The meeting wa-s called to order at 10 A. Y_ by Chairman Meyer.
The following, members answered roll call: Olson, Smith, Shuga, Irish,

NOW COMES HELEN OLSEN and petitions the County Board as follows:
That she holds the 1938, 1939 and 1940 tax certificates covering
the Southwest quarter of the Southwest Quarter � (.SWf4 . SrMT,-'�;) , of Section
Twenty-five (25), Township Forty-nine (49) North of Range Five (5) West,
Bayfield County, aaisconsin; that the tax.certificates are now outlawed
insofar as the taking of a tax deed,is concerned; that the taxes after
1941 are paid up, and the certificate covering the tax of 1941 and the sale..._.
of 1942 is the only certificate outstanding;
That petitioner is interested in clearing title to the above mentioned
real estate, and now asks leave of the County Board for permission to
purchase the tax certificates covering the tax of 1941 and the sale of 1942.

The following resolution was read:
BE IT RESOLVED, by the Bayfield County Board of Supervisors, assembled in
annual session, this 12th. day of November 1947, that, the salary of the County
Highway Commissioner be and is hereby set at $ 3300.00 annually for the ensuing
term.
BE IT FURTHER RESOLVED, that the foregoing salary be paid from state funds
in accordence with the provisions of section 83.10 (1) and 83.01 (6) of the
statutes.

June 30, 1947
The enclosed State Treasurer's check payable to your order in the amount
indicated below represents a highway aid to your county pursuant to Section
20.49 (11) (b), Wisconsin Statutes, as created by Chapter 518 (Bill 516,A),
Laws of 1947. This allotment is supplemental to, and is to be used for the same
purposes as the County Trunk Highway allotment under Section'83.10 (1) which
you received in July.
Under this Act, the net revenue from -motor vehicle imposts in excess of the
amount required for the appropriations under Section 20.49(1) to (9) is distributed"
40% to the state and 60% as supplemental highways aids to the counties, towns,
villages and cities. Of such supplemental highway aids, the counties, towns
and cities each receive 30% and villages 10%, The total amounts available for
the counties are apportioned among them on the basis of the last allotxmeritf'or
County Trunk Highways under Section 83.10(1). The total of the supplemental aid
for County Trunk Highways for your county under Section 20.49,(11) (b), for which
check is enclosed, is computed as follows,:.

SUBJECT: Estimated Highway Allotments for 1948
Pursuant to Section 84.01(18), Wisconsin Statutes, you are hereby notified of the
following estimated allotments to be paid your county from funds becoming available in
the fiscal year -.ending June 30, 1948:
Sec; 83'10(1) estimated allotment on June 30, 1948,
for the County Trunk Highway System 58,200.00
Sec. 20.49(11)(b), estimated supplemental allotment
as.of June 30, 1948 (to be paid as soon there-
after as practical), to supplement the allot-

the use of the County Fair Committee to be offered as prizes to the baseball

01HEREAS, Bayfield County has by a zoning ordinance adopted November 14, 1934,
regulated, restricted, and de.telMined the areas within which agriculture, forestry, t
and recreation may be conducted, and has established districts which are deemed best
suited to carry out such purposes outside the limits of incorporated villages and
cities, in accordance with the provisions of Section 59.97 of the Wisconsin Statutes,
and
WHEREAS, Bayfield County owns certain tracts of land hereinafter described in
said county, the zoning of which is considered to be in the public interest, and
TitHEREAS, all of these descriptions have been entered under the Forest Crop Law, an(
FHEREAS, subsection (6) of section 59 .97 of the Wisconsin Statutes confers upon
county boards the authority to zone any lands owned by the county without necessity
of securing the approval of the town boards of the towns wherein such lands are
situated and without following the procedure outlined in subsection (2) of section
59.97 of the Wisccnsi.n Statutes; now, therefore,
BE IT RESOLVED THAT, Bayfield County hereby determines that said county -owned
land hereinafter described is set aside as a forest use disrict as defined in section 2
said Bayfield County Ordinance and shall be subject to all of the provisions of said
section 2 as contained in said Ordinance in all respects as though said land had origin-
ally been set aside by said Ordinance as such Forest Use District.

give preference in the right to 'purchase taK deeded lands to the former owner who
lost his title through delinauent' tax collection ehforcement,proceddings and or his
heirs. Such sales shall be exempt from the provisions of Sec. 75.62 of the
Wisconsin Statutes of 1947 and from the provisions of Sec..'j of this ordinance,

more years by reason of being designated as County pro perty, the Sales Committee
shall in determining the amount whi6h the former owner or his heirs shall pay in

