supervisor in the absence of Conrad Tedlund who is visiting in Cody, 1lyoming for a
few months.

Moved by MacRae and seconded by Pustinger to seat Mr. Tolliver as a representative
from the Village of Mason. Motion carried.
On suggestion of Mr.. MacRae, the Board stood up and faced the East in silent prayer
in memory of Harvey Irish and all other soldiers.
Moved by H. C. Anderson and seconded by Desparois to dispense with the reading of
the last minutes. Carried.
Moved by MacRae and seconded by Shykes that nominations be made by ballot for
r
members to the Highway committee. The Chair appointed Wicklund and Pustinger as tellers.

The following resolution was read:
Whereas, Harvey Irish, a member of this County , Board and the Torn Board of the Town
of Bayview for the past twenty years, and a resident of Bayfield County since his
boyhood, has been called to death since the last annual meeting of this body, and
N0vembe-r_l2,-1952`
Whereas, in his death Bayfielei County has lost a citizen who has always been loyal
to local, state and- federal government. He was a member of the Bayfield County Company
during the Spanish American War. At 'the beginning of world War I he helped organize
Company D which was commanded by ,-H® H. Peavey and Lieut . R. W. Smith, and which was later
known as the military Police',of the 32nd Division. He was cleric of the Town of Bayview
for many years, and in later years represented his town as a member of this body.
He served on many committees and„personally assisted in doing valuable work. His
last committee assignment was acting as a member of the Finance Committee where he
played an active part in the investment of over $100,000.00 of county monies in
government bonds.
He had a keen interest in the advancement of our forestry program as -he lived to
see the great forests of this county give way to the woodsmans axe, and to see the ri3O
and replacement of a luxuriant growth o:i new timber through the government program. He
was present at the time when Dick Herring, Chairman of the County Board, planted the
first tree on the barrens northwest of Washburn. He knew at that time that it would
be many years before selective cutting would be merchantable timber. Now we can
realize the fruits of their efforts.
Harvey Irish was a1Ways true to his old friends and a familiar figure around the
court house. He will be missed by friends from all over the county.
To the bereaved family, this Board extends its deepest sympathy.
BE IT FURTHER RESOLVED that this resolution be spread upon.the minutes of this
Board and a copy thereof be transmitted to the family of Harvey Irish.

