Meeting called to order at 10:00 A.M. by William Meyer, Chairman.

Loved by Grubisic and seconded by Johanik to dispense with the reading of the
minutes of the last annual meeting and to approve of same. Carried.
Moved by Pristash and seconded by Desparois to set rates for publication of
official proceedings as follows: 600 per folio for official proceedings, 200
per f olio for printing supplements, and $15.00 to other than the,official paper for
distributing the supplements of each board meeting. Motion carried.
Moved by Herman Hanson and duly seconded that the Washburn Times be designated
as the official.paper for the ensuing year. Carried.

AND, '_,IHEREAS, the Bureau of Land Management of the Department of the interior
has advised the County Clerk that only restricted patents were issued on the foregoing
lands and therefore they were not assessable.
NOW THEREFORE, BE IT HEREBY RESOLVED, that the tax deeds on the foregoing lands
be cancelled and that all the delinquent taxes be cancelled and charged back to the
Town of Bayfield.

!Zr 1948 Wisconsin Property Tax Bill contains what appears to me t® 'be an error in
assessed Taluation. Is there any recourse to correct same other than protest?
I wrote a member of the town board involved who found no error in their records.
If there is a discrepancy it may be in the assessor's records.
There has been no improvement on or near the property in the last five year.

The previously lower value parcel increased 400% while the better piece advanced
only 9%. It appears that an. error in'ttranscri.ption changed what should have been
$290.00 to $900.00.

The following resolution was read:

To the Bayfield County
Board of Supervisors:
WHEREAS, it appears probable that there will be a serious infestation of grass-
hoppers in Bayfield County during the 1949 crop season, and
WHEREAS, in order to share in the Federal poison supplies for the purpose of
controlling grasshopper damage, and
WHEREAS, it is necessary for an agent of the county to be appointed to administer
the county program and likewise represent Bayfield County in negotiating with the State
for the .Federal poison;
THEREFORE, BE IT HEREBY RESOLVED, That the County Agent is hereby authorized to
act as agent for Bayfield County in this program, and
BE IT FURTHER RESOLVED, That the sum of $300.00 be hereby appropriated for the`
purpose of financing this program in the matter of transportation, storage, and
handling of the Government poison, and that such expenses as are necessary in this
connection be paid from county funds on vouchers duly authorized by the County Agent.
BE IT FURTHER RESOLVED, That the attached County Application for Federal Bait
Materials to Control Grasshoppers hereby becomes a part of this resolution.

The State Highway Commission of Wisconsin, at its meeting held Wednesday, March
30, 1949, pursuant to public hearing held at Grandview on Friday, March 25, 1949,
-after due notice to the localities concerned and in accordance with the statutes in
such cases made and provided, decided to make a change in the State Trunk Highway
System in Bey -field County by removing a tertian -road as a poartion of the State Trunk
Highway System and by substituting another road in lieu thereof, as hereinafter
described.
The road so to be removed as a portion of the State Trunk Highway System is
described. as follows:
Beginning at a point, on the present marked and travele-d 'U.S. Highway
63 in Drummond, at or near the crossing of the highway with the
Chicago, St. Paul, idinneapolis and Omaha Railroad tracks, in Section
32, Township 45 North, Range 7 12Test, thence along the marked and
traveled U. S. Highway 63 in a generally east and northeast direction
to a point at or near the one -quarter corner common to Sections 21
and 22, Township 45 North, Range 6 West, all in Bayfield County.
The road to beaddedto the State Trunk Highway System in lieu of the one so
removed, is described as follows:
Beginning at -a point on the presentmarkedand traveled U. so
Highway '63'in Drummond, at or near the crossing of the highway with
the Chicago, St. Paul, Minneapolis and Omaha railroad tracks, in Section

surfacing and engineering on -the' above mentioned project, that Bayfield County approve
of the advancement of all the .1951 County Allotment not previously advanced, which
amounts to approximately 42,000.00, and that the county will also have to approve of
the advancement of $78,000.00 of the 1952'County Allotment, or as much of such allotment
as will be required to finance this work.

