The enclosed State Treasurerxs check payable to your order in the amount
indicated below represents a highway aid to your county pursuant to Section 20.49 (11)
(b), Wisconsin Statutes. This allotment is supplemental to, and is to be used for the
same purposes as the County Trunk Highway Allotment under Section 83.10(1) which you
received as of June 30, 1950.
The total amounts available for the counties are apportioned among them on the
basis of the last allotment for County Trunk Highways under Section 83.10(1). The
total of the supplemental aid for County Trunk Highways for your county under Section
20.49(11)(b), for which check is enclosed, is computed as follows:

The following resolution was read:
STATE AND COUNTY AID CONSTRUCTION AND IMINTENANCE DURING THE
CALENDAR YEAR 1951.
SECTION 1. The County Board of Supervisors of Bayf field County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to
the county for highway work in the year 1951 under the provisions of Section 20.49
and Chapters 83 and 84 of the Statutes and the additional sums herein appropriated
shall, be expended as- hereinaf.t.er set forth:
SECTION 11.
COUNTY' TRUNK HIGENIAY-ALLOTAIIENT . WHEREAS: The State Highway
Commission -has notified the County Clerk that a sum of money estimated to be
One hundred four thousand nine hundred and no/100 -- Dollars ($104,900.00) will
become available at -the end of the fiscal year ending June 30, 1951, under the
provisions of Section 20.49(3), 20.49(11)(b), and 88.10(1) of the Statutes, for the
county trunk highway'system in the county, but the actual amount will not be known
until the close of the fiscal year, June 20, 1951,
BE IT RESOLVED: That the County Highway Committee is authorized and directed
to expend the said sum to the extent required, to match and supplement Federal Aid
for construction, right of way, and other costs on any Federal projects located on
the County Trunk Highway System of said County, which are not recovered from federal
funds, and to expend any balance for constructing, repairing, and maintaining such
county trunk highway system and the bridges thereon, including snow and ice removal
and control, as directed in Section 83.10(1)' of the Statutes, and to reimburse the
general fund for any expenditures that may be made therefrom, pursuant to Section
83.01(6). of .the Statutes. The distribution to such purposes is estimated,, but not
specifically directed to be as follows:
For construction, maintenance, sno,,i removal and ice prevention on the County Trunk
Highway System.
SECTION 111. STATE TRUNK HIGIB'IIAY ALLOTI6ENT.
(A) WHEREAS: The State Highway Commission has estimated that the sum of One
hundred sixteen thousand eight hundred --- Dollars (116,800.00) will become
available from the:..appropriation of the fiscal year ending June 30, 1951, under
Sections 20.49(4) and 84.03(3), to be allotted and expended by the State Highway
Commission in accordance with the provisions of Section 84.06 for the construction,
reconstruction and improvement of the state trunk highway system and connecting upon
projects which have been approved by this county, but subject to the provisions of
Section 84.03(4) relative to the retirement of bonds, and
WHEREAS, there has been received from the State Highway Commission its
determination as to the proposed projects and the proposed allocation of such sum,
BE IT RESOLVED: That such projects and the allocation of such sum be approved
as hereinafter set forth;
1. The sum of One hundred_tWelve thousand ----- Dollars($112,000.00) previously
advanced pursuant to Section 84.03(5) Statutes, for the improvement of State Trunk
Highway No.13 between the West CountLine and Port �'Ving, State Trunk Highway 13
between Cornucopia and Bayfield, U.S. Highway 63 between Grandview and the Junction
with State Trunk Highway. 112 and U.S. Highway 63 between Drummond and Grandview.
2. The following sums for the improvement of the Highway System on the projects
November 14, 1900
described:
(a) The sum of ,our thousand eight hundred Dollars (44,800.00) for the
improvement of U.S. Highway No. 632 the Cable -Drummond Road, approximately 10.0
miles;
(B) WHEREAS: There has been received from the State Highway Commission its
determination as to proposed projects and the proposed allocation of an unexpended
balance from allotments of previous years under Section 20.49(4) and 84.03(3),
BE IT RESOLVED: That - such projects and the allocation of such balance be
approved as hereinafter set forth:

