $800.00 be held over and available for
the construction of a dam for 1947.

Since you have all the requirements for a 2-foot raise on Lake Totogatic, we want
you to know that we are in perfect accord with it and glad to get that to cover up
some of the mud and weeds in the lake, and for the sake of the fish. It might take
many years to obtain all the flowage easements required for the other, since it takes
in so much more territory, to say nothing of the high cost of building such a dam.
The 7-foot raise may even flood too much shore line to make it practical; like the
island, the point, and several other natural spots of beauty.
Tile are very grateful f or your kind consideration, and we want to be as thoughtful
of the fishes as we are of our wishes. Mr. Meyers' point of possibly floating most
of the bog by a 7-foot raise, is also a big item to take into consideration, and we
feel that it would be best for all lit�t;le fishes if a dam would be built in the very
near future. Therefore it would seem that in view of the fact that the money has
already been appropriated for the 2-foot raise, it would be a lot simpler to go ahead
on that basis.

a rising vote of thanks for forty-four years of faithful service which he will com-

effective October 31, 1946.
I wish to extend my sincere gratitude to the members of the board for the
cooperation extended to me during my years of office and I know that this same help
will be given my successor.
It is my intention to give consider able time to my successor, to thoroughly
acquaint him with details of the work involved.

WHEREAS, the Veterans Service Officer's salary has been increased from ei-ghteen
hundred dollars totwenty-one hundred dollars in the past several years, and
WHEREAS, our present Veteran Service Officer, Mr. R.L. Schindler, has handed
in his resignation, effective as of October 31, 1946, and
WHEREAS, the state law required the County Board to engage another Veteran
Service Officer, and
WHEREAS, the applicants for such office have not had any experience as Service
Officers
THEREFORE, BE IT HEREBY RESOLVED that the salary of the Veterans Service Officer
be set at eighteen hundred dollars per annum, effective with the appointment of the
new officer by this County Board.

The following notice of regulation by the State Welfare Department was read:
Rule No. 19
COUNTY AGENCY OFFICIAL BOND
Sec. 1 Surety Bond. The person in charge of the administration in each county
of Old -Age Assistance, Aid to the Blind, and Aid to Dependent Children shall furnish
a bond having as surety a company authorized to do surety business in this state. The
cost of such bond shall be paid for as provided in section 204.11 of the Wisconsin
Statutes. The cost of such bond shall be deemed an administrative expense. Such bond
shall be for such amount as shall be fixed by the board of supervisors of the county
wherein the bonded person is to perform his functions and shall be substantially in
the form provided in section 19.01 (2), Wis. Stats.
Sec. 2 Approval and Filing. Each such bond shall be approved as to form by the
district attorney and shall be filed in the office of the clerk of the circuit court
of the county in which the bonded person performs his functions.
Sec. 3 Notice of Bond. The clerk of such court shall give notice in writing
to the county board or its chairman and to the State Department of Public Welfare
stating the amount of the bond filed, the name of the surety, the date of filing and
the date of approval by the District Attorney. The notice herein required shall be
given by January 1, 1947, in the case of bonds first filed after this rule takes
effect, and thereafter within 5 days after the person required to be bonded has
entered upon his office or employment.

(5), (6) and (6) of sec. 19.01, secs. 19.015, 19.02 to 19.06 inclusive, Stats., and

or inconsistent herewith shall apply to all matters in connection with the official
bonds required by this rule. As soon as possible after the convening of the 1946
November annual meeting of the county board of supervisors in each county each such
board shall by resolution fix, and at any subsequent meeting may change, the amount
of the bond herein required.
Sec. 5 Judges Exempt. This rule shall not apply to judges.