STATE AND COUNTY AID CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1953
SECTION I. The County Board of Supervisors of Bayfie ld County, ItTisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to
the county for highway work in the year 1953 under the provisions of section 20.49 and
Chapters 83 and 84 of the Statutes and the additional sums herein appropriated shall be
expended as hereinafter set forth:
SECTION II. COUNTY
TRUNK HIGH�;,IAY ALLOTTdENT . WHEREAS:
The State
Highway
Commission has notified
the County Clerk that a sum of money
estimated
to be One Hundred
Twenty Thousand One Hundred and no/100 - ® Dollars (k120,100.00) will becomeavailable
at the end of the fiscal year ending June 30, 1953, under the provisions of Sections
20.49(3), 20.49(11)(b), and 83.1011) of the Statutes; -for the county trunk highway system
in the County, but the actual amount will not be known until the close of the fiscal year,,
June 30, 1953.
BE IT'RESOLVED,'That the County Highway Committee is authorized and directed to
expend the said sum -to the,extent required; to match and supplement Federal Aid for
construction, right of way, and other costs on any Federal projects located on the County
Trunk Highway System of said county, which.are not recovered from Federal funds, and to
expend any balance for constructing, repairing, and maintaining such county trunk highway
system and the bridges thereon, including snow and ice removal and control, as directed
in Section 83.10 (1) of the Statutes, and to reimburse the. general fund for any
expenditures that may be made therefrom, pursuant to Section 83.01(6) of the Statutes.
The distribution to such purposes is estimated, but not specifically directed to be as
f ol.lows :
For Constriction, Maintenance, Snow Removal and Ice Prevention on the County
Trunk Highway System.
SECTION III. STATE TRUNK HIGTJWAY ALLOTMENT.
(A) WHEREAS: The State Highway Commission has estimated that \the sum of'One hundred
Eighteen Thousand and no/100 - - - - Dollars ($118,000.00) will become available from,
the appropriation of the fiscal year ending June 30, 1953, under Sections 20.49(4) and
84.03(3), to be allotted and expended by the State Highway Commission in.accordance with
the provisions of Section 84.06 for the construction, reconstruction and improvement of
the state trunk highway system and connecting streets upon projects which have been
approved by this county, but subject to the provisions of Section 84.03 (4) relative to
the retirement of bonds, and
WHEREAS, there has been received from the State Highway Commission its determination
as to the proposed projects and the proposed allocation of such sumk
BE IT .RESOLVED, That such projects and the allocation of such sum be approved as
hereinafter set forth:
1. The sum of No Dollars ( -0- ) for the retirement of county highway
bonds maturing in 1953.
2. The -sum of Ninety Thousand and no/100------- Dollars ($90,000.00 ) previously
advanced pursuant to Section 84.03(5) Statutes, for the improvement of U.S. Highway
No. 63 between Cable and Drummond.
3. The following sums for the improvement of the State Trunk Highway System on the
projects described:
(a) The sum of Twenty Eight Thousand ----- Dollars (028,000.00) for the improvement
Of U. S. Highway No. 63 , the Cable -Drummond Road, approximately 9.182 miles:
SECTION VIII. WHEREAS: The various highway activities, f or,w hich provision is made
in this resolution are continous from year to year, and the exact cost of any work cannot
be known at the time of making the appropriation therefor.
BE IT RESOLVED: That this Board does hereby direct that any balance remaining in
any appropriation for a specific highway improvement after the same shall have been
completed, may be used by the County Highway Committee to make up any deficit that may
occur in any other improvement, which is part of the same item in the county budget, for
which provision is herein made, and any balances remaining at the end of the year in any
highway fund shall remain and be available for the same purpose in.the.ensuing year.

SECTION IX. WHEREAS: The exact amount of the funds -that will become available for
highway purposes in,the county -under Section 20.49 of the Statutes will not be known
until on or after June 30, 1953.
BE IT RESOLVED: That the County Treasurer -is hereby authorized and directed to
make payments for the purposes for which such funds are to be used, as hereinbefore
authorized, from any funds in the county treasury that are not required for the purposes
for which appropriated prior to August 1, 1953; and to reimburse such.funds in the
county treasury from the sums received under Section 20.49 of the Statutes.
SECTION X. WHEREAS: The County Highway Committee and County Highway Commissioner
are charged with the duty and responsibility of carrying out the construction and
maintenance of highways for which provision is made and other related supervisory and
adminisfirative duties;
BE IT RESOLVED: That the County Highway Commissioner shall have authority to
employ, discharge, suspend, or reinstate such personnel as he deems necessary for such
purposes, provided, however, that the County Highway Committee may by action recorded
in its minutes determine the number of persons to be hired. The term "personnel" or
"Person" shall include all patrolmen, laborers, foremen, clerks, stenographers, or other
employees necessary to carry on such activities.

The following resolution was read:,
PETITIONING FOR ADVANCE OF S.T.H. CONSTRUCTION ALLOTMENTS
BAYF IEL D COUNTY
WHEREAS, it is the consensus of this board that the public welfare and the best
interests of travel make it necessary to complete, as a single project or undertaking,
the whole or as much as possible of the improvement of bridges and approaches on State
Trunk Highway 13 between U. S. Highway 2 and Bayfield, and
WE EREAS, The completion of such improvement to the extent deemed necessary will
require the expenditure of more than one years allotment to this County under Section
84.03(3), Wisconsin Statutes®
BE IT RESOLVED that the Statd Highway Commission is hereby petitioned to advance
and commit the sum of 118,000.00 or as much thereof as required for such improvement,
the amount so advanced to be deducted from future allotments as they accrue to the
credit of this County under Section 84.03(3), Visconsin Statutes; beginning with the
allotment accruing in the fiscal year ending June 30, 1954; and
BE IT FURTHER RESOLVED that this resolution, when approved by the State Highway
Commission, shall constitute an agreement pursuant to Section 84.03(5), Wis-cousin
Statutes.

