Meeting called to order.at 10:00 A.M. by Chairman Meyer. The following members
answered roll call: Olson,- Smith, Shuga, Irish, Buck, Ruf, Janock, Johnson, Grubisic,

Moved by MacRaerto approve the minutes of the meeting held April 192 1949 as
published. Carried.
Moved by MacRae and seconded by Johanik to seat Einer Ledin as a member of the
County Board from the Village of Mason. Carried.
The following resolution was read:
BE IT RESOLVED, by the Bayfield County Board of Supervisors, assembled in annual
session, this 15th day of'November, 1949, that the salary of the County Highway
Commissioner be and is hereby set at $4800.00 annually for the ensuing term.
BE IT FURTHER RESOLVED, that the foregoing salary be paid from State Motor Vehicle
funds, received under the provisions of Section 83.10(1) and in accordance with Sections
83.01(3) and 59.15(2) of the Statutes.

Gentlemen:
The following is a consolidated report of this Commission for the year from
December 16, 1948 to October 20, 1949, The books of the Commission are open to -anyone
who may wish to examine any of the accounts listed therein.
On December 16, 1948 the books of this Commission shows a balance of $623.10. The
appropriation of the County Board made January 1, 1949 added $600.00 to this balance,
making a total balance of $1,223.10.
From December 16, 1948 to October 20, 1949, a total of eleven (11) applications
,were received from indigent- War Veterans, one of these applications was denied for
various reasons, two were tabled for further investigation. The total cost to the
County for the eight (8) cases which were allowed was $607.50, including the total
expenses of the Commission, which leaves a 'balance at this time of $615.60.

Dear Mr. Garberg:
I have before me the annual report of your Board of Trustees for the year ending
June 30, 1949. One statement you make, I want to call your attention to and correct.
You state that there is a decrease in general costs which results in decreased
expenditures of the/year "which has been common to all sanatoria."
Your weekly percapita has decreased 480 over the previous year. Only four other
institutions show a decrease. My reports are not quite complete, but they show 13
institutions -have had increases and the average cost of care for that year will show
several dollars above the year previous.
I think you ought to have these figures for your budget talk to your County Board
because you are one of'the few institutions which has cut down the per capita.
For your own information, your total expenditures were about the same for the
two years, but the decrease results from an increase in your patient weeks. That is a
very salutory change and I hope that the high patients weeks you shove in 1949 will
continue.

The Trustees of Pureair meeting in regular monthly session at Bayfield Thursday,
November loth, took recognizance of your letter indicating a cut of 8% (9,676.80).
Fully recognizing the difficulties under which the various departments of the counties
must operate this coming. year, we .are nevertheless greatly disappointed at your action.
fJe want to assure you that eve will do everything humanly possible to meet your demands
commensurate with the service demanded of us.
May we point out.to you that this reduction will make impossiblethe service of an
Outpatient Nurse, which service we feel essential to continued control.'of tuberculosis

been denied the institution by Trustees during the war -years and now felt essential to

WHEREAS, the County Forestry Administrator collects moneys for the sale of
stumpage on County Lands, as well as Forest Crop Lands, which amount to several
thousands of dollars per year, now
THEREFORE'; BE IT HEREBY RESOLIVED, that the County Forestry Administrator be
required to furnish a surety bond to Bayfi-eld County in the sum of $$5,000.00, and that
the premium therefore be paid by the County of which 50% should be charged to the
Forestry Fund and 50% to the County.