Highway No. 63 the Cable -Drummond Road, approximately 10.0 Miles.
SECTION IV. 14HEREAS: It appears that certain additional highway improvements
in the county are necessary and warrantedo
BE IT RESOLVED: That the County Board does hereby appropriate the following
sums for the purpose hereinafter set forth:
(1) The sum- of Five thousand -----Dollars ( $5, 000 :,00 ) for the improvement
by Bituminous Surfacing of County Trunk Highway "All beginning at Drummond -and
extending westerly as far -as the said sum will construct:
(2) The sum of Five Thousand Dollars (5 000.00) for the improvement by
Bituminous Surfacing County Trunk Highway "C" beginning at Cornucopia and extending -
southerly as far as the said sum will construct.
(3) The sum of Five Thousand -- Dollars (5 000.00) for the improvement by
Bituminous Surfacing County Trunk Highway I'D" beginning in Section 15-T. 43N-R.7 W
and extending -easterly as far -as -said sum will construct.
(4) The sum of Five Thousand Dollars ( 5 000.00) for the improvement by
Bituminous Surfacing County Trunk Highway "Dtt beginning in Section 34-T.45N.®R.6PJ
and extending southerly as far as the said sum will construct.
(5) The sum of Five thousand dollars ( 5 000.00)for the improvement by
Bituminous Surfacing County Trunk Highway "E" beginning at Bibon and extending easterly
as far as the said sum will construct.
(6) The sum of Seven thousand fifty six and nineteen 100 -- Dollars ($7,056.19)
for the improvement by Bituminous'Surfacing County Trunk Highway "E" beginning,at
Mason and extending northwesterly as far as the said sum will construct;
(7) The sum of Five thousand -- Dollars (5,000.00) for the improvement by.
Bituminous'.Surfacing County Trunk Highway ?Ttt beginning at Bayfield and extending
westerly as far as the said sum will construct.
(8) The sum of Five thousand -- Dollars ( 5 000.00).for the impoovement by
Bituminous Surfacing County Trunk Highway f4ktt beginning in Section 26-T.51N-R4W
And extending northerly as far as the said sum will construct.
SECTION V. 10MREAS: Appropriations are made herein, in addition to the amounts
available for work in the county under Section 20.49 of the statutes;
BE IT RESOLVED; That the county board does hereby levy a tax :on all of the
property in the county to meet such appropriations as follows:
l) For the various purposes as set forth in section IV hereof, the sum of

SECTION VI. WHEREAS: The various highway activities, for which provision is
made in this resolution are continuous from year to year, and the exact cost of any
work cannot be known at the time of making the appropriation therefor.
BE IT RESOLVED-: That this board does hereby direct that any balance remaining
in any appropriation for a specific highway improvement after the same shall have
been completed, may be used by the County Highway Committee to make up any deficit
that may occur in any other improvement, which is part of the same item in the County
budget, for which provision is herein made, and any balances remaining at the end of
the year in any highway fund shall remain and be available for the same purpose in the
ensuing year.
SECTION VII. WHEREAS: The exact amount of the funds that will become available
for highway purposes in the county under Section 20.49 of the statutes will not be
known until on or after June 30, 1951:
BE IT RESOLVED: That the Couty Treasurer is hereby authorized and directed to
make payments for the purposes for which such funds are to be used, as herein before
authorized, from any funds in the county treasury that are not required for the
purposes for which appropriated prior to August 1, 1951; and to reimburse such
funds in the county treasury from the sums received under section 20.49 of.the
:Statutes. The County Clerk is hereby directed to levy the taxes named in Section V
hereof in the county tax levy in the manner provided by law.
SECTION VIII. WHEREAS: 'The County Highway Committee and County Highway
Commissioner are charged with the duty and responsibility of carrying out the
construction and maintenance of highways for which provision is made and other
related supervisory and administrative duties.
BE IT RESOLVED: That the County Highway Commissioner shall have authority to
employ, discharge, suspend, or reinstate such personnel as he deem necessary for such
purposes, provided, however, that the County Highway Committee may by action
recorded in its minutes determine the number of persons to be hired and their wages.
The term "personnel" or "person" shall include all patrolmen, laborers, foremen,
clerks, stenographers, or other employees necessary to carry on such activities.