Annual Report of the County Highway Committee
To the Honorable County Board
of Supervisors
Hayfield County, a'lisconsin
Gentlemen:
The undersigned County highway Committee begs to submit the following report of
highway matters for the twelve month period ending October 31, 1946.
Shortages of practically everything needed in road building have made it very
difr,icult to carry out any long range program.
The State Highway Commission has not attempted to -.-let any state road construction
contracts in this county since the war ended. A two year road job is planned on
U. S. 63 from the Benoit corner south for 11 miles to Grandview. The grading should
be let by contract next spring and the paving the following year. The plans and
surveys have .been completed and the right of way purchased part way. A relocation
across the Bibon swamp has been ordered by the State Highway Commission subject to
approval by this board; approval is recommended by your committee in a separate
resolution. Bids will soon be received by the State Highway Commission for the
improvement of State Highway No. 13 from Bayfield to Cornucopia. This work will
consist of sand lift, gravel and oil on the present location: Construction of No. 13
from Port G,Ving westerly to the Douglas County line about 10 miles will probably
be speeded up due to loss of the bridge over the Iron River.on Noo 13 in the flood
last June. This work will involve a newbbridge and a relocation of Highway 13
for several miles. The work on No. 13 should be adequately financed by past
accumulated county allotment plus about one-third primary Federal Aid. It is
planned to do the work between Bayfield and Cornucopia with past accumulated
county allotments and Secondary Federal Aid about 50-50, and west of Port Wing
with this year's county allotment plus emergency Federal Bridge Aid. Your
committee recommends that next year's county construction allotment of
$112,000.00 be made available for construction on highway 13 west of Port IvVing
together with $'31,000 from the unalloted reserve. The balance in the unalloted
reserve of about $10,000.00 should be placed on U. S. 63.
The general maintenance and snow removal of the State Trunk Highway System
was carried on about as usual subject to some delay at times due to the lack of
suitable equipment. Several oiling, graveling and blacktopping projects on the
state system previously set up were later rejected by the State Highway commis-
sion. The reason given was lack of funds.

The flood of June 23 and 24 did widespread damage to all public roads in the
county. This is the third severe flood in recent years, the other two were Labor
Day 1941 and July 17, 1942. ' The flood damage on the state roads this year will be
about 200 , 000.00 ; the county roads about 40 , 000.00 ; the town roads and city
streets about 175,000. All available men and equipment both public and private
were put to work immediately and this county acknowledges with thanks the help
received, both men and machinery from adjoining counties, especially Polk County,
in this emergency. The damage on the state system has been repaired except for
the bridge over the Iron River previously mentioned and a bridge over the Fish
Creek near Ashland where, it is planned to construct a single span instead of the
multiple piling spans previously washed out twice.
The flood damage on the county highway system has been repaired without
deficits, or borrowing, or additional property taxes. However, it did require
considerable money and the rearranging of several jobs previously planned which
will mean a delay in some work on the county trunk highway system. Every dollar
available for the county system is specified by law for certain purposes and is
set up for certain jobs and there is no money available in the highway department
for any other purpose.
The flood damage on the town roads, village and city streets presents a more
serious problem. In some towns the damage was very great; the available highway
funds are insufficient; the ability of the towns to raise additional money by
property tax levies or borrowing is also limited. In many cases the damage has
not as yet been permanently repaired. Federal flood relief aid as outlined by
the Federal Bureau of Roads in Bulletin No. 233 is useless to the average town
or city. State flood damage appropriations previously available in Section 86.24
has expired. Your committee believes this state aid should be renewed with some
slight changes or improvements. This law did help in Bayfield County befon-e and
would help again if it were re-enacted by the coming session of the Wisconsin
legislature. County Bridge Aid will be available for bridges only, under the
provisions of 81.36, if anJ when no other forms of aid can be secured. The county
asks that all petitions for county bridge aid in connection with the flood of
June 23 and 24 be temporarily withheld pending the outcome of state aid. A
separate resolution asking the state for this aid will be presented to this board
and also to the adjoining counties.
The several resolutions necessary to properly authorize the Highway Department
to carry ,on its work have been separately prepared and approved by your committee.
We recommend their adoption.

