Meeting called to order at 10:00 A.M. by J. L. MacRae, Vice_Chairman. The
following members answered roll call: Clarence L. Olsen, Ray Mammoser, Carl Hiekel,

Mr. Olsen then took the Chair and
Nominated for Vice -Chairman was J. L. MacRae. On motion nominations were closed.
Moved by Janock and seconded by Shykes that the County Clerk cast a unamimous
ballot for J. L. MacRae for Vice -Chairman. Carried.
The Clerk then cast a ballot as directed and the Chair declared MacRae duly
elected as Vice -Chairman.
The following communication was read;
TO THE HONORABLE BAYFIELD COUNTY- BOARD

Gentlemen:
During the past few years newsprint has advanced in price from 842.00 per ton
to $162.00 per ton. Freight on a ton of newsprint has increased from $12.00 per ton
to $20.00 per ton. Ink prices have doubled, labor costs are almost double and many
other things have increased in cost.
Due to these conditions vie feel that the present rate of 650 per folio for
publishing county board proceedings plus 200 per folio for printing supplements, making
a total of 85V per folio is inadequate.
After due consideration, we respectfully ask you to grant us an increase in rates
to 85V per folio for publishing proceedings plus 250 per folio for printing supplements,
making a total of $1.10 per folio.
we feel.this price is very fair to the county, inasmuch as the regular legal rate
as set by the Wisconsin State Legislature, without printing supplements is $1.25 per
f olio.

The following communication was read:

County Board of Supervisors

Gentlemen:
I wish to bring to your attention the fact that there are places -in the County,
where two section corners exist inhere but one should be, as they are not correction
corners. One such place is the West 1/4 corner of Sec. 28 T47N. R8V near Wheeler's
place on County Trunk "H't in the Pike Lake Park district of Iron River. One corner
we have no record of, as to how or by whom it was set andthe position of the other is
also questionable a-s it does not check with a survey made at an earlier date. There
is quite a lot of valuable property affected by this 1/4 section corner and until such
time as the situation is corrected no survey can be made in either section 28 or
section 29 which lies directly west. -
There is a similar situtation on the Upper Eau Claire Lakes, the West 1/4 corner
of Sec. 2 T44N R971 which should be .corrected as it presents the same problem as the
above.
There are many places in the County where the existing corners are so badly
rotted that much more delay in replacing them will result in the corner becoming lost
or at least obliterated and there are far too many in that condition now.
To replace a lost or obliterated corner according to the Manual of Instructions
used by the Federal Government and followed closely by the State of Wisconsin,
requires quite an extensive survey, too costly for the average man owning a 40 or
80 acre piece of land as all corners of a section must be identified before a section .
can be subdivided.

In view of the above facts, I respectfully request that this situation be referred
to a committee to meet and work with me to see if some kind of a solution can be
arrived at.

Moved by J'anock and seconded by -'Buick to amend the motion. to the effect that
the committee make a thorough study of the situation in the entire county and including
the cost of :.carrying out the proposed program and report back to the County Board.
Amendment carried. The original motion as amended was then submitted and adopted
by the County Board.
Moved by Pajala and seconded by Desparois to receive and place on file a
communication from the County Boards Association relative to the second annual County
Traffic Enforcement Officers Institution to be held in Madison in May. Carried.

This is to inform you.that the payment limit established in connection with your
"special account", under Section 108.15 of the Wisconsin Statutes, has been reached —
and that no further benefit payments can be made to your unemployed workers under
this section. A final Statement of Eraployerts Account will be mailed to you in May.
You, of course, still have the privilege, under Section 108.02 (4)(f), of
voluntarily electing to become an employer subject to the Unemployment Compensation
Act. If you are interested in the possibility of providing continued protection for
your employes through voluntary action on your part, we suggest that you write the
Industrial Coiimaisssion for information as to hour such an election can be made effective.

The following resolution was read:
WiMEAS, The Wisconsin constitution provides that "At their first session after
each enumeration made by the authority of the United States, the legislature shall

apportion and district anew the members of the senate and assembly, according to the
number of inhabitants . T4, and
WHEREAS, Under this plan of apportionment it is now possible for eleven counties
to control the state legislature; therefore be it
RESOLVED, By the County Board of Supervisors of Bayfield County, Wisconsin that it
is the eoncensus of opinion of this Board that the constitution of the State of
Wisconsin should be amended to provide that members of the assembly shall be chosen
according to the number of inhabitants, and members of the Senate on an area basis with
no county in the state having more than one senator.
RESOLVED FURTHER, That a copy of this resolution shall be forwarded to the
Assemblyman from Bayfield County and to the Senator from this district.