With the state providing state funds and federal aid up to the amount of federal
aid which was esti�aated required for concrete paving the Grandview - S.T.H. 112 Road
($280,000), the. project would require additional financing of $120,000. It is
proposed that such financing be provided by anticipating future years' county allotment.
Previous anticipation agreements., for the work on 13 and 63 north of Grandview,

11HEREAS, it is the consensus of this board that the public welfare and the best
interest of travel make it necessary to complete as a single project or undertaking,
the improvement of U S. Highway No. 63 between Drummond and Grandview, and,
IHEREAS, it now appears necessary to advance the balance of the 1951 anticipated
construction allotment, not previously advanced, which amount is estimated to be
approximately Forty -Two Thousand ($42,000.00) dollars, and to also advance such 1952
construction allotment as will be required to complete the financing of the Above
mentioned section of road between Drummond and Grandview and,
'�IHEREAS, the completion of such improvement to the extent deemed necessary will
require the expenditures of more than one year's allotment to this County under
Section 84.03(3), Wisconsin Statutes, together with Federal Aid or other funds as
may be made available therefor, and,
7�JHEREAS, : if Federal Aid is to be used for such improvement, it must be advanced
to a program status and committed to agreement within time limitations and other
conditions governing the use of federal -aid highiriay funds,
BE IT RESOLVED that the State ,Highway Commission is, hereby, petitioned to
advance and commit the balance of the 1951 construction allotment fund and as much
of the 1952 construction. allotment fund as is required for the said improvement, the
amounts so advanced to be deducted from future allotments as they accrue to the credit
of this County under Section 84.03(3) ; m'Iisconsin Statutes, beginning with the allotment
accruing in the fiscal year ending June 30, 1952; and,
BE IT FURTHER RESOLVED that this Resolution, when approved by the State Highway

WHEREAS, the County Health Committee at their annual meeting held October 8, 1948
included an item of. $2640.00 as salary 'for the County Nurse, which was $n increase of
$120.00 per year, and
4+THEREAS, the budget as submitted to the County Board in November was approved, and
WHEREAS, through over -sight there was no resolution submitted to the County
Board covering said increase in aalary:, therefore in view of the foregoing facts,
BE IT HEREBY RESOLVED, that the salary -of the county nurse be set at .$2640.00
per year effective January 1, 1949.

Gentlemen:
Legislation for payments in lieu of taxes on federally owned real property is a "
"must" for the 81st Congress and the National Association of County Officials has
planned a nationwide effort to obtain it. The plan is based upon the firm belief
that all of the counties of the . country are now sufficiently alive to their
reponsibilities that a full unified effort can .be exerted for the preservation of
effective local government.
The first requirements are that direct and regular means of communication be
established with ,your county and that necessary funds be provided. These are to be
achieved by call;ing,tapon each county in the United States to provide $25.00 to the
National Association and by having the National Association provide to each county
a legislative reporting service to keep the county officials 'prozapt3.y informed of all
actions in Congress affecting county interests in general and the matter of tax
exemption of federally owned property in particular. This service includes the NACO
weekly newletter "Capital to Court House" and its special releases from time to time
as urgent matters may require.
This is an invitation to your county to participate.'and.in the interest of
convenience and prompt action, I am enclosing a bill for. -the scost of the service to
your county.
With full confidence that this proposal for the first united effort by all of the
Nation's counties will succeed, I am

Gentlemen:
The Wisconsin Cor,Xoners' Association is interested in improving the service that the
Coroner renders from the point of view of the public as well as his relationship to
the County Board of Supervisors. It has come to our attention that in certain
counties the operation of the office is sub -standard. We .believe that' in some
instances this is due to the unsatisfactory system of payment tea'. the Coroner for his
services. Consequently, we are contacting the bounty boards in the state to obtain
their criticisms, if any, with the object of making some progress in correcting any
difficulties that may exist..