ANNUAL faiEETING OF THE BAYFIELD COUNTY BOARD

financial report of the County Highway Commissioner. Carried.
The following report was read:
Report of Special Committee on the Dort Ming Road
Your undersigned committee begs to report as follows: The committee met at
Port Wing on Friday, October 11, 1946, with the chairman of the Torn of Port siding
and the Highway Commissioner, and inspected the road described in the above
petition.
We found the road to be one and three fourths (1 3/4) miles long, extending
,northerly from the junction of state trunk highway 13 and Washington Avenue
through the Village of Dort Wing for six (6) blocks, thence continuing northerly
across about one half (2) mile of the Flag River flats in which there are two
wooden bridges approximately twenty five (25) foot span and eighteen (16) feet
roadway about one fourth (4) of a mile apart connected by a narrow sixteen (16)
foot road laid low over an old slab mill yard fill.
The necessary earth filling to raise this portion of the road would have to
be hauled in. The road thence turns easterly and continues narrow and on low and
swampy ground in part until it intersects state trunk highway 13 near the north
east corner of secion 26, township 50, range 8.
The road in its present condition is not acceptable as a county trunk highway.
The cost of improving the road to ordinary county trunk standards would be con-
siderable. There is no available money for this work at present. Additional
expensive roads should not be assumed by the county until proper changes in the
gas tax laws are made so as to provide more funds for both town and county roads.
In view of the foregoing facts, your committee recommends that the petition
be placed on file.

STATE AND COUNTY AID CONSTRUCTION AND MLINTENANCE
DURING THE CALENDAR YEAR 1947
Section I. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available
to the county for highway work in the year 1947 under the provisions of Section 20.49
and Chapters 83 and 84 of the Statutes and the additional sums herein appropriated
shall be expended as hereinafter set forth:

Section II. County Trunk Highway Allotment, WHEREAS: The State Highway
Commission has notified the County Clerk that a sum of money estimated to be
Fifty Seven Thou@and Eight Hundred Twenty Seven and 52/100 Dollars ($57,827.52)
will become available at the end of the fiscal year ending June 30, 1947, under the
provisions of Section 20.49 (4) and Section 83.10 (1) of the Statutes, for the
county trunk highway system in the county,
BE IT RESOLVED: That the County Highway Committee is authorized and directed
to expend the said sum to the extent required, to match and supplement Federal Aid
for construction, right of way, and other costs on any Federal projects located on
the County Trunk Highway System of said county which are not recovered from
Federal funds, and to expend any balance for constructing, repairing, and maintaining
such county trunk highway system and the bridges thereon, including snow and ice
removal and control, as directed in Section 83.10 (1) of the Statutes, and to reim-
burse the general fund for any expenditures that may be made., therefrom pursuant to
Section 83.:00. (6) of the Statutes. The distribution to such purposes is estimated,
but not specifically directed to be as follows:
For Construction, maintenance, Drift and Ice Prevention, Snow Removal, and
Administration.
Section 1II. State Trunk Highway Allotment.
(A) WHEREAS: The State Highway Commission has estimated that the sum of
One Hundred Twelve Thousand Eight Hundred Fifty -Six and 94/100 Dollars ($112,856.94)
will become available from the appropriation of the fiscal year ending June 30,

for the irtipravemen't of State Trunk Highway No. 13, the I-ITest County Line-Bayfield
Road, approximately 8.0 miles;
(b) The sum of Eight Hundred Fifty Six and 94/100 Dollars ($856.94) to be

(B) WHEREAS: There is an unexpended balance from allotments of previous years
under Section 20.49 (4) and 84.03 (3) of approximately Forty One Thousand and no/100

(a) The sum of Thirty One Thousand and no/100 Dollars ($31,000.00) for the

WHEREAS: Federal funds have been allotted to Wisconsin for the improvement
of highways to be allocated for expenditure by the State Highway Commission with
the concurrence of the Federal Works Agency, Public Roads Administration, and it is
desired to take advantage of every opportunity to secure the expenditure of a
portion of such funds in this county, and