-beincluded under the Federal Old Age & 'Survivors Insurance .System as of January 1,
1951 for all of its eligible employes, including the employes in all part time
positions which are not excluded under Section 66.99 (4a). Positions whose
occupants are compensated on a fee basis shall be excluded. All persons occupying
offices filled by election by the voters of Bayfield County shall be covered, and
BE IT FURTHER RESOLVED, that the clerk of Bayfield County submit a certified
copy of this resolution to the executive director of the Wisconsin Retirement Fund.

the State of Wisconsin be furnished with a copy of this resolution, which copy shall

Township Forty-three (43) North, Range Seven (7) West from the Forest Crop Law. The
County Clerk is hereby authorized and directed to petition the Wisconsin Conservation
Department for withdrawal of the above description.

The Trustees of Pureair Sanatorium have been advised that legislation enabling
county governments to place their employees under the provisions of the Federal Social
Security Act has recently been passed by the Legislature and signed into law by the
Governor.
The purpose of this communication to your County Board is to urge their
consideration for placing the employees of Pureair Sanatorium under the provisions
of Social Security. As Trustees of the Institution it is our feeling that the
employees are entitled to these benefits, and we respectively request your consideration
of this problem.

The following resolution was read:
+,,11HEREAS the County Board in its November meeting raised the salaries of the
clerical help to $185.00 and,
WHEREAS for some reason the County Board failed to increase the salary of the
caseworkers employed in the Public Welfare Department who are employed at the present
salary of $190.00 and,
WHEREAS the caseworkers are required to own a car which costs about a year's
salary and,
WHEREAS the salary paid by the other counties is making it increasingly difficult
for the Bayfield County Public Welfare Department to hire. and hold caseworkers and,
WHEREAS under the salary schedule.adopted by the Bayfield County Board these
caseworkers could be entitled to an increase in salary and,
'iEEREAS Bayfield County pays only 35 per cent of these salaries or at the present
time., $66.50 a month, therefore,
BE IT RESOLVED by the Bayfield County Board of'Supervisors in regular session
this 17th day of April, 1951 that the two caseworkers receiving $190.00 at the present
time be entitled to a $10.00 a month increase as of April 1, and a'second increase of
10.00 a month at the end of six months, and that the other caseworker just reaching
the maximum salary of $190.00 be alloweda $10.00 raise at the'termination of another
six months employment and an additional 3"10.00 increase at the end of twelve months,
this action to make the maximum salary of the caseworkers $210.00.

plat pursuant to the provisions of Section 70.27 of the Wisconsin Statutes and that
the County Clerk be and he is hereby directed to acknowledge said plat and file the
same with the Register of Deeds of Bayfield County.

BEREAS, The present salary of Charles Nettleton, Bayfield County Cruiser, is
$175.00 per month, and
liTEEREAS, A raise of 025.00 per month for six months was included in the 1951
:budget, now
THEREFORE, Be it -re-solved, That the salary of Charles Nettleton be raised from
$175.00 per month to $200.00 per month, to be effective as of July 1, 1951.
BE IT FURTHER � RESOLVED, That 60% of the raise in salary be charged to the
County appropriation and 40% be charged to the County Forestry Funds.

WHEREAS, Timber stumpage sold on bids requires a ten percent deposit with the
bid, and
WHEREAS, In the case where a successful bidder does not pay up the balance of
his contract within thirty days his ten percent deposit is forfeited, and
W1JHEREAS, The Forestry Department has paid for the expense of cruising,
advertising, and holding meetings for these sales; now
THEREFORE, BE IT RESOLVED, That when the bidder must.f orfeit his ten percent
deposit, this money be retained by the Forestry Department and credited to the
Bayfield County Forestry Funds.

a'dIMEAS certain of the taxing districts of Bayfield County within whose border
lies the bulk of the county forest crop land are finding it increasingly difficult to
meet the obligations that they are forced by law to assume and,

I.-MEREA.S school -districts have a greater borrowing power than that of the towns
WHEREAS the income from the forest crop lands at the present time is divided 20
per cent to the county, 40,per cent to the school district, and 40 per cent to the towns,
Therefore,
BE IT RESOLVED by the Bayfield County Board of Supervisors in regular session
this 18th day of April 1951 that it is the opinion of this County Board that the forest
crop revenue should be divided 25 per cent to the county and 75 per cent to the towns
wherein the forest crop land lays and that:a copy of this resolution expressing the
opinion of the County Board be sent to Arthur Lenroot, State Senator and Vic Wallin,
State Assemblyman, requesting that these representatives in the state legislature
take action in securing the above stated division of the forest crop land funds.