PROVIDING FOR THE ADVANCE OR TRANSFER OF
CONSTRUCTION FUNDS IN BAYFIELD COUNTY
r'THEREAS: Federal funds have been allotted to Wisconsin for the improvement
of highways to be allocated for expenditure by the State Highway' Commission with
the concurrence of the Bureau of Public Roads, and it is desired to take advantage
of every opportunity to secure the expenditre of a portion of such funds in this
county, and
WHEREAS, funds must be provided by the state or counties to hatch the federal
funds allotted and, or, to pay the cost of items which are not recovered from federal
funds, and
WHEREAS, other emergencies frequently arise making necessary or desirable the allocation
or transfer of funds to or between other authorized construction projects or for
additional needed improvements.
NOW, THEREFORE, in order to provide for promptly making available the funds
necessary for the purposes hereinbefore mentioned, and to avoid the delay and expense
incident to calling a special meeting of this board.f or such purpose,
BE IT RESOLVED, that the County Highway Committee, with the approval of the
State Highway Commission, is hereby authorized to transfer to or between any
authorized construction projects or for additional needed improvements -in this
county, any funds allotted to this county by the state under the provisions of
Sections 20.49(4) and 84.03(3) and previously allocated by this board to any other
project,, -or remaining unallocated in, reserve-; and
BE IT FURTHER RESOLVED, that the State Highway Commission be and is hereby
petitioned 'to advance, pursuant to Section 84.03(5) of the Statutes, upon the
filing of a request -therefor by the County Highway Committee of this county, which
said Committee is hereby authorized to file, such sums as may be required and are
not otherwise available, for the purposes hereinbefore mentioned on any authorized
construction projects or for -additional needed improvement's in this county, with
the understanding that such advance will be deducted from future allotments to this
county for state trunk highway construction under Section 84.03(3) of the Statutes.

,%TBEREAS-, for the construction and maintenance of highways, including the
removal and control of snow and ice, it becomes necessary from time to time to
purchase equipment, the nature of and necessity for which cannot be accurately
anticipated,
THEREFORE, BE IT RESOLVED, that the County Highway Committee is hereby authorized,
pursuant to Section 83.015.(2) of the Statutes, to T.n.-Irchase without further authority,
and to the extent that revolving funds accumulated for such purpose or appropriations
made for such purpose are available, such highway equipment as they deem necessary to
properly carry on the work, and to trade or sell such old equipment as may be
considered to be for the best interests of the county.

We the undersigned committee on Sheriff's:;, Justices and Constable bills wish
to make the following report.
We have examined the annual reports and dockets of the Municipal Courts at
vVashburn and Iron River. The reports check with the dockets and remittances have
been made.to the County Treasurer.
The i.2unicipal Court at Washburn collected $1241.00 in fines and $105.60 in
costs.
The Municipal Court at Iron River collected $586.00 in fines and $100.29 in
costs.
We have prepared a budget for 1951 operation of the Sheriff's Department to the
Finance Committee which includes a communication system and we understand this item
is being referred to the county board for their consideration.

explained the States procedure in collections of State General Hospital cases.

The following resolution was read:
WHEREAS, Bayfield County has acquired a tax deed to a parcel of land described
in Vol. 138 of Deeds, page 554 situated in Section 33, Township 45 North, Range 7 )beat
which is a residence in the village of Drummond, and
WHEREAS, this property was originally owned by C. B. Jorgenson and Jennie
Jorgenson, his wife, who deeded it to the four children of Ole Jorgenson and Vivian
Johnson Jorgenson on March 24, 1941. The ages of these children at that time varying
from two to eight years. They were the grandchildren of C. B. Jorgenson and Jennie
Jorgenson, and
WHEREAS, Vivian, Jorgenson was separated from Ole Jorgenson and has the cuttody
of the children, she has since married Heldeen Falke. In addition to supporting
the children she has completed payments on the property and has made repairs thereon,
therefore
BE IT HEREBY RESOLVED that the County Clerk be authorized and directed to issue
a quit claim deed to Vivian Falke upon payment of tax plus interest amounting to
$124.12.

to the Union Airport for the consideration of $1.00.

therefore sold it to Albert Dheane who is my brother.
About a year after he acquired it he became a mental case and since that the
taxes have been delinquent.
In November 1949 the County Board authorized me to purchase the tax certificates
against this property. Then I was unable to do so. Since that time the County has
taken a tax deed on this property and I now petition for the right to purchase the
property from the County for tax plus interest amounting to $683.78.
No one has been living on the property for a number of years and the buildings
are rapidly depreciating.