PROVIDING FOR THE ADVANCE OR TRANSFER OF
CONSTRUCTION FUNDS IN HAYFIELD COUNTY
WHEREAS: Federal funds have been allotted to Wisconsin for the improvement of
highways to be allocated for expenditure by the State Highway Commission with the
concurrence of the Bureau of Public Roads, and it is desired to take advantage of every
opportunity to secure the expenditure of a portion of such funds in this county, and
WHEREAS, funds must be provided by the state or counties to match the federal funds
allotted and, or, to pay the cost of items which are not recovered from federal funds,
and
10EREAS; Other emergencies frequently arise making necessary or desirable the
allocation or transfer of funds to or between other authorized construction projects or
for additional needed improvements,
NOW, THEREFORE, in order to provide for promptly making available the funds
necessary for the purposes hereinbefore mentioned, and to avoid the delay and expense
incident to calling a special meeting of this board for such purpose,
BE IT RESOLVED, that the County Highway Committee, with the approval of the State
Highway Commission, is hereby authorized to transfer to or between any authorized
construction projects or for additional needed improvements in this county, any funds
allotted to this county by the state under the provisions of Section 20.49(4) and 84:03(3)
and previously allocated by this board to any other project, or remaining unallocated in
reserve; and
BE I`T' FURTHER RESOLVED, that the State -Highway Commission be and is hereby petitioned
to advance, pursuant to Section 84.03(5) of the Statutes, upon the filing of a request
therefor by the County Highway Committee of this county, which said committee is hereby
authorized to file, such sums as may be required and are not otherwise available, for the
purposes hereinbefore mentioned on any authorized construction projects or for additional
needed improvements in this county, with the understanding that such advance will,:be
deducted from future allotments to this county for state trunk highway construction under
Section 84.03(3) of the Statutes.

WHEREAS the Bayfield County Board on November 13, 1945, did ray. adoption of a
resolution present for the consideration and approval of the State Highway Commission
of Wisconsin, several duly described sections of the County Trunk System proposed to be
made a part of the system of principal Federal Aid Secondary and Feeder roads as set forth
in the Federal Aid Highway Act of 1944 and
IMPEAS, recent developments have been such that it°will be advantageous to extend

the previously approved system to include the f ollowing described sections of highway;
1. A road now designated as-C. T. H. 41Y", from the west 1/4 corner of Section 18,
T. 44 N., R. 9 '9,, northerly approximately 0.5 miles to the junction with
S. T. H. 27 at - the northwest corner of Section 18, T. 44 N-., R. 9 Wi
2. A road now designated as C.T.H. 11K11 from its junction with S.T.H. 13 near the
northeast corner --of Section 19-,-T. 51 N., R. 4 W., northerly, easterly and
southerly approximately 8.25 miles to its junction with S:T.H. 13 near the
southeast corner of the NE-1- of the NEI of Section.26, T. 51 N., R. 4 W.
3. A road now designated as C.T:H. ?'V? from its junction with S.T.H. 13 near
the north 1/4 corner of Section 23, T. 50 N., R. 4'W., westerly, northerly,
easterly, northerly and southeasterly approximately 8.40 miles to its junction
with Se'T.H. 13 near the center of Section 12, T. 50 N., R. 4 W.
4. A road now designated as C.T.H. "I,' from its junction with C.T.H. '"J" 'at the
northwest corner of Section 14, T. 50 N., R. 4 W.., southeasterly approximately
1.53 miles to, its junction with S.T.H. 13 in the City of Bayfield.
BE IT RESOLVED that the State Highway Commission of'tiseonsin be and hereby is,
petitioned to present the above described sections of highway to the Bureau of Public
Roads, Department of Commerce for approval as part of the Federal Aid Secondary and
Feeder Road System.