Attention: I,lembers of the France Committee
Gentlemen:
The request for support for the Wisconsin Indian Head Country, Inc. from Bayfield County
for 1950 is in the amount of $500.00.
Your County Board has consistently supp orted.our non-profit association since 1938.
As a result of consistent support by an increasingly larger number of county boards.
municipalities, resort operators and business firms in the Northwest- fifteen counties
of our state, the Wisconsin Indian Head Country, in. the past five years, has expanded
its program 500%.
The recreation industry is the second largest industry in Northwest Wisconsin.- This
past year we are assured of a travel business exceeding a gross of 70 million dollars.
By reason of this large amount of money being transferred from our metropolitan areas
to our cities, villages and hamlets of the Indian Head Country, each and every resident
of your county has been benefited from the recreation industry.
A hasty example of the benefit Bayfield County farmers received from the 1949 vacation
business includes the following pro -rated profits from. the consumption of the following
dairy products: 9000 gallons of milk, 220 quarts of cream, 12.tons of butter, 14 tons
meat, 10 tons vegetables. The above 'figures are based on the number of vacationers
who actually stayed in Bayfield County this summer. Did you know that your count' has
over 1230 resort rooms accommodating tourists? Not counting hotels and overnite cabins.
Add the revenue received by your county through the gas tax derived from approxiamtely
1-j million transient motor vehicles which passed through your county this past year'
on highways #2 and #63. Then too, there is the profit received by manufacturers,
distributors, wholesalers and retailers of sporting goods, clothing, and food dispensed
within your county borders ... which eventually reach the vacationer.
Our program this past year has resulted in a vacation pattern to Northwest Wisconsin.
Our area fortunately ranges from 10% to 40 a higher in financial profit from the 1949
vacationers over other sections of aTisconsin. We- are convinced that this is due to %our
increased advertising,.the publicity program and personal contact of potential vacationers.
Our 1950 Program balls for the largest budget ever entered upon.by our non-profit
association. We shall require a minimum of '$50,000 to complete an expanded program of
rad:-o, newspaper, sport show, magazine, billboard and personal contact publicity program
to insure our Northwest Wisconsin of a most prosperous tourist year in 1950.
Please consider the $500.00 appropriated by your County'Board as a business.investment.
You invest a much larger sum in agriculture. Your tourist industry is your second
largest industry. Your appropriation is an investment which shows a muc11 larger profit
than equal investments in other industries benefiting your county. Bayfield County
is represented 12 months a year, 24 hours a day in a consistent hard-hitting program
of recreational publicity designed to support your tourist trade in your county at a
maximum level.
Our program is not based on a year to year plan. By reason of the increased support,
both financial and physical, from our 75 directors in our 15 counties, and 1000 members:v
both business and resort men; we are convinced that an increased investment for the
coming year will return $1000 for each dollar,invested now.
We respectfully request your continued support and assistance in completing this
expanded program for 1950.

SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to the
county for highway work in the year 1950 under the provisions of Section 20.49 and
Chapters 83 and 84 of the Statutes and the additional sums herein appropriated shall
be expended as hereinafter set forth:

has notified the County Clerk that a sum of money estimated to be Eighty-f our thousand
Four Hundred dollars ($ 84,400.00) ysi ll become available at the end of the fiscal year

to expend the said sum to the extent required, to match and supplement Federal Aid for
construction, right of way, and other costs on any Federal projects located on the
County Trunk Highway System of said county, which are noyyecovered from federal funds,

Section III. STATE "TRUNK- HIGHWAY ALLOTUENT
(A) T HEREAS: The State Highway Commission has estii�ilated that the sum of One
Hundred Sixteen Thousand ------Dollars ($116,000.00) will':become available from the
app-apriation of the fiscal year ending June 30, 1950, under Sections ;A.49(4) and
84.03(3), for the improvement of the State Trunk Highway System in the county in
accordance with the provisions of Chapter 84 of the Statutes,
BE IT RESOLVED: That the said sum available shall be expended in the following
manner, to wit:
1. The sum of One Hundred Sixteen Thousand Dollars($116,000.00) previously
advanced pursuant to Section 84.03(5) Statutes, for the improvement of State Trunk
Highway No. 13 between the West County Line and Port tiding, and between Cornucopia
and Bayfield; and U.S. Highway 63 between Grand View and the junction with State Trunk
Highway 112.
SECTION IV. UHEREAS: It appears that certain additional Highwway improvements in
the county are necessary and warranted.
BE IT RESOLVED: That the County Board does hereby appropriate the following sums
for the purpose hereinafter set forth:
(1) The sum of Seventeen Thousand Two Hundred Ninety and 90/100ths Dollars
N117,290.90) for the improvement by draining, grading and surfacing County Trunk Highway
"GI? beginning at Moq_uah and extending Westerly as far as the said sum :rill construct.
(2) The sum of Ten Thousand Dollars (10,000.00) for the improvement by draining,
grading and surfacing County Trunk."H`* beginning at Delta and extending easterly as
far as the said sum will construct.
(3) The sum of Six Thousand Dollars ($6,000.00) for the improvement by draining,
grading and surf acing,, County Trunk Highway ttJ11 beginning at Bayfield and extending
on County ,Trunk Highway "J" as far -as the said sum will construct.
(4) The, sum of .Six Thousand. Dollars ' ($6,000.00) for the improvement. by draining,
bridge, grading and surfacing County trunk highway. 11K11 beginning at Raspberry Creek
and extending -westerly and southerly as far as the said sum will construct.
SECTION V:=. WHEREAS: Appropriations are made herein, in addition to the amounts
available for work in the county under Section 20.49 of the Statutes,
BE IT RESOLVED: That the County Board does hereby levy a tax on all of the
property in the County to meet such appropriations as follows:
(1)'For the various purposes as det forth in Section IV hereof, the sum of Thirty-
nine Thousand, Two Hundred Ninety and 90/100ths'Dollars (39,290.90).
SECTION VI. 0TI-3EREAS: The various highway activities, for which provision is made