The following petition and resolution were read:
To the Honorable Bayfield County Board of Supervisors:
The petition of John Schweiger of the Town of Namakagon, respectfully represents
and shows that he is the owner of Government Lot Two (2)- of Section Seven (7).j,
Township Forty-three (43) North, Range Five (5) lest in Bayfield County, Wisconsin,
as well as several other descriptions of land in the Tuwn of Namakagon; that he was
involved with difficulties concerning title to his lands and allowed the tax to be
delinquent for some years until the difficulty was cleared up about the year 1946;
that at that time he requested a statement from the County Treasurer of all of his
taxes including those on said Government Lot 2; that upon receipt of the statement
he paid the taxes in full, as he believed, and gave no further thought to the matter,
but has been paying his taxes each year since on all of the descriptions including

said Government Lot 2;
That -it now develops that through inadvertence the tax of 1945 on said Government
Lot 2 was omitted from the statement and this did not come to petitioner's attention
until the present time, when the certificate of sale which had been issued in due
course in the fall of 1946 became eligible for tax deed; that said certificate for
the sale of 1946 on said Government Lot 2 is held by Bayfield County; that under the
circumstances, petitioner feels that it is only fair that he should be allowed to
redeem said description of land from said tax by payment of the face of the
certificate without interest from the time of.sale;
VHEREFORE, Petitioner prays that the County Board authorize and direct the County
Treasurer to sell said tax sale certificate for the year 1946, tax of 1945, on said
Government Lot 2, Section 7, Township 43 North, Range 5 'lest, to petitioner for the
face amount thereof.

On reading and filing the petition of John Schweiger of the Town of Namakagon,
wherein authority is requested for the purchase of the tax sale certificate on
Government Lot 2, Section 7, Totianship 43 North of Range 5 West, Bayfield County,
'Visconsin, for the tax sale of 1946, tax of 1945, and the Board being satisfied that.
petitioner acted in good faith and that the omission to pay the tax was through no
fault on petitioner's part;
BE IT RESOLVED, That the County Board be and is hereby authorized and directed to
sell and assign said tax sale certificate to said John Schweiger for the face amount
thereof, the intention being to omit interest from the time of issuance of the
certificate'to the time of the transfer to mr. Schweiger.

effective Iv1ay 1, 1951, and the jurisdiction is now ;,,,,1,500.00 in civil matters equal to a
Justice of peace in criminal cases as provided by the law enacted in 1895, and
11HER,AS, it ;eras deemed advisable by the local attorneys and the law enforcement
officials to modernize the court procedure and to increase the jurisdiction to
harmonize with present day conditions,
WHEREAS, our Bayfield County Assemblyman, Vic C . lallin, has introduced in the
Legislature Bill No. 507-A and substitute amendment #1 to such bill providing that the
civil jurisdiction of the County Court be raised from $500.00 to 15$?2500.00,and the -
criminal jurisdiction increased from that of a present Justice of Peace to include all
crimes not punishable by cormnitment to the state prison,
BE IT RESOLVED, by the Bayfield County Board of Supervisors assembled this 18th

for Bayfield County on all county owned tax certificates that are now and will be
subject to tax deed during the next year.
BE IT FURTHER RESOLVED, that the officers proceed with the taking of tax deeds
under Section 75.521 of Wisconsin Statutes and also in compliance Stith County
Ordinance covering the same recorded on page 349 of County Board Journal Number 9,
with reference to all descriptions of land to which the same is applicable, and as
to other descriptions of land to which said section is not applicable, the said
officers are authorized and directed to proceed in accordance with section 75.12 and
other applicable sections of the Statutes.

Whereas Bayfield County allows original owners to redeem their property for tax
plus interest from time to time and
Whereas said sales include the years taxes which were omitted from assessment
for the reason that said property was county owned at the time of assessment and
Whereas no provision has been previously made for the distribution of taxes
charged for those years on lands that were not assessed,
THEREFORE, BE IT HEREBY RESOLVED that the County retain one-third and the taxing
districts share be two-thirds of the amounts paid for those years on which
collections were made but were omitted from the tax roll.

WHEREAS, J'. P. O'Malley of Bayfield, Wisconsin, purchased Lots two (2) and
three (3), Section Sixteen (16), Township Fifty-one (51) North, Range Three (3) West,
Bayfield; Couhty, Wisconsin, under date of June 19, 19462 for the sum of Two Hundred
(6200.00), Dollars; and Whereas, it, now appears that this land is part of the
Allotments of the Red Cliff Indian Reservation in the Town of Russell and was; there-
fore, not property taxable; and Whereas, Bayfield -County-'s interest in the property
springs from a tax deed dated, April 14, 1945; and Tffhereas; Bayfield County., at its
annual session in the Fall of 1950, refunded to J. P. O'Malley the $200.00 purchase
price; and Whereas, a request should have been made at' that time for the taxes paid
by the said J. P: O'Malley for the years 1947 and 1948 in the amount of $45.63 with
interest from the date of payment, in all the sum of $50i63;
Now, therefore, it is;
RESOLVED, that said J. P. O'Malley be reimbursed the sum of Fifty Dollars and
Sixty -Three Cents ($50.63) covering the amount he paid Bayfield County for taxes.