Change in the State Trunk Highway System
Between Grandview and Mason
TO THE COUNTY BOARD OF BAYFIELD COUNTY:
The State Highway Commission of Wisconsin, at its meeting held August 28, 19460
pursuant to public hearing held in Grandview on August 22, 1946, after due notice
to the localities concerned and in accordance with the Statutes in such case made
and provided, decided to make a change in the State Trunk Highway System in
Bayfield County by removing as a portion of the State Trunk Highway System a certain
road and by substituting another road in lieu thereof as hereinafter described.
The road so to be removed as a part of the State Trunk Highway System is
described as follows:
Beginning at a point on the present marked and traveled and officially laid out
State Trunk Highway System near the south one -quarter corner of Section 14, Town-
ship 45 North, Range 6 'lest, thence easterly and northerly along the present marked
and traveled and officially laid out State Trunk Highway System to a point near the
northeast corner of Section 36, Township 46 North, Range 6 ;Jest.

BE IT RESOLVED: By the Bayfield County Board of Supervisors assembled in
annual session the 12th day of November, 1946, that the 1947 State Legislature be
petitioned to provide a Highway Disaster Fund for flood damaged roads and bridges.
BE IT FURTHER RESOLVED: That the county, town, city or village shall pay the
entire cost of flood damage repair up to and including one fourth'; (4) of one per cent

(1%) of, the valuation; the local unit of government and the state shall each pay
one half (1) of the cost if the total cost is more than one fourth (4) of one per
cent (1%) and less than one per cent (1%) of the valuation; and if the cost is
one per cent (.lf) of the valuation or mcre, the state shall pay all the cost. The
valuation to be used shall in each case be the last equalized value of real and
personal property approved by the county board.
BE IT FURTHER RESOLVED: That the State Highway Commission shall determine
the amount of aid and the conditions under which it is to be granted with all
allotments to be approved by the Governor of the State.

The following petitions were read:
The petition which accompanies this letter was submitted to Dr. L. W— Moody,
Superintendent of the Pureair Sanatorium, on October 31, 1946... This petition re-
presents the opinions and feelings of thirty three patients, which is ninety per
cent of the patients now receiving treatment at this sanatorium.
In signing this petition we patients do not wisli to imply or suggest that
we are justified in governing the management of this sanatorium; but since our
counties are appropriating a sufficient amount of money for the care and treatment
of its patients, it is our prerogative to expect and to receive that care.
We fully realize the difficulties in the preparation of institutional meals,
but we realize too that the food situation now existing at this sanatorium can
be greatly improved.
Many of us patients would gladly appear before the board in person, but
unfortunately our physical condition will'not permit that. We, therefore, submit
this letter and petition to the boards of _Lshland, Bayfield and Iron County,
hoping that you people will take the action necessary to remedy the present food
situation at the Pureair Sanatorium.
The following suggestions are made to you in sincere friendliness and with
the hope that favorable action be taken as soon as possible.
We realize that there are certain advantages being under your care and for
that reason we regret having to make this petition, but since we must eat the
food that is being served to us each and every day, we feel that we are justified
in making these statements.
To be brief: The meals are very unappetiti zing and unpalatable. This
condition has consistently existed since Miss Ferbert has been the supervisor of
food preparation. We recommend that a more qualified person be placed in charge
of meal preparation at this sanatorium.
In the event that no action be taken to remedy this matter, a duplicate of
this petition will be sent to the boards of each county.