in this resolution are continuous from year to year, and the exact cost of any work
cannot be known at the time of making the appropriati on therefor,
BE IT RESOLVED: That this Board does hereby direct that any balance remaining,
in any. appropriation for a specific highway improvement after the same' shall have been

completed, may be used by the County Highway Committee to make up any deficit that may
occur in any other improvement, which is part of the same item in the county budget,
for which provision is herein made, and any balances remaining at the end of the -,year in
any highway fund shall remain and be available for the same'purpose''in the ensuing year.
SECTION VII.
The exact amount of the -funds that will become available
for highway purposes in the county under Section 20.49 of the Statutes will not be known
until on or after June 30, 1950,
BE IT RESOLVED: That the County Treasurer is hereby authorized and directed to make`
payment s f or the purpose f or which funds are t o be used, as hereinbef ore authorized, from
any funds in the county treasury that are not required for the purposes for which
appropriated prior to August 1, •1950; and to reimburse such funds in the county treasury
from the.sums received unde-r Section 20;49 of the Statutes. The county clerk is hereby
directed to levy taxes named in Section V hereof'in the County tax levy, 'as provided by
law.
SECTION VIII. 1HEREAS: The County Highway Committee and County Highway
Commissioner are charged with the duty and responsibility of carrying out the construction
f highways for il.hich provision is made and other related
and maintenance-ysupervisory and administrative duties.
BE IT RESOLVED; Tha.t the County Highway Commissioner shall have authority to employ,
discharge, suspend, or reinstate such personnel as he deems necessary for such purposes,
provided, however, that the County Highway Committee may by action recorded in its
minutes determine the.number of persons to be hired and their wages. The term "personnel,?
or "Person" shall include all, patrolmen, laborers, foremen, clerks, stenographers, or
other employees necessary to carry on such activities.