TIMREAS, for the construction and maintenance of highways, including the removal
and control of snow and ice, it becomes necessary from time to time to purchase
equipment, the nature of and necessity for which cannot be accurately anticipated.
' TILEREFORE, BE IT RESOLVED., that the County Highway Committee is hereby authorized
pursuant to Section 83.015(2) of the Statutes, to purchase without further authority,.
and to the extent that revolving funds accumulated for such purpose or appropriations
made for such purposes are available, such highway equipment as they deem necessary to
properly carry on the work, and to trade or sell such old equipment as may be
considered to be for the best interests, of the county.

for the year 1953.

The following Notice of Claim, Statement of Claim and Recommendations were read:
NOTICE 'OF CLAIM
TO-.-, Bayfield County and Mr. Ludwig Tranmal, Clerk of said Bayfield County; 6�tisconsin.
TAKE NOTICE, That on the 27th day of July, 1952 at about 3:15 P.M. O'Clock in the
afternoon I sustained substantial property damage in that ray 1951 Nash automobile was
damaged to the extent of $125.31, which damage was sustained by reason of a defect in
County Trunk Highway G in the Town of Pilsen at a point near the Joe Lupa farm; that the
defect or insufficiency which occasioned said damage consisted of a hole in said highway
approximately eight feet 7Ong, six feet wide, and two feet deep; that while travelling
along said highway in s..aid automobile with due care and caution that said automobile
was thrown into the hole as aforementioned causing the damages complained of herein.
FURTHER TAKE NOTICE, That I claim satisfaction from said Bayfield County for the
damages so sustained in the sum of .125.31.

against said Bayfield County for the sum of $125.31 which- claim arises by reason of
property damage sustained by my automobile in travelling over County Trunit Highway G.
in the Town of Pilsen; that due written notice of said accident and damage caused there-
by was on the 23rd day of August, 1952.served on the said Bayfield County and the County
Clerk of the said Bayfield County'designating the place where said accident occurred and
describing generally the insufficiency and want of repair which occasioned it, and that
satisfaction therefor was claimed by me of said Bayfield County, and the .date and time
of said accident, a copy of which notice is attached hereto and incorporated herein

The following report was read:
Report of Highway Committee
Bark Point Road
Town of Clover
The road referred to is known as the Bark Point Road. It is a toy -in highway in the
Town of Clover, extending northeasterly from the Village of Herbster along the sh ore of
Lake Superior leading onto Bark Point.
The portion of this road referred to in the petition of the Town of Clover for aid
from the Bayfiel d County Board is approximately one half mile in length and has been
damaged in numerous places -by wave action from Lake Superior.
The Town of Clover has tried to protect the roadway from the high level of Lake
Superior by placing rock rip -rap on the lake side of the highway and by moving the
highway further away from the beach in other places. Part of this work was done during
the 1951 season and additional work of the same nature has been recently done by the
town late in the 1952 season.
Considerable more work needs to be done.

Curry, we would be willing to trade the SE NE Section 22, Township 50 'North, Range 6
West on which Mr. Curry desires the gravel for County use in return for the SWi of Section
15, Township 49 North, Range 9 West. We can give Warranty Deed to -the gravel pit forty
and would accept the County's Quit Claim based on tax deed to the quarter section in
Section 15.
Our examination tends to show the S.N. of 15 was cut a couple of years ago but it is
sprouting from the stumps and is the type of land we can use. Our report shows that
the poplar on this quarter section is sprouts about two years old. Since this must have
been county land when cut, very likely your records would confirm this.
If this is satisfactory to the County Board, please advise and we will have our
main office execute Warranty Deed to the gravel pit as described.