Sanatorium, which recently met with Dr. L. W. Moody, Sanatorium Superintendent.

this 12th day of November, 1946, that a revolving fund of fifty-four thousand
(>54,000.00) dollars is hereby appropriated from the general fund for payment of
Old Age Assistance for the ensuing year, and
BE IT FURTHER RESOLVED that amounts received from the State and Federal
Government and collected from the taxing districts for the reimbursement of the
funds advanced by Bayfield County for Old Age Assistance shall be paid into the
general fund of Bayfield County.

an allotment from the Rural Electrification .Administration for the purpose of
building an electric distribution line in said county, and

the same is hereby granted to the Bayfield Electric Co-operative Inc., and its

The following report was read:
iNe, the undersigned committee on Sheriff, Justices and Constable bills
wish to make the following report: 'vVe have examined the records of each of
the municipal courts and find that Judge Hart has collected the sum of $2,156.
in fines and $177.25 in costs making a total of $2,333.25 for the fiscal year
ending October 31, 1946. Judge Savage has collected $735.00 in fines and
.$74.02 in costs making a total of $809.02 for the fiscal year ending
October 31, 1946.
Both the Judges have made payment to the County Treasurer and the pay went
agrees with the amount set forth above. It is interesting to note that the
amount of fees and costs collected during the past year exceed the budget for
the two courts by the sum of $642.27.
The records of both Judges were in fine shape and they are to be commended
therefore.
We have checked the expenditures for the Sheriff's office and find that for
the first nine months of 1946, they have expended the sum of $5,150.12. At the
same rate they will exceed their budget by about $500.00 for 1946.
We are recommending an increase in salary of $300.00 each for the Sheriff
and Under -Sheriff and have included this in our recommended budget for 1947.
We are also recommending an increase in board of prisoners from .30 per meal
to $.40 per meal. The recommended increase in salaries and for board is being
submitted in the form of a resolution for your consideration.
In drawing up the budget item.of board we have also taken into consideration
that there will be increased business next year which is the present trend.
We are not recommending any outlay for a new car or other equipment.

examination and certificate is deemed insufficient compensation considering the
present economic conditions and the responsibility involved

that the fee for each mental examination and certificate made by a physician
appointed by the county court be and the same is hereby fixed at w8.00.

spruce mixed, �23.00 per cord. 40 cords of matured poplar, 1.25
per cord. The spruce, balsam and pine are not matured yet. This
forty's east and west line passes thru the park on the left side
of the big rock, and the south line of it takes in the river for
a distance of about 900 feet. It would's-ooil the trout stream by
slashing the timber around it and would ruin the park by the big
rock.", and
WHEREAS, this property has been used as a picnic ground and park by the
public for many years, and
WHEREAS, the Town Board of Bayview has indicated a desire that this property
be set aside as part of the county park system, and
1IHEREAS, the Town Board of Bayview would like the right to go in and clear
out the underbrush on part of this land to make it more inviting for the public,
THEREFORE, in view of the foregoing facts,
BE IT HEREBY RESOLVED that the foregoing described property be set aside as
part of the county park system, and
BE IT FURTHER RESOLVED that the Town Board of Bayview be given the right
to improve such part of the above land as they deem advisable so that it will be
useful to the- public.

BE IT HEREBY RESOLVED that the Board of Trustees at the Rureair Sanatorium,
a Tri-County Institution, be authorized and directed to include two per cent de-
preciation as part of their running expenses in their annual report each year.

effective July 1, 1946.

The f ollowing re s olut ion was read:
WHEREAS, the State Legislature in its wisdom provided for State Aid for care of
patients in Tuberculosis Sanatoriums to encourage counties individually and col-
lectively to provide the proper structures, and
1,1IHEREAS, the State paid $7.00 per week as aid to counties -in 1932 for care of
such patients, and
WHEREAS, the average cost per patients in County Sanatorias was approximately
$16.13 per week in 1932, and
WHEREAS, costs have risen continuously since that time for several reasons,
mainly, 1. General increase in the cost of living. 2. New and costly methods
of treatment. 3. Higher standards in order to meet State recommendations, and
WHEREAS, the average cost per patient a week for the year ending June 30,
1945, without amortization of investment was approximately $25.25 per week according
to financial tables prepared by the State Board of Health, and
WHEREAS, the Legislature in 1945 saw fit to enact a law permitting all patients
in T. B. Institutions to free treatment thereby reducing the income to Counties
operating such institutions, and
11HEREAS, the average weekly cost per patient will be hj,gher for the year ending
June 30, 1946, and
,VHEREAS, it is still considered a State responsibility to share in the treatment
of Tuberculosis, Therefore
BE IT HEREBY RESOLVED that the State Legislature be requested to provide State
Aid to Counties at the rate of $2.00 per capita per patient a day and revise Section
50.07 (3a) accordingly.