For the purpose of obtaining your viewsregarding the services rendered by the Coroner

Annual Organization Meeting_ of the Bayfield County Board
of your County, we are enclosing a questionaire. We are especially interested in your
ideas as to the present method of payment as we feel that the present system, not
necessarily the amount of fees, is impractical.
Our Association is carrying on an educational campaign in order to train the
Coroners to render better service. The association has endorsed the Wisconsin State
Crime Laboratory because, we believe, that not only will it save the county money
but provide expert services.
Coroners have common problems and better services will be rendered to the public

At the meeting; of the County Board held on the 20th day of April, 1948, the salaries
for the years of 1949 and 1950 were set as follows: County Clerk from $2400 to $3500;
County Treasurer from $2400 to $3000, and
1HEREAS, the County Clerk and County Treasurer's salaries have always been on the
same level and there has been no other duties added to either of these officers, and
-.VHEREAS, at the meeting held in November, 1947, the County Board authorized the
purchase of addressograph equipment and same arrived about May, 1948, and was set up.
As it was impossible to get trained help to correct the descriptions on the tax rolls
before embossing them on plates
THEREFORE, the County Treasurer took over the responsibility of that work and with
the help of a typist the work was started. The assessment rolls will be ready to be
printed on the addressograph machine to .be turned over to the assessors the first
part of May, 1949.
AND WHEREAS, the County Board cannot legally pay the County Treasurer or raise his
salary for the years of 1949 and 1950 to the level of the County Clerk to compensate

him for the extra work added to his office, .a duty not prescribed by law, it is legal
for the taxing districts to compensate the County Treasurer for this extra work.

Some time ago I spoke to you about having the County Board issue me a sale
certificate for one acre of land joining us in Section 28-50-4. The description is
one acres in the NE corner, E2 of W-L NU SE, Section 28-50-4. This land joins the nine
acres we purchased from Mrs. Margaret 11,2cRea. I belive the acre belonged to a nephew
of hers but I do not know the name. He would likely be on the tax roll several years
back. TUhen we purchased the 9 acres she wrote to her nephew and asked if he wished to
sell but received no reply. We have been paying the taxes for several years and now
would like a sale -certificate so that in time we can perfect the title.

In his bulletin to County Board members,.under date of April 13,.Mr. A. J.
Thelan, Secretary of the Wisconsin County Boards Association, submitted as one of
the proposals for consideration at the spring county board :sessions a question on
Bill No. 218, S., relating'to the publishing of board proceedings.
This bill,•which is pending at the present time in the state legislature, was
introduced by me with the object of enabling counties to save substantial sums of
money for publication fees if they prefer to have their proceedings published in
pamphlet form rather than being required to publish them in a newspaper.
It has al-v�Tays seemed to me that -the question of where the proceedings should be
published is one for the county boards to decide, and not for the legislature to
dictate. Action on the bill has been postponed until after the spring county board
meetings; and it is therefore important that you report the result of your action to
Ivlr. Thelan or myself as soon as possible after your meeting so that the legislature
may know how the county boards feel about it.

VETERANS' HOUSING LOANS AND GRANTS
1. Provides that the State Veterant' Department may make loans not to exceed
$2000 to any veteran for housing purposes when the veteran can show that the total
cost of such home including land does not exceed $10,000 and that he has available
for application on the cost of such home an amount equivalent to 10% of such total
cost and otherprovisions safeguarding satisfactory loans.
2. Provides for grants to be made to county and. city housing authorities which
shall not exceed 15% of the total cost of the land, improvements, dwelling unit or units.)
3. Limits the amount that can be granted to housing authority to 30% of total
funds available in the Department of Veterans, Affairs, the other 70% being reserved
for direct loans.

This bill (not yet introduced) provides that the money be allocated to counties
on the basis of veteran population, but -only if the county decides on one of the
following courses of action:
1. To use the state money as equity for homes which it would build, borrowing the
balance, but without obligating the general credit of the county, (these.homes
could be leased with an option to purchase or sold outright to veterans.);
2. To grant the state money to veterans housing cooperatives or non-profit housing
corporations, if any are well organized in the county; or
3. To make grants of IT410.00-- to individual veterans who meet certain detailed require-
ments, such grants' -to' be used as down payments on homes.

Fife the undersigned farmers of Bayfield Co. petition the county board, our
assemblyman 1VIr. Squires, the state legislature and the conservation commission, for
legislation that will aleviate the deer damage among our horticulturists and farmers.'
This condition is fast approaching the place where self preservation will rule rather
than a game law. Perhaps a special season could be set up to follow the regular season
and that our horticulturist and farmers be given the right to shoot on sight any deer
brousing our orchards and fields at any time, carcass to become property of commission.
The above are merely auggestions - relief must -come through legislature.