Dear Mr. Tranmal:
This is with reference to the application of Bayfield County for a grant of state
funds to assist the county in meeting the costs of the social security aids. A hearing,
was held in this connection at the Bayfield County Courthouse on Thursday, July 31.
The report prepared by our accountant indicates that the general fund is in a
sound position, although a good share of the liquid portion available for current
financing is in United States government bonds. It was also painted out at the hearing
that the countyts share of the social security aid costs will be reduced by
approximately $2,000 per month after September 30 when additional federal funds will
be available.
Under the circumstances, we feel that it is unnecessary at this time to recommend
a grant of state funds for Bayfield County. This does not, however, preclude the
possibility of Bayfield County reapplying in case the financial situation changes and the
county finds itself unable to raise the necessary funds to _meet its share of the social
security aids.

Thank you for sending me a copy of the rdsolution adopted by the Bayfield County
Board with respect to the deer season.
As you know, I delayed signing the buck season order for some time in order to

give the northern counties an apportunity to work out a plan for closed areas with
conservation department representatives.
As a result of these conferences, the department will close more than twice as
much area this year as was closed during the.season last year, and most of those who
attended the meeting in Hayward last Monday agreed that no purpose would be served by
any further delay.
In view of this feeling, I have signed the buck season order, since failure to
sign it would mean another Puny -deer'? season this year. This is true because the buck
season order rescinds the present regulations, which would have continued in effect
this year had the buck season not been signed.
Thank you again for sending this resolution. I appreciate having the views of
the County Board on this controversial problem.

You will remember that at the time of the recent budget meeting here that I did not
have the figures on the comparable per capita cost for the various institutions in the
State. I now have that information available.
Out of nineteen institutions with a high of $72.98 per week and a low of $42.95 per
week, Pureair with a weekly per capita cost of $45.62 stands fifteenth out of the nineteen.
The average per capita cost:of all these institutions was $58.28, so you can see that our
costs were running $12.66 per patient per week under the average of the others.
If you want to give this information to the Ashland and Iron County Clerks f or use
at the time of the budget meetings, feel perfectly free to do so.

P.S. Out of the four institutions operating at less than Pureair one has a very small
payroll,.because of the use of the Catholic Sisters for a large part of the work, and of
course, they are not paid. This is River Pines at Stevens Point, which is operating at
a per capita cost of'.$45:34. Tiro of the other institutions running at a cheaper cost
have only part time medical directors. There is only one institution comparable to us
with full time medical director running at a lower cost, and this is River view
Sanatorium at Kaukauna, which -ran at $44.84 per week. I think that you can see that in
comparison with other -institutions offering the, services which we offer that we have run
at a very economical cost and are well toward the bottom in the per capita cost list.

Mr. Vic C. Wallin, Assemblyman, appeared before the board and explained the
referenda question on reapportionment and analyzed the election return covering same.
Mr. Engebrechtson, Assemblyman of Beloit., was also present and spoke on the same topic
as Mr. Wallin. Mr. Wallin was of the opinion that it might be possible to have the
Legislature resubmit the apportionment problem to another refendum.

prepare a resolution on the legislative reapportionment question for consideration at
this meeting of the county board. Carried.

01hereas the Northern Lakes Land Company, a uVisconsin corporation was the original
owner of the East Half (E 1/2) of the Southeast Quarter (SE4), Section Twenty-nine (29),
Township Forty-seven (47) North, Range Six (6) 111lest, in the Town of Keystone, and
through some misunderstanding because of an outstanding land contract which is attached
hereto and under which there was a verbal agreement that the buyer of the land was to
pay the taxes and receive credit on the principal, the Northern Lakes Land,Company
falled to protect their interest and the county now has a deed to the property.
Therefore, we petition the said County Board to permit the Northern Lakes Land
Company to redeem the taxes and regain title to the above described property.

Mr. Hjordahl of the State Game Department appeared before the board and introduced
Dr. and Mrs. Hammerstrom, Game technicians of the State Conservation Department. Both
Mr. Hjordahl and Dr. Hammerstrom gave a talk on the sharp -tailed grouse situation as

it exists in the State of Wisconsin today. Dr. Hammerstrom suggested that Bayfield
County refrain from planting certain areas to :gees, that they be left open fnr.-
the welfare of the grouse species.

special committee to work with the Welfare committee on a county nursing home, explained
his work -to date. His talk covered the Garfield school building in tashburn and the
Boutin home in Hayfield.

possibilities and State requirements of a county nursing home.