COMPLAINT
Now comes the plaintiffs byytheir attorney, Kenneth A. Joanis, and for a cause
of action alleges and shows the court as follows:
1. That each of the plaintiffs is a resident of the County of IR4ilwaukee, residing
at 4902-19th Place, Milwaukee, tgiisconsin.
2. That the defendant, Bayfield County employed the defendant, Ellsworth,Hudson,
as its agent and truck driver on the 9th day of August, 1948 and that the said
Ellsworth Hudsin is a resident of Bayfield County; acid _further, that the Hartford
i
Accident and Indemnity Company, a corporation authorized to do business in the State
of Wisconsin, insured the said County and it's Agents under a contract of insurance
against their liability for the negligence of the operation of the said county's
motor vehicles.
3. That the defendant, Harold Vincent Malone, is a resident of the State of
Illinois, residing in the City of Kewanee, Illinois.
4. That highway 13 is a paved highway running in a northerly and southerly
direction in the Town of Barksdale, Bayfield County.
5. That on the 9th day of August, 1946, at approximately 2:00 O'Clock in the
afternoon, the plaintiff, Kenneth Erickson was driving his 1936 Plymouth automobile
in a northerly direction, at::approximately forty (40) miles per hour on the said highway,
and that the plaintiffs, Conrad Erickson, Jennie Erickson and 1L1arrion Tews Erickson
were riding as guests in the said automobile.
6. That as the plaintiff, Kenneth Erickson, proceeded up a hill in the said highway,
he saw a truck, belonging to Bayfield County and driven by the defendant, Ellsworth
Hudson, approaching from the top of the. hill in a southerly direction. The truck
appeared to be stopped or stopping on the paved portion of the highway.
7. That as the plaintiffs reached a point parallel with the said truck, another
automobile driven:by the defendant, Harold Vincent MMalone, turned sharply and suddenly
from behind the truck into the plaintiff's right hand lane of the -highway in an effort
to -a void a collision with the truck and collided with the automobile in which the
plaintiffs were riding.
B. That the plaintiff, Kenneth Erickson, turned sharply to the right in an effort
to avoid a collision with the automobile driven by the defendant, Harold Vincent 1ATalone,
but was unable to avoid a collision. because of the close proximately of the
defendant Malone's automobile.
9. That the defendant, Ellsworth Hudson, was negligent in that he made no signal
of his intention to stop the truck which he was driving, but rather was in the act of
stopping his truck on the paved portion of the highway shortly after passing the crest
,of .the hill, even though he knew of the presence of the Malone automobile directly
behind him and in cl-ose proximity.
10. That the defendant, Ellsworth Hudson was further negligent in the operation
of the truck -owned by Bayfield County, in that the truck was either not equipped with
a rear view mirror as required by Section 85.67 (4) of the t�Jisconsin Statutes for 1947,
or that the said defendant had so loaded the truck to obstruct his view to the rear.
11. That the defendant, Harold Vincent Malone was negligent in that he failed.to
ascertain whether or not the highway was clear before attempting to pass the truck owned
by Bayfield County.
12. That as the proximate result of the negligence of the defendants and of the
said collision, each of the plaintiffs was thrown forward against various parts of the
plaintiffs automobile causing each of them the following injuries:
Conrad Erickson; compound fracture of the right arm, compound fracture of
the pelvic bone and hips; brain concussion; severe injury to the spinal cord; and
ether abrasions and contusions; causing him to be confined to the hospital for a
considerable period of time and to remain away from work through the signing of
this complaint, and further, that permanent injuries will continue to cause a loss
of wages f o r the rest of his natural life.
Jennie Erickson: severe injuries to the head, chest injuries, injuries to both
arms, injuries to the left eye and other abrasions and contusions; causing her to
remain in the hospital for a period of time and resulting in severe headaches and
the loss of feeling in the right side of her scalp and as a result has been unable
to _per f orm'her household duties at various times.
Kenneth Erickson; Injuries to the head and chest and other abrasions and
contusions;,causing him severe pain which persisted for several clays after the
accident.
Ylarrion Tews Erickson: Injuries to the legs and other abrasions and contusions;
causing her severe pain which persisted for several days after the accident.
13. That as the proximate result of the acts of negligence of the defendants, the
plaintiff, Conrad Erickson, has been damaged in the total sum of thirsty thousand dollars
($30,000.00); plaintiff, Jennie Erickson has been damaged in the total sum of seven
thousand five hundred dollars ($7,500,00); Plaintiff, Kenneth Erickson has been damaged
in the total sum of two thousand five hundred dollars ($2,500.00); plaintiff, Marrion
Tgws Erickson has been damaged in the total sum of one thousand five hundred dollars.

14. That the statutory notice required by Section 85.095 of the Wisconsin Statutes
for 1947 was served on the County Clerk of Bayfield County on the 2nd day of August,
1949 and that sixty (60) days have elapsed since the said service, and further, that no

WILIEREAS, the County Board has seen fit to grant the County Clerk a salary of Thirty
Five hundred dollars a year and to attempt to adjust the County Treasurers salary to the
same figure, and
.WHEREAS, the reason given for the attempt to adjust the Treasurers salary was an
increase in the duties of the Treasurer; please be advised that since his return from
Itilitary Service the present Director has had added to his duties the supervision of
a full time Child fTelfare Worker, the entire Aid to Disabled program and the new Foster
Home Program and,
WHEREAS, in 1940 the present County Director then Director of PeAisi ons was
receiving $175.00 a month as was the County Clerk and Treasurer, 'The director of the
County Public Welfare Department was also receiving $175.00 a month and resigned to go
with 71T.P.A. The W01fare Committee asked the Director of Pensions to assume both jobs
which he did without asking for an increase in salary as he did not wish to upset the
salary scale then in effect in the Court House, and
'WHEREAS, Bayfield Counties Director of Public Welfare has the greatest number of
years of service of any of the nine county Directors comprising the Northern District
Of the State and with the exception of the new Director of Sawyer County is the lowest
paid, and
WHEREAS, Bayfield County pays only about 1/3 of the Directors salary the. other 2/3
coming from Federal and State Funds', increasing the Directors salary to Thirty-five
hundred dollars a year would mean that Bayfield County would be paying the Director about
One Hundred dollars a month from County funds.
THEREFORE, be it RESOLVED, by the Bayfield County Board of Supervisors in annual
session this 15th day of November 1949 that the salary of the County Public oVelfare
Director be Thirty-five Hundred dollars.a year effective November 1, 1949.