IfEEREAS the County Board in its November meeting raised the salaries of the
clerical help to $165.00 and,
WHEREAS for some reason the County Board failed to increase the salary of the
caseworkers employed in the Public Welfare Department who are employed at the present
salary of $190.00 and,
1VHEREAS the caseworkers are required to own a car which costs about a year's
salary and,
WHEREAS the salary paid by the other counties is making it increasingly
difficult for the Bayfield County Public Welfare Department to hire and hold case-
workers and,
1EIEREAS under the salary schedule adopted by the Bayfield County Board these
caseworkers could be entitled to an increase in salary and,
'dHEREAS Bayfield County pays only 35 per cent of these salaries or at the
present time, $66.50 a month, Therefore,
BE IT RESOLVED by the Bayfield County Board of -Supervisors in regular session
this 18th day of April, 1951 that the two caseworkers receiving $190.00 at the
present time be entitled to a $10.00 a month increase as of April 1,, and a second
increase of $10.00 a month at the end of six months, and that the other caseworker
just reaching the maximum salary of $190,iOO be allowed a $10.00 raise at the
termination of another six months employment and an additional $10.00 increase at the
end of twelve months, this action to make the maximum salary of the caseworkers $210.00.

I=REAS no salary adjustment has been made for the Clerk of Circuit Court since the
term commencing January 1, 1949 and
VTHEREAS the cost of living has increased considerably since 1949 and especially since
the Korean War and
WHEREAS Chapter 6, Laws of 1951 permit emergency salary adjustments by governing
bodies, including County Boards, and

1,11HEREAS, the ratebe'tb for the board of prisoners at the County Jail, of. Forty cents
a meal, or $1.20 cents a day,.was set by the Bayfield County Board in 1946, and
?ITHEREAS, the price of foodstuff has skyrocketed since that time, without any advance
in the rate for board of prisoners, and
WHEREAS, the surrounding counties of Iron, Sawyer, Douglas and Ashland have set a rate
of $1.50 per day for the board of prisoners
THEREFORE, be it resolved by the Bayfield County Board of Supervisors, in cession this
18th day of April, 1951, that the rate for board of prisoners at the Bayfield County
Jail be set at $1.50 per day, effective May 1, 1951.

eTHEREAS, The County Superintendent of Schools serves as secretary of the County
School Committee as provided by law, Wisconsin Statutes (40.303(1), and
.1E EREAS, acting as secretary'of this committee adds a great many duties to the
office of the.County Superintendent and no provision has as yet been made for
compensation therefore, and
WHEREAS, a recent Attorney General's opinion authorizes the County Board to grant
such compensation to the County Superintendent, effective during.the current term, and
WHEREAS, the County School Committee's budget now makes this money available,
therefore,
BE IT HEREBY RESOLVED, that the County Superintendent receive the same rate per
diem as the other members of the County School Committee for time served in the
capacity of secretary of the County School Committee.

go to the municipality, that is to say to the town where the land is located; It is

and to each of our U. S. Senators for their consideration.

J. C. Shumivay respectfully represents that he is interested ,in the property
described as Lot 9, Block 112 of the Townsite of Bayfield, Bayfield County, dVisconsin;
that the records in the office of the County Clerk of Bayfield County indicate that
said property was quit claimed by the County of Bayfield to Mrs. R. R. Gurley of
Philadelphia, Pennsylvania on March 2, 1926, on the tax sale certificate covering
sale of 1922; that it appears from the records in the office of the Register of Deeds
of Bayfield County that the grantee evidently neglected to record said quit claim deed
and that the same has now been lost,
T,Wherefore the petitioner prays that the County Board authorize the County Clerk
to issue a duplicate Quit Claim Deed to Mrs. R. R. Gurley in order that the same may.
be recorded and the record completed and perfected.

After some discussion, it was moved by Buck and seconded by Radosevich to
disallow the claims of the Village of Cable for care of aenry Mazur as follows:

The board then voted in, favor of the motion before the house to refer the balance
of the bills to the Finance Committee. Carried.
Peter Hanson, a member of the special coilunittee to investigate printing costs
compared to a few years ago, made an oral report and recommended that the request of
the printers be granted because it appeared a reasonable request on the basis of
increased cost of operation.
Moved by Tribovich and seconded by Buck to set the rates for publication of the
official board minutes as follows: 850 per folio for official proceedings; 250 per
folio for printing supplements; and $15.00 to other than the offical paper for
distributing supplements of each board meeting. Carried.
Moved by Pajala and seconded by Utpadel to elect the Iron River Pioneer Press'as
the official paper for the ensuing year. Carried.