The; undersigned committee begs to report as follows:
The town highway referred to in the lm, t it ion of the Town of Clover for County Aid
in' the amount of 02260.00 runs northeasterly from Herbster along the shore of Lake
Superior for approximately, one half mile to a connection with the present Bark Point
Road in Section 4, T 50 N, Range 7 West.
The road was built on a previous high water sand beach by hauling in about one foot
of clay and gravel, which washed out completely in several places due to direct wave
action caused by the recent high level of Lake Superior. The damage is unusual.
The road could probably be rock rip rapped in its present location, or it could
be relocated south away from the beach for approximately six or seven thousand dollars.
There are only two part time residents or summer homes on this particular one-half mile
of road and they have.access to other town roads. Most of the abutting property lying
on the south side is unimproved land owned by the Town of Clover.
There are about thirty one farms and homes on Bark Point which are now being
served by the connecting Bark, Point Road south through Section 4 to S.T.H. #13. Other
than its scenic value, the road is local in character, service and traffic. The 1952
assessed valuation of the Town of Clover is $497,415.00. At the annual 1951 and 1952
town meetings the Town of Clover did not levy the maximum taxes permitted by statute
for town roads. The total miles of public highways in the Town of Clover is 71.06 miles.
The gas tax aid received this year was $9,234.12.
Section 83.03(1) of the Statutes under which the aid is requested by the Town of
Clover reads as follows: "The County Board may construct or improve or repair or aid in
constructing or improving or repairing any highway or bridge in the co untyt%
The county has used this provision to make an appropriation only once before in the
history of the county.
In the application of the above very broad emergency powers granted'to the county
board it would seem wise to safeguard the county by conforming to a fair and reasonable
policy uniformly applied to all municipalities in the county.
In view of the foregoing, and considering that this request, if granted, may
establish'a precedent for other requests resulting in a heavy real estate tax burden
upon all of the taxable property in the county, for certain town highways, the under-
signed committee specifically recommends that the -following uniform policy be established
in connection with such requests:
That County Aid Appropriations, by property tax levy, under the provision of Section
83.03 (1) of the Statutes shall be considered by the County Board after the 'Town, City,
or Village has Provided the maximum funds possible through local property tax levies
and state aids. -
If the County Board approves of the above recommendation the request of the Town of
Clover should be denied.

Gentlemen:
This report is being provided eash county in the Wausau Supervisor of Assessments
District so that all of you are fully informed on the expenditures we have made over
the ,past year, and our anticipated expense for the coming year.
A year ago we estimated our needs for that past year at $7,011.46 and this report
explains to you that our expenditures total $6,911.06 leaving a balance on hand in our
account of $100.40. We might have been able to show a larger balance on hand if our
fixed charges such as rent, janitor service, electric and telephone service had not
increased over the past year.
A year ago I explained to you that two new men employees had been added to our
working force which created an additional expenditure in equipment for their use, such
as desks and a new calculator. Not wishing to burden our last years budget too heavily
we put off the purchase of a second new calculator and some other office equipment and
files until this year and you will note this item as part of our 1:953 budget.
The payment of these costs is provided for under 73.07 of our Wisconsin Statutes,
and Marathon County having acted as our purchasing and disbursing agent in the first
place, should now be reimbursed for this service if your County has not already done so.
Your county payment for this service should be sent to Miss Lucille Zielsdorf, County
Clerk `of 1arathon County, Wausau, Wisconsin. A special effort should be given to this
request.
In the following pages of this report, we outline for this committee the comparisons
of costs and expenditures. We outline for you a new anticipated budget for the year
1952-1'953; and on the last page of this report, we have drawn up for you a new county
ratio indicating.on it your County's share of anticipated expenditures for the ensuing
year.