seven, in Township forty-eight north, range four west, from the Town of Barksdale and
the attachment thereof to the Town of Washburn, for the following reasons:
1. That said lands are contiguous to the lands of the Town of Mashburn and were
a part of the Town of ,'Tashbu_n until the year 1917, when Section seven, together with
several other Sections belonging to the Town of 'Washburn, were, by a voice vote of the
County Boar;, according to the Clerks Ajinute Book, detached from the Town of Washburn
and attached to the Town of Barksdale.'
2. That by attaching these lands to the Town of .,Mashburn, the confusion and problems
arising from the maintenance of the Town road Which transverses Sections 11 .and 12 of the
Town of Washburn, continuing through Section 7 of the Town of Barksdale, would be ended,

3.. That since the aforesaid act of the County Board in 1917, the Town of Washburn

one mile of lake shore will be, taken from the Town of Barksdale, leaving four miles of
lake shore in the Town of Barksdale.

RE: Chapter 498, Laws of 1949, Referring to Jurors and Jury Commissioners
Attention: Finance Committee
The above chapter states that jurors and jury commissioners be paid ten cents per
mile. The present pay is four cents per mile to jurors and ten cents Der mile for
commissioners.
The average daily mileage for thitty-six jurors attending Court is 1,455 miles,
or a total of 7,275 miles based on five days of court per year.
Under the 1947 Statutes, Bayfie,ld County paid $291.00 per annual for the mileage of
the jurors; under the new law a total of $727.50 will be paid, or an increase of $436.50.
Please consider this item when allowing the coming budget for this office.
Your attention is called to the fact that under Chapter 498, the County Board may
set the salary of the jurors and jury commissioners at $4.00 per day minimum to a
maximum of $8.00 per day. The present salary is $4.00 per day, and if raised the total
of 180 juror men days per annum should be considered.
Also, under Chapter,498, the jury commissioners will meet three times a year
instead of twice, and they are required to prepare a list of 300 jurors annually, and I
assume a certain salary will be allowed for making this annual list.

distance of about .40 ft. the west line of the said description hits into this big
spring or small lake, so that the parties who purchased the SEA of the SW-1wouldhave
access to the town road and would be able to make use of the small parcel bordering on
the lake.

WHEREAS, if the Sheriff Is Department did not accommodate such patients by taking
them to 1Iadison, the County or the municipal units of the county, would be obliged in
its insistance to procure transportation, which would probably run into considerable
sums of money. Be it:
RESOLVED, that the Sheriff or Undersheriff be allowed the sum of Eight Dollars
($8.00) per day.plus regular expenses in,transportating patients to and from the

The petition of Eugene A. L=oreaux of Bayfield, 'Wisconsin respectfully represents
and shows to your honorable body that he is the grandson of the late Angeline Goslin
of Bayfield, Wisconsin, who for a period of some forty (40) years, as petitioner is
informed and.believes, occupied the property described as Lot eight (8), block twenty-
four (24), of the City of Bayfield, under claim of title.
That early in the year 1946, youYpetitioner made an agreement with his grandmother
that he ivouid pay -up the then delinquent taxes on said property running back to the
year 1939, and in consideration of such payment and for other consideration petitioner's
grandmother agreed that she would transfer said property to him.
That petitioner has paid the taxes from the years 1939 to 1947 both dates being
inclusive, but that it then developed that petitioner's grandmother did not have record
title, and accordingly, was not in a position to convey to petitioner. That the taxes
for the year 1948, sale of 19,49 are outstanding and that the tax sale certificate for
the year 1949 was held. by Bayfield County. That petitioner is desirous of purchasing
said tax sale certificate for the purpose of holding the same and eventually acquiring
tax title thereon and in -that manner completing the performance of the agreement that
he should eventually obtain title.
uVEEREFORE, petitioner prays that your honorable body adopt a resolution
authorizing: and directing the County Treasurer to sell to petitioner the tax sale
certificate for 4i!�e 1949 issued on the tax of 1948 to the petitioner.

statement prepared by J. 0. Bodin with interest computed to July 30, 1949 disclosed
that $558.03 is the accumulated tax plus interest.
No one has been living on the property for a number of years and the buildings
were rapidly depreciated.
I now petition your .Honorable body for the right to purchase the tax certificates
covering all the delinquent taxes against this ' in order that I might eventually acquire
it liy tax deed and will then be. in a position to make needed repairs on the buildings.

day of November 1949 that recognition be given clerks employed over a period of years
by granting such clerks a Five dollar a month increase in salary at the end of each