To the Honorable Members of the Board of Supervisors for Bayfield County:
You: are respectfully petitioned to revoke and cancel that certain tax deed
executed on the lst day of April, 1948, and recorded on the loth day of April, 1948,
in Volume 10 of tax deeds at page 253,-purporting to convey to Bayfield County, for
the tax sale of 1942, Lthat part of Government lot Two (2) in Section Four (4)
Township Forty-nine (49) North, Sect -ion Four (4) west, as described in Volume 83 of
Deeds at page 3311, for the reason that said tax deed was erroneously taken, executed
and recorded.
Your petitioner has had title to said parcel of land since the llth day of
August, . 1934, by virtue of a Ijarranty Deed of record in Volume 120 of Deeds at page
338; this petitioner has paid the taxes thereon as the same became due each
succeeding year and now holds in his possession tax receipt No. 13 for the year
1941, signed by Cora Belanger as Town Treasurer.
An examination of the tax roll f'or the Town of Bayvielgv for the year 1941 reveals
that erron`eouslythe lands described above were listed thereon as belonging to Eva
J. Uhiting, and that although your petitioner paid the taxes thereon assessed, such
payment was not properly credited and subsequently the said lands were sold for taxes
in the year 1942.
WHEREFORE, your petitioner requests that this Board authorize the proper County
officials to correct the records that said payment thereof may be shown and to execute,
record and thereafter deliver to your petitioner a quit claim deed conveying said
premises -to your petitioner.

REPORT AND RESOLUTION OF COM 11ITTEE ENACTING AlENDMENT TO THE ZONING ORDINANCE
To the County Board of Supervisors:
Your Zoning -Committee, having held a hearing in the Town of Barnes on September
27, 1950 in accordance with a resolution passed by the County Board on April 18, 19502
which action was taken in accordance with a petition presented to the County Board by
the owner of the land, D. B. Friermood, Solon Springs, Wisconsin, and approval of
which was given by the Town Board of the Town of Barnes on March 21, 1950. The
Zoning Committee recommends as follows:
That the petition of D. B. Friermood to :amend the.Zoning Ordinance and change
the Use Classification from Forestry Use, District Noe 1, to Unrestricted Use,
District No. 3,.as it affects the following lands,. be granted: The SW NW, NE SW,
NW SW, and NW SE of Section 12, Township 44 North, Range 9 West, located in the Town of
Barnes, Bayfield, County, Wisconsin.
The Zoning Committee therefore offers the following- resolution;
RESOLVED, That the County Zoning Ordinance, as it affects the SW NW, NE SW, N1417 SW,
and NPl SE of Section 12-44-9 be hereby amended so as to reclassify the use of these
lands from Forestry Use, District No. 1, to an Unrestricted Use, District No. 3, and
BE IT FURTHER RESOLVED, That the County Clerk, upon publication of this
amendment to the Zoning Ordinance, be and is hereby directed to file a certified copy
of said amendment, including the accompanying., map, in the office of the register of

A copy of this letter is being mailed to each of you, because the matter of a
county contribution toward the cost of the state forest inventory requires
consideration by your finance committee prior to the November board meetings. The
value of this forest inventory, the procedures and the division of costs have already
been covered in meetings and in the August issue of Wisconsin Counties®
At some of the meetings the question was raised as to whether counties could
make their entire contribution from the county forestry fund. The conservation
department was advised by the Attorney General's office that the funds contributed
by the state could be applied only to the county forest. Therefore, the division
of the contribution would be as printed in the August issue of County Bloardso
Appropriate action for your finance committee would be to recommend budgeting
of $584.00 from the county forest fund and $725.00 from the general fund for next
year,

expiration of the term of the present Municipal Judge, or sooner if for any reason
the office of Municipal Judge becomes vacant, therefore
BE IT HEREBY RESOLVED that at such a time all the jurisdiction of the present I ,I
Municipal Court at Washburn be transferred to the County Court and the present Firbt
Municipal Court at ;Tashburn be abolished and that the salary of the County Judge be'
increased $50.00 per month effective upon consolidation, as compensation for
additional duties, and that all court fees and costs be paid into the County

adjustment in the scale of compensation of the County employees;
BE IT RESOLVED that the following rates of compensation be set for appointive
and clerical employees of the county officers and of the Court House, excepting the
Highway Department which has adopted a separate scale of compensation:
1. Clerical and stenographic: The kill mum or starting salary will be $135.00
per month with an automatic $5.00 raise per month at the end of the three month
probationary period and raises of $10.00 per month at the end of each six month pericd-
thereafter, provided such raise is approved by the officer in -charge, until the
maximum monthly salary of $185.00 per month shall have been reached, the current
effective wage for each employee to be determined by the above scale and according to