We submit herewith a request for an appropriation of 1, 00.0.00 to the County
Veterans' Service Commission fund for the year of 1953.
On hand October 15, 1951 was a balance of $723.85. The appropriation of the County
Board made January 1, 1952 added $500.00 to this balance, making a total balance of
$1,223.85. Disbursement and administrative expenditures amounted to $622.59, reducing
the balance on hand, as of this date, to $601.26.
Demands on this fund have been slightly greater than last year, although the
Commission endeavors to hold down expenditures as much as possible without working a
hardship on any individual veteran or his family, we run into cases where it is not
possible to set a limit as to the amount of aid given:

from indigent dffar Veterans or their immediate family, one of which was a renewal. The
total cost to the county for the 9 cases which were allowed was $622.59, including the

Whereas, in the recent Referendum Election on Legislative Reapportionment, it is
reported that 61 out of the 71 counties in Wisconsin voted in favor of the proposal
to have the units of government represented in some way in the legislature in addition
to proportional representation on a population only basis; and
Whereas, the Referendum Proposal was only defeated by a comparatively small
margin in the total popular vote in the.sta�e; and
Whereas, units of government in addition to population as a .factor are considered•:
in the units of government both below and above the state level, that is, on county
boards as well as in the United States Congress, and no legislator would favor having
either county board representation or representation in Congress made solely upon the
basis of population, and it therefor seems reasonable to have other factors considered
on the state level as well;

BE IT' RESOLVED, by the County Board of Supervisors of Bayfield County, in annual
session assembled this 15th day Of November, 1952, that it is the sense of this board
that consideration should be given to action seeking a further referendum in Wisconsin,
or whatever other action is necessary to amend the State Constitution so as to provide
for proportional representation in one House of the State Legislature and for unit of
government representation in the other House.
IT IS FURTHER RESOLVED, that a -bopy of this Resolution be sent to Governor Walter
T. Kohler, to Vic C. Wallin, Assemblyman from Bayfield County, and Arthur Lenroot, Jr:,
State Senator from this district.

That they are the ex-wife and son respectively of Donald J Sauve, Sr. in.whose
name the title to Lots 22 and 28 Inclusive, Block 4 of Pettingill*s First Addition
to Iron River; Bayfield County, now stands. The taxes on this property have been
delinquent ever since the year 194& and your ipa,titioners have paid the 19-46 tax so as

lost; that said property above described is the premises in which the parties resided

WHEREAS, there is proposed legislation to be presented before the 1953 Legislature,
amending Section 46.206, subsection (1), providing for the appointment of seven members
to the Welfare Board, three of whom shall be persons not members of the County Board,
and
WHEREAS, Winnebago County feels that all matters relating to the expenditure of
funds can best be handled by members of the County Board,
NOW, THEREFORE, BE IT RESOLVED by the Winnebago County Board of Supervisors, that
the Winnebago County Board of Supervisors go on record opposing this proposed change
in the Statutes.

to time faces the problem of caring for
the unwed mother, The Martha Washington Home in Milwaukee is set up for the distinct

purpose of helping with this problem.
Every year some 300 girls knocc at the Salvation l,rmy;s door:;: asking for sanctuary and
for care during this trying experience of their life. Some of there are merely children.
At the present time we are caring for a twelve year old girl.
Seventy per cent or more of these girls come from outside Ivalwaukee County. --The
Community Welfare County of Milwaukee provides forty per cent of the operating budget
of the Home, and the balance must be ..-raised from contributions of interested friends
and from such fees as the girls themselves are able to pay. Many of them are not able
to pay anything.
Because of the wide -spread service of the Martha Washington Home, many County Boards
have made special appropriations to help us in meeting this deficit in the oparating
budget of the Home. We will appreciate it if you will again this year bring to your
county board the request for un appropriation to the Martha Washington Home for the