The following budget report was read:
PROPOSED BUDGET FOR THE YFz,' R 1950
To the Honorable County Board of
Supervisors of Bayfield County
Gentlemen:
We submit the following proposed budget for 1950 together with comments and
recommendations.
A review of the general financial condition of the county disclosed that the
I:Zo t i on
budget wasnot balanced the last two years. You will recall that last year the large
item of County Bridge Aid amounting to $20,834:02 was largely responsible. 141any of
these petitions had been held up since the floods of 1942 and 1946. In view of this
information and the receding county cash, it was decided that we would balance the
budget for 1950.
We were in session for five days and went through the entire budget four different
times. The first time through we found that budget requests exceeded the estimated
reven�ies by approximately forty thousand dollars.
Legislation
The last session of the legislature increased the county school tax. It was
formerly based on $250.00 per elementary teacher and now it is $350.00. This year
the State Superintendent of Public Instruction certified this item at $24,500.00 which
is approximately 25% of the legal limit of taxation for county purposes. This year
we may deduct the income from the U. S. forest received last 1��areh. The'leRislatur_e
has ssen fit to take this item from the county in the future and give it to the towns
having lands in the Federal Forests and will be reflected in next years budget.
Income
The estimated income from gain on sale of county property was $10,000 for 1949.
Presen-t indications are that it will be about 25% of that amount or �$2,.500.00.
There was approximately fifteen thousand dollars more in delinquent real and
personal property taxes as of October lst than a year ago.
Sanitorium
The chairmen of the County Board and Finance Committee respectfully met with
officials in the same capacity of Ashland and Iron Counties at Ashland on November 1, 1949.
At this meeting -a motion was adopted to reduce the budget submitted by the Sanatorium
Trustees by 8% thereby reducing our appropriation,iby about $2,720.00
County Fair
There is a deficit in this years operation due to'a large extent in the improvements
such as.a new wall, pump -house and sanitary rooms requested by State Board of Health.
This should be considered as a long time program. Operating costs also exceeded estimates
due to higher costs. The fair committee is submitting a report covering their operations.
Elections
This item has a large increase due to the general elections to be held next year.
This year the expenditures exceed the appropriation because the legislature passed a
law for a run-off election for State Superintendent of Public Instruction.
Medical & Hospital
Vile recommend the discontinuance of this itemb,ecause of necessity of county financing.
These costs will revert back to the taxing districts as it was a few years ago.
Salaries
We recorfmrend adoption of resolutions for increase of janitor and nurses salaries.
Other requests for increase have not been included in the budget.
Court House
iffe feel that some of the requests can be delayed and have included only the most
urgent items.
County Bridge Aid
We have included all petitions for bridge aid and have applied some balance in
arriving at the reduced item as shown.
Soldiers Relief
This item was reduced as there is a balance which under the law does not expire at
the end of each year. ffe also considered this item from the basis of costs.the last
few years as well as this year.

Due to present plans and commitments we recommend the carry over of the bal-ance of
present appropriation in addition to an item included in the budget. This is based on
the engineers estimates.
County Trunk Highways
tIe recommend that no additional mileage be added to the County Trunk Highway
System. We also recommend that the 2 Mill levy be discontinued after this year. This
will amount to a reduction of one sixth of the county levy.
Traffic Fines
There have been very few cases under the county traffic ordinance. This is due to
a large extent because the state insists that its traffic officers bring charges under
the state law which allows the state 50% of the fines.
Equalization
The total recommended equalized value has increased by �p'307,310.00 which is due
largely to ney,r construction. The value of class "C" manufacturing has descreased by

$370,700.00. If it viere _not for this factor the total increase for the year would
have been well over half a million. A resolution covering the equalized valuation is
being submitted and we recommend its adoption.
Audit
A proposal has been submitted by Wallace E. Wickman, Certified Public Accountant,
for the audit of the 1949 records and we recommend that it be accepted with the
provision that it be completed in time for the annual meeting next fall. We have gone
over the audit report covering 1948 records with the auditor in detail. A copy of this
report is on file and available for inspection.
In view of increased operating costs, reduced revenues, and larger delinquencies,
it will be necessary to sell bonds or borrow money. At present, only short term loans
will be necessary and we recommend this procedure tather than sell bonds and lose a
years interest.

requests. V,,e have of necessity gone clear across the board and made reductions wherever.:_

eliminate the receipt item of $800.00 for County Fair premium. Carried.