It has come to my attention that a certain person formerly employed as draftsman
for this company, and now with a Rockford company, has been making statements to the
effect that I no longer represent the Marathon Forms Map Service and County Plat
Book Publishers Company. This is to inform you that such statements are a distortion
of fact inasmuch as I have been and still am the owner of this business, in whose

that the tax certificate has been lost.

The petition of the United States of America, acting by and through the Secretary
of Agriculture, respectfully represents and shows:
1. That the lands set forth and described in Exhibit "A" which is attached hereto
and made a part hereof were conveyed to the United States of America by deeds which
were filed for record in the office of the Register of Deeds in and for Bayfield
County, -�tiTisconsin on.certain dates during the months of October and November, 1936,
as more particularly shown. in said Exhibit "A", which said dates were prior to the
delivery to the Township Treasurers of the respective real estate tax rolls for col-
lection of the taxes covered thereby.

2. That the deeds conveying said lands were delivered to and accepted
by the United States of America on or prior to the aforesaid respective dates

That your Petitioner is informed and believes that by virtue of the
vesting of title and the recordation of the said deeds as hereinbefore set
forth said lands were exempt from taxes for the year 1936.
4. That the said lands were assessed for the real estate taxes for the
year 1936, that taxes were extended against the same, that the taxes were
returned delinquent,, that all of said premises were sold and tax certificates-.
were issued against -said lands at the annual tax sale held in the year 1937,
that said certificates are.still outstanding and unredeemed, and that said
certificates are illegal and void for -the reason that the lands were exempt
from such taxes for the year 1936, as your Petitioner is informed and believes.
WHEREFORE, Petitioner prays that your Honorable Board cancel said tax
certificates and assessments as illegal and void because said tax certificates
were levied on tax-exempt land and that your Petitioner may have such other and
further relief as is just and proper and provided by law in such cases:

The following petition was read:
October 21, 1946
To the Honorable County Board of Bayfield County:
Gentlemen:
The publishers of the newspapers published in Bayfield County have met,to con-
sider the matter of publication fees for County Board proceedings.
We feel that the present rates are far too low in view of current material and
printing costs.
Section 59.09 of the Wisconsin Statutes sets a ceiling price for the publication
of County Board proceedings at not to exceed the rate for legal publications, which
is $1.00 per folio.
We agreed that the rate of 80 cents per folio for this service is fair at the
present time. Iffe propose that rate, with an additional fee of 20 cents per folio
for supplying a copy of the proceedings to every subscriber of the three newspapers,
with the non -official publisher to receive a flat fee of:15.00 for each set of
proceedings distributed.
This will keep the publication rate within the legal limits set by statute, and
provides wide coverage to the county at a nominal dharge that ordinarily will not
exceed $60.00 per year for the extra distribution.