The collections have been paid into the County Treasury and amount to about one
half of those for 1946.
We found the records in fine shape and wish to commend the Judges .for the nice
set of records they have kept.
The exper'tures for the Sheriffs office at the end of the first nine months of
1946 were well within the budget and unless something unforseen happens they will be
within their appropriation at the end of the fiscal year.
We have recommended a budget for 1948 which has .been incorporated in the report
of the finance committee.
Due to the increased cost of living we are recommending an increase in the amount
paid for board to forty cents per meal and are supporting this recommendation in the
form of a seperate resolution and hope that you will give it ,your serious consideration.
Filre are also recommending the purchase of a new car and this item will appear in
the Outlay classification of the budget report.

deed was based on the sale of 1939 and the tax of 1938; that your petitioner has.

this instruiAent was a deed running to one Grace M. Cooper and covering a parcel of

handled and administered by the County Agent's office;
And Whereas, such administration has grown to such proportions that much of the
time of the County Agent is necessarily devoted to forestry work, and it is therefore
desirable and expedient to have a separation of the County Forest and Forest Crop
Administration from the County Agent's office'.so as to'permit the Agent to devote
more of his time to Agricultural work;
BE IT RESOLVED by the County Board of Supervisors in annual session assembled this
12th day of November, 1947, that a separate Forestry Department be set up to be
administered independent of the County Agent's or Agricultural office, which forestry
department shall be under the Guidance and supervision of the present Forestry
Committee until such time as this board shall determine that the separation of the
departments has progressed to point where a separate Committee for such Forestry
Department may be desirable;
BE IT rUPTHER .RESOLVED that until the details of such separation have been worked
out, the Foreetry Department and the administrator thereof, to be selected by the
Committee, shall be under the guidance and supervision of the present County Agent
udtii such time as the Committee shall deem further administrative supervision by said
County Agent no longer necessary;
BE IT FURTHER RESOLVED that the cruising and appraising of county owned lands not
under forest crop or within the county forest shall be done by a cruiser of the
Forestry Department, and the division of such cruiser's time between forestry work -and
such county appraising shall be determined by the -

Demands on this fund have been relatively light so far and .the Commission has
endeavored to hold doi�7n expenditures as much as possible without working a hardship

employment may result in heavier demands in t.e coming year.

Dear mr . "Eranmal :
Some time last year the United States through the agents of the Department of
1-,gricultuf:e presented a petition to our County Board requesting that certain tax,
certificates be cancelled on the grounds that the lands had -been transferred to the
Government and the taxes could not therefore be. collected. In spite of some Attorney
General's opinions to other counties ,nihich indicated that the County Board could
and should cancel such taxes, I was unconvinced and wrote the Attorney General's office
expressing my reasons for feeling that the tax was.legal though not a lien against the
real estate. I now have a communication from the Attorney General's office under
date of September 24 in which the opinion is expressed that there is no tax liability
except such'as is assertable by way of lien. Under the decision of the State Supreme
Court there would be no lien under the circumstances in the ease of the lands involved
in the petition before the County Board. Accordingly I am obliged to bow before the
superior judgment of the Attorney General's office and recommend that the matters be
taken up on the petition at the forthcoming November meeting, and that the petiition
be granted and -the taxes cancelled.
A cop,of this letter is being sent to Mr. E. C. Hotchkiss, Regional Attorney for
the United States Department of; Agriculture who has contacted me in the matter.

to 850 feet of frontage;

fifty-fifty basis the expense of constructing such sewer in front of said�Property

Gentlemen:
We submit the proposed budget for 1948 together with recommendations and
comments as follows:
The equalized value of the County has been increased over last years value by
$1,820,215.00. One pereent limitation for County lax purposes of this item amounts
to $18,202.15 which represents the additional tax that may be levied.
There is a general increase in the budget items as a whole with some A(q-.Yfitems.

Two of the larger increases undeiremtiiliitenahbe__�are Sanatorium and �,lelfare. As a
general rule the larger our appropriation for Sanatorium is offset by a larger receipt
of State .Aid. This, however is not true this year. The major item accounting for the
increase in Sanatorium budget is for $10,'000:00 and covers a new drug called
Streptomycin.
,The large increases in Welfare Department budgets -are offset to a great extent
by increased aids from the State and Federal Govt's. After takings into consideration
increased aids -it means a net increase over last years budget of 0"5,885.00.
We have made a study of the feasability of installing an addr.esspgraph as
ordered by the County Board. ?IVe made a trip to Superior and saw the machine in
operation. This item has been set up under expenditures for outlay.
Several other.items are included under Outlay -which were not feasable during
the uar years.
_Ye are supporting other recommendations by resolutions and ask your earnest
consideration.
We are recommending the purchase of excess d•elincsuent tax accounts covering
sales of 1936, 1937 and 1938 which amounts to $7,205.58. This effects 7 out of 10
taxing districts having excess rolls. Said recommendation is supported by a seperate
resolution. This will reduce auditing work by .18 tax .rolls.