BE IT HEREBY RESOLVED that the County Board continue as a member, and that there
-be appropriated the sum of $150.00 for regular dues and $204.00 for magazine sub-

rle, the undersigned committee on Finance, Budget and Equalization, herewith submit
our report and recommendations for 1953.
VALUATION
The recommended equalized value of the County for 1952 is $24,154,305.00. This is
anincrese of $1,076,275.00 over last year. The value as recommended will allow an
increase of $10,762,75 county tax under the 1% limitation.
AUDIT
The audit for 1951 is completed and the auditor met with us and explained his work
and scope of, audit. We were very appreciative of his time and effort and he is to be
commended for the complete and 'thorough job done. He is submitting a proposal for the
audit of the 1952 records -and we recommend that his proposal be accepted. Provision
has been made for it in the budget:
WELFARE
The budget request for this department is larger than last year. One of the larger
items of increase being that for Doctor, Hospital and Medical. However, State and
Federal aids have increased more proportionately than costs and -as a result the item
for this department to be placed on the tax roll wil be less than a year ago.
The Chairman of the County Board was directed to appoint a special committee to
work with the welfare committee to make a study of the possibilities of Bayfield County
owning and operating its own nursing home. This was done and your committee decided
that the only intelligent way to go about this was to engage the services of a registered
architect to present the board with sketches and estimates. We employed Nr. Estenson,
an architect from the Town of Hughes, and he will appear before the Board in person
to present the matter in detail.
lisle have made a study of the financing of such a project whi'th included;
1. Using available savings bonds now owned by the county which represents highway
funds almost entirely.
2. Increased sale of stumpage from county lands.
3® Sale of Bonds®
;fie ,decided against the sale of savings bonds as they represent unused highway
moneys which in reality is trust funds.
j,Ile decided against a sale of timber on a large enough scale in one year to finance
the nursing home, after conferring with our County Forestor, on the the available mature
supply of timber:
We recommend that in the event the County Board wishes to have a nursing home of
its own that it be financed by a bond issue for that purpose. The annual. payments of
principal and interest on bonds can be placed on the tax roll over and above the one
legal
per centTlimitat ion for county taxes.
We recommend that the County Board,.as a whole, make an inspection of the two
possibilities for a nursing home before taking definite action.
COUNTY SCHOOL TAX
This item is certified by the State Superintendent, of Public Instruction. It has
been reduced3,06760
SALARIES AND WAGES
This is °an annual problem especially in view of continuing inflation. Last year
we gave considerable time and thought to this item and felt that everything was fairly
well equalized. However, we are recommending a flat increase of $10.00 per month except
in a few cases where we feel that an adjustment should be made. Our recommendations are -
being submitted in the form of a resolution for your consideration and judgment;
HIGMVAYS
There is no recommendation being made for a two mill levy for this purpose. As a
result of a joint meeting with the highway committee, it was the consensus of opinion
that no additional mileage be made to the county trunk highway system at this time.
The item for County Bridge Aid has been reduced $9,708.55 from last year,
FINANCE - GENERAL
Application was duly made to the State ?Welfare Department for emergency aid as
directed by the County Board, They sent an auditor and after his report was completed,
a hearing was held in August. After the hearing, we received a notice from the State
that our application had been denied. They ruled that no emergency existed as long as
we had savings bonds (highway money) and borrowing power.
The amount of bonds and accummulated interest will amount to $132,721.10 as of
January 1, 1953. Of this amount $21,647.10 is interest earned:
Tile have included an item of $38,500.00 as taxable income for indebtedness which
is over the limitation for general tax purposes and is a legal levy. This was due
because we could not balance the budget last year and the same was true again this year.
We urge interested members to study the audit report. It is interesting to note
that the budget calls for an expenditure next year of $954,46% 61. To this should be
added trust funds handled by the County. The total amount of money handled annually
is more that 12 million and is headed for the 1a million mark:
We call your attention to the steadily increasing income from sale of forest
products. Barring set backs from forest fires, blight, infestations and storm damage,
we can expect a continued increase in this item.
We recommend that all resolutions calling for the expenditure of money be referred
to the Finance Committee now and in the future.
All reasonable requests for moneys have been included in the budget.
We submit the following budget for 1953 for your consideration and recommend its