County Board of Supervisors:
Gentlemen:
We, the undersigned committee on Finance, Budget and Equalization submit herewith
our annual report and recommendations for 1.951.
ESIualizati on
The recommended equalized valuation of the county for 1950 has increased
1,382,645.00 over last year. This allows arl increase under the 1% limitation for
county taxes of $13,826i45.
Audit
We met with W. E. Wickman, C.P.A., who audited the 1949 records. and:.:he_ sp.ent..much
time with us; we examined his full report and he explained .
the financial report and exhibits in detail. It is a very thorough report and well
prepared. We commend him highly and recommend that his offer be accepted for the audit
of .1950 records.
County School Tax
The county school tax is certified by the State Superintendent of Public
Instruction and is a must item. It amounts to $25,200.00, an increase in budget item
of $5,942.60 over last year. In former years this item was reduced by income from
Uo'S. Forest sales. Now this item goes to the Districts in which such lands are
located.
medical & Hospital
This year we vrere able to include an item for Doctor, Hospital & Medical for
welfare program for several reasons:
1. Increased valuation
2. No deficiency appropriations
3. Increased income for sale of stumpage of county lands
4,. Increased State aid for Sanatorium
56 Increased gain on sale of tax deed property
6. Increase welfare aids
7. Reduction in requests for county bridge aid.
Salaries and Wages
We are referring without recommendation to.the county board a request for
clerical, deputy hire, veteran's service officer,, jamitor and jailor. This item if
granted will cost approximately 1$5,400.00 and is not provided for in the budget.
We are recommending by separate resolutions an increase in salary of Welfare
Director and County Judge. The Municipal Court at Washburn will be combined with the
County Court during 1951 and will give the County Judge additional duties. The
increase in salary of the Welfare Director will be reflected in increased State and
Federal aid for administration'.
Outlay
We are referring request for a short wave system for Sheriff's office and cars
direct to the County Board and have instructed the sheriff to invite a sales
representative to talk to the County Board.
The request for aid for aerial forest survey has not been provided for in the
budget.
There is some merit in the request for a new zoning map but this item which will cos
approltimately $200.00 has not been included in the budget.
County Fair
The bills covering dam&ges due to an unfortunate accident at the County Fair in
August are submitted to you.:for consideration as there is no appropriation available.
We recommend their allowance.
Contingency Fund
This year for the first time we have been able to include a contingency fund
which is about 1.3 per cent of the total budget. It is a fiery conservative amount to
meet emerGencies. In fact it probably will not c.over shortages in tax collections.
Finance
We are recommending short loans instead of sale of bonds. Interest on the bonds
will amount to more than interest on loans for a short period of time. Kindly note
that the short loans are estiEiated• at $75,000.00, an increase of $`'25,000.00 over last
year. One of the major reasons for this increase was the appropriation authorized
last April by the Board for Doctor, Hospital & Medical of welfare cases and which teas
not included in the tax levy.
Highways
The Highway C omittee"met with our Committee and explained in detail the highway
program for 1951 which included matching Federal.Aid Funds for the County Trunk
Highway System. We recommend the continuation of the 2 mill. tax levy for county
trunk.highways in order to take advantage of available federal aid funds.Ye
recommend that no additional mileage be added to the County Highway System.

BE IT HEREBY RESOLVED, by the board of supervisors of Bayfield County, Wisconsin,
assembled in annual session this 15th day of November, 1950, that there be therefore
hereby appropriated against all the taxable property of Bayfield County, the following
items and sums to wit:
State Tax for forest purpose under Sec. 70.58 (2) 4,205.62
Common School Tax under"Sec. 59.075 25,200.00
Common School Tax under Sec. 59.075 omitted in 1949 700.00
For all other items of budget as appears today in the sum of 18531630.95