The following communication was read:
January 24, 1946
RELATING TO COUNTY PENSION SYSTEMS FOR THEIR EMPLOYEES
Nineteen county boards in Iiisconsin prior to January 1, 1946, by resolution,
placed their employees under the Municipal Retirement System.
At that time, it was questionable as to just how far the State Highway Com-
mission would participate in the costs for employees who spent a portion of their
time on -state trunk highway work. On May 21, 1945 the State Highway Commission
had agreed to reimburse counties for their snare of this pension cost with the
exception of the portion that applied to prior service credits. In other words,
up to this time the State Highway Commission would not contribute anything towards
the costs of pensions covering the back
P g years that the employee worked for the
county on . state trunk work.
However, the State Highway Commission upon request of our Association met on
January 14, 1946 and reviewed their previous decision and revised it so as to omit
the exception that they established on May 21, 1945 relative to prior service
credits.
Under the January 14, 1946 ruling, reimbursement will be made to counties for
contributions made to employees retirement or pension funds at the total contribution
rates established pursuant to law which will include the state's share of the prior
service credits.
This will mean quite a sizeable sum in reducing the county cost, and we feel
sure that you will be glad to know that the efforts of the counties in this direction
have been successful.

having duly considered the zoning of certain lands within the Town of Pratt as
provided in the zoning ordinance pursuant to Section 59,97, Wisconsin Statutes.

may be situated any lands affected in the amendment of said ordinance be secured,

The following communication was read:
County Superintendents of Schools October 16, 1946
County Supervising Teachers
County Clerks
I regret having found it necessary to notify the county superintendents
of schools that the provisions of Chapter 515 Laws of 1945 which became effective
as of July 30, 1945 apply to the personal automobiles of the supervising teachers
employed by the County Superintendents beginning as of the school year 1946-47.
It is therefore necessary that the personal automobile expenses which have
been paid to supervising teachers for the months of August and September of the
year 1946-47 in excess of 41 cents per mile be recovered from the supervising
teachers who have received same.
With few exceptions the state superintendent's office has corrected the
September expense vouchers of the supervising teachers and certified them in
accordance with the provisions of 14.71 (6) (f) 1945 statutes, which is in
accord with Chapter 515 Laws of 1945.
The provisions of Sec. 20.25 (1) and Section 39.14 (2), (6) & (7) of the
Statutes do not make any mention of the provisions of Section 14.71 (6) (f).
For this reason the fact Sec. 14.71 (6) (f) was related to and controlled the
personal automobile expense of supervising teachers did not come to the state
superintendent's attention until now.
The t1ttorney General has ruled as follows:
"Subsection (6) (f) of Section 14.71 of the statutes applies to use of
personal automobile by county supervising teacher."
Unfortunately the revisor of statutes did not cause this citation to be
printed following Section 39.14 of the statutes which refers d2rectly to super-
vising teachers.

1939) 1943, and 1945, I am certif king the number of elementary teachers in service
in your county and the average daily attendance for small schools for the school
year 1945-46.
Counties are required to levy county school equalization taxes pursuant to the
provisions of section 59.075 and section 40.87 of the statutes as follows:

The Forestry Committee wishes to raise the salary of the Trespass Officer
$150.00 to $175.00 per month, effective January 1, 1947, and therefore requests
the Finance Committee to include 40 per cent of this raise or an additional
$120.00 as the County's share of this increase.

PROPOSED BUDGET FOR THE YEAR 1947
To The Honorable County Board of Supervisors
Bayfield County
Gentlemen:
We submit herewith the following proposed budget for 1947 and recommend its
adoption.
The equalized value of the county has been increased by 930,944.00. This
gives us an additional amount of $9,309.44 which may be levied this year over
last year.
There have been several large increases primarily in the Sanatorium budget
and that of the ''lelfare Department. The total increase for these two items alone
would affect the budget by an additional $14,000.00 levy which is not available
under our valuation;
In order to balance the budget, the Committee made reductions all down the
line but the larger ones were made from the larger increased requests.
The Committee has recommended an increase in the salary of the Co. Trespass
Officer and Cruiser from $1800.00 to $2100.00 per year. This was also recommended
by the Forestry Committee.
The budget has been balanced and if adhered to the general fund can remain
solvent.
We are supporting a number of suggestions and recommendations to the County
Board by means of resolutions and hope that you will see fit to approve them.
